Narok Maa Council of Elders instal Ole Nchoe as new chair

By Bell Pere Former Narok Town Council Chairman, Mr Keleina Ole Nchoe is the new chairperson of the Narok Maa Council of Elders. Ole Nchoe emerged as the winner after garnering 59 votes out of the 60 votes cast after his only opponent Kasaine Ole Eshoo walked out of the meeting with a host of delegates supporting him. The Independent Electoral and Boundaries Commission (IEBC) conducted the voting exercise where 11 delegates drawn from each of the six sub counties voted in a secret ballot. Ole Eshoo who walked out of the voting process disputed the elections saying all the elders were not involved in the exercise, hence he will be forced to move to court.

Fears over split of Kitengela in BBI proposals By Michael Opiyo Residents of Kitengela fear the town will be split into two following proposals in the Constitution (Amendment) Bill 2020 that a new constituency be carved out of Kajiado East. Political players in the area say no public participation was done to get the views of residents and businesses people in the town. Kajiado East parliamentary hopeful George King'ori is one of the residents complaining about the planned split of the town. “Plans are underway to divide Kajiado East Constituency using Na-

BBI: Lenku stamps authority in Maa politics

T

he recently crowned Maa community spokesperson Governor Joseph ole Lenku has now asserted his authority via the Building Bridges Initiative (BBI) Bill. The Governor and his team ensured that the Bill was ratified by county assemblies in all Maa speaking counties despite spirited opposition from anti BBI crusaders. Lenku held several BBI strategy meetings with his Narok County counterpart Samuel ole Tunai and Samburu Governor Moses Lenolkulal Kasaine. The duo had earlier endorsed Mr Lenku as the Maa spokesperson. BBI critics in Kajiado County tried as much they could to water down the Bill as they pushed Deputy President William Ruto’s agenda. The DP and his Tanga Tanga foot soldiers had pitched tent in Kajiado where he send coded anti BBI campaigns while selling "hustler" mantra. They also continued pouring cold water on handshake politics advanced by President Kenyatta and ODM leader Raila Odinga. The culmination of the meetings was the visit by a delegation of the leaders among them MCAs and MPs George Sunkuyia (Kajiado West), Katoo ole Metito (Kajiado South and Philip Mpaayei (Senator) to the DPs Karen residence. A week before the Kajiado County Assembly ratified the BBI Bill, anti-handshake MCAs used social media platforms to allege falsely that Governor Lenku had lost the grip of the county assembly to his rival Ole Metito, who is eyeing governorship in 2022.

The second term legislator who is an advocate of the High Court, said the ‘little’ NGAAF funds have made huge impact on the lives of the special interest groups such as youth, women and persons living with disabilities. She was speaking at Duka Moja in Narok East constituency where she donated sanitary pads to various girls’ secondary schools and cheques to women and youth groups. Soipan expressed confidence, saying she has what it takes and the capacity to run the affairs of Narok County. The affirmative action funds patron pointed out that she has served as woman representative for 10 years stating that women and orphans who are beneficiaries will face challenges after the

woman rep post is scrapped. Soipan stated categorically that the BBI Bill will force women representatives to compete for elective posts in the senate and other top jobs. The women leader exuded confidence that she has delivered services under her capacity as a woman rep in Narok county, calling on electorate to support her bid for governor. Soipan promised to serve electorate transparently regardless of their tribe and clans. Others who have expressed interest to succeed Tunai include Labour CAS Patrick Ntutu, Devolution PS Charles Sunkuli, his brother Andrew Sunkuli. Others include MPs Korei Lemein (Narok South), his Narok West counterpart Gabriel Tongoyo and former county staff and long serving county clerk Stephen Koriata. Soipan will be the first woman to go for the governor's seat that has always been a preserve for men in the Maasai community.

