ichard Rahul Verma, the first Indian-American to be nominated as the US Ambassador to India, believes there is renewed enthusiasm on both sides to take a reenergized India-US partnership to the next level. “There is no question that this is a defining and exciting time in the US-India relationship,” he told the Senate Foreign Relations committee Tuesday at his confirmation hearing. Verma, 45, a former key aide to then secretary of state Hillary Clinton, noted that President Barack Obama “will make a historic visit to India in January, becoming the first US head of state to attend India’s Republic Day and the only sitting US president to visit India twice.” “His trip will build on Prime Minister Modi’s highly successful visit to the United States this past September,” he said. “There’s little doubt the relationship has been reenergized, with

WASHINGTON: Ashton Carter, former second in command at the Pentagon, credited with enhancing defense ties with India, is said to be President Barack Obama’s choice to replace Defense Secretary Chuck Hagel, who was ousted last week. Carter, who led an effort to loosen technology-transfer restrictions that had stymied sales of US weapons to India, emerged as the front runner after a number of candidates withdrew from consideration. These included Senator Jack Reed, a Rhode Island Democrat, Michèle A. Flournoy, a former Pentagon under secretary and Jeh C. Johnson, the secretary of Homeland Security. here is a world of difference between what India, the world’s largest whisky drinking nation, cheers with and what connoisseurs call the American ‘whiskey’ spelt with an ‘e’, for starters. What Indians drink, particularly the cheaper stuff, is largely made from cane sugar, whereas the top selling American brands like Jack Daniel’s and Jim Beam must be produced from grain, one learns on the American whiskey trail. Unlike India’s ‘father of the nation’, Mahatma Gandhi, a retired Washington had no qualms about starting a distillery in 1797 when told by his Scottish farm manager James Anderson that it would make a good business. JAMMU/SRINAGAR: People defied a boycott call by separatist groups and turned up in large numbers on December 2 to vote in the second of the five-phase assembly elections in Jammu and Kashmir. A turnout of 71 percent was recorded in the 18 constituencies that voted Tuesday, Chief Electoral Officer (CEO) Umang Narula said at a media conference in Jammu. "The overall voter turnout is likely to increase as long queues of voters were still waiting to cast their votes in many places. Polling remained peaceful, and no untoward incident of any significance was reported from anywhere," he said. an you go to Bhopal immediately? Something big seems to have happened. Many people have died. You can help out our local bureau and return after two or three days.” This was U.R. Kalkur, a marvel of a journalist who was the deputy general manager of UNI. He spoke hours after the Bhopal gas leak of December 2-3, 1984, whose bloody magnitude wasn’t clear then but which turned out to be the world’s worst industrial disaster. All that our Bhopal colleagues knew for sure — and had told Kalkur — was that there had been an unprecedented calamity and they needed help to cover it. I flew to Bhopal post-noon of December 3, landing in a city that had been enveloped by the stench of thousands of deaths caused by a leak of lethal gas from the Union Carbide’s pesticide plant. It became clear in no time that I was in for a long haul. The “two or three days” that Kalkur said I would spend in Bhopal became 16

long days - when the world turned upside down for tens of thousands of innocents. The culprit was corporate greed. Since the Madhya Pradesh authorities appeared to have no real idea about what had happened and how, it was left to the ingenuity of the journalists to report the world’s biggest news story.

1,500 autopsies were conducted in first week BHOPAL: A staggering 1,500 postmortem examinations were conducted in the first one week after the horrific 1984 Bhopal gas tragedy, recalled a doctor who has himself conducted autopsies on 15,000 gas victims over 25 years. “The doctor on night duty (at Hamidia Hospital) contacted the Union Carbide doctor and asked him what had happened. The doctor responded that tear gas has been released and applying water would help,” said D.K. Satpathy, a doctor who was on duty on that fateful night. “In a little while, people started pouring into the hospital. Bodies too began to arrive. Soon, a stack of bodies was formed in the hospital complex,” Satpathy told IANS. The gravity of the disaster soon became clear. “On the first day on Dec 3, 850 post-mortems were carried out and in seven days, around 1,500 postmortems were done,” Satpathy said. The doctor recalled that the deadly

As for the guilty Union Carbide, it simply threw up its hands. The earliest credible story spoke of a huge mass of a poisonous gas called MIC, used to produce pesticide, leaking on the night of Dec 2-3, catching — barring a few Carbide employees — Bhopal by surprise. Tens of thousands who were asleep suddenly woke up to a stinging

pain in their eyes. Like in a horror movie, thousands of men, women and children fled their houses screaming and crying in pain, many not even aware where they were headed to. Thousands simply collapsed on the streets — dead. Within 24 to 48 hours, a staggering 3,500 had died. Animals

and birds too perished in thousands. At the hospitals, doctors had no clue how to treat the victims of the poison gas. The worst hit was the sprawling shanty just outside the now shuttered Carbide plant. But the gas did travel a long way, killing some employees at the Bhopal railway station too. Most of those who were exposed to the gas but didn’t die went to hell: they lost eyesight or began to suffer various ailments that continued to kill, taking the overall death toll since 1984 to well over 25,000. There seemed to be only one way of knowing how many were dying in Bhopal: virtually camp at the mortuaries of the main hospitals as well as the Hindu cremation and Muslim burial grounds. The other source of news was a small crop of selfless activists who emerged almost out of nowhere and most of whom continue to work even today for the 1984 survivors. I still vividly recall the words of one Muslim gravedigger who sweated away despite the winter as he worked furiously with a spade: “I have no idea, Sir, how many have died.”

