City approves new zoning ordinance For the past two years, the city has been hard at work updating its general plan Our City Our Future and zoning ordinance. These documents are the city’s blueprint for development and growth for the next two decades. “The newly adopted general plan and zoning ordinance will guide the city towards its new horizons with a clear focus for plans related to land use, mobility, open space, resource conservation and safety,” said San Marcos City Manager Jack Griffin. As part of this process, the city was required to update its zoning ordinance in order to bring that document in line with the new general plan. A zoning ordinance outlines land use designations throughout the community – many of which were modified by the new general plan. It also defines permitted uses within each of these designations; restrictions such as height limitations; procedures for handling nonconforming uses; and the procedure for granting amendments, variances and hearing appeals. Both the general plan and the zoning ordinance updates went through extensive public hearings to ensure that they reflected the desires of the community at-large. Bike and Pedestrian Safety Reminder:
Be safe on the streets Please remember that bicycles must obey the same rules of the road as vehicles including not riding on the sidewalk and riding the same direction as traffic flow. Also, pedestrians must cross streets in marked crosswalks and/or intersections. Failure to obey these rules could lead to a citation from law enforcement.
The City of San Marcos’ general plan update was recently awarded the 2012 Comprehensive Planning Award, Small Jurisdiction from the American Planning Association (APA) San Diego Section. Betsy McCullough, a representative for APA’s San Diego Section, indicated that “the award jury only selects the best-of-the-best” and praised the city’s general plan for its sustainability measures and public outreach efforts. One of the jurors remarked “they [City of San Marcos] did not reach out – they hunted down and grasped the public in each of the eight distinct neighborhoods of the city.” The city is now up for a statewide award for the general plan. Over the past five decades since incorporation on January 28, 1963, San Marcos has transformed from a one-stoplight town into a bustling, forward-thinking city with exciting new developments on the horizon. In 1963, the reasons for incorporation were simple – community leaders wanted more control over planning and zoning; the ability to develop a stronger identity; and the chance to ensure a sound balance between agriculture, industrial, commercial and residential areas. Just four years after incorporation, the city hired its first city manager to oversee day-to-day operations, and soon after adopted its initial general plan and zoning ordinance. Ironically – nearly 50 years later in 2012 – the city repeated these same two tasks by hiring a new city manager in June 2012 and adopting an updated version of its general plan Hollandia Dairy and zoning ordinance in February and September 2012, respectively. San Marcos’ out-of-the-box thinking presented itself early on with leaders passing a law requiring all new developments to pay their share of public improvements needed to serve new construction. While controversial at the time, the policy quickly earned credibility from residents and critics alike for helping San Marcos keep pace with infrastructure needs as the city continued to grow. And grow it did – as the 1970s approached, San Marcos’ population climbed to 4,400 people The newly-opened Richland School, 1960 and the city’s focus became defining its vision for future development. The majority of city leaders favored limited growth; however, available and relatively affordable land in the area naturally propelled residential growth in this young city. By 1980, San Marcos became the third fastest-growing city in California with its then-soaring population of 17,479. That trend continued through the decade with San Marcos’ population nearly doubling to 33,800 by 1990. An increasing number of rooftops in San Marcos also brought the need for more recreational activities. In the late 1970s, the parks and recreation budget expanded from roughly $35,000 to $270,000 to better serve the growing community.

In preparation for its incorporation anniversary, the city has rolled out a three-episode series called “Discover San Marcos,” which features information about the city’s humble beginnings. The shows are available online at www.san-marcos.net/discover.
As the 1990s approached, San Marcos continued its metamorphous into a sizable city. In 1994, the $54 million civic center complex was completed under budget and about six months ahead of schedule. The complex was built with four floors of office space for rent to private tenants, which provides a steady stream of revenue to help fund police, fire and other important city services. Other major accomplishments during this time included the widening of Mission Road, the opening of Twin Oaks Golf Course and the voter-approved city charter. Other milestones of the city’s civic maturity in the 1990s included shifting from a deficit budget to a balanced budget, continued improvements along Mission Road, closure of the highly controversial San Marcos landfill and recycling facility and the opening of Cal State San Marcos. Today, San Marcos prides itself on being a progressive community for more than 83,000 residents who enjoy a fantastic quality of life. From miles of trails in the local hills, to unique dining and shopping opportunities in its retail centers, San Marcos has all the ingredients that create an enjoyable lifestyle. Although the city has experienced rapid growth over the last few decades, it continues to maintain the small town atmosphere and values that initially attracted so many new residents. Home to Palomar College and Cal State San Marcos, the city has also become the heart of education in north San Diego County. A dedication to public safety, parks and community services remains a priority for the City of San Marcos. The city has constructed 60 miles of trails, 29 new parks and 11 recreation centers over the past 25 years. High quality and strategic community development like the Creekside Marketplace, Nordahl Center and Grand Plaza have become popular shopping and dining destinations, and plans for thoughtful future developments like the San Marcos Creek District, Palomar Station and University District will put San Marcos on the map as a regional destination city.

