Loyality Day
O
ur Beloved Country celebrates the national day on December 18th, which the memory of the day Sheikh Jasim bin Muhammad al-Thani –may God forgive himtook power.
On this day in 1878, Sheikh Jasim bin Muhammad al-Thani took power in a very complicated stage in the country. With his wisdom, he managed to protect Qatar’s independence and values from regional and colonial influence and domination, in a time the other rulers gave the job of directing the country to the occupier. Sheik Jasim took control of the country in great determination as free man, and managed to get the country to security development. He was a knowing ruler, preacher, and pioneer, who never lied to his people. Under Sheik Jasim’s rule, people knew Qatar as modern state the stands on grounds of science and knowledge and economy development, the economy depended on pearl trade. People joined him and made great sacrifices to be remembered; that should make us proud. This day is very much like yesterday; at the time of all that influence witnessed by our nation, HH Hamad bin Khalifa the Emir -following the steps of his grandfather the founder-has managed to establish the prestigious position our country has today. Today, Qatar Diplomacy has been active in all global activities to play politically and economically influential roles as well as influential media, sporting, and cultural roles. Qatar has managed to resolve regional disputes and conflicts; it managed to end the dispute between the Lebanese, to set intermediation in Darfur issue, and to end the border dispute between Djibouti and Eretria. At the time of Arab spring, Qatar helped the Arab nations to achieve their legitimate demands and to establish freedom, development, and stability. The national day is big chance for all Qataris and residents to question themselves, “What gifts do we give our beloved home?” The simplest and the most honest gift is feeling the love of this country and favoring affiliation to it; for what this country has achieved under the wise leadership of HH the Emir, Sheik Hamad bin Khalifa al-Thani, and the HH Sheik Tamim bin Hamad, the Heir Apparent. We are proud of our land Qatar, the land of greatness and glory

Introduction
Historical
Days I
n the National day, we experience moments of joy in Qatar. It is the anniversary of the state foundation on the hands of Sheik Jasim bin Muhammad al-Thani. In a time when the British occupation took advantage of Ottoman Empire weakness and gained control of many areas of our Arab World and Islamic World, a man emerged who united all the tribes and established the foundations of a civilized country that it is now valuable with a prestigious, strong entity. After long decades, in these happy days, Qatar hosts the Doha climate change conference under the auspices of HH Hamad bin Khalifa al-Thani, the Emir. Qatar proved that it is able to host big activities, which many countries are not able to host, even large ones. The participants (numbered in thousands) have commended the accuracy of the management, hospitality, and Qatari generosity as well as professionalism and craftsmanship that everyone witnessed.
One of the greatest benefits of this conference-in addition to its positive recommendations and productive discussions and studies- is the memorandum of understanding between HH Sheika Moza bin Nasir, Chairperson of Qatar Foundation for Education, Science and Community Development, and Potsdam Institute for Climate Change Research, Germany. This memorandum of understanding aims to consider opportunities of cooperation between Qatar Foundation and that German institute. Aiming to found an institute for climate change research in Qatar and launch a global forum for climate, to be held annually in Doha. Of course, this agreement confirms that Qatar, though a small country with a small population, has huge ambitions and thinking. Finally, we, in Al-Dana team, are so happy and gratified that the Chairman, Muhammad bin Abdullah al-Attiya, was chosen as Honorary President of the National Campaign of ideal behavior. Al-Attiya supports the goals of this noble campaign, at the top of which is planting one million trees in the coming period

n a clear message to developed nations to play their part in finding solutions and reducing emissions, HH the Emir said, “No country can find a haven in isolation. We have to be far sighted. I call upon the developed nations to fulfill their obligations to help developing countries. “There should be a unity of purpose and a common sense of destiny,” he added. The causes of environmental damage and the failure to address them collectively and seriously would expose all peoples to danger, HH the Emir said. “I also call for reaching the right equilibrium between the needs of countries and communities for energy on the one hand and the requirements to reduce greenhouse gas emissions on the other. Technology can play a part in achieving that, and we are ready in Qatar to contribute to this field, because we are partners on this planet,” he added. In attendance at the high-level meeting of COP18 at QNCC premises were a number of heads of states and governments, top UN and other senior officials. The session was also attended by HH Sheikha Moza bint Nasser, the Heir Apparent HH Sheikh Tamim bin Hamad al Thani, HH the Emir’s Personal Representative HH Sheikh Jassim bin Hamad al Thani, Prime Minister and Minister of Foreign Affairs HE Sheikh Hamad bin Jassim bin Jabor al Thani and President of COP18 HE Abdullah bin Hamad al Attiyah, Speaker of the Advisory Council HE Mohamed bin Mubarak al Khulaifi, UN Secretary-General Ban Kimoon and President of the 67th Session of the General Assembly Vuk Jeremic. Addressing the august attendees, HH the Emir said at the outset, “This conference is held amid unstable global conditions in terms of security and economy apart from the various challenges and risks facing the international community as a result of the climate change. “The climate change phenomenon is one of the major challenges of this era. It is a real problem, existing and worsening steadily and raising several complex problems with intertwined economic, environmental and social dimensions, especially in relation to food security and water, where the rate of desertification is increasing in many countries and the agricultural sector is deteriorating,” HH the Emir pointed out. The Emir went on to describe the

