Originally from Washington, D.C., Penelope first worked in the high-profile world of entertainment for over 10 years. After her role in public relations at the American Film Institute at the Kennedy Center, she was business manager at a noted talent agency in NYC where she negotiated contracts, and prior to that, interpreted the working code at Screen Actors Guild for actors and producers. This initial career move made complete sense, as her upbringing was steeped in fine arts. After all, Penelope’s grandfather was a National Living Treasure of Japan for woodblock printing, and her father was a screen writer who mentored under director John Ford as well as a writer/editor with NASA developing projects for the Apollo space program.

In 1989, Penelope redirected her artistic sensibilities and turned her deep love of buildings, design and architecture into a new career in commercial real estate running a successful midtown executive suite called Corporate Executive Offices. She also handled all facets of sales and marketing for Executive Systems International as executive director. She worked with The Lawrence Group, LLC and as a tenant broker, moved a wide variety of tenants ranging from creative companies to law firms into office and loft space from 65th Street to the Battery. As a Landlord’s Agent, she handled leasing for buildings in Soho and the Flatiron district.

Visiting Shelter Island for the first time in 1995, Penelope immediately fell in love with its simplicity and tranquility, and bought a house there. Two years later, she began selling residential real estate there, and after the events of 9/11 moved out East full time. She has since enjoyed status not only as Rookie of the Year, but as a top producer every year for her exceptional service and results. Penelope also handled two transactions that were each the highest sale on Shelter Island in its history.

Manhattan interior designer Kevin Roberts owns a beach house in the Hamptons with his partner and husband, Timothy Haynes. But when he wants to get away from it all, Mr. O Roberts jumps on the ferry for a five-minute ride from the South Fork to Shelter Island, N.Y., where he owns not one, but two antique homes on Gardiners Creek.

“My house in the Hamptons is kept by 20 minions running around,” said Mr. Roberts, who often meets clients there. On Shelter Island, he reads, gardens and kayaks between his Dutch gambrel cottage and his 19th century farmhouse, on facing sides of the creek. “I like to mow the lawn myself,” he said. “It’s so private and old-fashioned, and it feels so authentic in every way.”

Shelter Island—an 8,000-acre island wedged between Long Island’s North and South Forks that can only be reached by ferry or private plane—draws a moneyed crowd in search of a more laid-back vibe, along with a rich history, good sailing, scant traffic and more attractively priced vacation homes than can be found in the nearby Hamptons.

“Last year, we sold $60 million in real estate on Shelter Island—that was a banner year,” said Penelope Moore, a real-estate agent with Saunders & Associates. “What we are hearing from buyers is that the Hamptons are great, but they are getting too congested—the people that come over here want to be in a quieter place.”

Shelter Island, whose core population of about 2,400 burgeons to 10,000 in season, has been a vacation destination since the 1870s, when a group of clergymen created a summer retreat of gingerbread cottages for Methodist camp meetings. A large hotel was built soon after: Sections of the golf course at the private Gardiner’s Bay Country Club date to 1896.

Many Shelter Islanders have deep roots there—some can trace their family history on the island back to the Colonial period—and are wary of overdevelop-

ment. Concerned by the prospect of a freewheeling Airbnb-style tourist culture, the island’s town board recently passed a measure to regulate short-term rentals, which prevents property owners from renting out their homes more than once in a two-week period.

“You never want to say no, but we also want Shelter Island to stay quiet,” said Craig Wood, Shelter Island town assessor.

The market for vacation homes has tightened, with sales prices that are now surpassing prerecession levels in some categories. “Under $1 million, I have very little to show,” said Catherine Debackere, an agent with Daniel Gale Sotheby’s International Realty. On the high end, she is showing a 5,400-square-foot home priced at $4.7 million; “If that house were in the Hamptons, it would be $6 million at least,” she said.

“It’s not precious, and people sort of want to keep it that way—thank God that ferry keeps people away,” said Mr. Roberts, who bought his first home—Creek Cottage, a Dutch gambrel built for the island’s first chaplain in the 1730s—for $1.25 million in 2014, according to public records. The cottage is set within the gates of Sylvester Manor, a 243-acre nonprofit educational farm with a 1737 Georgian manor house that has remained in the same family for 11 generations— and which had long fascinated Mr. Roberts.

Shortly after he bought the cottage, Mr. Roberts learned a picturesque 19th-century yellow farmhouse opposite the creek was for sale. “When it looked like someone was going to buy it and rip it down, I threw all caution to the winds and bought it.”

