They Say He Can’t Win. “We” Think “They” Are Wrong.

I

t’s become a useful axiom in national politics to ask voters: Are you better off than you were four years ago? Applied to the City of Santa Barbara, I don’t know anyone who would answer that question in the affirmative.

I don’t even believe the Santa Barbara County Democratic Party (known to insiders as the DCC, run by Supervisor Das Williams’ chief of staff), which endorsed Mayor Cathy Murillo for a second term, believes we are – even if we put aside the exceptional circumstances of COVID, and before that the fires and debris flow. Nor do I suspect they think Murillo has what it takes to lift our city out of the morass from which it has been desperately slogging through.

When you receive party endorsement literature in the mail, you might assume the endorsed candidates have been thoughtfully vetted. Not necessarily so. What you’re actually getting is an endorsement that’s part of a spoils system designed to reward loyal minions who are beholden to the party and its interests.

Such are party politics, which is a shame considering the fortune spent on advertising even the most tepid of endorsements.

To be clear, I believe the folks at the DCC are good people who are involved for the right reasons. And I trust they fundamentally care about our county, and beyond. But it is broadly believed (not just by me but by many others) that their current selection process is flawed. That loyalty and discipline have become priorities no longer benefits local politics or the populace; and I think they are missing the forest for the trees.

At the DCC endorsement interview for City Council District 4, the first question asked of Kristen Sneddon was not about homelessness, or racial equity, or vaccine mandates, or affordable housing. It was instead a blatant test of party loyalty. “Why did you support Laura Capps (for County Supervisor), and Kate Ford and Virginia Alvarez (for School Board)” they asked Sneddon, about her support for candidates not endorsed by the party apparatus.

How dare Sneddon use her own judgement without fear of retribution from the local party, the penalty for which can be years of shunning, if not an eternity.

The behind-the-scenes conversations I’ve had with local leaders have been telling. Those who depend on DCC support would not go on record and say as much, but simply rolled their eyes when I pleadingly ask them if they really believe that the best thing for Santa Barbara, at this critical juncture, is a repeat performance by Murillo.

Can we be honest? We’ve all seen that movie; we’ve struggled through its clunky plot; even nodded off a few times; none of us would go rushing back to see that sequel – I don’t care how much was spent on marketing.

I take no pleasure in writing this. I have nothing personal against Mayor Murillo. She seems like a fine person. And I appreciate her service and the important work done during her term – like the approval of parklets on State Street – a lifesaver for local restaurant owners (but which were also adopted by every major municipality in the country – hardly visionary). But at this moment the stakes are too high for us to spend another five years without strong leadership. When Santa Barbara is struck another devastating blow, natural or otherwise, this is not the leader we want at the helm.

In last week’s mayoral debate, I listened carefully to all six candidates. As did

What a Concept:

Car Designer Lends Talents to Help Classic

M

ark Stehrenberger is not David Hasselhoff.

Nevertheless his body was iconic on the TV show “Baywatch.”

The RIOT sportscar was his creation, one that car enthusiasts and car-noscenti drooled over as it sped along the Malibu coast in the 1990s television smash hit.

“I didn’t get to meet Pamela Anderson though,” Stehrenberger quipped.

He wears his sense of humor on his sleeve, the 79-year-old simply thankful that he has been able to choose his own career path, one that began in fashion design and has evolved into being one of the world’s most renowned car concept design artists.

“All my life, I have been the luckiest guy in the whole wide world,” Stehrenberger said. “So many folks would kill to have work that is fun.

I’m fortunate to have that all the time.”

The Swiss-born artist has made an impact locally through various

businesses, but also his donation of time and talent to the Montecito Motor Classic, which is set to honor Stehrenberger on October 10 at its annual event at the Santa Barbara Polo and Racquet Club.

The event’s poster has been in his very capable hands, helping raise money for the Santa Barbara Police Activities League and Santa Barbara Police Foundation — two organizations that have received thousands of dollars in donations since the Classic started in 2012.

“I’m very close to my police friends ­—thankfully not in the back of their vehicles though,” Stehrenberger said with a wry chuckle.

His affinity for drawing vehicles started at the tender age of three (“my dad always had good-looking cars,” he said), even though in Switzerland there wasn’t an obvious outlet for an up-and-coming car designer. So, instead, he launched into fashion — an industry that has plenty of similarities to automobiles.

thing cutting edge, the other one will likely follow,” Stehrenberger said.

While fashion design continued to influence his work, Stehrenberger was able to launch into his preferred career of cars once he moved to the United States, eventually landing in Santa Barbara in 1983, where he co-launched Stehrenberger/Clenet Inc., an automotive research and development company.

With 20 “very, very talented” people on staff, Stehrenberger would

work with like-minded individuals on concept vehicles and prototypes — working with local car outlets, as well as national brands such as BMW. “Just an incredible time, creating really cool work,” Stehrenberger said.

Expansion Pays Off for Beloved Eatery

uickly and quietly opening in time to capture the summer tourism rush, Jeannine’s at the Shore, which opened early July, is the latest – and the largest – outpost opened by Alison Hardey of the Hardey Family, who have operated the locally-owned family bakery business for over 30 years.

“We’ve always wanted to be at the beach, and we inquired about this space many years ago, but it never worked out until now,” Hardey told us of 1 State Street, which is located on a prominent corner across from Stearns Wharf.

“Just look at this view,” Hardey mused when we toured the bustling bakery earlier this week.

With up-close views of the ocean, the pier, sailboats, and the iconic dolphin fountain, the location is quintessential beachfront Santa Barbara, and has thrived since the doors opened, drawing locals we well as tourists who are staying at nearby waterfront hotels. The large eatery can house around 200 seats, with multiple dining areas and patios. The property backs up to Mission Creek with a thoroughfare giving direct access to guests of the Harbor View Inn, which is owned and operated by Hardey’s landlord, Mark Romasanta.

The property has been family owned and locally operated for 30 years.

In fact, Mark’s parents and Alison’s parents knew each other during their college days at UCSB. “Our moms were sorority sisters,” Hardey laughed. “The Romasantas are invested in keeping the property maintained and well-run. We both have family-owned businesses. There was an understanding of one another, which is why it came together so quickly.”

Alison Hardey has opened a fourth Jeannine’s location at the base of Stearns Wharf

this year, got the keys June 1, renovated, and opened for business on July 10. The Romasantas were operating State Street Coffee at the location since the closure of Gene Montesano’s Due Lune in January; prior to that the space was the home of Eladio’s (also run by the Romasanta family) for many years.

“There is something natural about us being at this location. It just works,” Hardey said, adding that the success of the business has exceeded expectations.

hat a joy to return in late summer to my home in Montecito and discover the newly constructed, protected walking path along Hot Springs Road. Twenty years ago, when my husband and I first came, we often walked cautiously up to East Valley Road and back, hoping for safety from passing vehicles.

Thanks now to the ingenuity and hard work of the Bucket Brigade, the new pathway provides a much safer route to follow.

Unfortunately, there is a bug in the ointment — a litter bug. No sooner had I walked a block on the east side of Hot Springs Road than I observed 12 empty mini-size Vodka bottles scattered in the bushes along the way, two quart-sized beer bottles, a few cans, some paper cups, and a few cigarette butts. Mind you, those were the visible items. Surely there were more buried under the brush.

This is nothing new. It goes back to the past 20 years when we were young enough to don some gloves and pick up much of the trash ahead of Beautification Day.

I believe the fine for littering can be quite hefty, if caught.

Surely the offenders have little respect for private property or the beauty of our sweet town.

That Didn’t Go as Planned

One year ago this week, Rinaldo Brutoco, a frequent contributor to the Montecito Journal, told readers that, “…if you are still holding on to any stocks, bonds or excessive cash, I strongly urge you to sell them and purchase gold from one of the two ETCs” he recommends [I believe he meant ETFs, or exchange traded funds]. This seemed to me to be very questionable advice at the time, but the fair thing to do was to see how well this recommendation held up over the course of a year.

Disastrously, in a word. Since September 17, 2020, the Dow Jones Industrial Average (an index of the stock prices of 30 large industrial companies) is up 25%, the S&P 500 (a similar index, but encompassing 500 of the largest U.S. companies) is up 34% and the NASDAQ (again similar, but for more than 3,500 mostly technology and internet-related companies) is up 39%. This means that a $1 million retirement portfolio, say, invested in an index fund tracking any of these three groups of companies would have appreciated by between $250,000 and $390,000 in the last year.

By contrast, the gold fund that Brutoco described as his “favorite” — State Street Gold Minishares — was down nearly 8% on the year. In other words, that hypothetical $1 million retirement portfolio invested there would have lost $80,000 in the last year. Brutoco’s other recommended gold fund was down less (-0.85%) but putting one’s money there would still have been very, very costly.

Although the very long-term return to stocks has been three to four times that of gold, there certainly have been periods of time when gold has outperformed equities, as Mr. Brutoco correctly points out. But virtually none of us is smart enough to know just when those periods will begin and end. Moreover, as the highly regarded firm, TCI Wealth Advisors, has recently pointed out, gold has been an even more volatile investment than equities over the past 40 years.

Boring as it might seem, the best advice for most people regarding longterm investing is that which we hear most often: buy and hold a diverse portfolio of mostly small, medium, and large-cap stocks, along with some fixed income holdings (bonds) and, possibly, some alternative investments — the latter being comprised of real property, private equity, venture capital and yes, even gold if one is so disposed.

About That Location . . .

Every week I scan Mr. Brutoco’s column and shake my head with amusement. His heart is obviously in the right place, but he’s very confused about his facts. In his latest column he criticizes the city for being shortsighted enough to place the desalination plant near the ocean. He suggests we should move it up to the Cater Water Treatment Plant above Foothill (elevation 486 feet or 148 meters). Sorry, Mr. Brutoco, but every desal plant is placed at or near sea level for a simple reason: the ocean contains the seawater which is to be desalinated. The ocean is also where the brine which is a by-product of desalination is to be discharged.

Now, of course, it’s reasonable to ask the question of how long it will take before sea level rise swamps the desal plant. USGS elevation maps put the desal plant at 24 feet (7.3 meters) above mean sea level. The local rise in sea level in Santa Barbara has averaged 1.1 millimeter (mm) per year since the early 1970s. This is much lower than the global average (~3 mm/yr) for a variety of complex reasons. At this rate it would take more

than 6,000 years before the desal plant is swamped. Of course, it’s true that sea level rise is accelerating, but even with a worst-case 100-fold acceleration over the 21st century, sea level in Santa Barbara would reach near eight feet in 2100, well short of the treatment plant.

