r Tejas Patel, an internationally renowned cardiologist, performed the world’s first cardiovascular stent surgery in a female patient, operating from a remote area, claiming to make history in cardiovascular surgery in the world. World mourns Bush Sr’s demise The 41st president George HW Bush steered US through epoch-making end to Cold War with pragmatism

eorge Herbert Walker Bush, who deftly steered the US through the epoch-making upheaval that ended with the end of the Soviet Union and the emergence of his country as the dominant world power as President from 1989 to 1993, died in Houston. The 94-year-old patrician, who embodied the “kinder, gentler” version of his Republican Party at home and could gently maneuver through the debris of what was the Soviet Union ending the four decades of Cold War, showed steely resolve when he took on Iraqi leader Saddam Hussain in 1991 to liberate Kuwait. These incidents will be the epitaph of his single-term presidency that ended with his defeat in 1993 at the hands of Bill Clinton in a three-way race where he was undermined by another conservative, Ross Perot. Bush Sr. glories abroad and his “Thousand Points of Light” campaign at home promoting volunteerism and compassion were overshadowed by a sense of economic foreboding and a feeling that the nation was adrift domestically that led to his defeat. A characteristic trait of Bush Sr — a World War II Navy aviator, a former Central Intelligence Agency head and Washington’s envoy to Beijing — was his understanding of the limits of military

Drawing on his experience in Beijing, Bush Sr. built the US ties with China as it embarked on a transformation that would make it

He visited India in 1984 when he was the Vice-President and met then Prime Minister Indira Gandhi. Failure to pay attention to Afghanistan was one of the shortcoming of his presidency that came to haunt his son as President. After the Soviet Union withdrew from Afghanistan following its defeat in a guerrilla war of attrition by US-backed Islamic mujahideen during the first year of his presidency, Bush Sr. left the country adrift to become a haven for Islamic terrorists who attacked the US in 2011 when his son was President. “optimistic” character and said that what he liked to do most was to laugh, “especially at himself”. “In victory, he shared credit. When he lost, he shouldered the blame. He accepted that failure is part of living a full life,” said the Republican in an apparent reference to the defeat his father suffered in the 1992 elections, which prevented him from serving a second term. The patriarch of the Bush family was a war pilot during World War II, congressman, Ambassador to the UN, Director of the Central Intelligence Agency, VicePresident in the administration of Ronald Reagan between 1981 and 1989 and ended his four-decade political career to become a President (1989-1993), from where he led the end of the Cold War.

Bush, known as “Bush 41” to distinguish him from his son, who is called “Bush 43” for their respective presidencies, was fit enough into his 90th birthday to do a parachute jump to celebrate the occasion. He later developed Parkinsons disease that forced him into a wheelchair and had a series of infections in his final years. Bush Sr. is survived by his wife of 73 years, Barbara; his sons George W. Bush, Jeb Bush, Neil and Marvin; a daughter Dorothy Koch, and 17 grandchildren and eight great-grandchildren.

elegates to the annual Pravasi Bharatiya Divas (PBD) jamboree, being held this time in Varanasi, will get to participate in the Ardh Kumbh Mela here, with Indian Railways drawing up plans for a special train that will also give participants a chance to relish the best of local cuisine. The PBD event, which culminates every year on January 9 marking the day Mahatma Gandhi arrived from South Africa in 1915 - has been shifted to January 21-23 this time to give delegates a chance to participate in the Ardh Kumbh (beginning on January 15) and Republic Day (January 26). The Railways is making elaborate arrangements to carry the delegates — who will arrive here from Varanasi for the Kumbh — by special trains to the national capital in time for the Republic Day parade. The visit of the delegates to the Sangam from Varanasi for a holy dip assumes significance as the annual convention of overseas Indians is being held in Prime Minister Narendra Modi’s con-

stituency in an election year. The Railways has earmarked at least four special AC trains for the 3,000 to 4,000 delegates who are expected to participate in the 15th edition of three-day global meet that is being held for the first time

in the holy city of Varanasi. Comprising mostly nonresident Indians (NRIs) and people of Indian origin (PIOs), the participants will take a dip at the confluence of the Ganga-Yamuna and the mythical Saraswati rivers -- a first-of-its-

kind holy treat for the Indian diaspora. They will also see bare-bodied Naga Sadhus smeared with ash, the joyous evening prayer (aarti) and experience the massive crowds the Kumbh attracts. The Kumbh, which runs from

January 15 to March 4, is expected to attract close to 120 million people this time - the equivalent of twice the population of Britain. The national transporter on its part is making ready four AC specials to ferry PBD delegates on the evening of January 24, each leaving at intervals of 30 minutes to an hour. According to the Railways, keeping the VIP guests’ food habits in mind, IRCTC, the Railways’ catering arm, will offer specially-made dishes onboard to make the train journey a pleasant experience for the visitors. “The local cuisine, which includes kachori sabzi, aloo puree and sweets like Patisha, will be on offer for the delegates. While good quality tea and coffee will be served, there will also be continental, Chinese and tandoori food on offer for dinner. Though the aim of the PBD is to attract investments and encourage the Indian diaspora to be part of India’s “growth story”, it is unclear how much investments these NRIs and PIOs have brought to the country since the PBD began more than a decade ago.

