Immigration to be ‘merit-based’ Trump renewed his campaign call “to make America great again for all Americans” by working “all of us, together, as one team, one people, and one American family”
US lifts ban on refugees from 11 ‘high-risk’ countries
ARUL LOUIS, NEW YORK
I
n a speech brimming with patriotism and the America First concept, President Donald Trump has reiterated the US commitment to strengthen its military, protect its borders and reset its trading relationships while calling for “merit-based” immigration system. “This is our new American moment,” Trump declared in his first State of the Union address this week in Washington as he took a victory lap for the economic achievements of the first year of his presidency and laid out an agenda for the rest of it. In his 80-minute speech in the House chamber of the Capitol, Trump renewed his campaign call “to make America great again for all Americans” by working “all of us, together, as one team, one people, and one American family.” The speech, mostly devoted to domestic issues, was punctuated with spectacles for television with Trump calling out at appropriate points in his speech to crime victims, business people, beneficiaries of his economic programmes, soldiers, a crippled North Korean refugee and others in the audience with anecdotes about them. In his speech, Trump took credit for the massive tax reforms, the 2.4 million jobs created in the last year, the lowest unemployment for African Americans, stock markets setting records adding $8 trillion in value and investments and manufacturing returning to the US. Immigration issue figured promi-
Russia probe memo might be published WASHINGTON: US President Donald Trump sparked alarm within the FBI this week by saying that he plans to make public a memo prepared by the Republican party detailing alleged abuses by the agency and the Department of Justice in the investigation into presumed Russian interference in the 2016 election. The FBI issued a statement saying that it has “grave concerns” about the White House’s plans to allow publication of the memo and warning that it contains “material omissions of fact” that could compromise its “accuracy”, reports Efe. “The FBI was provided a limited opportunity to review this memo the day before the committee voted to release it,” the agency said in a statement. —IANS

nently in Trump’s speech as he appealed for a “fair compromise”. “It is time to begin moving towards a merit-based immigration system — one that admits people who are skilled, who want to work, who will contribute to our society and who will love and respect our country,” he said. Currently, Indian professionals have a 11-year wait to get their permanent resident status with green cards because of national quota restrictions. A purely merit-based system like those in Canada and Australia, which the administration has proposed, has the potential to help an estimated 500,000 Indian professionals in the queue get their green cards sooner. Sunayana Dumala, the widow of Indian techie Srinivas Kuchibhotla
who was killed in a hate crime last year in Kansas, was a Congressional guest. She called the speech “welcoming and positive” on reforming immigration. Trump offered to legalize those who were brought into the country illegally as children and ultimately give them citizenship, a move that could benefit over 5,500 Indians. At the same time, he said “chain migration” of brothers, sisters and parents of immigrants should end. Limiting immigration to only spouses and children of immigrants would affect other aspiring immigrants from India. Preventing illegal immigration would require building a wall on the southern border with Mexico and hiring more immigration and border security personnel, the US President Trump said.
WASHINGTON: The US has lifted a ban on admissions to refugees from 11 countries whose applicants it designated “high-risk” and announced tougher vetting measures to weed out potential extremists and criminals. The Trump administration refused to identify the 11 “high-risk” nations, citing “law enforcement sensitivities”. But officials with knowledge of the list said the countries included Egypt, Iran, Libya, South Sudan, Yemen, Sudan, Iraq, Mali, North Korea, Somalia and Syria, the Washington Post reported. All but North Korea and South Sudan are Muslim majority. Applicants from these “high-risk” countries will face more extensive background checks from US screeners, according to administration officials, and the government will move to implement what it characterized as a more rigorous model for identifying possible threats. “These additional security measures will make it harder for bad actors to exploit our refugee program and they will ensure we take a more risk-based approach to protecting the homeland,” Homeland Security Secretary Kirstjen Nielsen said. “The US must continue to fulfil its obligation to the global community to assist those facing persecution and
U.S. Secretary of Homeland Security Kirstjen Nielsen
do so in a manner that addresses the security of the American people,” she said. The new measures will include additional interviews of applicants’ family members and close scrutiny of potential ties to organized crime, US officials told reporters. An official said the high-risk determination for the 11 nations “has nothing to do with religion”. The enhanced security measures will also increase information sharing among the US agencies tasked with vetting refugee applicants. The high-risk list will be reviewed every six months and countries could be added or removed based on evolving assessments of security threats to the US. —IANS
FBI Deputy Director McCabe steps down IANS, WASHINGTON
T
he Federal Bureau of Investigation’s (FBI) Deputy Director Andrew McCabe resigned this week amid repeated attacks by the US President Donald Trump who accused him of political bias. The move by McCabe comes a week after speculations and reports that Trump wanted him out. The media last week reported that Trump had asked McCabe in an Oval Office meeting whom he voted for in 2016 elections. McCabe was scheduled to officially retire in mid-March. He will remain on the FBI payroll until he is eligible to retire with full benefits, the BBC reported. White House press secretary Sarah Huckabee Sanders said in a
The Federal Bureau of Investigation’s (FBI) Deputy Director Andrew McCabe
press briefing: “This decision was not made by the White House. The president was not part of this decision making process.” McCabe briefly served as acting FBI Director in May last year after
Trump fired its previous chief, James Comey. Later, Christopher Wray was appointed as the new FBI director in August. According to media reports, Wray also threatened to resign after
being pressured by Attorney General Jeff Sessions to fire Mr McCabe. A career civil servant who had served at the FBI since 1996, McCabe has been at the center of ongoing tensions between the agency and Republicans. He has been lashed out at by Republican lawmakers alleging systemic bias against Trump at the top tier of the FBI, Xinhua reported. The Republican president also targeted McCabe for the FBI’s investigation into 2016 Democratic presidential candidate Hillary Clinton’s use of a private email server while serving as the country’s secretary of state. Trump has also criticized McCabe previously because his wife, Jill McCabe, ran as a Democrat for a Senate seat in Virginia.

