New Delhi: External Affairs Minister S. Jaishankar and Odisha Chief Minister Mohan Charan Majhi launched the official website for the 18th Pravasi Bharatiya Divas (PBD) Convention, scheduled for January 8-10, 2025, in Bhubaneswar. The convention, a flagship event for engaging with the global Indian diaspora, will focus on the theme "Diaspora's Contribution to a Viksit Bharat." Jaishankar expressed pride in partnering with Odisha to welcome the diaspora, inviting them to experience India’s cultural richness. He emphasized that the event, themed "Viksit Bharat ki Sankalpna Mein Pravasi Bhartiyon Ka Yogdan," celebrates the diaspora’s role in building a developed India, aligning with PM Modi's vision of Viksit Bharat by 2047.

South Korean actor Song Jae Lim found dead at 39
South Korean actor Song Jae Lim, known for his breakout role in the K-drama The Moon Embracing the Sun, was found dead on Tuesday in his Seoul home.
The 39-year-old, who began his career as a model, rose to prominence in the period drama in 2012, before going on to star in other variety shows and television series.
Reports say a note was found in the apartment, with police adding that there is no evidence of foul play.
Bali flights cancelled due to dangerous volcanic ash
Several airlines have cancelled flights to and from Bali due to dangerous ash clouds from a volcano near the Indonesian holiday island. Qantas, Jetstar and Virgin Australia advised passengers of the disruptions on Wednesday, saying the ash from Mount Lewotobi Laki-laki made it unsafe to fly.
The volcano spewed a 9km (6.2 miles) ash column into the sky over the weekend, one week after a major eruption killed 10 people.
The Zima Restaurant in Soho confirmed his death on Instagram.
Mr Zimin was found dead inside a hotel room in Belgrade, according to reports in Russian media.
Mr Zimin had arrived in Belgrade to present and promote his new book, Anglomania, about the UK, Moskvich Mag reported.
Restaurateur Ivan Shishkin paid tribute to his Mr Zimin, saying he had helped Russian consumers pay more attention to what they ate.

New Zealand PM says sorry for 'horrific' care home abuse
New Zealand's Prime Minister Christopher Luxon has formally apologised to victims of abuse in care homes, following an inquiry into one of the country's biggest abuse scandals. The historic apology, delivered in parliament, comes after a report found that 200,000 children and vulnerable adults had suffered abuse while in state and faith-based care between 1950 and 2019. Many of them included people from the Māori and Pacific communities and those with mental or physical disabilities. “I make this apology to all survivors on behalf of my own and previous governments," said Luxon on Tuesday.

The air quality index (AQI) at 6 am was recorded at 432, falling under the “severe” category”, according to the Central Pollution Control Board (CPCB). Low visibility due to heavy smog is likely to impact flights to and from various cities around Delhi. At 5:30 am, Amritsar and Pathankot airports in Punjab reported zero visibility. At 7 in the morning, visibility at Uttar Pradesh's Gorakhpur airport dropped to zero.

The number skyrocketed to 96,917 in the 2022-23 period – indicating a new reality that Indians in America must brace themselves up for.
According to immigration experts, many Indians on valid visas also need to be vigilant about staying up to date about the new immigration laws and regulations. They should also take care to file their taxes in a timely manner and keep their immigration documents up to date. It may be noted that during his first term, Trump sought to end DACA. Attorney Crawford also points out, “Trumps new border czar has already said that his idea of keeping families together means deporting the whole family. And Trump has already indicated that children of noncitizens will not be citizens on day one.”
As of June 2024, there are 2,640 DACA recipients from India, while it may be less than one percent of the entire DACA population but the community is concerned about the outcome. Another reason why DACA particularly concerns Indians is because often DACA and “documented dreamers,” which are children of legal immigrants who may be at risk of deportation when they turn 21 are talked about together. A large number of these children are of Indian descent and the fear amongst parents of kids nearing the age is real.
Another big group that is already struggling with the broken immigration system in America remains the Green Card backlog group. Those currently in a backlog have been facing the unfair system for decades and have little hope of it changing any time soon. Raj Karnatak, a physician based in Wisconsin says, “The US is not doing a favor to provide visas to Indians. H-1B is a trap we should call it out for what it is. I believe we are going through an era of big geopolitical shifts. Every system needs constant quality improvement and the US archaic immigration system hasn’t been updated in decades.”

The potential benefit of coffee could go further. Coffee-drinkers in Gunter's study were more likely to smoke and had unhealthier diets than non-coffee drinkers. This would suggest that if coffee does lower the risk of heart disease and cancer, it might be more powerful than we think – it's overriding the effects of unhealthy behaviours.
That's true whether it's a cup of decaffeinated or caffeinated coffee. Decaf coffee has similar amounts of antioxidants as normal coffee, research has found.