Round table talks to improve governance “It is important as professionals that you develop the appetite to be involved in national and local discourse to enable both levels of government improve governance and service delivery. - Osoi By Michael Opiyo Kajiado County Assembly in its effort to leverage its public participation and open governance has yet again held an inaugural Speaker’s Round table. The forum brings different sector groups together for an open discussion, where participants engage the Speaker on pertinent matters. The County Assembly became the first legislative house to hold a Public Open Day through the much lauded Bunge Mashinani forum that took the legislative agenda to remote areas of the County. In the first forum held on 28th February 2021, the Speaker Hon. Johnson Osoi challenged professionals and elites to be at the forefront of pursuing better governance and development. He asked them to use their relevant skills and knowledge of their respective fields through the set out public participation procedures enshrined in the Constitution. “It is important as professionals that you develop the appetite to be involved in national and local discourse to enable both levels of government improve governance and service delivery,” stated Osoi. According to KCA University Manager Mackred Ochieng, the less involvement of professionals in public conversations since the promulgation of devolved governance has led to failure of implementing issues raised by locals. Priorities "I have attended several forums where we were invited to give our input and priorities as citizens and as a community but nothing was done,” said Ochieng. He said problems that remain unresolved include unrepaired roads despite substantial amounts of money being allocated to the ward fund for improvement of roads. Tabitha Magero, a practicing lawyer observed that both levels of government had used public participation as rubber stamps to just fulfill the constitutional requirement at the expense of conducting a detailed civic education. Mr Eazhawa Pravin board member for Kenya National Chambers of Commerce appealed for consistent engagements between government and professionals to support development and harmonization of better governance. The Speaker said the challenges that hinder effective public participation must be dealt with for the gain of the public. He assured the participants that the Assembly is already in the process of reaching out to the representation of groups. “We are in the process of undertaking our stakeholders mapping, this has to be done in a manner that promotes inclusive public participation and in line with the constitution of Kenya,” said Hon. Namanga residents decry bad roads By Our Reporter Namanga town residents have protested over the poor road network that has impacted transport and cross border trade. However, the town is alarmingly losing its former glory owing to poor infrastructure for some time now.The town has only a single tarmacked road heading to immigration offices and on transit trucks parking. A spot check indicates town service roads are characterized by large potholes currently filled by flood water. Public service vehicles have begun pulling away from the route despite relatively increasing the fare to cover for vehicle repairs. “Both the National and County government has neglected the town infrastructure to the chagrin of residents. The feeder roads are messy and impassable during rainy seasons. A border town

Photo/Bell Pere By Bell Pere More than 2.800 households living around the Maasai Mara game reserve who have been receiving relief food from Nashulai conservancies for the last 11 months will have to brace for hard moments after the relief food programme comes to an end. Nashulai conservancy has been donating relief food twice a week to

support vulnerable families since the coronavirus hit the region that heavily relies on the tourism sector for their livelihoods. Ninety-five percent of tourism activities at the Maasai Mara game reserve have been negatively affected due to the coronavirus pandemic with foreign tourists keeping away from visiting the Maasai Mara game reserve and conservancies. According to Nelson Ole Reiya the CEO Nashulai Conservancy, in-

ternational tourism collapsed since the coronavirus pandemic hit the nation with livelihoods of communities living around the Maasai Mara being negatively affected. This forced Nashulai to start a life saving relief food programme. Reiya said there was need to provide relief food to the 2800 households for the sake of ensuring that the community refrained from poaching wildlife for food. He expressed

hope that even though the relief food programme has come to an end, the conservancy has moved on to sensitize the community to venture into developing small gardens as well as to keep poultry so that they can stop relying fully on tourism. The CEO appealed to the Government to support communities living around game reserves by coming up with sustainable food programmes such as construction of fish ponds and small community gardens for sustainable livelihoods. Joyce Moniko who has been benefiting from the food programme for the past 11 months narrated that since the pandemic struck the women were affected financially as they normally rely on selling bead-work products to foreign tourists. She stated that Nashulai conservancy has been donating foodstuffs to their families, adding that they were worried that the programme has come to an end. Mary Kaaria who is a mother of five said they had been having a hard time to provide food for their families. She lauded Nashulai Conservancy for providing food for their families. She also noted that they have saved a lot as they could have been selling their livestock to fend for their children.

Land registry opened in Kajiado West By Obegi Malack

The Ministry of Lands and Physical Planning has opened its first land registry in Kajiado West constituency at Olepolos. The registry was gazette by Cabinet Secretary Farida Karoney on March 5, 2021 in Kenya Gazette Supplement number 20. Kajiado West Constituency Member of Parliament George Sunkuyia had on October 26, 2020 written to the Ministry requesting for an office in the region. He complained that people from as far as Torosia on the Kenya –Tanzania border travel all the way to Ngong in Kajiado North Sub-County for services. Residents of Pakaase that also borders the two countries in the South West and Mosiro also get their land services in Ngong. Sunkuyia said the National Government Constituency Development Fund (NG-CDF) has allocated funds for construction of the new registry and requested the ministry to post officers to the office so that residents can start getting services.

