US to sell Harpoon missiles to India WASHINGTON: The United States Government has notified the United States Congress of its plans to sell to India 22 anti-ship missiles at an estimated cost of $200 million, saying it would help strengthen the US-India strategic relationship. The Pentagon’s Defense Security Cooperation Agency, which handles foreign arms sales, said it had delivered the required certification notifying Congress of this possible sale following approval of India’s request by the State Department. India, it said, has requested a possible sale

ne of the largest ethnic organizations in the United States, representing about 100,000 Indian doctors settled in the U.S. is working on a plan to help India improve its health services in a coordinated fashion. The outlines of the plan were discussed with India’s new health minister, Dr. Harsh Vardhan, at a strategic planning session during the annual convention of the American Association of Physicians of Indian Origin (AAPI) in San Antonio, Texas last week. “What he wants us to do is to get a firm written commitment from AAPI members about what they can do in India,” Dr. Jayesh Shah, who handed over charge to the new AAPI President Dr. Ravi Jahagirdar at the convention, told IANS in an interview. “Whether they want to spend two days or one week a year in India or want to give money or go to a university to provide continuing medical education (CME) or want to do camps there, they should give a firm commitment.” Once AAPI compiles that data, Vardhan has promised to get “all these things done” through the “Swasth India Portal”, which was officially launched by Vardhan dur-

AAPI also has a partnership with the American College of Physicians (ACP) to develop education networks. Another key achievement from advocacy stand point was winning support for J-1 exchange visa waiver program that would allow international medical graduates from India to continue to stay in the U.S. after completion of their studies.

But by openly disapproving of such sections in the saffron ranks, the Modi government has shown an assertiveness which is not common among the Indian politicians who tend to take the line of least resistance, especially where conservative sensibilities are concerned. However, by sidelining some of the key preferences of the Hindutva camp on matters of religion such as the Ram temple, or on the social scene such as women’s dresses, the government has underlined its wish to follow a new course, which is markedly different from what used to characterize the BJP and the RSS in the 1990s when the traditionalists held sway. Modi can be said, therefore, to have prevailed against the traditionalists. His trump card is economic revival. If the growth rates go up and there is hope that the employment situation will improve, his acceptability will be even wider than at present even if his “bitter medicines” in the shape of extracting user charges from the public are criticized by his political opponents. But outside the field of economics, Modi’s main achievement may well be the taming of the saffron extremists.

Bangladesh to get disputed waters DHAKA: A United Nations court has ruled that most of the disputed 25,602 sq km exclusive economic zone and territorial waters in the Bay of Bengal belong to Bangladesh. In a press briefing on July 8, Bangladesh’s Foreign Minister A.H. Mahmood Ali has welcomed the ruling, saying it was a “victory for both sides”. “The Permanent Court of Arbitration (PCA) verdict awarded us with 19,467 sq km out of 25,000 sq km disputed area with India in the Bay of Bengal,” he said at a press briefing. The official said the island, known as New Moore Island to the Indians and South Talpatti Island to the Bangladeshis, has fallen in India’s part of the Bay of Bengal. The Bangladeshi government Monday received the copy of the verdict from the PCA on the maritime boundary dispute between Dhaka and New Delhi, Xinhua reported. Dhaka lodged the case against New Delhi with the PCA in October 2009 as both the countries failed to come to a solution in the past decades since Bangladesh’s independence in 1971. The court conveyed its verdict to both the parties Monday but imposed an embargo on making it public before 24 hours as part of its rules.

