Rossow, Wadhwani Chair in U.S.-India Policy Studies at Centre for Strategic and International Studies. According to Rossow, the deterioration in bilateral economic relations over the last few years has largely been driven by four main issues in India. He identified these as “the slow pace of reform, particularly as it relates to foreign direct investment (FDI) caps; concerns about patent protection afforded to pharmaceutical products; the introduction of forced local manufacturing rules in some sectors; and an increase in cross-border taxation cases.” — IANS

eople in Mumbai on September 8 started to bid a tearful adieu to Lord Ganesha, their favorite Lord who is considered to end all obstacles of life, at the end of his 10-day sojourn this year. Thousands of Mumbaikars came out on roads for colorful, musical revelry, dancing and singing songs in praise of Lord Ganesha, offering prayers to over 120,000 big and small idols as they slowly wound their way towards various immersion sites in the city. About 500,000 idols were taken out for immersion across Maharashtra, including Pune, coastal Konkan, Kolhapur, Aurangabad, Nashik, Jalgaon, Solapur and Nagpur, undeterred by rains which continued to lash many parts of the state on September 8. The Western, Central and Konkan Railways will provide special services throughout the night to clear the rush of devotees returning home after the immersion of idols. With the floods having washed away most roads, people continued to be stranded in several areas of the state. Officials estimate that the toll across the state could be around 200, but it is feared that the toll could be much higher. A defense ministry spokesperson said that armed forces and NDRF have so far rescued 47,227 people across the state.
Amit Shah booked by police for hate speech LUCKNOW: Uttar Pradesh Police on September 10 filed a chargesheet against BJP president Amit Shah in Muzaffarnagar over a speech delivered by him during the Lok Sabha election campaign. The speech was reportedly delivered by the Bharatiya Janata Party chief on April 4. He was then booked by the local police for breaching prohibitory orders under section 144. He was at that time in charge of the BJP poll campaign in Uttar Pradesh. Now, more sections — 153(a), 295(a) and 505 of the Indian Penal Code have been added in the chargesheet. NEW YORK: Mathew Martoma, an Indian-origin former SAC Capital portfolio manager has been sentenced to nine years in prison and forfeiture of $9.4 million for his insider-trading conviction. Martoma, 40, was sentenced in federal court by Judge Paul Gardephe, who presided over Martoma’s five-week trial in February, after a two-hour hearing Monday in downtown Manhattan, CNBC reported. Although federal sentencing guidelines supported an incarceration of between 15 and 20 years, government officials had proposed a term of more than eight years — a length of time that lawyers for Martoma described as “outrageous”, according to the news channel. “Mathew Martoma and his family are devastated by the outcome,” his lawyer, Richard Strassberg, said in a statement. He will appeal the conviction. Martoma, was convicted in February for collecting confidential information about a high-profile Alzheimer’s drug trial from two doctors and making profits and avoiding $275 million in losses for SAC Capital. Martoma won’t face a monetary fine as part of his sentencing, but he will be required to forfeit the bonus he received during the year in question— a figure that exceeds his current net worth of $7.4 million, according to recent court filings, CNBC said. t least 35 militants were killed in an air strike launched by the Pakistan army in the country’s northwest tribal area of North Waziristan on September 10 morning, an army statement said. Inter Services Public Relations, the mouthpiece of Pakistan Army, said in a statement that the militants were killed when their three hideouts were targeted and destroyed by the army jet fighters. The air raid was carried out in Datta Khel area of North Waziristan, a restive tribal area at PakistanAfghanistan border, where security forces have been launching a major
armed offensive against Taliban militants since June 15, Xinhua reported. To date, over 900 militants have been killed in the operation that aims at wiping out the militant stronghold in the area. KATHMANDU: Nepal’s political parties are set to hold an all-party conference later this month to persuade the CPN-Maoist, which boycotted the Constituent Assembly elections last year, to come on board the constitution drafting process, party leaders said on September 9. A task force comprising members from major parties — the Nepali Congress, Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), United Communist Party of Nepal-Maoist (UCPN-M) and Communist Party of Nepal-Maoist -is making preparations to hold the conference in the third week of September, Xinhua reported. The task force is finalizing the procedures, terms of condition and other technical details of the round table conference which will be chaired by Prime Minister Sushil Koirala. Attacks reaction to military offensive: Pak minister ISLAMABAD: A recent attack on a Pakistan Navy installation in Karachi was a reaction to the ongoing military operation in North Waziristan tribal region, Defense Minister Khwarazm Asif told Parliament on September 10. The security forces launched the major operation against the Pakistani and foreign militants in North Waziristan in June and have killed over 900 militants so far. The attack on the Karachi Dockyard on September 6 was the fourth big Taliban attack since the launch of the North Waziristan offensive. The militants have carried out dead-
ly revenge attacks on an airbase in southwestern Quetta and the airport in the northwestern city of Peshawar. Making a policy statement on the terrorist attack on the Karachi Dockyard attack, the defense minister said that inside help could not be ruled out in September 6 attack that claimed the life of a navy officer, Xinhua reported. ‘Demand to remove V-word invalid’ MUMBAI: The Central Board of Film Certification (CBFC) has objected to the use of the word “virgin” in one of the dialogues of Finding Fanny. The film’s lead actress Deepika Padukone slams the censor board saying its guidelines are inconsistent. “I don’t think their request is valid. I believe that there is no system to this. Every six months the rules keep changing... There is no consistency to what is being said and done,” the 28-year-old said. She feels while judging a film, it’s important to see everything in the context of a particular scene or a film. “They should see it in the context of the scene and the film, you can’t just pick put one word and say, ‘Oh, we are not allowing this word.’ “Secondly, give us a reason why you are not allowing us to show certain things. But they are the final authority and we will accept what they say,” Deepika added.

