The Need for Forward Thinking on the 101

M

ontecito’s relationship with Highway 101 dates back to 1927, when residents approached the State Division of Highways asking them to pave the two dirt lanes through Montecito. John Jameson led a crusade to design America’s first scenic parkway, using planted center dividers, landscaped shoulders, and a frontage road. In 1937, Jameson’s parkway was extended from Olive Mill to San Ysidro, and in 1949 to Sheffield Road.

In 1954, a plan was devised to remove the local traffic lights on the 101. It took 37 years, until November 1991, to get the job done. Former 1st District Supervisor Naomi Schwartz recalled governor Jerry Brown’s Zen-like comment, “I think that when you stop for a traffic light, you have time to think of where you are going.”

The story of the 101 is a story of good intentions and missed opportunities.

1989-1993: Don’t Widen Because We Will Lose Our Parkway Look In 1989, a 101 widening project was included in the Measure D list of projects approved by voters. Widening to three lanes was initially popular, until 1992 when “Grassroots 101” under the leadership of Alex Pujo, was formed after plans presented by Caltrans showed a highway bereft of foliage and landscaping. It looked liked a Los Angeles freeway with nothing but concrete from side to side. Those plans also called for razing a number of buildings along Jameson, along with the cutting down of a good number of trees. Fearful Montecito voters rejected that plan.

At a crucial meeting of the Santa Barbara County Association of Governments (SBCAG) in the spring of 1993, supervisor Naomi Schwartz deemed the 101 widening plan “inadequate to protect the scenic character of the freeway.” The decision was made to put aside the widening and study alternatives.

ontecito uber-philanthropist Leslie Ridley-Tree was rightly in the spotlight when Cottage Hospital’s new 55,000-sq.-ft., 3-story cancer center was named in her honor at a socially gridlocked sunset bash.

Another important donor was Virgil Elings after whom the oncology building, as well as the popular park, is named.

The cancer center’s former small structure on an adjacent property on Pueblo Street will be demolished later this year and become a half acre Healing Garden, with a variety of new trees on the site.

“I jumped in with everything I could,” Leslie told the 400 guests. “I really wanted to be part of it. Every part of it has love and thought.”

A Snide Aside

I

apologize to Larry Bond, and perhaps others, on the confused way in which I tried to describe Lidia Zinchenko’s negative statements of post-czarist Russia as not being helpful in supporting Trump’s repeated attempt to convince Americans of the benefit of getting along with Russia; I agree wholeheartedly with his repeated proposal.

I am, however, very upset with Ms Zinchenko’s published response to my comments about her posting (“Real Americans”, MJ #23/37). In what amounts to a diatribe citing no facts but instead falsely accusing me of labeling her as a “Nazi”, she seems not to be reading what I wrote. In fact, the only mention of “Nazi” in my comments was my reference that I had gone to Russia in May 2015 to visit Moscow and witness with the Russians the 70th commemoration of the defeat of Nazi Germany.

Furthermore, her diatribe continues in a way to separate Americans by those she refers to as “real” from those she refers to as “other ones.” The allegations she makes are McCarthy-like, impugning liberals and progressives.

She seems to impose her political viewpoints as a requirement for being a “real” American. This appears to be an attempt to aggravate the divisiveness in our civil debate at this time; it is not conducive for a dialogue in which the parties listen to the other rather than propose that only their opinion counts. Perhaps she thinks she can intimidate the “other.” That’s how McCarthyites work.

As a final matter in response to her statement that “More than half of the real Americans have chosen...”

Trump, I would like to inform her that according to the Federal Election Commission, Donald Trump received a popular vote of 62,984,825; his opponent, Hillary Clinton, [had] 65,000,853 516. I wonder where Ms Zinchenko gets her information?

As for another of your snide remarks in the editor’s note to Mr. Bond’s letter, you seem to ignore that our country embraced the USSR as an ally in the second World War. They were instrumental in the defeat of Nazi Germany at a cost of more than 30 million lives. There is hardly a family in Russia today that didn’t have a member killed in the war. For the record: U.S. battle deaths were about 500,000, or 1/40.

(Editor’s note: I hope you don’t deem the following remark “snide” as well: “Nazi” Germany made common cause with a communist dictatorship by signing what was known as the Molotov-Ribbentrop Pact on August 23 1939, better known perhaps as the German-Soviet Non-Aggression Pact, which enabled Nazi Germany to invade Poland just nine days after the signing ceremony. The Soviet Union attacked Poland a couple weeks later from the east, and the two quickly divided the spoils between them. All of which led to the start of World War II. The Soviet Union begrudgingly sided with the U.S. after Nazi Germany broke the “non-aggression” pact and invaded Russia. So, please excuse me if I can’t muster up the same amount of pity for the plight of the Soviet Union and its unfortunate citizens as I do for the refugees from Russia and the entire Eastern bloc who fled Soviet tyranny over the years. – J.B.)

Is This a Joke?

According to Bob Hazard’s Guest Editorial in last week’s edition, Caltrans will be “finished” with widening Highway 101 by... 2032. That reads like a joke; if we were to hire a private company, the job would be done in a couple of years and would probably spend less than half the money.

Caltrans takes longer because it’s paid by our taxes, and the longer they work on it the bigger the paydays and pensions. Caltrans is the same as Salud Carbajal: promises, promises, promises. We need an onramp before the bridge on Cabrillo Boulevard. It’s so outrageous, there are no words for it. Coast Village Road is like a parking lot every day after 2:30 pm, and now on Coast Village Circle the cars go 50 mph to beat the traffic and don’t stop when someone is in the pedestrian crossing, afraid they will lose a couple of minutes. I almost never see a police car on Coast Village Road. It seems to me that by 2032, when the promised “widening” of 101 is completed there will be many more cars on the road, and we will end up with the same problem we have now: too many cars, not enough highway.

ters printed so often? I counted 23 letters on her ledger, by the way; there are only 12 months in a year. If Ms Thorn’s opinion is so important to us all, why doesn’t she run for mayor?

C’mon, your highness, put away the laptop and put your name out there.

We want to hear from her, just not so much in print.

More Health Care

Thank you, Mr. Hazard, for excellent statistics on health care. May I add a few more?

“The CEOs of 70 of the largest U.S. health-care companies cumulatively have earned $9.8 billion in the seven years since the Affordable Care Act was passed, and their compensation has grown 11 percent a year” [Axios. com, quoted in The Week, 04 Aug 17).

About 60% of the bankruptcies in the U.S. involved medical bills. In 2012, there were 1,267,167 personal bankruptcies in the U.S. In 2016 there were 793,932, a reduction of 37% (uscourts.gov, Judiciary News, June 2016). These are the years when the ACA took effect.

The American health-care industry creates wealth for the few at the expense of the sick and the elderly.

Many first-world countries trade the fortunes of the few for the bankruptcies of the many, and stats show they get better results (infant mortali-

ty and longevity among them) for less money. With U.S. health-care spending roughly one-sixth of GDP, this could run into real savings.

With commissions, overhead, profit, and a needlessly complicated system of billing, nearly 30% of your insurance premium does not reach actual healthcare. Medicare operates on less than 3%. Those who benefit from this gap freak out about the inefficiencies of socialized medicine.

The latest scare tactic was that a single-payer scheme would leave us at the mercy of death panels. We should be so lucky. Presumably, the panels would be a known process with clearly stated rules, review, and appeal.

As it is, we are the victims of faceless functionaries in the basement of the insurance building, ambitious lawyers, and actuaries whose careers hinge on finding ways to reduce claims and re-write the fine print in your policy. They answer only to the balance sheet of the company.

To treat the healthcare industry as we treat any other industry is a basic misunderstanding. There is no “free market” in the medical field. Secrecy about prices and fragmented billing make meaningful comparisons impossible.

When you break a leg, the ambulance takes you to the emergency room of the nearest hospital. When you ask what it will cost, the staff will usually refuse to tell you, often couched in phrases such as: “Don’t worry about that now,” but they do ask for your insurance.

In a free market, you immediately call two other hospitals to get competing prices. Except we don’t. A broken

Proceeds will benefit the 59 adults with intellectual and developmental disabilities who call Hillside House their home. The 72-year-old residential facility, which over the years has served hundreds of residents and families in Santa Barbara County, continues to move forward with its Community Plan to build state-of-the-art, adaptive housing units for its residents in an integrated neighborhood setting in the Veronica Canyon section of Santa Barbara.

In the Heat of the Moment

A

lthough fire is an essential part of our lives – our basic non-solar source of heat and light – and probably one of the first things whose control distinguished us from animals, it still has a mixed reputation in our literature, history, and folklore. After all, the locality we call Hell is usually characterized as a very hot place. To Dante, it was literally an “inferno.” In Milton’s Paradise Lost, it was “one great furnace flamed.”

However this fiery nether-world was anticipated by some of the most godly of our ancestors, who employed a highly creative range of methods and devices to simulate Hell on Earth. For this purpose, they specialized in applying fire to human flesh, usually as a punishment for sinners or disbelievers, or to extract confessions. I need hardly elaborate on the hellishness of such practices as “burning at the stake,” à la Joan of Arc. That these customs were accepted for many centuries, often watched by large crowds, perhaps enables us to hope that humanity is actually making some kind of “progress.”

(But then we have to overlook little exceptions such as Hiroshima and Napalm.)

A somewhat less harmful use of fire has been to produce fumes for inhaling, in a ritual called “smoking.” And for pure entertainment, there have long been “fireworks.” But the “fire” in “firearms” reminds us that this form of weaponry originally involved igniting some explosive material to propel some projectile out of a tube.

With muskets, fire had to be applied to an external “pan” containing a small charge of gunpowder, to ignite the main charge. Sometimes the charges failed to connect, and all the user got was “a flash in the pan” – no doubt, a disappointing occurrence – but thereby giving our language a useful metaphor for sudden but brief success.

But even soldiers appreciate a good comforting fire, especially when they have to stay on guard at night -- as Julia Ward Howe, in her “Battle Hymn of the Republic”, recalled seeing “in the watch fires of a hundred circling camps.” In more recent times, the campfire has become a virtual symbol of happy togetherness. Indeed, when an organization for girls, parallel to the Boy Scouts, was established in 1911, the name chosen was “Camp Fire Girls.” And many of us have 21 – 28 September 2017

pleasant memories of sitting around a camp fire, singing songs, telling stories, and perhaps even using the fire to prepare food – for cooking is, after all, one of the basic applications of fire – facilitating our consumption of our fellow creatures.

