ith more Indian companies showing interest in opening or expanding their business in the United States, the Indian investment there is picking up further momentum, said a top American official. Indian investment in the U.S. is growing at an average 26-27 percent annually, higher than the American investment in India. “American investment in India is approximately 2.5 times the Indian investment in America but it is not growing percentage-wise the way

Preliminary estimates given by organizers said that 310,000 people showed up for the peaceful march, making it one of the largest protests ever held in the Big Apple and certainly the largest in history on climate change. Attending the huge gathering were representatives of ecological groups, unions and New York communities, as well as whole families and citizens of all ethnicities, nationalities and economic circumstances, joining together in a huge street party bringing bright colors, handlettered signs and assorted musical rhythms to the city streets. Among those on hand for the march was Graciela Arias, a Kuna Indian dressed in traditional style from Panama’s Caribbean archipelago of San Blas, who spoke with Efe while she rested on a curb after the march. She wanted to join the march, along with others from San Blas, to express her concern about climate change, having noticed that the higher and higher tides presumably caused by global warming are flooding some of her archipelago’s

he White House said September 19 that it would take months to vet and train Syrian rebels to make them ready for battle against the Islamic State (IS) fighters. National Security Adviser Susan Rice told reporters that the administration will move as fast as it “reasonably can” after Congress approved the president’s plan to train and arm Syrian rebels, Xinhua reported. “But this is something that will take many months,” she said at a White House daily news briefing. ndia on September 24 created space history by becoming the first country in the world to enter Mars’ orbit in its debut attempt. Prime Minister Narendra Modi hailed the event as “achieving the near impossible” and called for challenging the next frontier. India’s Mars Orbiter Mission (MOM) traversed over 650 million km distance through deep space for over nine months to reach the Red Planet’s orbit. “The spacecraft (Orbiter) successfully entered the Martian orbit at 7.55 a.m. and is located at about 515 km from its surface...,” a senior space official told IANS at the mission control centre here. Radars at the earth stations of NASA at Goldstone in the U.S., Madrid in Spain, Canberra in Australia and India’s own deep space network at Baylalu near Bangalore received the radio signals from the Orbiter, confirming its insertion into the Mars orbit. Prime Minister Narendra Modi, who witnessed the event from an Indian Space Research Organisation (ISRO) facility in Bangalore, heartily congratulated the ISRO scientists and said that the successful

hile the Narendra Modi-led government has given people a good feeling in general about the state of the nation, the government needs to show more concrete action, appoint a separate defense minister to address pressing security concerns as well as assuage growing concerns of minorities, experts said at a panel discussion. In a discussion on the “100 days of Modi Sarkar” at the India International Centre, analysts and domain experts said the new government has brought a “sense of definitiveness” to the office of prime minister. “There was a consensus at the discussion that this government has brought a sense of definitiveness and determination to the office of prime minister,” said C Uday Bhaskar, strategic expert and director of Society for Policy Studies (SPS) that organized the roundtable discussion. “Though 100 days is a short time for any major change, there is a change in perception that this government has brought,” Bhaskar told IANS. Mohan Guruswamy, policy expert and Distinguished Fellow at the Observer Research Foundation, said there was a general “good feeling about this government. “We have a colorful prime minister... We have had enough philosophers and we need a warrior, that is what he is,” said Guruswamy.

Focus on work IN THE first Cabinet meeting chaired by Narendra Modi, the Prime Minister asked all his ministers to make their agendas for the first 100 days in office. Modi told his cabinet to focus on efficient governance, delivery and implementation of projects and to work closely with states.

