US proposes new trade talks with China

he Trump administration has offered China another chance to try to stave off new tariffs on $200 billion in Chinese exports, asking top officials for a fresh round of trade talks later this month, according to people briefed on the matter. The invitation for talks was made by Treasury Secretary Steven Mnuchin. “There’s some discussions and information that we’ve received that the Chinese government — the top of the Chinese government — wished to pursue talks,” White House Economic Adviser Larry Kudlow was cited as

saying by CNN this week. “Most of us believe it’s better to talk than not to talk... You could say that communication has picked up a notch. “... And so, Secretary Mnuchin, who is the team leader with China, has apparently issued an invitation,” he said while declining to give further details on the potential talks. According to a Wall Street Journal report, Mnuchin had sent the offer to a group of Chinese officials led by Vice Premier Liu He, the top economic adviser to President Xi Jinping. China’s Commerce and Foreign ministries didn’t immediately respond to requests for comment

Stormy Daniels writes tell-all book WASHINGTON: Stormy Daniels, the porn star who sued Donald Trump over a hush agreement to keep her silent about their alleged sexual encounter, has written a book about her life which she says will include details of her tryst with the US President. The American voters, by a 56 to 36 percent margin, said they didn’t want Congress to take action against the president, a Quinnipiac University National Poll found. “American voters don’t want Congress to tell President Donald Trump, ‘You’re fired!’ by serving him with articles of impeachment,” Xinhua quoted Tim Malloy, Assistant Director of the poll, as saying. However, Congress should be more of a check on Trump, most US voters agree, by 58 to 27 percent. In races for the US House of Representatives nationwide, American voters back Democratic candidates over Republicans by 52 to 38 per cent, the poll showed.

TEL AVIV: Israeli Prime Minister Benjamin Netanyahu welcomed US President Donald Trump administration’s decision to close the Palestinian Liberation Organization (PLO)’s office in Washington. The State Department announced the move this week, citing its lack of steps to advance direct negotiations with Israel. It also cited the Palestinians’ efforts to get the International Criminal Court to prosecute Israelis for apparent violations of international law in the occupied West Bank and Gaza Strip. “The US took the right decision regarding the PLO office in Washington,” Xinhua quoted Netanyahu as saying in a statement released by his office. “Israel supports the US actions, which were aimed at clarifying to the Palestinians that their refusal to negotiate and the attempts to attack Israel in international forums will not advance peace,” he said.

SAN FRANCISCO: An unidentified gunman shot dead five people, including his wife, and later committed suicide in the US state of California, authorities said. The killings took place in two different places in Bakersfield city on September 12 night and Sheriff Donny Youngblood of the Kern County said the incident was not a random mass shooting, reports Efe news. “This is highly unusual to have six people shot and dead in one incident,” The Bakersfield Californian daily quoted Youngblood as saying. The sheriff said that the incident began at a trucking company where the suspect arrived with his wife. According to the reported sequence of events, the suspect confronted a man at the place, and shot him dead and then shot his wife. —IANS

ugitive business tycoon Vijay Mallya, wanted in India for his alleged role in a multi-crore bank loan fraud case, this week sought to drag Finance Minister Arun Jaitley into controversy by claiming that he met him before he left the country in 2016, which the minister called “factually false”. Mallya, who talked to the media outside a London court where he is facing extradition proceedings, said: “I had a scheduled meeting in Geneva. I met the Finance Minister before I left... repeated my offer to settle with the banks. That is the truth,” he told reporters outside a Westminster Magistrate court where he is fighting an extradition case filed by Indian authorities. Four militants killed in Kashmir SRINAGAR/JAMMU: Four militants were killed and eight security personnel injured in two separate gun battles in Jammu and Kashmir this week. Two of them were killed in Arampore area in Sopore town, Defense Ministry said. Police said the security forces, including Rashtriya Rifles, the Special Operations Group and the Central Reserve Police Force (CRPF), cordoned off the area in the morning after being tipped off about the gunmen. “As the cordon was tightened, the militants opened fire triggering a gunfight,” a police officer said. Two more militants were killed in Reasi district after an Army operation that began early in the day, General Officer Commanding (GOC) Major General Arvind Bhatia said. He said the militants had recently sneaked into the state from Pakistan. Eight security personnel, including a Deputy Superintendent of Police, were injured in the fighting in Kakriyal village near the Mata Vaishno Devi University. The dead were among the three militants who had opened fire on the Jammu-Srinagar highway in Udhampur district from a truck before escaping. The Army, police and CRPF tracked down the militants using drones, helicopters and other surveillance gadgets in the forests of Jhajar and —IANS adjoining areas.

