The formidable impact of such changes, especially the one in the RSS, on the social and political scene is obvious. In a way, it will be on the scale of Mikhail Gorbachev’s perestroika (restructuring) and glasnost (openness) which brought the communist Soviet Union into the capitalist world. S President Donald Trump’s Supreme Court nominee Brett Kavanaugh repeatedly denied accusations of sexual misconduct that have threatened to derail his confirmation in an interview with Fox News. “What I know is the truth, and the truth is I’ve never sexually assaulted anyone,” Kavanaugh said in the interview this week. Kavanaugh’s wife, Ashley, said the allegations against her husband were “hard to believe”. “I know Brett. I’ve known him for 17 years... He’s decent, he’s kind, he’s good. I know his heart. This is not consistent with Brett,” she said. California professor Christine Blasey Ford has accused Kavanaugh of covering her mouth and trying to remove her clothing at a party in the early 1980s, when both were in high school. Kavanaugh and Ford were set to testify in front of the Senate Judiciary Committee on September 27. In the interview, Kavanaugh

emphatically denied Ford’s claim against him, saying that he was “never at any such party”. Kavanaugh added that he was
“not questioning and have not questioned that perhaps Ford at some point in her life was sexually assaulted by someone at some place, but
what I know is I’ve never sexually assaulted anyone”. He also denied a New Yorker report published on Sunday night in which classmate Deborah Ramirez said he exposed himself to her while they were students at Yale. “I never did any such thing,” Kavanaugh told Fox News. “The other people alleged to be there don’t recall any such thing. If such a thing had happened, it would have been the talk of campus.” Top Republicans, including Senate Majority Leader Mitch McConnell, have slammed what they described as a “smear campaign” orchestrated in part by Democrats. Trump has also repeatedly defended his nominee against sexual misconduct accusations, which he has called “totally political” and “one of the single most unfair, unjust things to happen to a candidate for anything”. Kavanaugh said in the interview that Trump had called him on Monday afternoon to say “he’s standing by me” and said he was confident that will remain the case.
US clears spending package to avoid govt shutdown WASHINGTON: The US House of Representative passed a government spending package worth $854 billion in an effort to avoid a government shutdown next month. The package was passed on Wednesday by a margin of 361 to 61, reports CNBC News. Although President Donald Trump raised the possibility of vetoing the legislation in recent weeks, he said “we’re going to keep the government open”, hours before Wednesday’s vote. The package funds the Defense Department and a few other pieces of the government, while allotting money for the remainder of the government in a short-term package. The Senate had already passed the spending legislation and funding lapses. Trump slammed the spending package because it did not include money for his proposed border wall. Republican congressional leaders have opposed a shutdown because it could hurt party candidates only six weeks before midterm elections. Last week, Trump called the bill “ridiculous” and urged Republicans to “get tough”, CNBC News said. Earlier this month, Trump said he would consider shutting down the government “because I think it’s a great political issue”. —IANS

S Secretary of State Mike Pompeo will travel to Pyongyang in October to prepare a second summit between President Donald Trump and North Korean leader Kim Jong-un, the Department of State said in a communique this week. Pompeo met with his North Korean counterpart, Foreign Minister Ri Yong-ho, at the United National General Assembly this
week to discuss the upcoming summit, Efe reported. At that meeting, Pompeo “accepted Chairman Kim’s invitation to travel to Pyongyang next month,” said the State Department. During his visit to North Korea, Pompeo will “make further progress on the implementation of the commitments from the USNorth KoreaSingapore summit, including the final, fully verified denuclearization of North Korea,”