Nema cracks whip over sewer By Our reporter The National Environmental Management Authority (NEMA) in Kajiado County has warned a school that is discharging raw sewage in Isinya town. The public secondary school has been given a one month notice to ensure that effluent from the toilets does not mix with surface running water from rain. Nema said it was taking action after receiving complaints from residents for several months. The foul stench from the raw sewer flowing freely has taken the populous Isinya town captive for several months to the chagrin of the local population. Like all satellite towns in Kajiado, Isinya doesn’t have a sewer system making it one of the dirtiest towns in Kajiado county. The raw sewer has affected businesses with locals fearing they will contract serious diseases because of the county government’s reluctance to address their concerns.

“Relevant bodies have buried their heads in the sand. Our businesses are dying and we now fear there could be a disease outbreak,” said Fish trader Nancy Atieno. Locals claim the raw sewer has been flowing from nearby Moi Isinya Girls High School during the current short rains season prompting NEMA officers to swing into action. Kajiado County Nema Director Joseph Kopejo has issued a one month notice to the school management to put up a new sewer system to ensure the sewage from lavatories does not mix with rainstorm water. “Their grievances are valid because the sewer water was trailed to the school and we have asked them to construct a new sewer system and contain water from toilets and bathrooms,” said Mr Kopejo. “We are also aware some unscrupulous landlords in the town have been releasing sewage into open ditches at night taking advantage of rains. We are profiling them ready for sturn action,” he added.

NEMA officials in this region recently gave notice to abattoirs and flower farmers asking them to comply with

environment laws and stop openly discharging effluent after members of public raised concerns over the flow. Sever-

al slaughter houses have since been closed indefinitely.

More cash to the wards ideal, but rein in wastage Having voted overwhelmingly for Kenya Constitution (Amendment) 2020 Bill spearheaded by the Building Bridges Initiative, now the counties’ next hurdle is the planned referendum. Vested interests, like securing the promised Sh2 million car grant for each of the 1450 elected and 772 nominated Members of County Assembly (MCAs) so as to back the Bill notwithstanding, there are definitely a number of goodies dangled and bound to immensely benefit counties one way or the other. For the car grant alone the tax payer will cough Sh4.5 billion. If the Bill—currently before Parliament, which can only debate it but not amend anything at all—passes the referendum, counties will also receive 35 percent allocation of revenue from national government, up from the constitutionally guaranteed 15 percent minimum, and besides that 5 percent will go directly to the ward courtesy of the Ward Development Fund. As would have been expected, the naysayers flaunt conspiracy theories, seeing the whole BBI effort as nothing more than bait to create jobs for political elite at the expense of the country’s hoi polloi. Understandably, funds trickling to the ward level is a mouthwatering offer few can afford to resist and viewed as a great idea whose time has come. Opposers nevertheless, are feeding the narrative that the planned reforms are a clever ploy by a few politicians intent on perpetrating domination of the masses instead of baking a bigger cake for all, hence the claim it’s a case of dynasty versus hustlers or lowly less moneyed class. Be it as it may, there are some noble benefits to be had, if and when, the proposal gets plebiscite nod. That said, as has been witnessed in the 47 counties since the advent of devolution, wastage and pilferage unfortunately appear to have been devolved to the counties, inflicting serious damage amid grassroots residents’ clamour for service delivery. Obviously, though, with the funds at ward level, counties like Narok and Kajiado and others that boast enormous natural resources at their disposal will be in a position to leverage available natural resources and other wealth to create jobs for youth, women and other residents. But this can only be doable if systems are put in place, besides guaranteeing transparency, accountability and efficiency, to rein in wastage of the devolved funds to spur development of the all wards countrywide.

Mukhisa Kituyi 2022 presidential bid: The tough road ahead Former Kenya’s Minister for trade and recently resigned Secretary -General of United Nations Conference on Trade and Development (UNCTAD), Dr. Mukhisa Kituyi has joined in the fray as a presidential candidate in 2022. This is a quite interesting development for a number of reasons. Firstly, it was not entirely unexpected as there have been reports already that he was to vie. Secondly, several indicators or signals from powerful people (from body language and even clever or sly pronouncements) were indicative of something in the offing about the man. Thirdly, to some powerful people he looks decent and can manage many affairs especially in the economic front. Fourthly, even from local grapevine from ordinary people, there have been arguments that since the leading candidates are too polarizing and in era of extreme tribalism, there was need to bring some soberness to the contest and Mukhisa Kituyi fits that bill. These are reports that have come to my attention, not by guys you could think are careless, idlers, jokers or such kind of talkers. They are not claims from some emotionally charged voters or those easily swayed by tribal or such kind that influence voting and taking political positions. The concerns I overheard them raising were that, the frontrunners in the contest may not bring in radical changes in governance to get the country out of the morass it is in politically and economically. They claimed

none of them have a good grasp of the economy but were either seasoned politicians groomed by the existing systems over time, or were opposition big names that would easily fall in comfort zones once in power. These were among the many reasons I overheard adduced by those who are for Kituyi candidature.

