US looks forward to welcome Modi The US reiterates its stance that the country is ready for Modi’s visit despite protest by a section of the community ARUN KUMAR, WASHINGTON

T

he United States has reiterated that it looks forward to welcoming Indian Prime Minister Narendra Modi despite an online petition seeking cancellation of his visit. An online ‘We the People’ petition to the White House initiated by U.S. based Sikhs for Justice had demanded that instead of hosting Narendra Modi at White House, President Barack Obama should condemn Modi and ban his Bharatiya Janata Party “for perpetrating violence against Muslims, Sikhs and Christians.” However, State Department spokesperson Marie Harf told reporters on August 19 that a number of signatures were removed from the petition as “some fraud checks indicated a high number of anomalous signatures.” “Users can still sign the petition, and if it garners 100,000 non-fraudulent signatures before the deadline, I think it will receive an official response,” she said. “So again, people are free to express themselves.” “However, we, the President, the Secretary (of State John Kerry) look forward to welcoming Prime Minister Modi to the United States,” Harf said. “We have said that consistently since his election, and that remains the case.” The U.S. which had shunned Modi for nine years and cancelled his visa in 2005 for his alleged role or inaction during 2002 Gujarat riots quickly reached out to the Indian leader shortly after BJP’s victory in the parliamentary poll with Obama inviting him for a visit.

Asked if the U.S. could prosecute a foreign leader for what happened in their country, the spokesperson said: “I wouldn’t want to venture a guess at that hypothetical.” But “I will repeat what I just said, that we look forward to welcoming Prime Minister Modi to the United States, as the President and the Secretary have both said.” In response to another question Harf said the U.S. was “disappoint-

ed” that the foreign secretary level talks between India and Pakistan had “fallen through” over Pakistani envoy’s meeting with Kashmiri separatist leaders. “We are engaging with the governments of both India and Pakistan directly through our embassies to talk about this issue, and again, would strongly support efforts by both countries to improve their bilateral relations — all aspects of them,” she said.

he Islamic State (IS) group has claimed beheading a U.S. journalist who had gone missing in Syria nearly two years ago, a media report said on August 20. The Sunni militant group has released a video showing one of its fighters beheading James Foley, an employee of the media company GlobalPost who was kidnapped November 22, 2012 by unidentified gunmen, Al Jazeera reported. The IS militants said that they acted in revenge for U.S. strikes against the group in Iraq and threatened to kill another U.S. journalist.

“The life of this American citizen, (US President Barack) Obama, depends on your next decision,” said a masked man in the video titled “A Message To America” which was posted on social media sites on

August 19. The video could not immediately be verified. “We have seen a video that purports to be the murder of U.S. citizen James Foley by IS. The intelligence community is working as quickly as possible to determine its authenticity,” Caitlin Hayden, a spokesperson for the U.S. National Security Council, said on August 20. The IS established in June an “Islamic caliphate” in the territories under their control in Syria and Iraq. Since then, they have indulged in sustained persecution of non-Sunnis and other religious communities.

United States court here has ruled that former India prime minister Manmohan Singh had “head of state immunity” from claims that he supported violence against Sikhs, but it did not cover his tenure as finance minister. U.S. District Judge James Boasberg in the District of Columbia on August 19 ruled that Manmohan Singh was entitled to “residual immunity” even after he ceased to be the prime minister as suggested by the U.S. State Department. U.S.-based rights group Sikhs for Justice (SFJ) and one Inderjit Singh had alleged that Manmohan Singh had “tortured and killed Indian Sikhs during his time at the helm of that country’s government and, before then, as Finance Minister,” the judge noted. Accepting the State Depart-

ment suggestion of immunity, the judge ruled that “although he is no longer a head of state, Singh is entitled to residual immunity for acts taken in his official capacity as Prime Minister.” But because such residual immunity does not cover actions Singh pursued before taking office, however, the allegations stemming from his time as Finance Minister survive.” SFJ and Inderjit Singh had claimed in the 2013 suit that as finance minister between 1991 and 1996, Manmohan Singh “funded several counter insurgency operations in state of Punjab during the 1990s resulting in more than hundred thousand Sikhs being killed extra- judicially by the security forces”. During his tenure as prime minister, Manmohan Singh was accused of being complicit in the torture and killing of hundreds of thousands of Sikhs and for shielding the perpetrators.

