In Search of a Vaccine

his Friday, February 19, at 10:30 am, the Montecito Journal will host a Community Zoom Forum on the subject of our County’s COVID Vaccination Rollout. Present at this forum will be: Congressman Salud Carbajal, State Senator Monique Limón, County Supervisors Das Williams and Gregg Hart, Santa Barbara County Director of Public Health Van Do-Reynoso, and County Health Officer Dr. Henning Ansorg. We have chosen these panelists because they are the officials – federal, state, and county – who are involved with, or responsible for, setting the guidelines for who can be vaccinated when and where – determinations that profoundly affect the lives of every Santa Barbara County resident. We are grateful to them for taking the time to hear our concerns and to try to answer our questions.

Our leaders do not have free rein to make up the rules regarding distribution.

And the rules coming down from federal and state governments are constantly changing. But our leaders do have some discretion over how these rules are applied locally; and in doing so, it’s important that they hear and understand our concerns.

For example, weeks ago the State made those 65 and older eligible to be vaccinated. Santa Barbara County, through its “discretionary power,” chose to limit access to those 75 and older – with certain exceptions like healthcare workers and first responders. According to a recent Los Angeles Times column

by Erika D. Smith, members of the State’s cannabis industry were included in that excepted group.

Meanwhile, cancer patients and those with other life-threatening comorbidities wait for their turn to be vaccinated, as do teachers, police officers, family members co-habitating with doctors, sanitation workers, etc.

Why has supply been an issue?

Did we not ask for enough? Were we short-changed?

Did pharmaceutical companies not make enough doses?

I get that these are judgement calls. But they’re judgement calls that we have a right to question. And Friday is a chance to do that.

There’s no question our county officials have a tough job. And certainly, supply has been a huge issue behind the slow and uneven rollout. But why has supply been an issue? Did we not ask for enough? Were we short-changed?

Did pharmaceutical companies not make enough doses? Are the problems all due to our federal government’s slow start? Or is it something else? It would be helpful to understand.

I recently spoke with Dr. Jeffrey Kupperman, one of our county’s most well respected doctors, who asked what I thought was a very important question: if we are going to choose by the comorbidity of age, shouldn’t we also include comorbidities such as those with diabetes, cancer, high blood pressure, or immunosuppression, just to name a few of the comorbidities that make people especially vulnerable to COVID? Another important question has to do with getting access to the vaccination once it’s your turn to get a shot. The County has just sent out a list of places that those living in certain communities must go to get vaccinated. For example: those receiving a vaccination from a Montecito pharmacy must reside in the Montecito/Santa Barbara/Goleta area. Those receiving a vaccination from a Carpinteria Pharmacy must reside in Carpinteria. “I live in Summerland,” one reader asked. “So where exactly am I supposed to go if I fall between Carpinteria and Montecito?” “Why,” asked another reader, “is it being made harder and not easier to vaccinate every single human who wants to receive one?”

These are just a few of the questions we hear from our readers. Questions to which there may be very good answers. But it’s important for all of us to understand. And one thing is for certain: if we don’t tell our leaders what we think, they can’t possibly hear us.

arlier this month, Barney Melekian, Santa Barbara County’s former assistant executive officer for public safety, left his County job to become interim police chief for the City of Santa Barbara, replacing retiring Chief Lori Luhnow.

One of Melekian’s key roles for the county was overseeing enforcement of the county’s legal cannabis industry.

Replacing Melekian in a new and expanded position on cannabis enforcement is Brittany Heaton, a longtime County employee and a civil engineer by trade, who is now the County of Santa Barbara’s Principal Cannabis Analyst, or as the Montecito Journal would have it, our “Cannabis Czar.” This Monday, Heaton sat down for an extensive interview with the Journal about the nature of her new title and gig, which she was quick to Brittany Heaton, Santa Barbara County’s Principal clarify.

Cannabis Analyst Q: Thanks for taking the time to speak with us. So what exactly is your role with regard to cannabis policy and enforcement in Santa Barbara County?

A: Well, I’m certainly not the cannabis czar. The position that was created for me after Barney Melekian left is a principal analyst position working exclusively on cannabis. I work with a team of people in several departments: the sheriff’s department, Planning and Development, Agricultural Services, and Environmental Health. I’m really here to support the team and coordinate the efforts around permitting and licensing of cannabis operations and to smooth out some of the bumps. We are in the third year of trying to make this work and I see myself as a liaison and coordinator and not over everything. I don’t do it all. Several people have been working on this from the beginning and I’m leaning on them quite a bit. I’m just one month into the job.

Can you tell us a little bit about your background and what led you to this position?

I grew up in Minneapolis and went to Northwestern University and have a degree in civil engineering. After college, I did work in Morocco in the Peace Corps, where I met my husband, who is from California and went to UC Santa Barbara. We worked in a rural community and I was doing basic health and sanitation, community-based development, building latrines and creating systems for running water. I really enjoy working with communities and people to solve problems.

I came back and went to grad school to study more community planning and development. My husband and I have lived in Santa Barbara for the past 14 years. I’ve been working for the County for almost nine years now. I started in the Public Works Department’s transportation division and served as the programs manager in a similar role. So when I saw this opportunity arise, I thought it was an intriguing opportunity, something exciting and challenging. I was at a point in my career where I was ready for something new. Since I’m new, my learning curve is pretty steep, but I’ve learned a lot already.

What have you learned so far?

I’ve learned that there are several different stakeholders involved in this industry. There is a large coordination effort around the County’s cannabis ordinance and (people) listening to the community and getting the ordinance right.

My letter made the fairly obvious suggestion that our county would benefit from a COVID Czar that has the independence and singular focus of finding solutions to this and likely future pandemics. ~ Gwyn Lurie

Booster-in-Chief

I can’t say for sure when the Independent’s news editor felt the siren call to be Booster-in-Chief for Santa Barbara officialdom.

Many of his fans, myself included, were sad to see official malfeasance and misconduct, the inevitable byproduct of money and politics, mostly drop from his portfolio.

Sadder still – speaking for myself – is watching his cranky ire alight upon

other media and reporters who continue to pound his old beat.

Last week, he devoted a half page of print to lambasting the Montecito Journal for two cover pieces about the County’s woeful response to the COVID epidemic, invoking a disingenuous premise.

I wrote one of them: A first-person account of being denied a vaccine after waiting weeks for my confirmed appointment. But County Health officials, having learned that pharmacies were following state, federal and CDC guidance and vaccinating those 65 plus, ordered them to immediately cease or lose their licenses.

How did the County do this? They invoked their “discretionary power” to overrule state and federal mandates, insisting that vaccines be given only to those age 75 and over. They also refused to provide future notice to those who had been registered and demanded instant compliance. Scores of seniors (many with co-morbidities)

were turned away at Dignity Health Center and pharmacies throughout the county. There were plenty of gut-wrenching scenes, including a wheelchair-bound man on oxygen being turned away at Ralphs pharmacy for being only 74.

Yet, the same Health officials he described as a “Dream Team” declined to use their “discretionary power” to remove cannabis industry workers – an estimated 6,000 people according to the County’s 2019 figures, from being at the head of the line. Nor did the Board of Supervisors intervene.

Yup, pot store employees (average age perhaps 25) and farm and greenhouse workers (average age 28) got to jump the vaccine queue into the First Tiers with doctors and surgeons, using the canard of medical marijuana. Vaccinating the cannabis industry ahead of the elderly, teachers, police, and those with co-morbidities was not a problem. Other counties, however, yanked them from the queue.

(Recently pressed on the matter, Public Health Director Van Do-Reynoso cited state guidance on medical marijuana then added she was “not aware” of cannabis workers getting shots, then qualified, “which doesn’t mean some have.”) In fact, many have. Just to confirm, I walked over to some of the pot farms in my neighborhood and chatted with departing employees, who

confirmed they were given the okay for COVID vaccines “a while ago.”

As noted in my piece, some seniors denied vaccines later contracted COVID and are now in Cottage Hospital ICU. One has died.

One might reasonably ask, what qualifies as a bad judgment call or even negligence?

The SB immunologists and oncologists I spoke with said they had been advocating ranking by co-morbidities rather solely by age but were unable to sway health officials.

That said, I never wrote that SB Health officials be replaced by the estimable Thomas Tighe or Dr. Charity Dean.

Their names were proffered by an array of distressed SB medical doctors as good candidates for a COVID or Pandemic Czar.

Nor did I speak with either. If asked, my advice to both – who happen to live and work in health care in this county – would be not to make waves with the Supervisors. The current crop are hardly shy about retaliation. Just ask the vintners in Santa Ynez whose complaints to the County were rewarded by endless acres of open cannabis fields threatening their very existence; or the residents of Carpinteria (and all five districts) who filed thousands

When Booker T. Washington Came to Santa Barbara

n March 1914, Santa Barbarans were filled with anticipation because the famous leader of Tuskegee Institute, Booker T. Washington, was coming to town to speak at the State Normal School of Manual Arts and Home Economics. Articles in the Morning Press told the story of his rise from the privations of slavery to becoming one of the most important educators in the United States.

After their emancipation, his mother had moved the family from Virginia to West Virginia where he taught himself to read and went to work in the coal mines. Eventually hearing about Hampton School, a school for former slaves, he was determined to enroll and work to pay for his tuition.

Washington excelled, and at age 25 he was recommended for the position of principal at a new school just opening in Tuskegee, Alabama in 1881.

The school, which held its first classes in a rundown shanty and church, became enormously successful under his leadership. By 1914 the school had 1,600 students from 36 states and 197 instructors. It could boast 3,000 acres of land and 107 buildings.

On March 24, 1914, Booker T. Washington came to Santa Barbara on a train that arrived one half hour late. Indicating the esteem in which he was held, the Southern Pacific Railroad had held the train when a mix-up caused him to be tardy. Major E. Alexander Powell met Washington at the station and gave him a tour of the town, showing him those great social and educational institutions of Neighborhood House, the newly opened Recreation Center, and the new YMCA building. Washington was impressed.

Ms Beresford is a local historian who has written two Noticias for the Santa Barbara Historical Museum as well as authored two books. One, The Way It Was: Santa Barbara Comes of Age, is a collection of articles written for the Montecito Journal. The other, Celebrating CAMA’s Centennial, is the fascinating story of Santa Barbara’s Community Arts Music Association.

he was met by principal Ednah Rich, who had invited him to come to Santa Barbara when she attended a conference the previous year at Tuskegee.

(Ednah Rich had been involved with education in Santa Barbara since the 1890s when she joined the staff of the Sloyd School founded by Anna Blake in 1891.)

Washington spent the day touring the school and its various departments, had lunch in the cafeteria, and a special dinner given by the domestic science department. Among the

Theodore Roosevelt and Booker T. Washington

In 1901, President Theodore Roosevelt invited Booker T. Washington to a dinner meeting at the White House. Many in the nation were shocked, and the repercussions severe. In a National Public Radio interview with Neal Conan in 2012, Deborah Davis, author of Guest of

Honor: Booker T. Washington, Theodore Roosevelt, and the White House, talks about those repercussions.

“There was hell to pay,” she said.

“First weeks, then months, then years, then decades. This story did not go away. And, you know, an assassin was hired to go to Tuskegee to kill Booker T. Washington. He was pursued wherever he went. Theodore Roosevelt was criticized in ways that presidents were not criticized. There were vulgar cartoons of Mrs. Roosevelt that had never been done before. This was all new territory.”

In 1903, President Theodore Roosevelt went on the campaign trail in California and visited Santa Barbara.

Prop 19: What You Should Know

W

ith California’s Proposition 19 passing with 51% of the vote last November, the complicated proposition that has significant financial implications for millions of Californians is still very confusing for many property sellers. February 16, 2021, and April 1, 2021 are two important dates related to Prop 19; here is what you need to know.

Prop 19 allows homeowners who are over 55 years old or older, severely disabled, or whose home was substantially damaged by wildfire or a natural disaster to transfer their property tax base of their primary residence to a new (replacement) primary residence anywhere in California within two years, regardless of the value of the replacement property. Propositions 60 and 90, which were in effect prior to the passing of Prop 19, allowed a homeowner 55 or older to transfer their property tax base to a property of equal or lesser value within the same county (Prop 60) or to another eligible reciprocating county – of which there were roughly 10 participating counties (Prop 90). Prop 19 also allows a homeowner to transfer the property tax base up to three times, or as often as needed for victims of wildfire or other natural disasters. Previously, sellers could only make use of the transfer one time.

According to the California Association of Realtors (CAR), which is keeping California realtors abreast of how the law will affect their clients, the tax benefits of Prop 19 take effect on April 1, 2021. While the details are still unclear, the CAR reports that the tax benefits under Prop 19 will apply to transactions where either the sale or purchase takes place before April 1, as long as the subsequent sale or purchase takes place within two years and occurs on or after April 1. The law still allows for the purchase of the replacement property to occur before the sale of the original property, which is a nice perk in a tight

sellers’ market like we are currently experiencing. Property owners are encouraged to consult with a real estate attorney or tax advisor if the sale of one of the properties occurs before April 1.

As mentioned, homeowners can now purchase more expensive properties and still qualify for the tax benefits. For replacement properties that are of greater value, a new tax basis is calculated by adding the difference between the full value of the new property and the original property to the original tax basis. An example would be if the original property is based on a $500,000 tax basis, but is now worth $1.2M, and the replacement property costs $2M, the tax basis of the new property would be $1.3M. This is a significant savings for a homeowner. If the new property is equal to or less than the value of the old property, the taxable value of the original property may be transferred and become the taxable value of the new property; i.e. the tax basis does not decrease.

Another key aspect of Prop 19 is the tax reassessment related to intergenerational property transfers within a family. Under Prop 19, the only time an intergenerational property transfer is not subject to a tax reassessment is when a primary residence is transferred to a child or grandchild, and that person continues to use the property as a primary residence; i.e. not as an investment property where tenants are installed. Even in this situation, the child or grandchild will be required to pay a higher taxation if the difference between the taxable value and actual market value is more than $1M. The new taxable basis will be the assessed value of the property at the time of transfer, minus $1M. If a child or grandchild inherits a property and chooses not to use it as a primary residence, the property’s tax basis will be reassessed; these new rules began earlier this week, on February 16. Another thing to note: in order for a transfer from a grandparent to a grandchild to be eligible for the tax break, the parents of the grandchild must be deceased.