Nepal seeks two ALH Dhruvs from India KATHMANDU: Nepal has proposed purchase of two advanced light helicopters (ALHs), generically named HAL Dhruv, from India at a highly subsidized price. The Nepali proposal, forwarded at the 11th Bilateral Consultative Group meeting here, envisages a 40 percent down payment by Nepal and an Indian waiver on the remaining 60 percent, a top diplomatic source told IANS following the conclusion of the two-day talks on July 7. The Indian side was reportedly positive on Nepal’s request but detailed negotiations for procuring the ALHs will be carried out later. Lucman is a talk show host on the channel ARY News, Dawn online reported. roposing to hike the tax exemption limit by `50,000 for all individuals, Finance Minister Arun Jaitley on July 10 presented the national budget for this fiscal with concerns over economic slowdown while promising bold corrective measures to unburden the poor from rising prices, revive investor confidence and cut excessive expenditure. “People of India have voted decisively for change,” Jaitley said in what was the maiden budget for himself and Prime Minister Narendra Modi’s government. “Steps I unveil in the budget aim at 7-8 percent growth over the next threefour years, lower inflation, less fiscal deficit and a manageable current account deficit.” The finance minister said he proposed the tax exemption limit for individuals below 60 years at `250,000, subject to parliament’s approval, and `300,000 for senior citizens. Deductions allowed under various heads such as investments in insurance, pension and house rent are also proposed to be raised by `50,000 to `150,000. The minister said given the state of the economy today, high inflation, low growth and moderate rise in tax collections, the fiscal deficit target of 4.1 percent of India’s gross domestic product set by his predecessor P. Chidambaram was a “daunting” task. “But I have decided to accept this target as a challenge,” he said, adding he will seek to further bring

Among the various measures, Jaitley announced a national multi-scale programme called Skill India for providing training to youth and their employment, a national irrigation scheme and a smart city with an investment of over $1 billion as part of the larger plan for 100 such projects. He also announced many other schemes, such as one to help farmers realize right prices for their produce, at least four more institutions modelled on the All India

Institute of Medical Sciences (AIIMS), more money for people’s welfare, many new airports on public-private partnership mode, a target of total sanitation in five years, greater autonomy for banks and higher investments by staterun enterprises. OPPOSITION SLAM BUDGET Opposition parties on July 10 criticized the union budget, saying it did not reflect the aspirations of the common man. “The budget does not reflect the aspiration of the common man. Most of the announcements are ministry programmes, which the finance minister is announcing encroaching upon their domain,” Congress leader Veerappa Moily told IANS. Congress leader Shashi Tharoor said it lacked direction. “There is no policy direction in the budget. There are no clear measures to improve revenue deficit,” Tharoor told IANS. Nationalist Congress Party chief Sharad Pawar termed the budget disappointing. “The announcements made in the budget are only a bouquet of words. There are no real measures,” said Pawar.

In the railway budget presented to parliament Tuesday, Railway Minister D.V. Sadananda Gowda unveiled many new measures to make Indian Railways, which runs about 20,000 trains and ferries 23 million passengers daily, a modern, efficient and commercially viable utility. He presented proposals, subject to parliamentary approval, for introduction of 58 new trains, paperless office in five years, digital reservation charts, wi-fi in select stations and trains, wake-up call for passengers, separate freight terminals, office-on-wheels for business travelers, more money for cleanliness and safety, food courts at stations, expansion of rail tourism and better connectivity in hilly areas and northeastern states. He also promised a diamond quadrilateral project of high-speed rail connectivity between the four metros. He said some identified stations will be developed like modern airports. Many economies world over are supported by tourism. In order to give a major boost to tourism in India, the facility would be introduced in a phased manner at nine airports,” Jaitley said while presenting the budget for 2014-15. He also said the necessary infrastructure would be put in place within the next six months. “Travel authorization facility would be extended in a phased manner. This would further facilitate the visa on arrival facility,” he said. Earlier this year, India has also extended visa on arrival (VoA) facility to 180 countries and barred eight countries from this service. These eight countries - Pakistan, Sudan, Afghanistan, Iran, Iraq, Nigeria, Sri Lanka and Somalia - are categorized as “sensitive countries”. The implementation of visa on arrival to all these countries is expected to start by the end of this year.

India currently offers visa on arrival to tourists from 11 countries: Finland, the Philippines, Singapore, South Korea, Vietnam, Laos, Myanmar, Indonesia, Luxembourg, Cambodia and Japan. This facility is available at international airports of Delhi, Chennai, Kolkata, Mumbai, Kochi, Hyderabad, Bengalore, Kochi and Thiruvananthapuram.