The engineless train also provides safety to passengers as its coaches are fitted with fire-resistance fibre composites. “The interiors of the coach have been made up of composite materials, which are fire resistant,” ICF General Manager Sudhanshu Mani told IANS over phone from Chennai.

He said the interiors were manufactured in the country and the ICF gave sourced the fibre-reinforced plastics (FRP) from manufacturers in Chennai. “After the manufacturers delivered the FRP materials, it was fitted into the Train 18 at the ICF plant in Chennai,” he said. The ICF General Manager said that all the panels inside the Train

18 coaches are built with composite material. A senior railway ministry official said that the FRP has been used in the Train 18 sets to make it more power efficient and light weight which enable the train to move faster as compared to other train sets currently in service in India. The official pointed out that the FRP materials are very light as

onboard Wi-Fi and infotainment, GPS-based passenger information system, modular toilets with biovacuum systems, rotational seats which can be aligned in the direction of travel (available only in the executive class), roller blinds and diffused LED lighting, and disabled-friendly toilets. Pavwan Droliaa, Managing Director of Asterix Reinforced Limited which manufactures composite materials, said that the material used inside Train 18 coaches not only makes it light but also improves its power efficiency. “As a lightweight, high-strength, environment-friendly product, it helps in reducing the overall weight of the train coach by about 50 per cent as compared to any other train coaches,” he said. Explaining the advantages of the composite material in the Train 18 coaches, he said that it also gives freedom of design, to make all kinds of interior and exterior parts and it also allows use of aerodynamic exterior parts, to reduce the energy consumption of the train.

He has also been the founding Executive Director of Indian American Impact Project and Fund that supports Indian Americans in politics. He has also served as the White House Liaison and Deputy White House Liaison in the Department of Defence. The move was announced on

Monday, the US media reported. A first-generation immigrant, Raghavan was born in India, raised in Seattle area and graduated from Stanford University.

mark accomplishments including the executive order prohibiting LGBTQ discrimination in federal contracting and marriage equality among other things.

“It’s a whole new part of government, and I’m obviously excited to work with Congresswoman Jayapal. I’ve known her practically my whole life, being from Seattle, Washington,” Raghavan told News India Times, a community newspaper. “I have watched her establish herself as a bold, national presence, right from 9/11. She is certainly a very visible presence. She is not afraid to speak up,” Raghavan said. Jayapal is the first Indian-American woman in the US House of Representatives. He served the people of this country with great distinction and respected all religious groups with great respect and distinction and dignity.

Pundit Maharaj was married to Indra, daughter of the late Pundit Krishna Maharaj whom he succeeded as Damharmacharya. Tributes continue to pour in from different sections of the religious fraternity, civic, cultural, and government officials. Pundit Maharaj hosted a weekly program of Radio/TV Jaagriti highlighting the virtues and mechanics of Hinduism. Former Prime Minister Kamla Persad-Bissessar noted that Pundit

Maharaj will be sadly missed not only in the Hindu community, but in the nation at large. “Pundit Maharaj will be missed, and it is my hope that his legacy of devotion to his faith and service to the people will live on. “As a religious and spiritual leader, he called on people of all faiths and background to live in harmony, peace and love as dispensed by the creed of Hinduism”. Oz mulls to put spyware on WhatsApp messages SYDNEY/NEW DELHI: Australia is mulling a strict law that gives enforcement agencies power to track messages on platforms like WhatsApp and Telegram that offer end-to-end encryption and also to force users to open their smartphones when demanded, a media report said. The controversial encryption bill comes amid allegations of encrypted platforms facilitating spread of rumours, hate speech and even criminal activities like child trafficking and drugs businesses. In countries like India, messages circulated in WhatsApp have been

linked to several lynching cases, forcing the government to ask platform to take suitable preventive action. But the new Australia bill also raises privacy concerns as under the proposed legislation, the Australian government agencies could compel companies to build spyware. account. Patel reported to Rincon police about the lost bag and was contacted within few hours with news that a couple had returned the bag untouched. Gautambhai Patel, a convenience store owner in Georgia was driving with a bag with $25K in it. Midway, he got a phone call and