Prop 19 is complex and every situation is different. The County’s Tax Assessor website has a plethora of information including contact information for questions related to tax basis transferring in various situations. Visit www.county ofsb.org/care/assessor/home.sbc, and click on the orange “Proposition 19” button at the top of the page.

Westmont’s Winter Opera Might be the Elixir for the COVID Blues

he ongoing pandemic has certainly posed a plethora of problems for productions in the arts world. But some have been able to persevere, albeit with plenty of proper planning. Such is the case with Westmont Music Department, which employed dogged determination to transcend the COVID compliance restrictions to produce a full-scale opera this year. The Christian college’s presentation of Donizetti’s The Elixir of Love survived holding rehearsal outdoors and/or over Zoom, working under NBA-style bubble conditions for the student performers and production crew, and, eventually, shifting the whole thing to a filmed version that was shot over three days recently at Center Stage Theater.

All of which will likely make for a far different production of Elixir than locals witnessed when the Music Academy of the West, Montecito’s better-known classical music organization, presented at the Granada just 42 months ago.

Westmont’s production, which premieres on the music department’s website (www.westmont.edu/music) at 7 pm on February 19, was stage directed by class of 2009 graduate Christina (Farris) Jensen, who has directed opera productions for small companies in the Los Angeles area, staging classics such as Eugene Onegin, Carmen, Faust, and Cosí Fan Tutte. She also directed a couple of her own creations including a mashup named Apologies to Gilbert and Sullivan and a light operetta called Murder in Four Courses over the years before recently relocating to North Carolina.

Michael Shasberger, Adams professor of music and worship at Westmont, served as music director for the production, as he has for nearly all of Westmont’s impressive slate of musical offerings during fall and early winter.

We dug into the details of Donizetti’s light love story masterpiece and the pandemic’s influence on the piece – which was sung in the original Italian – via a conference call, appropriately held on Valentine’s Day. Q: Michael, what informed your desire to produce Elixir of Love for this year’s opera?

MS: The choosing of the opera is an adventure every year because it has to have a whole host of qualifications in terms of potential for casting and production. We’d like to have a range of composers and style periods over each student’s time here just as would rotate through their careers. We had done some pretty serious things the last couple of years. So we thought doing a light-hearted comedy would be a good balance for that, especially in a year that was already facing a lot of drama. We had never done a Donizetti opera and wanted to experience that, and figured having something a little more buoyant would probably be a good choice. Elixir is one of the greats.

What drove deciding to bring Christina back to campus to stage direct?

MS: We have been coordinating with our theater department for the last eight years with John Blondell being our primary stage director all that time, which came out of his interest in producing opera. But he was on sabbatical this semester and when COVID hit their season completely went up in the air and the theater department was unable to collaborate. But we didn’t want to let the opera tradition go dormant even in a year like this. I made a lot of inquiries to potential directors, and Christina was one from the very beginning. She’s a distinguished alum of the college, was a music major and a literary arts criticism major, and worked with the theater department and then went on to get her advanced degree at Harvard in dramaturgy. I thought, what a perfect match.

Plus, she was available.

Christina, how did your time here at Westmont shape the way your career has gone, your trajectory, or even your view of life?

CJ: It’s funny you should ask that because my very first director job was with Dr. Shasberger in my senior year. When I heard that I was supposed to stage direct the musical and I must have looked like a deer in the headlights.

But Michael took me under his wing and helped me all the way along through the process. It was quite a wonderful awakening in my soul, for a calling that God had provided for me. And after I continued on in my studies when I came back from Harvard, I pursued a career in directing and I haven’t looked back since. So it’s been a real treat for me to come back to Westmont and work with Michael again, and to get a sense of grounding. I think that we work in a similar manner and it’s wonderful to have a collaborative partner that thinks the way you do. So from my end, it was a fairly seamless collaboration, and an absolute joy to do.

What was your approach in staging Elixir?

CJ: The one thing that really stuck out to me in trying to find a concept for the show was Adina, and trying to make an apology for her snobby behavior. She’s kind of a know-it-all and she puts down everybody around her. So I wanted to play with that idea both in essence to justify her behavior and at the same time play with the idea that she thinks she’s high above everybody else. She’s the trickiest character, the one that I needed to explain the most as everybody else just goes along and has their personal journey and their trials and their joys at the end. But Adina was the one that I couldn’t quite put my finger on. So I wanted to spend a little bit more time trying to figure her out.

We came up with the idea about a circus and it worked beautifully with COVID because we were able to rehearse in the big top (tent) on campus, which at one point we thought we might have to use for the filming site. And the approach was that everything revolved around the soprano, Adina.

Christina, I have to admit that I’m intrigued about the line in your bio that says that you “explore the struggle between the emotional aspect of theater and the cold logic of

drama.” Can you say more about that and how it shows up in this production?

CJ: In my background as a dramaturg, I learned that the biggest question to ask is “Why?”, which is the dramaturg in the rehearsal room is persona non grata most of the time, because if anything is going to throw a monkey wrench into the works, it’s being asked to explain why this person did this, why did they all of a sudden show up? That part of me is so solidly placed in logic and trying to figure everything out to make sure that the concept comes clearly across, that the story makes sense and the drama works. But it’s a very unemotional place to be. But as a soprano, as a person, I am a very emotional performer, and that’s what carries the story for me. I really do feel that there is a struggle in that my brain wants to say one thing and my soul wants to say something else. So as I direct, I do struggle between these two dichotomous opposites.

I’m guessing by centering the story around the soprano, and the fact that Elixir is a love story, that emotions won out here. And why not? We’re talking on Valentine’s Day and the video goes up this Friday.

MS: It does tie in really well. It’s a very sweet love story, even though the Adina character is haughty and detached and emotionally shallow at the beginning of the opera, but it’s in a very wholesome way. Then she discovers what she really values, which is loyalty and kindness and character. And then she falls in love and that takes about 30 seconds at the end of the opera when she finally gets it.

Switching directions, I want to ask about how you approached the score, Michael.

MS: Well, it is great music, wonderful lyric theater, very buoyant, which is great for right now. It’s wonderful music for the orchestra all the way. The winds and the string parts are tremendous to play. Every part in the show has a marvelous vocal vehicle in it. All five leads are splendidly written and have very interesting and characteristic material. We have advanced the singers that we knew would be capable of carrying the two lead roles. Donizetti is one of the greatest composers of lyric theater in the opera and this is one of his most successful shows and an enduring piece for the repertoire.

Of course, you have to be very careful with young singers as to what you give them so that it’s a healthy experience but a growing one at the same time.

Right. It helped that we recorded in a very small theater where they didn’t have

mong the reasons I enjoy managing this column must be those moments when I read someone’s letter and think, “yes! I know exactly what you’re talking about.” From Walker Kemp and his desire for a change of scenery to Hope Saxon and her farm cake, I often get the feeling that our Montecito bubble affords us all many shared experiences.

This week we’re taking a trip back into Ms. Atwill’s art room. Our tour guide is 19-year-old Frankie Fairweather, an MUS alumna and

current student at the State University of New York. Frankie moved out to New York to pursue the study of dance, but today she’s reminding us of what it felt like to be back in elementary school.

But to me, you wear clay’s scent best.

Clay… with subtle notes of oil paint, watercolor, and Chinese marker.

I can still feel the wet clay in my hands, molding into a (somewhat) resemblance of my imagination’s muse. The remnants of clay sticking to my hands would dry, casting my fingerprints and filling my nail beds. Wait another two weeks for the next class and my wet model would appear before me as a new, fire-baked creation, ready to be clothed in layers of bright and colorful paint. I can still hear the way my paintbrush would clink against the tin cup holding a bath of water for my brush to continually be baptized in. The words of Gary Paulsen or Roald Dahl humming in the background, setting a steady, focused pace for my work. It wasn’t always clay, you know. Some weeks it was paint. Other weeks it was chalk, wood, or ink. I remember carving a sheet of rubber with the tini-

est tools, making sure to imitate the beautiful Japanese stamp as closely as my trembling hands could manage.

Growing up, there were few things quite so challenging, quite so intense, and quite so fulfilling as Ms. Atwill’s art class.

I feel beyond fortunate to have grown up attending Montecito Union for so many reasons. One of the greatest of these is the fact that MUS is unlike any other school when it comes to elementary school art programs.

Looking back on my time in Allison Atwill’s art classes, I am actually a bit astounded at the caliber of teaching and the kinds of materials we were so fortunate to be working with. I feel a profound sense of gratitude for Ms. Atwill and the lessons she taught me every other Friday for six fundamental years of my life. Her deep appreciation for beauty, keen attention to detail, high standard for excellence, strict class expectations, and deep care for her students have molded me into the person I am today. I would by no means call myself a visual artist (my more recent attempts at sketching are nothing to be proud of), but I am a dancer, and I do strongly believe dance to be as much an art as any other form of expression. I am intensely passionate about the art form of dance. It gives me purpose and a place for me to express my inner-most emotional experiences. It, like Ms. Atwill’s art classes, guides me to always be refining and improving my work – until it is the time to momentarily let go, and take a sweet moment to enjoy the beauty of what’s been created. I relish the process of creating art, which Ms. Atwill instilled in me so many years ago. I feel greatly indebted to her for all that she has unknowingly done for me. To Ms. Atwill, I would like to say, thank you.

And to you, Montecito, I am so thankful for the space you gave me to create. The people who inhabit your schools and beaches and restaurants and homes, enrich lives. So I would like to say, thank you.

N

ational Disaster Search Dog Foundation has had tremendous success in rescuing rambunctious shelter dogs and turning them into highly-trained rescue canine workers who, teamed with human partners, help find survivors buried in disaster wreckage while they’re still alive. It’s a story that’s both heartwarming on every level and awe-inspiring in its purpose and efficiency.

But, for some reason, while dog teams have been placed among fire departments across the country and even in Baja, Mexico, not everyone knows about SDF and its important work – including people located just an hour’s drive north from its massive national training center in the hills of Santa Paula in Ventura County.

“No matter how many stories we work on and ways we tell them, and no matter how many advertisements we place, a lot of folks in (the Santa Barbara) area still don’t know that we exist practically in their backyard,” said Denise Sanders, SDF’s Senior Director of Communications and Handler Operations, sounding cheerful despite juggling taking care of her kids and speaking to a reporter on Valentine’s Day afternoon.

That oversight does seem surprising given that SDF is celebrating its 25th anniversary this year, marking a quarter-century since Wilma Melville, one of the FEMA-Certified Canine Search Specialists deployed to the Oklahoma City Bombing in 1995, founded the nonprofit to address the gap in our nation’s disaster response network by creating a new methodology for training disaster search dogs. SDF recently met its initial goal of training 168 search dog teams – one for every victim of the bombing – but the need keeps growing.

Maybe knowing all those details doesn’t matter all that much for locals regarding the actual services that SDF provides, given that a search tandem team for Santa Barbara is already in place. Rescue dog Waffles (who replaced his retired canine brethren Riley) and his handler, Santa Barbara County Fire Captain Eric Gray, have been ensconced in the community since 2009. They, like all the teams, are ready and able to immediately spring into action when disaster strikes, deployable locally or around the globe, and SDF certainly proved there was a lot of bite in that dog, so to speak, when 18 different teams were mobilized and utilized within hours of the 2018 Montecito mudslide and debris flow. (We wrote about that in the initial annual book version of The Giving List.)

Still, additional awareness sure doesn’t hurt, especially in a community as philanthropic and animal-loving as ours.

So Sanders is only too happy to talk about the 81 teams stationed in fire departments across the country, and the up to 40 dogs that live in SDF’s kennels at any given time, eagerly awaiting daily training sessions at Doggie Disneyland, Sanders’ term for the Santa Paula campus.

“We have rubble piles, a train wreck, a collapsed freeway, all sorts of pseudo-disaster sites for training,” she said. “It’s not your normal dog toy stuff, but it certainly is for these dogs. They absolutely love it!”

Indeed, a relationship with toys is the first attribute trainers look for when selecting shelter dogs to SDF’s program, said Sanders, who specializes in canine wordplay among her communication skills.

“The best indicator is what we call ‘toy drive,’” said Sanders, a Santa Barbara native who attended Laguna Blanca from grades K-12, and then worked for the Sheriff’s Department as a dispatcher for six years before landing the SDF job. “It’s having a near obsession with a toy, whether it’s a tennis ball, a stuffed animal, or anything the dog is into. These dogs will not let it be. It goes way beyond playing fetch with your family pet for 10 minutes in your backyard.

This is a whole new level. These dogs will not quit until they’re exhausted, and it’s that determination that is great for what will eventually become their job (of trying to find survivors).”

That energetic obsession probably doesn’t make for the best pets, though, Sanders said, as the intrepid canines can be a lot to handle, which is why so many end up at the shelters. “But the way we see it, that’s not the dog’s fault.

That’s just who they innately are. With proper guidance they can be able to channel that drive into something productive versus something destructive.”

That’s part of what makes the National Disaster Search Dog Foundation a rare win-win-win-win organization. The dogs win because they get saved from life in shelter (or worse) and instead get to do what they’re action-driven personalities desire. Potential disaster victims win because the highly trained dogs are experts at finding folks who have survived the initial event in ways mere humans can’t. First responder organizations win because the addition of a dog to their team of rescuers improves services while costing practically nothing as NSRD’s program includes all fees, licensing, medical bills and even dog food through the dog’s life. SDF itself wins because the trainers and staff like nothing better than another successful “Rescued to Rescuer” story.

Amazingly, that all happens without any government funding at all. But it doesn’t come cheap.

Sanders estimated it can cost $50,000 per dog, including combing the shelters for suitable recruits, initially training the search dogs and their handlers and providing ongoing training to keep the team sharp, plus the lifelong care that is guaranteed when a dog is accepted into the program whether or not the animal gets partnered or deployed.

Fortunately the COVID-19 pandemic hasn’t put a major dent in SDF’s services, as the training center allows for lots of social distancing, and most other meetings can be accomplished remotely. On the other hand, there’s an increasing need for these rescue teams as climate change and other factors have noticeably amped up the incidence of natural and other disasters, from wildfires to floods, mudflows, and even, recently, a scaffolding collapse at a meat-processing plant.