budget 2018 budget special x
IANS, NEW DELHI
W
ith an eye on the next Lok Sabha elections, Finance Minister Arun Jaitley in his 2018-19 budget on February 1 proposed a major health insurance scheme for the poor, a higher minimum support price and a step up of Rs 1 lakh crore as institutional credit for farmers along with a spend of nearly Rs 6 lakh crore on infrastructure development. To pay for this seeming bout of generosity, albeit with votebanks in mind, the finance minister has mopped up huge sums through three or four simple steps, mostly aimed at the middle class. While providing some sops to salaried individuals and pensioners, it has aimed to raise Rs 11,000 crore by increasing cess on income of individuals, from three to four per cent. Additionally, it has aimed to raise money by imposing a 10 per cent Social Welfare Surcharge on all imported goods. At the same time, the finance minister has eyed the share-owning and investing class by removing an exemption on long term capital gains to possibly raise over Rs 36,000 crore in a full year -- by taxing at 10 per cent shares held for more than a year, exempting only profit of up to Rs 1 lakh. The stock markets reacted sharply initially to the move, later recovering. The four per cent health and eduction cess replaces the 2 per cent cess for primary education and 1 per cent cess for secondary and higher education on individuals and corporates to take care of the needs of education and health of BPL and rural families. Similarly, the Social Welfare Surcharge of 10 per cent on all cus-

toms duties replaces the education cess on imported goods. He also raised the customs duty on mobile phones by 5 per cent to 20 per cent. He also levied a 15 per cent duty on some of the parts and accessories of mobile phones and TV sets to promote creation of more jobs under the “Make in India” programme. In line with the BJP’s poll
promise before coming to power in 2014, the Finance Minister announced that the Minimum Support Price (MSP) for unannounced kharif crops will be 1.5 times the input cost and stepped up the institutional credit for the sector to Rs 11 lakh crore -- 1 lakh crore more than last year. “Now, we have decided to implement this resolution as a
principle for the rest of crops. I am pleased to announce that as per pre-determined principle, the government has decided to keep MSP for the all unannounced crops of kharif at least at one and half times of their production cost. I am confident that this historic decision will prove an important step towards doubling the income of our farmers,” Jaitley said.
The opposition reacted sharply to the government’s proposed budget with Congress leader P. Chidambaram saying Jaitley had failed the fiscal consolidation test that will have “serious consequences” on the economic growth rate. CPI-M leader Sitaram Yechury said the budget was “unconnected to ground realities” and “is a textbook exercise in post-truth”. However, the India Inc largely welcomed Jaitley’s budget. Leaving the individual taxation slabs and rates untouched, Jaitley in his last full budget before the 2019 elections proposed to reintroduce a standard deduction of Rs 40,000 for salaried tax payers in lieu of present exemption of transport allowance and reimbursement of miscellaneous medical expenses that will involve a revenue sacrifice of Rs 8,000 crore to benefit 2.5 crore people. In a bid to help senior citizens, the budget proposes to increase the exemption of interest income on deposits with banks and post offices from Rs 10,000 to 50,000 and there will be no TDS deducted on them. The limit for health insurance premium and medical expenditure will go up to Rs 50,000 from Rs 30,000. For certain illnesses, in case of senior citizens and very senior citizens, the limit will go up to Rs 60,000 and Rs 80,000 respectively, The concessions will cost the government Rs 4,000 crore. In keeping with his earlier announcement of reducing corporate taxation rate, the Finance Minister reduced the rate for all companies with turnover of up to Rs 250 crore, up from Rs 50 crore. Prime Minister Narendra Modi hailed the Finance Minister for presenting an all-friendly budget 2018-19.

tressing on boosting the safety aspect of Railways and its carrying capacity, Finance Minister Arun Jaitley announced the largest-ever allocation of Rs 1.48 lakh crore capital expenditure for the Indian Railways in 2018-19. “Railways capex for 2018-19 has been pegged at Rs 1,48,528 crore,” Jaitley said in his Budget speech. The amount is Rs 17,000 crore higher than the previous year’s budget. In 2017-18 Union Budget, the total capex of Railways was pegged at Rs 1,31,000 crore. Jaitley said that modern-train sets with state-of-the-art amenities and features would be commissioned during 2018-19. Healthcare scheme a ‘jumla’: Congress Uttar Pradesh CM praises Budget, Akhilesh slams it as ‘pro-rich’

T
he Congress slammed the Union Budget, terming the promise of Rs 5 lakh for health care for poor families as “a big jumla”, and said there was “tokenism” on creating jobs and nothing to indicate rise in farmers income. Congress leader and former Finance Minister P. Chidambaram told reporters here that the Budget had no tax relief to the average tax payer and no measures to boost exports. He also expressed his deep disappointment about some major schemes having reduced outlays. Referring to Finance Minister Arun Jaitley’s Budget speech in which he said the government will launch a flagship national health protection scheme to cover 10 crore poor and vulnerable families, Chidambaram said it will entail huge expenditure but no money has been provided for it by the government. “The promise of Rs 5 lakh per family for secondary and tertiary healthcare is a big jumla. The target group is 10 crore families. Assuming each family will avail of Rs 50,000 - one tenth of Rs 5 lakh

He said if the insurance companies will foot the bill, the estimated premium at Rs 5,000 to Rs 15,000 per family will require an outgo from Rs 50,000 crore to Rs 1.5 lakh crore per year. “Is the Finance Minister serious?” he asked. “Where is money provided? Money has not been provided even for paying the premium,” Chi-
dambaram said, adding that Jaitley and the NDA government had touted it as the world’s biggest healthcare scheme. The Congress leader said he did not hear any measures to boost exports in the Budget speech. “Because the government has run out of ideas to boost exports, the Finance Minister has imposed additional customs duties. The Prime Minister’s speech and the spirit of Davos has been forgotten
LUCKNOW: Uttar Pradesh Chief Minister Yogi Adityanath on Thursday lauded the Union Budget 2018-19 as being “focused on the youth, poor and women” while Samajwadi Party (SP) President Akhilesh Yadav slammed it. Addressing a hurriedly called press conference, the Chief Minister said the Budget proposals were in line with the BJP’s vision to provide houses to all by 2022 and to double the income of farmers when the country celebrates its 75th Independence Day. He said it

Chidambaram said there is a promise to increase the minimum support price (MSP) 1.5 times but there were no details. “The Swaminathan committee has been remembered in the last year of government’s tenure. Besides, Rs 2,000 crore for e-markets and Rs 500 crore for operation Green, whenever the cabinet will approves the schemes, amounts to a pittance. There is nothing to
provided for setting up eight of the 24 new medical colleges in Uttar Pradesh, for which PM Narendra Modi deserves special praise. Adityanath also praised the Budget for proposing free electricity connections to the poor and eight crore cooking-gas connections under the Ujjwala scheme. His predecessor and SP leader Akhilesh Yadav said it reflected the bias of the ruling BJP towards the rich. The budget is a big disappointment for the poor, he said.

