US hails India in MTCR Washington says Delhi has demonstrated a sustained commitment to nonproliferation and has an effective export control system in place IANS, WASHINGTON

he US has welcomed India joining as the 35th member of the Missile Technology Control Regime (MTCR), saying New Delhi has demonstrated “a sustained commitment to nonproliferation”. Elizabeth Trudeau, director, Press Office, at the US State Department, to a question also said that all the MTCR members, including the US, agreed that India’s membership “would strengthen international nonproliferation”. She said: “India has demonstrated to all MTCR partners a sustained commitment to nonproliferation and it has a legally based effective export control system that puts into effect the MTCR guidelines and procedures and administers and enforces such controls effectively. “All 34 current members, including the United States, agreed India

The MTCR membership is seen as a step forward in India’s recognition as a legitimate nuclear power after New Delhi conducted its atomic tests in 1998. India had applied in 2008 for the membership of the elite club that
controls exports in missile technology and unmanned delivery systems of atomic or other weapons of mass destruction. The group was set up in 1987 to limit the spread of unmanned systems for delivering weapons of mass destruction. India’s long wait to join the MTCR actually ended in Washington earlier in June during Prime Minister Narendra Modi’s US trip when a deadline for members of the grouping to object to India’s admission expired on June 6. None of the group’s 34 members raised any objections, paving the way for India’s smooth entry into the bloc of which China is still not a member. China along with other nations like South Africa, Norway, Brazil, Austria, New Zealand, Ireland and Turkey last week blocked India’s entry into the Nuclear Suppliers Group (NSG) — one of the four multilateral export control regimes.
‘Don’t throw tantrum after NSG setback’ BEIJING: A Chinese daily on June 28 urged India not to throw tantrum after failing to join the NSG and said Western adulation had made New Delhi “a bit smug in international affairs”. The Global Times said that at least 10 countries, not just China, had opposed India’s attempt to become a member of the Nuclear Suppliers Group (NSG) at Seoul. It said India wanted to be the first exception to join the NSG without signing the Nuclear NonProliferation Treaty (NPT). “US backing adds the biggest impetus to India’s ambition. By cosying up to India, Washington’s India policy actually serves the purpose of containing China,” it said. “The US is not the whole world. Its endorsement does not mean India has won the backing of the world. This basic fact, however, has been ignored by India.” Saying some Indian accusations do not make any sense, it said New Delhi’s reaction seemed to indicate their national interests can override principles recognized by the world.

espite strained US-Iranian ties, US Secretary of State John Kerry has praised Tehran for being “helpful” in the mission to stamp out the Islamic State terror group in Iraq. Asked if Iran’s influence in Iraq was “more helpful or more harmful” at the Aspen Ideas Festival in Colorado, Kerry gave an unexpected response. “Look, we have challenges with Iran as everybody knows and we are working on those chal-
lenges,” RT online quoted Kerry as saying. “But I can tell you that Iran in Iraq has been in certain ways helpful, and they clearly are focused on IS, and so we have a common interest, actually.” Islamic State’s power has been on the wane in Iraq, particularly in the volatile Anbar province, where a coordinated effort by Iraqi ground forces and American air power has weakened it. The Americans believe that cooperation between Tehran and Washington can only go as far as fighting
the IS, each for its own ends. The US has also accused Iran of helping the Americans in Iraq in order to quietly secure a route to its allies in Syria. The Obama Administration is currently split on some key

Let this vote not become a splinter in the side. Colonial arrogance did play a part and much of the United Kingdom that voted to ‘Leave’ have done so because they feel they are being robbed, in many ways, by the migrants and, after the pound stops