measures Qatar was taking to reduce the impact of its economy on the environment. He said that carbon dioxide emissions were being cut and gas flaring reduced. “Qatar has paid great attention to sustainability and long-term environmental goals.” HH the Emir said that the country was expanding its solar energy capacity and was constantly working to improve its water supply and air quality, and to reduce waste and increase recycling to safeguard the nation’s biodiversity. “The negative effects of climate change are extremely grave on the tracks of sustainable development aspired to by all people, and it would not be acceptable to decide solutions for it at the expense of development.” HH the Emir said: “In spite of variations in the circumstances among
countries, today we are in an urgent need for international cooperation, and confirming the credibility of multilateral international action to counter climate change challenges.” He called upon the officials in attendance to develop a comprehensive assessment of climate change when dealing with the issue. HH the Emir also called on them to look to the future when thinking about today’s challenges of climate change. He laid stress on finding a solution that balances between the energy needs of countries, and the necessity of reducing global warming. HH the Emir meantime stressed that facing the challenge of climate change required political will and maintained that there was a long road ahead, despite the progress made in the past.

He called upon the international community to cooperate to face climate change, stressing meantime that a sense of common goal and destiny must be the launching point of negotiations, and emphasized that reaching a practical agreement was the responsibility of all. HH the Emir expressed his confidence that the participants in COP18 will work on finding practical and flexible solutions over the coming days. At the outset, HH the Emir congratulated
Attiyah on his election as President of the 18th Session of the UN Climate Change Conference and thanked Maite Nkoana Mashabane on the effective role played by her country throughout its presidency of the previous conference. He said that Qatar’s hosting of this conference came out of its international responsibility and the country’s awareness of the importance of addressing the climate change phenomena and controlling its repercussions on all human beings.
The session was also attended by HH Sheikha Moza bint Nasser, the Heir Apparent HH Sheikh Tamim bin Hamad al Thani, HH the Emir’s Personal Representative HH Sheikh Jassim bin Hamad al Thani, Prime Minister and Minister of Foreign Affairs HE Sheikh Hamad bin Jassim bin Jabor al Thani and President of COP18 HE Abdullah bin Hamad al Attiyah. “There is no doubt that this conference represents the unfolding of a new phase in the history of humanity. The resolutions to be adopted by this conference would determine what we will bequeath to future generations,” HH the Emir observed. “The responsibility for reaching a practical and effective agreement is a collective

of the mainstays of its National Vision 2030, which states that the environmental development and the economic development are two fundamental goals, and it would not be possible to sacrifice one of them for the sake of the other. a set of measurable goals that were defined within a mediumterm framework. These specific goals are related to the sustainable use of water, improving air quality, enhancing efficient use of gas and energy, limiting the use of all types of waste materials and recycling them, safeguarding biodiversity, increasing green areas along with the planned urban expansion, promoting environmental awareness among the population, and enhancing knowledge and deepening national commitment towards the environment issues. These efforts are not confined to the ministries and governmental organs but transcend them to include our major companies, whether governmental or mixed, as they all abide by the general goals envisaged in Qatar’s National Vision which include the environmental objectives”, HH the Emir told the conference attendees.
HH the Emir went on to say, “The exploitation of renewable energy has also been initiated through the construction of solar industry infrastructure, namely, a factory to produce pure silicon as well as adopting the green buildings projects that use solar energy, such as Qatar National Convention Center, where we are meeting today, and which contain solar panels catering for 12 percent of the energy needs of the Center’s exhibition hall. There is also an initiative by Qatar General Electricity and Water Corporation (Kahramaa) that aims to exploit solar energy to cater for 2 percent of Qatar’s electricity needs by 2020. We are open and welcome any assistance that could help us find the best ways to cut greenhouse gas emissions. I am confident that you will be working hard in the few remaining days to find practical and flexible solutions as well as the appropriate decisions that would satisfy our aspirations towards a better future for us and for the future
generations.” To conclude, HH the Emir expressed gratitude to the General Secretariat of the UN Framework Convention on Climate Change for the efforts it has exerted to achieve the goals and principles contained in the Convention. “I also wish to commend the role of civil society organisations, the private sector and the media in realising these goals. I hope that this conference will achieve the aspired goals for the benefit of mankind,” HH the Emir said.

And a Green Climate Fund designed to channel up to $100 billion annually to poor countries has yet to begin operating. next two weeks are firm commitments from rich countries to keep giving money to help them to adapt to climate change,” he said on Sunday. Creating a structure for climate financing has so far been one of the few tangible outcomes of the two-decade-old UN climate talks, which have failed in their main purpose: reducing emissions of heat trapping gases that scientists say are warming the planet, melting ice caps, glaciers and permafrost, shifting weather patterns and raising sea levels. The only binding treaty to limit such
emissions, the Kyoto Protocol, expires this year, so agreeing on an extension is seen as the most urgent task by environment ministers and climate officials meeting in the Qatari capital. However, only the European Union and a few other countries are willing to join a second commitment period with new emissions targets. And the EU’s chief negotiator, Artur Runge-Metzger, admitted that such a small group is not going to make a big difference in the fight against climate change.

