Trump scores first legislative victory NEW YORK: The United States Congress passed a mammoth tax reform bill this week, giving embattled President Donald Trump his first major legislative victory enabling him to redeem at least one of his election campaign promises in a year of political turmoil. In the highly polarized political atmosphere, the tax overhaul did not get a single vote from the Democratic Party, which has denounced it as a give away to corporations and the rich at the expense of the poor. The bill will now go to Trump for his signature to become law. ince the late 1990s, bilateral ties between India and the United States have blossomed under successive Republican and Democratic administrations. They have strengthened and deepened to such an extent that, on his first visit to India in 2009, President Barack Obama characterized the relationship between the two great nations as “one of the defining partnerships for the 21st century”. The Trump administration as well as the government of Prime Minister Narendra Modi deserve credit for sustaining this momentum. They accomplished this by focusing mainly on areas where they are on the same page -- such as cooperation on defense and terrorism — and not letting issues such as H-1B become irritants. One of the symbolic successes and highlights of the year was

unquestionably Modi’s Washington visit in late June. The two-day working visit was an eagerly anticipated event. President Obama had hosted the Prime Minister at the White House in 2016. Prior to that, in 2015, Obama had visited New Delhi to be the Guest of Honor at India’s Republic Day cel-
ebrations. As a result of these interactions, Modi had forged a good rapport with President Obama. Whether Modi — a practitioner of personal diplomacy who believes in nourishing and nurturing friendships with world leaders — would succeed in establishing a similar rapport with Trump was on
everyone’s mind, prior to their gettogether. When the two leaders met at the White House, there were good vibes and strong indications that they would be able to establish a collegial and cordial working relationship. Trump and Modi displayed camaraderie again and a shared perspective when they conferred on the sidelines in Manila at the ASEAN meeting in November. In September, Secretary of Defense James Mattis became the first senior cabinet member of the Trump administration to visit India. In late October, Secretary of State Tillerson was in New Delhi on his maiden visit. By the end of October, the bilateral trade in goods was more than $62.2 billion, a 10 percent increase from the same 10-month period in 2016. In summary, 2017 has been a good year for the evolving IndiaUS “partnership”.

he BJP has just managed to hold on to power in Gujarat, edging past the half-way mark to clinch a sixth term in government, but wrested Himachal Pradesh from Congress with a comfortable majority. Overcoming initial setbacks in a seesaw battle, the Bharatiya Janata Party (BJP) bagged 99 seats in a House of 182. Putting up an improved performance, the Congress secured 77 seats while its allies got three more. The NCP, which fought alone, got a lone seat and Independents got two. Himachal Pradesh lived up to its reputation of changing the ruler every election, as the BJP comfortably beat Congress, winning 44 of the 68 seats. The Congress won 21 in the hill state where it had previously held 36 seats. Two seats went to Independents and a lone seat was taken by CPI-M. Prime Minister Narendra Modi described the BJP’s electoral victory in the state as “historic” as “in this age for a party to keep winning for so long” is unheard of. In his victory speech at BJP Headquarters in Delhi, Modi said the support for the party showed that “the nation is ready for reform agenda as every citizen wants India transformed”. “I bow to the people of Gujarat and Himachal Pradesh for their affection and trust in the BJP. I assure them that we will leave no stone unturned in furthering the development journey of these states and serve the people tirelessly.” In a message to his opponents, he said “let bygones be bygones” in a reference to the coming together of leaders heading caste formations to ally with Congress, to build a new Gujarat. F
or the Bharatiya Janata Party (BJP) to have struggled to cross the 100-seat mark in Gujarat when it was boasting about bagging 150 is suggestive of an undeniable downward turn in its popularity ratings. Considering it tried all the tricks in the book, including several dirty ones, to cross the winning line showed that the party was uneasy about the outcome from the start, although Gujarat is Narendra Modi’s home state and few would have normally expected the locals to move decisively against a Gujarati Prime Minister. But the fact that the previously unheralded Congress did reasonably well by adding to its 2012 tally of 61 seats was a sign that for the first time in more than two decades, the BJP was facing a challenge. The increase in the number of seats won by the Congress, and the fall in the BJP’s, underlined the fact that but for the relentless campaign undertaken by
Modi and almost his entire cabinet, the BJP would have been hard put to win. Along with the intensity of the campaign, with the Prime Minister concentrating so much on one state when he went only a few times to Himachal Pradesh, which also went to the polls, what was also noteworthy was the eagerness with which he latched on to the Congress maverick, Mani Shankar Aiyar’s gaffe about calling Modi names to assert that any slur on the Prime Minister is an insult to Gujarat. Neither Modi’s claim of personally representing the state’s pride, nor his preposterous charge against his predecessor, Manmohan Singh, about conspiring with Pakistan had any noticeable impact on the mindset of the voters. The nervousness may have been all the greater because the party could not have expected the Congress to put up a fight. Although the Grand Old Party (GOP) always had a 40 percent vote share in the state, there had never been any expectations about its
prospects because of its moribund condition with hardly any organizational muscle or effective local leaders capable of drawing crowds. However, perhaps to its own — and certainly to the BJP’s surprise — Rahul Gandhi’s entrance made a dramatic difference. For the first time since it went out of power, the Congress could seriously think of regaining it. Even if in the end, the HAJ factor made up of Patidar leader Hardik Patel, backward caste leader Alpesh Thakor and Dalit leader Jignesh Mewani did not make as much of an impact as was earlier thought, it proved that it was possible to mobilize the disaffected elements in the state against the seemingly all-powerful ruling party. It cannot be said for certain whether the Congress will be able to sustain this combination of ambitious first-timers in politics — two of whom do not belong to it — for any length of time, especially when the prize for which they came together has eluded them.