I do know that you cannot wish away the candidature of current Deputy President William Ruto. He has come of age since his time as a youngster in Youth for KANU 92 (YK92) that helped late President Moi win against a formidable opposition in 1992. At that time I was also busy trying to campaign for the opposition after my high school education. I faced defeat due to the divided opposition plus the powerful state machinery employed by then President Moi. I was a

For Ruto, he has built significant political acumen and networks across the country.He can never be a pushover, His recent capture of the imagination of many of the downtrodden and especially the unemployed, underemployed and many doing small businesses for survival in a difficult economy, under the banner of ‘Hustler Movement’ is something that cannot be ignored. Similarly, you can’t write off opposition maestro and former Prime Minister Raila Odinga. His long career and history in the fabric of Kenyan politics is well known and is significant. So any new political paradigm has to take cognizance that these two are forces to take note of. Besides these, others in the field include Musalia Mudavadi and Kalonzo Musyoka. There are others who have been brought up by the devolution who have been governors and though they may not have shown their cards clearly they too are resourceful people politically.They include County governors Wycliffe Oparanya, Alfred Mutua, Hassan Joho and others. Then there are politicians of the likes of Gideon Moi and others who too, may want to take a stab at the presidency. The are likely to complicate Mukhisa Kituyi candidature. We still have a long way to go to the next general election. Mukhisa candidature is not out of the blue and may be representing quite some interest groups.Yet in a country seriously engulfed in tribal politics and a bad history of politics, there is

a lot bound to happen between now and the next general election. Mukhisa as a person may be a competent manager so to speak but politics also present too many other actors and challenges beyond a normal organization as you would expect in a business enterprise. It has its dirt self and too many shenanigans to deal with beyond what is presented by a business. Those vouching for Mukhisa would want to see a replica of retired President Kibaki who helped revive the economy from doldrums after years of KANU and President Moi stranglehold. But these are the same people who too, regularly warm up to Musalia Mudavadi. In 2013 he almost became the Jubilee presidential candidate till the last minute when political schemers decided otherwise and stood with Uhuru Kenyatta and with William Ruto as the running mate. Lately there have been murmurs that Musalia Mudavadi could be revived as the Mt Kenya region candidate to take the big vote from there. Entry of Mukhisa Kituyi seems to complicate matters. But as those who are experts in politics say 17 months to the intended general election is a long time. I think we have to keep a keen eye on what is happening with regard to BBI (Building Bridges Initiative) as it has a huge input into the Presidential race besides other political and economic paradigms beyond President Kenyatta presidency. KNUT Rift Valley teachers vow to oppose BBI By Abdi Hussein Rift Valley Kenya National Union of Teachers (KNUT) has vowed to intensify a campaign against the Building Bridges Initiative (BBI) citing government insensitivity in solving the stalemate between the once giant teachers union and Teachers Service Commission (TSC). Speaking at Kajiado town recently after all the branch officials were re-elected unopposed, the dejected leaders said TSC has brought the union to its knees to silence teachers. Rift Valley Executive secretary and NEC member Elie Korinko accused the government for sitting on the periphery when the TSC is violating teachers’ rights. Mr Korinko said the union will urge teachers to reject BBI vehemently in case the document is subjected to plebiscite. He said BBI is about power sharing in the executive but excluding multitude workforce countrywide. “We will shoot down the BBI draft being dangled to Kenyans. We will not endorse any document that is not addressing the plight of teachers. Teachers have the magic match stick to spell doom for the documents,” said Korinko. The teachers accuse TSC for intimidating teachers in a

They opposed TSC recent circular prohibiting teachers from elective politics saying teachers will participate in a big

TSC scheme is to kill trade unionism but we will be not be cowed,” stated Mr Rop. Teachers took issue with the ongoing TSC review of handship areas with Kajiado teachers fearing the partly semi-arid county might be removed from handship counties to punish vocal KNUT officials from the region. Teachers fear that if TSC acts on their threat hundreds of teachers will lose benefits they have always enjoyed. The onset of TSC and KNUT wrangles in 2019 has dealt a blow to Kajiado teachers continuously. More than 30 teachers from Mashuuru sub-county were interdicted in 2019 for failing to attend CBC orientation sessions. Some are yet to be reinstated despite court order.