These were made through Qatar’s advanced economic and investment policies as well as successful managements of oil and gas investments. In addition, Qatar saved Miramax Films sold by Disney and invested a billion US Dollars in an investment fund in Indonesia.” The newspaper adds. uilt at an estimated cost of QR2.3 billion, the LDPE 3 has a production capacity of 300,000 metric tonnes of low-density polyethylene per annum. It started production in August this year. At present, the plant has reached 93 percent of production capacity and is expected to reach the full capacity by January next year.
Combined with Qapco’s existing LDPE facilities, the new plant will raise the total output of lowdensity polyethylene to 700,000 metric tonnes per annum. The LDPE 3 will use Qapco’s available surplus feedstock coming from its other facilities, and its products will be sold in international markets under the brand name ‘Lotrene’. Commenting on the new plant, Minister for Energy and Industry HE Mohammad bin Saleh al Sada said, “This modern facility is a direct and physical manifestation of Qatar’s National Vision 2030. While Qatar is blessed by plenty of natural resources, it is the value that is created by processing the raw products that moves the country towards its economic diversification goals in the coming decades.” He said efforts would continue to reinforce Qatar’s position not only as a regional industrial power, but also as a global one. “With the launch of LDPE 3 and plans to develop other petrochemical plants, Qatar is set to join the exclusive club of major petrochemicals producers and exporters,” Sada added. Qapco Chairman Hamad Rashid al Mohannadi said, “For nearly three decades, Qapco has been at the forefront of efforts to raise Qatar’s industrial output.
The LDPE 3 facility is another stage of our development plans for the next several years. As we have delivered excellence in the past more than 30 years, we will continue to deliver for the next 30 years and beyond.” Qapco commenced commercial production in 1981, and is owned jointly by Qatar Industries (IQ) with 80 percent share and Total Petrochemicals of France with 20 percent share. President of Chemicals and member of the Executive Committee of Total Patrick Pouyanne remarked, “This inauguration marks a milestone in the development of Qapco into one of the biggest single sites worldwide of low-density polyethylene manufacturing. Total remains committed to supporting the growth of Qapco as well as Qatar through our other activities, from the oil and gas exploration and production to LNG and condensate refining besides petrochemicals.” The plans for developing LDPE 3 were set in motion in 2002 and construction was started in 2009 when the Heir Apparent His Highness Sheikh Tamim bin Hamad al Thani laid the foundation stone for the facility. The EPC (engineering, procurement, and construction) contract was awarded to Germany’s Udhe, a company renowned for designing and building chemical plants all over the world. The LDPE 3 meets the stringent environmental standards as set by ministry of environment. No run-off flows into the clear waters off the coast of Mesaieed and, additionally, the heat produced at the plant is recycled for heating and power generation.

The WISE Prize carries a cash award of $500,000 and a special gold medal. Chavan devised a formula to bring education and literacy to millions of children at a minimum cost. He is the co-founder and CEO of Pratham, the largest non-governmental provider of basic literacy and numeracy for underprivilleged children in India. Pratham is active in 17 states in India and five other countries have collaborated with the organisation in these efforts. Its programmes address pre-school education, learning support to both in-school and out-ofschool children, computer literacy, vocational training and special programmes for vulnerable and working children. His initiatives such as ‘ReadIndia’ and ‘Education to Educate’ have helped millions of children achieve literacy and complete higher education. While accepting the award, Chavan pledged to carry on his mission acting as a global ambassador of education. He said: “Many individuals and organisations have contributed to the success we celebrate today. I share this honour with them. WISE is pursuing a similar mission on a
Chavan launched a mission to make a huge impact at low cost. It combined the primary elements of government infrastructure, corporate resources and citizen volunteerism, which produced striking results in bringing literacy to Mumbai’s slum-dwelling children. Independent studies have shown that children who have attended Pratham’s programmes are much likely to learn effectively in primary school than other children in their age group and that they perform better than their classmates. Chavan’s scientific method includes monitoring and evaluation. Pratham’s Annual Status of Education Report (ASER) measures quantitative and qualitative aspects of the programme, including enrolment, facilities and learning outcomes. The model has been replicated in a number of countries in Asia and Africa.

Education is one of the fundamental rights of all human beings as it creates the environment in which the future, the development and common dreams take shape.” She underlined that collaboration was the key to success and that “exceptional problems require exceptional solutions.”
WISE Chairman Dr Abdualla Ali al Thani said that it was a moment to reflect on the tasks that “lie before us and to work on them during the next three days.” He said, “Standing still is not an option when we know progress is possible. In its short history, WISE has identified many islands of excellence. All over the world, individuals and organisations are doing wonderful work, often in difficult circumstances.
HH Sheikha Moza noted that despite the international efforts in the field of education, there are still serious deficiencies that require serious cooperation to accomplish change. She explained, “If the problems of education strengthen the fact that it is everyone’s right, then we may eliminate many social, economic, political and security problems that are the results of the failure to realise this human right. And here we meet annually under the umbrella of WISE to promote a culture of innovation in education, and renewal of innovation, while we are all aware that education is a field that encompasses all issues.” Sheikha Moza asserted that education made the difference between prosperity and poverty of a country. She pointed out, “It is through education that the collective mind of the community is formed. It is with education that we draw the features of the future, a future that should always be new and innovative. With education, we choose either progress or backwardness. She stressed the need for innovation to meet the challenges of education. Sheikha Moza also noted that WISE currently was heading towards a

