Unemployment lowest in US since 1969 NEW YORK: The unemployment rate in the US fell to 3.7 per cent in September, the lowest since December 1969, when hundreds of thousands of working-age Americans were serving in Vietnam, according to a new report by the Labor Department. The report, which was released last week, said that the American economy was humming with the GDP on pace for its best year since the housing the mid-2000s, reports The New York Times. Consumers and businesses were the most confident they have been in years with stock market indexes near record highs, it added. Teenagers, less-educated workers and disabled Americans have also made progress in recent months and anecdotal reports suggest that companies were becoming more willing to hire people with criminal records or to waive drug-testing requirements. US sees 33% increase in foreign arms sales IANS, WASHINGTON

S foreign military sales totalled to $55.66 billion in 2018, a 33 percent increase compared to the nearly $42 billion in weapons sold in 2017, the Defense Cooperation Agency announced. According to the announcement this week, is the highest annual total for military sales to foreign governments since 2012 when the US conducted upwards of $69 billion in arms deals with allies and partners around the world, reports CNN. he Congress on Wednesday asked former Editor and Union Minister M.J. Akbar to either come clean following sexual harassment charges against him or resign. It also sought an independent probe into the charges against Akbar. “Akbar has a stature as a journalist, apart from being a Minister. He should offer a satisfactory explanation either through a statement or personally, or resign forthwith,” Congress spokesperson S. Jaipal Reddy told the media here. “How can he be in the Ministry with such serious allegations levelled by responsible journalists who have worked with him. Let there be an inquiry. Akbar, Union Textiles Minister Smriti Irani on Thursday said the “gentleman in question would be in a better position to answer.” Irani is the second minister in Prime Minister Modi’s team, after Women and Child Development Minister Maneka Gandhi, to react to the allegations against Akbar in the rising #MeToo campaign in India. n a shocking development, a young scientist working with the BrahMos Aerospace Pvt Ltd (BAPL)’s missile research center in Nagpur was arrested on Monday on alleged charges of spying for Pakistan’s intelligence agency ISI and other countries, informed sources said. Scientist Nishant Pradeep Agrawal has been working for the

last four years in the BAPL, an Indo-Russian Joint Venture, and was nabbed in a joint operation of Uttar Pradesh Police and Maharashtra Police. he advent of the festive season has brought good luck for the Bharatiya Janata Party (BJP). After Mayawati’s imperious scuttling of any chance of an alliance with the Congress in Rajasthan, Madhya Pradesh and Chhattisgarh, the BJP can rest easy with the thought that the projected “mahagathbandhan” (grand alliance) of the national opposition may be now dead and buried. After several by-election successes in Rajasthan and Madhya Pradesh, the Congress appeared to have taken it for granted that the two states were already in its bag with the possibility of winning in Chhattisgarh as well on the basis of an anti-BJP

wind blowing in from Madhya Pradesh. But the Congress hadn’t taken into account its own internal fissures along with an ingrained arrogance and deviousness. One manifestation of the cracks within the party was the palpable gulf between two senior leaders in Madhya Pradesh, the party chief

Although this interpretation was being aired in the media, it was evidently unacceptable to the temperamental BSP czarina to find a senior Congress leader echoing the views of some analysts. Hence, her huffy departure from any talks with the Congress on the grounds of the party’s arrogance and underhand maneuvres of those like Digvijaya Singh whom she accused of acting at the BJP’s behest.

ikki Haley, the first American of Indian descent to hold a cabinet-level position in the US, resigned as Ambassador to the UN this week and said that despite speculations she was not planning to run for President in 2020. CNN said that Haley sent her resignation directly to President Donald Trump, who told reporters in the Oval Office that she would be leaving the post at the end of the year after doing “an incredible job”. Joined by the former South Carolina Governor in the Oval Office, Trump invited her to come back in a different role. “You can have your pick,” he said. According to reports, the President said that Haley had told him six months ago she wanted to take some time off. She was confirmed as US envoy to the UN in January 2017. The daughter of Indian immigrants, Haley was a frequent and early critic of Trump during his election campaign while she served as South Carolina Governor. In December 2017, she said that

She spoke often of the need for reform within the UN and its peacekeeping forces as well as frequently chastised UN agencies for taking anti-Israel stances. Haley pushed for Security Council resolutions imposing tougher sanctions on North Korea and chastised members who the administration suspected had been cheating. In April, she clashed with the White House when a Trump aide suggested she had prematurely announced a new round of sanctions against Russia. Haley also acknowledged her policy disagreements with the President in an op-ed in the Washington Post in September when she slammed an anonymous senior administration official who penned an opinion piece in The New York Times, describing a chaotic administration in which many of Trump’s aides disagreed with their boss. “I don’t agree with the President on everything... When there is disagreement, there is a right way and a wrong way to address it. I pick up the phone and call him or meet with him in person,” she wrote in the op-ed.