The Congress leader said that agriculture distress will continue and deepen, “putting in peril lives of majority of people primarily dependent on agriculture”. Referring to jobs on which the Congress has frequently attacked the government, Chidambaram said that Jaitley had no new ideas and “has fallen back on tried and failed Mudra scheme”.

I
ndia on January 26 celebrated its 69th Republic Day with 10 leaders of Asean countries taking a close look at the country’s military might and cultural diversity and getting a peep into achievements at the annual grand parade. It was for the first time that 10 guests of honor — from all 10 Asean countries — were invited for the annual official celebrations, signifying India’s growing strategic interests in its eastern neighborhood that surrounds the maritime underbelly of Asia — the Indo-Pacific. Despite a thick fog blanketing the city, hundreds turned up on both sides of Rajpath in the heart of Delhi to watch a grand march past that wound its way over eight kilometers from Raisina Hill, with the imposing Rashtrapati Bhavan in the backdrop, to the 17th century Red Fort. The day began with President Ram Nath Kovind unfurling the Indian flag at the Rashtrapati Bhavan and Prime Minister Narendra Modi paying tributes to the fallen soldiers at the Amar Jawan Jyoti near India Gate. Sporting a multi-colored turban,
Modi personally invited the 10 Asean guests to the stage where a Who’s Who of the government, including Kovind and Defense Minister Nirmala Sitharaman, were also seated. President Kovind, the commander-in-chief of the armed forces, took his first Republic Day salute as the parade was led by Army personnel carrying the Asean flag and flags of all 10 Asean nations. It was followed by military and
Women BSF officers riding on 26 350CC Royal Enfield motorcycles to perform acrobatics and daredevil stunts was a head turner. There was a loud cheer as the Seema Bhawani contingent performed fish riding, four harmony, sapt Rishi, brahma yog guldasta, seema prahari and flag march pyramid. It was a first all-women contingent — led by Sub Inspector Stanzin Noryang, an officer from Jammu and Kashmir’s Ladakh
Modi invited the guests to the stage where a Who’s Who of the government, including the President and the Defense Minister were seated paramilitary contingents, including mounted troops from the 61st Cavalry and mechanized columns. Martial music filled the air as soldiers drawn from some of the finest military units marched with clockwork precision. The Army’s T-90 tank (Bhishma), Ballway Machine Pikate (II/IIK), Brahmos Missile System, weapon locating radar (Swathi), bridge laying tank T-72, mobile base transceiver station and Akash weapon system were among the main draws in the mechanized columns.
region — from any force to perform biking stunts at the annual event. Making its debut on the occasion was the country’s first indigenously-built Weapon System Integrated helicopter Rudra, designed and developed by the Hindustan Aeronautics Ltd (HAL). After the armed forces came state tableaux, displaying India’s oneness amid a rich diversity. The 90-minute ceremonial parade ended with a spectacular fly past by the Air Force despite foggy conditions.
‘India values Asean’s role in regional peace’ NEW DELHI: President Ram Nath Kovind has said that India “greatly values” the role played by the Asean regional bloc in ensuring peace and prosperity in the region. Speaking at a lunch he hosted in honor of the heads of state and government of the member states of the Association of Southeast Asian Nations (Asean) who are here to attend the Commemorative Summit to mark 25 years of the India-Asean Dialogue Partnership, president Kovind said that relations between India and the regional bloc have come a long way since the establishment of the partnership. The Asean comprises Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam. Stating that India’s Act East policy reinforces its ancient links with southeast Asia through enhanced political, security, economic and cultural ties, Kovind said: “In this context, India greatly values Asean’s role as a proponent of peace, stability and prosperity in the region. We iterate our support to Asean’s unity and centrality. “We stand shoulder-to-shoulder with Asean in pursuit of a rulesbased regional architecture that is
open, inclusive, balanced and equitable.” He further added that India and Asean are bound by history and by geography. “Culture, commerce and connectivity — and ideas and thought — have woven us together in one common fabric,” the President said. “Our partnership is based on our shared heritage and is built on the foundation of strong people-to-people contacts, nurtured through the millennia. The theme of the Commemorative Summit, ‘Shared Values, Common Destiny’, is reflective of our desire to work for a shared future,” he emphasized. The 10 Asean heads of state and government who attended the President’s lunch are Sultan of Brunei Haji Hassanal Bolkiah, Indonesia President Joko Widodo, Philippines President Rodrigo Duterte, Cambodia Prime Minister Hun Sen, Singapore Prime Minister Lee Hsien Loong, Malaysia Prime Minister Najib Razak, Thailand Prime Minister Prayut Chan-o-cha, Myanmar State Counsellor Aung San Suu Kyi, Vietnam Prime Minister Nguyen Xuan Phuc and Laos Prime Minister Thongloun Sisoulith. —IANS

The flypast started with formation by three Rudra helicopters — armed version of Advanced Light Helicopter Dhruv. The indigenously-developed Rudra made its appearance in the Republic Day parade. It was followed by ‘Hercules’ formation by three C-130J Super Hercules aircraft and Netra — an Airborne Early Warning and Control System Aircraft. ‘Indo-Pacific Region indispensable to India’s future’ IANS, NEW DELHI
I
ndia and Asean hold key to the Indo-Pacific Region which will be “indispensable to India’s future and our common destiny”, Prime Minister Narendra Modi said in an article published this week in 27 newspapers across 10 Asean countries. The article, translated into 10 languages, was published as India hosted 10 Asean leaders as guests of honor at its 69th Republic Day celebrations to mark 25 years of AseanIndia partnership. Modi wrote that India and the regional bloc together had “the potential to pursue higher ambitions and address the challenges of our times — from infrastructure and urbanization to resilient agriculture and a healthy planet”. He said a future of hope for India

as well as Asean countries needed “the solid bedrock of peace” in an age of change, disruptions and shifts that comes only rarely in history. “Asean and India have immense opportunities — indeed, enormous responsibility — to chart a steady course through the uncer-
tainty and turbulence of our times to a stable and peaceful future for our region and the world. “Indians have always looked East to see the nurturing sunrise and the light of opportunities. Now, as before, the East, or the Indo-Pacific Region, will be indis-
pensable to India’s future and our common destiny. “Asean-India partnership will play a defining role in both. And in Delhi, Asean and India have renewed their pledge for the journey ahead.” Modi said hosting 10 Asean leaders at the Republic Day celebrations in New Delhi was “no ordinary event”, but a historic milestone in a journey that has brought the India and Asean “in a deepening partnership of great promise for their 1.9 billion people, about one-fourth of humankind”. He said India shared a vision with its 10 eastern neighbors for the future “built on commitment to inclusion and integration, belief in sovereign equality of all nations irrespective of size, and support for free and open pathways of commerce and engagement”.