Mr. Roberts paid $1.6 million last year for the house, called the Homestead, records show. He has stabilized an original circa-1750 portion, put on a wood shake roof, and is in the process of installing a heating and cooling system—part of a continuing restoration. He said the cost far exceeds any reasonable return on his in-

vestment. “It has nothing to do with real-estate values— but a love for the island and an interest in preserving two historic properties,” said Mr. Roberts, who intends to bequeath both homes to Shelter Island when he dies.

Some rooms are being left in their faded glory—like the dining room with peacock wallpaper dating to 1907 and a centuries-old sideboard, which Mr. Roberts bought from Glorian Dorsey, the 83-year-old matriarch of the family who had owned the house since pre revolutionary times. “That wallpaper was given to Glorian Dorsey’s grandmother on her wedding day. It’s peeling off and I’ll never touch it,” said Mr. Roberts. An 3,000-acre island wedged between Long Island’s North and South Forks; Shelter Island only be reached by boat or private plane.

“I love what he’s doing—he’s made wonderful changes,” said Ms. Dorsey, who has become a close friend, staying in her old pink bedroom on visits from her home in Maryland. Ms. Dorsey doesn’t approve of other changes to the island—notably, Sunset Beach, the celebrity-friendly hotel and restaurant that Andre Balazs opened in 1997. “Shelter Island was not a fancy place, not until Andre Balazs ruined it,” Ms. Dorsey said. “The secret got out. There are a lot of people with too much money and not enough taste.” Mr. Balazs couldn’t be reached for comment.

Bill Persky, an Emmy-award winning producer, director writer whose credits include “The Dick Van Dyke Show,” “That Girl” and “Kate & Allie,” built a waterfront home on Shelter Island’s West Neck Bay 20 years ago after spotting the site from his boat.

Mr. Persky, 85, and his wife, Joanna Patton, spent close to $2 million to create their Shelter Island compound: a 2-acre property shaded by Norwegian spruce trees, with a 2,500-square-foot main house whose contours evoke a billowing sail, as well as a guesthouse and a pool.

“It’s not like the Hamptons where there are a thousand places to go—there’s one coffee shop and you see everybody there,” said Mr. Persky, who is more likely to be found at the annual firehouse barbecue than a bash at Sunset Beach. “There’s never any traffic—I don’t think we have a traffic light.” (Shelter Island has no traffic lights. “And in the winter they remove some of the ‘Stop’ signs,” Ms. Moore said.)

Stephen Harvey, an Egyptologist, and his partner, Perry Sayles, a designer, bought a 1788 Colonial farmhouse for $765,000 in 2014 after selling their home in Sagaponack. “It was `On Goldman Pond’,” said Mr.

Harvey, 51, of his former Hamptons neighborhood and its investment-banker denizens.

The couple spent another $410,000 on improvements. While digging a pool trench, they discovered a trove of artifacts: bits of shell-edged pearlware, a Native American grinding stone, a pitchfork and a broken champagne flute dating from about 1810. “There’s this layering, and the feeling of all these families who have come and gone,” Mr. Harvey said.

Other vestiges of Shelter Island’s past are disappearing. All but a few of the tiny fisherman’s shacks that once dotted Little Ram Island, a narrow peninsula, have been replaced by sprawling multimillion-dollar homes.

Nor is the island immune to Hamptons-style spats between neighbors. In Dering Harbor—a tiny village with a year-round population of 11, according to a 2016 U.S. Census Bureau estimate—village authorities have taken residents to court for planting hedges without permits.

Patrick Parcells, who is selling his 5,000-square-foot home in Dering Harbor Village for $5.675 million, ran an unsuccessful 2014 campaign for mayor of Dering Harbor against the incumbent Tim Hogue—currently serving his 13th two-year term. More recently, he has challenged the eligibility of some voters in village elections—notably, out-of-state adult offspring of vacation-home owners.

“I love the village and I’m going to continue to live in it, but the people who run the village have been running it for 30 years,” said Mr. Parcells, a 66-year-old retired banker. “The mayor in particular is very litigious.”

Mr. Hogue defended his role in hedge-gate. “You need to apply for a permit for a hedge, which is considered a fence,” he said.

Mr. Parcells said his six-bedroom house is too big for his family now that his son is in college. The home and its 7.6 acres are part of a 19-acre property that Mr. Parcells purchased for $2 million in 2001; once an arboretum, it features an allee of weeping beech trees, a 19th-century barn and a restored glass conservatory. Buyers have the option to acquire additional acreage and a deep-water dock.

Mr. Parcells, who is reserving 3 acres for a smaller home, said his political opponents are still good neighbors. “We play golf,” he said. “We don’t agree about everything, but we’re able to get along.”

Zoning on Shelter Island

Memorial Day weekend started off with a bang, with warm summerlike temperatures and crowds at our island beaches and restaurants. On the real estate front, last minute customers shopped online, booked and moved into their rentals, and Friday through Sunday in between barbecues and leisure time, customers toured homes to purchase.