s Prime Minister Narendra Modi completed 100 days in office, the overall sentiment of India Inc. was one of optimism, as the reversal of a perception of policy inaction with several meaningful steps on economic reforms have made the climate conducive for fresh investments and growth, stakeholders said. These 100 days, although a short span of time given the fiveyear tenure that an elected government in India is normally entitled to, has seen some brisk action in areas such as hiking foreign equity caps in defense and insurance, which are clear signals of a return of the liberalization era that was started in 1991 but perceivably lost steam in recent years. The stock markets also gave a thumbs up to the policy initiatives, with two key indices touching all-time highs, even as rating agencies that were on the brink of downgrading India’s sovereign ratings at the beginning of the year, today speak about revival and higher growth trajectory for the economy. Similarly, foreign funds, which were hesitant onlookers at the investment opportunities in Indian stocks till April, are back in business as net buyers. This sudden surge has already seen these funds investing $26 billion this year. There may even be an attempt to rope in India in Obama’s international coalition against the Islamic State terrorist group. John McCain, his Republican rival in the 2008 presidential contest suggested as much recently. It’s a proposal, Modi is expected to politely decline. ernment, like many others in the past, had come to office on a wave of euphoria and had started “very well”. “Three months is a short time to make an assessment, but in terms of coping with (the issue of) delivery of services, I think it has done what no previous government had done. Modi made it clear that civil services must behave. He also put confidence in them, telling them to do their job without fear and favor. He has quickened the pace of decisionmaking by reducing layers,” Prabhat Kumar told IANS. He said Modi had made his intentions clear in terms of policy by laying emphasis on sanitation and the need to boost rural and urban infrastructure. “He has reviewed the perfor-

mance of ministries and the directions he has given are very positive,” said Prabhat Kumar, who was cabinet secretary during 1998-2000. Kumar said the Modi-led National Democratic Alliance government should make a “rigorous review” of the previous government’s programmes, including the rural employment guarantee scheme and the rural health mission. At the same time, he felt that the government’s move to replace the Planning Commission had been announced in a hurry and the homework for an alternative mechanism was only now being done. Former cabinet secretary T.S.R. Subramaniam said that Modi had inherited issues from the past and was not starting from a scratch. “His head is in the right place. His heart is also in the right place,” Subramaniam told IANS. He said Modi has “galvanized the bureaucracy in Delhi”. “In 100 days, I am seeing much more than expected. The design is very much there. The foundation is being done. In the next 100 days, the ground floor will take shape,” said Subramaniam, who was cabinet secretary during 1996-98. While Modi has laid thrust on cooperative federalism with the states and the center working as a team, hooting of some opposition chief ministers in his presence at government events has created some suspicions and acrimony. Modi has also spawned a change in the way the government interacts with the media, with officials cagey about talking to journalists.

day after the NDA government celebrated the best economic growth figures in over two years, Finance Minister Arun Jaitley pledged more action to boost economic activity, including the rollout of a disinvestment plan, a push for GST and the passage of the insurance Bill. Submitting a report card on the first 100 days of the NDA government, Jaitley said he expected GDP growth to be higher than the 5.7 percent clocked in the three months till June due to a series of steps taken by the government. “The economy is turning around, investor confidence is improving and inflation is moderating as a result of recent government decisions to relax FDI norms and push manufacturing. The manufacturing curve has turned, services sector is looking up and inflation has by and large moderated,” Jaitley said. “With the longterm impact of all the initiatives we

Inflation was on a downward trend and Jaitley was more confident of meeting the tough fiscal deficit target of 4.1 per cent set in the Union Budget. “My confidence today of achieving this target is much more,” he said while addressing a news conference with several top secretaries. The GDP numbers announced for the first quarter of 2014-15 were the highest in nearly twoand-half years. The easing of foreign investment caps in defense and railways, the move to open up the insurance sector, faster decision-making, a special mechanism to resolve tax disputes and steps to increase investment in manufacturing and infrastructure reflected the government’s pledge to turn around the economy, he said. We wanted to expand economic activity, hasten decision making, ease doing business in the country and open up significant sectors while maintaining social sector expenditures in most areas. The new government was clear about the direction in which it was to move,” the finance minister fur-

ther said. Jaitley said the government would soon roll out a disinvestment plan, push the Goods and Services Tax (GST) and try to get the insurance bill passed in the winter session of parliament. However, the Centre would be unable to keep too many products

out of the ambit of GST as demanded by states and talks will be held with chief ministers to resolve the matter, he said. An Empowered Committee has expressed an opinion that certain items should be kept out, he added. “Now too many items cannot be kept out because the larger object itself could get defeated. I am individually discussing with CMs who raised some issues regarding GST,” Arun Jaitley said, adding that an early development of a constitutional framework is the government’s priority. States have been demanding the

exclusion of more products, including liquor, tobacco and petroleum, from the ambit of GST, which is intended to remove tax structural flaws. The states are in the process of harmonizing exemption lists of the states and the Centre, which have 96 and 243 items, respectively. The concerns of states mainly relate to loss of revenue and fiscal autonomy. Once the GST comes into effect, it will include indirect taxes like excise duty and service tax at the central level and Value Added Tax (VAT), besides local levies imposed by states.