To poets and lyricists, however, the true significance of fire is as an emblem of love. One example that springs to mind is the song from the 1940s that declares: “I don’t want to set the world on fire – I just want to start a flame in your heart.” Poets in the English-speaking world are very lucky that “fire” rhymes with “desire” – but also that “ember” rhymes with “remember,” because it is not just the bright burning, but also the cooling and dying of love that we celebrate, or lament, in song. There were, for example, Dorothy Fields’s lyrics to Jerome Kern’s bittersweet ballad, “A Fine Romance”: “We should be like a couple of hot tomatoes, But you’re as cold as yesterday’s mashed potatoes.”

Nevertheless, extinguishing fires also has a long and honorable history. Besides the fire-fighters whose whole careers depend on the existence and danger of fire, others work to reduce that danger, for example by developing materials less likely to burn. I am old enough to remember the time when asbestos, because of its fire-resistant qualities, was considered a “miracle substance,” instead of the terrible health hazard it has since become – one more sad example of the “unintended consequences” which so often dash our dreams.

Then there are insurance companies specializing in fire coverage. They have to protect themselves – often by employing clever detectives – from questionable claimants whose fires may not have been accidental. (Arson: the only crime fire can claim as its own).

I have always found it interesting that in their early days, these companies also employed fire-fighters who were paid only to fight fires in properties the company had insured – which were identified by special “firemarks” on the insured buildings. Thus, the Sun Fire Insurance company provided its customers with metal plaques bearing a symbolic “Sun.” If these observations have failed to ignite your interest, kindly hold your fire until I’m out of range.

hat is New House?

Surprising to me was New House is a self-supporting, non-profit organization that has been helping men in recovery in Santa Barbara since 1955. The organization serves more than 300 men per year.

Founder Elmo Little was known to say, “What alcoholics need in Santa Barbara is a new house on a new street in a new city for a newfound recovery.” And so it came to be, and thousands have passed through its doors.

This was only the second annual fundraiser luncheon at The Fess

Parker. The first was “standing room only” and this one sold-out. Emcee John Palminteri introduced a variety of folks during the program. First was a welcome by board president Jeff Daugherty. He told us, “We are in our 62nd year of transforming lives.

There are scholarship opportunities for those who don’t have the funds to pay the low board and room fee. We have three homes in Santa Barbara and a 98-bed capacity.” Further, the addicts help one another and use the 12-step program. The facility helps them find jobs (a requirement) and a

Paula Lopez introduced the video she had produced, declaring, “My name is Paula, and I am an alcoholic.” She is now in full recovery. The stories she portrayed in the film were

heart-wrenching, especially the one about a man totally down and out. A woman in a car saw him. She took off her St. Christopher’s medal and said, “You look like you need this more than me,” and handed it to him. He told us that was his a-ha moment. He is now sober and productive. He calls her his angel, though he doesn’t know who she is. Maybe she’ll read this.

Honoree of the day was superior court commissioner Deborah Talmage for her many years of service related to drug and alcohol abuse. She became the first woman appointed to the bench in county history in 1983.

Since 2003, she has presided over the Collaborative Justice Court, working with attorneys and defendants to get proper treatment to those with addictions and mental illnesses. Mayor Helene Schneider, district attorney Joyce Dudley, and state senator Hannah-Beth Jackson gave Deborah certificates of recognition. Joyce told of one inmate who has already made plans to go to New House when he gets out of jail. Hannah-Beth wants to increase funds for treatment – not incarceration. Last year’s honoree, Larry Laborde, gave Deborah the Heart of New House award. Deborah responded, “My heart is so full.”

P

erhaps it’s fitting, in our troubled times, that Lila Downs has the honor of opening UCSB Arts & Lectures’ 2016-17 season, comprising nearly 75 events over the course of the next nine months. The Grammy Award-winning balladeer is of Mexican-American descent and is known as much for her mashing up of indigenous Mesoamerican music with cumbia, soul, jazz, hip hop, and other styles of music as she is for her mesmerizing three-octave voice, not to mention a one-of-a-kind wardrobe based on the textiles of Mexico’s indigenous cultures.

It’s not just for show. Indeed, Downs had to postpone our telephone interview by 24 hours last week because she had committed to help put together a benefit to raise funds for the victims of the earthquake that struck Mexico near one of her early family homes in Oaxaca, just a few days before hurricanes laid waste to Houston and large swathes of Florida.

“It’s a real disaster,” she said when we spoke the next day. “People can’t go in their houses because they either fell or are about to. We’re getting mattresses and cooking utensils so they can at least sleep on the streets in front of their houses. It’s time for those of us not affected by these disasters to get together and try to help.”

Downs’s latest album, Salón, Lágrimas y Deseo (Tears and Desire) is both a reaction both to last year’s presidential election and a document of personal redemption, perhaps the singer’s most political and poignant recording to date. But Wednesday’s

Q. I understand your album is something of a response to the election. How did that show up in the music?

A. I was disheartened. But I kind of knew it was going on. I grew up in Minnesota, and there are things that people won’t say but you can feel they’re thinking. So it was like a zit that had to pop. You’re kind of hoping it won’t happen, but it did. And I was depressed. I thought “Forget music.

I will never write a song again.” But then I drank a bottle of mescal with my friends, and the next day I started composing again... I wrote a few songs that expressed my frustration. One is “Envidia” (Envy) which talks about how people are feeling fear about Latin Americans surrounding them in lots of areas of life. It’s true we are a force, but we are also a part of the history of the U.S. culture going back to the early days of Texas, Arizona, and New Mexico.

I want to speak the truth. We all come from diverse cultures and races.

I believe music can bring us together.

That’s what I’ve been hoping for all my life.

As a gifted singer who is the product of two cultures, do you feel a responsibility to use your voice to inform and inspire, as well as entertain?

Sure. Ever since I was young, I found that people communicated through music. My father was an Anglo-American guy who didn’t speak Spanish very well. My mother was a Native American lady who doesn’t speak English well. I always had to make those two worlds figure each other out. I continue to do that now with people who are going in the wrong direction because they don’t understand each other. It can

be funny, but really it’s not. I was given this gift, and I’m grateful to be a musician and be able to sing about them and maybe bridge that gap. It’s like magic, and it’s helped me love life more. I hope that it does that for other people as well.

Has making the album been cathartic for you? Is that your hope for the listeners?

Yeah, definitely. Every artist does what they do to figure things out. It doesn’t always work out that way, because there’s no formula. But we have that means of expressing the monsters, the doubts, and the questions we have about life and existence.

What drew you to cover Agustin Lara’s “Palabras de Mujer” (A Woman’s Words) on the new record?

It’s a very beautiful melody that I heard since I was a child, but I never liked the lyrics. A women’s words – what the hell does that mean? I don’t get it. Because I always heard it with men singing it. But we started doing it in our group just for us, and suddenly the meaning changed. There’s a lyric “Even if you don’t want it, and even if I don’t want it, even if God doesn’t want it – here I am.” I love that! I’m extremely feminist in my opinion, so it really resonates for me when I sing it.

Actually, I read where you were surprised at how explicitly “woman-centric” the album turned out. Can you explain?

It was only when I listened to the whole album that I realized how feminine it is. But in the way that women really are: We’re strong, we’re sweet, we’re tender, but we want respect.

A lot of people are still not ready for that. A lot of people still aren’t ready for that, especially here in Mexico. I’m getting lots of comments on Facebook that are very violent, very misogynistic. I never had that before. So, it surprises me and makes me sad.

Cars As Art

This 1952 Ferrari 212/225 Barchetta by Touring Superleggera has been loaned by the Petersen Automotive Museum specifically for the Montecito Motor Classic

S

ome automobiles qualify as art. For example, French-made cars of the 1930s – Bugattis and Hispano-Suizas are my favorites – really are art deco masterpieces. And, the nice thing about these beauties is that one needn’t hang them on a wall to admire them. You can sit in them, start them up, get on the road and luxuriate in the pleasure of the experience. If you owned a Bugatti in, say, 1935, you possessed the Renoir of automobiles. World War II put an end to that world, but immediately after the war, Enzo Ferrari of the Scuderia Ferrari Grand Prix motor racing team (which raced Alfa Romeos in the 1920s and ‘30s) developed his namesake racing machines.

A number of those magnificent machines will be on display along the entirety of Coast Village Road on Sunday, September 24, from 9 am to 3 pm, in celebration of 70 years of Ferrari, along with a fine collection of U.S. made Chevrolet Camaros, some 130 vehicles in all. The event is spon-

sored and supported by the Petersen Automotive Museum, Michael Hammer, the Armand Hammer Foundation, and the Checkered Flag 200 Club as a fundraiser for both the Police Activities League (PAL) and the Santa Barbara Police Foundation.

The star of this year’s show will probably be the Petersen’s 1952 Ferrari 212/225 Barchetta by Touring Superleggera. But, there will be plenty others, and all the vehicles will be on display (and in running order) along a closed-to-traffic Coast Village Road and hundreds (perhaps even thousands) of car lovers and the simply curious are expected to descend upon Montecito to glance, admire, and maybe even sit in these... works of art.

Mr. Hammer’s “Hammer Time Fueling Station” at the eastern end of Coast Village Circle will feature food, cocktails, beer, wine, a VIP lounge and premier award show viewings.

Rocha talked about majoring in communication studies at Westmont, “I study rhetoric – what it is to be a good person speaking well,” and being on the baseball team. He had taken a break from Westmont to understand where he was heading and to sort out any conflicting incidences he experienced while being a Christian student there who also had come out. After traveling the globe and working in Los Angeles, he returned to Westmont College to finish his degree. His scholarship award is based on his decision to do so. Rocha expressed how honored he was to be recognized in this way and is looking forward to graduating in two semesters.

Gastelum, a third-time scholarship winner, was unable to attend the ceremony as he is working with the elderly population who need legal services while finishing his JD. He has decided to be a public defender after graduation. The GLBA scholarship committee has also donated funding for his bar exam.

Vorosmarthy, originally from California, spent time in Malaysia, and decided to attend SBCC. Starting out in music theater, he will change majors to television and film arts, “and will be ready to accept my first Oscar for best dramatic actor in 2022!”

he Santa Barbara Gay and Lesbian Business Association [GLBA] announced their 2017 student scholarship winners at the lovely home of board member and treasurer John Chufar. The top scholarship award of $5,000 went to Westmont College senior Geoffrey Rocha, and it represents the first year a Westmont student applied and won the award. A total of $8,000 in scholarship awards were given to the three local students: Mimi Vorosmarthy, freshman at SB City College; Alejandro Gastelum, Juris Doctor candidate UC Hasting College of Law San Francisco; and Rocha.

