Court permits Sikh group to summon Manmohan NEW YORK: A United States federal judge in Washington has granted a Sikh rights group’s plea to serve summons on Indian Prime Minister Manmohan Singh in India in a case of alleged violation of human rights during his tenure. The 1965 Hague Service Convention allows the process of judicial documents from one signatory state to another without the use of consular and diplomatic channels. A Washington federal court had issued summons against Manmohan Singh during his September 2013 visit to Washington on a plea by Sikhs For Justice (SFJ) accusing him of “funding crimes against humanity perpetrated upon the Sikh community in India”. In response to SFJ’s plea for extension of time to serve summons on Manmohan Singh in India, judge James E. resident Barack Obama’s pick for surgeon general, Indian American Vivek Murthy, is one step closer to becoming ‘America’s doctor’, with a Senate panel approving his nomination despite opposition from the powerful gun lobby. Democratic controlled Senate is set to hold a vote on March 4 to confirm Murthy, 36, an early supporter of Obama and his healthcare law. He would be the first Indian American and the youngest person to become the leading spokesperson on matters of public health in the US. As U.S. surgeon general, Murthy will also be the operational head of the 6,500-strong U.S. Public Health Service Commissioned Corps, one of the seven uniformed services including army, navy, air force and marines. A graduate of Yale University, Murthy’s resume includes founding two other organizations: Visions Worldwide, a nonprofit group dedicated to HIV and

Indian-Americans constitute less than one percent of the country’s population, but they account for nine percent of the American doctors and physicians. Nepal to speed up drafting of new constitution KATHMANDU: Nepal’s constitution drafting body, the Constituent Assembly, is preparing to adopt a fast-track model to promulgate a new constitution for the country within the next 11 months. A fast-track model means the number of committees in the Constituent Assembly will be decreased and tasks of the previous assembly will be accepted by the new one, reported Xinhua. Many procedural hassles will also be

removed from the assembly rules of procedure this time. Parties have pledged to deliver a new constitution within a year and one month has already elapsed since the first meeting of the assembly on January 22. Batra thanked the Ministry of Youth Affairs and Sports for recognizing the efforts that HI has been putting in the last few years and giving it the recognition that it deserved. Sunny not feared of getting typecast

‘Satyamev Jayate 2’ strikes a right chord NEW DELHI: “Heart stirring” and “real hero” was how viewers lauded the first episode of the second season of Satyamev Jayate that focused upon the issue of rape in the country. The much-awaited talk show, with the tagline ‘Jinhe desh ki fikr hai’ (those who care for the country), went on air on March 2 and its host and Bollywood star Aamir Khan once again struck the right chord. The show received around 12 lakh missed calls in two hours from people who want to join the fight against rape. Titled ‘Fighting rape’, the first episode began with the narration of the Dec 16 Delhi gang rape case, in which a 23-year-old physiotherapy intern was brutally gangraped in a bus. With some more cases of acid attack, rape and molestation, Aamir then shared the statistics of rape cases in India revealing that around 1,01,041 pending rape cases were reported till 2012, out of which 3,563 were convicted in an year, 11,446 cases were acquitted or withdrawn and 86,032 were still pending. Meanwhile, he has come forward to provide financial help to Bhagirath and Basanti, son and daughter-in-law of Dasrath Manjhi who single-handedly carved out a road by cutting through a hill in Bihar. He visited their village for his TV show Satyamev Jayate last week, is set to provide financial help to them. Shafi Ahmad, state coordinator of the actor’s production house, said a team would visit the Dasrathnagar Dalit tola near Gahlaur in Gaya district, around 100 km from here, soon on behalf of Aamir Khan as he had requested that their requirements be looked after. Khan, during his visit, also assured help to Bhagirath and Basanti. They told Aamir that they have been left in the lurch, ignored by politicians and officials despite repeated assurances. Basanti added that she, along with her husband, begs for money to conduct an annual ritual in the memory of Dasrath Manjhi. Bhagirath and Basanti work in the village primary school as cooks for preparing the mid-day meal for children. Both of them are paid `1,000 a month. Dasrath Manjhi had single-handedly carved out a 360 feet long, 30 feet high and 30 feet wide passage by cutting through a hill near Gahlaur with a hammer and chisel, working day and night. He died in 2007 after a battle with cancer.