peaking at the Global Education For All (EFA) meeting at the UNESCO headquarters in Paris, HH Sheikha Moza said, “Humanity will not overcome the immense challenges we face unless we ensure that children get quality education that equips them to play their part in the modern world.” The ministerial-level meeting aimed to drive efforts towards reaching the EFA goals of providing universal access to education. Highlighting the current situations in Gaza and Syria, HH Sheikha Moza said, “Events happening right now in my region clearly show that the right to education is still endangered. Take a look at the situation of students in the Gaza Strip, Syria and other conflict areas. Education is not being protected from the wider issues affecting a country or a society.” HH Sheikha Moza urged leaders to build on the momentum generated by recent initiatives, including ‘Education First’ launched by UN SecretaryGeneral Ban Ki-moon recently and ‘Educate A Child’ she launched this month. “Over the last few months, we have discovered a new energy. I call on you to make use of this energy. I count on you to step up your efforts to meet our commitments. I urge you to use the discussion over the coming days to focus on accelerated actions that will enable us to meet our goals,” she said. In order to build on the current initiatives, HH Sheikha Moza proposed to host the next EFA meeting in Doha in April 2013.
“I invite you to share progress, come with specific plans and show the outcomes of today’s important meeting. I invite you to demonstrate that we are living up to our promise in concrete and practical ways,” she said.

elivering this year’s convocation address, Hamad Medical Corporation’s Managing Director Dr Hanan al Kuwari reminded the new graduates about their significant role in shaping the future of Qatar’s healthcare system. She said, “Across Qatar, the need for skilled nursing is growing. Today, nurses in Qatar have more career options than they had before. Sidra Medical Research Center will be recruiting and developing a significant number of nurses as it seeks to develop medical practice in Qatar. The Primary Health Care Corporation is also undergoing major transformation as it works towards its aim of being the bedrock of the healthcare system in Qatar. “At HMC, we are committed to the
transformation of our nursing across our hospitals. By the end of this year, the National Cancer Center for Care and Research would have recruited 50 clinical nursing specialists. At Hamad General Hospital we’re increasing our critical care nursing capacity while the Women’s Hospital is developing new midwifery roles”. Kuwari said nurses in the country now have the opportunity to work as professional clinical nurses, take the academic research path or participate in the administrative work. Speaking at the event, Ume said, “Four years ago when I joined the nursing programme, I had little idea about what nursing involved. I just knew I wanted to be a nurse as I was inspired by my grandmother who was a cardiothoracic nurse. Over the years, I learned that
nursing requires me achieve progressive knowledge, critical thinking, questioning by means of research and evidence-based practices. And of course, I learned that nursing involves having to genuinely care for patients. That is what UC-Q has done for me”. To date, the UC-Q has graduated around 40 nurses who are now employed in various medical institutions in Qatar. The university currently has about 300 students who are mainly sponsored by the Qatar Foundation and the Hamad Medical Corporation. The first batch of students in the Master of Nursing programme will begin their studies in 2013. Moza Unveils Solar Research Facility
Ongoing drive towards reducing its carbon footprint received a big push on Sunday when Chairperson of the Qatar Foundation for Education, Science and Community Development Her Highness Sheikha Moza bint Nasser inaugurated the country’s first large-scale Solar Test Facility at Qatar Science and Technology Park (QSTP) in Doha.

C
hairman of the Administrative Control and Transparency Authority and President of COP18 HE Abdullah bin Hamad al Attiyah attended the opening ceremony along with Executive Secretary of the UN Framework Convention On Climate Change (Unfccc) Christiana Figueres, US Ambassador to Qatar HE Susan L Ziadeh, Chairman of the Qatar National Food Security Programme Fahad bin Hamad al Attiyah and other distinguished guests. Managing Director of QSTP Hamad al Kuwari anchored the event. This initiative seems to be in tandem with Qatar’s aim to raise the share of solar power in electricity generation to 16 percent by 2018, as announced by an official, a rare example of an OPEC nation embracing renewable energy as claimed by an official.
“We are working on a project to develop 1,800 megawatts of solar power,” said Fahad bin Mohammed al Attiya, chairman of the organizing committee for the climate talks under way in Doha since November 26 among almost 200 nations on slowing global warming. “That will be 16 percent of our total electrical output,” he said, adding, the project was due to be operating by 2018. He said right now Qatar has negligible use of solar power despite strong sunshine round the year. “It makes sense for us,” he said of the plan for more renewables that will partly aid desalination of sea water. “We will also have a feed-in tariff system so that
people can put solar systems on their roof and contribute to the grid. “All these measures have been applied now because solar prices are becoming reasonable and competitive. With the amount of solar hours we have it is economically feasible,” he said. Meanwhile, talking after unveiling of the solar test facility at the QSTP, Executive Chairman of QSTP Dr Tidu Maini outlined the green energy initiatives of Qatar for the last two decades saying that the solar energy programme was focused on two major initiatives. He explained, “The first was to invest in a state of the art factory to produce 8000 tonnes of polysilicon, the raw material