n the Gujarat Assembly elections, it was not a battle between the newly-elected Congress President Rahul Gandhi versus Prime Minister Narendra Modi — it was Rahul versus the entire government machinery and more. The entire Modi cabinet camped in the state and Union ministers conducted door-to-door campaign. The Congress could not boast of any star campaigner besides Rahul Gandhi. After Shankarsinh Vaghela deserted the party, there was no leader of stature whom the party could project as its face. It was an unequal battle from the time the election schedule was announced. The Bharatiya Janata Party (BJP), ruling in the state for 22 long years, can rightfully boast of a strong cadre on the ground and at the booth level, in a state that is called the “Hindutva lab”. The Congress cannot match it. Then, the Election Commission (EC) did what many called an

“unprecedented” act of withholding announcing dates for Gujarat elections while declaring details of Himachal Pradesh’s polls. Thus the Model Code of Conduct (MCC) did not come into force in the state as it did in Himachal. Chief Election Commissioner
A.K. Joti could not give a credible explanation for this and mostly resorted to technicalities in response to a volley of questions from a surprised media. Joti cited flood relief as one reason for delaying the Gujarat polls. But in 2014, when Jammu and Kashmir
had not recovered, even partly, from the devastating floods, the same poll panel did not hold that relief work would be affected by elections. The opposition’s allegations and media’s scepticism over the EC’s neutrality gained currency as Prime Minister Narendra Modi announced sops for Gujarat worth hundreds of crores of rupees, including a Ro-Ro ferry service in the 15odd day window the state got before the model code came into force. But, some people also attributed Joti’s concern for Gujarat to the fact that he had worked in the state for a long time in several key positions, including as the chief secretary, when Modi was Chief Minister. It cannot be discounted that Modi hails from Gujarat and hence the people of the state have an emotional connect with him. Besides, Rahul Gandhi, comparably a political novice if not an amateur, who has held no position ever in a government, is no match for Modi’s oratorical skills that can make huge crowds sway to his tune.
However, during the election campaign, in rally after rally and speech after speech, Gandhi emerged as an evolved politician — a far cry from the “Pappu” (a colloquial meaning dumb kid), as his detractors have repeatedly called him. Even its ally Shiv Sena asked the BJP to stop calling Rahul by the disparaging moniker and to take him seriously. Gandhi studiedly avoided any contentious topic and personal jibes against Modi, such as Maut ka saudagar (merchant of death) and the like that his mother, Sonia Gandhi, had used in a previous election. He focused on issues and attacked Modi and his government on these alone. Against all odds and in spite of the ruling BJP’s full might — which did not fight shy of using religiously divisive language to the hilt — the Congress showed a marked improvement in both its tally and vote percentage, at the BJP’s expense.