A graduate of St. Stephen’s College at the University of Delhi, he has an M.A. in Political Science and an M. Phil. and Ph.D. in International Relations from the Jawaharlal Nehru University , where he specialized in Nuclear Diplomacy. Memoarble Maha Shivaratri at HTGC

HICAGO -- Maha Shivaratri (the ‘Great Night of Shiva’) was celebrated with fervor at the Hindu Temple of Greater Chicago (HTGC), Lemont, as a three-day festival. Shivaratri is in reverence of Lord Shiva, who is one of the great trinity of Hindu Gods. This year, the festival started on February 25 with a traditional Ganesha Homa, which is performed to prevent obstacles from hindering any holy event. Over the next three days, the homa continued twice a day along with the chanting of Shiva Pancha Bramha Mantra. On the actual Shivaratri day, February 27, Lord Shiva was worshipped by offering 108 Kalashãbhisheka and Bilvarchana (Bilva is a leaf that is specially used in Shiva pooja). Later that day, after Mahãnyasam and Maha Sankalpam (both are worshipping rituals), the Lord was offered 11 abhishekams that started at 9 pm. During the four kaalas (time-periods), the Lord was offered different varieties of dravyas (special substances). For each kaala, the Lord was resplendent in a distinctly ornate alankara (decoration) that was created by using grains (dhaanya), unguents (chandan), clothes (vastra), flowers (pushpa), etc. The alankaras were created with great attention to detail, aesthetics, and spiritual significance. The diligent efforts of the priests and volunteers were well rewarded by the presence of thousands of devotees who thronged the temple to receive the blessings of Lord Ramalingeshwara,

the presiding deity at the temple. A three-foottall ice-sculpture of Lord Shiva was a major attraction that welcomed devotees at the door. All through the night (till the final arati at 6 am), sangeethopacharam (spiritual service through music) was performed by Lemont Thirumural Group, Sangeetha Sudha, Sri Vidya Ganeshan of RadheKrishna, Hitesh master and Padmini of Saregama Group, along with many other temple volunteers, all of whom rendered melodious bhajans. CKINLEY PARK (IL) -- A local school with more than a century’s worth of history will soon close, leaving parents scrambling, teachers without jobs and administrators looking to sell the building. Following dip in enrolment, St. Andrew Lutheran School recently announced the closing of its school building at 3659 S. Honore St. after June. The school projected 93 students would fill the classrooms in 2013-2014 school year, but there were only 61 actually enrolled and the number has since dropped to 56. “People just can’t imagine this building being anything other than St. Andrew Lutheran School”, said longtime pastor the Rev. Doug Semenske, adding that the decline was years in the making. Each new decade has brought with it new challenges, from shrinking local Lutheran populations to the loss of local manufacturing jobs that supported private tuition. A one-time gift of $300,000 willed to the school in 2007 has dried up. And there’s a recent development—the proliferation of Southwest Side charter schools— that seems to irk the mild-mannered pastor. St. Andrew lost 12 students to nearby charter schools this year, including nine who enrolled at the nearby Horizon Science Academy, the K-8 school that arrived amid controversy last year. Now the faculty is helping to shepherd students into other area schools by hosting parent meetings, where they have invited representatives from private, public and even charters to make their pitches to parents. “Most parents understand why we’ve had to close. They’re very concerned about where their child has to go next year,” the pastor said.

About half of the faculty, made up of four classroom teachers plus a pre-school helper, has new jobs lined up for next year. The school has launched a fund-raising drive to help keep the lights on and pay salaries for the rest of the year. The history of the school dates to 1883, when it opened at 3619 S. Wood St. as a branch of First Trinity Lutheran. Waves of immigrants to the area led church leaders in 1929 to open the new building, which includes classrooms, a learning center for pre-schoolers and offices. School leaders are now focused on prepping the big brick building for sale. It could be used for another private or charter school or community center. One real estate expert told Semenske the building could be bought by a developer and knocked down for condos. Semenske said the proceeds from the building sale would be used to pay back private loans from congregation members who had lent the school money, to renovate the church basement and to turn the rectory adjacent to the St. Andrew church into perhaps a community center or child care center. The last-ever class is set to graduate on June 8. Only then, Semenske said, will he make a move on any real-estate transactions.