rom flaunting tricolor clothes to flags adorning the vehicles, the people of Delhi sported patriotism with the colors of the national flag everywhere this week — a day the nation marked its 69th Republic Day. With #Republicday2018 as one of the trending hashtags on Twitter, Facebook and Instagram, youngsters took to the social networking sites to give vent to their patriotic fervor. From putting tricolor frames on profile pictures to uploading selfies wearing the colors of saffron, white and green, they expressed their love for the country. With street vendors selling bands, flags, hats etc., people wore patriotism on their sleeves. Many people were seen with their faces painted with the flag colors. The Republic Day marks the day when the Indian Constitution came into effect — on January 26, 1950.

Shopping complexes and market places were all soaked in the three colors and patriotic songs were being played by several of them. Like every year, government buildings, including Rashtrapati Bhavan and Parliament House, were decorated with beautiful lights.
KOLKATA: Governor Keshari Nath Tripathi unfurled the Tricolor and took the salute at a colorful march-past in Indira Gandhi Sarani as West Bengal joined the rest of the nation in celebrating the 69th Republic Day this week. Tripathi inspected a guard of honor and took the salute during an hour-long customary parade in which units from the army, navy and air force took part with their respective tableau showcasing sophisticated weapons, including guns, rocket launchers and the surface-to-air Python and Derby (Spyder) missile system. Greeting the people of the state on the occasion, Tripathi called upon all to do their bit in order to secure the dreams of the nation’s founding fathers and renew a pledge for the country’s unity and integrity. he Taliban on Tuesday threatened the US with more violence and bloodshed after Washington ruled out peace talks with the rebels for unleashing a wave of carnage on Afghanistan. Taliban militants, who have until now systematically rejected the Afghan government’s call for dialogue, said in a statement that US President Donald Trump and his allies have been “advocating war
and not peace”, Efe news reported. “Trump and his pro-war allies should understand that each action has a reaction. If you are emphasizing on war, then we Mujahid nation also can’t welcome you with flowers,” the statement said. “Although our enemy only emphasize on war, we believe our nation’s undefeatable resistance and endless patience will finally make the invaders accept the truth and come to the negotiation table,” said Taliban chief Mullah Haibatullah. On Monday, during a lunch at
the White House with the ambassadors of member countries of the UN Security Council, Trump said: “Innocent people are being killed left and right by the Taliban. Bombing in the middle of children, in the middle of families — bombing, killing all over Afghanistan. “So there’s no talking to the Taliban. We do not want to talk to the Taliban. “We’re going to finish what we have to finish,” he said. “What nobody else has been able to finish, we’re going to be able to do it.”
The latest round of attacks in Kabul by the Taliban were a direct challenge to Trump, who had asserted on January 16 that the US troops had made “tremendous strides” in fighting the Islamic State (IS) and the Taliban. He had said the South Asia policy he had announced last August was “working far more rapidly than anybody would understand”. Taliban terrorists attacked the Intercontinental Hotel in Kabul on January 21-22, killing 22 people including 14 foreigners.
Yemen’s Saudi-backed govt ‘to flee from Aden’ IANS, SANAA
T
he Saudi-backed Yemen government is preparing to flee from the de facto capital Aden as fighters from the armed wing of a political movement demanding secession for southern Yemen seized large parts of the city after three days of fighting, the
Guardian reported on Tuesday. The Southern Transitional Council (STC) has been seeking secession from the rest of Yemen for years. Until recently it received support from the UAE, causing a fracture in the Saudi-UAE alliance that intervened in Yemen against Houthi rebels that captured the north of the country.

Last week, the STC gave President Abd-Rabbu Mansour Hadi’s government an ultimatum — either dismiss Prime Minister Ahmed bin Daghr and his cabinet or face being
overthrown. The STC accused Hadi’s government of “rampant corruption” resulting in a “deteriorating economic, security and social situation.”
‘More sanctions against Russia coming over Putin’s List’ IANS, WASHINGTON
CIA: China as big a threat to US as Russia
U
S Treasury Secretary Steven Mnuchin emphasized on Tuesday that additional sanctions will be imposed in the near future on people included on so-called “Putin’s List”. The “Putin’s List” identifies about 100 Russian oligarchs who have acquired power or wealth thanks to their connections with President Vladimir Putin. Mnuchin said that nobody should jump to the conclusion that no sanctions will be imposed on
Russian President Vladimir Putin
The IS militants killed at least four people in an attack on the outpost of a British organization, Save the Children, in Jalalabad on January 24. On January 27 a Taliban suicide attacker driving an explosives-packed ambulance blew it up in a crowded area of the capital, killing at least 103 people. At least 11 Afghan soldiers were killed in an attack on a military compound in Kabul on January 29 claimed by the Islamic State — the third major assault in the Afghan capital in recent days.

He was responding to criticism from US lawmakers over the failure by the Donald Trump administration to impose sanctions after Congress voted to do so due to Moscow’s interference in the 2016 presidential vote. “In the near future, you’ll see additional sanctions,” Mnuchin said while providing testimony before the Senate Banking Committee. “In the next several months, maybe a month, I want to be careful in making that commitment.”
BEIJING: Britain is eyeing closer cooperation with China on the Belt and Road Initiative, the UK envoy to China has said, refuting reports that her country had an “ambiguous” attitude towards the initiative. Barbara Woodward told the media that Britain was especially keen to work on the initiative in three particular ways, Xinhua news agency reported on Wednesday. First, she said, British companies were keen to foster partnerships with Chinese companies.