DUTY FREE BAGGAGE ALLOWANCE HIKED

NEW DELHI: To encourage tourism, Finance Minister Arun Jaitley Thursday proposed an increase in duty free baggage allowance limit from `35,000 to `45,000. Earlier, anyone above 12 years visiting a foreign country for even three days was allowed to bring goods worth up to `35,000 without paying any duty.

Ganga development fund gets `20.37 billion

NEW DELHI: Finance Minister Arun Jaitley announced an integrated Ganga development project with a budget of `20.37 billion. The project will be called Namami Ganga, Jaitley announced in his maiden budget. He announced that a NRI fund for conservation of river Ganga will be set up. “#FM announces Namami Ganga, an integrated Ganga Development Project; `20.37 bn set aside for this,” tweeted PIB.

Another tweet said: “#FM: NRI fund for conservation of river Ganga to be set up.” Ganga, a 2,525-km river which flows from the Himalayas to the Bay of Bengal and is considered holy by majority of the Hindus, has been on top of the National Democratic Alliance government’s agenda.

Named the “Statue of Unity”, it will be erected in appreciation of Patel’s distinct contribution to uphold the integrity of India. “To support the Gujarat government in this initiative to erect the Statue of Unity, I propose to set aside a sum of Rs.200 crore,” Jaitley said while presenting the union budget here.

CBI to probe Jiah Khan’s mystery death MUMBAI: Thirteen months after actor Jiah Khan was found dead in her Mumbai home, the Bombay High Court Thursday ordered the city police to hand the case over to the CBI. A division bench of Justice V.M. Kanade and Justice P.D. Kode ordered the Central Bureau of Investigation (CBI) to take over the probe from a Special Investigation Team (SIT), on a plea filed by Jiah’s mother Rabia Khan last October. “The case is handed over to CBI for further investigations and to assess whether Jiah Khan committed suicide or was murdered,” the division bench said. Not satisfied with the probe, Rabia Khan had moved the high court, submitting reports by independent experts to support her contention that Jiah was murdered. The court also pulled up the CBI for its reluctance to take up the case investigation on grounds of shortage of manpower, as stated by CBI counsel. “It is not expected of CBI to come out with such an excuse, that they do not have enough officers to conduct a probe. In a country of one billion people, an agency like CBI should not take such a stance otherwise, where will the citizens go to seek justice,” said Kanade Police however again stated that Jiah had committed suicide and charged Sooraj for abetting it. Fearless in her quest for solving the truth behind her daughter’s death, Rabia mentioned several circumstances in her petition which indicated that Jiah could have been killed, and how police had allegedly refused the opinion of a private forensic expert she had provided.

RBANA (IL) — A 26-yearold man who slashed A.U. Dhammika Dharmapala’s throat while making an apparent reference to the victim’s race, was sentenced to 20 years in prison on June 16. Joshua Scaggs will have to serve at least 17 years for the attempted first-degree murder of 44-year-old Dharmapala, a University of Illinois law professor. Dharmapala, a US citizen of South Asian origin, was sitting in the Illinois Terminal in downtown Champaign waiting for a train to Chicago about 5.40 am on December 7, 2011, when Scaggs jumped from a nearby seat and lunged at him with a knife, shouting “This is my country. I will kill you.” Scaggs retreated for an instant before plunging the knife into Dharmapala’s neck. ILES (IL) -- A stolen golf cart that was reportedly discovered at the home of a Niles boy led the Park Ridge police to arrest 10 youths in connection with the crime. The cart was reported stolen on May 22 from the Park Ridge Youth Campus, 733 N. Prospect Ave., by employees of the Park Ridge Park District who were working on the site. Park Ridge Police Cmdr. Jason Leavitt said the employees observed someone riding the golf cart off the property and heading north on Prospect Avenue. Leavitt said investigators learned that several incidents of vandalism had occurred on the Youth Campus property as well, including building windows broken by rocks or tools, with graffiti and other damage estimated at $12,800. The police located the stolen golf cart the following day at the Niles home of a 12-year-old boy who was charged with theft, criminal damage to property and criminal trespass. “The investigation into that led to the other nine [suspects],” Leavitt said. Another 12-year-old Niles boy was charged with burglary, criminal damage to property and criminal trespass, while the police also leveled charges of criminal damage to property and criminal trespass against two other 12-year-olds from Niles and three Park Ridge boys, ages 12, 13 and 14. Charged with criminal trespass were two 14-year-old Park Ridge boys and a 12-year-old from Niles. The charges were announced on July 7. All will appear before the Park Ridge Peer Jury soon.