In the backdrop of summer fun, the Town of Shelter Island conducted its usual business. Zoning, while seemingly a boring topic, is important to all property owners and is rarely given the focus it deserves. Zoning falls under “police power," the right of the government to make laws that surround safety, health, welfare and morals and affect a variety of laws including land use, fire and building codes.

This week at the Town Board meeting, new Council members Jim Colligan and Mary Dudley re-introduced a zoning and building code concept called “Proportionality” that would limit development of new homes and expansion of existing homes, particularly in areas close to the water.

Currently, the total square footage of a home only factors finished or livable areas. In the proposed concept, according to Dudley, the total square footage “would be a little more embracing” to include unheated and unfinished areas to “avoid possible loopholes” or future finishing by homeowners who might not notify the Town. On one inland acre or 43,560 square feet, a property owner could develop a total of 11% or 4791 square feet including basement, garage, attic and porches, a reduction of approximately 14% currently allowed for finished space. Many homes that are currently standing on less than an acre, in the new regulation could not be built.

Colligan responded to a speaker from the audience who opposes the proposed regulation, “that’s your point of view and I have mine. If you

have a point of view, then you run for office…this is about what’s fair and right, not about the almighty dollar.”

With a direct correlation between property values and the ability to develop or expand, the Town placing sweeping limits would surely have a negative effect on real estate values, particularly on waterfront properties and those near the water.

There are many evolving issues that are worthy of open discussion, including property owners’ rights surrounding demolition of historic buildings and the ability to rent on a nightly or short term basis without a Town or Health Department permit. Shelter Island has historically had some of the lowest property taxes on the East End, with a fiscally responsible government and zoning that has widely been considered “fair and right." While the notion of the almighty dollar may elude some, there are many instances where real estate is the greatest asset one owns, and the ability to sell it at the highest price possible is crucial to the future welfare of a property owner and their family.

The business of the real estate market continues to be brisk, with customers taking advantage of historically low interest rates: 30 year conventional mortgages are currently offered at an average of 4.02%. The National Association of Realtors predicted last week that interest rates will rise to 4.5% by the end of 2017 with more increases anticipated in 2018. Many buyers currently in the market are goal oriented, wanting to be in their new homes for the summer. Most often they gallop to their favorite spot, deep in the woods to the wetlands, where they delight in rolling through a fertile combination of mud and deer droppings, then reappear, beaming with pride in their dramatically altered fur coats. On this occasion, carrying leashes and calling out their names as made my way through brambles, paused to take a breath and heard the utter stillness of nature. There was an almost mechanical “swoop-swoop” sound, followed by a downdraft from the wide wings of a red-tailed hawk overhead, and a little farther ahead, bunnies scampered under the protection of a shrub and posed like statues, with paws pursed tight in front of their breasts. Although was close to home, this undisturbed patch of land seemed far away, secret and magical. Nature plays an important role for many people who purchase property and those who already live here on Shelter Island. In the late 1990s when began working in residential real estate at a local agency here, the broker-owner Frederick Dinkel would often share his observations of nature with me. still cherish the infectious enthusiasm of his discoveries; a meadow of vibrant orange and red wildflowers off of West Neck Road, an osprey nest full of eggs teetering on a bulkhead on the harbor, a colony of spotted salamanders under a massive log near Camp Quinipet. A client of mine who was recently interviewed by a nationally known publication was asked by the reporter what drew him to Shelter Island. An avid sailor and fisherman, he described how, after spending time in the Hamptons, he had ventured through the island and realizing how ideal it was for boating, he and his family promptly secured a property. “No matter where you are on the island,” he said, “there is an acute awareness of being surrounded by saltwater and wide stretches of pristine beaches and preserve.” Over Memorial Day weekend, I was on a tour with a couple and their young son. At each listing, we walked the land surrounding the home, and at each property much to everyone’s excitement, there was something wild to behold: a woodchuck ambling under a shed, bright Baltimore orioles playing tag through the branches of a cedar tree, a herd of eight heads of deer spying at us through the thicket, and at Reel Point, a fox with a long bushy tail scampering on the sand. Nearing the end of the tour, the child became restless and the parents remarked “we’ve been lucky so far but he’s going to have a meltdown.” At the final home, the boy began stomping on the ground and soon after tears flowed. Out of nowhere, a Monarch butterfly fluttered between us and alighted on the boy’s head. “Oh look!” the mother exclaimed, “he likes you!” Seconds later, the butterfly took off and then landed squarely on the boy’s nose, with its wings opening and closing slowly. He smiled from ear to ear, and giggled as he looked, almost cross-eyed at the butterfly, then beamed at us.