ikki Haley is leaving President Donald Trump’s cabinet at the height of her career as the US Permanent Representative to the UN having put a firm mark on the office. A strong personality known for independence and strength to stand up to Trump, she left on her own terms and the president put on a spectacle of respect and friendship while they jointly announced her resignation this week — a marked contrast to some of the other departures from the administration like that of Secretary of State Rex Tillerson, who was fired while abroad, and National Security Adviser H.R. McMaster. Before the media at the White House, Trump praised her for “a fantastic job” in a “very dangerous” world and said: “Hopefully, you’ll be coming back at some point ... in maybe a different capacity. You can have your pick.” She was not a Trumpist, having supported his rival Marco Rubio in the Republican Party primaries.

But a party loyalist, she backed Trump once he got the nomination. Her independent streak shone through when she said that women accusing Trump should be heard and in her strong stand on Russia that is unlike the president’s. Not one to be bullied, she publicly chastised White House economic adviser Larry Kudlow who had said she may have had “momentary confusion” on Russia sanctions. The child of Sikh immi-

grants from Amritsar in India, she has recalled that as a five-year-old she was rejected by the Miss Bamberg contest in her native town in the deep south because she did not fit into the category of Black or White. That and other experiences like that inoculated her against adversities and toughened her spirit of independence that led her to become the first woman and first non-white to become the governor of South Carolina. As for her future, she has nearly

three months to chart her shortterm plans. For the long-term, she is very popular among the Republican rank-and-file — countering the stereotype of racism thrust on them; after all it was they who elected her governor. She has now added international experience to her domestic portfolio of actually running a state. Leaving the Trump administration with her head held high and without antagonizing him or his base gives her a strong measure of political viability with an appeal to the more moderate Republicans. With the Republican base, she may even benefit from the virulent opposition that she evokes from many of the liberals and Democrats. For them a non-white — and a woman at that — could have no independent ideology and should only bow to the Democratic Party; she not only mocked the idea, but went on to a stellar Republican career. Some Indians also joined in and put her on the “Desi Wall of Shame” — and trolled her with it. (They also falsely said on their website that she was among “casteprivileged Hindus.”)

Using machine learning and the data from existing wearable devices, they developed an algorithm to predict

Most participants who slept four hours or less performed as if they were almost nine years older. Importantly, the participants’ reasoning and verbal abilities were two of the actions most strongly affected by sleep while short-term memory performance was relatively unaffected. On the other hand, even a single night’s sleep can affect a person’s ability to think. Participants who slept more than usual the night before participating in the study performed better than those who slept their usual amount or less, the researchers said.

I found myself asking this question at least a dozen times as I sat frozen in my seat resigned to the frenzied flurry of fate and serendipity that guides this utterly unpredictable tale of unhampered hankerings and unstoppable calamities.

the plot that a more apt title according to me, would be Aao Twist Karen (for the record, the director confirms this was a title seriously considered). And none of these twists and turns in this sharply curved thriller is a red herring. Everything and nothing makes sense in the morally unhinged world of Sriram Raghavan. tephen Hawkings final scientific paper has been released by physicists who worked with the late British cosmologist on his career-long effort to understand what happens to information when objects fall into black holes. The work, which tackles what theoretical physicists call “the information paradox”, was completed in the days before Hawking’s death in March. It has now been written up by his colleagues at Cambridge and Harvard universities and posted online, the Guardian reported this week. Malcolm Perry, a professor of theoretical physics at Cambridge and a co-author on the paper, “Black Hole Entropy and Soft Hair”, said the information paradox was “at the centre of Hawking’s life” for more than 40 years. traced back to Albert Einstein. In 1915, Einstein published his theory of general relativity, a tourde-force that described how gravity arises from the spacetime-bending

effects of matter, and so why the planets circle the sun. But Einstein’s theory made important predictions about black holes too, notably that a black hole

can be completely defined by only three features: its mass, charge, and spin. Nearly 60 years later, Hawking argued that black holes also have a

temperature and because hot objects lose heat into space, the ultimate fate of a black hole is to evaporate out of existence. “The difficulty is that if you throw something into a black hole it looks like it disappears,” said Perry. “How could the information in that object ever be recovered if the black hole then disappears itself?” In the latest paper, Hawking and his colleagues show how some information at least may be preserved. The physicists show that a black hole’s entropy may be recorded by photons that surround the black hole’s event horizon, the point at which light cannot escape the intense gravitational pull. They call this sheen of photons “soft hair”. Among the unknowns that Perry and his colleagues must now explore are how information associated with entropy is physically stored in soft hair and how that information comes out of a black hole when it evaporates.