Act against Carbide and Dow, Modi told IANS, BHOPAL

F gas caused untold misery. “Even the children still in their mother’s womb suffered. That’s why the pregnant women who were gas victims had children who were physically challenged.” Satpathy told IANS: “During my service from 1984 to 2009, I carried out post-mortem examinations of 15,000 gas victims.” The gas disaster killed over 3,000 people immediately and thousands others over the years due to related causes. Recalling those terrible days, Satpathy said that for a week after the worst industrial disaster in the world, people from all walks of life did not leave any stone unturned to help the needy.

The joint letter has been written by leaders of the Bhopal Gas Peedit Mahila Stationery Karmchari Sangh, Bhopal Gas Peedit Mahila Purush Sangharsh Morcha, Bhopal Gas Peedit Nirashrit Pensionbhogi Sangharsh Morcha, Bhopal Group for Information and Action, and Children Against Dow Carbide. “In the last 30 years, the govern-

ilton Chennai’s Culinary Express now offers Goan delights like fish or paneer recheado, Goan curries (fish or prawn), moogachi gathi (green sprouts slow cooked with Goan spices) and others and the response is good, the hotel’s top chef said. “The dishes are made in home style and not in the typical restaurant style. The masala is made ready by chef Peter Pinto from Double Tree by Hilton Goa. In fact he has lugged quite a kg of ingredients from Goa,” Yogendra Pal, executive chef at the Hilton Chennai, told IANS, offering the welcome drink made with Goan Kokum syrup. While the waiters at the Ayna restaurant sport colourful Goan attire with hats, soft Goan music wafts within the four walls. “Peter had brought some music CDs as were not able to find Goan music here,” Pal remarked.

Meanwhile taster portions of appetiser platter arrived at the table with the dark reddish fish recheado (pan grilled fish with red chilli paste and Goan spices) beckoning one to eat it first. Surrounding the fish recheado were sinquerim manki fry (deep fried squid with peri peri chillies), ashwem bhaijleli sungta (pan fried prawns with Goan salad) and chicken cafreal (chicken braised with fresh coriander, mint and green chillies). First to roll inside the mouth was the juicy prawns that were mild and this was followed by the relatively spicy chicken cafreal. However the hot and tasty squid activated the taste buds further to devour the yummy and spicy fish recheado. On the vegetarian side, there is batata chi kappa (semolina rusted potato patties), paneer recheado (pan grilled cottage cheese marinated with red chilli paste and Goan spices) amd alami masala (rawa fried button mushroom).

Thirty-two year old Pinto who anchors the food festival with dishes largely influenced by the Portuguese, is one of the few chefs hailing from families that encouraged their wards to take to the kitchen as their profession. “Many of my relatives are chefs in overseas hotels and cruise liners.

Hearing about their overseas travels, I wanted to become a chef,” Pinto told IANS. His late mother and aunt ran a

catering business in a Goan village. Queried about how his professional education helped his family catering business Pinto said: “The menu card expanded with the addition of up-market appetizers like cheese balls, fish/chicken fingers and others which was different from competition.” However, instead of joining the mother’s catering business Pinto decided to join the hotel line. His father is into selling building materials.

US hospitals now can treat Ebola ATLANTA: US health authorities have announced that the Centers for Disease Control and Prevention have designated a total of 35 hospitals to be ready to treat Ebola patients. The CDC worked together with state health authorities to determine which hospitals could be designated “Ebola treatment centers”. “As long as Ebola is spreading in West Africa, we must prepare for the possibility of additional cases in the United States,” said CDC Director Tom Frieden in a written statement Tuesday after the announcement of the move. The medical centers in question have the trained personal and resources to provide the “full treatment” required by Ebola patients, while at the same time minimizing the risk of infecting healthcare workers. “We are implementing and constantly strengthening multiple levels of protection,” he said.

Pak police register blasphemy case against ‘disco mullah’ IANS, ISLAMABAD

P

akistan police said on December 3 said they were investigating blasphemy allegations against a man dubbed the “disco mullah” who quit a career in pop music to become a preacher. The case against Junaid Jamshed, a member of the deeply conservative Tableeghi Jamaat organization, was brought by Mobeen Qadri, a member of the religious political party Sunni Tehreek. Blasphemy is punishable by death in Muslim-majority Pakistan. But the law does not define what is blasphemous — anyone can file a case alleging their religious feelings were hurt for any reason.