MUMBAI: Megastar Amitabh Bachchan has threatened to quit Twitter, accusing the micro-blogging website of reducing his followers. The fan following of Big B has quickly dropped from 33 million to 32.9 million. Amitabh, who shares Twitter ranking with superstar Shah Rukh Khan (32.9 million followers), tweeted this week: "Twitter! You reduced my number of followers. Haha! That's a joke. Time to get off from you. Thank you for the ride. There are many 'other' fish in the sea — and a lot more exciting!" Several prominent celebrities across the world — including entertainers, entrepreneurs and media figures — have lost their followers after a probe was announced in the US last week into digital marketing company Devumi that is reportedly selling fake followers to some of the Twitter users. A New York Times report claimed that Devumi is providing fake followers to social media users. —IANS
Bruno Mars, Kendrick Lamar win Will Priyanka be Markle’s bridesmaid? big at politically charged Grammys LOS ANGELES: Indian actress Priyanka Chopra, who has been rumored to be one of the bridesmaid at actress Meghan Markle’s royal wedding with Prince Harry, kept the speculation live by saying “people will know if they see me”. The actress stayed tight-lipped about the ceremony on May 19 but was vocal about her belief that Markle will help modernize the British monarchy, reports usmagazine.com. “I don’t think anybody else would be able to do it the way she will. She’s just right for it. “She’s an icon, truly, that girls can look up to, that women can look up to. She’s normal, she’s sweet, she’s nice, she thinks about the world, wants to change it and this was even before any of this happened,” Priyanka told Harper’s Bazaar Arabia magazine. “So, I do think Meghan being a part of the royal family is a big step in the direction of so many things; of women, of feminism, of diversity, of race, of the monarchy versus everyone else,” Priyanka said.

“It’s a beautiful step in the right direction,” Priyanka added. He won Record of the Year, Album of the Year, Best R&B Album and Best Engineered Album, Non-Classical for 24K Magic, Song of the Year and Best R&B Song and Best R&B Performance for That’s What I Like — taking home not just major awards but also those in the R&B genre. In a surprise appearance, former presidential candidate Hillary Clinton took part in a comedy bit taking a jab at Trump by participating in a pre-taped sketch with Cher, Snoop Dogg, Cardi B, John Legend and DJ Khaled. They read excerpts from Michael Wolff’s “Fire and Fury: Inside the Trump White House” — the hit book about the billionaire’s first year in the White House. Trump’s comment on immigration also saw celebrities making strong statements. Sting performed his 1987 hit “Englishman in New York”, and Shaggy joined in to state that he was a Jamaican in New York. Logic shouted out “You’re not shitholes” to immigrants and Cuban-Mexican singer Camila Cabello delivered an empowering speech reaching out to the Dreamers.

Lest Dreamers face a nightmare! BY PARVEEN GOYAL HICAGO, IL -- As you might know, there is a negotiation going on for DACA (Dreamers), the White House has proposed in lieu of immigration for Dreamers, that existing immigration laws for family members of US Citizens may be changed. The following is the proposed item: That immigration for parents and siblings (brothers and sisters) be eliminated. In other words, citizens will not be able to file for their parents Green Card as well as for brothers and sisters. This will cut and leave out millions of family members of US citizens who may not be able to immigrate to the US. Also the President wants 25 billion dollars for building a wall and enforcing security at the border and make strict and tough deportation rules. Of course, there are many other conditions and terms which is going to reduce other legal immigration cases. The bottom line is, first whether democrats agree to the terms or are able
C
Attorney Parveen Goyal
to negotiate some break in the proposed amendments. Democrats are in a bad position. First, they do not have majority in US House and Senate.
In order to save dreamers they may give in to cuts in family immigration which can hurt existing family-based immigration for parents and brothers/sisters of US citizens. If they do not agree with President’s proposed terms, they may not be able to get the legalization of Dreamers. It’s a tough call. One is not sure what will be passed or changed in existing immigration laws (especially family-based immigration). If and when the changes to existing family immigration laws will; happen. It is advisable that all US citizens, who are considering to file for their parents, brothers or sisters, must file petition for family member(s) as soon as possible for their case. If filed before the change of law, the case may get protected by the ‘Grandfather clause’ which is expected to be included in the new amendment. (This article is written by attorney Parveen Goyal of American Law Offices with more than 27 years of experience practicing immigration law. Attorney Goyal can be reached at 847-584-7617).
Doctor helps deliver baby on flight
Dr Sij Hemal
BY A STAFF WRITER LEVELAND, OH -- Dr. Sij Hemal, second-year Indian American urology resident at Cleveland Clinic’s Glickman Urological and Kidney Institute, helped deliver a baby on December 17 when a passenger on the New York-bound flight went into labor. Toyin Ogundipe, a banker who resides in both the United Kingdom and Nigeria, went into labor midway through the flight as the flight was over the southern coast of Greenland. In lieu of making an emergency landing, Dr Hemal (27) volunteered to help Ogundipe and instructed the pilot to stay the course to the JFK International Airport in New York. The patient was moved to the roomier firstclass section where the doctor used instruments and supplies in the flight’s scanty medical kit to routinely check her vital signs, including blood pressure, oxygen rate and pulse. Within the course of an hour, Ogundipe’s contractions accelerated; they occurred seven, then five and finally two minutes apart. After about a half hour of pushing, Ogundipe gave birth to a boy, whom she named Jake. Hemal safely removed the placenta, used a surgical clamp (and a shoestring) to tie off the umbilical cord, and then cut it off with a pair of scissors.

Frozen roads lead to hundreds of crashes
BY A STAFF WRITER HICAGO, IL -- Frozen roadways wreaked havoc across the Chicago area and northwest Indiana on January 24, causing hundreds of crashes and bringing traffic to a halt. A winter weather advisory was in effect until noon for most of northern Illinois and Northwest Indiana as freezing drizzle added an icy glaze to sidewalks and roadways, according to the National Weather Service. About 5:40 am, a crash on Interstate 294 near west suburban Burr Ridge killed a 38-yearold man when he lost control of his Ford pickup because of weather conditions and slammed into the rear of a semitrailer, the Illinois state police said. Roadway conditions were cited as a factor in a south suburban Tinley Park crash that killed a person about 5:45 am near La Grange Road and 175th Street when a semitrailer crashed into a car. About 7 am, a 41-year-old woman was killed when she lost control of her SUV in North Aurora, crossed the center line and collided with a Pace bus. The SUV then bounced back across the center line and was struck by other vehicles. Also on January 24 morning, a Whiting, Indiana man was seriously injured in a crash that left him pinned between two vehicles on Interstate 80/94 near Hammond. The 47-yearold was standing behind his van on the shoulder of an entrance ramp when another driver lost control and slammed into the rear of his vehicle.