for making solar panels. The second project is our solar demonstrator, which is a partnership venture of QSTP, Chevron and a newly created Qatari company GreenGulf.” He elaborated, “The goal of the facility is to understand the performance of solar cells in the Qatari environment with high temperatures and humidity, study the impact of dust and moisture on performance, carry out an independent evaluation of solar system vendors, research to improve the performance of solar systems and to build local human and technical capacity as creation of a new Qatari company GreenGulf. The STF facility spread over 35,000 square metres with an expected investment of $ 20 million in construction, testing equipment and operation will support the deployment of solar energy in Qatar and the region by generating data required to plan largescale solar power production facilities and other key applications such as solar cooling and solar desalination. 400 kilowatts of energy. The research and analysis conducted will enable QSTP, GreenGulf and Chevron to understand the technical and commercial issues of applying solar technologies for a variety of uses that currently require ample energy coming from non-renewable sources. The facility will also play an educational and capacity building role, as the students in the universities of Qatar will have the opportunity to learn about solar technologies through training and internship programmes. Speaking on the occasion, James C. Davis, President of Chevron Energy Solutions said that the STF in Qatar is a sister project to three other similar Chevron facilities in the US. He said, “We are drawing on the research and learning from those three test sites in the US for application at the STF in Doha, making this project the most comprehensive of all. This will be the premiere test facility in the Middle East to evaluate how more
than 30 different solar technologies perform in Qatar’s climate conditions including the first-ever Concentrating Photovoltaic (CPV) system installed in Qatar.” Davis pointed out that Qatar’s climate conditions, such as high humidity, high heat and excessive dust, are the main challenges as they affect the performance of solar panels. “That is why we are testing ways to improve performance. We will evaluate the performance of current and emerging solar technologies under the extreme conditions found here,” he added. Commenting on the partnership, Omran Hamad al Kuwari, CEO of GreenGulf, said, “The region recognises the need to diversify its source of energy and identified solar power as a viable complement to its oil and gas economy. QSTP’s leadership, Chevron’s expertise in the energy industry, coupled with GreenGulf’s capabilities across the region, will make this a legacy project for the people of Qatar and the region.”

Professor Kecheng Xu, President of Fuda Cancer Hospital and Vise President of the International Society of Cryosurgery, has visited Doha where he met a number of public and private hospitals’ officials and officials of Qatar Cancer Society. Professor Xu called the Qatari officials to discuss the opportunities of corporations and to consider opening a new branch of Fuda Cancer Hospital in Doha to treat cancer patients and save the costs of travelling of patients to Guangzhou, China. At the same time, he called Qatari physicians to visit the hospital and to benefit from training on treating cancer patient with cryotherapy and combined immunotherapy in Fuda Cancer Hospital. These treatments differ from ordinary treatments given in worldwide hospitals. A Jubaylat Majlis hosted Professor Xu in an evening attended by a number of personalities invited by Mr. Muhammad

During the meeting, Ester law, Vice President of the hospital, addressed the new technology and showed the steps of treatment performed in Fuda Cancer hospital. The hospital now attracts patients from many countries around the globe as it managed to treat about 10 thousand cases, among which are cases from Qatar and Saudi Arabia. Ester law said, “We in Fuda Cancer Hospital believe that cancer treatment should go beyond chemotherapy, radiotherapy, and conventional surgery. They did not have a good guess The professor had decided to undertake cryotherapy, after the doctors told him that his days were numbered. The treatment, however, had proven them wrong. Professor Xu pointed out that he knew many businesspersons and officials who had money, but died after treatment with chemotherapy.
Professor Xu, who presented his book “Nothing but the Truth to the audience, said that he refused to go through chemotherapy; because doctors never answered his question on whether they realize what he would feel if he had undertaken chemotherapy. That was before he applies cryotherapy, which is originally an American innovation that Professor Xu applied for the first time in the world in China.
Professor Xu clarified that Fuda Cancer Hospital receives many cancer patients from Qatar, Saudi Arabia, many other Arab countries, and other countries from around the world. He pointed out that he intends to take a tour through many countries aiming to convince officials there to open branches of Fuda Cancer Hospital, considering the effectiveness of treatment and to cancel the cost of travelling to China.