If there is a price to pay, they seem ready to go Churchillian once again and fight in the streets (one hopes not literally) and will take it on the chin so long as they ‘get back’ their country. It is not xenophobic to recognize that the high level of tolerance that Britain usually shows has been whittled to the bone and the ‘friggin’ furriner’ is now a legitimate
target. That immaculate patience has drained away. The borders will close. Ironically and sadly this has happened against the expected run of play at a time when Donald Trump is singing much the same tune from across the pond. The same day Obama has lost the immigration Bill on a tied vote that affects 11 million illegal immigrants in the US. This British referendum, to a large extent, is a racial one and while we might all put the 350 billion pound spin on it and play let’s pretend it is really a vote for underscoring the ‘them’ and’ us’ factor. Remember two elements. Scotland and Ireland have their own agendas and have voted to stay in the EU because that’s the logical step towards independence.

The next three months will be crucial for the country when the new team at 10 Downing Street begins their talks to find out new deals to protect the country’s interests. But the question is how united the Kingdom will be to begin the talks. The Balkanisation has already started as Scottish First Minister Nicola Sturgeon has mentioned a Second Independent Referendum and Northern Ireland First Deputy Minister Martin McGuinness seeks a vote on an Irish border for a United Ireland.

New Digital Literacy Mission soon for 60mn in rural India
The government plans to launch a new digital literacy mission scheme for rural India to cover around 60 million additional households within the next three years IANS, NEW DELHI

ndia will soon launch a Rs 1,800 crore ($265 million) Digital Literacy Mission for 60 million people in rural areas as another initiative to bridge the gulf between those who have access to and can use computers and the Internet and those who don’t, a top official has said. “The government will spend Rs 300 each on training 60 million people, which would total around Rs 1,800 crore,” said Dinesh Kumar Tyagi, chief executive officer, of CSC e-Governance Service India, a holding company to fund and monitor India’s common services centres scheme. “These 60 million people form almost 40 per cent of our rural population. The government target is to make each of these 60 million rural people digitally literate in three years. An approval from the cabinet is expected by end-July,” Tyagi told IANS in an interview. CSC e-Governance Service India has been promoted by the Department of Electronics and Information Technology to also implement

million additional households within the next three years,” the finance minister had said. Tyagi said that the new scheme will be separate from the National Digital Literacy Mission towards which the CSC e-Governance Service India has already trained three million people across the country till date. “This year, with the help of village level entrepreneurs, another 2.25 million people will get training. These common services centres are delivering government-to-citizen and business-to-citizen services to the semi-urban and rural people,” he said. A key component of the Digital India initiative, common services centres are access points for the delivery of various electronic services to villages, thereby contributing to a digitally and financially inclusive society. “The objective of these centres is to provide non-discriminatory access to e-services for rural citizens, utilising the backend infrastructure already created in terms of other mission mode projects,” Tyagi said.

he breeding of the highlyendangered snow leopard in the Himalayan nature park in this picturesque Himachal Pradesh resort is set to begin with zoo authorities in Darjeeling agreeing to lend it a pair. “The Padmaja Naidu Himalayan Zoological Park in Darjeeling is providing us a pair of snow leopards for conserving bloodlines of the highly endangered species in the participatory zoos,” state Chief Wildlife Warden
S.S. Negi told IANS. “We are waiting for permission from the Central Zoo Authority (CZI) to bring one male and one female leopard to Kufri,” Negi said. “After matching their bloodlines,
The snow leopard population is estimated to be 28 in Spiti and its nearby areas, and 29 in the rest of the state we can go for their breeding at Kufri,” he added. Besides the Darjeeling zoo in West Bengal, a zoo in Sikkim and Uttarakhand each are the other places in the country with elusive snow leopards, a species whose survival is
challenged by poaching and habitat loss. In 2004, snow leopard Subhash and his sibling Sapna were brought to Kufri, 15 km from the state capital Shimla, from Darjeeling under an exchange programme. Officials said the breeding programme couldn’t be initiated as they belonged to the same bloodline. Sapna died of disease in 2007. Earlier, a female snow leopard had died in Kufri zoo. That feline was discovered as a cub by the shepherds in the Spiti Valley in LahaulSpiti district in 1998 and was reared in the park. After remaining in forced celibacy since his maturity, Subhash was shifted to Darjeeling in 2013 for the ongoing breeding conservation programme. “After initial hesitation, Subhash is now part of the programme,” said an official.