he pulled over to attend. After taking the call he drove back home only to realize that he had mistakenly left the cash-stuffed bag on the car, which would have fallen on the way. Police had their hopes of tracking down the money fulfilled when a kind couple, Jeff and Michelle Green, turned it in after they came across the bag. “We always encourage citizens to do the right thing both morally and legally,” the police department said. ICE Slams N.J. Over New Rules for Cops and Illegal Immigrants BY A STAFF WRITER ERSEY CITY, NJ— New Jersey’s attorney general unveiled a broad new directive Thursday limiting when local police can ask someone’s immigration status and turn unauthorized immigrants over to federal officials for deportation. Standing in the shadow of the Statue of Liberty in Liberty State Park in Jersey City, Attorney General Gurbir Grewal said the new rules— called the Immigrant Trust Directive— are designed to improve relations between local police and immigrant communities. The new rules will draw “a bright line” between federal immigration officials and local police at a time when immigrants are growing more fearful of deportation and federal crackdowns on illegal immigration, Grewal said. “No law-abiding resident of this great state should live in fear that a routine traffic stop by local police will result in his or her deportation from this country,” Grewal said. Federal Immigration and Customs Enforcement officials said they expect to comment on the new guidelines later today. Gov. Phil Murphy’s administration reached out to immigration groups and local police to rewrite the guidelines soon after the Democrat’s election. Murphy stated during the campaign he would consider making New Jersey a “sanctuary state” to protect undocumented immigrants from deportation. Chemistry professor Prashant Jain is among the nine faculty members at the University of Illinois on the list which recognizes “leading researchers in the sciences and social sciences from around the world.” The Clarivate Analytics list is based on an analysis of journal article publication and citation data, an objective measure of a researcher’s influence, from 2005-17, a press release from the University of Illinois said. According to Professor Jain’s biography on his university website, Jain’s research focuses on the understanding and control of light-matter interactions on the nanoscale and the use of confined light for artificial photosynthesis and imaging atomistic dynamics of complex solids and catalysts. Jain received his B.Tech. from the Institute of Chemical Technology in Mumbai and his Ph.D. in Physical Chemistry from Georgia Tech. The new guidelines limit when state, county, and local police officers can assist federal immigration authorities, the attorney general said. Among the rules in the Immigrant Trust : - New Jersey police officers can not stop, question, arrest, search or detain any individual based solely on their suspected immigration status. - Law enforcement officials can not ask the immigration status of anyone unless it is part of an ongoing investigation of a serious offense. - No officer in New Jersey can participate in ICE immigration raids or operations. - ICE can’t access any state or local law enforcement equipment, databases or other

resources. - ICE can’t interview anyone arrested on criminal charges unless they are advised of their rights by their lawyers. Can ICE still operate in New Jersey? Nothing in the new directive stops police in New Jersey from complying with federal law or court orders, including those for unauthorized immigrants, Grewal said. Police can also assist immigration authorities in emergencies and work with ICE on joint task forces, according to the directive. Local counties, including Essex and Bergen counties, can continue to sign deals with ICE to house detainees in county jails. Those deals have brought in millions of dollars each year for the county governments. Entering into those contracts with ICE is a county decision and does not fall under the new directive, Grewal said.

But finding compatible donors is immensely challenging, because she’s missing a common antigen most people carry in their blood, called “Indian B.” Florida-based OneBlood says the donors must have “A″ or “O″ type blood and be Pakistani, Indian or Iranian; and that even within these ethnic groups, fewer than 4 percent of people have the genetic variation. Three donors have been found thus far, including a person in England, but Zainab will need more blood than they can provide. As a result, 236 Post Office Passport Seva Kendras (POPSKs) have been operationalised as on date and many more are in pipeline. This when added to 36 Passport Offices and 93 erstwhile Passport Seva Kendras makes a total of 365 Passport Offices for public. The Ministry has initiated the integration of Passport Seva Program at all Indian Embassies and Consulates across the globe. As part of this initiative, the Ministry successfully initiated the Pilot at High Commission of India, London followed by Consulate General of India, Birmingham and Edinburgh. In the United Sates of America, the