“The whole entire operation revolves around the dogs, and we can’t do it without the support of the public,” Sanders said. “Whatever people donate truly helps go to the mission and what we need to do to continue to expand. We already have a waiting list (of fire departments wanting to house a team) which we’re working our way through, and we also have to replenish as teams retire.

We can’t produce the dogs any faster because we want to keep our quality high, but we’d love to be able to work with more teams at the same time.”

Sanders said that funds would also help update training for current rescue teams.

“We’re always looking at ways to better our advanced search team training, to provide challenging situations to up their deployment readiness and be sure that when they step off that bus or that plane, they already have some experience that will help them through whatever they’re about to face.

ontecito’s Charles de L’Arbre has been doing his bit to fight the coronavirus pandemic that has devastated the travel industry.

Charles, president and CEO of the 74-year-old Santa Barbara Travel Bureau, flew from Los Angeles to Ft. Lauderdale for a two-day stay to participate in a Palm Beach press conference that announced a new, touchless COVID detection device developed by a local Florida company, Advanced Medical Solutions International, in association with partners in Amman, Jordan.

“Donald Redman, CEO of AMSI, is a regular client, hence my participation with Dr. Adeeb Al-Zoubi, leader of the Jordanian development team,” says Charles. “The device is

now with the FDA and a request for Emergency Use Authorization has been made.

“The device can detect the virus in people, but can also scan for the presence of the virus on boxes, luggage, furniture, and rooms, etc. The response time is under five seconds and, in testing, was one hundred percent accurate.

“Based on everything I have been told – and I am not a scientist or engineer, much less a virologist – this will enable the creation of ‘COVIDfree bubbles’ in theaters, restaurants, hotels, cruise ships, shops, and airplanes. I was asked by the company to reach out to the travel industry to see how a device like this would be received.

“So far, based on the informa-

educational program at Tuskegee, Washington said, “We are striving to adapt our education to the exact needs of our people. Before a single lesson was taught, I lived, in all its details, the life of black farmers around Tuskegee.

I soon discovered an ambition among my people to secure book education and a feeling that it was a disgrace to work with one’s hands when one could read and write and cipher. So we began to teach books, but meanwhile school-buildings were built by our own students and we taught farming – not this thing you call agriculture – and cooking – not this thing you call household art.

You jus’ climb in here and let me sit up tha’ and drive yah.’ So the colored man caught his train and the white man got his fare.”

“Let us forget the tantalizing and perplexing details of race-adjustment,” concluded Washington, “and, with hearts fixed on the service of both, press forward to the greater progress of both races.”

Really Big Questions?

S

ome years ago I was at a talk where I asked some questions. Afterwards, the speaker came over to me and commented that it seemed I had a great many interests.

I said that was not true. I actually only have two interests: 1) What is the nature of reality?

2) What is the nature of consciousness?

It was kind of a joke, given that these two interests cover most other big questions. Einstein said it this way: “I want to know God’s thoughts, the rest are details.” I would just leave any gods out of it.

I studied physics hoping to understand the nature of reality. The early 20th century brought us the revolutionary ideas of relativity and quantum mechanics that promised to get us closer to that deep understanding. But biologist JBS Haldane cautioned in 1927 “The universe is not only queerer than we suppose, but queerer than we can suppose.”

Nearly a century later we have validated the queerest aspects of quantum theory as being very real. Notably, the phenomenon of “entanglement” of widely separated particles. What Einstein called “spooky action at a distance.” It is so real that quantum computers and quantum security systems are being built that use this phenomenon to advantage.

Yet we are still far from understanding what is the true nature of reality. MIT physicist Max Tegmark claims that, fundamentally, the physical universe is just mathematics. I would argue this is exactly wrong. Mathematics is a rich, powerful language for expressing what we learn about the world. But it is not the world.

We marvel at the vastness of the universe as we look out at the sky on a dark night. But I marvel at the fact that there is even one particle at all! No amount of math adds up to the existence of even one particle. How is it that anything exists at all? And who pays for it?

I would call this the “Hard Problem of Physics” although the answer almost certainly lies outside the realm of physics.

I take this name from my other question. Philosopher David Chalmers coined the term “Hard Problem of Consciousness” in 1995. What is the Hard Problem of Consciousness? The fact that you have any phenomenal experience of anything at all. I attended a resulting major conference Chalmers helped organize called “Toward a Science of Consciousness” in Tucson in 1996. I have attended many subsequent rounds of this conference ever since.

The other organizer of the conference was University of Arizona anesthesiologist Stuart Hameroff. Anesthesiologists have a very practical reason to understand consciousness: They want to be sure you don’t have any when they cut into you. He and Chalmers dream of a “consciousness meter” they could point at you to see if you have any.

Many scientists argue these Hard Problems are non-problems. There is nothing but “details.” Learn enough about the laws of physics and you know everything there is to know about reality. Learn enough about how brains work and you know all there is to know about the mind.

Other scientists acknowledge that these problems are real, but there is no way to gain traction in solving them. Other than to keep plugging away at the “normal science” of physics and neuroscience. I respect this view: At least they acknowledge the reality of the questions.

Some philosophers argue that the two questions are related, perhaps in a surprising way. Perhaps consciousness is fundamental and physical reality is built on that substrate? Buddhist and secular meditators seek direct understanding through meditation.

Rupert Spira offers this perspective: Think of how it is when you dream.

There are many characters and a vast universe of objects. From rocks and trees to oceans and mountains. Yet all of this is contained in your one consciousness.

Perhaps everything in “reality” is all part of a single shared consciousness in the same way? Do I believe this?

We marvel at the vastness of the universe as we look out at the sky on a dark night. But I marvel at the fact that there is even one particle at all! No amount of math adds up to the existence of even one particle. How is it that anything exists at all?

And who pays for it?

My UCSB colleague Jonathan Schooler answers: We can “entertain without endorsing” a new idea.

This might seem like idle speculation in a world with very real problems. I agree that unless we solve existential problems like the Climate Crisis nothing else matters.

But I would also argue that while we solve our survival problems we also remember the Big Questions. And is it also possible that revolutionary discoveries in answering these Big Questions might turn out to have very practical consequences? A century ago, relativity and quantum physics seemed like idle speculation. But they brought us nuclear energy and the modern information technology age.

Summerland Neighbors: Kevin Frank + Family

K

evin Frank and his wife, Katie, owners of K. Frank, the Montecito men and women’s luxury and designer clothing store on Coast Village Road, moved to Summerland six years ago after being attracted by the “small town charm and walkability.” It wasn’t until they toured their house that they became gob smacked by the incredible ocean views. The couple have three children and a new family best friend named Scarlett, a 10-month-old Bernese Mountain dog.

“My wife, Katie, and I both grew up in the Midwest. We moved to Santa Barbara in 2006 just before being married at Our Lady of Mount Carmel. We were living in Colorado at the time and wanted to find a home that continued to provide us with an active outdoor lifestyle and was naturally beautiful, and just the right size. We settled in San Roque, but as our family grew we moved to Summerland,” said Kevin.

The retailer cites a few of his favorite things about living in Summerland.

“At any moment the view changes. It really never gets old. It’s so expansive and the light is constantly changing off the islands. It just provides such a sense of space. The second thing is more practical. The proximity to Montecito and our store and our kids’ school is in Montecito, so we’re just minutes from everything.

The couple opened K. Frank in 2007 on State Street until they moved the store to Coast Village Road in the summer of 2016. Asked about how they are coping with the pandemic both professionally and at home, Kevin replied, “We’re used to evolving as a designer retailer. It happens every season. That’s one of the most engaging aspects of our business. We’re always examining how to adapt to and embrace trends while balancing that with our own perspective and how it relates to the place we live. That mentality helped us handle the challenges the pandemic has presented. The store has always been focused on a lifestyle concept and that played well as people changed their dressing habits.”

On the home front, being business owners allowed the couple to balance their family and work life and even find an upside to curbing their usual travels.

“The kids have mostly been in school but during their periods of remote learning, we’ve easily been able to trade off the responsibilities of the store and schooling.” Frank noted, adding, “Thankfully, they’ve taken to the remote learning very easily. They prefer attending school in person, but certainly enjoy Zooming in their pj’s all day!”

“We love to travel and see new places, whether it’s tropical, mountains, or the big city. I certainly miss that the most these days. We always make sure to get some skiing in every winter as well. It’s something my wife and I grew up doing with our families and we love sharing that experience with our children,” but, he added, “Not being able to travel extensively has been one of the silver linings for us as a family. We’ve been able to take even more advantage of the incredible outdoor recreation here and it gave the kids the opportunity to get into surfing.”

With all the new businesses, might we see a K. Frank outpost in Summerland?

“We love the metamorphosis in Summerland! The main street [Lillie Avenue] feels vibrant and fresh and we enjoy patronizing all the new businesses. We’re not opening in Summerland, but I’d love to see a gourmet food market open,” Kevin replied.

Kevin expressed his thanks to the Summerland Citizens Association and is also grateful for the efforts by many that resulted in the recent oil well capping.

“The SCA does so much work that goes unseen by the community,’” he noted, adding, “The capping of two of the oil wells has made such a difference in the quality of the beach. It’s really made a huge impact on the how – and how often – we use the beach. We’re so thankful it’s finally being handled.”

All’s Well That Ends Well

Last month, someone drove into the Veterans Memorial on Lillie Avenue, destroyed the sign, ran into one tree, and was stopped by another tree. The Summerland-Carpinteria Fire Department found time to replace the wooden sign – in a better spot with some advice and bolts from Sonya Harris, Summerland’s garden angel, who appreciates their great efforts.

“It’s visible and it looks great!” she reported.

It’s Time to Retire Two-Party Politics

T

he Old Testament Book of Exodus describes how Moses and Aaron went in to see Pharaoh and, speaking on behalf of the Jewish God of Israel, instructed Pharaoh to release the Jewish people from bondage where they lacked the ability to influence their own futures. They were born as slaves, held as slaves, and would die as slaves. After ten noteworthy plagues, Pharaoh relented and permitted Moses’ people to “go.” When will we, the ensnared people of the United States, similarly be freed from the combined shared political monopolistic tyranny of the Republican and Democratic parties that have failed us so abysmally in running our country?

In watching Trump’s second impeachment “trial” I was saddened and disappointed by the outcome which has left him free to extract the treasures afforded to an ex-President for himself and his associates, given him the opportunity to keep all his ill-gotten gains, and provided him the opportunity to haunt our democracy again in the future. Or worse yet, serve as an example of what one can get away with when politics becomes paramount to justice and reason.

Listening to the Senate Minority Leader McConnell’s concluding remarks in which he reported that Trump was “practically and morally responsible for (the riot)… no question,” made me likewise disheartened. Although he also noted that the criminal justice system could well “Lock him up,” McConnell was unwilling to vote to convict because so many of his fellow Republicans exist in fear of Trump’s hard-right base of followers who represent 65 percent of the Republican Party.

It is truly the “Party of Trump.” In fact, Trump even has a new name for the party. He wants to call it the “American Patriot Party” if he can’t hang on to the Republican brand moniker.

Everyone who watched witnessed, there was no “trial” at all. The whole charade was pure kabuki theater. A staged show with elaborate costumes, stentorian actors reciting their programmed lines, a carefully crafted stage, and commentators’ constant attention giving the proceedings a false sense of gravity. Does anyone really think the verdict was ever in question?

There never was a “trial.” We know that because not a single deposition was taken (only one written statement was even added to the record); not a single witness was called; and no Secret Service communications between Pence’s bodyguards and Trump’s Secret Service detail proving Trump’s willingness to have Pence die. No “juror” was allowed to hear the testimony of Trump under oath, nor the testimony of Senator Tuberville who has repeatedly stated a totally different version of “what Trump knew, and when he knew it.” No “juror” was forced to face the police officer whose eye was gauged out during the riot, nor hear from the wife of Officer Jeffrey Smith who committed suicide after being struck with a metal pole during the riot, and never “recovered himself” afterwards. No “juror” was forced to gaze intently on the ashes of Officer Brian Sicknick who gave his life to save all the Senators.

That McConnell chose to acquit (and lead 44 other Republican Senators in taking this vote) is incredibly revealing. McConnell agreed with everything alleged against Trump including: the “Big Lie” that the election was stolen; the constant “cheering on” to the most violent and despicable members of right-wing, anti-Semitic, white nationalist paramilitary units; the incitement by Trump and Giuliani for the mob to “fight hard” in “hand to hand combat”; and that Trump effectively launched the mob against the Capitol. McConnell concluded that Trump did in fact lead a coup against the United States government, while he was still president, to overturn the valid election he lost by seven million votes and have himself installed permanently in power.

So… if McConnell agreed with everything the House prosecutors alleged, why did he vote to acquit Trump? He based his acquittal vote on the most circuitous and strained reading of the Constitution possible. McConnell’s s preposterous conclusion: no matter what a President did (yes, even shooting someone on 5th Avenue), he could not be impeached if he merely resigned the day before Impeachment Articles were delivered to the Senate.

Wow! That is truly bizarre. The other Republicans who also voted to acquit similarly walked into the “trial” having already made up their minds to condone this argument.

How could that possibly have succeeded? As the old saying goes, “It takes

Why developers should ditch gas and build all-electric homes

R

esidential construction is booming during the pandemic as more Americans dream of having a bit more space. A recent report from the Rocky Mountain Institute (RMI) illustrates how developers can keep energy costs and climate impacts down in these new homes: Go electric.

RMI compared the cost of building an all-electric single-family home to a home hooked up to the gas system in seven cities around the U.S. and found that all-electric homes saved money and reduced carbon pollution in every case.

Analyzing seven different cities in seven different climates, RMI found that all-electric single-family homes still won on the basis of both cost and emissions savings over an assumed 15-year equipment lifetime.

Even in chilly Minneapolis, RMI found that building an all-electric home would save you about $1,900 over a 15-year period. While that isn’t a ton, the emissions saved are massive. RMI estimated that the electric home would also prevent 28 tons of CO2 emissions, about the same as 28 round trip flights from New York to London.

Magnetic induction solves the pitfalls of traditional electric stove tops Cities like San Francisco and Ojai have voted to ban the use of natural gas in new construction projects, opting for all-electric homes for the environmental and indoor air quality benefits they provide. As we embrace all-electric homes, magnetic induction offers solutions to the frustrations of traditional electric cooking appliances.