Indian American helps create novel tech NEW YORK: Researchers, including one of Indian-origin, have developed a technology that may aid in driving drugs or nanoparticles to injured areas of the brain, leading to new therapeutics for traumatic brain injuries. “Current interventions for acute brain injury are aimed at stabilizing the patient by reducing intracranial pressure and maintaining blood flow, but there are no approved drugs to stop the cascade of events that cause secondary injury,” said lead author Aman Mann from the Sanford Burnham Prebys Medical Discovery Institute in California. His team found a peptide sequence of four amino acids, cysteine, alanine, glutamine, and lysine (CAQK), that recognises injured brain tissue. In mouse models of acute brain injury, this CAQK carried the drugsized molecules and nanoparticles to the damaged areas.

A brand new way to cut violence against women NEW YORK: Manufacturers of feminine hygiene products, including tampons and sanitary products, could generate vital funds for effective programmes that prevent violence against women, say researchers led by one of Indian origin. Physical and sexual violence is a public health problem that affects more than one-third of all women, equivalent to at least a billion women globally, according to World Health Organization (WHO). Consequences of such violence include physical injuries, psychological trauma and also results 43,500 untimely deaths a year worldwide, the researchers said. Effective programmes and strategies to prevent domestic and sexual violence are “hugely underfunded,” said S.D. Shanti, Associate Professor at A.T. Still University in the US. The tampon making industry with its “huge market of essential goods”, could dedicate a part of their revenues to support public health programmes that prevent violence against women. Global annual sales of feminine hygiene products are projected to total $15.2 billion by 2017. On the other hand, lost productivity related to such violence against women diminishes the world’s gross domestic product by 3.7 percent. Even 0.5 percent of sales when donated to the United Nations could generate huge vital support for programmes in desperate need of funding, Shanti added. The United Nations Trust Fund to End Violence Against Women received grant requests of
$1.1 billion. However, they were awarded only $8.4 million — less than 1 percent of the demand. This scenario highlights the widespread problem of insufficient funding for public health in general and especially for violence against women because of the stigma attached, Shanti explained. While any business can support the prevention of violence against women, the tampon manufacturing industry is “uniquely positioned to engage in corporate social responsibility by investing in the health of women, and reducing the harm and costs associated with violence,” Shanti said. “It is only right that tampon manufacturers give something back to their customers, as long as these costs aren’t simply passed on to consumers,” Shanti noted.

Court orders Mallya to appear on July 29 MUMBAI: A Mumbai Special Court on Wednesday ordered Vijay Mallya, head of the defunct Kingfisher Airlines, to appear before it on July 29 regarding money laundering cases filed against him. Special Judge P.R. Bhavake told Mallya, now in Britain, to appear before him at 11 a.m. on July 29.
In the Proclamation Order published in Mumbai newspapers, Judge Bhavake said Mallya had committed an offense punishable under the Prevention of Money Laundering Act, 2002. Attempts to serve an arrest warrant on Mallya failed as he “cannot be found” at a care of address of Kingfisher Airlines office in south Mumbai. The Special Court was satisfied that Mallya had “absconded and is concealing himself to avoid the service of the (arrest) warrant” as per the order. Earlier this month, the court declared him a proclaimed offender. Mallya, 60, owes over Rs.9,000 crore to various banks. He left India on a March 2 using a diplomatic passport and is currently in the UK. The Enforcement Directorate is also seeking to invoke the India-United Kingdom Mutual Legal Assistance Treaty (MLAT) to extradite Mallya.