Ministry has completed the implementation of this program at its Embassy in Washington, D.C., CGI New York, CGI San Francisco, CGI Atlanta and CGI Houston. It is a matter of great pleasure for the Ministry to launch the Global Passport Seva Program at Consulate General of India, Chicago for the Indian diaspora residing here, thus making all Indian Consulates and Embassy located in the US, live with the new system. The new system will help in easy and convenient application submission process, will usher-In standardization, digital overhauling, end-toend status tracking and enhance security. Cardiologist Pleads Guilty to Illegally Prescribing Opioids BY A STAFF WRITER HICAGO, IL-— Indian American c a r d i o l o g i s t D r. Devendrakumar I. Patel, 59, of Elko, Nevada has pleaded Dr. Devendrakumar guilty to distributing highly addictive Patel prescription drugs Oxycodone and Hydrocodone to patients without a medical purpose. According to a Department of Justice press release, Patel, who owns and operates Northeastern Nevada Cardiology, contributed to the opioid epidemic by unlawfully prescribing opioids and other prescription narcotics to patients for financial gain. As part of his plea, Patel admitted that, between September 2015 and February 2016, he prescribed Oxycodone (such as OxyContin) and Hydrocodone (such as Norco) to patients without a legitimate medical purpose and outside the usual course of professional practice. As these prescriptions were in direct violation of his duty as a long-term licensed medical doctor, his license was suspended upon his arrest in December 2017, when he was also indicted by a grand jury. His sentencing is scheduled for March 18, 2019, with a statutory maximum penalty of 20 years in prison and a $1,000,000 fine. According to the CDC, approximately 115 Americans die every day of an opioid-related overdose. The Nevada Department of Health and Human Services has reported that in 2016 alone, there were 408 opioid-related deaths in the state.

RLANDO, FL— An Indian American state trooper in Florida was seriously injured after being struck by a car Mithil Patel while investigating a scene on a busy highway. As per report, Trooper Mithil Patel was having a conversation with a witness on the shoulder of Interstate 95 near Hobe Sound, about 35 miles north of West Palm Beach, when he was hit by a dark-colored Audi A3. According to a press release from Florida Highway Patrol, a sedan then came towards Patel after it was rear-ended by the Chevrolet Express van behind it. Patel landed in the grass after he was momentarily airborne from the impact while highway workers who were clearing debris from the previous crash ran over to help him. Patel was seriously injured and rushed to St. Mary’s Medical Center in West Palm Beach. Authorities said that both vehicles were traveling northbound on the inside lane of the highway.

Indian American Doctor Impregnated Kentucky Teen BY A STAFF WRITER T. LOUIS, MO— A doctor at St. Louis University Hospital impregnated a 16-year-old Kentucky girl and planned to marry her, according to court testimony in a child porn case against the man. Dr. Ashu Joshi, 46, of Sunset Hills, was indicted last month on charges of production and receipt of child pornography and transportation of a minor across state lines for sex. He was released from jail November 15th after paying a $10,000 bail and agreeing to a series of conditions, including having no contact with the teen. Investigator Donya Jackson with the U.S. attorney’s office said during an October 26th detention hearing that the pair met through the teen’s mother, who was a patient of Joshi’s. The teen originally wanted to talk to Joshi about becoming a doctor, then became his babysitter before the two began having sex, Jackson said, according to a transcript of the

hearing made public November 15. The teen’s mother knew they were “dating,” Jackson said. Sergeant Adam Kavanaugh of the St. Louis County Special Investigations Unit also testified, saying that Joshi had asked the teen to marry him and that she told police that he was the father of her baby. During the hearing, there was discussion of the age of consent for

sex in both Kentucky and Missouri. Although it changed to 17 from 16 in Kentucky in July, it would not have affected Joshi, because at 46 he is too old to marry a 17-year-old in either state. Kavanaugh said authorities were initially tipped off due to images containing child porn that the pair exchanged via Facebook, as well as messages that contained discussions about marriage and sex. Documents claim Joshi and the girl exchanged hundreds of pictures and videos, some of which contained images of the teen nude by herself and with the doctor. He said that Joshi brought the girl to his St. Louis County home twice, where they engaged in sexual activity. The doctor has pleaded not guilty and has been suspended from St. Louis University Hospital. His attorneys successfully argued for his release pending trial, citing his lack of a criminal record, his ties to the area, and his charitable works.