Rather than criticizing the city, we should laud them for one of the most far-sighted and consequential decisions they’ve ever made: providing a sustainable and essentially endless supply of fresh water to meet our vital needs in a region where water security is and will always be a challenge.

ringing an end to California’s cycle of dependence on imported water and surface reservoirs will require that we increase reliable local supplies of potable water that are independent of rainfall, and that we decrease our demand for water through continued conservation.

In order to drought-proof California’s Central Coast over the long term, we need to gain agreement on a series of sensible, cost-efficient strategies that will unite our independent water districts, sanitary districts, county supervisors, state water agencies, the environmental community and the governor of California.

Here is a checklist of changes that need to be happen in the next decade:

1. Commit California’s Central Coast to the pursuit of lowcost desalination of seawater. Consider public-private partnerships to design, engineer, finance, build, and operate desal plants.

California needs to take a page from Israel’s playbook. Tiny Israel, with 8.8 million people, fewer residents than Los Angeles County with 10.2 million, has warmly embraced and invested in both seawater desalination and wastewater recycling to increase their supply of potable water. Today it has five desal plants with two more under construction. The goal is to get 90% of its water from desal.

Meanwhile, California’s principal strategy to end drought has been to ask its 40 million thirsty residents to take shorter showers; install low-flush toilets; replace lawns, trees, and plants with desert landscaping; and turn off their fountains. In the last 20 years, California has built only one desal plant in Carlsbad. After 23 years, it has yet to win regulatory approval for a second plant in Huntington Beach.

For the last 50 years, California has relied on an aging, outdated State Water Project (SWP) that consistently over-promises and under-delivers its allocations of potable water. Establishing a regional desal program would provide a reliable source of water to California’s Central Coast, regardless of our drought status.

Despite the popular criticism that desal water is just too expensive to produce, Israel has shown us how to cut the cost of desal water from $6.00 per hundred cubic feet (HCF) at Carlsbad down to $0.41 per HCF, the bid price at Israel’s newer plants at Sorek II and Western Galilee.

What could California do to get the price of desal down to an acceptable level? Follow Israel’s lead while reducing the time and cost of California’s regulatory approval process.

A

Heading Into the Home Stretch

s I write this early in October, I can really feel my heart beating just a little bit faster. Kismet, that wonderful musical show, is coming to life once again — right here in Santa Barbara. For one thing, the first week of rehearsals late September in New York City are now over. For that week maestro (conductor) Nir Kabaretti flew in from Santa Barbara and worked with part of the cast (those playing the leading roles) and our director, Lonny Price.

Meanwhile, William (Bill) Soleau (the choreographer), who had been planning the choreography since last May, was busy working with the State Street Ballet dancers here. Everyone from New York then flew out to Los Angeles and met up here with the dancers as well as the ensemble singers to begin what will be a hectic four weeks of rehearsals in Santa Barbara.

I went over to State Street Ballet’s outdoor rehearsal area on Monday, September 27 to greet the entire cast just before their lunch break. It was an enormous pleasure to see more than 60 people gathered together for one purpose: to put on three performances of my favorite musical for my community. A born-in-Manhattan Jewish woman in her 80th year is bringing a play set in Baghdad almost a 1,000 years ago to a city on the Pacific Ocean so that together we can enjoy such wonderful songs as “Fate,” “Stranger in Paradise,” and “Baubles, Bangles and Beads.”

We will also delight in the talent of actors, singers, and dancers who have not been able to perform in public for nearly two years.

Director Lonny Price and I had originally planned that this production would run in February 2021 (my birthday month). But COVID put an end to that dream. Still, we persevered — together with our partners, the Santa Barbara Symphony, State Street Ballet, and the Granada Theatre. We postponed our original plan in order to coincide with the opening of the Fall 2021 performance season with the hope and belief that the COVID epidemic would be resolved.

Now the pieces of this giant jigsaw puzzle are coming together into a fluid, dynamic, two-hour show (with a 20-minute interval).

All this needs to be done while costumes are being fitted for all the dancers — some of them will also have to play small parts in two or three of the larger

scenes. Costumes for the lead roles need to be completed. Wigs have been done, but props are still being put together by our Prop Master Eric Reynolds in New York, and are being shipped here even as I write this. He is responding to requests from our Stage Manager Jason Daunter.

Three of my staff members joined me on my visit to ballet HQ (only the second time I’ve left my home for anything other than a doctor or dentist visit since I went into COVID isolation on February 20, 2020). Everyone was masked for the “meet and greet” except when speaking. My staff have been pitching in to help if needed, as well. I just finished proofreading the 50-page program that will be printed in the next week (it’s lovely).

Our final rehearsals will be in the Granada Theatre during the week ending with the dress rehearsal on October 22. With the help of my colleagues at SAGE Publishing, a number of complimentary tickets to the Saturday matinee are being offered to employees of Cottage Hospital and other organizations such as the Santa Barbara Unified School District and local community colleges and universities. Tickets for the three performances are now on sale via the Granada’s box office. The show will be performed for live audiences twice on Saturday, October 23 and there will be an additional matinee on October 24.

First, a Little History

Bob was born January 7, 1929 and grew up in the Philadelphia suburbs.

He’s a graduate of Purdue, with a degree in mechanical engineering.

This explains his favorite color – of deep maroon, for Purdue. He also had an MBA from the University of Delaware. Bob’s career was in commercial real estate development, predominantly in building skyscrapers.

He also developed a real estate textbook used by four universities — clearly making him an overachiever well before landing in Montecito.

Once he landed on South Coast, he became a foremost civic activist in these parts, continually striving for this community, for more than 30 years. t’s not hyperbole at all to suggest that the original production of Kismet that will play three performances at the Granada Theatre later this month might be the most exciting show ever to play in Santa Barbara.

While official touring shows of classic Broadway hits and more modern musical fare are still appearing at the Granada, and earlier at the Arlington, nothing along the lines of Kismet has ever happened in town before.

The production of the Tony Awardwinning musical comes courtesy of Santa Barbara philanthropist Sara Miller McCune, the businesswoman who co-founded and serves as executive chair of SAGE Publishing, meant as a gift to the community to celebrate the arts lover’s own 80th birthday.

Kismet will be a fully staged production, not a concert version, with a cast of 38 and almost as many musicians in the pit — something akin to an amped up version of a final out-oftown tryout for a show on its way to Broadway, except this Kismet is never going anywhere else.

“That’s exactly what this is,” said Lonny Price, the Broadway veteran who has helmed numerous musical productions with the New York Philharmonic, including Sunset Boulevard, Sweeney Todd and Company, among many others, as well as, not coincidentally, Sondheim!

The Birthday Concert, which celebrated the famed composer’s own 80th birthday. “It is a very unusual thing, but then Sara is an unusual woman. It’s quite extraordinary what she has pulled together here.”

Price, of course, has long since outgrown the days of doing theater in small towns. But the director agreed when Miller McCune, who had invested in his most recent New York show, the musical Scotland, PA, back in 2019, asked him to direct Kismet in Santa Barbara.

“I didn’t really know her then, but she had a dream to do this show in Santa Barbara,” he recalled, noting that Miller McCune first saw Kismet as a teen in the mid-1950s and fell in love with the show. “She wanted to give something to her community, a full production with a symphony and ballet (Santa Barbara Symphony and State Street Ballet), which I’d never done, and I wanted to try to put it together. Now, after two years of working with her, I’ve kind of fallen in love with her. She’s an extraordinary person.”

Lonny Price directs Kismet in Santa Barbara

Also extraordinary is Kismet itself, a musical that takes place in a fictionalized 11th-century Baghdad and tells the story of a wily street poet who talks his way out of trouble while his beautiful daughter meets and falls in love with the young caliph. There are themes of love and faith as well as nods to a sense of destiny that gives Kismet much of its charm. The show won several Tony Awards but has not received the frequent revivals and adulation afforded some other musicals of the era.

“I’m not sure why, because the music is absolutely gorgeous,” Price said, referring to the songs adapted from works by Russian classical composer Alexander Borodin that include “Stranger in Paradise” and “Baubles, Bangles, and Beads.”

“And it’s a big show, which is expensive to do. But I also think that culturally it traded on some tropes that fall out of fashion.”

To combat that issue, cultural consultant Naila Al Atrash was engaged to “remove anything offensive or inaccurate in the depiction of a very beautiful culture that doesn’t get celebrated,” Price said. And the cast is primarily of MENASA (Middle Eastern, North Africa, South Asian) performers from around the country to add authenticity, he said. “It’s a real melting pot cast.”

But otherwise, the Santa Barbara Kismet — which has three performances October 23-24 — will be a traditional if spectacular production, Price said.

“We want to focus on what is great about the show, to have the material sing on its own, the gorgeous

I’ve spent the better part of my childhood growing up in that little slice of heaven we all know and love.

Now living in Washington, D.C., I’m left with this feeling of awe, wishing I could spend another day brainstorming various new ideas in my backyard in Montecito. I’d lie there, thinking about my next Lego build or redstone circuit in Minecraft for hours. For as long as I can remember, I’ve had an affinity for technology and engineering, which has made me the person I am today.

I remember so much about growing up in this community. It still feels like yesterday that I gave the best man speech at the Rosewood Miramar Hotel for my father’s wedding to my amazing stepmother; walked to class with my mother and sisters; or listened to Jewish stories from my grandmother with my kindergarten class at MUS.

Currently, I am a freshman majoring in computer science at George Washington University, and right now I’m really missing all the fun, half-genius, half-stupid things I used to do with my friends. These still make me smile, like the time I created an underground gambling ring with dreidels as a first-grader at MUS, or the time I had my then two-year-old sister run over one of my best friends (voluntarily) with a battery-powered car for a group video project about Shakespeare’s Macbeth. However, my personal favorite was the time I attempted to get a 3D-printed model of my own head to top Santa Barbara High School’s flagpole.

It all began sophomore year. I had just graduated from Santa Barbara Middle School, and I felt like I was at the top of the world. Heck, I had literally just climbed Mount Whitney while at SBMS, and I needed a new project to occupy myself.

A couple friends of mine also shared a passion for engineering projects. Fellow SBMS and SBHS Alum, and victim of my two-year-old sister’s driving, Nathan Cohen, was one in particular. When we weren’t working on a particular project for computer science at SBHS, we would talk about 3D printing, design, coding, and whatever science fiction book or show we absorbed the previous night.

At some point, my father introduced me to the concept of 3D scanning, a process which essentially takes thousands of pictures, combines them and makes a composite 3D file that you can 3D-print using a PLA Plastic Printer. I was fascinated!

Western Rivers, the Salton Sea & Us Bill Maher is right on this one

L

ast week’s column (September 30) dealt with Santa Barbara’s worsening water shortage issues – August was the driest year in the last 127 years for which we have good records! All 423,895 of us in Santa Barbara County moved past “Extreme” drought to the worst of the National Weather Service’s five categories of drought: “Exceptional.”