Qadri filed the case against Jamshed after he used the example of one of Prophet Muhammad’s wives to illustrate an argument about the failings of women in a video. “Now the case is with the investigators,” said Mehmood Ahmed, a police officer in Karachi.

Afghanistan: Taliban commander, eight others killed KABUL: A key Taliban commander, Zarqawi, and eight of his armed men were killed in airstrikes in Afghanistan’s eastern Nangarhar province, 120 km east of Kabul, police said on December 2. “Acting upon intelligence reports, the security forces carried out airstrikes in Sorkot area of Shirzad district late last (Monday) night, killing nine insurgents including notorious commander Zar-

Zarqawi besides being involved in organizing suicide bombings, also beheaded his targets if captured.

Lankan opposition to form all-party government COLOMBO: The Sri Lankan opposition has agreed to form an allparty government if it wins the presidential election next year, officials here said on December 2. In a Memorandum of Understanding (MOU) signed between joint opposition presidential candidate Maithripala Sirisena and opposition political parties, including the United National Party, it was agreed that an all-party government would be formed for a period of not less than two years, Xinhua reported. The text of the MOU said the joint opposition will look to re-establishing democracy, good governance, social justice and the rule of law. The tasks will be implemented within 100 days, including the abolition of the current executive presidency and the re-establishment of a parliamentary form of government. Sirisena, a former health minister and general secretary of the ruling Sri Lanka Freedom Party led by President Mahinda Rajapaksa, left the government recently to contest the presidential poll as the consensus candidate for the combined opposition.

India, Pakistan urged to shun nuke power UNITED NATIONS: India, backed by the United States, opposed a UN General Assembly (UNGA) resolution calling on New Delhi to voluntarily abandon its nuclear weapons. The resolution that also targeted Israel and Pakistan, however, passed overwhelmingly. The US joined India to vote against a key part of the resolution on achieving a nuclear weapon-free world that called on India, Israel and Pakistan to immediately and unconditionally accede to the Nuclear Nonproliferation Treaty as non-nuclear-weapon states and put all their nuclear facilities under International Atomic Energy Agency safeguards.

In plain language, this clause would have the three countries it targeted to just give up their nuclear weapons and ability to manufacture them. Israel and Pakistan also voted against the provision. It passed with 165 votes in the 193member UNGA, with 21 countries absent.

T SABARIMALA (KERALA): Five days after the famed Sabarimala temple opened this season, collections recorded have gone up by 22 percent as compared with the same period last year, according to temple authorities. It was last week that the temple doors opened to the pilgrims for the two-month-long Sabarimala festival season. The temple authorities said that compared with the previous season, there has also been a 20 percent increase in the number of pilgrims arriving during the same period. Situated on the mountain ranges of the Western Ghats at an altitude of 914 meters above sea level, the Sabarimala temple is located four km uphill from Pamba in the Pathanamthitta district, which is around 100 km from the capital city. The temple, which bars the entry of women who have attained puberty, is accessible only on foot from Pamba. Last season, the official estimates reveal that more than 4.5 million pilgrims visited the temple and this year the authorities are expecting an increase of 10 percent. Sabarimala is linked to Hindu pilgrimage, predominantly for men.

MALE: The Maldivian government on December 2 warned against importing poultry from the Indian state of Kerala due to an outbreak of the avian influenza virus in the region. The Maldives health ministry, in a statement, warned against importing live birds, flesh and eggs from Kerala, Xinhua reported. “Over 15,000 ducks have died in Kerala from the H5N1 virus,” the ministry said in the statement. “Kerala has begun an operation to cull over 200,000 birds which may be carrying the fast spreading virus.” “Citizens are advised to thoroughly wash their hands after having touched bird eggs or containers carrying bird eggs in order to avoid contracting bird flu,” the statement added.

of H5N1 or bird flu virus. After a meeting chaired by Chief Minister Oommen Chandy to assess the situation, Minister of State for Health V.S. Sivakumar told reporters that the culling process would be over in next two-three days. “In the affected 12 villages in three districts of Alappuzha, Pathanamthitta and Kottayam, in one-kilometer radius of these villages, each and every bird, including ducks and hens, are being culled,” said Sivakumar. “Special teams are now collecting the carcasses of ducks that are floating in water bodies,” he added A central government team is also in the state and giving all the necessary directions to the state government. Control rooms have now been opened in all the 14 districts and health officials are engaged in an awareness campaign and distributing leaflets to the people.

he Andhra Pradesh government has earned `9.91 billion from the global e-auction for sale and export of 3,615 metric tonnes of confiscated red sanders logs, officials said. The week-long e-auction through the central government’s Metal State Trading Corporation (MSTC) e-commerce platform was completed on December 1 night. The MSTC will submit list of the highest bidders to the state government, which will then initiate the process of sale and exports. The successful purchasers, including both Indian and foreigners, would have to deposit 25 per-

cent of the sale amount in 10 days and the remaining 75 percent in 30 days. The exports have to be completed within 90 days of confirmation of the sale. The e-auction received huge response from the global buyers as average price exceed the expected `2.5 million per tonne. The forest officials were expecting `10 billion from sale of 4,160 tonnes of red sanders.