MUMBAI: The Maharashtra State Women’s Commission (MSWC) on Wednesday rejected a reply by Bollywood actor Salman Khan on his recent rape comments and summoned him in person on July 7, a top official said here. In his letter dated June 28 - submitted through his lawyer - Khan said that since the matter is before the National Commission for Women, it should not be continued with MSWC to avoid duplication. “We have concurrent powers just the way the NCW has. This matter can be heard at the state level too. Therefore, his version is invalid,” said MSWC Chairperson Vijaya Rahatkar.

Murugadoss, who presented Aamir Khan in the famous eight-pack abs look in “Ghajini”, decided to add a temporary scar on Sonakshi Sinha’s face for her role in “Akira”. He says it was done to depict the character’s painful past. The film’s poster features Sonakshi with a scar near her right eye. Explaining the reason behind it, Murugadoss said in a statement: “In life, every scar that occurs on our body has a story behind it. Similarly, Akira has a past wound that has dried up and remains a scar now.
“The moment we see her face we should come to know that she has had a painful past. That’s why I created the scar under her eyes.” Sonakshi is said to have performed high-octane action scenes for the film, which is the remake of Tamil film “Mouna Guru”. Her character hails from the town of Jodhpur, and arrives in Mumbai to further her education and with hopes to erase the scars of an unsettling childhood. ‘Raman Raghav 2.0’: Cleverly crafted, compelling

aman Raghav 2.0” is Anurag Kashyap’s take on the psychotic serial killer Raman Raghav who terrorised Mumbai during the late 1960s. He had apparently bludgeoned 41 people to death using a bent iron rod. This is not a biopic but a twisted fiction that encapsulates the life of two soulmates; the scar-faced serial killer Ramanna who also called himself Sindhi Dalwai, and the addicted to drugs Police Inspector, Raghavendra Singh Ubbi who was initially investigating the killings. Narrated in a linear fashion and set in 2013, the narration begins in a nightclub with pounding music

intertwined. It also overturns expectations in the finale, to create an impactful and convincing drama. The story, written by Anurag Kashyap and Vasan Bala, is typically Anurag’s overture. Their plot is packed with grisly crime, dark characters in forbidding territory and dialogues that humourously engage the audience. It broadly deals with the morality of killing, which is seen from two aspects; that of an unhinged killer and the other from the view of a lawkeeper. But it is Nawazuddin Siddiqui as Ramanna and Vicky Kaushal as Raghave. Overall, “Raman Raghav 2.0” is a cleverly crafted and compelling film.

Bal Vihar of St. Louis celebrates Yoga Day BY A STAFF WRITER T LOUIS, MO -- The Center for Indian Cultural Education, also called Bal Vihar of St. Louis, hosted the 2nd International Day of Yoga on June 26 in St. Louis, MO. The event aimed at highlighting the important role healthy living plays in the realization of the Sustainable Development Goals adopted last year by all 193 UN Member States. Last year, Bal Vihar celebrated the 1st International Day of Yoga on June 21. The event was held at the Mahatma Gandhi Center, located in Manchester, MO, between 8 am and 12:30 pm. It was a great success, with close to 175 people participating and collectively performing about 1750 Sun Salutations. Bal Vihar youth and families, school yoga teachers, local community leaders, leading professional yoga instructors, and many community people from all walks of life, participated in Sun Salutation sessions and in workshops in Iyengar Yoga, Restorative Yoga, and Chair Yoga. The workshops were very popular and well attended. Under the guidance of the