Primary school in Narok gets Sh5.5m new dining hall

By Bell Pere National Government-Constituencies Development Fund for Narok West has constructed a new dining hall for Kishermoruak primary school at a cost of Sh5.5 million. The hall with a capacity of 750 pupils also has a modern kitchen. Narok West Member of Parliament Gabriel Tongoyo, speaking during an impromptu visit at the school, said he noticed that the students were taking their meals out in the open and decided to get funds from the NG-CDF to put up the dining room. He said his CDF board will continue constructing facilities for both primary and secondary schools in his constituency. “We are determined to equip our schools as one of the social amenities around us and within Narok County,” he said.

He said he will ensure this is done so as to impact the wellbeing of learners in schools. “We are struggling with Covid-19 and trying to curb its spreading by social distancing, wearing face masks and sanitizing. Construction of more facilities in our learning institutions will help in social distancing hence safety,” Tongoyo noted. The legislator. who is an aspiring candidate for the Narok gubernatorial seat, issued the school with its title deed to protect school land. “This encourages more construction of more facilities as its land had been secured,” he said. The school head teacher, Mrs Karuara Judith thanked the MP for his efforts to assist the school. “We pray that you may have more years of leadership to serve your people with love and care,” she added.

Kajiado County KUPPET branch officials re-elected By Obegi Malack obegimalack@gmail.com Kenya Union of Post Primary Education Teachers (KUPPET) Kajiado County branch officials retained their positions in a hotly contested election held in Nkoroi Mixed Secondary School. The 10 officials were reelected to continue leading the teachers union in the county for another term. The branch chairman Sammy Bundi Maina scooped 477 votes while his opponent James Ntiamasi got 191 votes.

Spirited campaigns were spearheaded by two camps Team Software versus Team Change. Zadock Ambrose Kisienya retained his position as Executive Secretary with Moses Kingori also getting re-elected as Vice Chairperson. Maina said they were voted for overwhelmingly since they had touched teachers’ lives in every corner of the county, adding that they received votes from every region. Ruto visited Kajiado North Sub-county to issue empowerment programme cheques to women. He told those opposing that he was prepared to meet them when they will face the electorate in 2022 as he campaigned for his “hustler” nation agenda. “Our economy will grow we will empower the small traders and fight poverty,” he said. That was the second time the DP was holding a rally in the region in the last two months. He had earlier been hosted by politician Daniel Teenai last month at a rally that was attended by a number of MCAs who swore to reject the BBI report. The MCAs who attended the second meeting appeared to dif-

fer on why the Bill was passed, some claiming it was rejected with others giving reasons why it was paswwsed as they urged the electorate to reject it during the referendum. Narok bus terminus to be upgraded By Our Reporter Narok Bus terminus is currently being upgraded to a modern bus terminus to ease operations for motorists and passengers upon completion. More than 3,000 households and 10,000 livestock from Kuju region, Kajiado East Sub County will benefit from a major water project after many years of suffering. The Sh15million water project was funded by the National Government through the Ewaso Ng’iro South Development Authority (ENSDA) and the county government of Kajiado. Over the years, residents trekked for more than 15kms in search of the rare commodity and also had to drive their livestock to far away rivers. Nolturesh sources its water from Mt Kilimanjaro and supplies part of Kajiado, Makueni and Machakos counties.

Destructive locusts invade Kajiado pasture By Our Reporter

A swarm of desert locusts invaded parts of Kajiado East Sub -County early February causing panic among herders after causing a massive destruction to crops and pasture. The Intergovernmental Authority on Development (Igad) Climate Prediction and Applications Centre (ICPAC) had warned that at least 23 counties in Kenya are at very high risk of fresh invasion by swarms of desert locusts. That was the second locust invasion after the last incident was reported in February last year in Dalalekutuk Ward, Kikuro Location in Kajiado Central. The locusts invaded Ilmukutani before spreading to Selengei, Masimba, and Lekisim in a whirlwind on one night. The locusts are said to have originated from the neighboring Makueni County before moving to the west of the vast Kajiado County. Residents woke up to a rude shock after they found pasture and crops enveloped by a swarm of locusts. Attempts to scare them away using motorcycles among other physical efforts proved futile and locals fear the locusts might lay eggs, hatch and spread further. “In the morning the whole vegetation was covered by desert

locusts in their millions. Trees had lost leaves with crops far gone. It was horrible,” said Selengei resident Damaris Kulei, The farmers remain apprehensive urging the county government to move with speed and address the situation especially in Kajiado south sub county. The motorized knapsack spraying of pesticides will be used for the ground mitigation efforts she said. She explained that the county government has set aside Sh5 million from its emergency funds to fight off desert locusts. She requested locals to be vigilant. So far, officers from the agriculture department have managed contain the multiplication of the locust but people are still worried.