The summits belong to the genre of outreach programmes conducted by the institute focused towards challenges and applications of AI which are directly going to impact people’s lives significantly in the near future. The AI Centre of Excellence was launched at the institute earlier in 2018. Penalties for Committing Immigration Marriage Fraud BY A STAFF WRITER HICAGO,IL- Marriage fraud can take several forms. The immigrant might pay a U.S. citizen to marry or offer to perform a favor in exchange for marrying. There are “mail-order” marriages, where the couple have no preexisting relationship and either or both know the marriage is a fraud. Sometimes an immigrant defrauds a U.S. citizen who believes the marriage is legitimate, while the immigrant knows it is not. The law pretty much speaks for itself on what happens to immigrants who commit marriage fraud. The relevant law (Immigration and Nationality Act § 275(c); 8 U.S. Code § 1325(c)) states that perpetrators can face prison, a fine, or both, as follows: Any individual who knowingly enters into a marriage for the purpose of evading any provision of the immigration laws shall be imprisoned for not more than 5 years, or fined not more than $250,000, or both. Those charged with marriage fraud may also be charged with visa fraud, harboring an alien, conspiracy, or making false statements; each charge carries additional prison sentences and financial penalties. The extent to which these penalties are applied depends on the specifics of each case. The government tends to reserve the highest penalties for U.S. citizens or residents engaged in major conspiracy operations, such as systematically arranging fraudulent marriages. But that doesn’t mean that small-time participants in marriage fraud can count on a soft punishment. Ferreting out sham marriages is a top enforcement priority of the U.S. Department of Homeland Security (DHS). Even if the immigrants themselves are not prosecuted criminally, they will in all likelihood simply be

deported (removed) and never allowed to return to the U.S.—not even if they later enter into a real marriage with a U.S. citizen. Indians arrested in fake marriage scam: In May 2018 Immigration police have arrested eight Indian men for using fake marriage registration certificates to seek resident visas, deputy tourist police chief Maj Gen Surachate Hakpan said on Wednesday. The eight suspects were identified as Prabhakar Singh, Ritesh Kumar, Manjeet Mallah, Suraj Prakash Singh, Raju Sharma, Shailesh

The arrests followed earlier legal action against an assistant district chief of Wang Muang district and two district officials for allegedly using some 2,000 Thai women’s names to fake marriage registration certificates to sell to an Indian crime ring. The three were arrested after a number of Thai women found their names recorded married to Indian men that they had never met in the household registration database of the Provincial Administration Department. Surachate said arrest warrants were issued after police found 300 of the 2,000 Indians

registered as married to Thais in the Wang Muang district were fake. He added that police have yet to check a further 1,700 marriages of Indians to Thai women. Ways to prevent Breast cancer C

BY DR. NILESH D. MEHTA HICAGO,IL- All over the world, breast cancer is the most frequently diagnosed malignancy, accounting for over a million cases each year. It continues to be the leading cause of cancer death in women worldwide. Value of mammography in lowering the risk of death from breast cancer has been well known for decades. While the recommendations for screening women for this disease have gone through some changes, screening mammography is recommended every 1–2 years for women 40–74 years of age at average risk. It is imperative for the patients to engage in a dialogue and discussion with their physician about the latest in screening guidelines. In the field of Medicine, “one size fits all” does not always work and individualizing recommendations based on risk factors is the key. Those women who have a family history or a higher risk for developing breast cancer need to be screened more frequently than the general population and average risk women.Screening should continue as long as a woman is in good health and is expected to live 10 more years or longer. Discussions between patient and their health care provider should occur on a regular basis. Mammography modalities: One of the major improvements in screening mammography was the transition from films and images to digital mammography. Another recent major technologic advance has been the availability of Digital Breast Tomosynthesis ( DBT) which is referred to as a pseudo “threedimensional” mammography technique in

which multiple low-dose mammographic images are acquired from multiple angles and are then reconstructed into overlapping thin slices. DBT is being increasingly used as a screening tool for the detection of breast cancer. Two-dimensional (2D) mammography and tomosynthesis can be obtained in a single compression, and synthesized 2D projection images can also be reconstructed from the dbt information. One of the facts that we need to remember is that the radiation dose that a woman

would receive is nearly double that of digital mammography alone. However, it remains within the established safe dose limits for radiation exposure caused by the screening test. I would recommend to discuss with your physician to find out what type of mammography is being offered at your hospital. Comparison with previous mammograms is undeniably one of the most important issues before Radiologists issue their reports. Obviously, if there are any new findings or any