Chufar welcomed the guests and introduced the scholarship committee.

estmont remains in the top 100 best liberal arts colleges in U.S. News & World Report for the ninth straight year. “America’s Best Colleges, 2018 Edition” lists Westmont as tied for number 96 among the nation’s liberal arts colleges.

Only eight other liberal arts colleges in California appear in the top 100.

“The ranking reflects Westmont’s commitment to rigorous academic study that cultivates critical thinking and effective communication skills,” says president Gayle D. Beebe. “We also encourage students to grow in all areas of their lives and develop a deep love of God, preparing them to lead wisely as they serve others in a variety of careers throughout the world.”

Westmont’s overall score (56) rose two points as the result of a higher peer assessment score (2.8), improved high school counselor assessment score (3.5), higher graduation rate (78 percent), a high percentage of classes with fewer than 20 students (68 percent), and a decrease in the percentage of classes of 50 or more students (1 percent).

Only one other member of the Council for Christian Colleges and Universities (CCCU) joins Westmont in the top 100 liberal arts colleges, and Westmont is the only CCCU school in California listed in the first tier.

“Along with the U.S. News rankings, I hope college-bound students consider such factors as community, spiritual life, and their relationships with faculty when choosing a college,” says Silvio Vazquez, dean of admission. “About 70 percent of students participate in an internship before graduating. The student-to-faculty ratio at Westmont is 12 to 1, and our four-year graduation rate is 17 percentage points higher than the six-year national average.

“We are also committed to financially supporting our students through the college’s scholarship and grant program. About 95 percent of our students receive aid and for the first-year class entering in 2016, the average award was more than $35,000.”

U.S. News ranked UC Santa Barbara as number 8 in its “Top 30 Public National Universities” and number 37 among the “Best National Universities” ranking.

Barnes has toured internationally as a soloist, created works with independent performers in the U.S. and in Europe, and coordinates the dance program at Missouri State University, where she teaches modern dance technique, improvisation and composition, dance history, and dance and technology.

Here, There, and Everywhere addresses displacement and dislocation, isolation and community, and what it means to settle.

Barnes taught at the Merce Cunningham Studio in New York, moved to France in the mid-1980s and returned to the U.S. in 2000. She was the first American choreographer to benefit from a Fulbright Fellowship to work in the United Kingdom (19741975).

In 2012, Barnes collaborated with Vonda Yarberry, Missouri State professor of art and design, and Sheryl Brahnam, Missouri State professor of computer information, on a three-year research project that combined dance, digital media, and computer technologies.

“Your money or your life” spurs healthcare spending. A plain mugger settles for pocket cash. The medical field has higher aspirations, a patient often loses both. With the terminally ill on life support, should we pull the plug when the insurance runs out, or wait until the widow has to sell the house?

In a stunning display of public service, Mr. Martin Shkreli, through parody, demonstrated how the medical-pharmaceutical-insurance complex operates every day. He upped the price of a life-saving drug from $13.50 to $750 for the daily pill. They dug up some old dirt for which he was prosecuted. No good deed should go unpunished.

Novartis just announced they would charge $475,000 per patient for their new cancer therapy, Kymriah (FT 02 Sep 17). Incidentals are extra. But, this is a free country: if you’re not rich enough to get sick, you’re always free to go die on the sidewalk.

Lessons from the Loser

We are one-sixth of the way through her opponent’s presidency, and Hillary is still belly-aching about the election last year. She is in major need of psychiatric counseling. A person of her wealth and stature should be “moving on,” as people today are wont to say.

This is much more, of course, to her, and the Left, than a “lost election.”

Winning the White House was her reason for being, her reason for living.

She carried the mantle of feminism and womanhood on her shoulders.

She was an elite socialist running against a bloviating arch-crony capitalist suffering from all the political diseases known to the 21st century: sexism, racism, homophobia, xenophobia. He hates dogs and trannies, for gosh sakes!

Hillary’s self-esteem is in the toilet. She can’t leave the penthouse without wearing a burqa. What will/ can she say to all those fellow elitists also occupying sterile, vacuous space in their bulbous cocoon where everybody thinks the same, and thus believes everybody everywhere must also think the same, too?

opponents to come play them on a much larger stage than they’ll ever play on the rest of the season “for the experience” and for a big guaranteed paycheck made out to their school.

Cutting to the chase, Appalachian State (the “Rocky Balboa” in this game) refused to think this game was an exhibition and ended up beating Michigan in Ann Arbor before a full house and a national TV audience, 34-32.

Michigan fell out of the Top 25 ranked teams, and Appalachian State went on to win all but two games that fall. How does Michigan and how does Hillary explain and live with such humiliating defeat? For starters, they should admit they vastly underestimated the strength and appeal of their opponent.

Take “Wisconsin,” for instance.

Hillary has to shoulder the responsibility for losing a Blue State that hasn’t voted Red since Ronald Reagan in 1984. She chose not to campaign there, or spend funds, which were generously available to be spent there.

Why? She didn’t want to project the appearance of a Democrat needing to break a sweat in Wisconsin. What will the Democrats think if, all of a sudden, she acts as if Wisconsin is in play? She is the 800-pound Wonder Woman. Going head-to-head with the vile Trumpster in Wisconsin would be seen and interpreted almost as embarrassing as showing up in Manhattan’s Silk-Stocking District to go after needed votes. It’s bad enough elitist government socialists must grovel for votes in the mud with populists who enjoy the mud, like swine. That’s why Hillary and Barack admire Red China: no demeaning, mortifying encounters with people who will determine their legacy. It would be even more opprobrious to have to explain why Democrat Hillary can’t count on Wisconsin.

That would require reflection, self-criticism, a degree of scrutiny as to why Hillary might not carry the day, while past Democrat standard-bearers breezed through Wisconsin. Sort of like Michigan refusing to break a sweat in its preparation for playing Appalachian State. How would it look to the athletic director and the alumni if they perceived there was a possibility they could lose? A bit like Apollo Creed taking a training camp before facing Rocky!

Nine months into 2017, and Hillary’s on record saying she lost Wisconsin because the evil Republican legislature in Madison forced through a voter I.D. bill which she claimed “suppressed” voter turnout among poor people and minorities by 200,000.

She lost Wisconsin by 24,000 votes.

This may, or may not, be true, but it serves as just another reason – excuse – why Hillary and the Democrats

don’t have to retreat to a hotel conference room somewhere, behind closed doors, and figure out why seven straight previous Democrat presidential candidates before her garnered 15 percentage points more in votes than she did, with or without her precious 200,000 voters she says she was screwed out of!

The world has profoundly changed, and Hillary will never learn how and why, because she refuses to admit the world rejected her.

Let this sink in for a minute...

Hundreds and hundreds of small boats pulled by countless pickups and SUVs from across the South headed for Houston; almost all of them driven by men. They’re using their own property, sacrificing their own time, spending their own money, and risking their own lives for one reason: to help total strangers in desperate need.

Most of them are by themselves.

Most are dressed like the redneck duck hunters and bass fisherman they are.

Many are veterans. Most are wearing well-used gimme-hats, T-shirts, and jeans; and there’s a preponderance of camo. Most are probably gun owners, and most probably voted for Trump.

These are the people the Left loves to hate, the ones [MSNBC’s Rachel} Maddow mocks. The ones Bill Maher and Keith Olbermann just know they’re so much better than.

These are The Quiet Ones. They don’t wear masks and tear down statues. They don’t, as a rule, march and demonstrate. And most have probably never been in a Whole Foods.

But they’ll spend the next several days and weeks wading in cold, dirty water; dodging gators and water moccasins and fire ants; eating whatever meager rations are available; and sleeping wherever they can in dirty, damp clothes. Their rewards are the tears and hugs and smiles from the terrified people they help. They’ll deliver one boatload, and then go

back for more.

When disaster strikes, it’s what men do. Real men. Heroic men. American men. And then they’ll knock back a few shots, or a few beers, with like-minded men they’ve never met before, and talk about fish, or 10-point bucks, or the benefits of hollow-point ammo, or their F-150.

And the next time they hear someone talk about “the patriarchy” or “male privilege,” they’ll snort, turn off the TV and go to bed.

In the meantime, they’ll likely be up again before dawn. To do it again.

Until the helpless are rescued. And the work’s done.

They’re unlikely to be reimbursed.

There won’t be medals.

They won’t care.

They’re heroes.

And it’s what they do.

Down with DACA

Every time Republicans want to pass legislation or enforce the law, the left can depend on the mainstream media to propagandize the situation. Case in point: Trump’s repeal of DACA. We can always count on emotional blackmail from the Left and the media.

The repeal of DACA was the right move. It was unconstitutional. Furthermore, the Left will never reveal its bad points, which include: 1) It is the fault of illegal parents, who brought illegal children into the U.S., not America or Trump, when they are deported; 2) DACA recipients are illegal aliens; 3) DACA is a massive amnesty program; 4) DACA recipients are not “children”; 5) DACA recipients take American jobs (construction + manual labor); 6) Some are criminals; 7) DACA is not a law; 8) Most DACA recipients are not overachievers; 9) DACA was litigated and debated in 2016. Trump won the election; 10) DACA encourages more illegal immigration and will grow if not stopped; 11) In most states, DACA recipients are eligible for welfare benefits; 12) DACA ignores criminal behavior (i.e., Social Security fraud, forgery, perjury on 1-9 forms, falsification of green cards and driver’s licenses, identity theft, gang membership, and misdemeanors.

A Sticky Situation

“I

t may be warm in California,” Shane had told Lisa before the trip, “but it’s dry heat.”

Shane is my son. Lisa is his fiancée.

They live in New Hampshire.

“It’s been cold back east,” Stacey, my daughter said, as we picked the three of them up at the Santa Barbara airport. “Looking forward to some warmth.”

“You’re in luck,” Pat said. It was 90 degrees. In September!

They looked at the billowing clouds over the mountains. “In New Hampshire, those clouds would indicate rain,” Lisa said.

“Not here,” I said. “Probably won’t rain again until November. Which is good, because of the party.”

The three of them had flown out to help us celebrate our 30th wedding anniversary. We were having a combo party-of-the-century with Pat’s sister and her husband, who were celebrating their 50th anniversary. The party was going to be in our backyard. We had people coming from all over.