Magnetic induction was developed over 100 years ago and is common in Europe and Asia. These cooktops use magnetic fields to produce electric charges and generate heat in pots and pans while keeping the stovetop itself cool to the touch. They work best in tandem with cookware made from materials like iron and nickel that easily absorb magnetic fields.

Electric stovetops traditionally take longer to heat up and can pose safety hazards as they remain hot after being turned off. Magnetic induction solves this issue with rapid heat up times and a stove that never actually becomes hot to the touch. Although they are a bit more expensive, the initial investment will pay off with lower utility bills in the long run.

All-electric stoves have gotten a bad reputation as less responsive than their gas counterparts, but with magnetic induction, we can create stoves that are chef-approved, better for the planet, and better for our health.

The Democrats won the vote to allow witnesses and failed to present any! The presiding officer, Senator Leahy, for whom I generally have considerable respect, never overruled the defense counsel when they kept raising and re-raising the question of the Senate’s constitutional authority to have the trial when that had been definitively decided days earlier. Why did the Democrats want to rush so much?

Alas, they rushed the “trial,” because they wanted to show deference to the Republicans who they want to work with in the future. Why? What is really going on in America is that a two-party system that is not in the Constitution nor any other foundational document is holding our government hostage. That these two parties, the Democrats and Republicans, share total power when combined they represent fewer than 44 percent of the voters tells the whole story. They work for their mutual power and ability to create a permanent “political class” (something the Framers overtly feared).

The Democrats are, like the Republicans, more worried about getting re-elected than actually pursuing the public’s business. That’s right. The 65 percent of Republicans (a party that only represents 26 percent of the public) who are still deeply pro-Trump, represent only 17 percent of the voters. Yet, we let them foist this farce on us because their comity with the Republicans is what keeps both parties in power.

Our people, the American people, need to be freed of the curse of a two-party system in favor of one with greater options which will lead to better public policy and prevent going forward with the “shared power at all costs” perversion of the two existing parties – neither of which have a pre-ordained right to exist, and neither did until the 1800s.

Let’s get free of these political parties enslaving us to a system that is patently broken and keeping us enslaved to white supremacy, enslaved to misogyny, enslaved to broken infrastructure, enslaved to dilapidated non-functional public schools, enslaved to a climate crisis juggernaut that endangers us all, and enslaved to an ethos that permits violence over peaceful protest. We used a professionally reduced orchestration with just an 18-piece orchestra which let the singers sing with a youthful voice without having to overproduce their sound. And we cast it early enough so that they had two months with their voice teachers in preparing before we ever had a rehearsal of the music.

I am also imagining that creating a production for video is extremely different from a live theater show. Can you talk about what adjustments were made, and how that played into decisions and choices?

MS: Originally, we were hoping that by now we could have a limited live audience. But it was early in the fall right after we cast the show that we decided we were definitely going toward a video-based production. The concept was fixed by then, but it did change the terms of the scenic approach, which slowly morphed through the process to how we were going to film, which was to shoot scenes in a controlled way, rather than just doing a run of the show and videoing it. There’s a different feel because of the editing by Verité Studios, which did our videography, but we conceived it as video scenes as a movie would, shooting it as though it were filmed on a soundstage. The actors had to prepare for that. And I think Christina doubtless adjusted some of the visual concepts to fit that medium. It helped us a lot technically to know we were doing that four months out.

CJ: Actually, it really didn’t make a lot of difference for me except a couple of times where since it was a film I could have some of the performers face completely upstage, and it would be perfectly appropriate because it’s not like having their backs to a live audience. But the main thrust of everything, of all the staging, it remained the same as if we had an actual live audience. The biggest shift for me was shooting it out of order because the students would never have a chance to work that way otherwise.

MS: It was also a bit of a fail safe for us. We had the cast divided into three groups that weren’t allowed to heavily socialize with each other, even outside of rehearsal so that in case anyone was impacted by COVID contagion, we could still carry on. We filmed all of the scenes without the chorus on Monday evening and then filmed the scenes with the chorus on the other evening. So we didn’t have more time interaction between the groups than we absolutely had to.

That sounds like a nightmare to me.

MS: Well, there were definitely sleepless moments and it got pretty scary during the end in terms of worrying about who was going to be there when a scene was shot. There were moments even during production week when we had some interactions with other communities that gave us pause and disrupted the process a little bit. But the protocols that were in place really served as well.

And we had understudies, or covers in the opera tradition, for every role.

That’s really uncommon and an extraordinary responsibility for especially a young student, young singer to take. I was very impressed with them. Everyone was impeccably prepared and all the singers grew amazingly. So we decided to also film scenes with the covers doing that role so that each of them had a chance to have a real performance experience and will get to have that on their resumé. So at the end of the production, just like in a Pixar movie where you get the outtakes afterwards, we’ll screen the cover scenes too, which is fun.

What was the most resonant thing for you, something that will stick with you, or maybe what you want the audience to take away?

CJ: To me, it’s so important that we face and overcome these challenges that are part of our society right now. Opera has to continue. We have to continue to work healthfully and safely together and experience joy. It’s so important, both for the arts community as well as for audience members. We can’t lose our humanity and it’s in the arts that humanity’s soul thrives.

MS: We are delighted that we’ve been able to continue to work. No one wants to have these restrictions, but I’ve always felt that when you put restrictions on artists, interesting things happen. Think about a Bach fugue. It was the restric-

tions that molded that particular expression, but when you hear one played well, it’s an awe-inspiring experience. So I hope that with all the restrictions and the rules and the limitations we had, that out of it comes something unique and something that is finely crafted and honed because of the time we’re in.

Executive Order 9066 Turns 79

It’s still hard to fathom how the land of the free and home of the brave actually incarcerated without cause more than 110,000 men, women, and children of Japanese ancestry, evicted from the West Coast and held in American concentration camps and other confinement sites across the country. It was FDR’s Executive Order 9066 that authorized the evacuation of all persons deemed a threat to national security to the inland relocation centers, and it was signed on February 19, 1942.

This Thursday, just a day before the 79th anniversary, Chaucer’s Books is holding one of its Virtual Author discussions with Bradford Pearson, the former features editor of Southwest: The Magazine who has written for The New York Times, Esquire, Time, and Salon, among many other publications. But it’s his new book The Eagles of Heart Mountain that sparked this event, as Pearson relates the true but little-known story of the extraordinary high school football team formed in an internment camp in Wyoming that overcame displacement to achieve athletic excellence, notching a 6-1 record over their two years of existence, largely against much bigger all-White teams.

The impeccably researched book that took more than eight years to write means more to Chaucer’s events coordinator Mike Takeuchi than merely serving as a moving tale to the former local sportswriter. Takeuchi’s grandfather and father were among the Japanese-Americans sent to the camps, and Mike said the impact is still felt in his family today.

“It manifested later on throughout the years for my grandfather and father, who as a child saw his father arrested and taken away, and later had his mother die when he was eleven and still in one of the camps,” he said. “My father pretty much repressed what he felt for the rest of his life.”

Takeuchi said he feels lucky that, another generation removed, he’s been able to accept what happened. “But it gave me the thirst to want to research and to find out about what had happened and why, which I was able to find out through getting my grandfather’s FBI file, a 110-page document about his arrest and his incarceration.”

So he also appreciates Pearson’s research-driven approach to The Eagles of Heart Mountain, a story Takeuchi said he’d also never heard before reading the book.

“He’s a young guy, but he’s really thorough, and it shows in his book. I was really impressed how he tied the story together.”

Takeuchi will moderate the discussion slated to take place over Zoom at 5 pm on Thursday, February 18. The event will also include journalist Nancy Ukai of 50objects.org, the history project sponsored by the National Parks Project that explores the human impact of the mass incarceration through the visual and textual examination of 50 curated objects – including a pair of Japanese wooden sandals made by Takeuchi’s grandfather. ftentimes community awareness is the first step to enacting change, but for progress to take place there must also be the right legal framework in place and those who will uphold it. Stan Roden has supported the community by bringing both community awareness and legal knowledge to his career as a district attorney, trial and private sector lawyer, teacher, and social justice documentarian. In high school, Raymond Burr, the actor from the classic crime drama show Ironside and a friend of Stan’s history teacher, brought their class to a criminal trial at the Los Angeles Courthouse. The experience impacted Stan; he even read a book on the Scottsboro Boys for extra credit. While this experience sparked his interest in law, it wasn’t until Stan graduated from UC Berkeley in political science that his interest grew. After a stint with Hughes Aircraft Company, Stan continued his education at UC Hastings College of the Law. Upon graduating, he joined the U.S. Army Reserves and then became a deputy district attorney in Kings County, California. After six months there, he explored working at the DA’s office in Santa Barbara on a whim. It was fortuitous timing; another attorney had just left the office. Stan was offered the job and moved to the area in April 1968.

He’s been living in Montecito for 46 of his 53 years here.

Stan was here during the infamous oil spill and floods that occurred in 1969. The following year, he left the DA’s office and became one of the defense attorneys for dozens of the anti-war demonstrators in Isla Vista, including the “alleged torch (holder) of the fire that burned down the IV Bank of America.” One of his clients was in

jail at the time the bank burned so his case was dismissed. After becoming a criminal defense lawyer, Stan was among the first group of attorneys to be certified by California Bar as a Criminal Law Specialist. During his two terms (1975-1982) as an elected SB County District Attorney, his office took an aggressive stance towards environmental and social justice issues. It vigorously pursued cases involving water and earth contaminations, consumer fraud, and other social justice issues. The office fought to “limit the negative and crushing aspect of the bail requirements in this country.” Until a trial takes place, people are presumed innocent, yet if they can’t afford a cash bail they may remain stuck in jail. In conjunction with the courts and the defense bar, the existing program was expanded to allow many financially at-risk people to be released on recognizance bonds instead of cash bail. The DA’s office introduced a neighborhood diversion program for low-level offenders. Stan commends a similar trial program approved this month by the Goleta City Council that provides counseling and community service instead of jail time and criminal records for certain low-grade misdemeanors.

During his tenure, Stan’s office also pursued several feminist issues. It worked closely with the Rape Crisis Center, increased its efforts in holding parents accountable when they fell behind on their child-support payments, and wrote the original grant for Shelter for Women, a program that continues to protect women against domestic violence under the organization called Domestic Violence Solutions (DVS).

year, including a murder case in which a civilian engineer at Hueneme was prosecuted for drowning his wife and stepson off of Santa Cruz Island.

After serving two terms in the DA’s office, Stan entered private practice where he represented water and other interests in civil disputes for some 20 years. Stan was also lucky enough to serve a term on the State Fair Political Practices Commission. This was a post-Watergate piece of legislation in California that established regulations to address and prosecute corruption in state politics. It was an “eye-opening experience,” he said. Stan would occasionally guest lecture at SBCC and UCSB. He enjoyed the process so much, he started to teach while working at his law firm.

In 1999, Stan took a sabbatical and he and his wife, Phyllis de Picciotto, lived in the People’s Republic of China, where Stan taught U.S. constitutional and business law. Over the years Stan taught criminal justice at SBCC before shifting to an international politics course, “looking at international relations from a conflict standpoint,” he said. After getting trained in mediation and arbitration, he began teaching Negotiation and Dispute Resolution at UCSB Extension, which he did for more than ten years. Over the years, Stan has taught similar courses at Antioch University and Santa Barbara and Ventura colleges of law.

Stan is now retired and no longer practices law. But he continues to teach and remains active in spotlighting environment and social issues that affect our community-- and the world.

He’s always had an interest in film but after meeting his wife, Phyllis, he began to take a more serious interest in film. Phyllis had founded the Santa Barbara International Film Festival in 1986 and was its executive and artistic director for years. She remains active in the independent film industry. In addition to teaching documentary filmmaking at Antioch University, she and Stan produce short, social jus-

tice documentaries under the production company, baba2films. Indeed, it was while moderating a program on homelessness for the Santa Barbara Foundation and the Museum of Natural History ten years ago that Stan’s interest was sparked in the subject. He ended up interviewing over one hundred members of the homeless community and learned about the issues affecting them.

Since then, their production company has produced a plethora of social justice videos that cover a range of human rights issues and that highlight individual and group efforts in the community. Stan has also been involved with the Citizens’ Climate Lobby (CCL), a bipartisan nonprofit organization that advocates for climate-change regulations and introduces legislation that seeks to put a price on carbon. After the Montecito debris flow, he redoubled his efforts with the CCL and became an ambassador for the Interactive En-ROADS Climate Simulator program out of MIT. He and Phyllis produced a video about the mudslide in conjunction with the Montecito Fire Department; it wound up being used for their fundraising event. Even during the COVID pandemic, he is still making films, with one about to be released.

As our discussion drifted between social justice and environmental issues, I asked Stan about some of the lessons he learned as a mediator. He told me that lasting peace is usually obtained when both sides feel that they have gained more of what they really wanted. Later, he mentioned how lucky he has been to receive the opportunities that have come his way and for the chance to live and work in such a beautiful area. While he may feel that this community has given him a lot, it is also clear that the Santa Barbara area has gained as much or more from Stan Roden.

Music Department Offers an ‘Elixir of Love’

W

atch an engaging video of The Elixir of Love, a two-act opera by Italian composer Gaetano Donizetti, on Friday, February 19, at 7 pm at west mont.edu/music. After months of socially distant rehearsals and three days of challenging but safe videotaping, the Westmont Music Department presents its latest opera. Alumna Christina (Farris) Jensen ’09 returned to Santa Barbara to serve as stage director for the production during the pandemic.

The opera was staged specifically for video production in cooperation with Center Stage Theater in Santa Barbara’s Paseo Nuevo Mall. Both the theater and the entire opera production cast, orchestra, and crew were subject to enhanced testing and health protocols to make it possible for them to participate in the show.

Michael Shasberger, Adams professor of music and worship, served as music director for the production, which features the full Westmont Orchestra.

Sara Rockabrand is vocal director.

Senior Jessica Lingua, double major in voice performance and biology, stars as Adina in a brilliant coloratura role. Sophomore voice major Sibo Msibi plays the leading tenor role of Nemorino, while senior Justin Sharp and first-year Sean Ryan are featured in the baritone roles of Sargent Bellcore and Doctor Dulcamara. Senior music major Hailey Hoang portrays the mezzo role of Giannetta.