Indian techie found dead in apartment BY A STAFF WRITER RLINGTON, TX -- Indian American Venkannagari Krishna Chaitanya was found dead in his apartment in Arlington, Texas on January 26. The 30-year-old software engineer from Telangana state’s Siddipet district was working for Cognizant Technologies on a Southeast Airlines project. When the landlord had not seen him come out of his room for a while, he called the police. The police broke open the door and found Chaitanya lying on his bed, already dead. The police have informed his father Srinivasa Chary and his brother Vamsi Krishna who live in India. Chaitanya had come to the US three years ago to work on a project. The Telangana Chief Secretary S. P. Singh wrote to the Consul General of India in Houston requesting him to make arrangements to transport Chaitanya’s body back to Hyderabad.

Justice dept move on Census sparks row BY A STAFF WRITER ASHINGTON, DC -- The Justice Department has asked the Census Bureau to begin collecting information about US citizenship from its respondents, a move that civil rights organizations say will lead to a vast undercount of minority populations who will not answer the survey because of deportation concerns. The US Census has not included a question regarding citizenship since 1950. Steve Jost, a former top bureau official during the 2010 Census, has said that since the first Census in 1790, the goal has been to count everyone in the country, not just citizens. “People are not going to come out to be counted because they’re going to be fearful the information would be used for negative purposes,” he said. Long-time civil rights activist Vanita Gupta, president and CEO of The Leadership Conference on Civil and Human Rights,

had decried the missive from the Justice
Department in a press statement released last month. “Some in the administration are trying to jeopardize the accuracy of the 2020 Census in every state and every community by deterring many people from responding, making the data collected in this crucial once-a-decade operation less accurate and useful for all of us,” stated Gupta, who is Indian American. “The Justice Department’s untimely and unnecessary request to the US Census Bureau to add a question to the 2020 Census would destroy any chance for an accurate count, discard years of careful research, and increase costs significantly,” she said. Gupta noted that the Census Bureau would have inadequate time to test the new question before the 2020 Census count begins. “Robust testing for new questions in a Censuslike environment is essential, especially given the probable chilling effect of adding this particular citizenship question to the form,” said Gupta, adding that the Bureau also lacks time to prepare a new form.

BY A STAFF WRITER RIDGEPORT, CT -- US Attorney for the District of Connecticut John Durham has announced that Indian American tobacco wholesalers Pavan Vaswani and Rishi Malik have been indicted on 13 counts of conspiracy to defraud the state of millions of tax dollars. Vaswani, 39 of West Haven, and Malik, 45, formerly of Fairfield, were arrested and appeared before US Magistrate Judge William Garfinkel in Bridgeport. Malik was detained pending a detention hearing; Vaswani was released on a $250,000 bond. According to the indictment, Vaswani operated KDV Discounts LLC, a wholesale tobacco business based in Bridgeport. Malik previously operated the business as Connecticut Discounts LLC before selling it to Vaswani in 2012. Between 2013 and 2017, Vaswani filed false tax forms with the Connecticut Department of Revenue Services that underreported his taxes due. He then paid those lower amounts instead of taxes actually owed. Malik conspired with Vaswani through means, including forming a Pennsylvania company, Discount Deals, to acquire smokeless tobacco that was imported into Connecticut without payment of taxes. The US Attorney’s Office alleges that the state of Connecticut was defrauded of approximately $5.8 million through this scheme. Vaswani and Malik were charged with one count of conspiracy to commit wire fraud and to violate the Contraband Cigarette Trafficking Act, an offense that carries a maximum term of five years in prison. The indictment also charges Vaswani with 12 counts and Malik with four counts of wire fraud, which has a maximum sentence of 20 years of prison for each count

Cigarette traffickers dodge $25-m taxes BY A STAFF WRITER EW YORK, NY -- A city lawsuit targeting illegal cigarette traffickers charges the illegal enterprise sent $25 million in New York tax revenues up in smoke. The 39-page suit, filed on January 31 in Manhattan Federal Court, accuses a North Carolina wholesale cigarette distributor and three Tar Heel state convenience stores in the lucrative scam. “These defendants allegedly cheated the city and state out of millions of dollars in revenue that should be used for the people of New York,” said Bronx District Attorney Darcel Clark. “They also undercut law-abiding businesses that serve our neighborhoods and cannot compete with stores selling untaxed, cheap cigarettes.” According to the lawsuit filed by city Corporation Counsel Zachary Carter, wholesaler H&H Distributors peddled cartons of cigarettes to the trio of North Carolina retailers — with a state sales tax of $4.50 a pop. “The H&H defendants made those sales