We wanted it to be a nice early fall party, with the warmish day turning into a crisp evening with a slight breeze and near-full moon. We had a 12-foot square dance floor delivered.

“You are lucky to be on the coast,” said one of the set-up guys. “We were just in Los Olivos. It was 106 degrees.” It was only 92 degrees in Santa Barbara.

We began setting up tables in a U-shape around the dance floor. We ran power for the music, dumped ice into coolers. Set up lawn games like badminton, croquet, cornhole, and giant jenga. In the kitchen, people were preparing salads, key lime pies, and side dishes. There were fans going. People were sipping out of chilled glasses that stayed frosted about 30 seconds.

Outside, Patrick dumped charcoal into the giant cement grill in preparation for grilling kabobs. I thought briefly that we could have just laid them on the sidewalk and let them cook.

At 2:30 on Sunday, an hour-anda-half before the party was to begin, it was 98 degrees and climbing. And the humidity was rising. People were going to swelter! We set up every umbrella we had. They cast small shadows on the lawn and the corner of one table. People were going to get heat stroke! Did the app on my iPhone tell me what to do for heat stroke?

Billowing clouds increased but did not seem to affect the heat at all.

Several of us decided to jump in the pool to cool off before the festivities started – if anyone came. That’s when we heard the first rumbling.

“Sounds like thunder.”

“Can’t be. Not in Santa Barbara. Not today.”

There was more rumbling. And a flash. “Was that lightning?” Another flash over the mountains. Probably out in the Valley. Miles away. Another loud rumbling. Right over our heads.

The next flash was like an X-ray and cleared out the pool. I felt a drop.

Rain? No way!

I ran to help cover the tables that were already laid out with dishes, silverware, and wine glasses. By the time I got to the house and back with some sheets, it was pouring.

Sideways. Patrick was holding an umbrella with one hand while trying to keep the charcoals going with the other. I took over umbrella duty. I had to keep shifting the umbrella as the rain and wind came from the left, then the right, then from the front.

I hoped the umbrella didn’t have a metal tip.

Later, they would call it a microburst. Quite rare. People were going to fry from the lightning! Or die from flooding! Or get blown away. Our party would be on the news. “Tragedy in Santa Barbara, as anniversary party gets microburst. Several members found blocks away holding smoldering kabobs.”

What now? It had taken days of preparation. And dozens of people, a U-shaped table with 12’x12’ dance floor, and badminton, croquet, cornhole, and giant jenga were not going to fit into our condo living room.

Never mind the cement barbecue grill.

Then… the rain stopped. The wind subsided. The skies quieted. And the people came. We laughed. And ate and drank and danced. And played party games. It cooled down. And Santa Barbara settled back into its glorious self.

“We should do this every year,” I said.

“Right,” Pat said.

Living with Raccoons

M

ost people either love them or view them as pesky troublemakers, but no matter one’s position, raccoons in our local Southern California community are here to stay. So, what is the process that a local wildlife rehabilitation center goes through to help rehabilitate raccoons and educate the public about cohabitating with these infamous mammals?

In 2017 alone, the Santa Barbara Wildlife Care Network (SBWCN) has already admitted 22 raccoons at its facility. The initial intake of a raccoon to the SBWCN often begins with a phone call from a concerned member of the public. Raccoons are brought to the center for a variety of reasons, frequently involving human impact by either urban land development and a lack of natural resources, or baby raccoons being found abandoned.

Two of this year’s rehabilitated raccoons, cared for extensively since only a few weeks in age, were rescued individually as orphans only three days apart from each other. On June 19, a small male raccoon was found abandoned, cold, and crying in a resident’s driveway near the La Cumbre Country Club. On the 21st, a female orphaned raccoon was found near Hope Ranch.

Both of the rescued babies were starving and emaciated with low body temperatures. The two did not stand a chance at survival in the wild should they have been left alone.

As raccoons mature into juveniles, the staff and volunteers at the SBWCN strive to lessen their involvement and contact with them. This transition is important for the future health of the raccoons, and it will aid in ensuring their safety in the wild.

The first 24 hours during a rescue are often the hardest and most trying.

These orphaned raccoons were stabilized by keeping their core body temperatures warm while bottle-feeding a mixture of electrolytes, water, and a specialized formula for orphaned mammals. Raccoon young, much like human babies, require consistent care and feeding throughout the day and night.

Key volunteers are permitted to care for these mammals around the clock in their own homes through our licensing agreement with state and federal fish and wildlife agencies. A home rehabber caring for multiple mammals in their home must wake up to feed the babies every few hours during the night. The two raccoons rescued in late June were kept in home care for eight weeks.

After eight weeks of age, juvenile raccoons are moved out to the SBWCN’s onsite facility. During this time, they are given multiple vaccinations including rabies, canine distemper, and parvovirus. Vaccinating wildlife residents at the center not only ensures a healthy life during their stay with us, but also reduces the risk of disease and contamination among other local wildlife populations once released. Looking for Release

When a raccoon has reached around five months of age, the SBWCN begins to look for a release site. This entails finding an area of land that has open water access, which has become an increasingly difficult task due to the pervasive drought in Santa Barbara over the past few years. Along with water, there must be a food source. Favorite release spots for raccoons in the past have been on the property of welcoming avocado orchards, a wonderful resource from members of the public who do not mind sharing their fallen fruit with local wildlife.

What to Do if You Find a Raccoon in Need of Help

Although cute and often sociable, it is important to remember that living harmoniously with raccoons in the wild means acknowledging that they are still wild animals. It is important to always observe a wild animal from a distance when judging if an animal is in dire need of rescue. Never try to trap and relocate, touch, or come into close contact with a raccoon. Cohabitating with raccoons can sometimes be difficult; their intelligence and tolerance to humans can make them an unwanted yet frequent guest near a residence. Here are some more tips on ways to deter raccoons from living in unwanted close proximity to your own home: • Fasten all garbage can lids tightly: securing food and water sources is often the simplest way to deter raccoons from residing near your home.

Removing resources will result in wildlife usually seeking another territory in search of alternative natural resources.

• Pick up pet food and water dishes frequently if outside: pet dishes that are left unattended outside are often easy targets for raccoons seeking a food source. Do not feed.

• Have a deck or attic that raccoons like to access to den? Try these tips: leave diluted ammonia rags around entrance areas where raccoons have been spotted. The strong odor is a deterrent for the mammals. Similarly, a low-frequency radio or bright motion sensor lights can be utilized to prompt denning raccoons into relocating to a different area.

• During the spring and summer, it is necessary to assume that any adult raccoon residing near a residence will be accompanied by babies.

It is important to give adult raccoons the time to relocate their young before closing off any entrance to a den.

Caltrans had funding for the widening in-hand, and the design was shovel-ready. However, Caltrans immediately shifted funding to more receptive transportation projects, while Montecito went to the back of the line for future funding.

Representative Lois Capps sounded the alarm in September 1993: “The daily frustration of traffic gridlock on Highway 101 demands our immediate attention. The truth is, we should have done something long ago but we didn’t.”

That regret has haunted us for the last 25 years.

1993-2017: No Seat and No Vote

SBCAG has been assigned federal and state responsibility for the final design and funding of all Santa Barbara County transportation-related projects that receive federal, state, or local funding. Membership in SBCAG includes the County’s eight home-rule cities – Guadalupe, Lompoc, Buellton, Solvang, Santa Maria, Santa Barbara, Goleta, and Carpinteria – plus the five County supervisors, none of whom currently live in Montecito.

The result is that tiny Buellton with 4,828 residents, Solvang with 5,245 residents, and Guadalupe with only 7,080 residents have more say over 101 design, funding, and widening schedules than Montecito’s 8,965 residents, whose sole influence at SBCAG is through County supervisor Das Williams, whose responsibilities include Carpinteria, Summerland, Montecito, most of the City of Santa Barbara, and Cuyama.

Loss of Regional Control

Montecito has been losing control of its future in a rising number of regional issues.

Montecito had no say, for example, in the closing of the southbound entrance to the 101 at Cabrillo Boulevard, which rerouted beach and zoo traffic onto Coast Village Road, force-feeding congestion through the lower village before entering the southbound 101 at Olive Mill Road. City planners and Caltrans denied there would be an impact, claiming they knew better.

The City of Santa Barbara controls the decisions made at the Olive Mill and the Cabrillo/Hot Springs interchanges. County Public Works, under the leadership of Scott McGolpin, controls all the decisions made at the San Ysidro and

Sheffield interchanges. Montecito controls nothing. We are politely asked to offer input, so others can make the critical decisions.

SBCAG members routinely make deals among themselves. Should available gas tax funds be spent on street improvements and bikeways in Carpinteria, or on a bridge in Lompoc or Santa Maria, or for road improvements in Montecito?

Guess what happens in the real world of deal-making and trading favors?

There are many benefits to Montecito for taking greater community control.

An undeniable one is to become a decision-maker at the SBCAG table, even at this late date while construction plans, road closures, schedules, and funding are still open to debate.

Left Lane On-Off Ramps

Starting in 2012 and continuing until 2016, a well-intentioned group of Montecito citizens, known first as the MA Community Coalition, and later as Common Sense 101, raised some $200,000 in community contributions to unsuccessfully petition governor Jerry Brown, Caltrans, and mayor Helene Schneider for a design exception to retain the existing left-lane entrance and exit ramps at the Cabrillo Boulevard/Hot Springs and Sheffield interchanges.

Caltrans planners and the California Highway Patrol were adamant that leftlane on-off ramps on six-lane highways with an HOV lane were less safe. Public officials feared that if Montecito were granted an exception, Caltrans would be legally liable for any accident because its management had publicly declared left-lane ingress and egress unsafe on a six-lane highway.

The unfortunate result of the Common Sense 101 campaign was a four-year delay in the approval of the March 2012 Draft Environmental Impact Report for the South Coast 101 HOV Lanes Project. The other unfortunate result was that the Montecito community was viewed as obstructionist to widening efforts, unlike Carpinteria, which eagerly embraced the widening process and its funding needs.

More Hold-Ups

In 2011, a coalition of Lower Village residents that included Martha Siegel, Sybil Rosen, J’Amy Brown, and Carla Tomson, persuaded Caltrans engineers to add a new right-hand northbound 101 off-ramp to the final Cabrillo Blvd/ Hot Springs intersection. The original plan contemplated using the existing Hermosillo exit as the sole exit for Montecito and beach-bound traffic. The revised design, now known as F-modified, has became the approved option for the Cabrillo Blvd/Hot Springs interchange.