special court on Thursday acquitted all the accused in the alleged 2G scam, giving a major relief to former Telecom Minister A. Raja and DMK MP Kanimozhi who were jailed on charges of taking kickbacks to issue the telecom spectrum and licences in 2008 at throwaway prices. Special Judge O.P. Saini said the CBI and the Enforcement Directorate had failed to provide sufficient evidence to prove the charges against 33 persons named in the case that contributed to the Congress-led UPA’ electoral loss in 2014. The BJP raked the alleged coalition vociferously in Parliament, accusing then Prime Minister Manmohan Singh of choosing to stay silent. Raja was accused of bending and modifying rules for a chosen few and was alleged to have received kickbacks in the form of a Rs 2 billion loan funnelled into DMK’s Kalaingar TV. The CAG alleged licences were issued to ineligible applicants who had deliberately suppressed facts, disclosed incomplete information, submitted fictitious documents and used fraudulent means to get access to spectrum. Raja eventually became the face of the scam. Among the others accused
of complicity were DMK Rajya Sabha member Kanimozhi and DMK supremo M. Karunanidhi’s wife Dayalu Ammal. In his first reaction after the verdict, a beaming Raja said he was “happy with the judgment”. The CBI alleged that Raja was biased in allocating 2G mobile air waves and operating licences to telecom firms. It said Rs 2 billion were transferred from DB Group to Kalaignar TV as kickbacks in lieu of allocation of 2G spectrum to Swan Telecom Pvt Ltd. Ilyasi, also the editor-in-chief of Bureaucracy Today magazine, faced trial for 17 years in the dowry death of his wife. The prosecution has sought death penalty for Ilyasi opining that he was supposed to act as a protector of his wife but he killed her. His act fall under the category
of rarest of rare case as he had given “a painful death to his wife”. But Ilyasi claimed innocence, denied the charges and termed the sentence of life sentence as an “injustice”. The defense counsel sought leniency for Ilyasi saying that he had never violated the bail condi-
tions and faced the trial for 17 years. The counsel also said that he is successfully running magazines covering bureaucrats and has no criminal antecedents. Anju’s mother Rukma Singh welcomed the judgement and expressed her satisfaction over the court’s order. In 2014, the Delhi High Court had asked the trial court to add the graver charge of murder under Section 302 of the Indian Penal Code against Ilyasi following a plea by Anju’s mother Rukma Singh. Anju died on January 11, 2000, at her Mayur Vihar house. Ilyasi was arrested on March 28, 2000 and later released on bail. The trial court had framed charges against him relating to dowry death and subjecting a woman to cruelty (Section 304 (b) and Section 498 (A)). After the High Court order, Ilyasi was charged with murder.

Citing figures issued by the UK Office for National Statistics, the High Commission said in a statement that the number of visas granted to Indian nationals from September 2016 to September 2017 stood at 517,000. “Within this number, visit visas increased by 11 per cent to 427,000 and work visas remained steady at 53,000 - meaning that Indians still get more work visas for employment in the UK than all other nationalities combined,” the statement said. outh Indian cuisine is “very underrated” and goes much beyond idlis and dosas, says New York-based Indian chef Hari Nayak, who he is also working hard to dispel misconceptions about Indian food in general in the West. “South Indian (style of ) cooking is very underrated. People think that South Indian dishes are just dosas and idlis. But I grew up eating fish and other non-vegetarian food items — apart from the vegetarian ones,” Nayak, who grew up in Udupi in Karnataka, told IANS during a brief visit to the national capital this week. “I would like to build a concept around it and make it more exciting to people (of North India) so that they can try something which is also Indian food and is tasty and healthy. There is so much more to Indian food than that. Hopefully, in the next 10 years, Indian regional food items apart from Punjabi will be enjoyed by Westerners as well,” said Nayak. Would he blame Indian chefs for emphasizing more on North Indian cuisine in the West? “In the early 1960s, when Indian cuisine started getting popular in the West, chefs focused only on that (North Indian food). Nobody tried to do something different. Since the last 30-40 years, chefs have been serving the same things, so people have preconceived notions about Indian food. “I think Indian chefs are to be blamed — but that’s what was selling. After all, it’s business. Even now, if you go to a Kerala restaurant, you will still find naan, rotis, chana masala and tandoori chicken on the menu because they don’t want people to walk out.

ngaging in “mindful thinking” and “mindful eating” could be the key to lowering stress and help students get rid of pre-exam jitters, suggests a study. Mindfulness is a means of training attention for the purpose of mental well-being based on the practice of meditation. The findings showed that mindfulness training may help lower stress as well as reduce the risk of developing common mental health issues such as anxiety and depression in students, which would help
them perform well in their academics. In the study, published in the journal The Lancet Public Health, college students who prac-
tised mindfulness showed lower distress scores, suggesting that mindfulness helps build resilience against stress. Mindfulness training also improved well-being during the exam period when compared with the usual support. On the other hand, students who received the standard support became increasingly stressed as the academic year progressed. “Our findings show that provision of mindfulness training could be an effective component of a wider student mental health strategy,” said Peter Jones, Professor at the University of Cambridge.