ore than the social impact of the Court’s Supreme judgment on gay rights, what will be of concern to the ruling party at the Centre is its political fallout. Hence, the eloquent silence of the Bharatiya Janata Party (BJP) on the subject. For the BJP and its ideological mentor, the Rashtriya Swayamsevak Sangh (RSS), any expansion of the concept of civil liberties is fraught with danger to their restrictive worldviews since a widening of human rights carries the prospect of greater individualism. If the rights of the homosexuals to live without legal constraints are conceded, it can only encourage the people to free themselves of other restrictions as well such as on choosing live-in partners (of whatever sex) and eating, dressing and speaking as they please. It is noteworthy that the verdict on gays has come close on the heels of the judgment which described the right to dissent as a “safety valve” which the government can only shut off at its peril lest there is an explosion.

Moreover, the court had also upheld not long ago the right to privacy which the government described as an “elitist” concept. For the Hindu Right, as also for other religious fundamentalists, this dalliance with civil rights — the freedom to criticize the government, the exaltation of privacy and now the decriminalization of homosexu-

ality — entails a push towards liberalism and modernism which are anathema to any group which wants the society to be bound by shackles of orthodoxy and obscurantism. It is ironic that although the Hindutva brotherhood speaks of decolonizing the Indian mind, the two colonial laws which have long been its favorites are the section on

homosexuality in the Indian Penal Code and on sedition. Now that one of them is gone, there is little doubt that these closet followers of Britain’s 19th century politician Lord Macaulay —even as they decry the secular groups as “Macaulay’s children” — will hold on resolutely to the law on sedition as their only safeguard against the

“anti-nationals” who, they believe, stalk the land. It is also possible that the saffronites will keep a hawk’s eye on any social problems that may arise because of the assertion of gay rights. As the BJP MP Subramanian Swamy has said, with eager anticipation, if a five-judge bench can overturn an earlier judgment in favor of criminalizing homosexuality, a larger bench can undo the present verdict if gay bars begin to flourish and there is a rise in the cases of HIV (human immunodeficiency virus) infections. Interestingly, what these judgments underline is how the judiciary is more attuned to the changing world than the elected representatives of the hoi polloi who often argue in favor of giving greater primacy to the legislature than the judiciary since they claim to represent the people while the judges are unelected denizens of an ivory tower. However, one possible reason why MPs and MLAs, especially of the BJP, seem to be out of sync with the present-day world is the presence in their midst of a large number of criminal elements who can hardly be regarded as the most progressive sections of society.

from ‘them’. One cannot construct an over-arching Hindu identity on the basis of creating a binary Hindu-Muslim divide.” Indeed, we do not need a divide. We need instead to find our spiritual common ground.

n Indian-born woman research scholar from the University of Washington won the Paul Baran Young Scholar Award for 2018 for using smartphones to detect lifethreatening symptoms, the California-based Marconi Society, which has instituted the award, said this week. “Nandakumar Rajalakshmi is the winner of this year’s Young Scholar Award for her outstanding research work in detecting lifethreatening symptoms using smartphones,” the Society said in an e-mail to IANS. Inspired by bats, which use sonar to navigate in the dark by sending acoustic signals and using reflections to identify objects, Rajalakshmi, 28, has turned a smartphone into an active sonar system to detect physiological activity like movement or respiration in a human body by a remote device. “Rajalakshimi’s system works by transmitting inaudible sound sig-

nals from a smartphone’s speaker and tracking their reflections off the human body. The reflections are analysed by algorithms and signal processing techniques,” the Society said in the e-statement. The system is disrupting the sleep industry by creating a nonintrusive, low-cost application — ApneaApp for detecting sleep apnea, a breathing disorder that affects millions of people the world over and yet remains undiagnosed. “I wanted to find a way to detect physiological signals, like pulse and heart rate, which are used for healthcare applications. When I found that many consumer electronic devices have speakers and microphones, I decided to study if inaudible signals could help detect physiological movement,” Rajalakshmi told IANS via another e-mail. Seven people were arrested in the US for their alleged involvement in the scam that victimized over 2,000 people, resulting in over $5.5 million in losses, the US Justice Department said.