O’Hare People Mover train to change route till November

HICAGO (IL) -- Some travelers flying out of O’Hare International Airport may have to give themselves more time before their flights, starting next week when the People Mover train will stop serving the economy parking lots. Through October, the train will operate only among the four passenger terminals, city officials are alerting travelers. Drivers using the economy parking lots will need to ride shuttle buses between the lots and

the airline terminals, according to the Chicago Department of Aviation. The People Mover will shut down from July 14 night and shuttle buses will operate between economy parking lots E and F and Terminals 1, 2, 3 and 5, officials said. Beginning July 15 morning, and until November, the automated trains will operate only among Terminals 1, 2, 3 and 5. The trains will not operate between Economy lot E and Terminal 5, which is the international terminal.

The service changes are needed to accommodate a bridge project for the Balmoral Drive extension of the People Mover into O’Hare. During the next 3 1/2 months, shuttle buses will run between the lot E station and terminals 1, 2 and 3, along with a separate shuttle from lot E directly to and from Terminal 5. Shuttle buses will also be provided between Parking Lot F and Terminals 1, 2 and 3, along with a shuttle service directly to and from terminal 5.

AST LANSING, MI — Sanjay Gupta will soon take over as acting dean of the Eli Broad Business College at Michigan State University (MSU), as per approval from the MSU Board of Trustees. The position of acting dean designate became official on July 1, and the Indian American professor will later become the acting dean on August 1. Gupta’s current position in the college is as the associate dean of MBA and professional master’s programs. He has a clear image of three things he’d like the college to build upon — recognition, reputation and rankings. “I want to build on the recognition of our brand, strengthen the college’s reputation and increase the rankings of all our programs,” he says. “And all points are for everyone to help with through engagement, execution and excellence.” Gupta first joined the university as the chair of the accounting and information systems department in July 2007. Prior to coming to MSU, Gupta held various positions at Arizona State University, such as first Henry and Horne Professorship in Accountancy and the Faculty Director of the Master of Accountancy and Information Systems and the Masters of Taxation programs. Roger Calantone, director of the institute for entrepreneurship and innovation in the college who has worked closely with Gupta, said Gupta’s work at Arizona State University, a university even larger than MSU, makes him a strong choice for the position of dean.

PRANA PRATHISTA FETE OF THE HINDU TEMPLE OF ST. LOUIS

T LOUIS-The Hindu Temple of St. Louis celebrated Prana Prathista Mahotsavam of Sri Ayyappa, Sri Kanyaka Pramesweri and Sri Veera Anjaneya (Sri Hanumanji) from June 6 to 8. Prana Pratishta literally means “establishing the life” within the sacred deity. Around 2,000 devotees from the states of Missouri, Illinois, Texas, Tennessee, Indiana, Kansas, Michigan and California experienced the divine energy through various spiritually related programs – Pujas, Homams, Ratha Utsavams of Kanyaka Paramesweri, Anjaneya, and Ayyappa, recital of Sunder kanda, devotional lectures, Siva-Parvathi Kalyanam, Pathinettu Padi Pooja and finally, Irumudi submittal to Lord Ayyappa. In order to maintain the tradition of the Hindu festival, the devotees were served banthi bhojan with banana leaves. Sri Ayyappa Prana Prathista began on June 6 with the formal handover of the ritualistic authority to Brahmasri Tantry Divakaran Namboodri by the Hindu Temple management. After this, the Tantry performed Prasada Shudhi, the rituals to purify the Maha Sannidhanam. Sri Ayyappa idol was formally handed over by the shilpis and the Tantry performed Jaladhivasam with an objective to emphasize the importance of water in our Vedas. Lord Ayyappa was in Jaladhivasam (water bed) for the entire night. The Tantries conducted Vaastu homam, Rakshobha homam and Vaasthu kalasa pooja for forgiveness and peace. The Tantries also performed Tantric style poojas to wade off the evil forces away from the Maha Sannidhanam. On June 7, Sri Ayyappa was taken out of