We are all affected by it, and the worst will be increasingly our experience each year.

As the column concluded, our best short and intermediate solution is to invest in moving our desalinization efforts uphill to where seawater could be pumped up from the current desalinization point, rather than pumping fresh water up from a desalinization plant that will be under water in a couple of decades, long before the plant is worn out. We must consider sea level rise now, before it is a crisis and before we spend enormous sums of money on the proposed freshwater pipeline that will quickly become obsolete. We should be building our desalination efforts where sea level rise will not adversely affect our water supply no matter how bad climate change gets — because we are guaranteed it will get much worse.

According to calculations reported by Al Gore, which have never been disproven, we will see hundreds of feet of sea level rise from melting ice all around the globe and the expansion of sea water from heating. That reality is decades, not centuries, away.

In addition to getting our desalination plant in the right place before we pay for new piping and pumping equipment, we also mentioned an alternate solution to Exceptional Drought.

Comedian Bill Maher has been vigorously proposing water pipelines to the Southwest on his weekly HBO television show. We have approximately three million miles of natural gas and petroleum pipelines in the U.S. Maher asks the obvious question: If we can build all those fossil fuel pipelines, why we can’t we build some to carry water from places that have too much water to the drought stricken Southwest where we don’t have enough? Unfortunately, some social media sources with inadequate economic, geographic, or engineering backgrounds have been saying it isn’t possible.

They’re flat out wrong. Of course,

we can do it, and we should.

Think of it: 75% of the American West is in a “megadrought” as evidenced by the Colorado and Rio Grande Rivers drying up. That’s crazy!

California is the Nation’s food basket, and it is running out of water. The entire inland valley, once wall to wall with agriculture, has seen the floor of the valley drop several feet from subsidence as the underlying water table falls. That’s crazy! Private citizens being forced to ration water all over the Southwest as the drought deepens and extends exponentially into the future. That’s crazy!

So, knowing it is crazy, why don’t we build a fraction of the pipeline miles already in place that move petroleum and natural gas (along rights of way that will prove very valuable) for moving water? Makes all the sense in the world.

Upon hearing this idea, one social media commentor said, “You’ll need too much energy to move it over the Rockies.” Wrong. There are no Rockies on the route from the Midwest through New Mexico, Arizona, Nevada, and California. In fact, we need two pipelines: one for fresh water to recharge the Colorado River (thereby finally honoring our treaty obligations to Mexico), and a second one to come through the San Gregorio Pass at a maximum of 2,600 feet. The same place the Union Pacific Railroad used in 1883 to construct the second transcontinental railroad.

Coincidentally, that pass is one of the premier wind-energy sites in the U.S. and could provide all the electricity needed for the journey through. Once on the other side of the mountains, the water could be pumped directly into the existing Whitewater River for distribution to San Bernardino and Riverside counties, and directly into the Santa Ana River for distribution to Orange County including Anaheim, before flowing finally into the Pacific Ocean. Using existing river systems is a great way to reduce the cost of the pipeline by using existing riverbeds and adds other riparian benefits as we restore significant daily water resources to support flora and fauna in the now very urbanized area.

Study: Boosting happiness slows down cognitive decline

A

new longitudinal study investigating whether a person’s level of happiness affects their cognitive health strongly suggests that the happier you are, the less likely you are to develop neurodegenerative diseases like dementia.

The data was extracted from a subset of the Chinese Longitudinal Healthy Longevity Survey, which included the responses of almost 9,500 participants aged 60 and up, beginning in 2002. The participants were then interviewed five times over the next 12 years.

Around 2,640 participants experienced an onset of cognitive impairment at one of the follow-up interviews, and the numbers slightly increased over time. Between 2002 and 2005, only 11% of the participants showed signs of cognitive impairment, which went up to 13.3% between 2011 and 2014.

The participants answered questions about their optimism, conscientiousness, loneliness, and self-esteem, and provided information on the kind of social support they received and their health status. Positive responses to these social factors were associated with lower instances of cognitive decline.

“The findings have implications for policy and practice regarding supporting older people to preserve cognitive function in older age, given that psychological well-being is modifiable,” said study co-author Lydia Li.

This easy diet shift will help improve gut health Caring for your digestive tract isn’t just something you can check off your to-do list. It’s an ongoing process, and according to Tim Spector, M.D., professor of genetic epidemiology at King’s College London, there is a small but powerful adjustment that you can make to improve your gut health naturally.

To support his claim, Spector references a 2018 study published by the American Society for Microbiology. The researchers looked at 11,000 people’s gut microbes and their corresponding eating questionnaires and discovered a key component to gut health. “It turned out that people who had the healthiest guts, which is generally the most diverse guts, were the people eating more than 30 different types of plant in a week,” explains Spector.

While 30 may sound like an overwhelming number of plants to consume, it’s not as hard as you may think.

You can help yourself reach the golden number 30 by adding a couple of varieties of nut butter to your diet, having whole-grain toast, including a salad at lunch, and perhaps finishing it off with cauliflower pizza for dinner. By the end of the day, you’ll have had almost a dozen different types of vegetables.

for the century-long useful life of the pipes. A “Master Limited Partnership” (“MLP”) like Magellan Midstream Partners uses already provides this service for an enormous number of pipeline miles that are used for fossil fuels. The same formula would work for water. The MLP wouldn’t own the pipeline, just as Magellan doesn’t own the fossil fuel pipelines it currently manages. Undoubtedly, Magellan and other MLPs would welcome water as a new commodity to charge for as it flows through the pipes.

The question to focus on is not whether but precisely how to construct such a crucial piece of infrastructure. If you think we need to repair our roads and bridges, you’re right. But, on the scale of what is critical, getting fresh water to California’s inland areas where desalination isn’t possible is far more critical. So, while I do not always agree with Bill Maher, he is correct to ask: “Why don’t we just build it?” •MJ 7 – 14 October 2021

The Case Against Death

L

adies and Gentlemen of the Jury: My learned colleague has told you quite eloquently about all the benefits we derive from death – making room for more people, lest the planet become over-populated, putting an end to suffering, rounding out the natural cycle of life, and, because we know our earthly existence is not endless, making it more meaningful.

But not long ago, he might have argued just as convincingly in defense of pain, or of polio or smallpox – evils which people had to accept, because there was no reasonable alternative. But science has found means of conquering, and sometimes virtually eliminating such scourges. And I say unto you (if I may adopt a somewhat prophetic tone) that what we call death may also be on the way out.

Of course, it is true that entities like our bodies and brains wear out, and medicine is still struggling to keep those current organisms together and functioning for as long as possible. But new discoveries are constantly being made, and there are occasional “breakthroughs,” which seem to promise types and methods of rejuvenation and regeneration which, within the foreseeable future, may make our entire present approach to the problems of aging and dying seem antiquated and primitive.

Already there are tantalizing indications, in the fact, for example, that the average human lifespan is increasing, and it is now no longer quite so remarkable for people to live beyond their hundredth birthday. But that may be only a foretaste, resulting, not so much from new scientific advances, as simply from the more widespread application of techniques of nutrition and hygiene, whose principles have been well-known for generations.

What I expect is that a time is coming when people will no longer fear dying at all, because – regardless of any religious or spiritual beliefs – there will be no precise demarcation between life and non-life. Already, as we all know, that distinction is in certain ways fading. Not so long ago, when a person died, their living, speaking image was also irretrievably gone. But, thanks to modern recording techniques, that no longer need be the case at all.

The one big hurdle still to overcome is what we call “consciousness” – the knowledge and feeling that we are alive. Of course, even now, for a third of our lives, we are not fully conscious, but in a state of trance called sleep. And all of this has to do with a bodily organ called the brain, which, like most of our other organs, is ordinarily invisible.

So, to my mind, the most important people in the world are those little-known, under-funded scientists who are exploring the workings of the brain. One factor which limits their work is the popular prejudice against experimentation on human subjects – even volunteers, or criminals who are otherwise going to be executed.

So, for the most part, they’re restricted to the use of animals, who cannot volunteer or communicate, and don’t deserve to be punished.

But now you are going to say, “Suppose we don’t die – what are we going to do with all that time?” Need I remind you that we have a whole universe to explore – and that one drawback to such exploration is the time it would take to reach even the nearest objects beyond our own solar system. Time itself will come to have new and different meanings when our human lifespan is no longer the standard of reference.

If this all begins to sound like science fiction, I make no apology. Much of yesterday’s science fiction has, as we all know, become fact.

But in the meantime, it is also obviously true that Death is not what it used to be. Funerary customs, compared with earlier eras, have somehow lost much of their importance. Rites are abbreviated. Mourning and grieving are coming to be seen as psychological problems, rather than as part of a necessary process.

The fading and disappearing of loved ones, because of some built-in mechanism which causes us to fall apart, is of course still mysterious and hard to bear – and the hardest part is contemplating it happening to oneself.

But the case for death, as we know it, is becoming constantly less defensible. There is no greater or more widespread cause of human unhappiness.

(All other creatures, not forgetting micro-organisms, are, of course, part of the picture – but let’s deal first with the species we know best.) I call for a verdict •MJ of unforgivable guilt.

Make no mistake, the primary reason I wanted to do this was to see if I could. To quote Cave Johnson, a character from the game Portal 2, “Science isn’t about why, it’s about why not.” Unfortunately, the closest place I could potentially get a scan was in Los Angeles, and it was far too expensive for me to even consider getting scanned for something as trivial as my own egocentricity.

If there is one piece of advice I could give to the next wave of high-schoolers: remember you will fail. Don’t let it stop you from continuing to do what you love.

While on family vacation, out of pure luck, I found a place that was able to affordably 3D scan my head.

I was floored. I coughed over the money, stood on a pedestal, and a few weeks later received the file that would inspire me to try to get a model of my head onto the flagpole. I didn’t have to think twice about whom I would ask to help me complete this strange task.

Nathan and I immediately began planning and designing prototype models to fit on top of the flagpole, mostly made of PLA Plastic, and ranging from glue to a multi-piece locking system, which was going to be placed via drone. We would use trigonometry to calculate the size of the flagpole and the scale

Unfortunately, the COVID-19 pandemic shut down Santa Barbara County a month before our planned date of execution. And, to top it off, as things began opening up, I ended up stuck in the hospital for over a month due to non-COVID health complications. There was no opportunity to complete what I had been trying to do for years.

Like that, Operation Flagpole (as it was affectionately named) failed before it could even be tested. However, after spending three years plotting, designing, and investing into this admittedly weird plan, I saw a silver lining.