Jaitley hoped the government will be able to move towards larger consensus on the GST legislation. The GST Constitutional Amendment Bill, which was introduced in the Lok Sabha in 2011, has lapsed and the NDA government will be required to come up with a fresh Bill. Earlier, Jaitley had said the government will try to bring in the new GST bill in the winter session of Parliament. Jaitley said there has been a moderation in inflation. “But the weak monsoon does pose a challenge.” The Finance Minister also said, “With our pro-active approach, we have been able to contain the prices of essential vegetables to a large extent, which usually move up due to seasonal factors.” Asked if the RBI should reduce the interest rate to boost growth, he replied: “Left to myself, I would say very soon. I hope that those who decide are also listening.” On the issue of Central Sales Tax (CST), Jaitley said states unanimously expect CST compensation must be paid to them. “The same has not been provided for. We are also clear that we will have to start the process of paying them CST compensation. I am conscious that we will try and take some steps as soon as our affordability itself increases,” the Finance Minister said. With regard to norms for blacklisting arms companies facing corruption charges, Jaitley, who is also the defense minister, said: “There are a large number of firms which have been black-listed. Now that upholds consideration of probity but that narrows our buying options, which can affect our security preparedness.” Meanwhile, Prime Minister Narendra Modi has said India has a chance to rise again as a global economic power and for that India has to remain India in every sense and, he said. India and China, he said, have grown at similar paces over the last five or ten centuries — their contributions to global GDP rising in parallel, and falling in parallel.

Two major American firms — Electro-Motive Diesel (EMD) and General Electric — have been shortlisted for the manufacture in PPP (public-private partnership) mode of heavy locomotive engines. The two firms have been shortlisted from among many other global companies, including German, Indian Railways spokesperson Anil K. Saxena told IANS. The shortlisting of the firms has proceeded from the Request for Quotation (RFQ) to the Request for Proposal (RFP), which is the financial bidding stage. The two firms have cleared the qualification stage, Saxena added.

Modi during his U.S. trip will be discussing railway infrastructure expansion with Washington, an official source told IANS. On the table is a proposal for advanced locomotives and freight car technology, the source added, declining to be identified. According to Saxena, India is planning to jointly manufacture locomotives in PPP mode in two locations in Bihar at Madhepura for electric locomotives and at Marhaura for diesel locomotives. “The Madhepura unit will be for manufacturing 12,000 horsepower locomotives meant for dedicated freight corridors,” the official added. Besides General Electric, the other companies in the race for the Madhepura unit were Alstom of France, Canadian multinational Bombardier, Siemens of Germany, and China’s CNR Corp.

Gabbard, the first practicing Hindu American in the Congress who took her oath on the Bhagwad Gita, had spoken to Modi after his victory in the general election and congratulated him and the Bharatiya Janata Party (BJP). She has been involved in the

