Eastvale’s Mayor, Ike Bootsma, gave an update on the city. Eastvale held its 2nd Community Emergency Response Team (CERT) training class in early January with approximately 36 attendees. This was a FREE class paid for by the City through a Homeland Security Grant. Please watch the city’s website for an announcement regarding future classes. The Leal Project is still on track. It’s important to mention that the City did not purchase the land, and they are not acting as the developer. The Leal Master Plan will focus on a mixed use, regional lifestyle center, civic center complex and other potential uses identified through public input. The Leal Master Plan will provide the necessary entitlements and mechanisms to help expedite the development of the property. The City supports the preparation of the Master Plan and the funding of the plan will be recovered when the project is developed by a private developer. A draft of the plan should be available in the next 2-3 months. Schleisman road will be realigned at Scholar Way and Schleisman Road. In late 2013, the City Council approved the realignment of Schleisman Road between Scholar Way and Hamner Avenue in conjunction with D.R. Horton Residential development. Construction is in progress pending the relocation of a power pole on Scholar Way at the Orange Street intersection. This should be completed in March. Once the pole relocation is completed, the transfer of traffic from existing Schleisman Road to “A” Street will take

place. Estimated realignment is March 28-April 6th. Existing Schleisman Road east of Scholar Way will be closed to east bound traffic permanently. Schleisman Road east of Scholar will be a dead end private road and will be renamed Riverboat Drive. Remaining intersection work to be completed includes curb and gutter installation, sidewalk and traffic signal relocation. New Business: Eastvale Gateway South: (South West Limonite and Hamner) San Antonio Community Hospital will open their first building in Early 2015. Marketplace and the Enclave: (South East corner of Archibald and Schleisman) Coming Soon: Lee’s Noodle House, Bank of America and Prestige Preschool. EastvaleCA.gov Senator Roth Update: Tyler Madary from Senator Roth’s office has backed a new bill Senate Bill (SB)25 which
is a rewritten SB69 bill. SB69 would have restored the Vehicle License Fees to Eastvale, Jurupa Valley, Menifee and Wildomar. Governor Brown vetoed the bill because he didn’t want to have an ongoing commitment to the State’s general fund. Senator Roth, with the backing of Assembly members Linder and Melendez (who have signed on as co-authors) are introducing SB25 which was rewritten to exclude the annexed areas in hopes of achieving the restoration of funds to the newly incorporated areas. Senator Roth is also working on SB22which will increase health care access in Riverside County. The Inland Empire is in need of more general practitioners. The funding from this bill will award medical school graduates funds to stay in Riverside County and work for hospitals with an increased number of Medi-Cal patients. Question: Has someone is Senator Roth’s office asked the governor why he keeps vetoing SB69 so we can make sure that we are submitting a new bill that he will approve? Answer: Yes. Senator Roth’s office has been meeting with the Governor’s office to rewrite the bill which is why the annexed areas were removed from the new bill. Question: What is the Senator doing specifically for Eastvale? Answer: SB25. Senator Roth has been working on this new bill which can restore the VLF fees and have a direct impact on public safety, healthcare access and education.