The most valuable thing I learned from MUS and SBMS was that these processes are all about the journey, rather than the destination. It was about the friends I spent time with, that I worked with, and that I laughed with. Even knowing the outcome of my endeavors, I’d still do everything the exact same way if I had the chance. Besides, legend has it there is still a model of my head somewhere hidden at Santa Barbara High School, just waiting to be found.

And while I choose to tell a story about a personal setback, I’m now at an amazing school, in an amazing program, and who knows what I’ll do next. If there is one piece of advice I could give to the next wave of high-schoolers: remember you will fail.

Don’t let it stop you from continuing to do what you love – whether it’s losing a game or trying to immortalize yourself through STEM. Best, Solomon

he 1920s came roaring into Carpinteria to the Girls Inc. facility recently for their annual “An Evening in Bloom” fundraiser. Two-hundred folks dug into their closets and found furs and feathers, ropes of pearls, glitter and glam, even a gentleman in a real raccoon coat that his family owned. There was a gambling casino (proceeds to Girls Inc.), a Dessert Dash, a silent auction, and a professional auctioneer touting trips to Italy, Bali, dinners for 10, and staycations. A special treat was a live jazz band from Cate School, as well as a speakeasy for cocktails. The premier sponsor was Pacific Dutch Group followed by a host of others.

Honorees were Diana and Clyde Freeman, who have great passion and dedication to building better futures for our youth. Diana is not only a mother, but a great grandmother who

On Water (Continued from page 11) has taken the risk off of the ratepayers by relying upon private investors to design, engineer, finance, build, operate and maintain the desal plants. These plants operate under private industry for the first 30 years of their existence, at which point ownership is surrendered to a local or regional government entity.

This public–private partnership (PPP) model has been 100% supported by Israeli water agencies and the Israeli government. All joined the effort to open the plants at the least cost to ratepayers. The PPP model included Israeli government guarantees and subsidies that allowed the private sector to bid low prices for desalinated water. In addition, the commitment to purchase desal water was maintained regardless of whether a drought emergency existed in any given year.

2. Commit California’s Central Coast to low-cost regional recycling of wastewater for indirect potable or direct potable re-use.

Shamefully, California’s 43 wastewater treatment facilities along the Pacific coast continue to discharge approximately one billion gallons a day, equivalent to 1.3 million acre feet per year (AFY), of treated wastewater directly into the Pacific Ocean, according to a report from Hillary Hauser’s Heal the Ocean.

From Goleta to Carpinteria, some 11 million precious gallons per day of treated Central Coast wastewater, equivalent to 12,000 AFY – enough water to serve Montecito for three years – is still being released into the Pacific Ocean. This is environmentally irresponsible and frankly, quite short-sighted, given today’s availability of advanced recycling technology.

In San Jose and Orange County, recycled water treated to the “gold standard” is currently being converted to indirect potable water and is awaiting the passage of state regulation that will provide for the use of direct potable drinking water.

Updated state legislation for direct potable reuse is expected to be released in 2022.

The Montecito Sanitary District (MSD) alone discharges some 500,000 gallons per day of tertiary treated wastewater into the Pacific Ocean – 1,500 feet off Butterfly Beach – equivalent to more than 600 AFY of wastewater that could be treated to potable standards and re-used. To date, feasibility studies have shown that treating MSD wastewater to a potable standard is more costly than either desal water or SWP water. What’s missing are “economies of scale.”

In 2018, a Recycled Water Facilities Plan (RWFP) was completed that identified numerous opportunities to use recycled water in the Montecito community.

The $150,000 study was 50% funded by a planning grant from the State Water Recycling Funding program.

In 2019, a Groundwater Augmentation Feasibility Study was completed, to evaluate the potential for groundwater injection of treated wastewater into the Montecito groundwater basin for recharge. The study revealed that the opportunity for storage of treated recycled water in Montecito is very limited due to the insufficient basin hydrology, the density of private wells and routinely low quantities of available storage capacity. This $110,000 study was again 50% funded by a planning grant from the State Water Recycling Funding program.

Currently, MSD and the Montecito Water District (MWD) have jointly embraced the pursuit of potable reuse rather than relying on the outdated and less flexible purple pipe as the best recycling option for this community. The two districts have agreed to work with world-renown Carollo Engineers to refine the proposed scope of work and cost estimates for both direct potable reuse and indirect potable reuse for groundwater recharge.

Meanwhile, the Central Coast from Goleta to Carpinteria is currently operating five separate mini-wastewater treatment plants, with each one treating and discharging its own wastewater into the ocean. Joining forces and funneling all the work through two larger facilities would certainly do the job more efficiently, but fiefdom exclusivity, once created, is difficult to surrender, even if the result would be lower costs to ratepayers.

Potential regional partnerships might include the city of Goleta and/or the Carpinteria Valley Water District. Both bookends, unlike the city of Santa Barbara, Montecito and Summerland, have mammoth underground storage basins which could provide low-cost storage banks for centrally treated wastewater injected into those basins.

Both the Montecito Water District and Montecito Sanitary District are pursuing that recycling and reuse option with regional partners.

3. Commit California’s Central Coast to an inter-regional conveyance system that would allow water and wastewater to be exchanged and sold between water districts, sanitary districts, and municipalities.

Water, coming out of either a seaside desal plant, or a wastewater recycling plant, is worthless unless there is an efficient conveyance system to take it to

where it is needed the most, or to store water, preferably in underground storage basins, free from evaporation. Investment in local water conveyance systems of pipes and pumps between districts to allow shared use of “banked” water and exchange water between districts is a necessary investment in infrastructure.

4. Develop a Regional Groundwater Banking Plan

Recent experience has taught South Coast water agencies that banking water in state or federally controlled surface reservoirs such as Lake Cachuma or the San Luis Reservoir can be unreliable, vulnerable to mandatory administrative spills, evaporation losses, wildfire ash, fish releases, inadequate pipes and pumps and layers of intolerable bureaucratic regulations and added expenses.

Both desalination and wastewater reuse produce potable water at a constant volume each month while water demand fluctuates wildly between highuse drier summer seasons and low-use wetter winter seasons. Therefore, it is essential to bank excess water in wet years or low-use months in regional underground water banks for groundwater recharge and withdrawals when needed for drought insurance. It is not unreasonable for each district to aspire to maintaining at least a five-year supply of banked water for protection against a prolonged drought.

5. Reform the California Approval and Permitting Process

California’s environmental permitting system was created to prevent harm from traditional development projects. Unfortunately, it now hinders efficient, cost-effective planning and production of water systems that could eliminate the challenges associated with California’s frequent drought conditions.

Sadly, delays in permit approvals have become a destructive tactic that raises development costs and adds complexity, often to the point of halting the project altogether or discouraging stakeholders from moving forward. Combined with litigation and environmental lawsuits, approvals are often measured in decades, not years.

The California Department of Water Resources currently works in concert with the State Water Control Board, the California Natural Resources Agency, the California Environmental Protection Agency, Fish & Wildlife, the California Coastal Commission, the Integrated Waste Management Board, the Air Resources Board, the California Department of Food & Agriculture, the Department of Finance, the U.S. Bureau of Reclamation and multiple Regional Water Quality Control Boards, each with a different agenda regarding water infrastructure.

In 1930, the Empire State Building was built in one year and 45 days. The Golden Gate Bridge was built in four years and opened in 1933. Today, in California, those projects could take more than 20 years to receive necessary construction approvals.

6. Voluntary Conservation

Conservation is always the first line of defense in protecting water resources because it costs the least. As responsible citizens, most of us have cut our green lawn space to a bare minimum; installed drip irrigation; reduced the hours and amount of irrigation water; installed three inches of mulch as groundcover; replaced landscaping with drought tolerant plants – and still seen our water bills skyrocket up to new highs. Meanwhile, I have lost four of my native coast oak trees to lack of water.

Governor Gavin Newsom on July 4, 2021, asked for a voluntary cut in water consumption of 15% over last year; so far, in three months, Californians have cut water consumption by a mere 1.8% statewide, according to the State Water Resources Control Board. Cutbacks, voluntary so far, may soon become mandatory, banning watering of lawns, ripping out water hungry plants and being asked to accept a new arid norm. California deserves a smarter and better fate.

Conclusion

We now have the technical knowhow to become rainfall independent. What’s missing is the political will to break our dependence on the State Water Project (SWP); to commit to a single set of strategies that promise to increase water supply and lower demand; and to convince regulators and entrenched bureaucracies in the California water world to work together for a drought-free future.

The challenge will be to collectively convince leaders of parochial community water fiefdoms to supersede the interests of any one district to achieve permanent drought-free protection at an affordable cost for themselves and their nearby neighbors.

he kids are back in school and there’s a definite chill in the air. Putting on an extra layer reminds me that soon the days will get shorter, and T-shirts will give way to sweaters. As summer segues to winter, it’s a good time to take stock and make some changes. The truth is, I’m tired of seeing stress in my face, living in sweatpants, and feeling crumby first thing in the morning. I’m tired of being tired.

My self-care has gotten flabby, and it shows. I want to get my healthy body back.

Over the past 18 months, like everyone else, I traded fitness strategies for coping strategies. Who didn’t cut themselves slack and do a little bingeing? The lockdown was softened by a plethora of streaming options and an ongoing excuse to veg-out. (I had fun defining that term for my grandsons.) Even when I made a point to exercise, I often found myself in front of the freezer looking for ice cream. Although I could feel the unhealthy results, I gave myself a pass for extraordinary times. But now, I’ve come to my senses and want to take charge.

From past experience, I know that being present and being positive are the keys to making healthy changes.

Being present: This means paying attention and observing the mindbody relationship. To get a peek at what’s going on, just listen in to your self-talk. Check it out the next 7 – 14 October 2021

time you stand in front of a mirror or feel the lead on an uphill hike.

Don’t be surprised if your thought bubble holds a not-so-subtle, farfrom-loving message – a toxic combo of personal history, the judgment of others, and cultural opinions. This negative messaging is not helpful to the task at hand. But, identifying the particulars and consciously turning them around is a proactive way to practice being positive.

Being positive: To root out the negative messages in your self-talk, you need to tone up and flex your positive thinking muscles. As you diligently rescript every negative with a positive, think of it as building core strength. This is how it looks for me: When “I wish my chubby waist would disappear,” I replace it with “I love my cushy body.” I know such a reframe seems simplistic and quite corny but making sure my body hears the positives is a good way to improve my body-mind relationship. Then the mind can deliver the facts and design a personalized program. And the body can try it out and deliver feedback. Then, as a team, both can course correct if necessary.

Being positively present: Living in a health-conscious community, we all know what foods and exercise are good for a healthy body.