Old California Restaurant Row got its start in the mid ‘70s first as a local farm stand and then as an open food court. By 1978, the first full-service restaurant, Gentlemen’s Choice, was opened. Other restaurants soon followed and since then the site has grown into north county’s premier entertainment destination.

Crime-Free Multi-Housing Program offered in San Marcos The Crime Free Multi-Housing (CFMH) Program is a crime-prevention program developed in 1992 to reduce crime, drugs and gang activity in San Marcos’ apartment communities. It works by having residents in these communities sign lease addendums agreeing to be law abiding citizens and accountable for their families and guests. The management agrees to do a thorough screening of potential tenants, keep the property well lit and maintained properly. The sheriff's department agrees to share arrest information with apartment managers who are expected to take action on their tenants, including evicting them from the property if there is evidence of criminal activity. Do you live in a CFMH community? If not, speak to your apartment manager about becoming a one. It is a FREE program and serves to make you safer by getting criminals out of your neighborhood. Nominate your favorite San Marcos business for an EDE Award The San Marcos Economic Development Corporation (SMEDC) will give its annual Economic Development Excellence (EDE) awards on Wednesday, May 15, 2013 at noon at the San Marcos Community Center, 3 Civic Center Drive. These awards recognize outstanding efforts and achievements of individuals, groups, businesses, nonprofits, public/private collaborations, educational partnerships and others in San Marcos who have contributed to the economic development success in the community. San Marcos residents and businesses are encouraged to submit a nomination for a deserving recipient in the award categories of manufacturing, education, dining, real estate and individual achievement, among others. Nominations are accepted online at www.smedc.org.
Creek District improvements moving forward After reporting in February that San Marcos received the necessary environmental permits to move forward with the San Marcos Creek District, the city is pleased to announce that several capital improvements projects associated with the District are expected to move forward in the coming year. Beginning in Spring 2013 and taking about one year to complete, phase one infrastructure enhancements north of the creek will include vegetation clearing, wetland restoration and enhancements, and the widening of Discovery Street. Residents will also see the construction of Creekside Drive and the installation of a floodwall and linear park along Discovery Street. More than 28 years in the making, the Creek District is a comprehensive 214-acre “downtown” plan that will include mixed-use development, an expansive habitat preserve and infrastructure improvements. City receives grants to help with operations The City of San Marcos has received over $3 million in grant funds this past year, exemplifying the city’s commitment to leveraging resources outside of taxpayer dollars. These funding sources have helped provide transportation, meal services and educational classes for seniors; support planning, training and equipment for emergency services and disaster preparedness; fund capital improvement projects in low-income neighborhoods; sponsor recycling initiatives; and ensure proper disposal of hazardous waste and oil products. Grant funds awarded have also assisted in bringing residents traffic and park improvements throughout the city.

Water Wisdom 101 Under San Marcos Municipal Code Section 14.15, residents may wash their own vehicles when they use Best Management Practices (BMP) to prevent suds, nutrients, dirt and bacteria from getting into waterways. Residents should first check with their homeowners’ association (HOA) before washing vehicles to make sure it is allowed in the HOA; and businesses should check with the city first prior to washing any vehicles as they do not fall under the residential exemption. The City of San Marcos launched a communications survey to determine how effectively it communicates with residents. Survey results will help evaluate current methods in place as well as measure how best to engage community members moving forward. “Understanding communication needs and preferences of our residents is a top priority and this survey will help us facilitate a more responsive, transparent government,” said Communications Officer Jenny Windle. Holiday fire prevention tips
Keep the green in San Marcos this holiday season • Recycle your tree to make sure it does not end up in a landfill. • Shop local to save fuel, avoid traffic and help the San Marcos economy. • Minimize waste when buying gifts by bringing your own reusable shopping bag for all of your purchases. • Be creative when decorating by using reusable decorations. • Think green when giving by purchasing holiday cards with recycled content. • Give environmentally friendly gifts that do not need wrapping like tickets to movies, concerts, gift certificates, houseplants or other things that do not come packaged. • Reduce electricity use by using LED lights, which use 90 percent less energy than traditional decorative lights. • Entertain with reusable cups, plates and silverware instead of disposable ones. Beware of phantom energy use “Phantom energy use” means that even though you’ve turned something off, it may still be using small amounts of electricity as long as it is plugged in. Here are tips to save energy and chase those phantoms out!