Elon Musk's Starlink yet to comply with licence rules to set up satcom services in India
The satellite service provider is actively working to meet the regulatory standards, Scindia told reporters, adding: 'We are more than happy to give them a licence if they comply with all the conditions. It’s a matter of addressing all security concerns.'
Telecom minister Jyotiraditya Scindia said on Tuesday that Elon Musk’s Starlink must first comply with security requirements before receiving a licence to operate satellite communication services in India.
The satellite service provider is actively working to meet the regulatory standards, Scindia told reporters, adding: “We are more than happy to give them a licence if they comply with all the conditions. It’s a matter of addressing all security concerns.” Starlink will be licensed as soon as these are resolved, he added.
The government has already issued licences to Bharti Group-backed OneWeb and Jio-SES, a joint venture with Jio Satellite Communications. Both companies are still waiting for the allocation of spectrum as Trai works on its recommendations relating to spectrum pricing and other issues which are expected by the middle of December.

The tie-up will see the firms sharing critical technology at a time of slowing global demand for electric cars and increased competition from Chinese rivals. The joint venture provides loss-making Rivian with a crucial source of funding as it prepares for the launch next year of its R2 model - a sports utility vehicle (SUV) that is smaller and more affordable than its current offerings. It also means VW will be able to use Rivian's technology in its own range of vehicles. The first VW models equipped with Rivian technology are expected to be available to customers as early as 2027. "By combining their complementary expertise, the two companies plan to reduce development costs and scale new technologies more quickly," the two companies said in a statement.

VIL has been asked by the department of telecommunications (DoT) to submit bank guarantees by September next year, covering spectrum payments of
Rs.24,747 crore due then.
Bank guarantees are typically required at least a year before the payment deadline. VIL has sought an exemption, citing the 2022 and 2024 spectrum auction rules that removed bank guarantee requirements for annual instalments.
The DoT has also consulted the finance ministry on granting a bank guarantee exemption.
VIL has already cleared about Rs.16,000 crore in interest obligations on deferred payments and offered the government a 23 per cent equity stake in the company.

Shell said it was pleased with the court's decision, but Friends of the Earth Netherlands said the ruling was a setback that affected them deeply.

Union home minister Amit Shah on Thursday said the Centre would soon bring in a “national counter-terrorism policy and strategy” and asked state police bosses to invoke the anti-terror law UAPA wherever necessary.
Addressing an anti-terrorism conference in Delhi, Shah said the Centre envisaged
a model anti-terrorism squad (ATS) and model special task force (STF) in every state and Union Territory that would work as a common platform to fight terrorism.
He said that while law and order was a state subject, adopting the model ATS and STF would not “reduce the states’ rights”. Shah outlined a concerted antiterror fight starting from the level of the local police station to that of apex federal agencies. The government of Canada said on its website that the initiative is being discontinued to "strengthen program integrity, address student vulnerability, and give all students equal and fair access to the application process".

British writer Samantha Harvey’s space-station novel ‘Orbital’ wins the Booker Prize for fiction
Samantha Harvey was awarded the 50,000-pound ($64,000) prize for what she has called a “space pastoral” about six orbiting astronauts, which she began writing during COVID-19 pandemic lockdowns.
British writer Samantha Harvey won the Booker Prize for fiction on Tuesday with “Orbital,” a short, wonder-filled novel set aboard the International Space Station that ponders the beauty and fragility of Earth.
Harvey was awarded the 50,000-pound ($64,000) prize for what she has called a “space pastoral” about six orbiting astronauts, which she began writing during COVID-19 pandemic lockdowns. The confined characters loop through 16 sunrises and 16 sunsets over the course of a day, trapped in one another’s company and transfixed by the globe’s everchanging vistas.
“To look at the Earth from space is like a child looking into a mirror and realizing for the first time that the person in the mirror is herself,” said Harvey, who researched her novel by reading books by astronauts and watching the space station’s live camera. “What we do to the Earth we do to ourselves.”
She said the novel “is not exactly about climate change, but implied in the view of the Earth is the fact of human-made climate change.”
She dedicated the prize to everyone who speaks “for and not against the Earth, for and not against the dignity of other humans, other life.”
“All the people who speak for and call for and work for peace — this is for you,” she said.
Writer and artist Edmund de Waal, who chaired the five-member judging panel, called “Orbital” a “miraculous novel” that “makes our world strange and new for us.”
Gaby Wood, chief executive of the Booker Prize Foundation, noted that “in a year of geopolitical crisis, likely to be the warmest year in recorded history,” the winning book was “hopeful, timely and timeless.”
Harvey, who has written four previous novels and a memoir about insomnia, is the first British writer since 2020 to win the Booker. The prize is open to English-language writers of any nationality and has a reputation

