This webpage is background information only, events have overtaken the Dimmeys planning application to Heritage Victoria. Yarra Council recently posted on its website a copy of their submission to Heritage Victoria about the revised Dimmeys plans. In early August 2010, Council provided its advice to Heritage Victoria on the revised application. It is breathtaking, as the Council has been working with Heritage Victoria for some time over the Richmond Icon Pty Ltd application, to Heritage Victoria, yet Council makes comments about the revised plans, stating: “These comments should not be interpreted such that the proposal is in accordance with broader Yarra Planning Scheme requirements” The submission from Council to Heritage Victoria states: “the building core has a severe visual appearance from intersecting streets, and the two upper levels appear dominant in relation to the overall composition. It is suggested that to alleviate this concern that the proposal be lowered by one level:” Yarra Council appears to have shifted ground on its opposition to the Dimmeys redevelopment. In the previous plans with two towers, Council was against it. Now, there is one tower, Yarra Council is now saying to Heritage Victoria the proposed development is “broadly acceptable”; Council's statement to Heritage Victoria can be read as code for ‘Approval’ in anyone's language. I believe the applicant is being compensated for the loss of the previous tower by extra levels in the single tower. At this stage the number of residential units is uncertain. When Yarra Council placed in its submission the phrase “Council submits that the proposed development is broadly acceptable...", then I believe the term is ‘game changer’. Since Yarra Council lodged its response, Heritage Victoria has granted a permit for the construction of an 11 Storey Tower.




The information was delayed for publishing, seeking clarification on Yarra Council’s position on the revised plans.