BY A STAFF WRITER ARYLAND HTS, MO -- A doctor disciplined in three states was charged on December 18 with sexual abuse and sodomy for allegedly groping two women who were his patients at a pain clinic. The doctor is identified as Abhishek Jain, 38, of the 12300 block of Tributary Drive in Maryland Heights. Jain’s medical license was on probation in Missouri, and he already was in trouble in Maine, Kansas and California, state records show. Jain is charged in St. Louis County with two counts of second-degree sexual abuse and two counts of second-degree sodomy. He is being held in lieu of $500,000 bail. Jain works at Interventional Pain Management Services, which has offices at 5000 Cewdar Plaza Parkway in unincorporated St. Louis County and at 261 Dunn Road in Florissant. Each sodomy charge is a felony punishable by up to four years in prison and a $5,000 fine. Each sex abuse charge is a misdemeanor punishable by up to a year in jail and a $1,000 fine. Police are asking any other patients who think they have been victimized to contact police at 314-615-5400.

BY A STAFF WRITER AN FRANCISCO, CA – Western Union, one of the largest money transfer companies in the world, has agreed to pay $586 million in restitution to victims of various scams. The scams included the ubiquitous IRS fraud, in which agents–primarily Indians and Indian Americans–posed as agents of the Internal Revenue Service collecting tax debt. The financial services company settled with the Federal Trade Commission (FTC)--which filed a civil lawsuit against the company on January 19–noting that victims who transferred money to telephone scammers using Western Union’s services were duped of more than $632 million. The Justice Department filed a criminal complaint alleging Western Union agents were involved in the fraudulent transfers. “Western Union knowingly allowed scammers to use its system to perpetuate fraud,” says Todd Kossow, director for FTC’S mid-west region. Western Union allegedly abetted several types of scams from fraudsters throughout the world. In India, besides the IRS scam, the fraudsters also ran a US Citizenship and Immigration Services scam, impersonating USCIS officers who told immigrants they would be immediately deported unless they paid a fine for alleged issues with their immigration papers.

The novel treatment involves the CD19targeting chimeric antigen receptor T-cell therapy for patients with aggressive large B-cell lymphoma–a blood cancer–who have failed prior chemotherapy and stem cell transplantation. In order fight the cancer, T-cells collected from the patient are sent to a lab, where they are genetically modified to include a gene that instructs the T-cells to target and kill cancer cells. Millions of such genetically modified T-cells are then infused back into the patient. “ W i t h t h e U S . Fo o d a n d D r u g Administration’s recent approval of this therapy, we believe this is a major advance in the treatment of patients with relapsed or refractory large B-cell lymphoma and is likely to save or prolong lives of many patients,” said Neelapu, a professor at the University of Texas.

Neil Khot’s first endeavor as an incoming president was to start the Humanitarian Help Project and this is one of the many projects to come. During 2018, FIA’s Humanitarian Projects will consist and include quarterly donations to different pantries, shelters and the like to make a difference in the lives of people. Other activities under this project would be holding Health and Wellness Checkup Camps and Blood Donation Drives in association with other likeminded organizations. AXISCADES plan to create 500 jobs BY A STAFF WRITER OLUMBUS, IN -AXISCADES, an India-based engineering company that recently announced its plans to enter North America with headquarters in Columbus, Ind., believes the talent in the state will lead to hundreds of jobs in the next few years. Sudhakar Gande, vice Chair of Bengaluru-based AXISCADES, said the company will “leverage the availability of skilled engineering talent in Indiana” to fill an expected 500 openings by 2023. The company expects to create up to 100 jobs within the first year of operation as part of a $10 million investment. The company says it also plans to establish satellite offices throughout the state for customerfocused engineering teams, according to the report. The Indiana Economic Development Corp. says AXISCADES will initially lease space at 810 Brown Street in Columbus that will serve as its North American headquarters and house management functions, according to an Inside Indiana Business report. “The advanced manufacturing and high technology environment in Indiana also provides a key element in our selection,” Gande said in a news release. “We are excited to leverage the availability of skilled engineering talent in Indiana as well as the

BY A STAFF WRITER ICHITA, KS -- Pizza Hut is offering up to a $10,000 reward for clues on an arrest in the November shooting death of one of its Kansas-based delivery drivers. The Wichita police said BangladeshiAmerican Hasan Rahman, 26, was found shot to death in the trunk of his car on November 26. When the delivery worker didn’t return to the restaurant after the deliveries, concerned co-workers went to search for him at the address of his last delivery and discovered restaurant property in the yard. Police officers searched the house but did not find anything suspicious. The next morning, authorities responded to a call about an unfamiliar vehicle and found Rahman’s body in the trunk. The driver was allegedly shot dead before he and the car were moved. Rahman was a mechanical engineering student at Wichita State University.