the water. The Tantries prepared the Idol for the next day’s Prana Prathista. Each and every ritual was performed to incorporate energy into the idol and finally the idol was covered with sanctified white cloth and put in a bed for rest the whole night of Saturday. On June 8, the Tantries focused their energies on conducting poojas for the Peetam for consecrating Sri Ayyappa on the Peetam (holy seat). At that time, Kalasa and navarathna sponsors brought the holy water and navarthnas to the Maha Sannidhanam. The Tantry placed the yantra and navarathnas alcove under the Peetam along with other sacred ingredients as part of the ritual. In the meanwhile, with rituals and chenda melam around, the chief shilpi opened the eyes of Sri

The grand finale of the Prana Prathista was Jeeva vahana, where the Chief Tantry with the assistance from the other Tantry and Temple priests consecrated Lord Ayyappa in the Peetam and secured the deity to its Abode using a paste of sacred ingredients. All happened in the midst of vadhiya gosha and sarana gosha of Geetha Mandalam group of Chicago and hundreds of devotees respectively that filled the air of the entire Temple. When the Tantri removed the white cloth, Nithya Brahmachari showered his blessings to all who were waiting this to happen in St. Louis for close to ten years. It was a moment of extreme vibration and the devotees were in full throttle to realize the presence of Lord

Ayyappa as if He came from Sabarimala to St. Louis to bless us. The divine energy was experienced by one and all. The Tantries did the alankarana of Lord Ayyappa with Maharaja ornaments and turban in the head (visiri madippu) in closed doors and opened the door for devotees for mangala arathi of Alankara priyan. When the Maha Sannidhanam door was opened, the entire Mahasannidhanam was filled with sarana gosha. Devotees witnessed the Shantha swaroopa Ayyappa in raja alankaram. The Tantris also consecrated Upadevatas of Sri Ayyappa Maha Sannidhanam – Sri Kannimoola Maha Ganapathy, Sri Nagaraja and Maligapurathu Manja Matha. On the evening of the Prana Prathista, The Tantry performed a special Padi Pooja to invoke the Padi as part of the Maha Sannidhanam which was witnessed by hundreds of devotees. It was a delightful experience to witness lamps on the holy steps that were already decorated with flowers. Kids sang “deva saranam” in synchronization of the Tantry’s pooja for every step. These 18 steps signify the spiritual path to self-realization. Sri Ayyappa Maha Sannidhanam is the second of its kind in the U.S with Sri Ayyappa in Shantha Swaroopa posture, the architecture of Sabarimala temple and the Sanctum Sanctorum resembiling Sabarimala. The Maha Sannidhanam also serves as a spiritual center for exhibiting Ayyappa avatars (forms) from five Ayyappa temples in India – Erumeli, Achankovil, Ariyankavu, Kulathupuzhai and Pandalam. The Prana Prathista Mahotsavama ended by a memorable, unique, once-in-a-lifetime ‘experience-the-divine-energy’ event in St. Louis, Missouri.

If you are a shift worker, donating blood could be an easy option to reduce the risk of heart disease, says a new study

he high incidence of heart disease seen in shift workers could be due to the tiredness resulting from the disruption to the body’s biological clock as jetlag has a severe effect on red blood cells. These effects can be counterbalanced by fresh, young red blood cells — making blood donations a potential therapy for shift workers,

Therefore, blood donations on a regular basis might be a very simple measure to help decrease the cardiovascular risk in human shift workers,” said Margit Egg from University of Innsbruck in Austria.