Also in 2011, an alert Montecito resident Robertson (Bob) Short noticed that during the 2008-2012 northbound widening of the 101 from Cabrillo Blvd/Hot Springs to Milpas, Caltrans had been unable to negotiate with the Sunshine Trailer Park just north of the Salinas off-ramp for an additional 10 feet to widen the 101 to three lanes. Short suggested to Caltrans engineers that shrinking the median strip from 10 feet to 4½ feet would allow for three lanes all the way to Milpas, proving once again that individual efforts can make a difference.

In late 2014, a so-called “Transportation Futures Committee”’ retained local attorney Marc Chytilo to challenge the previously approved Caltrans EIR, introducing another two-year delay. This lawsuit has still not been resolved.

Montecito is in for a bumpy ride over the next 15 years. The County will likely build roundabouts at San Ysidro and Olive Mill before widening on the basis of traffic counts, regardless of our objections. That will result in a two-year closing of the North Jameson frontage road for four of those 15 years, drastically changing traffic patterns in Montecito. During the four-year widening of the 101, temporary closings of lanes on the 101 at off-peak hours will create 101 traffic at your front door. Worst of all, by 2030 traffic counts may exceed the capacity of the widened highway, resulting in the same long waits and delays after 15 years of painful delay.

One can only hope that during the next 15 years, Montecito is not hit with an urban wildfire or an earthquake that necessitates an emergency evacuation of Montecito. Trapped residents would have difficulty evacuating, and emergency responders could not get in to deliver needed supplies of food and water.

The reality is that for the next 15 years, Montecito will become the only stretch of 101 between Los Angeles and Goleta restricted to two lanes of traffic in each direction. A highway with a design capacity of 45,000 cars and trucks per day will be asked to carry 100,000 to 150,000 vehicles per day.

I’m sure that smarter minds than mine can suggest mitigations to reduce this greater gridlock and community frustration. Any ideas?

Mind Your EQ: Expert on Mindfulness Meditation

D

an Goleman wrote the book on emotional intelligence (EQ). Literally. The former New York Times reporter took the term as the title of his 195 book, and the phrase joined the vernacular and became something of a cottage industry unto itself, endorsed by the Dalai Lama and utilized by more than three-quarters of the Fortune 500 companies.

But long before EQ – as it’s known today – catapulted Goleman to such unexpected fame, the writer-psychologist had already become a regular meditator, employing the mindfulness training back in his college days. “I was anxious and sleep-deprived, and it helped me be more calm,” Goleman recalled over the phone last week. “I still meditate every day in the morning.”

Goleman went on to study and practice various forms of meditation, from TM to Insight, in India and around the world. He’s watched as meditation and mindfulness evolved from an esoteric practice to an omnipresent offering that has been hailed as a panacea for repairing everything from romantic relationships to success in business. Now, 40 years after he first started meditating, Goleman and co-author Richard Davidson have just published a new book, Altered Traits: Science Reveals How Meditation Changes Your Mind, Brain, and Body, that confronts common misconceptions and neutralizes “neuromythology” about the practices, instead showing through the culling of rigorous scientific studies exactly what the mental exercises really do for the brain, and how meditation produces payoffs that include making lasting changes to personality traits. The book examines the methodology for developing a broader array of mind-training methods.

“There are a lot of claims out there, and not all of them are true,” Goleman explained over the phone last week.

“There are ones based on poor science, which has resulted in a push back on meditation as over-hyped. But there is a ‘there’ there. There are studies that show the real benefits, cognitively, biologically, and neurologically of meditation. It’s important to know what’s true, what’s not yet known, and what’s just not true.”

The authors culled just 60 studies on meditation, out of more than 6,000 that had been published in various scientific journals, to focus on the most provable benefits of the practice.

Advances in diagnosis technology have provided the missing link, Goleman explained.

“Neuroplasticity of the brain was the missing concept. When we first got into it, we didn’t understand how meditation might alter your ongoing traits. Now we know that the more you use a neural circuit, the stronger it becomes – meditation is really a mental workout. It’s about lifetime hours.

You just add it up. It’s like any skill.”

Goleman – who will discuss the book in a talk at Trinity Lutheran Church next Thursday evening – explained that beginners can experience proven benefits from meditation.

“Even 10 to 20 minute a day clearly helps you focus better, resist distraction and mind-wandering, be more calm under stress, and recover more quickly,” he said. “Even experiencing just one day, something happens at the genetic level, which was surprising. The genes that cause inflammation in the body become more quiet, which was an unexpected benefit.”

Meanwhile, Davidson, who is a professor of Psychology and Psychiatry at the University of Wisconsin-Madison and the founder and director of the Center for Healthy Minds, also studied advanced meditation practitioners, including monks and nuns who live in Nepal. “He put these industrial strength meditators in brain scans and found that at the Olympic level – if you think of mental fitness as skill – there are extraordinary results you don’t see in anyone else.”

Indeed, studies showed that brain gamma waves, which are linked to consciousness, attention, learning, and memory, increased many thousand-fold among the meditation experts. “The numbers were astounding,” Goleman said. “They’ve never been seen in science before.”

As for the nexus between emotional intelligence and mindfulness meditation, Goleman said the connection is close.

“They’re overlapping sets,” he said. “They both seek to heighten self-awareness, and let you be better able to pause before doing something impulsive we might later regret.”

The Clothes You Wear

ashion preferences aside, specific sports place different demands on your body, and there’s a billion-dollar industry of choices when it comes to suiting up.

Some picks are common sense. A novice athlete can see bike shorts with sewn-in shammy are obviously the best garment to wear when cycling, just as the jog bra is the logical go-to for women on the go. The all-inone runner shorts or tennis skirt are more than convenient, their respective designs maximize ROM, even as yoga pants are forgiving of the many positions that practice entails. Other options are more subtle. Reflective fabric for night-time pursuits make sense. Gloves to prevent blistering and calluses when weight-training, cycling, or golfing are also wise.

Material is a consideration, too.

The fabric your workout clothes are constructed of can very much affect your experience. Polyester and Polypropylene have their upsides and downsides, as does Transdry cotton.

“Moisture-wicking” is a proven attribute of some apparel, but its function of keeping sweat away from the skin can actually be counterproductive. It may make you hotter than if you allowed sweat to stay on your body, since evaporating sweat has cooling properties.

“For paddling, I absolutely would not go in the water in natural fiber fabrics,” says Silas Dunlap, member of Hokuloa Outrigger Canoe Club of Ventura. He is adamant that moisture-wicking material matters plenty.

“The worst thing ever is to be on a long-distance paddle and the only thing that hurts is where your shirt is chafing – even though you’ve been going as hard as you can for over two hours.” That’s why he chooses a stretch thermal fabric. Silas claims that neither Drylete nor Dri-fit chafe when wet, and both wick moisture away from your body, drying quickly.

“That’s a very important feature when you’re dealing with a combination of sweat and saltwater,” he says.

We caught up with local real estate agent and Olympic gold medalist Jeff Farrell, who shared the ins and outs of chlorinated water and fabric. “In the 1960 Olympics,” he says, “I wore a nylon brief style suit. Today, I wear a suit that’s a patchwork of panels: eighty-percent nylon and twenty-percent Lycra fabric. The fabric hugs the body and stretches as the muscles 21 – 28 September 2017

move,” he explains. “It holds the body in a more hydrodynamic position, repels water, and is very flexible. It’s chlorine-resistant and dries fast. Mine is a jammer, going from the waist to the lower thigh. Most top swimmers today,” Jeff avers, “wear suits that cover the upper body and most of the legs.”

Compression

For more land-based sports, there’s always compression garments.

Sleeves, leggings, or socks, some research shows, improve blood circulation to muscles after strenuous exercise, which in turn, helps flush out lactate acid, cortisol, and other stress hormones.

Data confirming compression garments’ efficacy during exercise is conflicting, though. Some studies show little to no increase in blood flow to muscles during exercise – most likely because circulation is at its peak during activity – while others suggest it depends on the sport. Athletes performing explosive, plyometric movement intrinsic to basketball and track & field events reported feeling less sore than if they didn’t wear them, as did weight lifters. Given the range of compression garments out there, anything from medical stockings in which pressure is measured in millimeters of mercury (mmHg), to leggings equipped with multiple layers of elastic bands and panels targeting specific muscles, adding multiple pounds of resistance to their movement, exploring your own reaction to compression wear is the best course of action.

If you often exercise outside, purchasing workout apparel made from UPF fabric (Ultraviolet Protection Factor) helps prevent UV radiation from reaching the skin. Much like sunblock is measured in SPF, the UPF factor indicates what fraction of the sun’s ultraviolet rays can penetrate the fabric. A shirt with a UPF of 30, for example, lets through just 1/30th of the sun’s UV radiation. Many denser fabrics such as denim or canvas naturally block UV rays, as do synthetic weaves such as nylon or spandex, the disadvantage being their heat retention and lack of breathability.

Naturally, the reflective qualities of white is still the best way to go, no matter which fabric you choose, and a hat ought be an automatic accessory, as well.

Fabrics of the Future

And then there’s gear created from smart fabric. Clothing equipped with sensors that measure bio-feedback such as heart rate, respiratory rate, skin temperature, and activity level are on the market now, but just barely out of the prototypical stage. Woven with conducive fibers that transmit biometric information to your Smartphone or Bluetooth device, the cost and lack of wide availability make these garments far off if not futuristic.

Probably the most significant decision made when suiting up is shoe choice. Take it from hiker Dave Chernow, who hikes the back and front country regularly: “I’ve gone hiking in tennis shoes and even sandals before, and there’s a noticeable difference when I wear my hiking boots,” the stone mason says. “The support of a full boot combats foot fatigue, especially compared to shoes

Their superior lateral support braces the ankle – the sole is the same all the way across – whereas running shoes have a wedge-shaped support system.”

When shopping, remember the main difference to all athletic shoes is the way the sole is made rather than its upper construct. Skip the bargain stores, go to a specialty shop and ask questions; preventing foot injury and optimizing enjoyment and efficacy is a shoo-in if you do.