Jensen, who has directed opera productions for small companies in the Los Angeles area, decided to film The Elixir of Love out of sequence. “We wanted to give the students an additional challenge and opportunity to work in a more film-like environment where order is irrelevant,” she says. “We also hoped to keep contact at a minimum. The students rose to the challenge of performing in such a different way.”

Climate change and the threat it poses to humans has been well publicized.

But we hear less about its effects on the multitude of other species on the planet.

Amanda Sparkman, chair of the Westmont Biology Department, explores “A Snake in the Spring Rain: How Biodiversity is Responding to a Changing Climate” on Thursday, February 18, at 5:30 pm. The Westmont Downtown Lecture will occur live via Zoom. Please visit westmont.edu/lectures for the Zoom link.

“How exactly is global biodiversity responding to climate change now, and what are the prospects for the future?” asks Sparkman, co-adviser of Westmont’s environmental studies minor.

Sparkman, who graduated from Westmont in 2003 majoring in both English and biology, earned a doctorate in ecology and evolutionary biology in 2009 at Iowa State University. For the next two years, she studied the evolution of social behavior in wolves as a postdoctoral researcher at Trent University in Ontario, Canada. She joined the Westmont faculty in 2012 and teaches courses in ecology, evolution, behavior, ornithology, herpetology, and bioethics.

Her current research projects include the evolution of dwarfism in reptiles on the California Channel Islands, the response of western terrestrial garter snakes to environmental change, and the impacts of urbanization on western fence lizard and acorn woodpecker physiology, behavior and distribution.

What Has Wireless Wrought?

Indelible Images with Race to Justice

The impressive UCSB Arts & Lectures virtual series continues this week with a pair of highly-decorated Black women whose achievements and perspectives are, pardon the expression, out of this world. Nearly 30 years ago, Mae Jemison broke more than the sound barrier when she became the first woman of color to travel into space when she served as NASA’s first Science Mission Specialist performing experiments in material science, life science, and human adaptation to weightlessness aboard the shuttle Endeavour’s 1992 flight. These days she’s at the helm of the 100 Year Starship, a groundbreaking Pentagon-funded program where Jemison is pioneering and transforming breakthrough science and technology to enhance the quality of life on Earth. A true icon to all ages, Jemison is featured in a children’s book entitled Little Leaders: Bold Women in Black History and is also part of the Women of NASA Lego set. A member of both the National Women’s Hall of Fame and the International Space Hall of Fame, Jemison presents “Overcoming Obstacles, Breaking Barriers and Reaching for the Stars” at 5 pm on Tuesday, February 23. Susannah Scott, UCSB Professor of Chemical Engineering and Chemistry & Biochemistry, moderates.

Two days later, acclaimed photographer LaToya Ruby Frazier, who is yet another MacArthur Fellow to join the Race to Justice series, discusses the transformative power of images and how she uses photography to fight injustice and create a more representative self-portrait. In an illustrated talk, the National Geographic Storytelling Fellow and professor at the School of the Art Institute of Chicago dives into how she has depicted the unsettling reality of today’s America with post-industrial cities riven by poverty, racism, healthcare inequality, and environmental toxicity. Drawing from her book The Notion of Family as well as from works of art by Frederick Douglass, August Sander, Julia Margaret Cameron, and Langston Hughes, Frazier relates her conscious approach to photography, opens up more authentic ways to talk about family, inheritance and place, and celebrates the inspirational, transformative power of images. Kim Yasuda, Chair of the UCSB Department of Art, moderates the Q&A that follows the 5 pm February 25 talk.

Focus on Film: SBIFF Stars Aligning

The great Bill Murray, the estimable star of the eminently – and perhaps ironically – re-watchable time-loop film Groundhog Day, is this year’s Modern Master in the upcoming Santa Barbara International Film Festival. Murray will be honored on Friday, April 2, for his impressive body of work, including, most recently, the role of Felix Keane in Sofia Coppola’s On the Rocks, for which he has received Golden Globe and Critic’s Choice nominations. Leonard Maltin returns for his 30th year to moderate the evening and present the award that has now been named for him.

Amanda Seyfried will be honored at SBIFF a week later on Friday, April 9, with the Montecito Award, mostly in recognition of her performance in David Fincher’s Mank for which she, too, received Golden Globe and Critic’s Choice nominations. And speaking of Montecito, and also perhaps ironically, Max Barbakow, the Montecito-raised writer-director of last year’s charmer Palm Springs who credits Groundhog Day as a big influence on his genre-scrambling sci-fi/existential/rom-com, has had his movie nominated for a Best Comedy Picture Golden Globe.

You can’t yet see Hulu’s critically-adored The United States vs. Billie Holiday, but you can view SBIFF executive director Roger Durling’s Q&A session with writer-director Lee Daniels, star and Golden Globe nominee Andra Day, and actor Trevante Rhodes on the festival’s YouTube channel even before Hulu starts streaming the film later this month.

“The New Ethereality,” the third in the Carsey-Wolf Center’s winter 2021 roundtable series “Media, Technology, and Politics under Pressure” takes a different tack than its predecessors. The discussion focuses on the contemporary politics of wireless communication, with special attention paid to the “cultural and governmental imaginaries” that accrue to emerging wireless infrastructures like 5G. Starting with the premise that wireless is as “central to the enduring promise of untrammeled global connectivity as it is to the paranoid divinations of conspiracy theorists,” the event will address such questions as: What is at stake in this volatile mix of epistemologies? How might historical debates regarding the possibilities, the substance, and indeed the very existence of the ether help us to grapple with a new era of ethereal speculation?

The roundtable will feature Marisa Duarte (Arizona State University), Shannon Mattern (New School for Social Research), and Rahul Mukherjee (University of Pennsylvania), with UCSB PhD candidate Tyler Morgenstern joining the trio of college professors as moderator for the February 18 event.

COVID-Caused Conflict Reducing Conference With the country still in perhaps the most polarizing period in our nation’s history, a crash course in practicing hearing what’s underneath angry and aggressive attitudes toward perceived opposites might be just what’s needed. The 14th Annual Nonviolent Communications (NVC) conference, which takes place this weekend, is an opportunity to bask in NVC consciousness and strengthen skills in the technique developed by the late Marshall Rosenberg, who shared the principles in persona locally through SBCC’s Adult Ed back in the 1990s.

The weekend event features 18 sessions from 10 trainers, including Santa Barbara local Rodger Sorrow, who has coordinated the conference since the beginning, including almost all the years it was held locally in town prior to the pandemic, and still teachers at Adult Ed’s successor known as the School for Extended Learning. Also teaching is Sarah Peyton, the Certified NVC Trainer whose well-regarded neuroscience-based 2017 book Your Resonant Self: Guided Meditations and Exercises to Engage Your Brain’s Capacity for Healing will be joined by a workbook edition in May. Participants can plan on learning new communication skills and strategies, getting a deeper understanding of the needs behind anger, shame, and self-destructive behaviors, methods for resolving conflict, and such timely topics as “Facing Uncertainty: How to Grow Resources & Resilience” and “Creating a Couple Bubble for Connection & Healing.” The conference for the first time also features four sessions conducted in Spanish with English translation.

Health educator Bumpus, 32, Oprah’s goddaughter, married Florida A & M alumnus beau Virgil Miller after getting engaged in February, 2019.

“Kirby really is so happy and nothing beats when your children are happy,” King, 66, told the publication. “It wasn’t the wedding we had planned, but it was absolutely perfect.”

The ceremony was officiated by Bumpus’ Santa Monica-based brother Will and attended by Oprah’s longtime partner, Stedman Graham, and professional photographer Joe Pugliese, who snapped pictures of the intimate occasion with just six guests after another shoot and locale got cancelled at the last minute.

Montecito comedienne Carol Burnett’s former nearly nine-acre ranch in Santa Fe, New Mexico, has been put on the market by its current owner for $6.2 million.

On a personal note, I mark the retirement of legendary TV anchor Tom Brokaw, 80, from NBC News after half a century of broadcasting.

Brokaw is hanging up his mike as the only anchor to have led all three of the Peacock Network’s primary news shows – Nightly News, TODAY, and Meet The Press.

I would often see him on the third floor at 30 Rock in Manhattan, the network’s towering headquarters, when I was doing broadcasts on the Royal Family, particularly after Princess Diana’s tragic death in the late ‘90s.

Rather than commuting out to MSNBC’s impressive studio in Secaucus, New Jersey, risking major gridlock in the Lincoln Tunnel, the cable network set up a small studio a short distance from Brokaw’s, which we jokingly dubbed Studio Z. I would often see him leaving after doing his national newscast and he would quip: “No need to ask what you’re here for!”

esting easy in my tent, headlamp burning bright, I was putting pen to paper when I heard giant kangaroo rats (GKRs) communicating with one another throughout a star-filled night. From one grassland burrow to the next, the drum of their oversized feet tapped the ground at a feverish pace, sending a message to other GKRs in the immediate region, the most important creature across the last of California’s historic grasslands.

What was conveyed I will never know for certain. Possibly a predator or two lurked nearby, maybe a pack of coyotes, a solitary kit fox or a keen, night-stalking barn owl? Despite all that they are up against, the diminutive and endangered giant kangaroo rat is the most indispensable species when it comes to the inner workings of this fragile habitat, the 250,000-acre National Monument a mere sliver of what was once a teeming San Joaquin Valley, pre-1800s.

Located in California’s Central Valley, the Carrizo Plain National Monument is the last bastion for more endangered species than anywhere else in the Golden State. Some of those animals include the slender San Joaquin kit fox, prehistoric California condor, skittish antelope ground squirrel, stealthy blunt-nosed leopard lizard, and the bouncy giant kangaroo rat.

Biologists have told me, “that as goes the giant kangaroo rat, so goes the rest of the Carrizo Plain.” This keystone species with the almondshaped eyes, long, narrow, kangaroo-like feet, with elongated tails provide most everything for a throng of wildlife across a 50-mile-long stretch of semi-arid grasslands also known as “California’s Serengeti.”

GKRs, as they are commonly referred to, provide food, a prey source for the American badger, San Joaquin kit fox, long-tailed weasel,

Western Pacific rattlesnake, prairie falcon, ferruginous hawk, barn owl, and others. Their burrows are nearly ready-made for the animals listed above, which adopt their burrows and make them their own. Their burrows are also occupied by the blunt-nosed leopard lizard and antelope ground squirrel, side-blotched lizard, whiptail and horned lizards, and burrowing owl.

Once GKRs establish their burrows, the little lawnmowers chow down the grasses to the nub around their homes, thus churning up the soil, eco gardeners providing important browsing habitat for the fastest land mammal in North America – the pronghorn antelope, and for California’s only native elk species, the tule elk. The tule elk in the Carrizo Plain being one of the fastest growing herds in the state.

Biologists use satellite imagery from above to monitor the populations of GKRs. During stable years and following ample wet winters, biologists will create grids across the grasslands and then study imagery depicting the burrows by locating mowed down grasses in a circular shape around each den, thus determining the health of the ecosystem.

As I continued jotting down notes from another full day spent on the sweeping Carrizo Plain, I soon real-

ized that I was surrounded by GKRs. The drumbeat had become incessant around my tent. It sounded as if life on this semi-arid escarpment was robust, the nocturnal GKRs filling their roles as caretakers of the veld.

Carefully unzipping my tent, I peered outside, my headlamp exposing several GKRs hopping from burrow to burrow, their eyes reflecting 360 degrees around my tent. Quietly, I extended my Canon 300mm IS lens just beyond the tent flap, the viewfinder of my camera revealing the swollen cheeks of GKRs bulging with freshly mowed grasses. Shooting manually and with a flash, it appeared this grassland biome was functioning efficiently, led by the burrowing Lilliputians of the Carrizo Plain. •MJ

Rejection

B

eing rejected is a basic human experience, for which most of us need to be better trained than we probably are.

If you ask Mr. Google about rejections, he’ll give you many lists of famous and successful people who failed over and over again, but went on, and, through sheer persistence, became the stars and celebrities and super-heroes whom we all know today. But what Mr. G. does not tell us, because of course he doesn’t know, are the far more common stories of the people whose efforts, though they may have been very persistent, were just as persistently rejected, and who, in the end, had to give up, and settle for something else, or simply lost heart altogether, and never got anywhere worth getting. For every big winner out there, I’m sorry to say, there are scores of losers.

Maybe that’s the way it has to be, but this realization does not make

such experiences hurt any less. Let me tell you about my own three worst ones.

(1) When I was at the British equivalent of High School (1947-52), it was only a minority of us who went on to college. But I had always been academically successful, and took it for granted that I was University-bound.

The only question was, which one was it to be? Somehow, I assumed that it had to be one of those two ancient prestigious institutions – Oxford or Cambridge, for which there was, of course, tremendous competition. If you had money, or family connections, which I hadn’t, your path was smoother. Otherwise you could compete for various “scholarships,” which involved a series of examinations and interviews. At that time, Latin was still a requirement, and for a year I took special Latin lessons, for the sole purpose of getting in. I could give you more detail here, but, after 70 years,

the memory is still painful. The fact is that I never did get in, and had to settle for the University of London, which had hardly the same glamor.

If I had been able to attend Oxford or Cambridge, I can’t be sure that my life would have been better – but it would certainly have been very different. Coming back to America and eventually getting a Ph.D. at Berkeley, never compensated for the humiliation of having thus been rejected in my home country.

(2) There were only two women in my life with whom I became deeply involved. They are both now dead, so I can feel a little more free to tell you that it was only the first of the two with whom I was ever really in love, and not the second, to whom I was married for 51 years. Her name, when I met her (as a fellow college-student in San Jose, California) was Barbara Jean Smith, and we were together for four years, including a six-month trip to Europe. I was highly principled in those days, and one of my principles was a hostility to legal marriage.

Barbara felt otherwise, and eventually (1963) married someone else – (with whom she had a long and fulfilling life). I never got over the shock of this rejection. It was a tremendous blow to my fragile ego.