n a landmark judgement, the Supreme Court on Wednesday by a 4:1 majority judgement upheld the legality of Aadhaar for use only in government-funded social benefit schemes and PAN and Income Tax Return (ITR) while junking its requirement for mobile phone connections, bank accounts, school admissions and competitive examinations. A five-judge bench headed by Chief Justice Dipak Misra held that Aadhaar would be voluntary and not mandatory. The majority judgment, which struck and read down or clarified various provisions of the Aadhaar Act, was read out by Justice A.K. Sikri speaking for Chief Justice Misra and Justice A.M. Khanwilkar and himself. Justice Ashok Bhushan delivered a separate but concurring judgment. Rejecting the apprehensions of the petitioners, the majority judgment held that the architecture of Aadhaar as well as the provisions of the Aadhaar Act do not tend to create a surveillance state. “This is ensued by the manner in which the Aadhaar project operates.” In his dissenting judgement, Justice D.Y. Chandrachud held that the entire Aadhaar programme since 2009 suffered from constitutional infirmities and violated fundamental rights. The enactment of Aadhaar Act does not save the Aadhaar project. The Aadhaar Act, the rules and regulations framed under it and the framework prior to the enactment
3 militants, soldier killed in Kashmir SRINAGAR: Three militants, a soldier and a civilian were killed on Thursday in three separate incidents in the Kashmir Valley, officials said. A local commander of the Lashkar-e-Taiba (LeT) outfit, Asif Malik alias Abu Ukasha, and a soldier were killed in a gunfight in Gasigund village in Dooru area of Anantnag district. In another gunfight in Panzan village of Badgam district, security forces killed two militants but their identity was being ascertained. The fighting erupted after the militants entered a mosque. NEW DELHI: The opposition as well as the ruling Bharatiya Janata Party (BJP) on Wednesday welcomed the Supreme Court judgement that upheld the legality of Aadhaar but restricted its use for disbursement of welfare schemes and junked its requirement for cell phones, bank accounts and school admission. Soon after the verdict came, Congress President Rahul Gandhi tweeted: “For Congress, Aadhaar
was an instrument of empowerment. For the BJP, Aadhaar is a tool of oppression and surveillance. Thank you Supreme Court for supporting the Congress vision and protecting India.” Separately, the Congress party in a statement said the decision to strike down the Narendra Modi government’s “surveillance tool” will put an end to the government’s “abuse of power”.

n another landmark judgement, the Supreme Court on Thursday decriminalized adultery after striking down a British era law, Section 497 of the Indian Penal Code, terming it as unconstitutional, archaic and manifestly arbitrary, with one judge saying women can’t be treated as “chattel”. “Mere adultery can’t be a criminal offense. Adultery may not be the cause of an unhappy marriage, but other way around. It will tantamount to punishing people who live in an unhappy marriage. “It is a matter of privacy. Society treating women as embodiment of virtue leads to crime like honor killing, he said, adding that the archaic law was against dignity, liberty and sexual autonomy guaranteed under the Constitution. The formidable impact of such changes, especially the one in the RSS, on the social and political scene is obvious. In a way, it will be on the scale of Mikhail Gorbachev’s perestroika (restructuring) and glasnost (openness) which brought the communist Soviet Union into the capitalist world. Will the RSS similarly break out of its earlier Hindu-centric mould for which it was accused by several judicial commissions of instigating communal riots and become secu-

lar? However, the problem in the case of the RSS is that it is not alone. It is a part of a large brotherhood which includes the Bharatiya Janata Party (BJP), the Vishwa Hindu Parishad (VHP), the Bajrang Dal, the Akhil Bharatiya Vidyarthi Parishad (ABVP) and others. Although the RSS is their mentor, it is not known whether it will be able to bring their thinking in line with its new, accommodative mode. The task is bound to be difficult considering that the saffron broth-
erhood has nurtured an antiminority outlook for decades, regarding Muslims as “internal enemies No. 1” and Christians as “internal enemies No. 2”, according to Golwalkar. Although the RSS and the BJP have now distanced themselves from this section of Golwalkar’s catechism, the Ramjanmabhoom agitation of the 1990s showed how the Hindutva brigade continues to hold the two communities as responsible for all of India’s woes, starting from the destruction of
temples in medieval times to the country’s partition in the modern period to the conversion of Hindus to “alien” religions. Another fear of the saffronities is that the Muslims would outnumber the Hindus by breeding exponentially with their four wives — hum panch, hamare pachis, as Narendra Modi once said — while the Christian missionaries will continue to “harvest” gullible Hindu souls. It is open to question, therefore, as to what extent Bhagwat’s words
of wisdom will lead to a dramatic rethinking in the Hindutva ranks. It is this scepticism which apparently made the opposition parties at the national level stay away from the three-day conclave which Bhagwat addressed at New Delhi’s prestigious Vigyan Bhavan. However, the proof of the pudding will be in the eating. If there are no more lynchings of suspected beef-eaters, no more campaigns in favour of “ghar wapsi” or the reconversion of Muslims, and no more instances of love jehad resulting in the harassment of inter-faith couples, then it will be presumed that the RSS chief’s counsel of restraint is having a sobering effect on the saffron storm-troopers. As important as the stoppage of lynchings will be the end of the cold-blooded killings of rationalists or scientists or journalists, which have evidently been carried out by those indoctrinated by the philosophy of hate directed against Left-Liberal members of the intelligentsia. And, what about the venomous outpourings of the countless saffron trolls who let out whoops of joy over the killing of an intrepid scribe? Will they pipe down and become models of restrained behavior?