Dismissing the Manipur government’s charge that Sharmila was attempting to commit suicide by fasting, the court said there was no material to establish that the woman activist has ever said she was fasting unto death. “Serving solely on nose feeding without taking any food for over 13 years negates the very feeble presumption of intention of fasting unto death since the petitioner is not refusing nose feeding,” the court obsderved.

LS Speaker rejects Congress demand for LoP: Sources NEW DELHI: Lok Sabha Speaker Sumitra Mahahan has rejected the Congress demand that its leader in the House Mallikarjun Kharge be accorded the status of leader of opposition (LoP), informed sources said on August 19. The sources said the Speaker had gone “by the rules and precedents” in her decision and this was conveyed to the Congress president Sonia Gandhi in a letter. The speaker wrote the letter in response to a communication from the Congress. The sources said that Mahajan, in the letter on August 14, conveyed that the status of leader of opposition cannot be given to the party.

Basit said his meeting with the Hurriyat leaders was “to find a viable solution to the Kashmir issue”. “It was in the larger context of exploring peaceful means towards resolving the issue. Modi prevails over saffron traditionalists Modi’s call for moratorium on communal violence is clearly understandable as no development is possible without social peace AMULYA GANGULI, NEW DELHI

P

erhaps the most important part of Prime Minister Narendra Modi’s Independence Day speech from the ramparts of New Delhi’s Red Fort was his call for a 10-year moratorium on caste-based and communal violence. As it follows President Pranab Mukherjee’s condemnation of the “poison-drips” of bigotry in his broadcast on the eve of Independence Day, it is evident that the government is focussing on the rising communal temperature, particularly in Uttar Pradesh, which has been discussed in parliament. The emphasis is understandable because no development, which is Modi’s primary objective, can take place unless there is social peace. However, the point to ponder is how far the government can go to

Prime Minister Narendra Modi unfurling the tricolor from the ramparts of Red Fort on the occasion of 68th Independence Day.

check this disquieting trend, especially because elements associated with the saffron brotherhood are involved in fomenting tension. The government may crack down on its opponents who whip up communal feelings, but will the saffronites heed Modi’s coun-

sel of restraint? And, what will be the government’s response if they don’t? Among those who has long been an offender in this respect is the saffron-robed Bharatiya Janata Party (BJP) MP, Yogi Adityanath, who said during the debate on communal violence that Hindus

who feel threatened must “fight back”. Considering that the RSS and its affiliated organizations used the recent occasion of rakhi, or the custom of a sister tying a thread on a brother’s wrist, to mobilize Hindus to prevent any of their sisters being courted by

DIASPORA 9 Muslim young men, it is not difficult to understand what the idea of fighting back means in the saffron lexicon. There have also been others from the Hindutva camp whose recent comments have been deemed provocative. Among these is the Rashtriya Swayamsevak Sangh (RSS) chief, Mohan Bhagwat’s observation that all Indians are Hindus in a cultural sense irrespective of their religion. Clearly, a moratorium cannot be effective if such poison drips continue. There is little doubt that his idea of turning India into a manufacturing hub for the world’s industrialists will run into opposition not only from the communist parties and the Leftists in the Congress, but also from the saffron trade union and farmer’s outfits such as the Bharatiya Mazdoor Sangh (BMS) and the Bharatiya Kisan Sangh (BKS). So, the Modi government will have to fight on two fronts — against its own saffron camp as well as the left-leaning opposition, which includes virtually all the parties, except perhaps the Biju Janata Dal (BJD) and the Nationalist Congress Party (NCP). The magnitude of his task can be gauged from the fact that he will be challenging the fundamental precepts of his internal opponents - the theocratic mindset of the Hindu supremacists and the preference for an autarkic system by the economic fundamentalists. What is more, he doesn’t have time on his hands. Having come to power on the promise of ushering in ‘acchhe din’ or good days, the prime minister cannot take months, let alone years, to show that he means business.