No empty calories or inflammatory foods and 20 minutes of aerobic a day, right? Yet, from a body wisdom

point of view, how we show up is as important as the foods we eat or laps we swim. Being positively present for eating and exercising doesn’t require more time, it just asks for your attention. Turn off the podcast; take out the ear buds; close the newspaper. You get the gist. Let the time be about experiencing the body rather than finding ways to occupy the mind. As a self-care strategy, this might sound obvious, but it’s not necessarily easy. Here are four ways to focus your mind on your body, no matter what you’re doing: – Center your awareness in physical space: how you feel and where you are.

– Observe the mechanical beauty and sensual pleasure of being physical.

– Keep a light-hearted perspective when you encounter obstacles.

– Find lots of occasions to appreciate the simple beauty of your body self.

Being positively present for eating or exercising makes it easier to grapple with emotionally charged fitness and body image issues. By this time in life, we’ve established a complex relationship with our body.

Bring in the element of change and, predictably, the old, familiar negatives begin to show up. For instance, if you happen to put on a pair of slightly snug pants, expect a few snarky comments in your thought bubble. Add a couple of reps at the gym and, suddenly, you feel discouraged. Sit down to a bowl of popcorn and, instead of enjoying each bite, you want to shove it in your mouth.

Set off for a silent walk on the beach and your mind won’t shut up. The best way to handle this push back is to keep looking forward, find a little humor, and see yourself as a work in progress.

Staying positive: Because the physical body and emotional body are so entwined, making changes is bound to bring up feelings. It’s

important to find time to process so you don’t get bogged down. As every healer knows, old issues and programing come up to the surface on their way out. Letting them move on helps you stay positive, in present time. If you let them go, whether through self-talk or self-expression, you lighten the load. You can feel it.

Remember, it’s easier to stay upbeat when you feel the reward of your efforts.

Once I get it rolling, the reward of a feeling better keeps it rolling. Then, not only do I get my healthy body back, I get it back better. You will too.

ell, it looks like our Santa Barbara summer is finally here. OK, not the commonly thought of summer – Memorial Day to Labor Day – but the secret summer that we locals know, the October summer that often brings the best weather of the year. The islands are clear, the ocean glistens from a lower sun that backlights the early fall area surf, the offshore breezes blow in the evenings (gently, please), shows at the Santa Barbara Bowl at night, and lighter crowds in general than those of summer. That said, there was no parking on Coast Village Road tonight, so folks are certainly in town and out and about.

It has been quite interesting to me over the past few years and mostly since COVID interrupted our norms, to see how many people we know from the Los Angeles and Bay Area, who have embraced Montecito with a new level of reverence. Whether coming here for dinner at Lucky’s or a lunch at Tre Lune, an anniversary at the San Ysidro Ranch or drinks on the ocean front patio at the Rosewood Miramar for a big birthday, we see posts, and run into friends and acquaintances from out of town on the beach randomly more now than ever, indicating to me that Montecito has never been more “in” than she is right now.

On the real estate front, sales have been staying consistent the past few months, closing between 25-35 homes per month as recorded in the Multiple Listing Service (MLS). September chalked up an impressive 27 sales in Montecito’s 93108 with a lowest priced sale of $1,475,000 for a smaller home on 10 acres near the top of Toro Canyon, and the highest price of the month going to a Spanish style home with sprawling grounds near the San Ysidro Ranch, closing at $13,250,000.

Of those 27 September sales, approximately nine sales were “off market,” meaning the homes were not for sale at the time, but a buyer found a seller (most often through an agent) and a deal was done. This is a significant percentage of total sales that were accomplished off market. More plainly stated, approximately one third of all homes that sold in Montecito in September were not even on the market at the time. Of additional significance, three of the top four priced sales were off market.

We continue to see sales in the more than $10 million range each month. And for those looking in this price range, there are still several homes to choose from in the $10 million-plus range. Here are three estate properties between $10-$20 million for those who can dream big and make those dreams come true.

Parachuting in With a Brilliant Idea

F

rom wet bags to wetchutes — one mom is on a mission to make it easy to put on a wetsuit.

If you have ever tried to slip a slippery and sandy surfer kid into a wetsuit, you know it ain’t easy. The wetsuit has to fit snugly, so it’s a fine dance of pulling, tugging, twisting and wrestling to wrangle a young grom into the proper attire.

Meet Montecito Mama, Lauren McDermott. She knew there was a better mousetrap to getting her three surfing babes (Liliana, 11, and twin 13-year-olds, Jackson and Aiden) into their outfits.

“My husband, Patrick, and I are surfers, and putting on our wetsuits was always a drag. But then, after we had kids, helping all three of them put on their wetsuits was an even bigger struggle. It literally had us sweating and cursing to ourselves and wondering why we were putting so much effort into this. It certainly took the fun out of the first part of our beach excursions.”

They have called Montecito home for the past 10 years and are true ocean lovers in every sense of the word. Says McDermott, “We hit the beach almost every day. If it isn’t to surf, or swim, it’s to hang out with friends or take a beach walk. We love our ocean.”

McDermott and her family took off on a huge family trip in January 2018 (they left Montecito the day before the debris flow), where they traveled all over the world and home-schooled their kids.

“It was a great adventure for our family to connect; we were gone for seven months and we only planned the first two weeks of the trip,” Lauren explained.

Now, with the kids all settled back in school for the fall, McDermott is excited to begin a new adventure by creating her new company — one borne out of necessity.

“When we would get the kids ready to surf, and as a way to make our lives easier, we started using plastic grocery bags to slide our feet through our wetsuits,” Lauren said. “That worked for a little while, but then we would have to throw out the used, ripped bags after each use. We were concerned about the impact of our plastic waste, so we knew there had to be a better way.”

Lost in the Weeds?

A Neuroscience Perspective on Cannabis Ronald See, a researcher at the forefront of creating experimental models of drug relapse and addiction, speaks on the benefits and harms of cannabis.

They started thinking about alternative materials that we could use instead of the plastic bag trick. One of those ideas was to use the silky but tough material that parachutes are made of.

“A friend of ours had recently retired from BASE jumping and gave us an old parachute to experiment with – and it worked far better than we had even hoped,” Lauren said. “The parachute fabric allows your foot to slide right through the neoprene wetsuit.

So now we had the material, we had a great name and we now needed to actually make them.”

Knowing how much waste was created in making new products, they chose the much harder (and more expensive path) of upcycling non-airworthy parachutes instead of sourcing rolls of new material from overseas.

“It would have been so much easier and so much cheaper for us to source roles of new material but that just doesn’t align with what I’m trying to do,” Lauren said. “Apart from making it super easy to put on a wetsuit, I want my brand and products to align with my goal of reducing our impact on the planet, not making it worse.”

So, McDermott turned her garage into the landing pad for her parachute-sourcing.

“I learned that sport and military parachutes are created to last thousands of jumps or up to 20 years.

However, at the end of their life cycle, the hundreds of thousands of square feet of fabric end up in landfills,”

Lauren said. “My goal was to get a hold of them before they ended up being thrown away. I was slowly filling my garage with parachutes from sky divers and base jumpers. From there, I started my manufacturing adventure.

“I quickly learned that most factories did not want to work with used fabric because they came in all sorts of shapes and sizes making it very time consuming to cut and sew. It was definitely going to be more costly to do it this way, but I eventually found a local factory that would work with the parachute fabric.”

Pandemic Puts Mental Wellness Center in Spotlight A sixth-grader made this painting in 2019

I

t’s just a coincidence that World Mental Health Day falls right in the middle of the circulation for this week’s edition of the Montecito Journal. The annual campaign was created by the World Health Organization with a stated objective of raising awareness of mental health issues and mobilizing efforts in support of mental health and this year carries the slogan of “Mental health care for all: Let’s make it a reality.”

That’s a goal Santa Barbara’s Mental Wellness Center has been working toward 365 days a year for nearly three-quarters of a century, operating with a vision of a world where all people live their mentally healthiest lives as fear and misinformation about mental illness no longer exist. Through providing mental health education, essential community services, support groups, and essential resources to raise mental health awareness in the community, the Mental Wellness Center serves individuals and families impacted by mental illness.

Everything the nonprofit does has been in service of providing what’s needed, including normalizing mental health care, reducing stigma, and making people feel supported and comfortable seeking the help they need. In recent years, the organization has shifted some of its focus toward early education and intervention for youth, as research has shown that nearly half of all mental illness has its onset of symptoms by the early teens.

Then came the COVID pandemic.

Just like every organization, SBMWC experienced shutdowns, financial hardships, staffing issues, and more, all while demand for services naturally increased as the pandemic produced previously unseen levels of stress and

challenges. Perhaps perversely, though, with all its negative consequences the virus, its variants and the various responses has also had the impact of making talking about mental health much more common as nearly everyone experienced some sense of reality outside of the norms.

“COVID has made mental health a much more relatable and mainstream topic,” said Annmarie Cameron, Mental Wellness Center’s CEO since 1992.

“We have all been talking about our own anxiety and depression more. The pandemic set the table for us to have dialogues about mental health, and people now seem to understand more.”

Indeed, after months in isolation or connecting only virtually over Zoom, people have a deeper understanding, or at least a hint of, some of the psychological challenges those living with mental health issues face every day.

“Everyone does seem more open to discussion and perhaps seeking resources and/or support,” said Amanda Conroy, Mental Wellness Center’s development and marketing director. “We are more willing to share our stories and reveal our struggles with other people. Folks are sharing things like how to cope or breathing techniques and how to de-stress at work. We are learning and we are growing, and mental illness is becoming less of this scary, far away set of words. It’s all of us, it’s all around us, and we are all learning to live with it.”

Of course, the Mental Wellness Center understands the mental health crisis in the world, the country, and Santa Barbara County isn’t a new issue; the pandemic just increased awareness and the demand. Fortunately, the organization has multiple avenues and programs to offer help to those who are in need. That includes assisting adults living with mental health challenges with support meeting critical and basic needs as a foundation for their wellness; providing teens and adults courses and activities to learn and practice self-management skills for better self-regulation; and educating youth, families, and community groups about mental health so that we can take better care of ourselves individually and as a community.

More specifically, Mental Wellness Center’s client and family services programs offer unique Employment Services and a Recovery Learning Center at the Fellowship Club — where Cameron began her association with the Center as a volunteer back in the late 1980s — as well as a dedicated family advocate helps with issues faced by families impacted by mental health disorder. The Youth Education program is a similar three-pronged approach aimed to reach adolescents when or even before problems arise. MWC’s Community Wellness Program provides a range of free and/or low-cost activities incorporating support, awareness, and understanding in a safe space of healing.

But even as talking about mental health becomes more commonplace in the wake of and the persistence of COVID, the Mental Wellness Center remains aware that seeking help remains a challenge for many of those with ongoing issues beyond the current crisis.