CHINA’S aluminum industry will produce around 10 million tonnes of new aluminium capacity despite global cost curve and is forced to import most of its raw materials for the industry. These remarks were made at the 16th Arabal Conference by AZ China Limited’s Managing Director, Paul Adkins, in Doha, on Thursday. He was speaking at a panel discussion on the subject, ‘What would the aluminum policy in China be for 2012- 2013.’ “It’s not safe to talk about averages when comparing 130 smelters with cost structures that vary by up to 33 percent. But as can be seen here, the median cash cost is around RMB15000 ($2400). But it is also clear that the range of costs is very wide, with almost 50 percent variation between

the lowest and highest-cost plants,” Paul said. He said government subsidies are taking as much as $200 per tonne of the production cost and AZ China estimates that around 25-30 percent of China’s production is presently receiving some form of government assistance. “Government subsidises a local industry in order to protect jobs and to maintain a level of social order but these subsidies have been virtually wiped out by the market, which dropped RMB500 as soon as the news leaked out,” he said. Questioning Chinese government’s decision of not importing aluminum, Paul said the government in order to promote domestic value-add is imposing financial penalty on imports, which is estimated around $60 billion per year.
“For the Chinese Communist Party, aluminum is an important conduit for the development, urbanisation and modernisation of China,” Paul said. Paul wants China to take the advice of Alcoa and other firms to increase imports. “Why do they continue to add capacity at breathtaking rates,” he argued. Paul further added that the cost curve of the aluminum industry in China will result in consumption of scarce energy resources and also jeopardise environmental integrity. Commenting on China’s move to shift aluminum production to energy-rich western areas, Paul said this won’t solve the industry’s problems with high costs and pollution.

A Vision Qatar National Vision 2030 (QNV 2030), launched in October 2008, builds a bridge from the present to the future. It aims to transform Qatar into an advanced country, sustaining its development and providing a high standard of living for all its people for generations to come. It foresees a vibrant and prosperous Qatar with economic and social justice for all. It envisages all Qataris working together in pursuing these aspirations, with strong Islamic and family values guiding their collective energies.
Qatar National Development Strategy 2011~2016
Towards Qatar National Vision 2030 QNV 2030 builds on a society that promotes justice, benevolence and equality. It embodies the principles of the Permanent Constitution, which protects public and personal freedoms, promotes moral and religious values and traditions, and guarantees security, stability and equal opportunities.

n line with these principles, Qatar National Vision 2030 (QNV 2030) rests on four pillars: Human development—to enable all of Qatar’s people to sustain a prosperous society. Social development—to maintain a just and caring society based on high moral standards and capable of playing a prominent role in the global partnership for development. Economic development—to achieve a competitive and diversified economy capable of meeting the needs of, and securing a high standard of living for, all its people for the present and for the future.
Environmental development—to ensure harmony among economic growth, social development and environmental protection. QNV 2030 thus defines broad future trends and reflects the aspirations, objectives and culture of the Qatari people. Illuminating the choices available, it inspires Qatari people to develop a set of common goals related to their future, and it provides the framework for Qatar’s National Development Strategy 2011–2016. Qatar’s management of its hydrocarbon resources will continue to secure improvements in standards of living, but those improvements cannot be the only
goal of society. The National Development Strategy 2011–2016 thus aims to balance ive major challenges identified in QNV 2030: First, moulding modernization around the preservation of Qatari culture and traditions. Second, balancing the needs of this generation and those of future generations. Third, managing growth and avoiding uncontrolled expansion. Fourth, matching the size and quality of the expatriate labour force to the selected path of development. Fifth, aligning economic growth with social development and environmental management. Formulating the National Development Strategy 2011–2016 This National Development Strategy 2011–2016, Qatar’s first, is the culmination of extensive stakeholder consultations, dialogues and analyses. The positive and unprecedented engagement of multiple sectoral and intersectoral stakeholders reflects a genuine desire for reform that is in the best interest of the country. The consultation process began with ministers and key leaders from government, private sector and civil society and moved out into society.