(CRY America), a 501c3 non profit that works towards ensuring children their basic rights to live, learn, grow and play, organizes it’s 13th annual CRY Walk for Child Rights across 16 cities. The annual walk brings together people from varied walks of life, who feel passionately for the cause. The event provides a platform for people to help children secure a better future and reinforces the belief that “change is possible.” Walkers and runners alike in Chicago participated in 5k walks and runs on September 15th at Busse Woods on a beautiful sunny day. The walk lead, Avani Shah, along with volunteers held a successful walk, raising up to $3,500. The day consisted of a 5k Walk/Run with many activities for participants, which included food, henna, watermelon eating contest, musical chairs, and a lemon race. The event had 75 participants. The event was a space for families to have an outing and ensure opportunities for underprivileged children. changes that are suspicious, they would require further testing including possibly a biopsy. Ultrasound and MRI : Other modalities which are not screening tests but are often used as adjuncts if a woman is found to have an abnormal screening mammogram. Ultrasound is particularly helpful when fluid filled breast abnormalities ( cysts ) need to be confirmed. Ultrasound does not have any radiation exposure and has the ability to detect solid abnormalities from cysts. However, it should not be used as the only test for screening purposes. Magnetic Resonance Imaging ( MRI ) of breast is not a screening test for breast cancer. Depending on the clinical situation, breast cancer specialists may resort to getting additional testing with MRI. If a woman is found to have an abnormal mammogram or ultrasound or MRI, further testing with a diagnostic biopsy procedure is performed. Mark your calendar : One tip that I often give patients is to mark your calendar either around birthday, anniversary, or another important event to ensure that screening tests are performed on a timely basis with regularity. In addition to breast cancer screening in the appropriate population, women should also discuss with their physicians about their PAP smear ( for screening cervix cancer) and colonoscopy ( for screening of colon cancer). Bottom Line: Screening with mammography saves lives. As a reminder for all of us, October is Breast Cancer Awareness Month and serves to highlight the importance of prevention and early detection of Breast cancer.

BY A STAFF WRITER HICAGO, IL - Pratham, a charity organization is helping educate underprivileged children in India. Of the 250 million children in India, 50% don’t have access to a good education. As India ushers into the future, it is critical that these education needs are met in a cost-effective way. This is where Pratham comes in. Over the last two decades, Pratham has developed methods to teach language and math skills to these kids in different corners of India. Not only has Pratham developed innovative teaching methods that leverage on-the-ground 250,000 teachers but they are expanding the reach by leveraging technology. They are putting small computers with preloaded videos and lessons in the hands of children to expand reach. By some estimates, Pratham has impacted the lives of 50 million children over the last 20 years. A ley part of the program is to raise funds through charity events across the world. Recently, a large event was held in Venue Six 10, S. Michigan Ave, Chicago IL 60605 that was attended by 300 donors with Indian roots. The keynote speaker was Stephen D. Levitt, William B Ogden Distinguished Service Professor of Economics at the University of Chicago and co-author of the bestseller, Freakonomics. He recounted his

own experiences in taking charities to India and underscored the difficulty of large scale implementation. He was very congratulatory of the massive impact Pratham has every year as it touches the lives of 6 million children. Fundraising at this evening’s event gathered enough funds to support 5,400 children in India for one year! They learnt first-hand the differences between their privileged upbringing in the US and that of kids in Indian villages. Three Youth Leaders from the Chicagoland area—Vikas

Reddy, Avanti Parkhe and Vinayaka Amin— presented their findings very effectively at the fundraiser in Chicago. Since they have come back from India, they have raised more than $3,000 to support a science project in the Aurangabad Pratham center. Most importantly, they are committed to spreading the word and getting more of their generation involved. Pratham conducts multiple such events in approximately 10 US cities every year to raise funds to support Indian children.

Indian American Man Fatally Struck by Car While Jogging

Ulhas Kudva BY A STAFF WRITER ESTFORD, MS— The jogger killed after he was struck by a Toyota SUV on the night of September 21st has been identified by the Middlesex District Attorney’s Office and Westford Chief Police Thomas McEnaney as Ulhas Kudva, 45, of Westford. Police responded to Route 110, in the vicinity of Technology Park Drive, around 9 p.m. on September 21st for a report of a pedestrian crash. “Upon arrival, authorities learned that the operator of a Toyota Highlander had apparently struck a jogger,” authorities said. “The jogger was pronounced dead on scene. The driver remained on scene.” As per the report, no charges have been filed as of Sept. 23. The investigation is ongoing. He is survived by his wife Sheela, 14-year-old son Tejas, and 8-year-old daughter Tanvi.

Paras Jha, 22, of Fanwood, New Jersey; Josiah White, 21, of Washington, Pennsylvania; and Dalton Norman, 22, of Metairie, Louisiana, were sentenced on September 18th to five years of probation and 62½ workweeks of community service in U.S. District Court in Anchorage. The three men, who pleaded guilty to computer fraud charges in December, also were ordered to pay $127,000 in restitution and gave up what authorities said was a significant amount of cryptocurrency. Chief U.S. District Judge Timothy Burgess handed down the sentences after the men cooperated extensively with the FBI on cybercrime investigations and broader defensive efforts. Terms of their sentences include the expectation that they will keep helping the FBI.