(3) As if to demonstrate that fragility, from then on, in my most cher-

ished goals, I set my sights much lower – and it was not until 2007 that I made one last great effort to achieve what seemed to me a worthy objective. Every two years, the City of Santa Barbara, which has been my hometown since 1973, appoints a new Poet Laureate. I have always felt that the brief epigrams which I have been publishing internationally since 1967, deserved to be recognized and honored as one-line poems. But, in addition, I have, since my teens, been writing other poetry, which many people whose judgement I respected have considered of a high standard.

So, I made an almost embarrassingly strenuous effort to impress the selecting Committee, and secure that prized position, assembling an impressive collection of my work, together with letters of recommendation from numerous well-qualified fellow citizens.

Needless to say (since it concludes this dismal list), like my home country and the woman with whom I’d hoped to share my home, my hometown turned its back on me.

With this kind of life history, it is surely no wonder that many of my epigrams bemoan this theme – such as number 488: “ YOU MEET ALL MY REQUIREMENTS FOR TOTAL REJECTION.” •MJ

On The Record (Continued from page 6) have a playbook for everyone to refer to and get it right. As we work our way through this process, we are listening to the community and making adjustments. We have just made some significant changes to the ordinance and we will come back in several months with some additional amendments. The changes we have made so far are adding more clarifications.

Can you elaborate on that?

Sure. Because we are taxing cannabis grows based on gross receipts, this relies on operators actually reporting their gross receipts. There were some misunderstandings, such as operators who were still setting up and didn’t have receipts yet who thought they didn’t have to report. We have made that clear that they must report whether they have zero gross receipts or not. The sheriff’s office spent time making changes to the requirements for employee background checks and making sure all employees had proper identification.

But the most significant change we made was to require that operators who are getting their land use permits and business licenses have their site plans and security plans in place for their actual locations. Applicants must have an approved premise diagram, a site plan approved by planning and development and a site security plan approved by the sheriff’s office. Those are critical pieces for us because they show where the operations occur on the property and how they are secured. That’s going to make things run a lot more smoothly and ensure that what applicants say they are going to do is what they are going to do. The more we can have quality control through the permitting process the better off we’ll all be.

What exactly is the County’s cannabis plan? How has it evolved since voters favored Prop. 64 and recreational use legalization in 2016?

As I said, the plan is to take this industry that is legal and put the proper ordinances and codes in place so that it can operate successfully in our county.

We have put in place caps on acreage. There are two caps. In the Carpinteria agricultural overlay district, it’s 186 acres and in the remaining unincorporated area of the county, the total cap on acreage is 1,575 acres. We need to allow the industry to operate successfully but also be able to identify when it’s not doing so and root out those operators who are not following the rules. My goal is to make this work for everyone.

How is the County’s cannabis plan compatible with the major economic interests already embedded here: tourism, agriculture, wine growing, and tasting?

I think the County takes seriously all economic interests. There are major changes happening in the county relating to cannabis. We are working through it case by case. I know that there was a major grow approved for the Santa Rita Hills area that has been appealed, and that process needs to be followed on a case-by-case basis. I think studies are being done on both sides, and while outdoor grows are tricky when it comes to odor and there are studies on both sides of that coin, odor control technology is constantly changing, and we are taking a look at all this. Most operators want to be good neighbors, and we’re working on weeding out the ones who aren’t.

What can you say about the ongoing concerns in Carpinteria over odor and other nuisance issues, especially along Foothill Road and Santa Claus Lane?

Well, that is the area where we are receiving most of our complaints. Back on December 15, we did our first quarterly report for this fiscal year and we received 112 cannabis odor complaints in Carpinteria during that period. We are aware that’s a hot spot for odor. Anyone who drives through there can smell cannabis. Almost all of those odor complaints originate from unpermitted, non-conforming grows. We are working with all of those grows to get them through the licensing process. Once they are through the process, then we have the ability to enforce it.

How much money is the cannabis industry currently bringing to Santa Barbara County per year?

In the 2018 to 2019 fiscal year, we brought $6.8 million to our general fund.

In 2019 to 2020, that number was $12.2 million. In our first quarterly report for 2021, which was July thru September, we brought in $4.2 million. During the second quarter, it looks like that number will be $2.5 million. Typically, the numbers for the second and third quarters tend to drop a little bit because of the seasonal variation of the grows. But our projection for this year is a total of $16 million.

So in other words, cannabis has become the second largest generator of funds in Santa Barbara County’s general fund, after property taxes. That is the good news part of this whole thing. That money gets used to go into staffing for cannabis enforcement and helps us do this right. So far, despite some problems that we’re working on, I think the county is doing a good job and I really believe in my team.

Montecito Family YMCA Launches Annual Fundraising Campaign

At 6 pm on February 17, Montecito’s beloved YMCA officially launched its annual fundraising campaign in an effort to help ensure that everyone in southern Santa Barbara County has access to community programs and resources that support youth development, healthy living, social responsibility, and struggling families. This year, the YMCA hopes to raise $120,000 to support childcare for essential workers, YMCA-licensed preschool, after-school care, COVID-19 safe health and wellness activities, and ongoing YMCA initiatives like 3rd Grade Learn to Swim.

“The recent pandemic has affected all of Santa Barbara County,” said Mike Yamasaki, Montecito Family YMCA’s executive director. “Countless people have come to rely on the support and services of our organization. While other businesses and services were shutting down or closing, the Y opened their doors even wider. We’re constantly responding to the ever-changing needs of our community.”

As one of the sectors allowed to operate, and thanks to the fact that the gym was able to move much of its equipment outdoors, the YMCA and its pool have remained open throughout California’s seemingly interminable stay-at-home order. It has also developed a virtual exercise platform for members.

Did You Know That the 101 Freeway Widening Project Has an Aquatic Resource Biologist?

In this, the Journal’s third profile of the people who work behind the scenes in the biggest infrastructure project to hit Montecito in recent memory, we meet Sarah Sandstrom, Caltrans’ aquatic resource manager. According to Tim Gubbins, Caltrans District 5 Director, Sandstrom is a key player in the agency’s effort to protect the environment as it widens the 101 freeway. “Sarah is a highly educated and trained biologist,” Gubbins said. “She is a valued member of our biologist team and focuses her skills on helping our project meet high environmental standards and improve wetland and habitat areas as part of this larger congestion-relief project. Our construction projects benefit the larger community in many ways, and our work on improving wetlands and habitat areas near the freeway is important for all of us.”

What is your basic job description, and what is your key role in the Highway 101: Carpinteria to Santa Barbara project?

I’m an Aquatic Resource Biologist. Together with a team of other biologists, I help ensure that the project meets our environmental commitments and minimizes impacts to natural resources to the maximum extent possible.

Can you tell us a bit about your background and other projects you’ve worked on in the past?

I joined Caltrans in 2019 after working for a private consulting company in the Seattle area for the past decade. I have also worked for the California Department of Fish and Game (before it became the Department of Fish and Wildlife), the National Marine Fisheries Service, and the University of California Davis. I hold a master’s degree in Aquatic and Fisheries Sciences and a certificate in Wetland Science and Management.

So far, I’ve worked on a range of projects, including estuarine, floodplain, and stream restoration, shoreline and natural resource planning, and environmental permitting for a range of residential to large municipal infrastructure projects.

Now, I am working on all segments of the Highway 101 project, as well as projects throughout the Caltrans Central Coast District that involve environmental permits.

Can you explain a bit about your work so far on the Highway 101: Carpinteria to Santa Barbara project?

I joined the project on my first day at Caltrans when we were preparing the permit application package for the first segment of the project in Carpinteria.

This process is important because it ensures that we identify potential environmental impacts and then figure out ways to avoid and minimize them. On this large project, we are focusing native restoration in concentrated areas to encourage self-sustaining natural communities that support wildlife habitat and improve water quality with better filtration and shade.

To you, what is the most exciting work going on in the project?

One area that I am particularly excited about is in the Summerland area at Greenwell Creek. This area is currently overrun with non-native, invasive species, and the project is going to restore nearly an acre of stream and riparian habitat. The project will include inset floodplain benches and bio-engineered willow brush-mattressing to help the creek manage high water flows.

I’m excited to see this area transform into functional native habitat in the upcoming years.

What do you think most Montecitans don’t know about the project?

Most of the public is probably not aware of the extensive environmental and biological protection efforts that go into this type of a highway project. Environmental studies for the project began more than a decade ago.

We have a team of biologists that study the area extensively, conduct field surveys for sensitive species prior to and during construction, and monitor all vegetation clearing and grading to ensure that waters, wetlands, and riparian areas are protected. We are part of the team for the entire construction build. Then, we will monitor restored areas for at least five years after the project is completed to ensure that these areas are set up for long-term success.

February 8, 2021 SUBJECT: Request for Qualifications Aviation Planning Services for Santa Barbara Airport Taxiway H Extension Project Environmental Assessment Introduction The City of Santa Barbara (City) is requesting Statements of Qualifications from aviation planning and consulting firms to provide professional services needed to prepare both a Draft and Final Environmental Assessment (EA) on the proposed Taxiway H Extension Project (Project) at the Santa Barbara Airport (Airport).

The successful Consultant shall complete planning and environmental services necessary to provide Santa Barbara Airport (SBA) with a Draft and Final Environmental Assessment (EA) for its proposed Taxiway H Extension Project (Proposed Action).

The successful Consultant needs to prepare an Environmental Assessment (EA) pursuant to the requirements of Section 102(2)(c) of the National Environmental Policy Act (NEPA) of 1969 (Public Law 91-190, 42 United States Code [USC] 4321 et. seq.) as outlined in Title 40 Code of Federal Regulations (CFR) 1500-1508 on the proposed Project. The format and subject matter included within the EA must conform to the requirements and standards set forth by the Federal Aviation Administration (FAA) as contained principally in FAA Order 5050.4B, National Environmental Policy Act (NEPA) Implementing Instructions for Airport Action and FAA Order 1050.1F, Environmental Impacts: Policies and Procedures. In addition, FAA’s interim policy regarding EA page limits is applicable (see www.transportation.gov/transportation-policy/permittingcenter/interim-policy-page-limits-nepa-documents-and-focused). The FAA is the Lead Agency in the NEPA process through its Los Angeles Airports District Office.

This Project is funded by the FAA. As such, there is Federal language that is required in this solicitation. That language can be found in this document as Attachment A, Federal Solicitation Provisions.

Services to be Provided by Consultant Preliminary Draft EA and Coordination Section 106 and Section 7 Per FAA Grant 3-06-0235-057-2019, both Section 106 (National Historic Preservation Act) and Section 7 (Endangered Species Act) studies have been commenced by the Santa Barbara Airport. The successful Consultant (Consultant) will coordinate with the City’s Cultural Resources Consultant, Applied Earthworks, to discuss the completion of the cultural resources survey report, its recommendations, and its submittal to the City of Santa Barbara Historic Landmarks Committee (HLC) and FAA. Upon receipt of the Draft Cultural Resources Survey Report, the Consultant will review and discuss any comments with Applied Earthworks. Once the Draft Report has been accepted by the Consultant on behalf of the Airport, it will be transmitted to FAA for its use in its Section 106 responsibilities The successful Consultant will also coordinate with Kimley-Horn and Associates (KHA) (Project Engineer) and its biological sub consultant, Kevin Merk Associates, to discuss the completion of two Draft Biological Assessments (BAs), their recommendations, and their submittal to the FAA. Upon receipt of the BAs, the Consultant will review and discuss any comments with Kevin Merk Associates. Once the Draft BAs have been accepted by the Consultant on behalf of the Airport, they will be transmitted to the FAA for its use in its Section 7 responsibilities.

Preliminary Draft Submittal Upon receipt of the Final Cultural Resources Survey Report and the BAs, the findings will be incorporated into the Preliminary Draft Environmental Assessment (PDEA). The full PDEA will be prepared for electronic submittal, first to the Airport Sponsor for review and concurrence, and then to the assigned FAA Environmental Protection Specialist. Based on recent legislation and FAA policy, the PDEA should be no more than 75 pages, excluding exhibits, tables, and appendices. This task includes full preparation of the PDEA including teleconferences with the Airport Sponsor and/or City of Santa Barbara Planning staff, as needed, to go over internal team questions and/or comments. Elements of content for inclusion will be, at a minimum: • • • • • • • •

Proposed Action Purpose and Need Alternatives Analysis Affected Environment Environmental Consequences Relevant Discipline Documents (ex. Wetland/storm water, cultural, archaeological surveys) Mitigation (if determined necessary) Noise Analysis

Preliminary Draft EA Revisions and Release for Public Review Following FAA review of the PDEA, the Consultant shall incorporate comments made by the FAA into the environmental document. Electronic copies of the chapters containing the revisions shall be forwarded to the Airport Sponsor and the FAA for concurrence. An anticipated second round of revisions to the PDEA, based on additional review and comments by the FAA, shall be included in this Scope of Work.

Final comments made on the PDEA will be incorporated into the environmental document and a “check” version of the Draft EA shall be submitted electronically to the Airport Sponsor and the FAA for concurrence. Once the Airport Sponsor receives the FAA authorization to print the Draft EA, up to eight printed copies and two USB drives containing the Draft EA in Adobe PDF format will be prepared. The FAA will be provided one of the printed copies of the Draft EA and one USB drive. The Airport will posts links to the EA via the Airport’s website, which will be provided to all other agencies needing review copies of the Draft EA. A Notice of Availability (NOA) of a Draft EA will be prepared by the Consultant for submittal by the Airport Sponsor to the FAA for review and concurrence. The NOA will notify agencies and the public of the availability of the Draft EA and will allow for a 30-day agency and public comment period. The Consultant shall determine an appropriate distribution list. For example, agencies and quasi-agencies with an interest in the Airport may request notification of all airport-related projects. The Draft NOA will be prepared for the Airport to print on Airport letterhead and emailed or mailed to the agencies and stakeholders on the NOA list.

Preparation of Final EA Following the conclusion of the Draft EA’s agency and public review period, all comments that were received will be reviewed by the Consultant and the Airport Sponsor. The Consultant shall prepare responses to address all substantive comments concerning the Draft EA. These will be submitted to the Airport Sponsor for internal review prior to submittal to the FAA for review and concurrence. Revisions requested by the FAA to the responses to comment are included in this task.