They said Parliament was not playing its oversight role and should therefore be disbanded because they have no confidence that it legislates for women to take leadership positions. “We are concerned by the lack of focus from the country’s entire political leadership on critical issues facing Kenyans today,” they said in a press statement.

The NWSC officials led by Kajiado County co-ordinator Elizabeth Kaguta, Everline Monirei (Kajiado West), Susan Montet (Kajiado East) and Peninah Karume (Kajiado North) also accused the government of irresponsible non priority spending leading to a huge debt. The women claimed the government is planning to raise taxes which will not solve issues of huge public debt that stood at a whopping seven trillion as of June 2020. They noted that women and vulnerable groups bear the greatest burden of the state’s failure to deliver basic social-economic services.

The Sh2 billion National Government project whose implementation is overseen by Athi Water Works Development Agency (AWWDA) is scheduled for completion in 2022. The water will flow to Nairobi County through Kajiado County. A 20,000 cubic metre storage tank has already been constructed in Embakasi and the project contractor China Jiangxi International Company has begun putting up water pipes in the sub-counties. Oloolaiser Water and Sewerage Company (OWSC) Board chairperson, Patrick Mugo says the project will solve the water crisis in the region whose population is rapidly growing. More than 8,000 households will be connected once the project is completed. In Kajiado North pipelines

Many voters in Kajiado North constituency are registered voters in Langata and Dagoretti constituency, both in Nairobi County where they can easily access bursaries and other services. Others are reportedly hired by politicians from the two neighbouring constituencies who lure them to register as voters in those areas. “Voters here are an easy target for Langata and Dagoretti politicians who lure them to register in Nairobi County and vote for them because of the proximity to the city polling centres,” said a voter registered in Karen area. Every election year thousands of votes are transferred by Nairobi politicians to the voters roll in the city, where, some have even been awarded party positions. A man was arrested at the IEBC offices in Langata in 2017 after transporting several people from Ongata Rongai to register in the centre. Management plan launched for Mara conservancies

By Ben Leshau The Masai Mara Game Reserve ecosystem has received a conservation boost after 16 community conservancies launched a conservation management plan. The first ever “Greater Mara Ecosystem Conservation Management Plan” was launched after delaying for a decade. The management plan consists of the seven thematic areas involving wildlife protection, natural resource preservation, land use, opening of wildlife corridors and other sustainable conservation measures. Speaking during the launch, Tourism Cabinet Secretary Najib Balala said the plan will be implemented in the next two years to save the world famous game reserve from fast-growing population pressure. “Plans to have the Mara Management plan were there since 2008 before another draft was done in 2016, there was another draft plan but nothing has happened. “Last year I vowed to have the plan by the end of August but we are here today to launch it,”said Mr Balala. The Oloitokitok-Njukini-Taveta road nightmare By Our Reporter Hundreds of farmers and business people along the Oloitokitok-Njukini -Taveta road have protested over its deplorable state. They claimed that the road has caused them heavy losses over the past five years because it is impassable. The 67km road cuts across the agricultural belt connecting Kajiado and Taita Taveta County and also handles cross border agri-business to and from neighbouring Tanzania. The road and multiple feeder roads are in a bad state because of the ongoing rains that have made them totally impassable paralysing transport. Both trucks and saloon cars have to be pushed and be pulled by a group of youths to manoevre the muddy road. Residents of Njukini, Entarara and Illasit towns have been cut off from the rest of the county. People there now carry their sick on their backs to distant health facilities because huge pot

holes caused by flash floods have have hampered transport. “Patients hardly make it to hospitals especially at night. Donkey carts come in handy but with the rains pounding the region, the hospitals are still inaccessible,” said John Kimani resident. Taita Taveta County residents are also affected as they share some natural resources and markets with their Kajiado neighbours. Transport Farmers cried foul saying they are unable to transport their perishable farm produce to the markets, thus incurring heavy losses. The few trucks ferrying farm produce spend more than a day to cover the bad stretch of the road with motorists complaining over the cost of vehicle repairs they are forced to foot. “Almost every farmer is currently harvesting tomatoes and other farm produce, but we cannot access the market. Our farm produce is rotting in the farms,”

said Nancy Nasieku, a farmer from Njukini. The road is also used by tourists driving between Amboseli Tsavo National Park and Tsavo Game Reserve. Public Service Vehicles have pulled out of the route forcing passengers to go through Tanzania, where they undergo a rigorous clearance process by authorities then back to Kenya. Shopping centres along the

road are dying slowly economically, as locals continue pleading to the national and county governments for help. In May 2019 Kenya National Highways Authority (KeNHA) said via a public notice that they had identified a contractor to tarmac the road at a cost of Sh5.383 billion under Annuity Road Project Programme(ARPP). The construction is yet to commence.The annuity pro-

gramme is part of Kenya’s approach to upgrade 10,000km of roads facing public funding shortfall. The projects are expected to be carried out over the next five years at a cost of about Sh300 billion countrywide, while private investors are expected to design, build and maintain public roads using their own funds.