THIRUVANANTHAPURAM: The Kerala government will soon issue a roadmap on what needs to be done after the high court overturned its decision to bar private sector from mining mineral beach sands in the state, Chief Minister Oommen Chandy said here on November 30. Chandy told IANS that Industry Minister P.K. Kunhalikutty will come out with a roadmap very soon on

how to go forward on the issue. “See, there is no need for any knee-jerk reaction and all things will be dealt with by our government after going through everything.” His comments came after a division bench of the Kerala High Court asked the state government to consider 29 pending applications from private sector and joint sector companies seeking permission for mineral sand mining.

ood days (‘Achche din’) are here for Goa’s travel and tourism industry, stakeholders claim, rubbing their hands in glee at the inclusion of Goa’s Dabolim international airport as one the nine nationwide authorized to issue visa-on-arrival (VoA) to foreign tourists. Francisco Braganca, president of the Travel and Tourism Association of Goa (TTAG), calls the VoA facility a “great boon”, although a bit belated.

“It will be a great boon to tourism specially in Russian and eastern European markets, where the decision to travel is belated and distances are huge to travel to obtain the visas,” Braganca said. He expressed disappointment that countries like Britain and Sweden were not included in the list whose nationals have been cleared by the central government for granting VoA. “I believe they will be included in the second installment of countries to be included in the list. Claiming that the website received a large number of hits and queries within hours of its launch, Mohammad Wali Abbas, head of the information and technology cell of the NRI department in Udyog Bandhu, an autonomous government body dealing with investment, said that the website would “showcase to the world that UP (Uttar Pradesh) was pretty serious about investment, specially from the NRIs”. Investment apart, the website, officials said would also encourage the emotional bonding of NRIs with their mother land, ensure the general wel-

The NRI department would also offer to help in the coordination of technical, managerial and financial resources of the NRIs from UP. A 24x7 call center (Migrant Resource Centre) where NRIs can log complaints will be established and the UP government is also planning to felicitate outstanding performers from among the NRIs as per their approach and investment for the state.

There is no better opportunity for India and Britain to further this cause than now when our two countries mark the 400th year of direct relations. As chancellor of the University of Birmingham, the most frequent question I am asked during my visits to India relates to Britain’s poststudy work visa that allows students to work with a minimum salary threshold of 20,000 pounds a year. That’s a little under `2 million.

In 2007, I led an initiative in the British parliament calling for a two-year post-graduate work visa for international students. I was certain this would prove to be an attractive proposition, especially for Indian students. As an Indian student in Britain, there was also the prospect of building bridges for your country, enabling a third generation to be educated in the UK and paving the way for future generations in years to come. I myself was the third generation of my family to be educated in the United Kingdom, something that gave me a wonderful start in life.

Sonam Kapoor: Bollywood’s ‘hungry young woman’ NEW DELHI: Actor Sonam Kapoor seems to have taken inspiration from Bollywood’s angry young man title, but with a twist. The actress has given herself a new tag - Bollywood’s ‘hungry young woman’ - as she transforms into a different person when she is hungry. “Hunger changes you and anyone who has crossed paths with a hungry me can testify to that. $500,000 FINE FOR STALKER APP MAKER

1

Bag with $100K found

BY A STAFF WRITER

W

ASHINGTON (DC) -- The maker of a smartphone app once marketed to help catch cheating lovers by listening in on phone calls and tracking locations has been ordered to pay a $500,000 fine. This major victory for federal prosecutors might spur more legal action against producers of so-called stalker apps. Hammad Akbar, 31, of Lahore, Pakistan, admitted in the US District Court for the Eastern District of Virginia that he broke the law, albeit unknowingly, in advertising and selling the Stealth¬Genie app, which allowed users to surreptitiously monitor the activities of those whose phones had the program installed. The case against Akbar, the chief executive of the company that made Stealth¬Genie, was the first of its kind, but it is notable because the app is hardly the only smartphone surveillance technology on the market. Akbar, a software engineer and citizen of Denmark, said in the court that he did not know he was violating US law in selling the app and that he was “extremely sorry” to have done so. He pleaded guilty to selling and advertising an interception device. “Had I known I was breaking the law, I would not have done it,” Akbar said. Advocates for victims of domestic violence have long urged authorities to crack down on such apps which they say are used frequently by those who abuse their spouses. The plea agreement and heavy fine send the message that those who peddle the technology can be successfully prosecuted. Though US District Judge ¬Leonie M. Brinkema gave Akbar a prison sentence of

