2016-17 ANNUAL REPORT
MESSAGE FROM THE BOARD PRESIDENT DR. ALLAN CONWAY Healthcare is one of the largest and most complex business sectors in the world. Expert analyses continually point to the need for us all to do a much better job of delivering health to our populations (for instance, major reports have just been completed as of the last week in May for two of Canada’s provinces on the issues in this sector while similar shortcomings have been pointed out throughout the world). Thus, I am excited by the opportunity for the Supply Chain Advancement Network in Health (SCAN Health) to position Canada as a global leader to inform and advance supply chain innovation to improve patient safety, health systems’ sustainability, and country economic growth. As we move into our first full year of operation, I would like to thank the Canadian Federal Government, the University of Windsor and our network of over one hundred partners - spanning five countries and including leaders from health systems, industry, government, and academia - for their strong and steadfast commitment to the vision and launch of SCAN Health. We have joined together with a common purpose, ambitious goals, and the knowledge that our combined efforts and expertise are imperative to the successful execution of the Network’s mandate. The global Network will accelerate the transformation of health system supply chain into a strategic asset to optimize value and achieve safer healthcare for Canadians and global populations. SCAN Health’s International Knowledge Translation Platform will mobilize the expert knowledge of supply chain and logistics research in business schools, coupled with the expertise in industry, to work on improving outcomes, with and for health system stakeholders. Through this international exchange, we will develop tools and resources required to strengthen supply chain leadership capacity, accelerate the adoption of best practices, and measure the impact of global health sector supply chain innovation. Our Board of Directors is comprised of international leaders who strongly believe in the value of the Network. We are committed to achieving impact through this novel global opportunity as we bring the supply chain community together in an effort to reduce medical error and improve health care supply chain performance around the world.
MESSAGE FROM THE SCIENTIFIC DIRECTOR AND CEO DR. ANNE SNOWDON Every year 70,000 Canadians experience preventable, serious injury while hospitalized and medical error is now the third leading cause of death in North America. Adverse events and medical error are an outcome of a lack of well-developed supply chain infrastructure that could help clinical teams proactively prevent error, making it nearly impossible for errors to happen across health systems. Knowledge of supply chain is highly developed in industry yet this knowledge has not been mobilized and applied in health systems. SCAN Health will advance global capacity to accelerate and scale innovative supply chain pathways that offer complete traceability of products and care processes from bench to bedside to patient outcomes, to strengthen patient safety and advance health system performance. In the three months since we began our work at SCAN Health, and with the extraordinary commitment and support of over 100 partners in five countries, we have developed an ambitious plan to launch four knowledge mobilization strategies to advance global capacity to adopt and scale best practices in the healthcare supply chain. With our partners in the healthcare system, industry, government and academia, our Network will accelerate the exchange of knowledge and strengthen leadership capacity to implement evidence-based supply chain solutions to improve the quality of life for patients, improve health system performance, and economic growth for companies. SCAN Health is committed to developing knowledge exchange and mobilization tools that both enhance implementation, and assess the impact, of adopting supply chain traceability from manufacturer to individual patient outcomes to achieve value. Over the next year we look forward to introducing international business case and design competitions with Canadian and international business school partners to find solutions to key health sector supply chain challenges; launching an online, open platform to mobilize knowledge exchange and relationship building of our global network; developing and implementing a supply chain maturity tool to share and compare progress against other organizations in global health systems and analyze the impact of supply chain strategies; and hosting an annual, multi-stakeholder networking event to foster global collaboration, discuss common challenges, share learnings and priorities for health systems, and profile best practices to scale supply chain initiatives across international borders. I sincerely look forward to working with all of our network partners to achieve this ambitious and important vision.
ABOUT US In 2017, the Government of Canada, Networks of Centres of Excellence of Canada (NCE) provided $1.6 million over four years (2017-2021) to create the Supply Chain Advancement Network in Health (SCAN Health) – a not-for-profit International Knowledge Translation Platform hosted by the University of Windsor’s Odette School of Business. Spanning five countries, including Australia, the Netherlands, United Kingdom, United States and Canada, and with over one hundred partners from industry, healthcare, government and academia – the Network will enable the exchange of information and expertise to accelerate the implementation of healthcare supply chain best practices around the world.
SCAN Health is made possible by the Networks of Centres of Excellence – a program of the Federal Government of Canada to mobilize Canada’s best research, development and entrepreneurial expertise. SCAN Health gratefully acknowledges host support from the University of Windsor’s Odette School of Business and our private, public and government partners.
VISION To advance global capacity to adopt and scale best practices in healthcare supply chain to offer traceability of products and care processes from bench to bedside to patient outcomes.
MISSION To develop an International Knowledge Translation Platform to mobilize expert knowledge and research evidence to work with health systems to accelerate, scale and measure health system supply chain transformation.
GOALS • Establish a global network of collaboration • Mobilize knowledge of strategic supply chain best practices to inform Canadian, American, Australian and European health systems • Create knowledge mobilization tools and resources • Strengthen leadership capacity and position Canada as a global leader in health sector supply chain innovation – to reduce medical error
THE CHALLENGE Healthcare is one of the largest and most complex business sectors in the world. Escalating health system costs and growing demands for patient care are exceeding the resources and capacity to deliver health services effectively and safely. One of the greatest challenges facing global healthcare systems is patient safety. Medical error has now become the third leading cause of death in North America, right behind heart disease and cancer. These adverse events are devastating for patients and their families – and they are very costly to the organization and the healthcare system. Clinical supply chain processes could transform the care delivery environment to ensure that adverse events are much less likely to take place.
Medical error has now become the third leading cause of death in North America, right behind heart disease and cancer
OUR STRATEGIES SCAN Health will engage business schools in Canada, the U.S., the U.K., the Netherlands and Australia to design and conduct business case competitions to find solutions to key health sector supply chain challenges. SCAN Health will create an online learning platform to profile global best practices in health sector supply chain to facilitate knowledge sharing and relationship-building between partner organizations. SCAN Health will host an annual, multistakeholder networking event to foster global collaboration on health sector supply chain initiatives, discuss key challenges and priorities, profile best practices and scale supply chain initiatives across international borders. SCAN Health will design and implement a supply chain maturity assessment tool for health organizations to analyze the impact of supply chain strategies. The tool will include an online selfassessment and a platform to share and compare progress with other organizations in global health systems.
OUR IMPACT The SCAN Health Network will mobilize knowledge of strategic supply chain best practices to inform Canadian, American, Australian and European (UK, Netherlands) health systems to achieve global impact. Successful adoption and scaling of supply chain best practices through the exchange of information in health systems worldwide. Tools and resources developed to share evidence and lessons-learned for the cocreation of supply chain strategies and solutions globally. Tracking and tracing products and processes to patient outcomes to improve safety and quality and reduce medical error. Cost savings achieved through optimizing e-commerce processes in health systems. Leadership capacity building by mobilizing expertise in industry and business schools to transform health system supply chain. Solutions developed and implemented to address key healthcare supply chain challenges. Global capacity created to measure the impact of adopting and scaling supply chain best practices in healthcare.
OUR PARTNERS In our first three months of operation, SCAN Health has successfully engaged over 100 partners from industry, healthcare, government and academia, from around the globe. Our founding partners include representatives from Canada, the United States, the United Kingdom, The Netherlands and Australia.