analyses identified priority areas using baseline analyses of Qatar’s situation and benchmarking against best practices in other countries, both in the region and around the world. The 14 sector strategy reports identify the priority areas and the many transformation initiatives to support each proposed programme and project, including core requirements, responsibilities, time lines and key indicators.
Reflecting the broad reach of the Strategy, crosssectoral task teams comprised representatives from government ministries, agencies, private companies and civil society organizations. The extensive intersectoral consultations, including interviews, discussions, debates and research, were important for building a strategy that would enjoy strong and positive public ownership from the outset.
Aligned to the QNV 2030 goals, the programmes and projects identified in the National Development Strategy 2011–2016, including outcomes and targets, are from the 14 sector strategies. Developed through an extensive consultative process and taking into account the many crosssectoral links, the strategies provide profound and transparent analysis, benchmarking, diagnostics and priorities for each of the programmes and projects at a much more detailed level than is possible in this Strategy.
The Strategy builds on situational analyses, diagnostics, regional and international benchmarking and detailed strategies for each of 14 sectors. The situational
The targets in the Strategy, a subset of those in the sector strategies and developed with stakeholder inputs, focus on the results to be achieved by 2016.
Both quantitative and qualitative, they will be reviewed and refined, as necessary, by key stakeholders at the beginning of programme and project implementation. The sector strategies provide indicative resource requirements for each programme and project - identifying the key stakeholders in the projects and the risks and mitigation measures for successful implementation. Especially important, each strategy contains a basic monitoring and evaluation framework, supported by selected monitorable indicators, to enable adjustments during implementation. Qatar’s National Development Strategy 2011–2016 Is a plan of action. It presents new initiatives while building on what already exists. For projects, policies and institutions already under way, it provides added impetus and focus. Achievements and the outlook for 2011–2016 Qatar has built a solid foundation for embarking on the National Development Strategy 2011–2016. Rapid growth in the 2000s, the fastest
Economic
in the world, has given Qatar one of the world’s highest levels of per capita income (measured in purchasing power parity terms). High saving, both private and public, has been reflected in substantial domestic investment and the accumulation of a substantial pool of foreign currency assets. To meet new demands in a more complex economy and to strengthen performance, Qatar has embarked on a variety of reforms. The reforms aim to bring together decisions of national significance within an integrated framework for making deliberate and concerted choices about Qatar’s future. At an operational level the reforms emphasize improvement in public services and delivery of “value for money”, thereby enhancing opportunities and conditions for the country as a whole as well as for individual citizens. By clarifying national development priorities and direction, the reforms provide greater predictability for the Executive summary, private sector and civil society, leading to better alignment of interests across the country. A significant rationalization of the functions and roles of ministries and agencies is under way, aimed at promoting tighter policy cohesion, improving service delivery, eliminating waste and enhancing public sector accountability and performance. Implementing these changes across the whole of government is now proceeding, with the General Secretariat of the Council of Ministers having been given the mandate for planning and performance monitoring across government. An initiative of particular importance is the expansion of the role of the former Ministry of Finance to include economic policy
support, advice and coordination. In recognition of this expanded mandate, the Ministry was renamed the Ministry of Economy and Finance in 2008. To look ahead towards the longer run development needs of the state, the General Secretariat for Development Planning was created in 2006 and given responsibility for managing longer term development planning. It was mandated by Emiri Decisions 39 and 50 to coordinate the formulation of QNV 2030 and to support implementing ministries and agencies in executing it. QNV 2030 was completed in 2008, and now, this document, Qatar’s first National Development Strategy 2011–2016, has been formulated and approved by the country’s high authorities. The trajectory of Qatar’s economy is tightly linked to developments in the hydrocarbon sector. Hydrocarbons still dominate the economic landscape, but Qatar is
branching out into new areas. A supply of cheap hydrocarbon feedstock and energy has helped prime the development of downstream industries in the petrochemical and metallurgy sectors, with some subsectors, such as fertilizers, growing at a fast clip. A foothold has also been established in new areas, including air transportation and media services. The Qatar Science and Technology Park now tenants more than 30 ventures in such areas as life sciences, oil and chemicals, environment, electronics and software engineering. Qatar’s financial sector has also seen rapid development serving the needs of a larger and more complex economy. Physical investments have fast caught up with needs. Bottlenecks in infrastructure, which contributed to high project costs and inefficiencies, are being tackled across a broad front. Investments in healthcare have been significant, supporting workforce productivity and fostering social cohesion.

fter an incident-packed first leg marked by torrential rain, the premature retirement of one of the leading challengers, and ultimately a series of time penalties imposed on most of the field, the sun came out to shine on Attiyah’s sixth successive victory parade in Dubai. Needing only a top-five finish to seal his eighth FIA Middle East title, the Qatari led from start to finish in his Ford Fiesta RRC partnered by Italian co-driver Giovanni Bernacchini. He completed today’s (Saturday) second leg with a 3 mins 38.9 secs winning margin over the UAE’s Sheikh Abdullah al Qassimi who was promoted from third place after Qatar’s Abdulaziz al Kuwari made an agonising exit with mechanical problems on the rally’s last special stage. Partnered by Irish co-driver Killian Duffy in a Mini JWC RRC, Kuwari lost four minutes at the start of the stage and eventually came to a grinding halt as a result of a broken alternator. Despite the setback, he finished runner- up in the championship. Giving the UAE another place on the podium, Rashid Al Ketbi took his Ford Fiesta RRC to third place, finishing another 5 mins 47.4 secs adrift of Qassimi.
time penalties, Sheikh Khalid won the third of Saturday’s stages. His brother, Sheikh Abdullah, was fastest on the last of event’s 12 stages. Celebrating at the finish, Attiyah said: “It feels really great to win here again in Dubai and take the overall Middle East Rally Championship crown. I always love racing here and it’s a great way to end the season.” Over the years the Dubai Rally has played a key role in the Middle East Championship as its deciding round, and this time the event set a new standard through the use of a sophisticated tracking system designed to carry the regional series forward. It identifies any deviation of the route, and those competitors straying off line by more than the 10-metre legal limit are identified and penalised. With a series of time penalties being imposed at the end of the first leg, Sheikh Abdullah and Al Ketbi were relegated one place each to third and fourth respectively at the start of the second leg.
Even Attiyah picked up a 30 second time penalty, although the new system, tested successfully in Dubai for the first time and to be used across the championship next season, has been widely welcomed by drivers as a positive step to ensure fairer and more equal competition. “I think it works very well and is great for the championship moving forward,”| confirmed Attiyah. “It is important for all drivers to respect the system, and many are not entirely aware when they are cutting corners and what effect it has. Even I was guilty in this rally.
Attiyah said: “It feels really great to win here again in Dubai and take the overall Middle East Rally Championship crown. I always love racing here and it’s a great way to end the season.”
Fourth place in Dubai for 2010 Middle East champion Misfer al Marri meant a Qatari 1-2-3 in this year’s FIA regional series. The top six in Dubai was completed by another Qatari, Khalid al Suwaidi, and the UAE’s Sheikh Khalid al Qassimi, who had a much better day in his Ford Fiesta RRC. Forced to retire midway through the first leg after two punctures, the double Dubai Rally winner had the consolation of being one of only two drivers to beat Attiyah on a special stage. Taking advantage of the super rally option to re-start on the second leg with heavy