Hillary has soft corner for STEM graduates BY A STAFF WRITER ASHINGTON, DC-As President, Hillary Clinton would support the automatic granting of green cards, or permanent residency, to foreign students who earn advanced STEM degrees in the US. Clinton, the presumptive Democratic presidential nominee, said she wanted the US to “staple” green cards to the diplomas of non-citizens who earn master’s or Ph.D. degrees in STEM fields (science, technology, engineering or math) “from accredited institutions.” This agenda is big on improving computer science education and is modeled after some of President Barack Obama’s efforts, such as training 50,000 computer science teachers in the next 10 years. But the topic that may get the most focus is immigration. Clinton’s “staple” idea isn’t new. It’s what Mitt Romney, the 2012 GOP Presidential nominee, supported. It has had bipartisan support in Congress. Broadly, a diploma/green card policy would allow new graduates to bypass temporary H-1B work visas and move from student visas to green cards. The graduates will need to have jobs lined up in order to qualify, and the proposals may require a waiting period. Clinton’s plan has no specifics. Even so, the idea is controversial. Critics will say the provision would be hard to control, could foster age discrimination and is likely to put pressure on IT wages. If a “staple” policy went into effect, colleges would likely recruit foreign students

Swaminarayan Temple’s mite for poor patients BY A STAFF WRITER ECAUCUS, NJ -- Congregation members of the Secaucus Shree Swaminarayan Temple spent their June 25 afternoon volunteering with MedShare International, a fellow nonprofit organization committed to improving healthcare and the environment through the recovery and redistribution of surplus medical supplies and equipment to those most in need. The North East Regional Headquarters is located just a few short steps away from the temple and members of the temple were thrilled to partner with a neighboring nonprofit organization with similar core values of service, giving, and being environmentally conscious. The volunteers packed over two tons of medical supplies for underserved hospitals and clinics in Ethiopia, Mauritania, New Guinea, Turkey, Ecuador, Nigeria, Guatemala, and Kenya. In total, the volunteers packed over 2,500 units of medical supplies in 324 boxes with a total weight of 4,102 pounds; a record for the North East Regional MedShare Headquarters. James White, regional director for MedShare, when describing the organization, said that “MedShare is a volunteer-based organization which collects surplus medical supplies from hospitals, doctors, and distributors. We have three sites with only 47 employees and the 19,000 volunteers truly make it

possible. So far, we have shipped 1,345 containers to over 97 countries and these figures are constantly growing.” While explaining the impact of doing service at MedShare, James White explained that, “These gloves or any medical supplies you are boxing, will directly reach someone in need. Indian prof gets funds for lung cancer study BY A STAFF WRITER OS ANGELES, CA -- Keck Graduate Institute (KGI) professor Dr. Animesh Ray has been approved a grant by the Department of Defense for a study on lung cancer drug resistance, which aims to examine the emergence of therapy resistant forms of lung cancer using state-of-the-art advances in genomic technology. The proposed research study by Ray is titled “A novel approach to understand and prevent the evolution of drug resistant lung cancer cells: A feasibility study,” according to a press release by Californiabased KGI.

The reemergence of drugresistant lung cancers in patients who initially responded to the therapy is a major cause of death. Many lung cancer patients who exhibit the spread of cancer to other parts of the body do respond well to treatment with antiDr. Animesh Ray cancer drugs. developed resistance to the drug(s) used to treat the original cancers. There is an urgent need to understand and prevent such re-emergence of drug resistant cancers. The idea of this research project is based on a National Science Foundation-supported previous study he completed in his lab on a model organism-baker’s yeast-that showed there exists a previously unappreciated degree of robustness in the genome to deleterious onslaughts.