After comments received from agencies and the public have been reviewed, the EA will be revised, as needed. The Final EA will include an appendix containing an affidavit of publication of NOA, a copy of the NOA, and copies of all comments received during the agency and public comment period. The appendix will include responses to all substantive comments as outlined above.

A Preliminary Final EA will be submitted to the Airport Sponsor for review and comment, followed by an Airport Sponsor submittal to the FAA. Upon receipt of any additional FAA comments, a revised Preliminary Final EA will be prepared and submitted to the FAA for concurrence with the final revisions.

Before printing the Final EA, the Airport Sponsor and the FAA will be provided with a “check copy” of the Final EA in Adobe PDF format. Once the Airport Sponsor receives approval to print the Final EA from the FAA, up to eight printed copies and two USB drives containing the Final EA will be prepared. The FAA will be provided two of the printed copies and one of the USB drives for their files. Links to the Final EA via the City or Airport website will be provided to all other agencies requesting copies of the Final EA. A Notice of Availability of the Final EA and an announcement of a Finding of No Significant Impact (FONSI) or other FAA decision, as applicable, will be prepared by Consultant once the Final EA has been approved by FAA. This NOA will notify the public (and other agencies and stakeholders previously notified regarding the Draft EA) of the availability of the Final EA and the FAA’s decision and this will be submitted to the Airport Sponsor for publication in an appropriate newspaper.

Services to be Provided by City The services to be provided by the City shall include, but not necessarily be limited to, the following: • Kimley Horn, on behalf of the City of Santa Barbara has already prepared the Taxiway H Extension Project Alternative Analysis Report (dated August 23, 2019). This report is incorporated into this RFQ as Attachment B. • The City is currently preparing both the Section 106 (National Historic Preservation Act) and Section 7 (Endangered Species Act) studies. Each of these studies will be made available to the successful Consultant for incorporation into the Draft and Final EA. • Posting the Preliminary Draft EA and Final EA link(s) on appropriate website(s) and for placing the Draft EA in public viewing areas and NOA of the Final EA and issuance of the FONSI for publication in an appropriate newspaper.

• Coordination between Consultant and the FAA through the Los Angeles Airports District Office.

• Coordination between the Section 106 and Section 7 consultants.

According to Darcel Elliott with First District Supervisor Das Williams’ office, a new appointment to the Commission will be made in March, in time for the March 17 Montecito Planning Commission Hearing. Supervisor Williams is in the process of considering both new applications as well as considering from a pool of applicants from previous MPC vacancies. Supervisor Williams also made his annual appointments to Montecito Board of Architectural Review (MBAR) in January; Claire Gottsdanker, Sam Maphis, and Don Sharpe were reappointed to the Board.

Both the MBAR and MPC are still going strong after nearly 18 years since their inception in 2003. Both governmental bodies were formed after an attempt to annex Montecito as its own city failed; at the time, Montecito land use issues were heard by the Santa Barbara County Planning Commission, and many Montecito residents felt our community would be better served with a separate planning commission and architectural review board solely for Montecito.

Bob Meghreblian, who passed away in 2018, and several other instrumental Montecito residents formed a group to look into the idea, and after consulting with then First District Supervisor Naomi Schwartz and her staff, the Board of Supervisors granted approval for a Montecito Planning Commission and Montecito Board of Architectural Review for just a two-year trial period.

The two entities have no doubt shaped and protected the “village feel” of Montecito, ensuring projects and builders adhere to the Montecito Community Plan.

San Ysidro Bridge Ribbon Cutting

Last Thursday, February 11, several community leaders and nearby residents came out to a small ribbon cutting ceremony to mark the opening of the new bridge across San Ysidro Creek at East Mountain Drive. Public Works Director Scott McGolpin, First District Supervisor Das Williams, Public Works Deputy Directors Julie Hagen and Chris Sneddon, Bucket Brigade co-founder Abe Powell, Montecito Trails Foundation president Ashlee Mayfield, and several others were in attendance.

The bridge, which was and will continue to be used primarily as a bicycle and pedestrian access, was a well-used connection between the San Ysidro Ranch and the San Ysidro Trailhead before being washed away on the morning of January 9, 2018. This was the second time the bridge had been destroyed by debris flow; the first time was in 1964, following the Coyote Fire. “Our hope is that the third time will be the charm for this bridge and this community,” McGolpin said.

The bridge, which sits 1/4 mile below the San Ysidro Debris Basin, was built higher and with better materials, McGolpin explained. It provides better pedestrian and bicycle safety, with higher guard rails. The 75-footlong structure will be closed to vehicular traffic except during emergencies, when first responders will have access.

Neighbors John and Teri Keating, whose property is just east of the bridge, were also in attendance at the ribbon cutting. McGolpin thanked the Keatings and several other neighbors for their patience during the construction project. John Keating was asked to give a brief account of their experience on the morning of

Montecito Community Leader Dan Eidelson Dies

I

f you’ve spent any time in Montecito, it’s a good bet Dan Eidelson’s community involvement efforts touched you. The long-time Montecito resident and prominent community leader died peacefully at his home on January 10, 2021 of non-COVID related causes. He was 89 years old.

During his 35 years residing in Montecito, Eidelson was repeatedly drafted for local leadership roles. He served as president of various local organizations including the Montecito Association, Montecito Community Foundation, Montecito Sanitary District, and served as chair of the Santa Barbara County Montecito Planning Commission. He was elected to the boards of the Montecito Fire Protection District, the Fire District Associations of California, Citizens Advisory Board of the Air Quality Management District, and was co-chair of the Santa Barbara Fire Safe Council. He chaired Santa Barbara County’s Redevelopment Commission and the Vector Control Board. In 2003 he was selected as Montecito’s Citizen of the Year and several years later he was chosen to be the Village Fourth’s Grand Marshal, honoring the many years he had served as the parade’s judge.

Eidelson volunteered for many nonprofit organizations including Casa del Herrero, CALM, Transition House, Montecito Emergency Response & Recovery Group (MERRAG), and the Santa Barbara Food Bank. He also coached Santa Barbara students competing in the Math Super Bowl. During his board term at the Rape Crisis Center, he developed a video interview system used by the District Attorney in rape and child molestation cases.

A native Californian, Eidelson was born in Orange County in 1931. He grew up at a time when Orange County was dominated by agriculture and he never lost his love of California’s hallmark orange groves. Visitors to his Montecito home were drawn to his personal orange orchard – a nostalgic touchstone to his childhood. He tended it with pride, sharing the crop with neighbors and personally escorting visitors and family on guided golf cart tours through the citrus trees.

In the orchard or in the community, Eidelson loved working with his hands.

He was drawn to machinery, treasuring his tools and classic Corvette. When he saw a need, he would take action – picking up a spade or hammer to beautify some of Montecito’s public spots. He built the deck behind Montecito’s library and more than once expertly wielded a chainsaw to remove dangerous fallen limbs off Montecito’s roads.

Eidelson graduated from Cal Poly in San Luis Obispo. Following college, he worked at UC Riverside in agricultural citrus research. Finding research work isolating, he changed course and embarked on a 35-year teaching career.

His first assignment was at La Habra High School where he taught chemistry, physics, and math. After earning a Master of Natural Science from Arizona State University, he joined the faculty at Fullerton College and was named chair of their Physical Science Department. He also served two terms on the Yorba Linda School District’s school board, where he resided with his family.

In 1986, Eidelson and his wife, Anita, came to Santa Barbara to visit their son. Finding a less-developed California preserved in Montecito, the Eidelsons decided to make it their home. Quickly Eidelson became involved in the Montecito Association, who he credited with protecting Montecito’s semi-rural ambiance. His long involvement with the Association included being elected to two terms as president, serving 12 years on their land use committee and being active in their Beautification Committee. “If you don’t think the Association does anything, just look at your property values,” he said at his 2002 Montecito Citizen of the Year award and installation to the MA Honorary Board.

Eidelson’s government-relations effectiveness was based on his belief that a solid community advocacy case for county services could best be made if the community knew their tax contributions. To strengthen his position, he annually published a community audit that calculated the assessed value of Montecito’s land and itemized how those tax dollars benefitted both the county and the community.

Eidelson was also known as a skilled politician. Articulate, as well as savvy, he could take pen in hand, crafting advocacy letters when he thought his opinion could count. With his proficient and experienced activism toolkit – often cloaked by his wry sense of humor – political disputes became agreements – and almost always went his way!

In 2002 he had an instrumental role in the formation of the Montecito Planning Commission and the Montecito Board of Architectural Review. He relentlessly walked the county halls until he gained a commitment from the county supervisors to authorize two special county review boards dedicated

January 9, 2018. The Keatings had set an alarm for 3:30 am that morning, in order to check the drainage during the storm that was predicted to bring significant rain to Montecito. At 3:45 am the Keating home was destroyed by a series of fiery explosions when a boulder in the creek bed ruptured a gas line near their home. The couple both suffered severe burns; Teri broke both feet while jumping out of a two-story window. John thanked the first responders who saved their lives that morning, including Montecito Fire Protection District Wildland Fire Specialist Maeve Juarez, who gave Teri the clothing off her back before summoning an emergency helicopter to airlift them to safety.

The Keatings are in the process of rebuilding their home, and say the new bridge is a sign of hope during the rebuilding process.

The $285,000 bridge was paid for with Southern California Edison settlement funds and constructed by Peter Lapidus Construction, a local vendor.

County Public Works will proceed with additional projects as part of the Thomas Fire and 1/9 Debris Flow recovery. Work is in progress on the Hot Springs Shoulder Improvement project, which includes improving walking shoulders from the Santa Barbara City Limits to Middle Road, that will increase connectivity and enhance recent work by the Santa Barbara Bucket Brigade and Montecito Trails Foundation. Other projects scheduled for 2021 include the Hot Springs Triangle, and the Sheffield Drive Bridge at Ortega Hill Road and North Jameson Lane.

•MJ to Montecito’s land development. Eidelson championed dozens of projects through Montecito’s arduous approval-process including the San Ysidro walking path, a bike path along the top of the Butterfly Beach bluff, and the removal of telephone poles along a portion of East Valley Road.

Eidelson used his past teaching skills and local experience to mentor many of Montecito’s most accomplished leaders, coaching them toward leadership in civic and public service. At least a half a dozen Montecito Association presidents were of his making and rarely did anyone get seated on the Montecito Planning Commission without Dan’s blessing.

While not employed during his residency in Montecito – few people ever toiled as hard Dan Eidelson! He found a way to be fully devoted to his family, his home, his garden – while also being immensely effective in meeting volunteer and community needs. His energy-dexterity was appreciated by his family, friends, and community.

Reflecting on his long friendship with Eidelson, Congressman Salud Carbajal said, “Dan Eidelson had a great impact on the County of Santa Barbara, the community of Montecito – and me. As First District Supervisor, I had the pleasure of often working with Dan for the betterment of the County. I considered him a trusted advisor and appointed him to a number of County commissions and blue-ribbon task forces. I could always rely on his work to be sensible, rational, and wise. Simply put, he left things better than when he found them.

It was an honor to know him and to call him my friend. I send my deepest condolences to his family and friends. He will be greatly missed.”

Dan was predeceased by, Anita, his wife of 66 years, and his youngest son, Jon. He leaves behind two children, 12 grandchildren, and 14 great grandchildren. He will be interred beside his wife at a private service in Santa Barbara. Remembrances in his name may be sent to Casa del Herrero, 1387 East Valley Road.

Moreover, the argument for a COVID Czar would seem to be a no-brainer as we find ourselves in the Age of Pandemics with virus mutations already happening and variants projected for years to come.

SB’s Director of Public Health is responsible for all county Health Care Centers, community health from tobacco to drug prevention, routine vaccinations, Environmental Health, water quality, animal control issues, and a wide panoply of regulatory programs. Likewise, for the Health Care Officer. The department employs over 500 people. In other words, it’s a huge portfolio – without COVID. Battling COVID and future pandemics is a full-time job. We need our own Dr. Fauci.

I am a physician and surgeon in SB, and I am appalled how vaccination in our community is handled. Physicians and healthcare providers were the first to be vaccinated, then the 75 and older and now in the next tier 65 and older along with agriculture, teacher, bankers, and homeless (to look good).

How can you explain to me that husbands and wives, family of healthcare providers, are in the bottom list, while every single day they are exposed (thanks to their significant other) to the same risk as the provider itself? As usual the shoemaker son has the worst shoes... we know that the vaccine does not prevent transmission 100%, as physicians and healthcare workers are busy taking care of people, they are not good at advocating for their family, I called Cottage where I work and was told “Farida, we follow the County recommendations and don’t want to be looked at as making favoritism...” So let’s keep putting our family at risk, as they are not politically worth to be protected. Thanks.

What a Waste

I admire the restraint of writer Jeff Kerns in his “One Size Fits All” letter of February 11-18 issue of Montecito Journal. His discussion of intents and plans by the “group” (the Committee for Water Preservation), which has taken over both the boards for Montecito Sanitary District and Montecito Water District with Bob Hazard as cheerleader, consisted of polite questions leading to his ultimate request that the conjoined districts please name the problem they plan to solve by joining the districts.

ly different business and technology from Water handling. To join them in one board is like putting dairy cow farmers with soybean growers to discuss how best to build an electric car.

For years Heal the Ocean participated in discussions with the “Committee” as well as both Montecito Water and Montecito Sanitary districts (MWD & MSD) and expressed our concerns.

We have begged the districts to join hands in their individual capacities to produce recycled water from the MSD plant. We have met and argued with the “Committee” both privately and publicly about their array of plans – which now, as then, border on the asinine.

The idea of consolidating five Wastewater Treatment Plants between Goleta and Carpinteria into one or two centralized plants, or sending wastewater miles down the coast to Carpinteria Sanitary District, have it treated there and then injected into the Carpinteria groundwater basin, then pumped out and piped back to users up the coast is wildly and physically impossible. The terrain is up and down, requiring an enormous amount of pumps and pumping (sanitary districts prefer gravity flow, because machinery requires WAY more maintenance, so as not to fail). A larger point regarding miles of pipe between here and there is best explained by example: during Heal the Ocean’s 15-year project to connect Rincon and neighboring houses on the Santa Barbara south coast for seven miles, we ran into a hard, impenetrable wall with Caltrans for one short pipe to be placed alongside a frontage road paralleling the freeway. We worked that one out with help from then-Assemblyman Das Williams.