New Superintendent at MUS

ierre Lafond seemed a leisurely location to meet Anthony Ranii, the new superintendent of the Montecito Unified School District, for a chat over a cup of coffee or a cool drink. As the superintendent was on his way on the short walk up San Ysidro Road from his office at MUS, I discovered that all of Montecito, their guests, and a few post-season tourists had exactly the same idea! No parking. No tables. At least not at Pierre Lafond. In a panic, I flew back down to MUS to call for a switch to the pharmacy across the street. Whew...

Mr. Ranii had watched me flailing up and down the street with a good deal of amusement and, after a few chuckles at my antics, a conversation began about – guess what? – teaching. A subject near and dear to both of us. “I wanted to be a teacher since the third grade,” he says, which isn’t terribly surprising: his mother was a teacher and eventually became superintendent of Los Gatos Saratoga High School District.

Anthony Ranii and his sister grew up in Orange County in a home where their parents shared household and child-rearing responsibilities. “My dad,” Ranii recounts, “was a stockbroker and kept New York hours. He was home in the late afternoons and often cooked for the family and helped with the chores. I definitely think he was way ahead of his time.”

Anthony’s mother, however, was his most profound inspiration. “In her early fifties,” he says, “my mother developed transverse myelitis, a neurological disorder that left her paralyzed from the mid-chest down. From 21 – 28 September 2017

one day to the next, she could no longer walk.” Anthony admits it was this event in his mother’s life that impacted him the most. “It was the grace and wisdom with which she approached her new life that was truly inspirational to me,” he says. “My mom,” he continues, “is unbelievably courageous. Today she writes for mobility magazines, teaches online, and greets each new day with enthusiasm. That perspective continues to inform me and gives me courage and motivation in my own life.”

He quickly notes, “Oh yes, and to tell you how small the world can be, my mother’s replacement after she became ill was Cary Matsuoka, whom she mentored for a year. And he’s now here in Santa Barbara, the superintendent of the Santa Barbara Unified School District. Isn’t that something?”

Drama, Sports, and the Great Outdoors

Thinking back on his own schooling, Anthony recalls, “As a California boy, I played sports and loved the outdoors, but what was particularly influential during my early years was being involved in drama. I began to act in third grade with the Fullerton Children’s Repertory Theater and continued on through school.” He claims his sister talked him into auditioning and he thought, “Why not?”

– after all, he had nothing to lose. He certainly did not, for over the years as a member of a company of young actors he even traveled to Europe, performing in Sweden and Denmark.

“Acting taught me to think in the moment and gave me a sense of pres-

ence that was life-altering. But isn’t having a certain presence something that applies to being a good teacher?”

Allegheny College in Meadville, Pennsylvania, a small liberal arts institution, was Anthony’s choice after high school. “I picked Allegheny because I discovered that as an education major I’d be in a classroom with real kids during my first year. I just wanted to get started with teaching as soon as possible. The additional benefit was that I would be able to graduate after four years.” We agreed that Allegheny’s program is ideal, as most colleges and universities offer student teaching only in the final year, often too late to discover that teaching might have been the wrong career path.

While at Allegheny, Anthony’s main focus was on his studies, though he continued playing sports and acting in plays and musical theater. it was at Allegheny that he met his future wife, Lindsay. After graduating Summa Cum Laude, and earning his master’s degree from National University in teaching and learning, Anthony continued as a classroom teacher. Apparently, however, that wasn’t what fate had planned for him as a lifetime career.

Much like his acceptance into the Repertory Theatre as a kid, becoming principal of West Hillsborough School in San Mateo County at the young age of 28 seemed equally serendipitous and life-changing. From an applicant pool of 50 extremely qualified candidates, much to his surprise, he was chosen. After several years as principal, the position of superintendent of the Hillsborough City Schools became available and Anthony was tapped yet again, this time for the top job. Under his leadership, the students in Hillsborough have performed in the top 1% of the state of California and earned many top honors. He prides himself in having developed a writing curriculum for the middle-school grades and provided numerous training opportunities for teachers, related professionals, and administrators.

The Talent Search

Anthony’s journey to Montecito Union Schools began as serendipitously as his other opportunities. “I certainly was surprised to have been contacted,” he volunteers. “I wasn’t anticipating a change. As unexpected as the call was, I was honored to have been asked and definitely interested.”

Anthony recalled he was first introduced to Montecito Union School in his position as president of Schools for Sound Finance, an organization whose mission is to advocate for Basic Aid Schools in California. Former Montecito Union School District

“My mandate as president,” Anthony explains, “is to help develop programs that serve to enrich community funded schools, as well as to preserve the funding. The organization’s advocacy programs act in support of these California institutions, of which MUS is one.”

In January of this year, the Montecito Union School District Board retained the firm of Hazard, Young, Attea & Associates to conduct focus groups, open meetings, and an online survey to collect input regarding qualifications for MUS’s next superintendent. Based on the information tabulated, an extensive nationwide search was conducted producing 40 excellent candidates from every corner of the country.

The result of this process was that Anthony Ranii was chosen. Gwyn Lurie, MUS Board president, stated, “Mr. Ranii is a strong and passionate educational leader who will bring to this position a high standard of excellence, a strong work ethic, a collaborative spirit, and most importantly, a love of children.”

And so the entire Ranii family, Lindsay, Anthony, and their three children, ninth-grader AJ, Olivia in seventh, and Maggie, a brand-new kindergartner at MUS, have found their way to us in Santa Barbara. “I’ve had so much good fortune in my life,” observes Anthony, “and this move is one of those serendipitous strokes of good luck. Not only that, but my kids are all starting new schools at the right transition points. What could be better than that?”

With a big smile on his face, his final words to me were, “Think about it: even as the superintendent, I get to be in the same building where it’s all happening with kids. I’ll have the opportunity to get to know them and be close to what is really important. Isn’t that what teaching’s really about?”

Yes, Anthony, it is – and we’re lucky to have you!

Taste of the Vine & Auction

This was the 15th annual Taste of the Vine & Auction at the QAD, Inc. 100 Innovation Place (on the hill just before Summerland) – a beautiful place to have an event with the ocean below. They generously donated the venue. It is a benefit for the William Sansum Diabetes Center (WSDC). I often speak of the late Dr. Sansum when I take people on a tour of Casa del Herrero. Mr. Steedman, who built the Casa, came here with his brother who was diabetic. In the early 1920s, Dr. Sansum was the only doctor in the United States who had insulin. There was no clinic, just Dr. Sansum.

For this special afternoon, there was a VIP reception first so we could sample the 36 different wine and food tastes. Celebrity chef and television host Charles Mattocks of Reversed was the special guest. It’s the first reality show about diabetes. It premiered on the Discovery Life channel this summer. Mattocks has been diagnosed with Type 2 diabetes, is a world advocate, and has a blog on Dr. Oz. He has also written books to help adults and children with diabe-

Festival of Flavors

The Braille Institute Auxiliary of Santa Barbara gave its third annual “Festival of Flavors” at the beautiful facility at 2031 De la Vina Street. The building has a charming courtyard where even if it rains, there is shelter all around.

The auxiliary, husbands, and friends gathered for wine tasting from Zaca Mesa Winery and a signature cocktail by legendary mixologist Patrick Sheppard-Reynolds. Music was by the Montecito Jazz Project. We heard from president Sandy DeRousse, thanking the community for attending. As she said, “Many have never been here. We’re happy to take you on a tour.”

Event chair Sydney Tredick introduced Linda, one of the students at Braille. When asked what was the most difficult thing about cooking without sight, she replied, “Getting organized in the kitchen. Things need always to be in the same place.” The Braille cooking students prepared the dessert for this fundraising evening.

Also appearing was Jackson Gillies, who was the winner of Santa Barbara Teen Star contest in 2016. He is not only a talented musician but an actor and an inspiration, because he has never let Type 1 diabetes stop him from achieving his dreams.

The live auction was in good hands with Geoff Green, chief executive officer of the Santa Barbara City College Foundation. Trips galore were offered up: one to Ireland, another to Tuscany, and yet another to Costa Rica – or closer to home, a Mammoth condo.

an hour without power, the boffo bash co-chaired by Gretchen Lieff and Stephanie Sokolove, honoring the late banker and philanthropist Michael Towbes and his widow, Anne, opera singer Marilyn Horne and the Music Academy of the West, eventually took place on the cavernous stage to raise more than $150,000 for the Santa Barbara Center for the Performing Arts.

After cocktails and canapés in the Miller McCune Founders Room, following free-flowing champagne in the lobby, the 251 well-heeled guests stepped on the stage for a three-course dinner accompanied by Lieff and Crown Point Vineyards wines, and emceed by the ubiquitous Andrew Firestone.

The handsome crystal awards, engraved with the “G” shield logo designed by Santa Barbara architect Roger Phillips, as featured in the theater’s lobby, were presented by Angela Houle, Ed Birch, and Hal Conklin.

Los Angeles judge Clifford Klein has ruled in favor of Tanya after her attorney, Adam Streisand, said she was not going to challenge or try to overturn her prenuptial agreement.

“Then this is a case without a controversy,” the judge told lawyers representing both parties. “I’m going to dismiss the petition without prejudice, meaning, if you have something specific, the door is open, we can address it at that point.”

Robin and Brennan Thicke filed legal papers in their father’s probate case in May to stop what they alleged was an attempt by their stepmother to get more than was granted to her in the prenuptial agreement she signed 12 years ago with Alan.

In court papers they say Tanya, a former Bolivian model, threatened them with negative press if her demands were not met.

Tanya countered that the men – co-trustees of Alan’s 1988 living trust – were simply upset that she would not allow them to turn part of the family’s equestrian ranch into a “pot farm.”

She quickly fired back with the motion to throw out their lawsuit.

Her lawyer told the judge: “In the grand scheme of things, this is a small estate. We should not be wasting the beneficiaries’ money.”

After the decision, Streisand said: “We’re glad the truth is finally coming out. Tanya has been maligned.”

Mission: Possible Santa Barbara Rescue Mission, where I have volunteered for the past 10 years, is undergoing a $17 million remodel.

Hard hats and hammers were the order of the day when the mission, which started in 1965 and moved to its current Yanonali Street location in 1986, officially announced the start of its much-needed rehab with district attorney Joyce Dudley, sheriff Bill Brown, and mission president Rolf Geyling on hand.

In that time, more than 3 million meals have been served and 1.7 million nights of shelter provided.

Of the $17 million budget, $7 million will go toward regular programs and $10 million will go to remodeling.

More than $7.2 million has already been raised for the work, which will take 20 months to complete, with the women’s shelter, which currently has 13 beds, more than doubling in space, as well as the bathrooms, which have just six showers for more than 100 people.