Seven defendants and five call centres in India were also charged for their alleged involvement, the officials said. ith his first three-year term as a Member of Parliament in New Zealand behind him, Mumbai-born Mahesh Bindra is biding his time for the next phase of his engagement in his adopted country's public life. "With some luck I might get a second term, but irrespective of that I enjoy being part of politics in a democratically vibrant country," Bindra told IANS on the sidelines of the recently-concluded World Hindu Congress in Lombard near here where he was a special invitee. Travelling to New Zealand with his wife and three children in 2002, Bindra has attained a position of political prominence after becoming an MP in 2014. From being a principal correctional officer at the Mount Eden prison, which then had 400 inmates, Bindra's career took a political turn when he asked a tough question of Winston Peters,

When Peters asked me to consider a political career it seemed like a natural progression," he said. He became a member of NZ First in 2006 over cautions of fellow Indian immigrants, many of whom thought Peters and his party were racist. "I studied the party's policies closely. In fact, Peters even asked me to make policy suggestions over immigration. My many interactions told me that the perceptions of NZ First being racist were unfounded and in fact Peters and others were open to suggestion," he said. When he first contested for parliament from the Mount Roskill constituency in the city of Auckland in 2011, he got 419 votes and was placed 21st on the party list. It was only after he began rising steadily that in 2014 he was elected to parliament under New Zealand's rather complex electoral system. Although his first term ended last year, there are strong expectations that he will return in 2020. During his term as MP, Bindra was appointed spokesman for Corrections, Customs, Ethnic Affairs and Land Information New Zealand.

KOCHI: Bishop Franco Mulakkal, who has been named in a sexual abuse case by a nun, got a breather from the Kerala High Court this week as it said “arrest is not the issue”. Expressing satisfaction in the ongoing probe, the court observed that since it was an old case, the probe and the investigation will take time and “not the arrest but final punishment of the accused is more important”. Apart from hearing two petitions on the case, it also heard a third petition seeking a Central Bureau Investigation (CBI) probe into it, and said that at present that would not be granted and posted the matter for next hearing on September 24. Bishop Franco Mulakkal of the Roman Catholic Diocese in Jalandhar has been served a notice to appear before the probe team on

September 19. The nuns supporting the victim expressed their disappointment with the court’s observation. “We now feel that the probe might be swept under the carpet. Even the court is also denying us justice,” said a nun after hearing the court’s observations on Thursday. A Division Bench headed by the Chief Justice Hrishikesh Roy after going through the affidavit of the Kerala Police probe team said that it was not proper to put pressure on the police as it could create hindrance to a free probe. A Kerala nun has accused Mulakkal of repeatedly sexually abusing her between 2014 and 2016. There are five other nuns of the same congregation who has supported her claim. —IANS

The question of whether and who will replace Parrikar is still not a subject for on-record conversations for BJP leaders like state party General Secretary Sadanand Shet Tanavde and South Goa MP

Narendra Savoikar, who insist that “there is no question of a change in leadership”. To hide the source of liquor, further attempt to insure, employees at Chicago stores will break down the box and subsequently take them back to Columbia Liquors at the next pick up of liquor. The empty boxes were placed in dumpster at Columbia Liquor.