But miles of pipe from Montecito to Carpinteria and back? Or Goleta to anywhere? Not a chance.

This group is wasting ratepayer money by conversations and studies that can go nowhere. They should have left well enough alone, especially since MSD workers are topnotch technicians (who were in fact called by frantic customers for help with their MWD water pipes during the horrendous mudslide of January 2018). MWD of course would love to have the MSD expert manpower as well as its plant. MSD’s healthy bank account, as well as the recycled water it can make, shouldn’t go to water the enormous lawns of the Cemetery, it should instead be diverted uphill to water the golf courses and big lawns of Committee members.

Many thanks to the Journal for publishing Tom Farr’s Science column. I greatly enjoyed his Mars and Jupiter essays and hope he’ll be commenting later this month when NASA’s “Perseverance” rover (and its nifty little helicopter “Ingenuity”) touch down on the Martian surface. The American public seems to take for granted the miracles of space exploration. We need to be reminded of the incredible technology and expertise at work.

Required Viewing

I recently watched Kiss The Ground (Netflix), the amazing documentary about how regenerative farming can draw down the damaging carbon dioxide in the atmosphere and essentially begin to reverse global warming.

Regenerative farming is truly and quickly “scalable upward” in order to have a measurable global effect.

Think big. Think “reversal” in 10-20 years.

I’d love to see our local papers showcase some stories about how farmers in our tri-counties area (and beyond) have taken this important and urgent film to heart and are currently making changes to emulate it.

All it would take is... almost nothing.

American “factory” farmers can easily adopt a few inexpensive changes.

Some are downright free.

We all need more education on regenerative farming. It can help revive our planet and decrease global

I’d also like to see Kiss The Ground become a required film to show in schools. It is that crucial.

So, how about some stories on this concept in the coming year? Anyone?

It would be great to see pieces about how the U.S. (and other countries) are adopting regenerative practices.

Human ingenuity and innovation are there for the taking.

We all need to see the “big picture” in order to care, and to encourage farmers everywhere to make this very simple yet massive difference.

Maybe the new Administration can also step up and send the message as well, and support this mode of food production by offering subsidies for regenerative farming, rather than paying farms to “lie in fallow” for decades.

Regenerative farming doesn’t take nearly as long, it replenishes the soil and cleans the atmosphere.

This will encourage a shifting away from the old, damaging paradigm of pesticides, herbicides, mono-cropping, and over-tilling.

Sorry not sorry, Monsanto.

Did you know that fertile soil has its own fragile “bacterial communication network,” similar to the human / mammalian micro-biome?

Kiss The Ground turned my despair into hope.

Parking Discrimination

As a chronically ill senior citizen, for many years I have walked in the dry sand at Leadbetter Beach for cardio-vascular exercise, because walking in the dry sand is much easier on my arthritic joints than walking on hard surfaces. For many years, I have also purchased an annual waterfront parking permit so that I can park my VW van as close to the sand as possible.

This year, the City of Santa Barbara will not allow me to purchase an annual waterfront parking permit because my van contains a bed, a sink, and a pop-top, all of which were built into the van when I obtained it in 1969.

As I discovered when I moved into my current apartment, the City Parking Department requires verification of a residential address in order to receive an on-street parking permit.

The City could use the same residential verification for a waterfront parking permit for vehicles like mine.

As it now stands, I am very disappointed that the City is essentially discriminating against me, and other residents like me, because of the vehicles that we drive.

The Whine Club

was going to be the “Cool Mom.” The “Let’s Play Hooky and Eat Ice Cream For Dinner Mom.” Or at least that was the plan.

The cruel reality came crashing down during the COVID pandemic when, against my will, I blurted out to my children the words feared by parents and kids alike: “Because I said so!”

When I was young, I swore I would never be this autocratic. I would listen to my children’s point of view. I would remember what it was like as a kid to want more freedom or to be left alone. But, at some point during the last thirty-plus years, I became my mother.

This got me thinking that there are two separate worlds: the one in my head in which I organize meal plans and definitely don’t get angry with my son but always listen with love. Then there’s the real world in which I forget to buy key ingredients for pizza and instead order one for dinner. The world in which I lose my patience with my teenage son and forget that early adolescence is the time when your kids strive for independence only to find loneliness in their solitude. This doesn’t help at all when he’s in the throes of full-blown rebellion because he can’t have his phone during Zoom class even though that’s been the rule for almost a year.

Because this story plays out generation after generation, I wondered if it’s ingrained in our DNA. Did Neanderthal teenagers rebel against their parents only to be sent to their caves for grunting back disrespectfully? If so, what purpose does this dynamic serve? Is it to teach our children to advocate for themselves? Is it a way for them to separate from parents in preparation for leaving the nest?

Did Neanderthal teens rebel against their parents only to be sent to their caves for grunting back disrespectfully?

Before COVID hit I had the idea to start a monthly Whine Club, a place where moms could come together and vent. Parents often feel alone in their struggles only to find that others are experiencing the same type of turmoil. This was never clearer to me than when I spoke to my sister the other day. I was whining about my son and asked for her advice. Since she’s raised five amazing children who are now adults, she is my go-to resource.

She is five years older than me and got married when she was 21. Our age gap at one time was significant. When I was picking out my prom dress, she was nursing her first child. To an observer, it seemed as if her life was full yet smooth. She and my brother-in-law appeared to seamlessly juggle two full-time businesses while being 110% involved in their kids’ sports, academics, and hobbies. My preconceptions about their seemingly easy lives shattered when she shared some of the challenges they experienced with their eldest daughter. The arguments, the outbursts of anger, the spiteful words and slammed doors. Check.

Check. And Check. I was speechless. Since her kids are now lovely and well-adjusted human beings, I listened closely as she shared some sage parenting advice.

The biggest takeaway from our talk was that our job as parents is to just hold the line. By being steadfast and true, we can create bumpers for our children while making sure they know that we love them – no matter what. You can say you hate me; I will still love you. You can slam the door in my face; I will still be here. You can tell me that I don’t understand, and you may be right. But I am your Mom first and foremost.

In fact, somewhere inside of me is a 13-year-old girl who gets it.

Maybe that’s why these roles keep repeating themselves throughout the history of mankind. Maybe it’s because we’ve also lived through being teenagers and, on some level, understand the need for lines to be drawn, knowing that when given the chance we don’t always make the best choices.

But who knows the reason for all of this drama? For now, just come here and let me hug you.

Because I said so.

KITCHEN MEMORIES COME HOME

few nights ago, I woke up and couldn’t fall back asleep. Instead of counting sheep, I counted the number of great meals my family enjoyed at our old home in Long Beach’s historic Bluff Park neighborhood.

My husband, Nick, and I recently put our Long Beach home on the market, thinking it might take a while to sell and there would be a slim chance we might change our minds. We loved the two-story 1911 craftsman home we had carefully restored over the past decade. Within a week we had two offers. When we came to the realization that the home of our dreams could also be the home of someone else’s dreams, we A cedar-plank smoked salmon with akvavit decided it was time to let go and officially plant our roots in our new community.

Besides the sleeper porch, which overlooks a robust 50-year-old fig tree and a perfectly rectangular box shrub-lined backyard with a tiny rose garden, my favorite place to spend time was the kitchen. It was small, with some original cabinetry, a builtin ironing board, a basement (that we had hoped to – but never got to – turn into a wine cellar), and a sunfilled breakfast nook and a picture window view into the yard.

Silver Palate Cookbook and Essentials of Classic Italian It was a small but mighty kitchen, Cooking provide endless inspiration so small that there was little room for a refrigerator so we put it in the pantry closet and turned the small utility room under the stairwell into a pantry.

In those early years I spent a lot of time curled up in that nook, reading cookbooks and recipes. One of my favorites was The Silver Palate Cookbook, which introduced me to the concept of entertaining friends with great recipes. My favorite from that volume is the Crudité Platter, prepared with a lemon aioli for dipping which is served inside an arti- Baked cod with leeks and cherry tomatoes is still choke. The miniature quiches, cheese sticks, a family favorite and sausage-stuffed mushrooms were equally satisfying. In the summer months I brought figs in from the tree and baked them with blue cheese and finished them with a balsamic reduction.

As the years pressed on, the kitchen became the center of our universe.

Some of our best family meals were cooked on our conventional Kitchen Aid stovetop and oven, especially on weekends: The astonishing soufflés and sausage and egg stratas; the perennial Swedish pancakes on Sundays, cooked on the griddle and then sprinkled with powdered sugar and served with a lemon wedge. My son’s grade-school cheese pizza project.

Nick discovered his inner chef. His garlicky chimichurri on shrimp and tri-tip, cedar-plank smoked salmon with akvavit and cod with leeks and cherry tomatoes, baked and then bronzed in the broiler, continue to be simple and delicious dishes for us.

The slow roasted and spiced lamb shoulder with sumac onion and mint I prepared from a Bon Appetit recipe – with mint from our garden – was pleasurable once I learned how to cook the meat just long enough so that it falls off the bone.

I ventured into Latin cuisine for the first time with a Cuban-style roast pork shoulder marinated in garlic, oregano, cumin, orange juice, and lime juice and then slow cooked to juicy and tender to perfection. I served white rice, black beans slowly simmered with bay leaf, and fried plantains on the side. There were no leftovers.

Once, after reading Marcella Hazan’s Essentials of Classic Italian Cooking, I hosted my Italian relatives for dinner, presenting them with 10-inch-long sardines that had been fried in olive oil, red wine vinegar, thyme, oregano, and bay leaf, marinating in its juices on the stovetop for a few hours before being served. It was delicious, but a bit awkward after I realized I hadn’t deboned the fish. Sardines are notoriously boney. I’ve since learned how to filet fish.

In winter and mid-summer, it was a long-standing tradition to get together with our good friends and cook a special dish. Debbie (a former colleague at California Apparel News), her husband, John (a reporter for Bloomberg), Paul (then theater critic and wine writer for The

Orange County Register), and his wife, Anne (a food writer at the Register) would arrive at around 6 pm and we would congregate in the kitchen. Anne and Paul usually appeared with a cooler stocked with various libations for our cocktail hour. Anne introduced us to a tarragon-gin lemonade that remains on our aperitif list.

One of our favorite dishes to prepare together was paella. Anne found a recipe and it just stuck. The risotto-like rice with saffron threads, chunks of chicken, spicy chorizo, shrimp, clams, and mussels are a sight to behold in a circular pan. However, the key ingredient is the sofrito: fresh tomatoes, garlic, onions, bay leaf, thyme, and capsicum peppers finely diced.

As roux is to a savory gumbo, sofrito is the key ingredient to a perfectly executed paella. It is best prepared several hours earlier or the day before.

I purchased a steel paella pan from Sur La Table ($49.95) as well as Matiz Valencia bomba rice ($10) and Spanish saffron ($13.95). The rest of the ingredients we bought at our local grocery store and farmers market.

Paella is surprisingly simple to prepare. You just put it in the pan and let it cook. “You’ll be tempted to stir it, but don’t. It cooks thoroughly in the pan,” Anne told me when I volunteered to prepare it for a dinner party.

Served with grilled bread and a glass of crisp Albariño, there is nothing more satisfying than the memory of the six of us feasting on paella in the backyard under the glorious old fig tree.

We may not be able to take our house with us to Santa Barbara, but we can take the recipes and the memories that will make our new kitchen feel like home.

CHORIZO AND SEAFOOD PAELLA

RECIPE BY CHEF GERARD RODRIGUEZ BOHEMIAN SPANISH RESTAURANT IN MELBOURNE

FOR THE SOFRITO: 8 ½ tablespoons of olive oil 2 white onions, finely diced 2 garlic cloves, thinly sliced 4 bay leaves One bunch of thyme

4 large red capsicums, seeded and finely diced 4 ripe tomatoes, peeled, seeded, cored and diced

PREPARATION: Make sure all your ingredients are finely diced, then put in your paella pan and softly fry (or “sofrito”) over a very low heat. The whole process should take around an hour or more. The mixture will gradually turn into a jammy, darker colored paste. Once it has darkened, take off the heat, let it cool and store in a container.

FOR THE PAELLA: 3 cups water ¼ tsp Spanish sweet or smoked paprika Pinch saffron threads (Iranian or Spanish) 1 tablespoon olive oil ½ cup semi-cured chorizo, sliced into ¼ inch rounds 2 squid or calamari tubes, sliced into ½ inch rounds

¼ cup sofrito (recipe above) 1 cup bomba rice or marisma rice 3 ounces white wine 8 large green prawns Salt, to taste 16 black mussels 1 roasted capsicum, diced Chopped parsley, to serve Lemon wedges, to serve

PREPARATION: 1. Place a paella pan over a medium heat. Add the olive oil and chorizo and cook for five minutes until it releases some oil and looks crisp. Remove and set aside.

2. Add the sofrito to the pan and cook for five minutes, stirring regularly before adding the squid. Cook for three minutes. Add back the chorizo along with the saffron and then the rice.

3. Stir to make sure the rice is coated in the paprika colored oils, then pour in the wine and cook until evaporated.

Pour in the water, stir, then spread the rice evenly over the base of the pan and bring to the boil. Cook for a few minutes until the rice begins to swell and absorbs some stock.

5. Add the prawns and two pinches of salt. Stir gently for the last time and reduce the heat to a steady simmer. Cook for 3-4 minutes until the rice begins to show as the stock reduces.

6. Add the mussels and continue to cook for 8-10 minutes until the water has been absorbed and the rice is tender.

7. Reduce heat to low and cook for 5 more minutes until a crust, known as a “socarrat,” forms on the bottom of the pan.

8. Sprinkle over the roasted capsicum, remove from the heat, and rest for five minutes.

Garnish with chopped parsley and serve with lemon wedges.

SPARKLING TARRAGON GIN LEMONADE Yield: 6 servings 10 large sprigs tarragon 2 lemons, thinly sliced 2 tablespoons sugar 3/4 cup gin

3/4 cup St-Germain (elderflower liqueur) 1/3 cup fresh lemon juice 1 12-ounce can club soda

PREPARATION: 1. Muddle tarragon sprigs, lemon slices, and sugar in a large pitcher. Add gin, St-Germain, lemon juice, and club soda.

2. Add ice and stir to combine. Serve over ice.