Gone to the Dogs The Santa Barbara charity All For Animals celebrated its 20th anniversary with a Wine Down Fur Raiser at the Oceana Winery in the Funk Zone.

The nonprofit, which has a $100,000 annual budget, runs a number of programs including dog therapy training classes, and its latest ARF! - Animals + Reading = Fun! -, an innovative literacy program that gives young children an opportunity to improve skills by reading aloud to specially trained therapy dogs.

In the Moment The Santa Barbara Museum of Art was socially gridlocked for the opening of its latest exhibition, Valeska Soares: Any Moment Now. The contemporary show, her first solo museum exhibition in the western U.S., consists of 49 artworks, including installation, sculpture, photography, and video, dating from the early 1990s to the present.

The project, part of the Getty’s initiative Pacific Standard Time LA/LA, substantiates Soares’s distinctive role in the international legacy of installation art, while introducing visitors to the social, political, and personal aspects of the 60-year-old Brazilian’s minimal, conceptual, and multi-sensorial bodies of work.

The fascinating exhibition features iconic works from Soares’s career that interweave themes of memory, desire, poetry, love, and longing.

It runs through December 31.

What’s New Santa Barbara’s New House, a 62-year-old nonprofit to help men suffering from alcohol and drug dependency, held its second annual lunch with sold-out 210 guests at Fess Parker’s emceed by KEYT-TV senior reporter John Palminteri.

The 62-year-old charity’s three residences in our Eden by the Beach provide 98 beds for those needing help and Gordon Guy, executive director, estimates more than 30,000 people have been aided on the road to recovery, with more than 300 last year, with a budget of around $1 million annually.

The Heart of New House Award went to former drug court judge Deborah Talmage, presented by last year’s winner, Larry Labord, while Hero awards went to Eric Duncan, Scott Ruggles, Scott Huenemeier, Nick Mourmouris, Gil Ramirez, and Mark Wahweotten, who work at the charity.

Among the supporters were Charlie Alva, Beverley Jackson, Paula Lopez, Frank Ochoa, Jeff Gitler, mayor Helene Schneider, district attorney Joyce Dudley, state senator Hannah Beth Jackson, Penny Jenkins, Howard Rosenberg, and Jeff Daugherty.

Opera-tune Moment It was a production worthy of

mega-composer Andrew Lloyd Webber – and just as entertaining.

Anais, a Dance Opera, which explores the riveting life of the celebrated diarist and literary figure Anais Nin, was a 90-minute energized tour de force, which, sadly, was only on offer for two nights at the New Vic. Conceived and created by choreographer Janet Roston and composer-lyricist Cindy Shapiro, with Joe LaRue’s projections showing Nin’s writings from her diaries of her love affair with Tropic of Cancer author Henry Miller, the engaging production followed her colorful life which included writing erotica for $1 page for a private collector – from the 1920s to her death in Los Angeles in the 1977, including her bisexual romances and two husbands on different continents, using upbeat music, modern dance, and multi-media.

The show, co-produced by Montecito writer Diana Raab, opened at the Pasadena Dance Festival two years ago, had a month-long run in New York, and this summer was staged in Avignon, Provence, to great acclaim.

Rona, who I have known for more than a decade after meeting her with Kirk and Anne Douglas at a lunch in Santa Ynez, has compellingly captured that new dedication in her first book in more than 40 years: Gray Matters, about the growing army of elderly forced into homelessness “for the ‘crimes’ of poverty, age and, in many cases, Alzheimer’s disease.”

The book is her study in anecdotes and human interest stories of “the plight of older people abandoned by family, community, and a government more eagerly serving greed than need.”

Since tiring of fame and leaving her highly-rated TV presence, Rona has built the 17-year-old Rona Barrett Foundation to pioneer the construction of affordable housing, care, nutrition, human companionship, and other needs for the elderly.

All proceeds from the book will go to sustaining her Santa Ynez Valleybased organization and the recently opened Golden Inn & Village serving nearly 100 elderly, establishing a prototype for similar compassionate endeavors she hopes will be constructed across the U.S. An extension on the 7.3-acre campus, Harry’s House, named after Rona’s father, who suffered from Alzheimer’s, is scheduled to open next year.

It’s magic: Arlington Theatre hosts Magic Men LIVE!

Celebration of the Changing Seasons, which also marks the changing of Revels’s seasons – a farewell to last year’s holiday offering and a preview of the upcoming one.

Equinox, which takes place 5 pm on Sunday, September 24, in the intimate Presidio Chapel, will transition from the 2016’s show set in 17th-century Scottish Highlands to the new one, set in Santa Barbara during the Rancho period of the mid-1830s, and highlighting Richard Henry Dana’s visit and Anita De la Guerra’s wedding.

Singer and flutist Erin McKibben, Revels’s new music director – replacing Adam Phillips, who dramatically raised the level of professionalism in the troupe – has assembled a diverse ensemble including Phillips (on voice, pipes, and guitar), Kristine Pacheco (violin), Marie Hébert (violin), and Jeannot Maha’a (cello/bass), all of whom she plays with in the Santa Barbara Folk Orchestra, plus harpist Rebekah Scogin.

The musical selections range from the Skye Boat Song and Ca’ the Yowes from the Scottish show to sea shanties, Mission music, and traditional Spanish favorites, ranging from Cheerly Man to La Noche ‘sta Serena, that will comprise this year’s offering.

And as always, the audience gets to participate by singing along to some of the selections.

McKibben’s experience runs from serving as principal flutist in the wild Up modern music collective (which memorably performed at Hahn Hall two years ago) to directing the Santa Barbara School of Music and running the choir at Franklin Academy. After heading Revels’s children’s choruses last season, she is diving head-first into the new role.

“It’s a new experience, and a lot of fun,” she said. “I’ve always been very eclectic so I’m pretty open to all kinds of music, and I’m drawn to the ritual parts of Revels.”

McKibben has been helping shape the script and choose the music for the December show and researching historical sources “to be as accurate as possible, although Revels is okay with anachronisms,” she said.

Equinox represents her debut as music director.

“It’s like a look back and a sneakpeek at the same time,” she said. It’s going to be a great night with good musicians, something to get people back in the Revels mood.”

Magic Men LIVE!, the group of traveling exotic male dancers, actually predates Magic Mike, the movie that revolved around the world of male strippers. Indeed, the Michigan-based act had its guys grinding hips several years before Channing Tatum’s performance hit the silver screen.

What’s even more surprising is that the company that brings female-focused erotic entertainment to life is actually a second-generation offering.

Creator Myles Hass’s family has been in the “adult party entertainment industry” since 1989, and Myles joined straight out of high school working with entertainers of both genders.

A local ladies-night-out party near Detroit – which oversold its capacity by a factor of two – convinced Haas he had a marketable idea with a male only revue. Seven years later, Magic Men LIVE! performs more than 150 shows a year in front of largely ladies-only audience of more than 150,000 people, touring with a show

that is said to rival Broadway entourages in its production values.

Magic Men LIVE! debuted locally at the Arlington Theatre back in in March, 2016, and returns this Friday night with a show intended to have girls of all ages to let loose, dance, sing, scream, and get hands-on, as the entertainers perform on stage and throughout the theater. Haas laid bare the facts over the phone last week.

them. It’s their one night to get totally wild. And we encourage that. So we’ve had people get a little too crazy, maybe if they’ve drunk too much, and wander on stage in the middle of a choreographed theatrical piece. But I can’t say much without giving away the surprises. And whenever something unexpected happens because of a member of the audience, we know how to handle it, so it’s just funny.

Q. Magic Mike vs. Magic Men – how is the show like the movie?

A. The movie itself was actually a blessing, even though the confusion has been annoying. But we can’t complain that what we are doing has become more popular because of the awareness it brought. And Magic Mike made male strippers much less stigmatized. It takes away some of the negativity to have Hollywood make a movie. Once people came out and saw our show, they were very surprised.... We take some inspiration from it but also lots of other areas.

There are elements of 50 Shades of Grey and other popular movies or shows – anything about bringing fantasies to life, whether from a movie or a book, or just a common scenario. We reenact those situations.

What’s in it for men, or rather straight men, at least?

The show is designed for women, though once in a while we do see a few men in the audience. Anyone is welcome, of course. Women complain on social media that their boyfriends or husbands won’t let them go to the show. I don’t know what some guys think we do. But sometimes the men come with their women. In my opinion, I think it’s pretty smart. We take care of all of the foreplay, and then you can go home and have a good time.

What’s changed in the 18 months since you were last at the Arlington?

It’s much bigger. The show has grown maybe four times, with a lot of new acts, and a few new guys.

The show has evolved into something much more crazy than it was before.

Santa Barbara was interesting because it’s a very different city. There’s a real mix in the audience. But that’s typical.

We have women 18 to 85 who come to the show. Everybody leaves with a smile on their face, just grinning from ear to ear.

What are some of the more out-there moments with the audience that you can recall?

Everything that happens at our show has now become pretty normal.

We have a very loud and excited audience – they come to let loose. There’s nothing else out there like this for

The show seems like it’s all about objectifying men. Is there a double-standard in the industry?

It’s never appropriate to make anyone feel uncomfortable. It’s about respecting the individual. For us, objectify us all you want. As male entertainers, that’s what we’re here for. You can ogle all you want and say whatever you want because it’s in the moment, and we’re not taking it personally. It’s not just about guys taking their clothes off. There’s a lot of storytelling, a deeper dive past the visual. And we don’t cross the line into something illegal or distasteful, something I think we’ve got down to an art and a science. But I’m not one to get political about it. We’re clearly not the most politically correct group on the planet. So I don’t know how much my opinion counts, anyway.

“The Montecito Motor Classic is a world-class event that generates proceeds for a number of charities,” said Petersen executive director Terry Karges. “We absolutely love showcasing our 212/225 Barchetta. When it’s for a good cause, it makes the experience [that much more] memorable.”

Although every Ferrari is special, this particular “little boat” (as the Italian barchetta translates to in English) holds a unique place in history. A gift from Enzo Ferrari to Henry Ford II, it was delivered as a left-hand-drive road car with a bigger 225 engine and featured rare whitewall tires, all must-have options for American drivers at the time.

The car is believed to have been used as design inspiration by Ford for many of the features on the 1955 Thunderbird. Comparing the two reveals close similarities, such as the egg-crate grill and the overall proportions. From Henry Ford’s ownership, the automobile passed through the hands of several notable collectors before landing in the Petersen Automotive Museum.