Modi’s smart move in foreign policy SHIV SHANKAR MUKHERJEE, NEW DELHI

N

arendra Modi’s visit to Nepal, the first by an Indian prime minister in 17 years, has received kudos from all stakeholders and commentators on both sides of the border and, most importantly for India, from the public in Nepal. What is far more important than the agreements signed or aid promised is the broad vision that was unfolded by the prime minister, of the commitment of his government to take India-Nepal relations to a higher plane, with respect for Nepal’s sovereignty, and it’s equality in partnership regardless of the asymmetry in size, to never interfere in Nepal’s internal affairs, and to promote meaningful cooperation guided by trust and friendship. While two-and-a-half months into governance is admittedly too short a time-frame to make informed judgments, enough has taken place in the realm of India’s

international relations to try and assess what core principles guide the prime minister. At the very outset, then Prime Minister-designate Modi invited the SAARC heads of government to his swearing in ceremony. At the very outset, then PM- designate Modi invited the SAARC heads of government to his swearing in ceremony bors, underlined his commitment to SAARC as a vehicle for regional cooperation and brought the Pakistan prime minister here, not as a visiting superstar as was the policy of Manmohan Singh’s UPA, but firmly in a regional template. The prime minister’s first for-

eign trip to Bhutan is equally useful in understanding his priorities. He quite correctly ignored the vociferous chants of the selfappointed foreign policy wonks who wanted him to fall in with strong Japanese signals to make that country his first port of call. The message was clear: we see Japan as a key partner, especially in being a part of an India-Japan-US grouping to serve our security interests in the face of the aggressive policies of China to seek a virtually veto-owning dominance in Asia. But Bhutan remains an allweather friend that has demonstrated its readiness to go the extra mile to protect India’s security at considerable risk to itself, and the visit was India’s tribute. Continuing with the aim of watching “what they do, not what they say” the signals to China are revealing and encouraging. China is and will remain for the foreseeable future India’s most important and difficult foreign policy challenge.

The survey began at 7 a.m. across the state with enumerators going door-to-door to gather information like names, age, educational qualification, profession, Adhar card numbers, bank account number, property and other details of the family members. xpressing concern over rising food prices, President Pranab Mukherjee on August 14 said that the Indian economy nonetheless was showing signs of revival and higher growth was on the horizon. “Signs of revival are visible,” the president said in his customary televised address to the nation a day prior to the country’s 68th Independence Day. “Our external sector has strengthened. Fiscal consolidation measures are beginning to show results. Notwithstanding occasional spurts, inflation has started moderating,” he said. “The stage is now set for our economy to move on a high growth trajectory of 7-8 percent, which is essential to ensure the availability of adequate resources for equitable development.”

President Mukherjee said even though the Indian economy grew

at an average 7.6 percent in the past decade, and the expansion was sub-

dued at 5 percent in the past two years, he still saw optimism.

“I sense renewed vigor and optimism in the air,” he said. He said India’s external sector had strengthened, fiscal measures were beginning to show results, inflation had started moderating, employment had increased and manufacturing was the rebound. “However, food prices still remain a matter of serious concern. Record food grains production last year helped agriculture sector to grow at a healthy 4.7 percent.” Greeting the people ahead of IDay, the president also said India was still young at 68 and therefore had the will, energy, intellect, values and unity to claim the 21st century. “The vision to win the battle of freedom from poverty is set. The journey will seem formidable only to those without conviction. As an old saying goes, ‘Sidhir Bhavati Karmaja’, which means, success is born of action.”