“It’s a very important part of what we do because when you have a mental illness, it affects everyone around you, and the people who love you the most are often really struggling to know what to do or how to do it,” Cameron explained.

inding Light” is an eclectic exhibition featuring artworks by 60 artists from the Ojai Studio Artists (OSA) collective, now on view through October 11 at the Ojai Valley Museum (OVM). The theme of the exhibit was directed

by OSA Exhibition chair and artist Richard Amend, based on Amanda Gorman’s 2021 Inaugural poem, “The Hill We Climb.”

The works in this exhibit showcase the use of light and dark, ranging from traditional to post-modern conceptual. Light has always been held in high regard in art, emphasized in the duality of light and dark, used to direct focus and be a reflection to the other.

Amend explained, “I think a lot of us were moved by Gorman’s poem, how we are coming out of such a dark place, and it seemed to be a really important moment. It felt like it was a call to artists.”

Pamela Grau, OSA board president, and Wendy Barker, executive director of the Ojai Valley Museum, also provided background on each artist in the show and their work.

Top exhibit highlights are “Crown of Enlightenment,” a delicate chain-link jeweled crown by Elaine Unzicker; “Milky Way and Iron Tree Sculpture” is Lindsay Thomson’s poignant night photograph; “Amphitrite” is the whimsy mythological painting by Amy Lynn Stevenson; “The hill we climb” is a large-scale four-sided political sculpture with a bird on top by Sylvia Raz; “Light Restrictor” is a steel and halogen light sculpture by Burt Severy; “Frequency” is an abstract reverse painted acrylic on plexiglass with gold metal leaf by Amend; “Obstacles and Flow” is a light reflecting silver polyresin balls and paint-pour on canvas

Barker shared, “Looking at beautiful artwork is a great way to lift your spirits; that’s something we all need, especially now. The Ojai Studio Artists are such a diverse group with many different approaches and methods that it’s easy for anyone to find at least a few favorite artworks. My hope is that visitors will walk away feeling lighter and brighter after viewing this exhibition.”

The OSA is one of the oldest studio artist groups in the Tri-County area, founded 35 years ago by Bert Collins, Marta Nelson, and Gayel Childress, who held a studio tour to raise funds for the art center in Ojai.

Grau and Amend emphasized during the meeting at the OVM that the mission of the OSA is to advance arts in the community. One important way they do that is through their youth scholarships program, which has provided over $250,000 to date. Funds are raised via their studio artist tour annually, and through auction sales, sponsorships, and private donations.

According to Grau, the studio tour from October 9-11 is free, saying that “we are hoping that people will still donate to our scholarship fund.”

The OSA is a 501(c)(3) nonprofit community educational organization.

“With the decline in public money for arts education, OSA has taken up the cause of preparing the next generation of artists and celebrating the importance of the arts within the •MJ region,” Grau said.

Fall Cocktail Reception

The Art Foundation of Santa Barbara presented its fall cocktail reception at the Santa Barbara Club with drinks and dinner on the lawn and a most interesting lecture indoors.

The keynote speaker was Jean (pronounced Jon) Stern. He joked about being taken for a girl many times because of his name. He was born in Casablanca, Morocco, in 1946 hence the French and came to the United

States in 1955. His subject for us was “The California Impressionist Style” during the period between 1890 and 1930, aided by about 80 color slides.

Jean is the director emeritus of the Irvine Museum and is an art historian, museum director, lecturer, and author. He has presented over 250 lectures and judged and juried more than 125 local, national, and international art competitions. He has authored, edited, or contributed to over 30 books on California art and is credited with coining the term “California Impressionism.” It was first used in his introductory essay to Plein Air Painters of California: The Southland. It was published in 1982, the first book on Southern California

painting to gain national distribution. He also has international fame having presented tours and lectures on California art in museums in Krakow, Poland; Paris, France; and Madrid, Spain.

The Art Foundation is a nonprofit whose purpose is to educate the public in the work of artists with a focus on Santa Barbara County and the Central and South coasts of California. There is a special interest in art because the Santa Barbara Club has its own art collection.

One of their goals is to develop a significant art collection and exhibit portions at the Santa Barbara Club, which is an historical structure itself heaving survived the 1925 earthquake.

Nearly 30 locations are open and welcoming visitors to view art, sip wine, mingle, and converse and otherwise do what we used to do every first Thursday of the month before the pandemic. Visual art attractions include the just-opened “Borein and His Circle of Friends” at the Santa Barbara Historical Museum (136 E. De la Guerra St.), which honors one of the city’s most celebrated citizens and artists and more than 25 of his artist friends and includes 20 recently conserved and reframed Western-themed watercolors by Borein on view for the first time… Channing Peake Gallery (105 East Anapamu St.) is unveiling “Remedy: Art Is the Cure,” a clearly timely Santa Barbara Abstract Art Collective Juried Exhibition that highlights the healing powers of painting and creation during difficult times and features works by 58 local artists, many of whom are expected to be present... Sullivan Goss Gallery (11 East Anapamu St.) exhibits “California On My Mind,” showcasing contemporary and historic work celebrating the Gold-

en State and its ongoing show “Paper Trail: The Life Story of Great Works of Art” that traces the history of selected pieces… Workzones (351 Paseo Nuevo, 2nd Floor) boasts “Mary Heebner: Virtual Art Studio Tour” where the creator in multiple mediums including scrolls, drawings, paintings, handmade paper, and photography will give 15-minute tours and five-minute demonstrations of an “inking” technique she utilizes while guests sip cocktails provided by Goleta Red Distilling Company.

Venues making their 1st Thursday debut include Faitell Attractions (619 State St.), whose showroom features an array of furniture, art, lighting, jewelry, clothing, and home accessories and, for tonight’s event, live music; The Vintage Fox (609 Chapala St.) introduces its new art gallery space with photography by Lindsay Skutch and collages by Nadine Rose Turner and Liberty Hanson Wild viewed over glasses of wine, with portion of sales benefiting the local homeless community through New Beginnings Counseling Center; and Lonetree (1221 State St.), a new home furnishings store in Victoria Court owned by interior and furniture designer Michelle Beamer, which will pour Kompas Club wines while showcasing an edited selection of furniture, rugs, and accessories.

SATURDAY, OCTOBER 9 Feels Like the First Time — It’s almost unfathomable to contemplate that Foreigner was formed 45 years ago, way back in the mid-1970s, when the band’s formula and front man Lou Gramm helped them find instant rock stardom with their self-titled 1977 debut. Containing mega-hits “Feels Like the First Time” and “Cold as Ice,” the record was the first of four straight albums to sell at least 5 million copies in the U.S. alone — remember those days? “Hot Blooded,” “Urgent,” “Waiting for a Girl Like You,” and “I Want to Know What Love Is” also elbowed their way to the top over the next several years and the classic rock staples are sure to be in their concert tonight at the Santa Barbara Bowl. But thanks to continuing concerns over COVID, the orchestral element — which was to have featured a 60-piece orchestra and 58-voice chorus based on a 2018 album — has been excised in favor of just the hard-charging band, which has had Kelly Hansen as lead singer since 2005. Local trivia note: Hansen started his Foreigner stint right after the band’s only remaining original member Mick Jones spawned a new version of Foreigner – with Bonham singer Chas West in Gramm’s spot in a one-off role — that served as the entertainment at the Black and Blue Ball at the Fess Parker Resort playing in front of just a couple hundred people. That woke up the sand crabs that night.

SATURDAY, OCTOBER 9 Neon Night — Both Rod Lathim and Chris Gocong had long and successful careers before taking up the fine arts. Lathim was a playwright, author, and producer/executive at the Marjorie Luke Theatre, leaving his position just a few months ago, while Carpinteria-raised Gocong banged it with football’s best as a defensive end and linebacker for five years in the NFL, where he recorded his first career sack by tackling the apparently immortal Tom Brady in 2007. Gocong turned to portraiture, figurative art, and abstraction as a creative outlet and meditative practice after retiring from football in 2013, while Lathim has been exhibiting his quirky sculptures made with found objects and neon in town in recent years. Now, the two artists are collaborating on a one-off evening show exhibiting pieces that combine Gocong’s and Lathim’s use of traditional neon (glass tubes that are pumped with neon, argon and/ or krypton gasses), light and matter to create decidedly nontraditional work.

Each will show individual works, plus collaborative pieces that include the largest neon installation Lathim has ever constructed. Among the activities at tonight’s gathering at Commen Unity In the Funk Zone is the construction of a large 3D art work that all present can participate in creating, plus music by DjShai, wine and other drinks, and a drawing where attendees get a chance to win local gift cards, men’s haircuts, and even a unique art piece made by Gocong.

Topa Mountain Music Festival — There are several good reasons to undertake the 45-minute drive up to the mountain village of Ojai for the annual festival back after a one-year hiatus. Libbey Bowl is a very alluring place to spend an afternoon and evening as the amphitheater is cozy and set amidst the oaks where there’s also an expansive lawn for strolling or watching. The lineup boasts a number of acts either from or familiar to Santa Barbara, including 2019 The Voice semifinalist Will Breman, who uses a live looping recording process to accompany himself on multiple instrument parts in real time; “Postmodern Barn Dance” Bryan Titus Trio; the baritone singer-songwriter/ storyteller Jake Smith better known as The White Buffalo; and soulful Americana singer-songwriter Lee Koch. And the fact that the net proceeds go to charity, this year Stand Up to Cancer at the Glioblastoma Foundation.

Castro’s Convertible — Julián Castro’s political and government service career includes making history in 2001 as San Antonio’s youngest city councilman and later its mayor from 2009-14, becoming the first Latino to deliver the keynote address at the Democratic National Convention 2012, joining President Barack Obama’s cabinet as secretary of Housing and Urban Development from 2014-17, and then vying to succeed Obama as a candidate for president in 2000. Castro’s 2018 book An Unlikely Journey: Waking Up From My American Dream received praise as a candid and compelling memoir about race and poverty in America. Ensemble Theatre Returns with Clooney Musical

Linda Purl was already an experienced actress, but still only in her mid-20s when she received what might be the ultimate compliment in her profession when a casting director put out a call for a “Linda Purl type.”

It seems the long-running sitcom Happy Days was looking for someone to portray Fonzie’s steady girlfriend, Ashley, in 1982, and Purl figured she qualified, even though she had played Richie’s occasional girlfriend Gloria in the show’s second season eight years before.