WVU Medicine Doctors Perform State’s First Robotic Sleep Surgery

BY A STAFF WRITER ORGANTOWN, WV— A robotic surgery for treatment of sleep apnea was performed for the first time in West Virginia in August by a pair of otolaryngologists with WVU Medicine. Dr. Steven Coutras and Dr. Rusha Patel performed the procedure, which involves reducing the base of the tongue in order to clear an obstruction that causes obstructive sleep apnea, according to a release from WVU Medicine. The robotic surgery gives surgeons a better view of the tongue base than they have in a traditional surgery, making the robotic surgery an option for some who would not be able to get the traditional one, according to the release. Dr. Coutras said, “OSA has a significant impact on the lives of our patients, and this treatment can lead to improvements in their ability to breathe, swallow, eat and sleep.” The procedure, called transoral robotic surgery, can be offered to patients who have not had success with other treatments, such as continuous positive airway pressure, or CPAP, therapy, according to WVU Medicine. “There are many reasons why CPAP therapy would not be successful for patients,” Patel said. “For select patients, removing bulk from the base of the tongue can address the anatomical cause of the problem.” According to the release, the patient has reported “significant improvement in wellbeing, including better sleep, improved ability to breathe and a better ability to talk and sing.” The patient is scheduled for a post-operative sleep study.

Plane Crashes into Florida Therapy Center BY A STAFF WRITER ORT LAUDERDALE, FL— A 51-year-old pilot from New Jersey and his passenger died after his plane crashed into a therapy center for autistic children in Florida, according to a report. Family members said that Eladio Marquez, a flight instructor from Rahway who owned the plane, a Cessna 335, which is registered in New Jersey, died in the crash. The Federal Aviation Administration said it could not release the registration number of the plane Monday night, but Marquez does own a Cessna 335, according to public records. A Fort Lauderdale Fire-Rescue Department spokesman, reported that eight teachers and five children were in the building when the plane crashed and that one of the teachers suffered minor injuries as she helped children from the building. No other injuries to any staff or children were reported. The National Transportation Safety Board was investigating the crash.

wing to a significant societal gender discrimination, women CEOs are much more likely than male CEOs to be fired, even if they perform well, according to the researchers including one of an Indian origin. The study showed that female CEOs are about 45 per cent more vulnerable than male CEOs to be dismissed from their respective firms. In addition, while performance improvements protect male CEOs from dismissal, they do not protect female CEOs. “Dismissing the CEO is usually viewed as evidence of good corporate governance as it suggests that the board is taking its monitoring role seriously,” said Sandra Mortal, Associate Professor from the Uni-

versity of Alabama in the US. However, findings, published in the Journal of Management, showed that there are invisible but serious gender biases in how the board evaluates CEOs and its decision to retain or fire particular CEOs. “The results of this study point to the extra pressure and scrutiny

he Americas, the Eastern Mediterranean region, and Europe experienced the greatest upsurges in measles cases in the year 2017 with an estimated 1,10,000 deaths related to the disease across the globe, according to a new report by World Health Organization (WHO). The report, ‘Progress Toward Regional Measles Elimination Worldwide, 2000-2017’ a joint publication of WHO and Centers for Disease Control and Prevention suggested that the spike in measles cases occurred owing to gaps in vaccination coverage. “Since 2000, over 21 million lives have been saved through

measles immunizations. However, reported cases increased by more than 30 percent worldwide from 2016,” the report said.

“The resurgence of measles is of serious concern, with extended outbreaks occurring across regions, and particularly in coun-

tries that had achieved, or were close to achieving measles elimination,” said Dr Soumya Swaminathan, Deputy Director General for Programmes at WHO. “Without urgent efforts to increase vaccination coverage and identify populations with unacceptable levels of under, or unimmunized children, we risk losing decades of progress in protecting children and communities against this devastating, but entirely preventable disease,” she added. In India, to eliminate measles and control rubella by 2020, the government has initiated the Measles-Rubella (MR) Campaign targeting to vaccinate 410 million children and adolescents between 9 months to 15 years of age.

reast cancer, the most prevalent cancer among Indian women, cannot deter motherhood, if intervention takes place at the right moment, say health experts. According to them, pregnancy is possible for women survivors of breast cancer — it does not increase risk of recurrence and neither does it cause any harm to the baby. “Yes, pregnancy is possible for breast cancer patients. Currently there is no evidence to believe that becoming pregnant after treatment

for breast cancer can cause any risk to the mother or the baby,” Upasna Saxena, Consultant (Radiation Oncology), at Mumbai’s HCG Cancer Centre, told IANS. “It is possible for women to continue with their pregnancy even while diagnosed with breast cancer and take treatments tailored to the stage of their pregnancy concurrently. They can go on to deliver healthy babies,” added Kanchan Kaur, Associate Director, Cancer Institute at Medanta in Gurugram. In a striking case from the hospital, Paula, 33, from Rwanda, conceived naturally and delivered a

healthy baby five years after she was diagnosed with breast cancer, the doctor said. In another case from HCG, a patient who was diagnosed with breast cancer at the age of 27 and treated in 2007 opted for breast conservation, against a full masectomy -and delivered a healthy baby boy in 2013. India had 1.4 million cancer patients in 2016 and this number is expected to increase.