destroy her boxing career. Admirably the narrative doesn’t over-sentimentalize MC’s struggle. Predictably enough a lot of the opposition to MC’s dreams is shown to come from within her home. Aamir rescues Mumbai film fest MUMBAI: Bollywood actor-producer Aamir Khan on September 4 said he was donating `1.1 million towards supporting the Mumbai Film Festival, which is facing a funds crunch for its forthcoming 16th edition this year. “Hey guys, the Mumbai Film Festival ‘MIFF’ needs our help. I’m donating 11 lakh. It would be really great if all of you came forward and donated as much as you can to make it happen! Thanks. Love. a,” Aamir posted on his Facebook and Twitter page. Mallika in trouble, booked for insulting Tricolor HYDERABAD: Hyderabad police on September 4 booked Bollywood actor Mallika Sherawat for disrespecting the national flag. On the direction of a city court, a case against the actress was booked at Falaknuma police station in old city of Hyderabad. A police officer said a case under Prevention of Insults to National Honor Act, 1971 was registered. Two citizens had filed a petition in the court, seeking direction to the police to book the actress for insulting the national flag in her upcoming film Dirty Politics. Mallika had wrapped a tricolor on her body on the movie poster. She was seen sitting on the roof of a car with red beacon. This was the second case booked against her in Telangana state. Last month, police in Karimnagar town had registered a case against the actress under different sections of various acts pertaining to the state emblem and national flag. Police took the action on the direction of a local court. Last week, on a public interest litigation, Hyderabad High Court had issued notices to Mallika Sherawat and the central government. The petitioner alleged that Mallika’s act amounts to “obscene use of the Indian tricolor”. He further stated that the state emblem of India has been used for cheap publicity and that the poster insults India’s honor.

Piaa made her acting debut in Priyadarshan-produced 2008 Tamil comedy Poi Solla Poram. “Working with Priyan sir is like coming back home. ‘ILL-TREATED’ MUSLIM MOTHER DRAGS POLICE TO COURT BY A STAFF WRITER

EW YORK - A Muslim woman and human rights lawyer has taken her accusations of NYPD’s abuse and racism to court following her violent detention over blocking the sidewalk after a pro-Palestinian demonstration in New York. The lawsuit was filed on September 8 with Chaumtoli Huq stating that the policemen used “unreasonable and wholly unprovoked force”. Huq, 42, was arrested in July right after the pro-Palestinian event, while she was waiting for her kids to use the WC. The police officer told her to keep moving. “I’m not in anybody’s way. Why do I have to move? What’s the problem?” Huq