Now, nearly four decades and several pages worth of credits in TV, film, and theater later, it almost seems as if history is repeating itself with Ensemble Theatre Company’s (ETC) first show of its reopening season, the area’s premiere production of Tenderly: The Rosemary Clooney Musical. Not only is Purl — who will portray Clooney in the two-hander musical memory play — experienced as both an actress and cabaret jazz singer with a special affinity for Swing Era music, much as Clooney was, she was also connected with Clooney herself later in the latter’s life as their families were friends spanning three generations. Add to the mix the trust in her director via Purl’s decadeslong six-production relationship and friendship with helmer Jenny Sullivan, her proximity to town via living in Los Angeles, and her familiarity with Ensemble Theatre (albeit at its earlier home of the tiny Alhecama Theatre) and it’s hard to imagine anyone else playing Clooney for ETC’s version.

Tenderly, which plays at the New Vic October 7-24, features 18 songs from Clooney’s career, many of which Purl sang long before getting cast in the show, and just a single additional actor, David Engel, who portrays all the other characters including her doctor, singers Frank Sinatra and Bing Crosby, and Jose Ferrer, who was her husband for 11 years over two stints.

Purl talked about her take on Tenderly and bringing the rare combination of a lifelong set of skills appropriate to the role alongside first-person familiarity with her character during a rehearsal dinner break last weekend.

Q. Before I even ask you about the show, I’m curious about your cabaret set that features so many swing era songs.

A. I’m very drawn to the American Songbook because they’re like one-

ters you care about. It’s what makes them so great as all of us can imagine ourselves in the song or being those characters in the stories. As an actress, they’re like mini roles. But honestly, I can’t sing pop to save my life. So, you got to go with the cards you’re dealt.

What excites you about portraying Rosemary Clooney in Tenderly?

So many things. Just to be coming back to live theater in this particular moment is invigorating. It’s a privilege. The pandemic was hard and shocking and heartbreaking. So, to be doing this show coming out if it is charged and emotional… But it’s also a monster role. It’s huge. There’s the 18 songs, she has a nervous breakdown, there’s dancing, there’s emotional depth and comedy. The play is a big mountain to climb no matter how much you already know about Rosemary Clooney. My God, she was at the pinnacle of her profession, and she also had an equal measure of extraordinary lows in her life. This is a story of emerging from those lows because of her strength and her honesty. The journey that she goes through in the play is aligned with what we’ve all been through the last 18 months if not elsewhere in our lives. We’ve all had to rely on our resilience to get through this time and hopefully emerge stronger and better.

Are you able to bring some of what you knew of her personally, those subtleties that another actress who never met her may not? Are you allowing yourself to do that?

I really hope so. My experience of Rosemary’s was that she was authentic; she didn’t have a false bone or note in her being. There was no artifice. She was incredibly well-read, she had deep emotions, but she was also practical, and she was a survivor. I once asked her for her notes on my singing, and it was fasten-your-seatbelt because she’d always give you an honest answer. I hope I can bring some of that.

What about bringing yourself forth in portraying a real person? I imagine that’s even more of a dilemma given that you knew her.

That’s a really interesting question.

I’m going to take that as an acting note and actually ponder it for the rest of the rehearsal today. But I can say I hope we succeed in bringing the essence of Rosemary, but not an impression. I knew her, but we’ve all seen her. So, you just sort of marinate in it and hope that you digest it in your psyche and that I can also draw on things in my own life that I’ve experienced to find her truth. I never had her meteoric rise or, thankfully, some of her challenges, but there are a lot of elements I can understand as an actress, a singer, and a mom.

Ensemble Gets New Season Together

Up next is ETC’s annual holiday offering, The Wickhams, part two of Lauren Gunderson and Margot Melcon’s trilogy of Christmas plays based on Jane Austen’s Pride and Prejudice, which runs December 2-19.

Back in the musical realm, ETC’s head honcho Jonathan Fox directs the musical adaptation of Carmen Jones, Oscar Hammerstein’s version of Bizet’s beloved opera, set in 1943 at a parachute factory, running February 3-20, 2022. Then it’s the long-delayed West Coast premiere of American Son, the tense, real-time, racially charged drama that’s about as timely as they come, with Fox directing the April 7-24 engagement. The classic comic nail-biter Sleuth, Anthony Shaffer’s classic ever-twisting cat-and-mouse play that was a big hit both on Broadway and in movie adaptations, closes out the season, with John Tufts, whose work in ETC’s recent one-man productions of An Iliad and I Am My Own Wife were utter tours-de-force. Suddenly Sibling with the Woods Brothers

The entertainment portion of UCSB Arts & Lectures ambitious 2021-22 Season of Hope gets underway at Campbell Hall on Tuesday, October 12, and if it’s true that hope is about healing, and springs from the earth, you can’t get much more earthy than the Wood Brothers, who explore their own incarnations of America’s indigenous music via the family route. It doesn’t hurt that Oliver and Chris Wood were raised in the Colorado mountain town of Boulder, or that their dad’s record collection included lots of folksingers. What also contributes is that the brothers pursued separate musical careers for 15 years — Chris in Medeski Martin & Wood and Oliver with his band King Johnson — before coming together professionally.

“We got involved in completely different music circles and grew apart musically and just as brothers,” Oliver Wood explained. “But really it was a blessing because we had a lot of time figuring out and establishing our identities as people and as artists separately in a healthy way, which it made it exciting for us to get back together later in life. We taught each other stuff, discovered we had overlapping aesthetics, and came up with a new recipe, and the music helped us reconnect and bond as family, too.”

The Wood Brothers have released six albums since forming in 2006, and each goes deeper into the soulful rock meets roots mix, especially 2018’s One Drop of Truth, which was nominated

for a Grammy as “Best Americana Album.” Last year’s Kingdom In My Mind was a new order of magnitude, however, as the trio, which includes drummer Jano Rix, made the record organically with the songs growing out of jam sessions that were meant solely to test out their new studio.

“We were having fun improvising, just casually trying out the equipment and doing so,” Wood said. “But it turns out when you’re playing music where you’re not trying to make a record and there’s nothing at stake, you brain is in a different mode. It allows for playfulness and joy in the conversation between the musicians, and you play in a more childlike way with fresh ideas that you may not have access to otherwise. That eventually coalesced into the songs.”

Much More Music

The Brothers Osborne, the sibling duo who have seen all three of their albums reach the Top 5 on Billboard’s country chart, added another claim to fame last February when T.J. Osborne came out as gay, making him the first openly gay artist signed to a major country music label. They headline a triple bill with Travis Denning and Tenille Townes (aka “The Girl Who Didn’t Care”) at the Bowl on October 13.

Riviera Reopening

SBIFF’s art house cinema is finally ready to start screening indies and non-blockbuster fare, debuting with a bunch of documentaries. Getting opening weekend (October 7-10) honors is The Lost Leonardo, Andreas Koefoed’s inside story behind the “Salvator Mundi,” the most expensive painting ever sold…. This Saturday, October 9, SBIFF is also hosting a Cinema Society event at the Riv that is open to the general public for free, with a preview screening of Walt Disney Animation Studios’ Raya and the Last Dragon that features the voices of Kelly Marie Tran and Awkwafina. I asked some of our community leaders for their thoughts on Bob, and here’s what they shared: Ken Coates, Montecito Water District Board of Directors “He was such a prince of a man, with a twinkle in his eye, and did so much, especially behind the scenes, for this community. He never wanted the spotlight.”

Jack Overall recalled, “the approval of Casa Dorinda — he was instrumental in that.”

Jack was still on the Planning Commission at that time, and Bob said they really needed an expansion of the dining facility, which struck a chord with the commission.

Kirsten Ayars of the 101 Project “Bob Short was an intelligent and strategic thinker who proved that being a doting father and friend should always be a priority in anyone’s life. He loved bringing people together. Anyone who knew Bob knows that he had a big heart, a pragmatic mind, and the will to move things ahead. I will greatly miss him and his willingness to consider many sides of any issue.”

Dick Thielscher said, “I thank him every time I drive up that third lane on the 101 to Santa Barbara.”

Dick Nordlund: “Bob fought for that third lane to be open between the Hot Springs on-ramp and Salinas St. It should be named ‘the Bob Short lane.’ He fought for doing the 101 Project right, made all the presentations, and went to Sacramento with Ron Pulice, Jack Overall, Tom Bollay, and myself.

We met with the Governor’s Chief of Staff, the California Transportation Commission, and everyone you needed to meet with. Turns out the one we needed to talk to was SBCAG, who voted in majority for our plan. Then Caltrans undermined all of it, and with the support of our Supervisor at that time.”

This recounting from Bob Hazard details the story of that third lane from Hot Springs to Salinas on 101 North, and how Bob Short made that happen: “Bob Short was one of those rare individuals who believed that hard work and perseverance could conquer all obstacles, and he was right.

He never gave up on a good idea.

“My favorite ‘Short Story’ involves Bob’s unique role in the widening of Highway 101 north of the Cabrillo/ Hot Springs roundabout. Caltrans and traffic engineers from the city of Santa Barbara had looked for years at their design for that northbound entrance to the 101 and concluded that a third lane could not be included in the plan.

Despite public outcry about probable traffic backups, the road engineers stood their ground… at least until they felt the heat from Bob Short.

Bob’s life of achievement could best be summarized as, “Never interrupt someone doing what everyone else says cannot be done.”

“A director of the Montecito Association at the time, Bob was unwilling to settle for having only two northbound lanes coming out of Montecito, and he insisted upon finding a solution. He alone stood up against the huge Caltrans planning and engineering staff, as well as Santa Barbara Mayor Helene Schneider and her city’s transportation experts. Thanks to Bob’s perseverance, the design/engineering team ultimately found a way to squeeze in a third lane on the northbound side of the 101 by robbing enough inches from the central median to create a third lane instead of a merge lane.”

Bob’s life of achievement could best be summarized as, “Never interrupt someone doing what everyone else says cannot be done.”