“BBI Mashinani” to drum up its support for the envisaged amendments in the villages. They picked grassroots women mobilizers to champion the push for its support among all members of the community. ODM stalwart Senator Judith Pareno hosted party leader Raila Odinga at her home in Mashuuru recently and marshalled women to support the proposed laws regardless of their political party affiliations. Pareno, a lawyer by profession, has been nominated

twice by ODM, first as an MP in the East African Legislative Assembly (EALA) and the as Senator. They spoke before the BBI Bill was debated and passed by the Kajiado County Assembly but pointed out that the campaign will target the national referendum expected later in the year. She said Maasai women in the villages will form small groups to champion the BBI agenda because it will create benefits for marginalized communities. Pareno challenged Maasai women to vie for elective posts in forthcoming elections saying she will go for the senatorial position. “The BBI will ensure more funds to the devolved units, translating to more development projects in the villages. Narok County Commissioner Evans Achoki issued the title deeds to the residents and cautioned that they should not be a source of new conflicts. “Residents have receivd their titles after a very long period of disagreements amongst themselves but it should not be a reason for land clashes and boundary disputes,” said Achoki.

He asked them to visit the lands registrar office for proper clarification and mapping should any disputes arise. “If you start fighting over disputes, my office will arrest all those that will incite the clashes,” he added. Fencing of Mau forest kicks-off By Ben Leshau The restoration efforts of the Maasai Mau reserve have climaxed as the government plans to kicks off fencing of the forest in two weeks’ time. The over 44,000-hectare forest that was reclaimed in 2019 after over 35,000 illegal settlers were evicted will be fenced in two phases with the first one covering over 30kms. Area Deputy County Commissioner Felix Kisalu, explained that the multi-million project will be undertaken by the Kenya Water Towers Agency (KWTA). “That will seal the fate of the evictees who were still hoping to return to the forest,” said Kisalu. He added that plans to fence the forest started last year when government surveyors marked the boundaries.

“We have the first batch of posts delivered and the National Construction Authority (NCA) has approved the required standard of fencing,” said Kisalu. He reiterated that the fencing will also deter the community living around the forest from illegally grazing their livestock in the forest to allow regeneration. In addition, the fence will also prevent illegal logging and poaching of wildlife in the reclaimed forest. The DCC added that the fence will also eradicate conflicts between the community and the security agencies manning the forest. Apart from the fencing, he revealed that the government will also initiate community-driven projects such as planting tea and avocado trees around the forest to benefit the locals economically.

Despite the Maa speaking the same language, different sub-tribes such as Ilpurko, Keekonyokie, Uasin Gishu, Moitanik and Ildamat hold their emanyatta ceremonies independently. John Kaiyoni, a scholar who was among those who graduated told County Press that the “mwacha mila ni mtumwa” (Whoever abandons his/her culture is a slave). “It is ironical that foreigners adore the Maasai culture yet Kenyans fail to recognize it,” said Kaiyoni. He however called for the abolishment of harmful cultural practices such as the Female Genital Mutilation (FGM) which he said has hampered the education of the girlchild in the Maasai community. In 2018 the United Nations, Educational, Scientific Cultural Organization (UNESCO) listed three Maasai male rites of passage as an intangible heritage that needed urgent safeguarding. The Enkipaata, Eunoto and Olng’esherr are three interrelated male rites of passage of the Maasai community. The Enkipaata is the induction of boys leading to initiation, the Eunoto is the shaving of the morans paving the way to adulthood and Olng’esherr is the meat-eating ceremony that marks the end of moranism and the beginning of eldership. The rites of passage are mainly practiced by young men of the Maasai community aged between fifteen and thirty but women also undertake certain tasks.