Town Hall Meeting continued updates for October, November and December 2014 include 1 fatal accident on Hamner Avenue, 22 injury accidents and 86 non-injury accidents, 36 hit and run’s without injury and 1 hit and run with injury. The streets with the highest incidents are Hamner, Schleisman, Limonite and Citrus. The most common offenses are unsafe speed, turning violations and yielding violations. There were 420 hazardous violations (speeding, running red lights) and over 2,000 parking violations. For criminal violations: crimes that are increasing: mail theft, theft from construction sites, arsons and F250 tail lights with the backup cameras are a big theft item right now. They attribute the increase in mail theft to the holiday season. Question: I have a work truck that I park at my house in the street. I received a ticket and a notice to move within 3 days. I moved it to the shopping center and it was towed. Can’t I park my work truck in Eastvale.
Answer: No, it’s a violation of the Commercial Vehicle Code for Eastvale. Any commercial vehicle used to transport passengers, goods, wares or merchandise having a gross vehicle un-laden weight over 10,000lbs cannot be parked in Eastvale. No overnight parking is permitted. Commercial vehicles can only be in front of your home for active loading and unloading. Question: Where does the money go from the tickets? Answer: For example, on a $400 ticket, $80 goes to the city, county and sheriff ’s dept. $320 will pay the court fees and the probation department. Question: Our neighbors have a medical marijuana license and when they are smoking their marijuana the smoke comes directly into my yard. What are our rights regarding their smoke? Answer: Talk with the city to see if it’s an ordinance violation. If it’s not, then work with the city to rectify the problem. Question: I saw an elderly woman who was disoriented
walking down the street. I called the police and there was a 3 hour response time. When I called back, dispatch said that it was shift change. Can that be true? Answer: During shift change we do have overlap and calls are triaged. Could have been that there were more serious calls at that time. Question: Does Eastvale need more police? Answer: Yes, a city of our size could use more police but we are restricted by budget constraints.
School District Update: Eastvale’s own School Board member, Bill Newberry, gave us an update on our school district. Reagan Elementary School will open July 6, 2015. Susan Helms will be the Principal. Some of you may remember Mrs. Helms who was the beloved Principal at Barton Elementary a few years ago. She is currently interviewing teachers and handling registration. The boundaries of some schools in Eastvale have been changed to accommodate Eastvale’s growing population and account for the new school. boundaries. He stated that the district had to be careful because they are shifting kids that may have been at their current school since Kindergarten. Some children who were at Harada Elementary are being shifted to Eastvale Elementary. And some students from Eastvale Elementary have been shifted to Barton and Reagan Elementary schools. 5th graders have the option to stay at their current school for 6th grade. Boundaries for the middle schools did not change. Students from Reagan, Barton and Parks will go to Ramirez Intermediate and students from Harada, Eastvale and VanderMolen will go to River Heights Intermediate. Those parents who have requested permission to remain at their current school will be receiving responses to that request very soon. Evita Tapia from the district office mentioned that a district name change will be explored to include Eastvale. They are conducting research now and will engage the community in the decision making process. Please be on the lookout for more information coming from the school district regarding this process. Sherry Mata, CNUSD Deputy Superintendent, informed us that Eastvale’s 7th Elementary school site has been located at the corner of Walters and Hellman. It will be named for Dr. Philistine Rondo who in the late 80’s was the first African American and first female Superintendent of our district. Rondo taught 12 years at Garretson Elementary in Corona. Rondo became a school administrator for 16 years but never forgot what it was like in the classroom. Three months after Rondo retired, she was named interim superintendent in 1993. She is credited with ending

Page 5 picketing and adversarial relations with the teachers unions and promoting collaboration in the district. Rondo Elementary could possible open in 2018. The land has not closed escrow and testing of the soil and approval with the State would then take place. Deputy Superintendent Mata also said that some in Eastvale would be receiving a tax break. The district was able to refinance the CFD affecting about 300 homes east of Hamner and north of 65th. It will amount to a $200 savings per house a year. This is the districts 4th refinance in the last 12 years. CNUSD is also the 8th largest school district in the State, and largest in San Bernardino - Riverside Counties. And our very own Dr. Lin has been voted Riverside County’s
Eastvale Edition Superintendent of the year. ED WEEK, a major national publication is conducting a review of administrators across the United States and Dr. Lin is currently being considered for one of the Top 15 Administrators in the US. Question: Eastvale has 2 middle schools and only 1 high school. Don’t we need another High School? Answer: We are anticipating 4700 students at ERHS in the next few years. It is a mega school. We are looking into opening a STEM (Science, Technology, Engineering and Math) Academy on the ERHS campus. It would be built where the softball field is located. Start times would be adjusted to not add to the current traffic issues. An additional lane could be
added to the back entrance off Orange for the entrance to the STEM Academy. The capacity would be 800 students. A new high school would cost about $130 million. A STEM academy built on the ERHS campus will cost approximately $40 million. Because it’s a shared campus, the district wouldn’t have to build another gym, cafeteria, etc. Hiring of the architect for this project will begin soon with the hopes of having this Academy open in two years. Question: Can we get the IB Program at ERHS? Answer: The IB program is offered at Centennial. Just like Comprehensive Agriculture is available at Norco High and Auto Mechanics is offered at Corona High. With such a large
district, its important to have different opportunities available within the district. However, not every opportunity can be offered at every school. Question: Will the STEM Academy be open to whole District or just Eastvale Students? Answer: Yes, it will be open to all students who live within the CNUSD boundaries. However, Eastvale students will be given priority. Question: What about the neighborhood north of Limonite and east of Hamner. Aren’t they trying to get into our school district? Answer: Yes, that neighborhood is located within Eastvale city limits but within Jurupa Valley Unified school District. There are about 200 homes in this development and

Town Hall Meeting continued about 100 students involved. About 50 of those students are already in CNUSD on an inter district transfer. There will be a public hearing on March 5, 2015 at both school district offices where residents can attend. The earliest this can happen is in 2016. Question: Will the new Ontario housing developments bring kids into our district since their schools aren’t built yet?
Answer: If there is capacity they can apply for an inter district transfer and decisions will be made on a case by case basis.