Hammad Akbar

only time served--he spent 10 days in jail after his arrest before he was able to post bond-federal prosecutors and Brinkema said others, including lawyers, should take note of the case. “This is the type of crime that the Justice Department takes very seriously,” prosecutor ¬William Hall observed. StealthGenie, which cost about $100 to $200 a year for a “Platinum” version, allowed users to monitor almost anything on a target’s phone, including photos, calendar entries and contacts. Calls could be recorded and listened to later, and the microphone could be activated so that the user could simply listen to the ambient sounds of a target’s daily life, according to a cached version of the company web site. The app also plotted the movement of a target on an online map. Like its competitors, Stealth¬Genie required users to gain physical control of a target’s phone so that the app could be

installed, but it would operate in secret after that. Such surveillance is typically allowed only for law enforcement, although it would be legal for parents to track children or for caregivers to track elderly relatives with their consent. For his part, Akbar came off as a somewhat sympathetic face of the crime. The son of a businessman, Akbar moved to Lahore in 2010 to start a software development company, borrowing money from his family and working around the clock to get his venture off the ground, his attorneys wrote in court papers. Akbar said in court that he developed the StealthGenie app with another person, and he admitted leading the companies that sold and advertised it. Akbar eventually took steps to deter users from monitoring cheating spouses, his attorneys wrote, and he sought the advice of another attorney to see if his app was legal. The attorney assured him—wrongly--that it was, Akbar’s attorneys wrote.

Body cameras likely for Newark, Jersey City cops BY A STAFF WRITER

N

E WA R K ( N J ) – Po l i c e investigators in Newark and Jersey City may soon wear y cameras. Newark Mayor Ras Baraka first mentioned about bulk purchase of the cameras at a recent press conference to respond to a grand jury’s decision not to indict a Ferguson, Mo. police officer for the fatal shooting of 18-year-old Michael Brown. He said the cameras were an important step toward increasing accountability in the police department and ensuring that Ferguson did not happen in Newark, the largest city on New Jersey. The recording equipment is also likely to be mandated by the federal Department of Justice as part of a pending consent decree that will order numerous reforms in the department. “We need systemic remedies for the things

that are happening in these communities over and over again,” Baraka said. “Here, we are absolutely committed to making sure that we do have police officers that wear body cameras, and so is the US Attorney’s Office.” Jersey City Mayor Steve Fulop said the cities were currently working to put out a request-for proposal to buy the cameras. He added that he expected to begin the program in Jersey City in early 2015. Earlier this year, Newark passed a proposal to enter into a cooperative purchasing agreement with Patterson and

Jersey City. “We shared similar problems and we have large police departments and there is an opportunity to have costs savings for tax payers by buying things collectively,” Fulop said. “Since we are all interested in it, we thought that doing it together was a good way to save tax payer money.” But the cameras present the municipalities with some logistical and legal challenges. New Jersey courts have previously declared that footage from such cameras are subject to public records requests, and therefore the cities must figure out how to legally and inexpensively store the data, according to the Jersey City mayor. Additionally, Fulop said, the cities must make sure camera equipment malfunctions don’t lead to lawsuits. “Those are things we are working through,” he said.

Bill seeks to speed up visa process for Indian, Pak docs BY A STAFF WRITER

W

ASHINGTON, DC -- In an effort to meet the shortage of qualified physicians in the US, a top American lawmaker has introduced legislation in Congress to expedite visas for doctors from India and Pakistan. New York Rep. Grace Meng, who is also member of the House Foreign Affairs Committee, has introduced the legislation that would require the State Department to speed up the visa approval process for Indian and Pakistani physicians who are scheduled to work at hospitals in the US.

The Bill seeks to counter the difficulty that international physicians, especially doctors from India and Pakistan, have in securing J-1 visas from American embassies in their countries. Entitled the Grant Residency for Additional Doctors Act of 2014, Meng’s legislation also requires that the expedited review of J-1 visa applicants be the sole responsibility of a designated officer or employee from March to June, since most residency programs begin in July. “The lengthy and excessive visa delays that

physicians from India and Pakistan are forced to endure is unacceptable,” said Meng. The problem, primarily experienced by doctors who are set to do their residencies in the US, has created major dilemmas for the physicians and the American hospitals at which they are set to work. Many a time, the long delays in the issuance of visas have resulted in hospitals being forced to withdraw offers to foreign physicians, effectively preventing these doctors from entering the US at all, Meng said in a statement.

AN JOSE (CA) -- A bag loaded with about $100,000 was found inside a Burger King in the South Bay. The assistant manager was the first one to spot the blue backpack, abandoned in a booth at the Burger King on North Bascom Avenue in San Jose. “I twice cleaned, like two or three times cleaned the tables and it’s still here,” said Sahista Bakawla, he said. “I waited until 3 pm and nobody came here.” She took it to the back and called the owner. He opened it, hoping to find some ID or a phone number. “I open the zipper, I see lots of money, cash money, $100 bills stack up like half the bag, money,” Burger King Indian owner Altaf Chaus said. “I said, ‘Wow! Today’s my birthday, this is my birthday gift.’” It was a fleeting thought. He immediately called the police. “I’ve been in this country 26 years and I worked two jobs for 15 years before I bought this Burger King,” Chaus said. “So I’m a very hard-working man. I don’t want that money, maybe it belongs to somebody.” Officers came to the restaurant and opened the bag. Along with the money, they found candy, a little bit of marijuana and a bank deposit slip. The police are now working with the bank to find the bag’s owner.