In 2013, Rohit Shetty’s Chennai Express was met with much jubilation when it became the highest Bollywood boxoffice earner in India. Chennai Express had broken the record held by Rajkumar Hirani’s 3 Idiots for four years. A trade source says, “Chennai Express took four years to break the record held by 3 Idiots, but now, Hindi film boxoffice records are being broken with alarming regularity.” Later, Vijay Krishna Acharya’s Dhoom 3 crossed the `250-crore mark and it continues to sit there in the enviable number one slot. Kick has beaten Chennai Express’s box-office records and is in the No.2 slot. Trade sources say Kick will remain in the No.2 slot, followed by Chennai Express in the third position.

EBRASKA -- Septuagenarian Bayapa Lingala was charged on August 13 with seconddegree murder and use of a weapon for the alleged murder of his son-in-law Sujay Nooka, 46, at his home in Lincoln, Nebraska. Nooka died from the fatal wound in hospital a few hours later. Lingala (77) allegedly stabbed Nooka at the end of a birthday party for the lattre’s 12-year-old daughter on August 5. Nooka was a supply chain manager for Lincoln Industries and earned his master’s degree in engineering from the University of Nebraska-Lincoln. When the police reached the house, they found Nooka’s wife Uma on the front steps with her husband, who was covered in blood, had trouble breathing and could not speak. She told the police that her father stabbed her husband and was in his basement bedroom.

Bayapa Lingala The officers found Lingala writing a note in the basement and did not obey officers when they told him to put his hands up. After they handcuffed Lingala, the officers reportedly found a meat cleaver and a knife with a bloody 8-inch blade.

Son-in-law Sujay Nooka Uma, 44, a physician, told the police that she thought her father, Lingala, an Indian national, suffered from bipolar disorder and had been prescribed medication to treat paranoia. She told the police her father wanted to go home to India after living with her

Lingala’s passport was revoked as Lingala had indicated to the court that he would like to return to India. He is due back in court on August 29. ONROE (GA) -- A Hindu temple in Georgia was vandalized by unknown miscreants earlier this month. A Hindu American organization said members of Vishwa Bhavan Mandir in Monroe, Ga., found graffiti and profanity displayed on their place of worship early on the morning of August 2. Spray painted messages included “ha ha” and “LOL.” The Hindu American Seva Communities (HASC), which has taken up the case, said the incident of vandalism had shocked Hindus across the country. “The desecration of the Lord Shiva statue (murti) was significantly heartbreaking for the Hindu community in Georgia, as it is the main deity of worship. Across the country, we find, many mandirs (temples) do not actively voice their concerns other than file a police report,” HASC said in a statement. The statue of the Lord Shiva was covered

with black spray paint. “It is important for our places of worship, around the country, to be aware of what has happened as this could happen to anyone. They should educate themselves and be prepared with a security plan and not wait for an act of vandalism or a hate crime to start the process,” said HASC Indian American board member Anju Bhargava.

In a statement, HASC urged Hindu temples to transform this heinous crime and moment of pain into a moment of understanding towards greater understanding and social harmony. “It is important for us to come together and address the issue of vandalism and hate crime impacting our communities and places of worship,” it said.

The march and the related solidarity events are the first such public events in the United States initiated by the Washington, D.C.-based ICDR with the goal of increasing awareness among policy makers in Congress and the White House regarding key issues that impact Dalits globally

sing radioactive materials, researchers have investigated the solar system’s prehistoric phase and the events that may have led to the Sun’s birth. The team used radioactivity to date the last time that heavy elements such as gold, silver, platinum, lead and rare-earth elements were added to the solar system matter by the stars that produced them. “We can now tell with confidence the final one percent of gold, silver and platinum were added to the solar system matter roughly 100 million years before the birth of the sun,” said researchers Maria Lugaro and Alexander Heger from Monash University’s center for astrophysics in Melbourne, Australia. The final one percent of lead

and rare-earth elements such as those that make your smartphone, were added much later - at most, 30 million years before the birth of