... with full knowledge that the North Carolina retailers intended to and did in fact transfer the cigarettes ... for distribution and sale in New York City,” the lawsuit alleged. The New York tax on cigarettes is $58.50 per carton, with the conspirators stiffing the state and city on $25 million in uncollected taxes. Authorities said the Bronx-based, buttlegging defendants shipped up to $500,000 in undertaxed cigarettes to New York State each
week. The smokes were then distributed to bodegas for sales around the state, officials said. Last year, 21 people--including defendant Shareef Moflehi, 30, of Mount Vernon, NY-were charged in the cigarette-smuggling scam. Authorities filed a civil forfeiture suit against Moflehi seeking the return of $15 million in illicit earnings.
‘Dreamer’ Parthiv Patel in NJ Bar Association BY A STAFF WRITER EW JERSEY, NJ -- An Indian American attorney Parthiv Patel has made history as the first undocumented immigrant to be admitted to the New Jersey Bar Association. Patel was sworn in to office on January 24 by New Jersey Attorney General Gurbir Grewal, himself a history-maker as the first Indian American to serve in that role in the state. Patel took the oath of office as New Jersey Governor Phil Murphy looked on. Patel’s wife Sarika also attended the ceremony. “Dreamers are Americans,” said Patel after he was sworn in. “We are your doctors, accountants, and now lawyers. We are also your gas station attendants and the people who make your coffee and dream of becoming doctors and lawyers, but cannot because of laws that prohibit us.”
BY A STAFF WRITER GOURA HILLS, CA -- An Agoura Hills man who posted anti-Muslim rhetoric on the Islamic Center of Southern California’s Facebook page has pleaded no contest to two misdemeanor charges, the state attorney general’s office announced. The statement said that the defendant, Mark Feigin, also made threatening phone calls to the center. But Feigin’s attorney denies that his client ever made any calls and said the threat charge was dropped. The Los Angeles Police Department launched an investigation into Feigin, 41, after the Islamic center received telephonic threats, LAPD officials said after they arrested him during a traffic stop. Those threats, however, did not come from Feigin, the attorney said. The police searched Feigin’s Agoura Hills home and found several guns —rifles, shotguns and handguns—and thousands of rounds of ammunition. One of Feigin’s defense attorneys, Robert Sheahen, said at the time that his client was a collector but never fired the weapons or planned on using them. According to the attorney general’s office, Feigin pleaded no contest to two misdemeanor counts of harassing electronic communications and attempting to dissuade an officer from testifying against him. His sentencing is scheduled for May 1.

The young attorney and his family came to the US from India when Patel was just five. He received DACA status in 2012. The Deferred Action for Childhood Arrivals (DACA), an Obama-era initiative, protects undocumented youth from deportation and allows them to get work permits and
drivers’ licenses. He attended Drexel University’s Thomas Kline School of Law, and passed the bar exam in both New Jersey and Pennsylvania in 2016. Patel also fought his battle in Pennsylvania, and was admitted to the Bar there on December 18, 2017. Before the formal swearing-in, Murphy took the stand to thank Patel for his courage. “Justice continues to be denied to Dreamers,” said the governor, adding: “With this oath today, we make it clear that New Jersey supports our 22,000 Dreamers and all the immigrants in our state.” Murphy blasted the Trump administration at several points in his short speech. Trump, who is scheduled to unveil a sweeping immigration reform package January 29, has hinted he will extend the deadline for DACA, which goes into effect March 5.
Kamil Patel
BY A STAFF WRITER IAMI, FL -- A man was questioned and released from police custody after the car believed to be used by the suspect who gunned down a man on Miami Beach last week was found abandoned near Miami International Airport on January 30. The white Honda Accord was discovered in the parking lot of the MetroRail station in the area of Northwest 38th Court and Northwest 25th Street. The police said a man who was taken into custody was released late on January 30 night and the investigation continues into any possible involvement he might have in the case. Authorities have been looking for the car after 29-year-old Kamil Patel was gunned down in the area of Espanola Way and Collins Court. Patel was walking with his girlfriend when the car pulled up behind them and a person got out of the vehicle and fatally shot Patel who had recently moved to Miami Beach from Texas. Authorities are offering a reward of up to $15,000 for information leading to an arrest. Anyone with info is asked to call Miami-Dade Crime Stoppers at 305-471-TIPS

Eyeing global sports stage Prime Minister Narendra Modi launched the Khelo India School Games; The 1,000 best performing athletes will get scholarship of Rs 5 lakh every year for a period of eight years IANS, NEW DELHI
I
naugurating the revamped Khelo India School Games here this week, Prime Minister Narendra Modi said it was the first step towards making the country a strong contender at the Olympic level. A revamped version of the original National School Games, Khelo India is an U-17 event which will feature only 16 disciplines that have been identified as most likely to win medals at the Olympic Games. “The best athletes will be given the best training and the best coaches. If needed we will send them abroad for better training,” Modi said at the launch of the tournament. The best 1,000 athletes at the Khelo India Games will get scholarship of Rs 5 lakh every year for a period of eight years. “This is to ensure that sportspersons from poor backgrounds are not
India eye early momentum in ODI DURBAN: After losing the threeTest rubber 1-2, India will be eager to bounce back when they face South Africa in the opener of the six-match One-day International (ODI) series here. Despite losing the Test series, the Virat Kohli-led side will take a lot of heart from their performance in the final match in Johannesburg, which they won by 63 runs on a “poor” Wanderers pitch. Going into the ODIs, the visitors will also be bolstered by the arrival of the limited-overs experts, especially former skipper Mahendra Singh Dhoni, who seems to be able to infuse new confidence into the side with just his presence. With only 14 months to go for the 2019 ODI World Cup, India will also look to kick off their preparations in earnest during the series. India have a long limited-overs’ schedule until their next big Test assignment — the five-Test rubber against England in August. After engaging in six ODIs and three T20Is against the Proteas here, the men-in-blue will head to Sri Lanka for a T20I tri-series before playing three ODIs and as many T20Is in England and Ireland, with the 2018 IPL season in between. India will also be keen to better their record and focus on winning their first-ever bilateral ODI series —IANS on South African soil.

boxing, football, gymnastics, hockey, judo, kabaddi, kho-kho, shooting, swimming, volleyball, weightlifting and wrestling. “Sports must be given as much
importance as academics. Earlier, if a student was good in studies, he was discouraged from taking up sports. We want to change the attitude of parents towards sports and
encourage their children to become athletes,” Modi said. Sports Minister Rajyavardhan Singh Rathore said on the occasion that Khelo India will prove to be a game-changer for Indian sports. “This U-17 event will take place every year and will be broadcast live on television. From now on, the children who are selected from their respective schools should have the confidence that they can become world champions one day. We want to change the very attitude of upcoming generations of sportspersons,” Rathore said. “We are targetting the Olympic Games of 2024 and 2028,” he added. “The 1,000 athletes who will be selected each year will be nurtured for eight years. We nee to strengthen our sports culture.” A total of 199 gold, 199 silver and 275 bronze medals will be up for grabs at the inaugural Khelo India Games.