He urged all key stakeholders and county governments to support the programme to help facilitate riders to enroll in the training to safeguard lives. Mr Tobiko said the training targets 1.4 million boda boda riders in the country expressing optimism the consultative programme will help curb road carnage. “The national government in collaboration with road safety stakeholders will ensure the boda boda enterprise is safeguarded by ensuring all riders are licensed. Boda boda riders contribute to Sh353 billion to the economy annually,” said Keriako. He also marshalled riders to support the Building Bridges Initiative (BBI)

Most riders said the training is key for them to acquire road safety skills but called on the government to consider reducing the training fee or make it free. They said they are enveloped by major economic hurdles as competition and post Covid-19 remains major hurdles. “Most of us make less than Sh500 per day to support our families. Let the government consider making the programme free to help us. The programme will be conducted in technical colleges across the county.

Tunai irked by high rate of girl dropouts By Ben Leshau As the country marks this year’s Day of Zero Tolerance to Female Genital Mutilation (FGM), Narok has registered high rate of girls dropping out of schools due to teen pregnancies occasioned by the illegal practice. Governor Samuel Tunai revealed that a total of 10,000 schoolgirls-aged between 14 and 18 have dropped out of school in the county in the past one year. The Governor who spoke at Ng’oswani area in Narok West Sub-County recently said the situation was made worse by Covid-19 that saw schools closed to curb the spread of the virus. “As we speak, Narok leads in the whole country in teenage pregnancies with over 40% prevalence, which is unfortunate and needs urgent intervention by authorities,” decried Tunai. He challenged parents to shun from the retrogressive culturalpractices that are posing a threat to the future of the girl child education. Mr Tunai who was accompanied by Livestock/Fisheries

Gold medalist languishing in poverty By Abdi Hussein A young man who bagged three gold medals at the 2014 Africa Youth Games is languishing in poverty in Kitengela. Over the last four years, Evans Murutu has doubled up as Boda boda rider and a part-time worker at a garage in the dusty Kajiado County town. His is a sad story of life full of misery and a vicious circle of poverty and shattered dreams at a tender age. Murutu has nothing to show for the determination and hard work he invested in athletics apart from the three pieces of silverware. He kept gazing in the sky during the interview as he told the story with tears flowing down his cheeks. The class seven dropout who trained himself in weight lifting to be a champion in Ghetto gym in Kitengela, using outdated equipment, says his world crumbled after he won three gold medals in 2014 representing the country under Kenya Amatuer

However, the father of one said trouble began when he demanded a government cash award of three million shillings and jigsaw began. He claimed a senior govern-

To make ends meet, Mr Murutu juggles between garage work as a panel beater and Bodaboda (Motorcycle taxi) services in Kitengela, making between Sh 500 to 600 per day. In his free time he likes practicing at a gym within the garage, together with his peers who re-

gard him highly but he says he wouldn’t like them to emulate him. “Sometime I’m ashamed when I see my fellow youths praising me when I’m training with them yet I live in squalor because Kenyans do not respect talent without money,” he said. However, Murutu is still hopeful to bounce back.

Porous border blamed for Covid-19 upsurge By Staff Reporter The porous of Kenyan-Tanzania border in Namanga town, Kajiado County is a major drawback in the enforcement of protocols to curb cross border Covid-19 infections. The Ministry of Health in collaboration with security officers have intensified surveillance at Namanga One Stop Border point but clandestine routes used by locals seem to water down the efforts. All visitors entering Kenyan territory must have Valid Covid-19 test certificate and their body temperature is also taken before entering customs precincts. The Namanga Covid-19 testing mobile laboratory is up and running targeting hundreds of truck drivers. The laboratory has a capacity to handle between 500-600 samples daily giving results within five hours, thus minimising earlier reported delays. Covid-19 protocols are observed on the Kenyan side of the

border as opposed to the Tanzania side despite deaths blamed on the pandemic being reported from the country. Business people from both sides of the border mingle freely with very few wearing face masks. There are no Covid-19 testing facilities within the vicinity of the border on Tanzanian site prompting Tanzania truck drivers to rely on Kenyan mobile laboratory for testing. Kajiado Oloililai Deputy Commissioner , Mr Justin Maina said the porous Kenya-Tanzania borderline has been the biggest challenge to curb the cross border Covid-19 spread despite stringent measures.

Mr Maina said they are currently using intelligence to block the clandestine routes being used to enter or leave the country. “No one is allowed to cross the border without a valid Covid-19 test certificate, which must be verified by the Ministry of Health officers,” said Maina. Kajiado county Health County Executive Committee Member (CECM), Ms Esther Somoire said much more is needed to contain cross border infections especially now the country is experiencing the third wave. Ms Somoire said the county remains the virus hotspot owing to the border entries.