Mystery shrouds death of parents after boy is killed

RISCO (TX) -- Two bodies have been found at the home of a Texas woman under investigation for the death of her son. The police discovered the bodies on September 3 at a Collin County home in Frisco belonging to Pallavi Dhawan and her husband Sumeet. Pallavi was facing a grand jur y investigation in the death of 10-year-old Arnav Dhawan, whose body was found at the residence on January 29 wrapped in a cloth and placed in a bathtub, but she firmly denied any wrongdoing. The police believe the bodies were those of the boy’s parents. Pallavi and Sumeet Dhawan were the only two people known to be living in the home. Sources said that while a male’s body was found inside the house while the second, a female, was outside in the swimming pool. Neighbors said they heard gunshots over the weekend, but thought it might have just been dove hunters in a nearby field and didn’t report the incident. They said a back door at the home had been open at least since the previous day. It is unclear how long the bodies had been deceased at the residence.
Cops foil man’s suicide attempt

ORT LEE (NJ) -- Port Authority police officers prevented a suicidal Passaic County man from jumping off the George Washington Bridge on September 8. The Clifton police alerted Port Authority police at around 9:40 am that a 29-year-old resident was on his way to the bridge to end his life. About 40 minutes later, the police on the bridge spotted the man attempting to hide along the south walkway. When officers questioned him, he provided a false name and denied that he planned to take the extreme step. His I.D., however, matched the name provided by the Clifton police. The police placed the man in custody and he was removed by Fort Lee EMS for a psychiatric evaluation. He has not been charged with a crime. The rescue represents the 49th thwarted suicide attempt on the bridge this year, and the second within a 12-hour period.
Both Pallavi and Sumeet Dhawan testified in front of a Collin County grand jury last month. The mother had always claimed her son died from a seizure caused by a preexisting medical condition and that she had attempted to preserve his body according to Hindu customs, waiting for her husband to return home from a trip before contacting authorities. The medical examiner’s report said natural causes were the most likely cause of death. The boy’s parents said Arnav was born with a brain and skull that didn’t fully develop. They said that, following tradition, last rites would have been performed on their son once Sumeet returned home, and then
the boy would have been cremated. However, school officials at Isbell Elementary - where Arnav was a fifth-grader - notified Sumeet while he was out-of-town that his son had missed class for several days. Upon returning home, Sumeet called the police and said he was concerned for his wife and child. During the investigation, Sumeet allegedly told the police that he and his wife had been having marital problems for a few months, and that Pallavi was coping with mental problems. The family said they felt as if they were being singled out by authorities because of cultural bias, and that the police did not understand their requirements as Hindu parents. The Dhawans had been fighting since January to have a number of their personal items like their car, fax machine and passports seized in the investigation returned. While a grand jury mulled a possible murder indictment for Pallavi, the family was also facing financial strain, in part because they had to rent a car while theirs was being held by investigators. The car was returned in May. The family had been trying to travel back to India but was unable to do so, having been made to surrender their passports.

E SOTO (MO) -- A resident of a Jefferson County neighborhood says he called 911 after he noticed two men, allegedly claiming to be government agents, stealing his neighbor’s property. “I didn’t see I.D. It just looked like something was posted right there on his belt,” said Jason Johndrow, a resident of the Olympian Village Community, located near De Soto. He says the men approached him, saying they were federal agents. “They weren’t wearing any uniforms. Their vehicle wasn’t marked or anything.” He also says he saw a female driver with the two men. Johndrow says the two men walked over to his neighbor’s house, went inside, and began carrying items out of the home. “I saw another car pull into the driveway and the guys carrying stuff out of the guy’s house,” Johndrow said. “They were bringing in a couple of guns. They came out and brought something covering a blanket. I found out later it was a safe or something.” It was at this point Johndrow notified the police, but the alleged agents were able to get away before authorities arrived. The three were seen driving in a silver Dodge Durango.