Physician pleads guilty to $19m healthcare fraud BY A STAFF WRITER

N

EW YORK -- A 59-year-old Indian American physician has pleaded guilty for his role in a $19-million healthcare fraud scheme in which he submitted fraudulent claims for home visits and directed false referrals for home healthcare by his employee physicians. Rajesh Doshi of Michigan pleaded guilty recently to conspiracy to commit healthcare fraud and one count of healthcare fraud and will be sentenced in March next year, Assistant Attorney General Leslie R Caldwell of the Justice Department’s Criminal Division said. According to his plea agreement, Doshi admitted that between October 2005 and September 2012, he conspired with others to commit the fraud by referring Medicare beneficiaries for home healthcare that was not medically necessary, and then submitting false

and fraudulent claims for the care to Medicare for reimbursement. Doshi admitted that he submitted these false claims through Home Physicians Services, a medical practice he owned in Michigan. He also paid kickbacks to recruiters to obtain Medicare beneficiaries and home health agencies owned by co-conspirators. He and his co-conspirators then falsified medical and billing records for purported physician home visits, sometimes adding diagnoses to make it appear that the beneficiaries qualified for and required home care when they did not, and other times “upcoding” physician home visits to higher levels of complexity than actually performed. Between October 2005 and September 2012, Doshi and his co-conspirators caused Medicare to pay more than $19 million based on false claims.

HI INDIA DRIVE AGAINST FAKE TRAVEL AGENCIES BY A STAFF WRITER

C

HICAGO, IL -The days of bogus travel agencies who swindle customers by misusing the names of reputed companies in the United States are now numbered. Following complaints from countless readers who have been taken for a ride by these fly-by-night agents, Hi India has launched a campaign to raise the curtain on the various tricks and enticements used by them to bleed innocent travelers white. Investigating reporters of Hi have found out how these mammon-worshipping travel agencies pull the wool over the gullible victims’ eyes.

DIRT-CHEAP RATES These smart alecks, mostly from Midwest and East Coast regions, target credulous customers by offering round trips at dirt-cheap rates. They open new businesses claiming to be representing established, top-drawer travel companies in a bid to gain the confidence and trust of the prospective patrons. Times out of number, HI has received phone calls and emails from customers who have been led up the garden path by fraudulent companies who offer tickets at prices much cheaper than the market rates. No wonder, close-fisted buyers

Petlad residents live it up at get-together

instantly fall into their trap. The fake agents confirm the tickets by charging the fees from the credit cards or cashier checks given by the customers and even send temporary confirmation details to the passengers to keep them in good humor. But as the travel time nears, the passengers or the victims soon discover to their shock that their tickets have been cancelled and there is no longer any confirmation available on their names. When the customers try to reach the concerned travel agents from whom they have purchased the tickets, they find that their phone numbers or contact information is no longer available as their phone numbers are either disconnected or are not in service. FAKE EMAIL IDS Again, the email addresses of these shady

travel agencies are fake working only for a certain period. Indeed, such scams are the order of the day even as the flim-flam travel agents operate from around the globe and target particular countries. They register different code numbers with the local area code to grab local clients of that particular region and even woo customers from here, there and everywhere by inserting advertisements in local newspapers and on television channels and also through email blasts. For example, HI recently learnt that some anonymous emails were being forwarded to the South Asian community in Chicagoarea claiming that Air Tours are affiliated with Patel Travel which has been under the scanner. one of the travel company (Patel Travel) which is under investigation. But, on checking with Air Tours, officials of the well-known company told HI a different story that could shock anyone. Well, Air Tours has been in the business for over 25 years in Chicago and is one of the trusted companies in Midwest Area. HI also found that Air Tours was one of the top tickets sellers and had tied up with prestigious airlines like Air India, Qatar Airways, Etihad, Emirates, Jet Airways, Turkish Airlies and Sri Lankan Airlines. Air Tours is the wholesaler to the travel

agents and has been selling tickets to the community with trust and confidence for more than 25 years. PATEL TRAVEL, WHO? What shellshocked HI was the fact that Air tours is an independent company and has never appointed any travel agent to represent it or use the name of Air Tours for business in the travel sector. Air Tours was stunned to learn that Patel Travel had been using their reputed name to cheat unworldly customers without their knowledge and were presenting its affiliation with Air tours which was not the case. Since Air Tours is owned by Patel Brothers, Patel Travel used the name ‘Patel’ to misrepresent as an affiliated company with Air Tours/Patel Brothers. Patel Brothers has branches all over the US and has been serving the community for more than a decade. The moral of the story? It’s time to guard against shifty travel companies who offer ‘cheap’ tickets. One must do some prior research or survey before buying or purchasing the tickets from any company, particularly those firms who have mushroomed recently. The best advice from HI is not to buy tickets from travel agents with whom you don’t have any previous experience.