Q
atar National football team gained hope before its next match with the South Korean team in next March 26th in Asia qualifiers for World Cup. This was after Qatar won the Lebanese team with 1-0, in a match played in Jasim bin Hamad stadium at Sadd Clup. Now, we scored points in our group after our match with Uzbekistan, which leads the group with 8 points. Also in the group are Korea, Iran, and Qatar, each with 7 points. The Lebanese team has lost the chance to qualification as it scored 4 points only.
“Qatar National team’s next match with the South Korean team will be very difficult because it will be held in Seoul. It needs a strong determination to win and raise our expectations. No need to be overly optimistic as the road is still far away. I cannot live with just wishes; our speech should be realistic. The group is still open for all possibilities and everything is possible in the qualifiers.” Atori adds. Atori emphasized that in football, winning or losing change nothing. He says, “Yes, winning is important, but it is also important to learn from the mistakes even if we achieve winning. In general, the Qatari team did not play as good as expected. I asked the players to relief the stress they experience to give the best they could. There was some disruption in our playing technique, which seemed to be resulted from the stress they experienced. I talked to them about this between the two halves of the match and I ordered them to forget anything and do the best they could, which leads as to win.”
These five Asian teams play using the two-legged tie. The First-placed and the second-placed teams are immediately qualified to the coming World Cup, whereas the third-placed team plays in additional two matches with the third-placed team of the other group. The winner of the latter match will play other two matches with the fifth-placed team from South America. This means that that team will have a weak chance to qualify, considering the difference in technical capabilities between South American and Asian teams.

Using Stairs to Achieve Longevity and Good Heart Health Dr. Claws Fabian, an exercise and nutrition expert, gives us the following simple advice he got after many studies and experiments: “Do not use escalators and elevators, instead use ordinary stairs, because this exercise is better for your body. One can regulate this exercise of taking the stairs in order to burn about 2000 kcal a week, thus, reducing the work of the heart and perhaps, reducing the risk of heart attack by 50 %. Dr. Fabian said that this exercise could be carried out readily at home, office, malls, airports and other palaces. the body itself, burns more calories. In addition, it might activate the brain cells more than do running and biking. Long-term use of stairs helps to enhance blood circulation and to strengthen the thigh muscles. It also helps to reduce the risk of fractures due to osteoporosis especially in postmenopausal women. Dr. Fabian advises everyone to use the stairs more frequently, with noticing that people with arthritis or asthma should firstly consult their doctors before giving up the elevators. My first project in
Qatar
Many years ago I left the Middle East with the notion of living in the “Free World”. This was something that I felt compelled to do to broaden my horizons. The United States of America was the country where I lived, educated, and worked for almost 21 years. In April 2003 I was contracted to execute an IT project that included hardware, software, installation, and training in a relatively small country. The client arranged travel for me and a colleague including accommodation. When we arrived, we were well greeted at the airport by the client’s representative and driven to our hotel. Next morning we were picked-up from our hotel and driven the client’s residence where the system was to be installed. Unbeknown to us the client was the son of the Country’s ruler. He had assembled a small IT team for the training, and I was absolutely astonished at the intelligence of the client, as he easily understood the system far better than the IT staff that we were supposed to train. Whilst working within the client’s residence we were treated with the utmost respect, courtesy, and dignity. On a daily basis we were asked what we would like to have for Lunch, and dinner. On the 4th & final day of the project the client’s brother walked into the room where we were, and told our client that their father was taking the children to a restaurant for Lunch. I looked outside the window and saw the father driving his own car with the children on board, and there were no security cars in front, or behind him. Dear readers, do you know which country it was where we carried out the above project? No It wasn’t Switzerland, or Monaco; It was Qatar. The client’s father driving his own car was H.H. Sheikh Hamad Bin Khalifa Al-Thani, and our client was: H.H. Sheikh Jassim Bin Hamad Al-Thani. The Emir’s trip to the restaurant reminded me of the glorious days of Islam, when the Marzban (the envoy) of the Persian Empire came to Medina asking to meet with the king of the Muslims. At that time the Roman and Persian Empires were the greatest powers on earth. The Marzban was informed by the people in Medina that you mean our “Khalifa”, his name is Omar, and he was second leader of the Muslims, after the prophet (PBUOH). They pointed out to a lone palm tree in the distance; you will find him sleeping under that tree. The Persian Envoy walked over to the palm tree and sure enough the Khalifa was fast asleep, in the shade. Here was a ruler of the 3rd largest power on earth (at that time) with no security, no metal detectors, no high fences, just a man asleep in the shade. The Marzban looked at him and said a famous quote: you have ruled and you were just, as a result you were safe, and you slept peacefully. I completed the project successfully, and went back to the USA. I was so emotionally moved by the ruling family of Qatar, that upon my arrival, I informed my wife that it was time to move back to the Middle East, and I moved to Qatar.