The data / purchase dollar amount from other two distributors could not been obtained and verified till the time of going to press. The Chicago Liquor-Store owners paid in cash for liquor they purchased from Columbia Liquors. The Patels deposited most of the cash into a business checking account in the name of Anjani Liquors/ Columbia Liquors – Hammond, IN. Employees, Associates or ferry drivers of Chicago Liquor Stores

Some of the stores accused of improperly purchasing liquor were located in Chicago, Calumet City, Calumet Park, Midlothian, Palos Park and Sauk Village. In the official parlance these inter stated illegal liquor delivery men are named Rum Runners and sometimes earn $ 150-200 per trip of car load of illicit liquor – A parallel indigenous liquor delivery services formulated by bootleggers. Federal authorities also raided Swayam Wine & Spirits located at Highland, Indiana and owned by Rushikesh Patel, resident of Tinley Park, IL. During the review of Incorporation documents in Indiana and Illinois a web of corporation, assumed names, family, friends, and senior parents’ names are used, a web is created to conceal and all the efforts are taken to hide the ill-gotten riches through bootlegging and cheating on taxes. Many names which popped are under the scanner for any wrong doing – Silken, Rushi, and Bakula few of them were informed by grapevines. They were operating from Carol Stream home which was used as warehouse to distribute/sale to other retailers of northwest suburbs.

Indian CEO Arrested on Visa Fraud Charges

BY A STAFF WRITER ELLEVUE, WA— The U.S. Attorney’s Office in the Western District of Washington and U.S. Attorney Annette L. Hayes announced on August 29th that Pradyumna Kumar Samal has been arrested on visa fraud charges. Samal, a 59-year-old citizen of India, is the chief executive officer of two Bellevuebased IT firms. He was arrested August 28th at the Sea-Tac Airport after he arrived from an international flight. The criminal complaint describing the visa fraud scheme was filed under seal in April of 2018, soon after Samal fled the U.S. while the investigation was ongoing, it said. He remained out of the country until August 28th. The criminal complaint describes how two companies incorporated by Samal in 2010 and 2011 engaged in a scheme sometimes referred to as a “bench-and-switch” scheme, which exploits foreign-national workers, competes unlawfully in the market, and defrauds the U.S. government, the attorney’s office said. According to the investigation that began in 2015, Samal served as the CEO of Divensi and Azimetry, both of which employed IT workers for major corporate clients. The complaint alleges that Samal submitted and directed his employees to submit, forge, and falsify application materials to the U.S. government, making it appear as if two corporate clients had already agreed to use several foreign-national employees named in the applications. The forged documents included forged letters and fraudulent statements of employment, which appeared as if they had been signed by senior executives from the two corporate clients, it said. After USCIS relied on the false representations and approved the applications, Samal’s companies “benched” the foreign nationals until and unless they were able to place those employees with actual clients, it added. Nearly 200 workers may have been brought in under the phony applications. The employees were forced to pay Samal’s companies a partially-refundable “security deposit”, as much as $5,000 for the visa filings, regardless of whether they were assigned to any projects that provided them with income, the attorney’s office said. If convicted of the crime, Samal could face up to 10 years in prison and pay a fine of up to $250,000.

Massive Immigration Crackdown Indian-American Doctor Faces Prison Time After Forging Prescriptions Leads to Hundreds of Arrests

BY A STAFF WRITER HICAGO,IL— The U.S. Im m i g r a t i o n a n d Cu s t o m s Enforcement’s Enforcement and Removal Operations squad has made hundreds of arrests, which included six Indian Americans, as part of a massive crackdown that spanned across six states. A total of 364 criminal aliens and immigrants violators were arrested during a month long crackdown, the federal agency announced. Arrests were made in Indiana, Illinois, Kansas, Kentucky, Missouri and Wisconsin, the report said. Those arrested during this operation came from 25 countries, including six from India. This also included individuals from

Colombia, Czech Republic, Ecuador, Germany, Guatemala, Honduras, Mexico, Saudi Arabia and Ukraine, it said. Of the 364 arrested, 187 had criminal convictions, 16 were women and 346 men, and 236 were from Mexico, the report added. From the Chicago area, ICE arrested a 25-year-old man from India in Champaign, Illinois. He was convicted of criminal sexual abuse on July 30th and remains in ICE custody pending his removal, the report said. More than half of the aliens arrested by ERO deportation officers during this operation had prior criminal histories that included convictions for crimes such as assault, attempted murder, burglary, child neglect, child sexual exploitation, domestic violence, drug trafficking and illegal reentry after deportation, it said.