This 212/225 is also notable for being the last Barchetta built by Ferrari and is the only example offered in this configuration. It is also the last road-going Ferrari with bodywork by Touring, marking the end of a beloved era in Ferrari design. Since leaving the Ferrari factory in 1952, the car has never been restored and has covered just 13,000 miles. It retains its original paint, engine, and upholstery and will be presented in Montecito as it did in Maranello and Detroit all those years ago.

Navy League Chili Cook-Off

This was begun in the garage of some of the men from the Coast Guard’s Blackfin crew about five years ago and has gotten bigger every year since. It’s been taken over by the Santa Barbara Navy League and held this year in Hope Ranch Beach on Las Olas Drive. Nearly 100 guests and participants attended, along with five judges.

Nine different chili entries were on display on picnic tables set up for the occasion and all five of us judges (Republican U.S. Representative candidate Justin Fareed, Waterfront Grill owner Steve Hyslop, master chef Michael Hutchings, Santa Barbara Foresters coach Bill Pintard, and yours truly), spoons and napkins in hand, blind-tasted the entries, grading each on a scale of one to 10 in three different categories: taste, variety, and overall appearance.

The winner, appropriately enough, was USCGC Blackfin’s “Cutter Butt” chili concoction, cooked up

by BM1st class Andy Mozley, BM2nd class Kris Young, and seaman Thomas Shanahan. Finishing a strong second was NOAA’s “Chili de los Cazadores” prepared by Sean Hastings and Rebecca Young. And, in third place, the Marine Safety Detachment “Mystery Sheen” entry from MST2nd class Brett Weideman and chief warrant officer Daniel Hager (with some help from Belle Hager). My personal favorite did not make the top three, probably

Per California Civil Code Section 9550, a payment bond in the amount of 100% of the bid total will be required from the successful bidder for bids exceeding $25,000. The bond must be provided within 10 calendar days from notice of award and prior to the performance of any work.

The proposal shall be accompanied by a proposal guaranty bond in the sum of at least 10% of the total amount of the proposal, or alternatively by a certified or cashier’s check payable to the Owner in the sum of at least 10% of the total amount of the proposal.

Supervisors Discuss ADUs

At their hearing last week, the Santa Barbara County Board of Supervisors (BOS) were given a presentation by planning staff, outlining proposed amendments to the current land-use ordinances to implement recent State law regarding Accessory Dwelling Units (ADUs). After hearing the presentation, and hearing from members of the public, the supervisors voted to not adopt the proposed changes, instead directing staff to return the board with further information.

Senior planner Noel Langle gave a brief PowerPoint presentation, outlining the major changes to the existing ordinances to reflect Assembly Bill 2299 and Senate Bill 1069 in the unincorporated areas of Santa Barbara County, including Montecito but excluding the Coastal Zone. For the purposes of this article, we will focus mostly on the proposed changes that would affect residential zones in Montecito. The following list is only a partial list of the proposed ordinance amendments that were in front of the BOS. Permit requirements: Existing codes require a Land Use Permit for all ADUs; the proposed changes would require the issuance of a lesser Zoning Clearance for ADUs that are located entirely within an existing dwelling or accessory building. ADUs that are proposed to be located in an addition to the principal dwelling or existing accessory building, or would require the construction of a new structure, would continue to require the issuance of a Land Use Permit.

Lot Area Requirements: Existing codes require that an attached ADU may only be located on a lot that has a minimum area of 7,000 square feet, and a detached ADU may only be located on a lot that has a minimum area of five acres in Montecito. The proposed amendments would not require a minimum lot area, per State regulations.

Lot Coverage Limit: Existing codes require that the total gross floor area of all covered structures, including an ADU, shall not exceed 40 percent of the gross lot area. The Montecito Planning Commission recommends that this standard be maintained for ADUs that require new construction or additions.

Floor Area Limits: Existing codes in Montecito restrict the size of an ADU depending on lot size (1,000 sq. ft. max for detached ADUs, if you have five acres). The proposed ordinance changes call for a maximum 1,200 sq ft for detached ADUs; if attached, the floor area shall not exceed 50% of the living area of the principal dwelling, not to exceed 1,200 sq ft.

bedroom in the ADU; the proposed amendments also require a parking spot per bedroom, but give many circumstances in which additional parking may not be required. Where and how the parking is provided is also less stringent: parking may be provided in tandem, may be allowed in setbacks, and may not be required to be covered.

Owner Occupancy Requirement: The proposed amendments maintain that the owner of the property must live in the principal dwelling or the ADU, with the exception of certain situations including disability or infirmity of the owner. Upon the sale or transfer of property, the new owner is required to maintain the primary residence or ADU as their principal residence. If the new owner chooses not to live in either unit, the ADU must either be converted to some other allowed structure or removed. The proposed amendments also include new requirements, including providing a signed and notarized affidavit stipulating that the lot will be owner-occupied.

Rental period: Proposed ordinance language stipulates that the length of rental of the ADU shall be longer than 30 consecutive days.

Eleven members of the public spoke on the issue, several of whom said the proposed ordinance amendments were too stringent and not in accordance with the intent of the State laws to provide more housing. “This needs to be continued. There are so many things wrong with it. There is no way this can move forward at this time,” said Jarrett Gorin, a local land-use consultant, who said the California Department of Housing and Community Development should review the proposed amendments prior to the board’s approval. Cori Hayman, speaking on behalf of the Montecito Association, requested the board of supervisors adopt the ordinances.

The supervisors took issue with many of the proposed revisions and voiced their opinions that some of the restrictions did not coincide with the intent of the State laws. “I’d like to see staff go back, get some clarifications.

We are the poster child for why this was written, and it is to light a fire under us, and maybe allow us to cut through some of the bureaucracy. I’m not going to be able to vote to move the ordinance forward,” said Fifth District supervisor Steve Lavagnino.

First District supervisor Das Williams agreed, adding that the proposed amendments needed more clarification, as well as review by the Department of Housing and Community Development. “If a lot of local jurisdictions pass ordinances that are contrary to the State law, the State will continue to take more local 21 – 28 September 2017

control away, and I think that’s not desirable,” Williams said.

The supervisors did not adopt the ordinances and will take up the issue at a later date, after more clarification.

Since January 1, there have been 50 applications for ADUs in the county; 39 of those are in Montecito. Of those 39, 10 ADUs have been approved.

Lobero Theatre Luncheon

On September 8, the Lobero Theatre Associates held a luncheon and fashion show to raise money for the Lobero Theatre in Santa Barbara. The Associates, a women’s auxiliary fundraising group founded in 1972, has raised more than $1 million to assist with operational and other costs associated with the historic theatre.

Hot water is heavier than cold

The Lobero is the oldest continuously operating theatre in California, founded in 1873. Rebuilt in 1924 after many years of disrepair, the theatre was designed by George Washington Smith and Lutah Maria Riggs. The theatre has undergone much renovation during its lifetime, and with the help of the Associates, has enjoyed a back-patio renovation, a new patio tent, new furniture, a new ticketing system, and a Steinway piano, among other items. The Associates also organize youth outreach programs, and most recently, organized a Raise the Roof campaign to fund current roof repair.

The luncheon was to welcome new members and took place at the La Cumbre Country Club. A fall fashion show was put on with the help of Hello Gorgeous models in fall fashion and footwear from k. frank on Coast Village Road.

As always, the indoor exhibit will highlight works from The Oak Group, the Santa Barbara association of artists that was one of the country’s first groups of painters working to preserve the endangered landscapes of the area that have inspired their work. The artists work to save Santa Barbara County’s remaining open spaces, including donating money from exhibitions to local nonprofit environmental groups.

Pieces by other artists of note will also be show, while the outdoor show will feature invited and award-winning artists. The Children’s Artwalk will include paintings, drawings, sculptures, and weavings, all created by more than 200 youngsters from local elementary schools. All works displayed, with the exception of those from the Children’s Artwalk, will be for sale, and a portion of proceeds go to

FRIDAY, SEPTEMBER 22 Grammy-Winning Norteño – Half a century ago, Los Tigres del Norte began as a family band formed by then young teen accordion player and singer Jorge Hernandez with his brothers and cousins back in Mexico. They began recording after moving to San Jose in the late 1960s and grew quickly after covering “Contrabando y Traición” (“Contraband and Betrayal”), a Los Angeles mariachi singer’s cinematic song about the cross-border drug trade. The song became a big hit on both sides of the border and inspired a series of movies, launching Los Tigres into one of the most remarkable careers in Spanish-language music. The group – which infuses norteño music with boleros, cumbias, rock rhythms, waltzes, and sound effects – still portrays “real life” in songs that strike a chord with people across the Americas as they tackled subjects ranging from narcotics and illegal immigration to stories of love and betrayal. In total, Los Tigres del Norte has released more than 50 albums, recorded more than 500 songs, and appeared in more than a dozen films; they’ve also earned seven Grammy Awards, including one as recently as 2015 for Best Regional Mexican Music Album, and have a star on the Hollywood Walk of Fame. SATURDAY, SEPTEMBER 23 Tower-ing R&B – It was just shy of 50 years ago that tenor saxist Emilio Castillo and baritone saxist Stephen (“Doc”) Kupka got together in Oakland and formed Tower of Power (TOP), launching what has become one of the most enduring and iconic bands in R&B history. The band has released more than two dozen albums of their “urban soul music”, scoring hit after hit, including “You’re Still a Young Man”, “Don’t Change Horses (in the Middle of a Stream)” and “What is Hip?”, the latter still a staple in Santa Barbara party band Area 51’s set list. What’s astonishing is that despite myriad line-up changes and a bevy of drug problems, TOP still has its two towering founding figures as leaders of the band, fronting its patented fusion of horn-based soul and funk with one of the tightest rhythm sections ever to grace the stage. bass performance at UC San Diego, Korb studied with the famous bassist Ray Brown, who was a frequent and popular performer at Jazz at the Lobero before his death several years back. In fact, Korb made her recording debut, Introducing Kristin Korb with the Ray Brown Trio, with her mentor in 1996. The singing double-bassist has a deep sense of swing, combining the instrumental influence of both Brown and Charles Mingus with the vocal styling of jazz royalty Sarah Vaughan and Ella Fitzgerald. Korb moved for marriage to Denmark in 2011, but she’s back touring the U.S. with her stateside band featuring pianist Andy Langham and her brother, Ryan Korb, on drums.