SHREE RAM-JANAKI VIVAH FETE AT GRAYSLAKE TEMPLE BY A STAFF WRITER

G

RAYSLAKE (IL) – The Shree Ram-Ma Janaki Vivah Utsav, one of the most vibrant events of the Hindu Mandir, Grayslake, was celebrated on November 22 with utmost spirituality and joy. On the previous night, more than 150 female devotees enjoyed Ma Janaki Mehndi Rat, a charming tradition, by singing bhajans and enjoying the night with tasty snacks and hot masala tea. The next day, Ram Barat led by Ashvani Singh and family with drums, Doli and traditionally dressed women reached Temple Dwar with its royal procession. Warm welcome of Barat and Dwar Pujan was done by Savita and Prabhakar Joshi with all Vedic rituals. Pt. Anil Joshi Ji and Pt Ganesh Ji greeted each other and introduced relatives with Gotrachaar from both sides who in turn did Hasta Milap, Uttariya Exchange with big hugs. Shiva Dhanush which was placed in front of Lord Ram and Lakshman was broken by young children. Later, Pt. Ganesh Ji led the Pujan of Goddess Gauri by Ma Janaki along with devotees.

Lord Ram and Ma Janaki vivah was performed by Pt. Joshi Ji with all the Hindu Vivah rituals such as Var Pujan, offering of Madhuparakam, Kanyadaan, Godaan, Jayamala, Agni Pradakshana, Mangalsutra tying, Sindhoor offering, etc. Then came the heart-breaking emotional moment of Kanya-Bidai: the sending-off of Janak Dulari to Ayodhya. Devotees carried Ma Janaki in a beautifullydecorated Doli by Geetha Patil with their heavy hearts as Rita Patel sang a heartrending Bidai song along with Vijay Ghai and Kamlesh Desai that left the devotees chokd with emotions. Pt Joshi Ji delivered his enlightening Pravachan on what an ideal sacred marriage

is. He said that the breaking of Shiva Dhanush by Shree Ram symbolized the breaking of one’s ego before entering Grihasthashram. Without winning over ego, Gyan cannot merge with Bhakti as Shri Ram symbolizes ‘Gyan’ and Ma Janaki signifies ‘Bhakti’. Gyan is incomplete unless it merges with Bhakti. He also narrated a rare story of Lord Ram wearing a peacock feather crown as he was wearing it in his Vivah Utsav this year. Archana, offering of Bhoga and Aarti, were performed by Pt. Joshi Ji. A sumptuous “Raja Janak Bhojan” was arranged for the devotees to enjoy the Vivah Utsav of Sita and Rama. More than 300 devotees enjoyed Utsav in the midst of a little warmer day. Joshi Ji blessed all the devotees to have good health, wealth and lots of happiness and prosperity in life and sponsor families for supporting the temple events and upholding Hindu values. President Harsh Kumar thanked devotees for their enthusiasm at the Shree Ram-Ma Janaki Vivah Utsav and volunteers for their valuable time in making this Utsav a grand success.

New York Life to hike dividend pay-out by 11 pc BY A STAFF WRITER

EW YORK -- New York Life, America’s largest mutual life insurer, has announced that its dividend payout will increase next year by 11 per cent, for a total payout of $1.6 billion. Of this, individual life policyholders will receive $1.56 billion in dividends in 2015 – a new record high for the company and a 12 per cent increase over the 2014 level. The company said it would be the third consecutive year of significant dividend increases by New York Life, for an increase of 31 per cent over the $1.19 billion paid to individual life policyholders in 2012. Ted Mathas, chairman and CEO, said, “Our diversified business strategy is a key reason we’ve been able to increase our dividend for three years running. And it is a very real and sustainable competitive advantage for our policyholders.” Mathas said that in addition to the strong dividend payout reflecting the growth of the participating life business and the contribution from the investment management business, the company also continued to experience very good persistency as policyholders maintain their policies in force despite the challenging economy. Of the 825 life insurers in the United States today, only two–including New York Life– have the highest ratings for financial strength currently awarded to any life insurer by the four major rating agencies. 7 face 20-year jail for debt collection scam BY A STAFF WRITER

A and singular focus on creating value for its customers. 2015 will mark the 161st consecutive year that New York Life has paid a dividend, through the Civil War, world wars, pandemics and financial crises. New York Life Insurance Company, a Fortune 100 company founded in 1845, is the largest mutual life insurance company in the United States and one of the largest life insurers in the world. New York Life has the highest possible financial strength ratings currently awarded to any life insurer from all four of the major credit rating agencies: A.M. Best (A++), Fitch (AAA), Moody’s Investors Service (Aaa), Standard & Poor’s (AA+). Headquartered in New York City, New York Life’s family of companies offers life insurance, retirement income, investments and long-term care insurance. New York Life Investments provides institutional asset management and retirement plan services. Other New York Life affiliates provide an array of securities products and services, as well as retail mutual funds.