EW JERSEY -- A New Jersey man has pleaded guilty to orchestrating an eight-year scheme to falsify employment certifications to facilitate the illegal entry of Indian immigrants into the United States and to filing a false tax return. Sandipkumar Patel, 41, of Edison, New Jersey, pleaded guilty before US District Judge William Walls of the District of New Jersey to conspiring to defraud the US and to filing a false federal income tax return. The sentencing is scheduled for January 6, 2015. According to court documents filed with the plea agreement, from 2001 until 2009, Patel sponsored the visa applications of Indian nationals by falsely claiming to provide employment for them in the US. He falsely certified on the visa applications that he would employ the immigrants in various technical fields at several New
Jersey companies, thereby facilitating their illegal entry into the US. Over the course of the scheme, immigrants paid Patel thousands of dollars for the false certifications to fraudulently secure the visas. To disguise the scheme, Patel issued payroll checks and other payroll forms. He required the immigrants to return the money from the checks and also to reimburse him for his payroll tax expenses. Patel used the fraudulent pay stubs and payroll checks to support false applications to extend the visas, and Patel charged the immigrants fees for the visa extensions. As a result of falsely carrying the immigrant employees on his payrolls, Patel overstated his payroll expenses on his federal income tax returns by more than $1.4 million over four years, underreporting his tax obligation by over $400,000 for those years.

T. LOUIS (MO) -- Authorities are investigating after an 8-month-old was shot multiple times on the night of September 6 in north St. Louis. According to the police, three adults and the infant were in a vehicle near Labadie and Sarah around 10:15 pm when a black or maroon vehicle pulled alongside them and an unknown suspect began firing shots. The infant’s 23-year-old mother suffered a gunshot wound to the thigh, while the child sustained multiple gunshot wounds to the body. Both victims were hospitalised. The two other adults in the car did not sustain any injuries in the shooting.

Acros the Hill Top complex, the main artery of Oak tree road turned into a flickering saffron Gajanana reception road as the Ganesh festival was celebrate for the first time in the United States on a huge scale with full pomp and flair. A replica of Lord Ganesha, an imposing 14-feet-tall idol, was specially brought in from Mumbai, India and and placed on a platform, visible from far and away, under a big canopy. On August 29, the day of Ganesh Chaturthi, the “Emperor of the faithful” and ‘remover of all ills and obstacles’, was ‘invited in’ with his family. Amid traditional Sanskrit chanting,

Zee TV brought in the two winners of their fantastic show “Sa Re Ga Ma Pa” in 2012, Jasraj Joshi as well as Arshpreet Kaur, to perform live for two hours each, on August 30 and 31. Along with them, there were a number of performances from local talents to keep the audience absorbed on a separate entertainment stage. It was a moment frozen in time as thousands bade adieu to the revered Lord Ganesh until next year.

ASHINGTON, DC -- In a major lapse that poses security threats to the United States, the Department of Homeland Security (DHS) has lost track of more than 6,000 foreign nationals who entered the country on student visas, overstayed it and then vanished. All of them were on a list of people who were of ‘heightened concern’ to DHS officials. DHS officials disclosed the breadth of the student visa problem submitted as part of an investigation into persistent complaints about the nation’s entry program for students. Immigration officials have struggled to keep track of the rapidly-increasing numbers of foreign students coming to the US on F-1 and other visas, now in excess of one million each year. The immigration agency’s own figures show that 58,000 students overstayed their visas in the past year. Of those, 6,000 were referred to agents for follow-up because they were determined to be of heightened concern. According to Sen. Tom Coburn, R-Okla, since the September 11, 2001 terror attacks, 26 student visa holders have been arrested in the US on terror-related charges. Tightening up the student visa program was one of the major recommendations made by the 9/11 Commission, after it was determined that the hijacker who flew Flight 77 into the Pentagon, Hani Hanjour, had entered the US on a student visa but never showed up for school. The report also pointed out that despite repeated concerns raised by Congress, federal immigration officials have also continued to grant schools certification to accept overseas applicants even if the schools lack accreditation, state certification, or any obvious measure of academic rigor. There are now more than 9,000 schools on the government approved list. The list includes

Foreign students can enter the US on a visa to study acupuncture, hair braiding, or join academies that focus on tennis and golf. Once the student arrives in the US, it is up to the schools to keep track of the visa-holder’s whereabouts, and report to the government if they repeatedly miss class. A number of forprofit schools appear to have been operating with a primary goal of selling visas, not educating students, said the report. Thomas Kean, 9/11 Commission CoChair, says that the government is yet to address the security gaps the program has created. He said he was stunned the federal government continues to lose track of so many foreign nationals who had entered the country with student visas. He noted that, even before the 9/11 terror attacks, federal officials had been aware of the gaps in the student visa program. The man who drove the van containing explosives into the World Trade Center garage in 1993 was also a student visa holder who was a no-show at school. The effort to expand options for foreign study appear to be prevailing. According to figures gathered by congressional investigators, the number of foreign nationals obtaining visas to study in the US has grown from 662,966 in 2003 to more than 1.2 million in 2012.