Now, secure websites to get priority in Google search NEW YORK: Secure website connections will now get a priority in Google search results. In a blog post, the search engine has explained that websites that use secure connections (like https over http) will get a boost in rank. “For now it is only a very lightweight signal” affecting fewer than 1 percent of global queries and carrying less weight than other signals such as high-quality content “while we give webmasters time to switch to https”, Google said. But over time, “we may decide to strengthen it because we would like to encourage all website owners to switch from http to https to keep everyone safe on the web”, it posted. Gmail was designed secure by default and google search went the https way in 2010. “We hope to see more websites using https in the future. Twitter offers new advertising options NEW YORK: Twitter has made it easier for advertisers to get and pay for exactly what they want. Advertisers now get to choose from what Twitter describes as objectivebased campaigns. “Objective-based campaigns are designed to help you drive the highest possible return on investment from your ads. Now, you will only pay when a user takes an action aligned with your campaign objective,” said Christine Lee, a senior product manager at Twitter in a blog post.

The timing opened up chances to understand the events that led to the formation of the sun

Currently, Twitter charges advertisers every time someone interacts with their ads, even if that interaction is not exactly what the advertiser wants. So, someone who just wants “clicks” on their website still has to pay if they get new twitter followers. Under the new options, the advertiser can choose to pay only when website clicks or conversions happen, saving money. There are now five options for advertisers new followers, website clicks or conversions, tweet engagements, app installations and leads. — IANS

the sun, they added. The detailed timing opened up new opportunities to understand the series of events that led to the formation of the sun. Some time after the last addition of heavy elements, the solar system matter went into an “incubation” period, during which time the stellar nursery formed - where the Sun was born together with a number of other stars. “We now know this incubation period could not have lasted more than 30 million years. This offers us the chance to determine the lifespan of the nursery where the Sun was born, how massive it was and how many stars were born there together,” Lugaro explained. Understanding the time-scale and processes leading to the formation of our solar system is key to relate its birth environment with that of other planetary systems in the galaxy, he noted.

Try fruit treatments for glowing, healthy skin IANS, NEW DELHI

f bananas can help in maintaining the elasticity of the skin, strawberries provide exfoliation and cleansing. In short, fruits can help in achieving glowing skin if used religiously, says an expert. Aakriti Mehra, MD dermatologist of Enhance Clinics, shares some skin benefits of fruits and how they help in making the skin glow, said a statement. n Banana: It is a rich source of vitamin and minerals including potassium, manganese, biotin, vitamin C and B6. The vitamins maintain the elasticity of the skin and the antioxidants prevent aging. It is also a natural moisturizer and can be used in homemade scrubs and masks. nOrange: Like most citrus fruits

it contains a high level of vitamin C along with beta carotene, folic acid, phosphates, iodides, iron, phytonutrients and flavonoids. These components help to treat dark spots and blemishes. The orange peel can be powdered and used as a scrub for instant glow and skin whitening as it acts as a natural bleach. It also acts as a toner removing dirt, dead skin and giving the skin a firmer feel. n Strawberry: It contains a higher level of vitamin C and manganese which helps to exfoliate and cleanse the skin, lightens age spots and freckles. Strawberries also prevent thinning of hair and give it a glossy shine. It can be used as an exfoliator in foot scrubs. n Tomato: It acts as an antioxidant in preventing aging.

The most predictable thing about a relationship is that, the longer it progresses, the quality and the frequency of sex between the couple will fade. “This is because we get used to and bored of the same body,” he noted. While only 47 percent of women involved in the study d i s cussed

According to Anderson, another reason why women might seek monogamy within their infidelity is that some women need to be emotionally connected to a lover in order to have fulfilling sex. The research is scheduled to be presented at the upcoming 109th annual meeting of the American Sociological Association.