ith a slogan of “Development without destruction”, India’s message to the UN Climate Change Summit is that it will take on the twin challenges of fighting poverty and climate change. India will have to increase its energy consumption if it is to significantly improve the lives of its people, but it will try to achieve that goal while also reducing carbon emissions, Environment Minister Prakash Javadekar told the summit on September 23. He pointed out that in countries that have achieved a human development index (HDI) of 0.9 or higher, the per capita energy consumption was at least 2.5 tonnes oil equivalent per year, while India’s is only a quarter of that. “In other words, with today’s technologies and living standards, the energy consumption in India would need to increase by four times as India’s HDI increases from the current value of 0.5 to a value of 0.9,” he said. “The key challenge therefore is to enable this higher energy consumption at a cost that people are willing and able to pay, and with lower carbon intensity.” But he gave the assurance that “we are fully committed to achieving our voluntary goal for reducing emission intensity of its GDP by 2025 percent by 2020 over 2005 level”. “Our prime minister has announced an ambitious programme of ‘Make in India’ with ‘Zero Defect and Zero Effect’. Our slogan therefore is ‘Development without Destruction’,” he added. The minister took aim at a contentious aspect of the climate change debate, where many focus on the total carbon output of nations as a whole and not on that of individual citizens and ignore the link between low energy consumption and poverty. Thus, India is sometimes seen as a big polluter compared to countries with smaller populations, but whose per capita emissions are several times that of an Indians. The key dilemma, therefore, is to improve living conditions of Indian people — of which the UN’s HDI is a measure — while keeping down the level of pollution that could arise from increased energy consumption.

Javadekar said, “If the developed world walks the talk, then we can certainly achieve the targets that we have set ourselves collectively (to fight climate change).” Outlining the Indian government’s plans to increase energy production, Javadekar emphasized renewable sources of energy and energy efficiency: “Doubling the installed wind energy capacity over the next five years, increasing installed solar capacity to over 20,000 MW by 2020, achieving

10,000 MW of energy efficiency savings by 2020 are only some of the initiatives currently being pursued.” A symbol of Prime Minister Narendra Modi’s commitment to combating climate change was the renaming of his ministry as “Ministry of Environment, Forests and Climate Change”, Javadekar said. Union Cabinet approves several MoUs with US NEW DELHI: Ahead of Prime Minister Narendra Modi’s visit to the US, the Union Cabinet on September 24 approved a number of agreements between the two countries. Law Minister Ravi Shankar Prasad said that in a meeting chaired by the Prime Minister, the cabinet agreed on India participating in the construction of a 30-meter telescope being built by the US in Hawaii. The telescope will be constructed at a cost of $1.47 billion by an international consortium consisting of institutions from the U.S., Canada, Japan, India and China. India has earmarked `129.98 billion for it. Another MoU between the two nations pertains to cooperation in “gas hydrates”. “This is for cooperation in exploring natural gas in marine sediments,” Prasad said. The US Department of Energy (USDoE) in the field of gas hydrates, will facilitate active participation of the National Gas Hydrate Programme (NGHP) and DoE scientists in data collection, analysis and identification of sites for pilot production testing. On a number of initiatives announced on education, the cabinet gave its approval for signing a joint declaration between India’s Human Resource Development (HRD) Ministry

and the National Science Foundation (NSF) of the US, to initiate a new programme titled Global Initiative of Academic Networks (GIAN) in Higher Education. Another agreement will be for cooperation and support to the Indian Institutes of Technology (IITs). Yet another one will be on a programme for partnership for “active learning for young aspiring minds”. “It will be an online education programme, and will be later integrated with national mission for education,” Prasad said. This Indo-US Partnership for Online Education (IUPOE) programme will comprise a mechanism that will enable the top universities of the U.S. (top 100 in global rankings) to create and share postgraduate online courses (and associated assets) on the Indian “SWAYAM” platform. SWAYAM is an online platform of the HRD Ministry through which online programmes will be offered to students in India. A deal to enhance cooperation on energy security, clean energy and climate change was also approved. “These MoUs are a symbol of the growing cooperation between India and the U.S. It also symbolizes the excitement in the U.S. over the visit of Prime Minister Narendra Modi,” the Union minister added.

orld No. 5 Jitu Rai on September 20 emerged champion in the men’s 50 meter pistol event to give India its first and only gold till now from the 17th Asian Games at the Orkneyan International Shooting Range here. Rai, who won the World Championship silver medal earlier this month to book the Olympic berth, shot a total of 186.2 in what was a rollercoaster final round. He had fired 559 in the qualification round to finish seventh Squash player Saurav Ghosal won a historic silver as India notched up 12 medals with one gold till the fifth day morning in the 17th Asian Games on September 24. September 23 was an emotional day for Indian sports as Olympic champion Abhinav Bindra ended his shooting career with his first Asian Games individual medal, a bronze, and also inspired the 10 meter air rifle team to another bronze.