Bob is survived by his two adoring daughters, Barbara Short of McKinleyville, California, and Elizabeth Ellsworth of Chicago, and eight grandchildren. He will be sorely missed in Montecito, but his legacy will endure. AN ORDINANCE OF THE GOVERNING BOARD OF THE MONTECITO SANITARY DISTRICT ELECTING TO HAVE CONNECTION FEES AND INSPECTION FEES AND PROPORTIONATE SHARE OF SEWER MAIN EXTENSION COSTS COLLECTED ON THE COUNTY TAX ROLL WHEREAS, Section 6520.5 of the Health and Safety Code authorizes the Montecito Sanitary District (“District”) to prescribe, revise and collect fees, tolls, rates, rental or other charges for services and facilities furnished by the District in connection with the District’s sanitation or sewerage systems; and WHEREAS, Section 5474 of the Health and Safety Code provides that the District may, by ordinance approved by two-thirds (2/3) vote of its Governing Board (“Board”), fix fees or charges for the privilege of connecting to District sanitation or sewerage facilities and improvements constructed by the District pursuant to Section 5463 and 5464 of the Health and Safety Code, and to fix the time or times at which the fees or charges shall become due, to provide for the payment of the fees or charges prior to connection or in installments over a period of not to exceed thirty (30) years, to provide the rate of interest, not to exceed twelve percent (12%) per annum, to be charged on the unpaid balance of the fees or charges, and to provide that the amount of the fees or charges and the interest thereon shall constitute a lien against the respective lots or parcels of land to which the facilities are connected at the time and in the manner specified in Sections 5473.5 and 5473.8 of the Health and Safety Code; and WHEREAS, Section 5473 of the Health and Safety Code provides that the District may, by ordinance approved by two-thirds (2/3) vote of its Board, elect to have such charges collected on the tax roll of the County of Santa Barbara in the same manner, by the same persons and at the same time as together with and not separately from, the District’s general taxes; and WHEREAS, the Board has determined that more property owners within the District may choose to participate in sewer main extension projects if such owners are allowed to re-pay their proportionate share of construction costs and/or septic-to-sewer conversion fees over time, to be collected on the tax roll of the County of Santa Barbara in the same manner as the District’s general taxes.

NOW THEREFORE, BE IT ORDAINED THAT: 1. The District may, at its discretion, allow an owner of property within the District to elect to have such owner’s (a) proportionate share of the costs associated with the construction of a District sewer main extension project to serve such owner’s property, and/or (b) connection fees for a septic-to-sewer conversion as listed in the District’s then-current Establishing Fee Schedule Resolution for residential sewer connections (including inspection fees), to be collected on the tax roll of the County of Santa Barbara in the same manner, by the same persons, and at the same time as, together with and not separately from, the District’s general taxes, payable in thirty (30) equal annual installments with interest thereon at the rate set forth in Section 2 below, which amounts shall constitute a lien against the subject property at the time and in the manner specified in Sections 5473.5 and 5473.8 of the Health & Safety Code.

2. Interest on any amounts charged to a property owner pursuant to Section 1 above shall be calculated annually by applying an annual average of the prior four quarters of interest received on District funds held within the County Treasury to the remaining balance for each equal annual installment, which rate shall not in any event exceed twelve percent (12%) per annum or the maximum amount then permitted by law.

3. In the event a property owner elects to have the fees, charges and interest set forth in Sections 1 and 2 above collected on the tax roll of the County of Santa Barbara and constitute a lien on the owner’s property, the District shall comply with the requirements set forth in Sections 5473 through 5747.10, as applicable.

4. Any lien established pursuant to this Ordinance must be paid in full when the subject property is sold, conveyed, assigned or otherwise transferred to any party other than the owner of record at the time the lien was established.

5. Anything herein to the contrary notwithstanding, any remaining balance due on amounts charged to a property owner pursuant to Sections 1 and 2 above may be paid in full in cash at any time, at the option of the property owner.

6. The procedures established by this Ordinance shall continue in effect until this Ordinance is revoked.

7. Immediately following adoption, the Clerk shall cause this Ordinance to be published one time in a newspaper of general circulation within the District.

Santa Barbara’s 36-year-old Education Foundation hosted its first Love of Literacy lunch at Godric Grove at Elings Park, attracting 150 guests and raising $50,000 for the cause.

The boffo bash, the first in-person event since March 2020, featured Montecito uber philanthropist Sara Miller McCune, who said she became “angry and upset” when she read about literacy problems in the district.

“It is a door that opens in your life and can’t be closed,” she thundered.

“It is a human right!”

The singers, under artistic director Kostis Protopapas, launched its first post-pandemic season with mariachi opera Cruzar la Cara de la Luna (To Cross the Face of the Moon), a 2010 commission from the Houston Grand Opera with music and lyrics by Jose “Pepe” Martinez.

With inspiring music from Grammy winners Mariachi Los Camperos, the production, a traumatizing tale of one family and two countries over a 50-year span, featured riveting performances from tenors Bernardo Bermudez, Daniel Montenegro, and Sergio Gonzalez, baritone Efrain Solis, and mezzo sopranos Jessica Gonzalez-Rodriguez, Raphaella Medina, and Kelly Guerra.

Add into the mix the colorful 30-year-old Santa Barbara Grupo de Danza Folklorico Quetzalcoatl, under director Francisco Espinosa, and you had a fab fiestaesque fête.

Afterwards the company hosted a launch bash at Carlitos, just a tiara’s toss from the venerable Granada Theatre, where opera fans noshed on tamales and quesadillas.

What a Concept

More than 200 exotic and historic automobiles will be participating in the ninth annual Montecito Motor Classic at the Santa Barbara Polo Club on Sunday, which founder Dolores Johnson tells me is a record.

This year’s theme for the free-admission event, presented by the Armand Hammer Foundation, is “The Concept Car,” which will focus on the advances of auto technology over eight decades.

The show’s honoree is internationally acclaimed designer Mark Stehrenberger, a sought-after consultant to such diverse carmakers as Rolls Royce, Ford, Toyota, BMW, Renault, Subaru, Saab, and Jeep.

The Stehrenberger Chalet will feature a special curated display of his concept car drawings and paintings from the last 30 years, and the opportunity to meet the automotive legend.

James Joyce has received the Montecito Journal’s endorsement for mayor

my colleagues at the Journal. We agreed that for the most part, they each acquitted themselves well. And they all agree on some fundamental priorities – the need to find and enact a clear vision for State Street and the greater downtown area, the importance of adaptive reuse for affordable housing, the importance of settling on and enacting a plan for homelessness, etc. Every candidate wants to lead a more cohesive City Council, and to support local business.

But here’s the reality: The power of the mayor, as it exists in Santa Barbara, is first and foremost the bully pulpit it provides to communicate a vision around which a city can unite. So, to whom do we want to hand that bully pulpit?

There’s an elephant in the room. Three leading mayoral candidates – Mayor Murillo, Randy Rowse (10 years on City Council), and Deborah Schwartz (a decade as a city planning commissioner) – have all been deeply involved with city politics for more than a decade during which time none of them has emerged as a visionary leader capable of building consensus and bringing the city together behind a singular vision during a time of great division – and need.

It is said that the definition of insanity is to keep doing the same thing and expect a different outcome. If we want a different outcome, we must support a candidate who comes to the table with a fresh perspective and God-given leadership skills. And I for one would prefer to take a risk on someone who could be interesting and possibly inspired rather than double down on those who have proved they are not.

That brings us to mayoral candidate James Joyce.

Joyce understands first-hand how the state puts mandates in place when local governments fail to act. As the long time District Director for State Senator Hannah-Beth Jackson, who endorses him for mayor, Joyce successfully worked to bring disparate groups of people together over complicated issues. And as Jackson points out, he has the perfect strong-yet-calm demeanor to do so. Joyce organized Jackson’s JEDI Program (Jobs & Economic Development Initiative) that brought together more than 100 key entrepreneurs, business, educational and community leaders from the region. With his hands-on experience at various levels of government up and down the Central Coast, James has the experience to work regionally, with the county and our adjacent cities, to provide

workforce housing options, as well as best practices for other critical challenges facing Santa Barbara.

“He’s very thoughtful and doesn’t bring a lot of ego to his job,” says Jackson.

“He did an excellent job with our JEDI project – an entrepreneurial haven. He took the ball and ran with it... creating innovation centers. He made things happen.”

Joyce understands the importance of state and federal grants for funding local solutions and has the relationships and the experience to bring those to bear for Santa Barbara. He speaks openly about the need for a cultural shift in government and the importance of holding elected officials to high ethical standards – hence his ethics plan which calls for, among other things, campaign contribution limits and banning contributions from anyone with business before the City Council. (Just for a little perspective, 46% of Murillo’s contributions come from craft unions that stand to benefit from the city’s new Project Labor Agreement policy, which requires the city to use union workers, almost exclusively, on public works projects of $5 million or more.)

It is true that Joyce has raised less money than other candidates. He has chosen to spend more time knocking on doors and talking to people than on the phones with local developers and wealthy individuals asking for money. Was that a good decision? We’ll see. But he believes it’s more important to connect face-to-face with voters so that he can hear them, and they can hear him, than to fill his campaign coffers to pay for expensive ads.

Even before the national racial reckoning that followed the murder of George Floyd, Joyce founded Coffee with a Black Guy, “an innovative social impact movement that seeks to merge the tactile and digital worlds to bring greater understanding, compassion, empathy, and love in our shared global community.”

So, can James Joyce win? The other candidates want you to believe he cannot.

Why? They want you to believe James Joyce can’t win purely because he can! It’s a time-tested dirty tactic used by campaigns to spread the rumor that a candidate “can’t win” so that voters will vote for their second or third choice candidate that they think can win. (Anyone remember back in 2020 when people said Warnock and Ossoff couldn’t both win Senate seats in Georgia? Or in 2016 that Donald Trump, who was not the least bit obedient to his party’s machine, couldn’t win the presidency? Now look who’s running that machine.)

What the DCC and the other candidates don’t want you to see is that Joyce is the only viable candidate who’s not been hanging around city politics, to no great effect, for more than a decade. Plus, he’s levelheaded and inspired – something most people would never say about our current mayor.

Joyce may be a fresh face in the city, with a fresh point of view, but he’s experienced in legislative politics and politics in general. He’s a wicked smart social entrepreneur who brings together diverse groups of people, with diverse interests, to talk about and think through difficult, sensitive topics. He knows how to listen, and genuinely wants to. But he also has strong opinions he’s not afraid to voice. He’s principled. And perhaps most importantly, he’s neither controlled by nor beholden to any special interest, political party, or machine.

It’s time for this city to wake up and get out of bed on the other side. Let’s for once do something different and see what happens. We need fresh, strong, bold leadership and it’s right in front of our face.

We endorse James Joyce for mayor and believe that he is the best chance we have to push beyond the endless committees and factions and reports and bureaucracy that have kept our city down and behind the eight ball for far too long.

Before opening the new location, Hardey and her family were reeling from the closure of their downtown location in La Arcada, which they shuttered in January after 12 years in business; a casualty of the COVID-19 pandemic and the ongoing stay-athome order which was in effect the majority of 2020 and into early 2021.

“It was the hardest location to pivot into only to-go orders. We tried everything: we built a gorgeous parklet, we added retail… we just knew we had to get out from underneath at least one of the restaurants,” Hardey said, adding that the eatery’s clientele was mostly local professionals from the nearby courthouse and business district, who were working from home during the height of the pandemic.

The majority of the seating was also inside, which was not compatible with state regulations.

“We just didn’t have the staying power as a small, local business to stick it out. It was a hard decision, but it was the right decision.”