ACM on December 11 named 54 members Fellows for major contributions in areas including database theory, design automation, information retrieval, multimedia computing and network security, the association said. The accomplishments of the 2017 ACM Fellows lead to transformations in science and society. Their achievements play a crucial role in the global economy, as well as how people live and work every day. Among the 2017 Fellows were Balaji Prabhakar, Aarti Gupta, K.K. Ramakrishnan, Venkatesan Guruswami, Ravi Ramamoorthi, Anand Sivasubramaniam, Mani Srivastava and Laxmikant Kale. “To be selected as a Fellow is to join our most renowned member grade and an elite group that represents less than 1 per cent of ACM’s overall membership,” ACM president Vicki Hanson said in a statement. “The Fellows program allows us to shine a light on landmark contributions to computing, as well as the men and women whose hard work, dedication, and inspiration are responsible for groundbreaking work that improves our lives in so many ways,” Hanson added. Prabhakar, of Stanford University, was named a Fellow for developing algorithms and systems for large-scale data center networks and societal networks.

Doctor found dead in NY apartment BY A STAFF WRITER EW YORK, NY -- An Indian American physician was found dead on December 12 in his Park Avenue, New York, apartment, with glassine envelopes of heroin residue near his body. Ravindra ‘Ravi’ Rajmane, a pulmonary physician at New York University’s School of Medicine, had not been to work since December 8. A co-worker went to his apartment on December 12 with a building maintenance man, and found the physician dead on his bed.

BY A STAFF WRITER ADERA, CA -- Indian American Amritraj Singh Athwal, charged with t h e No v e m b e r 1 3 murder of Madera, Calif., store clerk Dharampreet Singh Jassar, is facing the death penalty after new charges were added to his case at a December 7 arraignment. Athwal is currently being held at Madera County Jail without bail, Lt. Sheriff Bill Ward confirmed. He was transferred from Fresno County Jail after his arraignment. Athwal had initially been charged with first-degree murder; Linn issued an additional charge – murder during the commission of a robbery. The suspect was also charged with robbery: two additional allegations involve the use of a fire-arm while committing a robbery. Jassar, an Indian national, had just turned 20 and was in his sophomore year at Fresno State University, where he was studying both accounting and criminal justice. He was killed late night on November 13 at the Tackle Box convenience store in Madera. Surveillance video revealed that two men entered the store, stole cash and two large packing boxes of cigarettes. As they were leaving, one of the suspects fired several shots, one of which struck the employee and killed him.

deciliter in blood glucose levels in the early stages of pregnancy. “We found that in women who don’t already have diabetes or develop diabetes during pregnancy, we can still measure risk for having a child with congenital heart disease by looking at their glucose values during the first trimester of pregnancy,” Priest added. The team examined medical records from 19,107 pairs of mothers and their babies born between 2009 and 2015, including details of the mothers’ prenatal care, including blood test results and any cardiac diagnoses made for the babies during pregnancy or after birth.
TORONTO: A drug commonly prescribed for helping people quit smoking may increase the risk of developing cardiovascular event, says a study published in the American Journal of Respiratory and Critical Care Medicine. LONDON: Multiple sclerosis (MS) — a disease of the brain and spinal cord, can be detected by simply analyzing blood samples, according to a study published in the journal Analytical Methods. The current procedure for detection of the disease requires the invasive, often painful, process of collecting fluid from the brain and spine. The research identified two natural biomarker compounds, which have been linked to multiple sclerosis. The compounds, sphingosine and
dihydrosphingosine, were found to be at significantly lower concentrations in the blood samples from the patients suffering multiple sclerosis. As well as offering a diagnostic tool to identify MS, the discovery will aid the investigation of the role of the compounds in the disease and assist potential new drug development, the — IANS researchers said.

ombining the treatment for the most deadly form of skin cancer with a common anti-rheumatic drug could provide more effective results, a new research published in the journal Oncotarget, has shown. The findings showed that using "leflunomide" — an immunosuppressive drug approved for treatment of rheumatoid arthritis — in combination with another melanoma drug, selumetinib almost completely stopped the growth of a melanoma tumor in mice.