Candles. Avoid using if possible. If you do, keep them away from children and anything that could catch fire. Do not leave burning candles unattended. Trees. Select a fresh tree and keep it no longer than two weeks in a stand filled with water. Your tree should have needles that are green and hard to pull back from the branches. Bend a few needles in half; if they bend and do not break, the tree is probably fresh. The trunk should be sticky to the touch. Old trees can be identified by bouncing the tree trunk on the ground. If many needles fall off, the tree was cut too long ago and is a fire hazard. Check the water level in the stand daily to ensure it is filled at all times. Keep it away from heat sources. Make sure artificial trees are flame resistant. Dispose of your tree as soon as it becomes dry. Do not put branches or needles in a fireplace or wood-burning stove. Lighting. Only use lighting listed by an approved testing lab. Inspect lights each year for frayed wires, broken or cracked sockets, or excessive kinking. Turn off electricity before working with outdoor wiring. Always unplug holiday lights before leaving or going to sleep. Decorations. Use only flame resistant or nonflammable décor and keep away from heat sources. Never put wrapping paper in a fireplace or wood-burning stove as it can cause an explosion. As always, make sure your smoke detectors are in working order.
• Use a power strip for your TV, sound and gaming systems. One button turns everything off. • Unplug appliances with glowing lights or displays (like coffee makers) when it makes sense. • Use timers when charging your tablet or computer so you don’t waste electricity once the item is fully charged. Also, get ready for winter by making sure your heating system is in working order: • Have your gas appliances checked at no cost. • See if you qualify for the Energy Savings Assistance Program for a new furnace. If you qualify, you may receive a new furnace and other energy-efficient appliances and services for free. • Get your central heating and A/C system tuned up and ready to run efficiently all winter long. New San Marcos High School takes shape The new San Marcos High School is taking shape at the corner of Rancho Santa Fe and San Marcos Boulevard and will be open in January 2014. The 44-acre site will be home to a 420,000-square-foot multi-level facility that centers around a courtyard with trees, open lawns and seating areas. Athletic fields will surround the building. The new high school, which replaces the one originally constructed in 1961, will have numerous technology upgrades including WiFi coverage on the entire campus. This state-of-the-art facility will also incorporate sustainable features such as energy-efficient lighting, low-flow plumbing fixtures, storm water management techniques and a roof capable of accommodating photovoltaic panels in the future. Funding for the $180 million reconstruction comes from Proposition K, which was passed in 2010. This $287 million bond measure pays for repairs and upgrades of aging schools in San Marcos. Conference rooms at City Hall now available for rent The city recently completed renovations on a conference room and computer training center at City Hall, and these rooms – along with others – are now available to the public for rent. Small businesses, homeowner associations, community groups and others may rent these spaces for a small fee. The new Questhaven Training Center includes 18 computer workstations, a presentation docking station for an instructor and a centralized touch-screen room controller. Next door, the new Twin Oaks Conference Room holds up to 12 guests at a large, executive-style table with additional perimeter seating for seven individuals. The room has a 60-inch television, a table mounted audio-visual control box, a Blu-Ray player and central volume control with overhead speakers. Additionally, free public WiFi is offered throughout the civic center campus. There are several other meeting rooms of various sizes available for rent throughout City Hall, so take advantage of the beautiful Class A professional business setting, affordable prices, central location, ample parking and easy access to the SPRINTER for your next meeting. Adventure camp operates during non-school times and offers children Kindergarten through 6th grade the opportunity to participate in creative projects, games, field trips and special events. Raggedy Ann & Andy Preschoolers Program is a recreational enrichment program for children aged three to five years. The program focuses on socialization skills with an introduction to academic concepts. Five sessions are offered throughout the year: summer, fall, holiday, winter and spring. Children learn social skills while participating in arts and crafts, music and movement, storytelling, outdoor play and learning fun! Classes are age appropriate: three years old and fully potty-trained OR four and five year olds (preparing for Kindergarten). Kindergarten Readiness (KR) This program is offered Monday-Wednesday-Friday and designed for children aged four to five who are preparing for Kindergarten. The class curriculum includes activities to enhance math and reading readiness skills. Registration Procedure For each session, parents come to the San Marcos Community Center, 3 Civic Center Drive, to fill out a registration packet. Parents then receive registration information and a registration date. All necessary paperwork must be completed before registering online. An original birth certificate and proof of residency via a current utility or property tax bill are required. There is a $35 annual family registration fee and a 10% discount for siblings. Cake Decorating Professional Certification | Adults
Glass Fusing | 14+ yrs. Students learn glass-cutting skills and kiln firing techniques that are used to produce slumped glass and a variety of fused glass. Facility Reservations The City of San Marcos has 11 rentable rooms at five sites for business meetings, family celebrations, nonprofit organizations, wedding receptions and more. Please call (760) 744-9000, ext. 3511 to check availability. A Facility Use Application is required with a deposit to reserve a date. Reservations must be made at least 30 days prior to the event but no more than nine months in advance. Non-San Marcos groups may reserve a facility at least 30 days prior to the event but no more than six months in advance.