RKANSAS - A community college professor, who was denied re-entry to the US after making a humanitarian aid trip to Guatemala with her church, finally returned home to Nashville, Arkansas on August 22. Molly Sirigiri, who teaches general biology, microbiology, and anatomy and physiology at Cossatot Community College University of Arkansas, had departed on July 1 with a team from the First Baptist Church of Nashville, Ark., for a week-long mission at the Casa Aleluya orphanage in Guatemala City. But on her return home, she was held back from her team at Bush Intercontinental Airport in Houston, Texas. After a 24-hour detention in Immigration and Customs Enforcement facilities, Sirigiri was flown to India, via Munich. The Nashville Leader reported that the Indian Consulate in Houston told the mission leader that it appeared Sirigiri had applied for an extension of her H-1B visa and was awaiting approval when she traveled to Guatemala. She was not eligible for an automatic revalidation and therefore denied re-entry. In lieu of deportation, US officials allowed Sirigiri to withdraw her pending application for extension of her visa and apply afresh, according to the Consulate. University officials said they paid a “premium processing fee” to have a decision rendered within 15 days. In a press statement, Cossatot Community College Chancellor Steve Cole said the university worked with Arkansas Senators Mark Pryor and John Boozman to get Sirigiri’s visa processed expeditiously.
“Molly is a special person to UA Cossatot. Not only is she a teaching rock star for us, but more importantly, she is a vital part of her church and community. The best possible result came from this, and that was her quick re-entry back into the United States,” said Cole. Sirigiri could not be reached for comment, but said in a press statement: “I am thankful to be back in Nashville and teaching. I am very thankful for people I consider my family in the United States.” She attended church services two days after she returned home to Arkansas and began teaching again on August 25. Sirigiri, 33, is a native of Hyderabad, and obtained her bachelors and masters degrees in English and microbiology from the University of Osmania in Hyderabad. She served for five years as the chair of the microbiology department at Rani Rudrani Devi College in Hyderabad, before emigrating to the U.S. in 2008 to teach science at Kingstree High School in South Carolina. he facial features of an individual can reflect whether or not a person is experiencing atrial fibrillation — a treatable but potentially dangerous heart condition. With the assistance of a web camera and software algorithms, scientists demonstrated that subtle changes in skin color can be used to detect the uneven blood flow caused by atrial fibrillation. “This technology holds the potential to identify and diagnose cardiac disease using contact less video monitoring,” said JeanPhilippe Couderc from University of Rochester’s heart research follow-
up program. The technology employs a software algorithm developed by Xerox Corporation Ltd that scans the face and can detect changes in skin color that are imperceptible to the naked eye. Sensors in digital cameras are designed to record three colors: red, green and blue. Hemoglobin — a component of blood — absorbs more of the green in the spectrum of light and this subtle change can be detected by the camera’s sensor. During the study, participants were simultaneously hooked up to an electrocardiogram (ECG) so results from the facial scan could be compared to the actual electrical
activity of the heart. The researchers found that the color changes detected by video monitoring corresponded with an individual’s heart rate as detected on an ECG. “Essentially, the irregular electrical activity of the heart found in people with atrial fibrillation could be identified by observing the pulses of blood flowing through the veins on the face as it absorbed or reflected green light with each heart beat,” Couderc explained. The study found that the video monitoring technique called videoplethymography had an error rate of 20 percent, comparable to the 17 to 29 percent error rate associated with ECG measurements.

innish researchers have claimed to develop a new system for diagnosing malaria infection faster. The method is based on computer vision algorithms similar to those used in facial recognition systems combined with visualization of only the diagnostically most relevant areas. Tablet computers can be used to view the images. This is how it works. A thin layer of blood smeared on a microscope slide is first digitized. The algorithm analyses over 50,000 red blood cells per sample and ranks them according to the probability of infection. The program then creates a panel containing images of over a hundred most likely infected cells and pre-
sents that panel to the user.