TLANTA (GA) -- Seven metro Atlanta area residents are facing federal charges in connection with a multimillion dollar debt collection scam for which they could be jailed for 20 years. Federal authorities in New York say they’ve brought criminal charges against seven people in a debt collection scam run out of Georgia. Prosecutors said that an Atlantabased company bullied people in all 50 states from 2009 through last April. While some of the debts were legitimate, the US Attorney’s Office in New York said many others were not. The alleged scammers operated Williams, Scott & Associates, better known to debtors as Warrant Services Association or WSA, in Norcross. Federal investigators have the audio of a recorded phone call in which WSA workers are heard threatening a woman eight months pregnant. “Ma’am you’re on the way to jail,” said the worker. “I’m not saying that I don’t want to take care of it,” responded the woman. “Oh, you think I’m a eight months pregnant woman that wants to go to jail? Like no, that’s not what I wanna do.” The conversation continues with the WSA worker saying, “I wouldn’t care if you were nine months pregnant. I have

a job to do here.” The Federal Trade Commission (FTC) in Atlanta filed an injunction to shut down WSA in May. “People are taken by surprise when they get a call and it sounds legitimate,” said FTC attorney Robin Rock. “The reason it sounds legitimate is these collectors will have some pieces of personal information. It might be your date of birth. It could be a social security number.” Rock said the FTC was seeking a permanent injunction to stop the company from reopening while criminal charges are pending. The FTC said legitimate debt collectors will never threaten anyone or send police to arrest them. “I think it’s very troubling because we have seen aggressive, bullying type of debt collection increase, seems exponentially,” said Rock. The suspects face wire fraud charges and face up to 20 years in prison.

Indian women

taking to wine in right spirit Societal acceptability, its perceived healthier attribute and the mushrooming of swanky retail outlets make them feel comfortable APARAJITA GUPTA, NEW DELHI/BANGALORE:

K

rithika Iyer, 32, lives in Bangalore and is a human resource consultant with a multinational. She comes from a conservative family, well versed in Carnatic music and other spiritual and cultural facets that come with her upbringing. But that doesn’t hold Iyer back from stepping out of her plush Brigade Gateway apartment on a lazy Saturday noon and head for the Orion Mall within the gated complex to pick her choice of wine — her chats with the sommeliers at restaurants come in handy! A Sunday brunch with her husband with some wine to pair is a ritual the couple has been following for the past couple of years and helps them unwind and catch up with matters which their busy schedules otherwise prevent them from doing so during weekdays. Krithika’s story is not an isolated

White cup makes your coffee more intense NEW YORK: Can the color of the mug influence the taste of your coffee? Yes, say researchers, suggesting that coffee tastes more intense when served in a white cup. The idea for the study came to Australian researcher George Van Doorn who was told by Barista Lavazza, one of the biggest coffee restaurant chains, that “when coffee is consumed from a white, ceramic

mug, it tastes more bitter than when drunk from a clear, glass mug”. Van Doorn and his colleagues put the theory to test by offering 36 volunteers coffee drink made with espresso and steamed milk in three different colored mugs — white, blue and transparent. People who drank from the white mug rated the coffee as more intense and less sweet than when served the same beverage in a blue or transparent cup. “These results support the view that the color of the mug should be considered by those serving coffee as it can influence the consumer’s multisensory coffee drinking experience.”

one today. More Indian women are now getting inclined towards wine. Three reasons stand out: Societal acceptability, its perceived healthier attribute and the mushrooming of swanky retail outlets where a woman does not have to feel uncomfortable going in. “People in India today, women included, are passionate about wine,” said Radhika Bahl, founding member of the Delhi Wine Club. “The predominant reason for women having wine is: it is not a hard liquor. It is a better option for social drinking. It is healthy. And a glass or two of red wine has medicinal impact too, and wine is definitely an experience they like to talk about and share,” Bahl added. The Delhi Wine Club has 160 members, out of which 40 percent are women. But data is not available on how much women account for in the annual Indian wine industry sales of 2.5 million cases, with each containing 12 bottles of 750 ml each.

Macau Open title

Two-time World Championships bronze medalist beats Korean Kim in the final IANS, MACAU

I

ndian shuttler P.V. Sindhu successfully defended her Macau Open Grand Prix Gold women’s singles title, beating South Korean Kim Hyo Min in straight games at the Tap Seac Multisport Pavilion here on November 30. Two-time World Championships bronze medalist Sindhu registered a comprehensive 21-12, 21-17 victory in 45 minutes in the final of the $120,000 event. SYDNEY: Cricket Australia (CA) on December 2 revised the schedule for the One-Day International (ODI) tri-Series involving India, Australia and England. The series opener on January 16 will now be played between the hosts and the English instead of the Indians at the Sydney Cricket Ground (SCG). The rescheduling of the ODI was warranted following postponement of the first of the four-match Test series against India to December 9. “The change was necessary as the Indian players needed appropriate recovery time after the tour match which has been placed just after the Test match at Sydney and in the lead up to the first ODI Tri series match,” Cricket Australia said.