It deadline to submit entries is was redesigned to be more March 13. Thanks to generous community-friendly. Their goal is sponsors, this year’s contest to keep residents informed about prizes include iPad minis and also prizes for teachers. Flyers for the contest were distributed to CNUSD schools within the JCSD service area. The flyer can also be found on the website, www.jcsd.us. She also encourages everyone to take a tour of the water and wastewater treatment facilities to gain a better understanding of the services provided by JCSD. For more information about facility tours, residents can call Aileen at (951) 727-8002. JCSD Parks & Recreation Update: Rafael Gonzalez, Parks and Recreation Manager from the JCSD informed us of the many activities they have for residents and Non-residents. Upcoming events include the Moonlight Cinema, The Great Campout, A Bridal Expo, Adult Soccer, the Annual Picnic in the Park and many more. You can find these activities in the Eastvale Edition or online at www.parks.JCSD.us Eastvale Community Park will begin Phase 2 soon. Phase 2 will include a softball complex with 4 softball fields, 2 additional soccer “Buying or selling, I make it hapen for you” fields, restrooms, a concessions building, tot lot and additional parking. Cedar Creek Park will have natural turf installed where the old fire station was housed. Eastvale had a “frost” event this year so be patient with the burnt shrubbery while they give it time to grow back

Question: Picnic in the park killed all the grass at the new Eastvale Community Park last year. Is there a way to not let it all die like last year? Answer: Yes, last year was the first year at the new park. Efforts will be made to start watering and grass restoration again as soon as the event ends. Question: Any way to get the rocks off the fields at Eastvale Community Park? Answer: Yes, we have paid a landscape contractor who walk the fields and removes the rocks. Question: There aren’t any gazebos at ECP, only 1 bathroom area and no walkways between fields. Why weren’t these added? Answer: Walkways were not added because the athletic field layout would be fixed and the worn spots would start to develop. Without walkways the fields can be aligned to accommodate any number of field configurations and rotations. The flood plain restricted what could be placed at the park. All buildings are set and designed so that they can be removed in the event of a flood. Phase two of the park will include a playground and an additional restroom. Question: My JCSD bill has increased $50.00 and I installed 2100 square feet of artificial turf in my backyard. How is that possible? Answer: We would have to conduct an audit and review your account to identify any issues. Our conservation coordinator can contact you to review your usage with you. Code Enforcement Update: Officers Allynn Evans and Travis Engelking said that they receive code violations daily from residents. There are 3 ways to make a complaint: emailing Code Enforcement, calling in

Page 7 the complaint to city hall or by the violation being uploaded on the city source website. All complaints are confidential. Some of the most common code violations are: • Trash cans. Trash cans cannot be stored in front of the garage, side yard, sidewalk or street where it is visible to the public. They must be stored on the side yard behind a minimum 4 foot fence. • Recreational Vehicles. RV’s include motor homes, travel trailers, utility trailers, box trailers, flatbed trailers, boats, sea doo’s , etc. They cannot be stored on the driveway or the street. They can be stored on your side yard behind a minimum 4 foot fence. Recreational vehicles are allowed, for the purpose of loading and unloading only, to be parked in any front yard twice a month for no more than 48 hours. • Inoperable Vehicles. Vehicles that are dismantled, wrecked or have flat tires cannot be parked on the driveway or the street. They must be stored in the garage or side yard and out of public view. • Property Maintenance: Front and side yards must be maintained and not overgrown. Code enforcement has recently added a part time code enforcement technician who will work weekends to remove all illegally posted garage sale and realtor signs. Signs are not allowed to be tapes, nailed or stapled to any light post, stop sign, trees fences or any other structure. They will be removed. Signs must be free standing and placed at least 20 feet from the curved portion of the corner in order to maintain visibility for motorists. No sign shall be placed on any sidewalk or roadway median and must include contact information on the