ndia added a whopping 601 new billionaires since 2014, with Reliance Industries Ltd Chairman Mukesh Ambani topping the ‘Barclays Hurun India Rich List-2018’ for the seventh consecutive year with an estimated wealth of Rs 371,000 crore. As per the report, in 2014, there were 230 billionaires or multi-billionaires, which shot up to 831 in the 2018 in the BHI Rich List. Earlier, in 2012, the figure was a modest 59 billionaires, which climbed to 141 in 2013. But after notching 230 billionaires in 2014, the list has grown phenomenally with 296 (2015), 339 (2016), 617 (2017) and now 831 billionaires in 2018. Similarly, the number of USD billionaires in India in the past seven years at the prevailing exchange rates has shot up from 59 (2012) to 141 (2018) as the USD’s value grew from INR 55.60 to INR 68.40 during the period. Among women, there was only

one self-made billionaire in 2013, which increased to 11 in 2018. Women multi-billionaires shot up from just five in 2013 to 136 this year. The cumulative wealth of these 831 individuals featured in the latest list stands at USD 719 billion, or
one-quarter of the Indian GDP of USD 2,848 billion as per the IMF’s April 2018 estimates. After Ambani, next comes S.P. Hinduja and family of Hinduja Group with estimated wealth of Rs 159,000 crore, Arcelor-Mittal’s
L.N. Mittal and family at Rs 114,500 crore in the top bracket. Following them are: Wipro’s Azim Premji at Rs 96,100 crore, Sun Pharmaceuticals Ltd’s Dilip Shanghvi at Rs 89,700 crore, Kotak Mahindra Bank’s Uday Kotak at Rs 78,600 crore, Serum Institute of India’s Cyrus Poonawalla at Rs 73,000 crore, Adani Group’s Gautam Adani and family at Rs 71,200 crore, Shapoorji Pallonji Mistry’s Cyrus P. Mistry at Rs 69,400 crore, Five of the Top 10 belong to Maharashtra, one each from Gujarat and Karnataka, two are London-based and one is in Monaco, as per the rich list. As expected, the country’s commercial capital Mumbai tops the billionaires’ list with 233 names, followed by New Delhi at 163 and IT capital Bengaluru at 70, said Barclays Private Clients CEO S.N. Bansal. The annual list is a compilation of the super-richest Indians having a net worth of Rs 1,000 crore or more. This number has increased by a staggering one-third - from 617
in 2017 to 831 in 2018, said Hurun Report India’s Managing Director Rahman Junaid. While 306 new entrants made it to the list this year, 75 of those featured in 2017 failed to find a place in the super exclusive club this year. “The Indian edition of the list is the fastest growing rich list in the world, highlighting the optimism of a young, vibrant and ambitious country,” Junaid pointed out. As far as top wealthy business clans are concerned, more than 50 percent of the businesses listed in the 2018 rich list belong to just 10 Indian families - Ambani, Godrej, Hinduja, Mistry, Shanghvi, Nadar, Adani, Damani, Lohia and Burman. Four of these family-run businesses are in the first-generation and second generation, one is in third generation and one in fifth generation of operations. “Wealth creation in India is growing at an unprecedented pace, and the time it takes to accumulate wealth is shorter than before,” said Bansal at the report launch.

KOCHI: The Kerala High Court will deliver on October 3 its order on the bail plea of Bishop Franco Mulakkal, arrested on charges of raping a nun. Justice V. Raja Vijayaraghavan heard on Thursday the arguments in the case against Mulakkal for allegedly raping the senior nun repeatedly between 2014 and 2016. He was arrested on September 21 after three days of questioning and on September 24, he was sent to two weeks of judicial custody by Judge M. Lekshmi of Pala Judicial Magisterial Court. Pressing for bail, Mulakkal’s coun-
sel presented a visual evidence of the bishop taking part in a private function at the victim’s home. The significance of the evidence is the visit which came just a day after the victim was allegedly abused for the first time. The prosecution however pleaded that granting him bail would affect the ongoing investigation as more statements have to be recorded. Mulakkal, who heads the Roman Catholic Diocese in Jalandhar, Punjab, is the first bishop in the country to be sent to jail on charges of rape. —IANS