BY A STAFF WRITER HREVEPORT, LA— An IndianAmerican doctor in Shreveport, Louisiana pleaded guilty on September 5th to forging prescriptions, a crime that could send him to prison for a maximum of four years in prison. United States Attorney for the Western District of Louisiana David C. Joseph announced that Kevin Patel, 32, a former resident physician at the Louisiana State University Health Sciences Center in Shreveport (LSUHSC) pleaded guilty to forging prescriptions for a controlled substance and then using false identification to fill those prescriptions. Patel, who is originally of Naperville, Illinois, pleaded guilty before U.S. District Judge S. Maurice Hicks Jr. to one count of obtaining a controlled substance by fraud.

According to the guilty plea, Patel was a resident physician at LSUHSC in Shreveport from 2014 to 2017. In May and June of 2017, Patel issued five forged prescriptions for controlled substances in his roommate’s name. Four were issued using the prescription pads of other physicians, without their knowledge or authorization. Patel then used his roommate’s identification at local pharmacies, without the roommate’s knowledge or approval, to successfully fill four of the forged prescriptions. Patel fraudulently obtained approximately 150 tablets of Adderall and approximately 150 tablets of Vyvanse, both Schedule II controlled substances. Apart for a maximum four years in prison, Patel also could be sentenced to one year of supervised release and a $250,000 fine. The court set sentencing for January 3rd of next year.

Indian American Student Claims He Was Wrongfully Arrested by Police BY A STAFF WRITER A N TA C RU Z , C A — A n Indian American student who works at a gas station in Santa Cruz, California, claims he was wrongfully arrested by police on August 31st as he tried to defend himself and his business from a group of homeless people who refused to leave the property. Nithin Kumar Racha is a 26-year-old native of Hyderabad who is studying to attain his master’s degree in information technology at Silicon Valley University. He was arrested at 2:20 a.m. on August 31st at the 76 gas station where he works the graveyard shift. After spending most of the day in jail, friends were able to bail him out at 10 p.m. that night on a bond of $25,000. Racha was charged with one felony count of assault with a deadly weapon, which carries a maximum sentence of three years in state prison. Racha stated that on the night he was arrested, a group of four transients were seen on the outside of the gas station allegedly creating a nuisance. A customer came in and complained to Racha, who confronted the group and asked them to leave within five minutes. One member of the group confronted him, according to Racha, who said he felt physically threatened. He went back inside to get a baseball bat. “I wanted to protect myself. I thought they had

All the robberies were by force or at gunpoint, with all incidents reported in the early hours of the morning, according to an alert from Chicago police. The drivers picked up unsuspecting passengers and robbed them on the 700 block of North Larrabee Street, the first block of West Hubbard Street, the 600 block of North Franklin Street, 400 block of North Dearborn Street, 2100 block of North Dayton Street; and 2300 block of North Ashland Avenue. Detailed descriptions of possible suspects weren’t provided. Police warns and to be alert of robbers posing as ride-share drivers. BY A STAFF WRITER ACKAWANNA COUNTY, PA— An Indian American doctor accused of deliberately burning his wife with a hot iron last year pleaded guilty on September 4th in Lackawanna County Court to two counts of disorderly conduct, the TimesTribune reported. Dr. Bhargav Chowdary Paleti, 31, of Dunmore, was immediately sentenced by Judge Michael J. Barrasse to one to two months in the county prison, plus two years of probation, the report said. Paleti, who was affiliated with the Geisinger Health System at the time, was arrested by Dunmore police on aggravated assault and other charges in March 2017 after his wife told officers he twice burned her with an iron. The second assault left Jaahnari Vajje, who married Paleti in India in 2016, with severe burns on her right forearm, police said, according to the report. Under questioning by Barrasse, Paleti said he understood the rights he was giving up by pleading guilty and indicated he had discussed with his attorney, Jason Mattioli, how it could affect his immigration status, it added. Before sentencing, Mattioli said Paleti had no prior arrests or any previous contact with the criminal justice system, the report said. Mattioli told Barrasse that Paleti, who lost his job last spring, has made arrangements to move to Montreal, Canada, and must leave the United States by October 9th to avoid potential arrest by U.S. Immigration and Customs Enforcement, it added. At midnight, Lord Krishna was placed in the cradle and, the celebrations came to a grand finale with dancing, drum beats, singing, and chanting, followed by one last aarti.
