The revised plans for a single eleven-storey apartment tower, were recently submitted to Heritage Victoria by Richmond Icon Pty Ltd, the owners of the Dimmeys site. Submissions and comments were invited from objectors about the revised plans to Heritage Victoria, closing on 6 August 2010. In the revised plans, there was no mention about any other changes, other than the tower development on the main site. Since that time, the landowner, Richmond Icon Pty Ltd has made other changes, which took place on 13 August 2010. The Dimmeys Staff Car Park in Railway Place is no longer a staff car park. The land has recently been changed to a ‘Public Car Park’ (see photo's) for $2 per hour operated by Secure Parking, with a ticket machine on site, to purchase time for the parking of vehicles. The land has new signage and is marked into twenty (20) car-parking bays, with notification about what to do regarding the purchase of parking tickets. Completion of the installation of the ticket machine in the car park was still being finalised on 24 August 2010. We believe that when Dimmeys (the business) renegotiated a new lease with the land owner (Richmond Icon Pty Ltd), the lease did not include the leasing of the former staff car park. Since the car park changes were recently made, Swan Street shopkeepers who use the land for their staff to park on, have become extremely upset at the change to an on-cost basis. Many shopkeepers and staff had used the car park for years. Some shopkeepers are already in dispute with Secure Parking, which operates the car park. It has been reported that staff from Dimmeys are now parking in the Dimmeys loading bay, due to the costs associated with the new Public Car Park. There is no discount for Dimmeys staff parking on the old staff car park site. 1.


As the land use has not changed, it does not require a planning application. It simply is a change of ownership of the land, and the car park use arrangement is changed to generate income for the land owner (Richmond Icon Pty Ltd). ** No news about the revised plans from Heritage Victoria, a decision is expected soon.