Vijayan called on Modi seeking the full support of the Center in rebuilding the state in the aftermath of the worst ever floods in a century that ravaged the state. “Eighty per cent of Kerala’s population has been directly or indirectly affected by the tragedy. The state alone cannot handle the crisis. Hence the complete support of the Centre is required and this has been brought to the attention of the Prime Minister,” he said. “The meeting was very fruitful and we have a lot of expectations,” he told the media. Among the demands he has raised with Modi is a 10 per cent increase in all central schemes, a sum of Rs 4,796 crore from the National Disaster Fund and Rs 5,000 crore of special grant. The May-August disaster claimed 483 lives and at the height of the deluge there were 14.50 lakh people in over 3,000 relief camps. “We have sought the help of the

S President Donald Trump this week held up India as an example to the world of a country that has successfully lifted millions out of poverty while upholding freedoms. Addressing the General Assembly this week, he said India was part of a “beautiful constellation” of countries working for a common future. “There is India, a free society (of) over a billion people, successfully lifting countless millions out of poverty and into middle class.” “Many countries are pursuing their own unique visions, building their own hopeful futures and chasing their own dreams of destiny, of legacy and of a home,” he said. “The world is richer, humanity is better because of this beautiful constellation of nations.” In a break with tradition, Trump spoke third at the high-level General Assembly session instead of the second as he arrived late. The first head of state to speak is always from Brazil, followed by the US President. We only ask that you honor our sovereignty in return.” He started his speech with the domestic audience and the midterm election in mind and read out his economic scorecard, which was greeted by murmurs in the audience, which he laughed off. He talked of the $700 million added allocation for the military this year and said the US military will be the most powerful. Indian-origin pleads guilty to fraud in US WASHINGTON: An Indian-origin doctor has pleaded guilty to a healthcare fraud in the US, the Justice Department said. Jayam Krishna Iyer, 66, from Clearwater, Florida, pleaded guilty to one count of the healthcare fraud earlier this week and faces a maximum penalty of 10 years in federal prison, or 20 years, if her offense involves serious bodily injury, the Department said in a press release. The Director succeeds in allowing the audience to be privy to the life of this author who lives in
Lahore but has his heart belonging to Mumbai. The narrative flows smoothly and the origination of some of his short stories like Toba Tek Singh, Khol Do and Thanda Gosht are successfully depicted. Like every character-driven film, this film too moves at a slow pace, but manages to keep you engrossed. The drama is in the inner turmoil
within the character. You can feel Manto’s frustrations as he feels incapacitated when in Lahore and this is enhanced by the circumstances and times he lives in. The film touches your heart especially in the scene where he says, referring to Mumbai: “My father is buried there, my mother is buried there, and my son Arif too is buried there, but I can’t call that place my country.” The dialogues strike the right chord and are mostly Manto’s own words. The co-founder of WhatsApp Acton started the company with Jan Koum. Facebook acquired the messaging service about four years ago for $22 billion. Acton quit Facebook a year ago, and Koum too left the company in April. In an interview with Forbes, published this week, Acton alleged that Zuckerberg was in a rush to make money from the messaging service and undermine elements of its encryption technology, CNBC reported. Slamming Acton for his allegations, Facebook’s David Marcus, who ran Facebook’s messaging products before starting the blockchain group earlier this year, said that the

Raja Krishnamoorthi Introduces Immigration Innovation Bill BY A STAFF WRITER HICAGO, IL— Congressman Raja Krishnamoorthi and U.S. Representative Mike Coffman have introduced a bill that promises to streamline the H-1B high-skilled worker program, while increasing investment in American STEM education for K-12, post-secondary, or college program students. The Immigration Innovation Act of 2018 would grant H-1B holders the flexibility to move to new jobs while allowing their spouses holding H-4 visas the right to continue their careers and contribute to the American economy, according to a Krishnamoorthi and Coffman joint news release. The legislation also reduces the green card backlog by expanding education-based exemptions from per-country caps for H-1B holders and reducing demand by allowing U.S. university-educated professionals to apply directly for conditional green cards, it said. “To develop the skills of our domestic

workforce, our bill increases investments in our education system to guarantee that American workers are trained for high-tech jobs. It also reforms the visa system for highly-skilled workers which allows American businesses to compete in the global economy,” Krishnamoorthi said in a statement.
In addition to the Immigration Innovation Act’s reforms to the H-1B and green card systems, the legislation would ban employers from hiring H-1B holders to replace American workers while increasing funding for STEM education at the K-12, post-secondary and university levels, it said. “Our immigration policies must fit with the economic needs of our country,” said Coffman. “One critical part of Congress” job is ensuring that immigration laws match our country’s hightech workforce requirements as well as meet the needs of H1-B visa applicants and their families.” Under the bill, fees collected for H-1B visas and conditional green cards will go to state-administered funds to promoted domestic STEM education and worker training, including financial aid and research initiatives. These expanded investments in advanced training for the domestic workforce, thanks to the Immigration Innovation Act, would ultimately reduce demand for foreign workers while helping the American economy grow, the release said.