He said the judges spent a full day picking their winner and came to a unanimous conclusion. Harvey beat five other finalists from Canada, the United States, Australia and the Netherlands, chosen from among 156 novels submitted by publishers.
American writer Percival Everett had been the bookies’ favorite to win with “James,” which reimagines Mark Twain’s “Huckleberry Finn” from the point of view of its main Black character, the enslaved man Jim.
The other finalists were American writer Rachel Kushner’s spy story “Creation Lake”; Canadian Anne Michaels’ poetic novel “Held”; Charlotte Wood’s Australian saga “Stone Yard Devotional”; and “The Safekeep” by Yael van der Wouden, the first Dutch author to be shortlisted for the Booker.
Harvey is the first female Booker winner since 2019, though one of five women on this year’s shortlist, the largest number in the prize’s 55-year history. De Waal said issues such as the gender or nationality of the authors were “background noise” that did not influence the judges.
“There was absolutely no question of box ticking or of agendas or of anything else. It was simply about the novel,” he said before the awards ceremony at Old Billingsgate, a grand former Victorian fish market in central London.
Founded in 1969, the Booker Prize is open to novels originally written in English published in the U.K. or Ireland. Last year’s winner was Irish writer Paul Lynch for post-democratic dystopia “Prophet Song.”

NYC Ends Financial Aid Program for Migrants as City Faces Budget Pressures
NEW YORK, NY- Mayor Eric Adams announced that his administration will end a program providing prepaid debit cards to migrant families arriving in New York City. The program, which will conclude at the end of the year, will not be renewed.
Under the program, a family of four with two children could receive up to $350 weekly. Initially, officials estimated that the program would save the city $7.2 million annually, or around $600,000 per month. These debit cards were restricted to purchases at grocery stores, convenience stores, and bodegas. Mayor Adams highlighted the program's
achievements, stating, "Through the immediate response cards pilot program, we were able to reduce food waste, redirect millions of dollars to our local economy, and provide more culturally relevant food to more than 2,600 migrant families in our care.” He explained that the city has opted not to renew the emergency contract for the program as they shift toward more competitive contracting for asylum seeker support services. New York Man Taken into Custody at JFK Airport for Attempted to Join ISIS
NEW YORK, NY- A
U.S. citizen from Nassau County, New York, Syed Aman, was arrested on November 5 at JFK Airport as he attempted to board a flight to Qatar, allegedly intending to continue to Syria to join ISIS. A criminal complaint filed in Brooklyn federal court accuses Aman of attempting to provide material support to ISIS. Throughout 2023 and 2024, Aman reportedly voiced support for ISIS on social media, sent funds to someone he believed was an ISIS operative, and arranged travel plans to Syria for jihad.
In October, Aman began communicating with an FBI confidential source, discussing his intentions to join ISIS, including statements about the importance of "jihad and
hijrah" and a strong hatred for non-believers. Aman also shared violent intentions online, expressing a desire to "kill Americans" and reportedly noting plans to become a martyr. Aman’s initial travel attempts were blocked by his credit card, but he eventually secured a flight from JFK to Bangladesh with a layover in Doha. He allegedly planned to stop in Qatar, fly to Turkey, and cross into Syria. When arrested, Aman was found carrying a metal pen, allegedly intended as a weapon in case of detention. The announcement was made by officials from the Justice Department’s National Security Division and the FBI. The case is being prosecuted by Assistant U.S. Attorney Antoinette N. Rangel with support from the National Security Division’s Counterterrorism Section.
Court Rules Biden's Immigration Program for Citizen Spouses Invalid
WASHINGTON, DC-A federal judge has struck down a Biden administration program, Keeping Families Together, which aimed to provide unauthorized immigrants married to U.S. citizens with a pathway to legal residency and citizenship. U.S. District Court Judge J. Campbell Barker, a Trump appointee, ruled the policy illegal, siding with Texas and over a dozen other Republican-led states that argued the program violates immigration law.
The decision is a setback for the Biden administration, which launched the initiative to promote family unity for mixed-status households. The program would have allowed undocumented spouses of U.S. citizens who have resided in the U.S. for at least ten years and have no serious criminal record to apply for work permits, deportation protection, and ultimately, green cards. After three years as green card holders, they could apply for citizenship.
Currently, undocumented spouses must leave the U.S. and re-enter legally to qualify for a green card, which often imposes a 3- or 10-year reentry ban. The program sought to bypass this by offering an immigration benefit known as parole, nullifying the need for departure.
The Justice Department may appeal, but the program's future is uncertain as the incoming Trump administration has pledged to reverse Biden’s immigration policies and intensify border security efforts.