NEW YORK: If you desire to have big looking eyes, try using false lashes or apply a bit of shimmer. Here are easy tips to help your eyes appear larger, reports huffingtonpost.com: n Use white eyeliner: Light colors accentuate and bring features forward. Using a white liner in your waterline instead of black will provide brightness to your eyes that will give the illusion of larger eyes. n Use falsies: The use of false eyelashes can do wonders for your eyes. They draw in extra attention while providing a beautiful frame around your eyes. n Use a light shimmer eye shadow on the inner corners of eyes: When you create a look, top it off with a dab of silvery gold eye shadow on the inner corners of your eyes. You only need the tiniest bit for it to make a difference. It helps to catch light in all the right ways to make your eyes look slightly larger than they actually are.

Also, as hair straightening can be damaging, it is advisable to utilize the five-step do-ityourself guide: n Use a high-quality bristle brush to detangle your hair, as these type of brushes evenly distribute the sebum (oil) from the scalp to the ends of the hair and will keep your locks looking shiny and frizzless. n Apply a heat serum to wet or towel-dried hair. Extra exercise may harm heart attack patients Heart attack survivors should stick to walking and running at their pace, say researchers IANS, WASHINGTON

T

his is one thing you must avoid if you are a heart attack survivor. Stick to the basics, do brisk walking and jogging at your pace and do not overdo physical activity. Researchers have found clear evidence of an increase in cardiovascular deaths in heart attack survivors who exercise in excess. They studied the relationship between exercise and cardiovascular disease-related deaths in about 2,400 physically active heart attack survivors. The study confirmed that the car- were running less than 48 km or of running or walking do not accrue diovascular benefits for walking and walking less than 73 km per week,” indefinitely and that above some running were equivalent as long as said Paul T. New drugs can dissolve kidney stones IANS, WASHINGTON

f you have gone through that excruciating pain from a kidney stone and are prone to develop more, here comes good news. According to a new study, a class of drugs approved to treat leukemia and epilepsy also may be effective against kidney stones. The drugs are histone deacetylase inhibitors or HDAC inhibitors. Researchers found that two of them — Vorinostat and trichostatin A— lower levels of calcium

and magnesium in the urine. Both calcium and magnesium are key components of kidney stones. “We are hopeful this class of drugs can dissolve kidney stones because its effects on reducing calcium and magnesium are exclusive to kidney cells,” said Jianghui Hou, an assistant professor of medicine at Washington University’s school of medicine in St Louis. In the mice, they achieved dramatic effects at a fraction of the dosage used to treat leukemia and without significant side effects.

Single enzyme triggers diabetes Computer to help spinal cord injury victims walk WASHINGTON: A single enzyme promotes the obesity-induced oxidative stress in the pancreatic cells that leads to pre-diabetes and diabetes, researchers have discovered. The drugs that can interfere with this enzyme can prevent or even reversing diabetes. The enzymatic action by 12lipoxygenase (12LO) is the last step in the production of certain small molecules that harm the cell.

“Our research is the first to show that 12-LO in the beta cell is the culprit in the development of pre-diabetes, following high fat diets,” said principal investigator Raghavendra Mirmira from Indiana University’s school of medicine, Indianapolis. For the study, researchers genetically engineered mice that lacked the gene for 12LO exclusively in their pancreas cells.Mice were either fed a lowfat or high-fat diet.

or helping people with spinal cord injury walk better, researchers have made an artificial connection from the brain to the locomotion center in the spinal cord using a computer interface as bypass. This allowed participants to stimulate the spinal locomotion center using volitionally-controlled muscle activity and to control walking. Neural networks in the spinal cord, locomotion center are capable of producing rhythmic movements even when isolated from the brain.

The brain sends commands to the spinal locomotion center to start, stop and change walking speed. In the study, the computer interface allowed subjects to control

magnetic stimulator that drive to the spinal locomotion center using volitionally-controlled muscle activity and to control walking in legs.