Gopal, an Indian American professor and the University of Connecticut’s Operations and Information Management, has resigned in the wake of allegations that he violated the university’s policies by unduly favoring his administrative assistant. Gopal was accused of engaging in an inappropriate relationship with an employee whom he supervised, according to university spokesperson Stephanie Reitz. Gopal also violated school’s travel policies, including invalid business travel expenses and taking his administrative assistant, Melissa Burk, on non-university related trips, and also approving compensatory time for her without proper approvals, according to an official university memo, according to the UConn Daily Campus. University memo in December 2017 cited that UConn Audit and Management Advisory Services was asked to assist the Office of University Compliance on an anonymous allegation that Gopal and Burk incorrectly charged business travel expenses to the university. The assistant accompanied Gopal on trips to Dublin, Ireland; Los Angeles, Calif.; South Korea, and India. They billed the university nearly $24,000 for those trips that were used for “sightseeing.” Burk and Gopal were also reported to have approved each other’s travel expenditures as well as their joint participation in travel despite him being her direct supervisor. Before tending his resignation, Reitz said, Gopal offered to reimburse the university for all improper travel expenses incurred. It is unclear if that happened. Gopal was hired by UConn in 1993. Burk is still employed by the university.

In the study, done on 98 mice, a team from the Pennyslvannia State University and Cornell University, found that childhood exposure to allergens was linked to persistent lung inflammation and was also connected to changes in gene expression related to stress and serotonin function. The study, published in the journal Frontiers in Behavioural Neuroscience, also found that episodes of labored breathing were associated with short-term anxiety. “The idea of studying this link between asthma and anxiety is a pretty new area, and right now we don’t know what the connection is,” said Sonia Cavigelli, associate professor at the varsity. “What we saw in the mice was that attacks of labored breathing may cause short-term anxiety, but that long-term effects may be due to lasting lung inflammation,” Cavigelli added. There were also differences in the results between male and female mice, the researchers observed.

he Unique Identification Authority of India (UIDAI) this week dismissed reports of hacking of Aadhaar enrolment software as “completely incorrect and irresponsible” and said some vested interests were deliberately trying to create confusion among people. The denial came after an investigation by HuffPost India revealed that the Aadhaar database, which contains the biometrics and personal information of over one billion Indians, “had been compromised by a software patch which disables critical security features of the software used to enrol new Aadhaar users”. According to the report, any unauthorized person from anywhere in the world can generate Aadhaar ID using the patch which is freely available for Rs 2,500. The UIDAI said the claims about Aadhaar being vulnerable to tampering lacked substance and were totally baseless. “Certain vested interests are deliberately trying to create confusion in the minds of people which is completely unwarranted,” a statement issued by the

enrolment, identifying every one of thousands of machines using a unique machine registration process, which ensures every encrypted packet is tracked,” the statement said. It said all measures to ensure end-to-end security of resident data were taken including full encryption of resident data at the time of capture, tamper resistance, physical security, access control, network security, stringent audit mechanism, 24x7 security and fraud
management system monitoring. Earlier, a report by the HuffPost said a software patch available for as little as Rs 2,500 lets a user bypass critical security features such as biometric authentication of enrolment operators to generate unauthorized Aadhaar numbers. It said the patch also disables the GPS security feature of the software allowing anyone from any location to enrol users. UIDAI clarified that no operator can make or update Aadhaar unless
resident himself gives his biometric. “Any enrolment or update request is processed only after biometrics of the operator is authenticated and resident’s biometrics is de-duplicated at the backend of UIDAI system,” it said. It added that as part of its “stringent” enrolment and updation process, UIDAI checks enrolment operator’s biometric and other parameters before processing the enrolment or updates and only after all checks are found to be successful, enrolment or update of resident is further processed. “Therefore it is not possible to introduce ghost entries into Aadhaar database.” UIDAI said that even in a hypothetical situation where a ghost enrolment or update packet is sent to the UIDAI by some “manipulative attempt”, the same is identified by the robust back-end system and all such enrolment packets get rejected and no Aadhaar is generated. “Also, the concerned enrolment machines and the operators are identified, blocked and blacklisted permanently from the UIDAI system. In appropriate cases, police complaints are also filed for such fraudulent attempts,” it said.