IFA U-17 World Cup 2017 project director Joy Bhattacharya said India has done a monumental task by hosting the marquee football tournament and the nation has a strong chance of hosting the U-20 World Cup
in 2019. “There is always a possibility. We have done a very good job; so whatever it is, they would like to give it to us; if anything (luck) plays a part, it will be whether it plays a part,” Bhattacharya told IANS. Southpaw Manish looked in fine fettle and used his speed and power to win 5-0 in the lightweight category. “I had no pressure on me so I fought freely. I instigated him and then went on the attack,” he said after his victory. I believe you are right; hosting the junior World Cup is always the right way, because you know you are focusing on junior football, you are focusing on the base of the pyramid, you can’t look at the top of the pyramid,” Bhattacharya noted. “But I think now there is no one approach; you can’t just hold one tournament, you have to do grassroot, you have to do coaching, you have to do 20 other things, and that’s what is happening now.

‘Anti-immigrant rhetoric’ slammed Indian-American lawmakers react sharply to President’s State of Union address IANS, WASHINGTON
P
rominent Indian-American lawmakers have slammed US President Donald Trump’s first State of Union address in which he equated young immigrants with members of the brutal criminal gang MS-13. In his 80-minute speech in the House chamber of the Capitol, Trump offered to legalize those who were brought into the country illegally as children — referred to as “Dreamers” and ultimately give them citizenship, while cracking down on criminal gangs as part of his reform package to “bring our immigration system into the 21st century”. Trump led into his immigration plan this week by recognizing two families from Long Island whose
BRIEFS Indian-American CEO indicted for bribery WASHINGTON: An Indian-American owner and CEO of an IT firm in the US city of Detroit has been indicted for his alleged role in orchestrating a scheme to bribe a city official to obtain benefits for his company, the Justice Department said. Parimal D. Mehta, 54, was charged in a 11-count indictment with five counts of honest services mail and wire fraud, one count of federal programme bribery and five counts of unlawfully using interstate facilities to commit bribery, said Acting Assistant Attorney General John P. Cronan.
Indian-origin Google executive joins FB SAN FRANCISCO: Nikhil Chandhok, Indian-origin Director of Product for Augmented Reality (AR) at Google, is joining Facebook to lead product management of its camera team working on AR. In a Facebook post this week, Chandhok said he is looking forward to build upon a platform that allows for the creation and discovery of global AR experiences everywhere. “Now, as I join the Camera/AR team at Facebook, I’m especially interested in building more conversation and momentum in crossplatform camera services,” Chandhok posted. daughters had been killed by members of MS-13 gang. He has called on the Congress to come together to enact sweeping immigration reforms that introduce a merit-based system while
ending the inflow of extended family members and building a wall to safeguard the borders. Reacting strongly to the speech, first Indian-American to serve in the US Senator Kamala Harris
said: “MS-13 is an example of some of the worst criminal gang behavior,” but, “to equate that with Dreamers was completely irresponsible”. “It was scapegoating and it was fear-mongering and it was wrong,” she said. “Dreamers” became eligible for protection from deportation under the Deferred Action for Childhood Arrivals (DACA) program that former President Obama set up in 2012. “Dreamers should not be used as a bargaining chip or held hostage in exchange for anti-immigrant policies,” Harris tweeted. Congresswoman Pramila Jayapal, who boycotted the address, also ridiculed Trump’s rhetoric on immigrants and called it “outrageous”. “The President’s rhetoric was absurd. He wants to slash legal

he US Patent and Trademark Office (USPTO) has inducted Indian-born Stanford University Emeritus Professor Arogyaswami Joseph Paulraj into its National Inventors Hall of Fame for developing wireless technology to transmit and receive data at high speeds, the agency of the US Department of Commerce said this week. “Paulraj, 73, has been inducted
into the National Inventors Hall of Fame for his pioneering work on developing wireless technology to transmit and receive data at high speeds,” the agency said in an email to IANS from Washington, DC. The agency awarded Paulraj a patent in 1992 for inventing Multiple In-Multiple Out (MIMO), which enables transfer of data, including videos through broadband and mobile technologies like 4G and the upcoming 5G. “We honor people responsible

immigration and conflate immigrant families with terrorists and criminals and drains on our economy,” Jayapal tweeted. Congressman Ro Khanna said: “Trump talked about immigration. His perception is flawed. Real lives are at stake, and I will not stop fighting for the 800,000 Dreamers who deserve nothing less than a clean DREAM Act.” Congressman Raja Krishnamoorthi said he wished that “Trump governed with the same tone of promise and cooperation that he used at times during his speech. “If only the first year of his presidency had focused on infrastructure, investments in workforce development, and career and technical education, what a different political moment we would all be living in today,” he said. induct Paulraj at a special ceremony on May 3 in Washington. Though the agency honored five other Indian-origin scientists in the past, Paulraj joins eight other world famed inventors in the wireless technology field, who were inducted into the Hall of Fame. “I feel humbled to be counted among the inventors who have made the modern world possible. When I joined Stanford in 1992, I had not worked in wireless technology, as my prior years in India were spent on sonar systems,” said Paulraj in an e-mail to IANS from Stanford in California. The other Indian wireless pioneer holding a patent for breakthrough work in radio and microwave optics was Jagdish Chandra Bose (1858-1937) in the 1890s.
Dumala attends State of Union address IANS, NEW YORK
S
unayana Dumala, the widow of Indian techie Srinivas Kuchibhotla who was killed in a hate crime last year in Kansas, was a Congressional guest at the State of the Union address delivered by President Donald Trump. Dumala called the January 31 night speech “welcoming and positive” on reforming immigration. “In the very beginning he (Trump) said that we all have our differences but we have to work in unity and harmony,” she told the Kansas City TV station, KHSB. “That is welcome.” “And he did address immigration and that there is a need to fix a broken system. tive too,” she added. Republican Representative Kevin Yoder tweeted that he invited her to the President’s ceremonial speech “in recog-
nition for her tireless efforts to promote peace and as a message to the Indian community that the US is a nation of immigrants and they are
welcome here.” Dumala is at risk of being sent out of the US because she came in as a dependent on her husband’s H1-B temporary professional visa but the deportation has been stayed. Before attending Trump’s address, Dumala met House Speaker Paul Ryan and Cathy McMorris Rodgers, the chair of the House Republican Conference, and other lawmakers, according to KHSB’s Twitter feed from Washington. Kuchibhotla was killed and his friend Alok Madasani was injured when a former Navyman Adam Purinton allegedly fired on them last February outside a restaurant in Kansas while shouting, “Get out of my country”.