The award was presented by Matthew A. Baxter, founder of the Cunniff-Dixon Foundation. One of three doctors to receive the award nationally, Sharma is particularly interested in the way race/ethnicity influences doctor-patient communication about end-of-life care in the hospital. Referring to those who allegedly refuse to take back illegal immigrants caught by the Department of Homeland Security, he said: “Stop issuing any kind of visas, including Green Cards, H-1B, F-1 student and visitor visas.” Grassley is not exactly on the same lines as his more famous Republican Party member Donald Trump, who has proposed a ban on visas on all countries who have terrorist links, but his declaration is a highly controversial one, especially since the list of countries he is proposing to introduce this ban includes India, one of the key allies of the US. Grassley wants to discontinue issuing immigrant and non-immigrant visas to citizens from 23 countries, including India and China, while accusing them of being non-cooperative in taking back illegal immigrants. “Dangerous criminals, including murderers, are being released every day because their home countries will not cooperate in taking them back,” Grassley wrote in a letter to the Homeland Security Secretary Jeh Johnson. In fiscal year 2015 alone, 2,166 individuals were released in the US because of this decision by recalcitrant countries who refuse to take back their nationals, Grassley, who is also the Senate Judiciary Committee Chairman, said. He added that more than 6,100 were released in the preceding two years. Currently, the top five recalcitrant countries are Cuba, China, Somalia, India, and Ghana, Grassley said. In addition, US Immigrations and Customs Enforcement is monitoring another 62 nations where cooperation is strained, but which are not yet deemed recalcitrant. In the letter to Johnson, Grassley reminded him that Congress addressed this problem when it enacted section 243(d) of the Immigration and Nationality Act. “Under section 243(d), the Secretary of State is required to discontinue granting immigrant or non-immigrant visas to a country upon receiving notice from you that the country has denied or is unreasonably delaying accepting a citizen, subject, national or resident of that country,” he said. He added: “This tool has been used only once, in the case of Guyana in 2001, where it had an immediate effect, resulting in obtaining cooperation from Guyana within two months.”

IYD, a poor show in Chicago

he Second International Yoga Day(IYD) was celebrated by the Consul General of India in Chicago on June 25 in the City of Sandwich, a city 65 miles away with a good 90 minutes’ drive from the City of Chicago. The celebration was inaugurated at 10 am by Consul General and preceded by the remarks by Hardik Patel, chief information officer of State of Illinois, Swami Ishatmanandji of Vivekanand Vedanta Society and Deepak Kant Vyas, owner of Timber Creek Inn. The owner of the Inn contributed the whole cost of event, including, hall, free rooms and food served to participants and event attendees. The City of Sandwich officials, including Mayor, Police Chief, Economic Development Director, eight Aldermen, Nimish Jani, graced the event and addressed the attendees.
While Consulate General tried feebly and faintly to convince, support and justify the location of the event--Timber Creek Inn in City of Sandwich--and could not quench the curiosity of the community for the selection of the location. Consul General urged the participants to join hands to spread the message of peace, harmony and understanding among communities. Hardik Bhatt, CIO of Illinois State appreciated the efforts and outreach to celebrate and expressed his support for the cause of yoga. A special band, march past and Guard of Honor done by City Of Sandwich army veterans was spectacular. The national anthems of India and USA were played for the occasion. Many speakers expressed the mental, physical, spiritual and emotional benefits of Yoga. The powerful oration by Swami Ishatmanandji was of motivating and informative about yoga. Consul General(CG) of India, and team of more than thirteen supporting organizations, miserably failed to attract
the participant/attendees. The pathetic attendance of around 300 or less at the inaugural session, were addressed by CG. He stated that now Yoga had become a people’s mass movement, though unfortunately It was seen missing in Chicago land area celebration. The participation for the event thinned to around 100 by the lunch time and
invited more than 35 people on stage for the release of commemorative souvenir for the occasion, with a welcome message by Deepak Vyas. Inviting people on the stage was a gesture of thanking participants for their generous support to the Consul General Office. Many proclamations were read on

Unfortunately no sincere efforts were made to spread the message of Yoga, awareness of Yoga, training and teachings of Yoga in Chicago in comparison to other cities in the world. Failure to connect with the community and poor organizing skills were prevalent. The Yoga celebration flyers, brochures and press releases claimed that there will be 3000 participants but only 300 people attended the celebration--a mere 10% of the projected and declared numbers.

A book exhibition, photo exhibition, screening of documentary on History of Yoga, Surya Namaskar demonstration, Chair Yoga, Raj Yoga Hath Yoga and Yoga for beginners was also scheduled for the event.