Volunteers in HTGC’s kitchen put in a lot of hard work to provide hot prasadam and refreshments to all the devotees who braved the bone-chilling cold for the Lord’s darshan on this special night. A grand Girija Kalyanam was performed on March 1. The Kalyanam (marriage) celebrated the celestial couple of Shiva and his consort, Parvati, through a reenactment of their wedding ceremonies and rituals. The bride and the groom, bedecked in flowers were seated on a lion and a bull – their respective vaahanas (vehicles) – and taken out in a procession around the temple. The traditional exchange of wedding garlands took place, accompanied by lively music and dance, performed by Prerana Jaikumar, Lakshmi Kadkol, and Madhura Ramakrishnan – students of Nritya Sangeet Dance School. Special sweets and savories were prepared for the occasion in the temple’s kitchen, and at the end of the wedding ceremonies, about 200 devotees were treated to the Kalyana Bhojanam (wedding feast). Devotees also attended the cultural program that followed, which brought the Maha Shivaratri celebrations to a close. Thanks to the tireless efforts of the priests, committee members, and many volunteers, this year’s Shivaratri festival was a grand success and will remain memorable for a long time to come.

hicago: Members of the Indian community have expressed their deep sense of concern and disappointment over a Bill, HR 417, introduced recently in US Congress by two Midwestern congressmen, that apparently seeks to castigate Indian rulers for the alleged “exploitation of religious differences and denounce harassment and violence against religious minorities, especially in the run-up to India’s general elections in 2014.” It was also a matter of concern that two leaders of Congress from Illinois--Jan Schakowsky and Danny Davis--are likely to extend their support to the Bill that apparently puts India in bad light and indirectly seeks to influence the election process this year. The Indian community members led by activists Jitendra Diganvker, Vandana Jhingan and others hosted a meeting in 8th district dotted with houses and businesses of Indians. Over 50 organizations of Indian community members decided that some action needed to be taken on the Bill that puts India in a very unfavorable light and disrupts the secular image of the country. Nirav Patel, Kalpesh Desai, Haribhai Patel , Ajay Gupta, Jayanti Oza, Riddhi Raval & IADO president Dr Ashish Sen feel that the resolution was submitted with an apparent aim to sympathize with the minority in India but it overlooked the country’s rich cultural heritage, its huge religious diversity and commitment to tolerance and equality, and its constant stance to protect the rights and freedoms of religious minorities. in 2005, under the International Religious Freedom Act of 1998 to deny US visa to Gujarat Chief Minister Narendra Modi on the grounds of violations of religious freedom, and encourages it to review the applications of any individuals implicated in religious freedom violations under the same standard. H o w e v e r, r e c e n t l y, t h e U S government represented by Ambassador Nancy Powell met Modi for cementing relations. This followed European nations and Australia who have also desired closer ties. Community representatives believe that the sentiment of the Indian community here on HR 417 needs to be conveyed to all the concerned elected officials. Indian Americans here are traditionally supporters of Democrats and this support could not be taken for granted for ever if the feeling of the community is ignored by those who need to have a balanced approach in their handling of the problems affecting the community.

separate Telangana state will formally come into being on June 2, the central government announced this week. The union home ministry has fixed June 2 as the appointed day or formation day of Telangana state. The same day, the residual Andhra Pradesh state will come into existence. President Pranab Mukherjee on

March 1 gave his assent to Andhra Pradesh Reorganization Bill 2014. The gazette notification was published the same day but the appointed day was not declared. Telangana will be 29th state in India. It will comprise 10 districts — Hyderabad, Ranga Reddy, Medak, Nalgonda, Mahabubnagar, Adilabad, Karimnagar, Warangal, Khammam and Nizamabad. Hyderabad will be common capital for both the states for 10 years.

Andhra Pradesh will have 13 districts — four districts of Rayalaseema and nine districts of coastal Andhra. Undivided Andhra Pradesh had come into existence on Nov 1, 1956 with the merger of Telangana with then Andhra State, which was earlier carved out of Madras State.

Telangana witnessed violent movement for separate statehood in 1969. The movement was revived in 2000. The commission may conduct the assembly elections along with the Lok Sabha polls in undivided Andhra Pradesh. Two governments may be formed after June 2, the

Part two of the CNN-IBN CSDS February election tracker said that the Telugu Desam Party (TDP) is likely to get 10 to 16 seats in Andhra Pradesh while the YSR Congress may bag 11 to 17 seats. s politicians and people spar over carving out Telangana as India’s 29th state, a town within the geographical space of Andhra Pradesh will remain immune to the split - at least in terms of governance and administration. That little town is Yanam in the East Godavari region of Andhra Pradesh - a former French colony for some 225 years till 1954, where one can still see

glimpses of its Francophone past. Barely covering an area of 30 sq km, or just over one percent of Delhi’s total area and with a population of 55,516 as per the 2011 Census, Yanam has been under Puducherry’s administrative control, though geographically far removed. Located on the northern banks of the Godavari river, it is 460 km north of Chennai and around 30 km north of Kakinada, its nearest railhead. Puducherry, its adminis-

trative headquarters, is itself some 850 km away in the south. As and when Telangana is formally notified, Yanam will remain within Puducherry.