Eastvale Edition back of the sign for the person responsible for the sign. Code enforcement had 5,642 total inspections in 2014. 1,837 courtesy notices were given, and 558 citations were issued. 5,528 signs were removed, 111 shopping carts removed from neighborhoods and 198 parking citations issued. Question: When are temporary signs allowed? Answer: They are allowed from Friday at 4pm until Sunday at 7pm. Question: Why aren’t the stores required to have the magnetic locks on the shopping carts so they don’t leave the shopping centers? Answer: Ralphs had them and people were able to disengage them. If you see a shopping cart in your neighborhood, call the store to have them pick it up. Animal Control Update: Animal Control officer Mark Visyak said that they received 3,475 calls in 2014. There were 182 animal impounds, 4 surrenders, 177 dead animals, 1 livestock, 25 quarantined for rabies, 35 stray dogs returned to owners and 106 citations issued for license, rabies vaccination and microchip infractions. There were 11 animal restraints (all dogs), 13 dangerous animal restraints (2nd offense within 4 years), 93 animal welfare investigations, 173 general patrols , 44 wild animals confined (raccoons, skunks, possums), 22 injured wild animals and 49 barking dog complaints. Officer Visyak works in Eastvale 4 hours a day Monday through Friday with every other Friday off. Weekends and holiday are emergency situations only. Question: What is the maximum number of dogs per household for Eastvale? Answer: 4 dogs, 9 cats and no roosters for lots less than 1 acre.
Eastvale Community Foundation Update: Sharyn Link from the EC Foundation said that their foundation raises funds for the needs and programs that the city has but lacks the funding. The Military Banner Program is one such program. They have installed 6 new banners and they are averaging a new banner a month. These banners are for active duty military, retirees with more than 20 years of service and those killed in action. The foundation also provides scholarships for youth sports and art programs. The new scholarship information will be posted soon. Look
on the city’s website or sign up for e-notification for more information. Eastvale car decals are also available for only $5. They are sold at all Eastvale events. All the funds raised stay in Eastvale. They are in need of more volunteers. The State of the City will be in April, volunteers are needed for the beer garden at picnic in the Park (June 26-28) and their 3rd Annual Golf Tournament will be held August 21st. Eastvale Little League welcomed 2002 World Series winner, four-time Major League Baseball All-Star, and 14 year pro, Troy Percival to Harada Heritage Park for their annual coaches training day. Eastvale Little League (ELL) is a non-profit community baseball organization that is committed to teaching leadership through baseball. 150 ELL volunteer coaches came out to receive training from the new head coach of the UC Riverside Baseball team, Troy Percival, and his coaching staff. Coach Percival donated his time to pass on coaching tips in areas of pitching, hitting and fielding and took the time to discuss some of his experiences during his pro career including his 2002 game seven World Series where he closed out the game and brought the win to southern California for the Angels. Coach Percival played baseball for UC Riverside as a college player, and was drafted by the California Angels in 1990. He is a local product and is committed to giving back to the community and developing young baseball players. ELL was extremely grateful to have our coaches learn from the best. ELL has 93 teams this spring season with approximately 250 all-volunteer managers and coaches, and a 26 member volunteer Board of Directors. Games are played at Harada Heritage Park and enrollment is open to all youth residents up to 18 years old. If you love baseball, and are interested in giving back to your community, ELL is looking for umpires of all ages to come out and umpire some games.

This class is designed for the little ones who are tired of watching the big kids have all the fun. The focus of many of our drills will be to help build hand-eye coordination and develop better balance while moving. Students will learn the basics of the: forehand, backhand, volley, and serve. Your child will love joining in fun games like: Popcorn Machine, Walk the Tennis Dog, and Balloon Bounce. Students may participate from 1 to 2 days per week. We’ll see you on the courts.

The Junior Tennis Academy- Intermediate to Advanced is for students that have either attained all 3 mastery levels in the Beginning Academy or are coming in with proper form on the major tennis strokes. The focus in this group is on building stroke dependability so that students are able to rally with proper form. This is a high energy, dynamic, fitness challenging, tennis program designed to bring students to a level where they have the tools to start playing matches. Boys and Girls are invited to participate in a fun filled season of energetic and recreational games with training in fundamentals and techniques of basketball. Registration fee includes a reversible team jersey, picture package, and a participation trophy. You must bring a copy of each participant’s birth certificate. The JCSD Eastvale Youth Basketball League will be conducting a mandatory evaluation day on June 13, 2015 at the ECC Gymnasium. REGISTER by June 12!
Division A - Born in 2001 or 2002 Players who are born in 2001 or 2002 and players born in 2000 and in a grade no higher than 8th are eligible. Division B - Born in 2003 or 2004 Players who are born in 2003 or 2004 and players born in 2002 and in a grade no higher than 6th are eligible. Commit to losing weight and getting healthy by joining The Eastvale’s Biggest Loser Challenge. Team up with your spouse, friend, co-worker, or anyone who is as committed as you are to losing those unwanted pounds. You must be 18 years of age or above. Every contestant will receive a starter kit, a 10-week membership to Fitness 19 (Mira Loma, group workouts, and free one-time trials in an approved JCSD sponsored classes. All participants are required to weigh in every other week.
PRIZES AND MEDALS WILL BE AWARDED TO THE BIGGEST LOSER TEAM, BIGGEST LOSER MALE, AND BIGGEST LOSER FEMALE (DETERMINED BY PERCENTAGE OF WEIGHT LOSS).
