We are still the ones we’re waiting for
N
early everyone agrees that our nation is on the wrong track. We sense deeply that our country is in trouble, and we also share an overwhelming concern that our elected leaders in Washington have failed us. We disagree sharply on who’s right and who’s wrong in the ideological battle being waged between the parties, but we agree that whatever the causes, we’re not seeing the leadership we need in the nation’s capital. Not surprisingly, taxation has become a central topic. A popular talking point, mainly among conservatives, is that nearly half of all households pay no federal income tax. For some, the implication seems to be that “those people,” (those low- or no-income people) are getting too much in the way of government largesse. In response, liberals point out that lower-income Americans still pay many other taxes, such as sales, gas and property taxes.
Dollar for dollar But as a recent article in The Washington Post lays out in some detail, neither viewpoint gets at the heart of the matter. The fact is that tax credits and deductions for children, for college tuition, retirement savings, mortgage interest and employer-funded health coverage, among other things, have exploded in value to the point where federal taxpayers received $1.08 trillion in tax breaks last year while paying $1.09 trillion in income taxes. For every tax dollar collected, there’s another dollar uncollected thanks to the everexpanding list of deductions and tax credits. The breaks for health insurance and mortgage interest cost the Treasury $260 billion a year. And how about taxation in S.C.? You may have heard the news: For every dollar of sales taxes collected by the state, there’s another dollar lost to sales tax exemptions.
How many ways can you screw up a state’s tax system? Michael Fanning has some answers as the inspirational leader of a grassroots movement that’s gaining attention. Fanning’s website, www.roarsc.com, lays out the many ways that sales, income and property tax codes have all been turned into fiscal Swiss cheese — full of holes. Yet at the same time that we’re losing revenue we need, we’re also overburdening businesses and hurting our competitiveness by making them carry more of the tax load than is reasonable. Fanning says we’ve lost the vital support of the “three-legged stool” of property, sales and income taxes that spreads the burden of taxes more fairly and more evenly across individuals and different sectors of the economy.
Only one way out
(or think they do), but let’s face it, the vast majority of citizens and voters do not. Solving these dilemmas calls for things now in short supply — the ability to balance fiscal probity with compassion; the courage to forgo some tax breaks and accept the paring of some government benefits so others can have at least a shot at living a decent life. And yes, above all, the capacity for people and their political leaders to compromise. Of course, if you’re right, why compromise? That’s what one blogger wrote regarding the current political divide. My answer is that whether you’re a conservative or a liberal, if you’re absolutely sure you’re smarter than the other 70% of Americans who don’t accept your views, then you are almost certainly wrong. It’s been a rough 2 1/2 years since Barack Obama took office. Neither he nor anyone else fully anticipated how deep and long the nation’s economic slump would linger. The soaring rhetoric of his presidential campaign is long forgotten, but it’s still worth reflecting on these few lines from his stump speech: “Change will not come if we wait for some other person or some other time. We are the ones we’ve been waiting for.” I guess you could say that tea party adherents were the ones most inspired by those words. But the passion and conviction of 25%-30% of the population unleavened by the passion and conviction of other Americans elsewhere on the political spectrum will not save us. We are still the ones we are waiting for.
Whether you’re talking about balancing budgets, reducing the national debt, saving Social Security and Medicare, supporting education or repairing crumbling infrastructure, the only way we’re going to get where we need to go is with a mix of raising more revenue and trimming back entitlements. As the Washington Post article points out, special tax breaks, whether for corporate jets or home mortgage interest, are just as much “entitlements” as the more obvious Social Security and Medicare. We clearly need more tax revenue, but we also need more fairness and balance in the tax laws. At the national level, we’re collecting taxes at the rate of only 15% of gross domestic product. Sorry, but there’s no way to balance budgets with taxation that low, unless we all pine for a libertarian paradise littered with destitute seniors and people on bread lines or dying by the side of the road for lack of access Bill Settlemyer to health care. Automotive supplier plans expansion even as it builds
Bridgestone to spend $1.2 billion, build new facility in Aiken
The ZF Group, a global automotive industry supplier, has announced plans to expand its operations in Laurens County even as it’s constructing a $350 million manufacturing operation it announced in 2010. The Friedrichshafen, Germany-based company said the additional $80 million investment is expected to generate 300 jobs in addition to the 900 original jobs. “As ZF plays a stronger role in delivering efficiency-enhancing products for North America, the encouraging climate and strong resources in South Carolina help make us more competitive,” said Ludger Reckmann, CEO of ZF Transmissions LLC. ZF Group said the expansion in Laurens County is a result of increasing demand from the automotive market. Automotive continues to be a leading manufacturing sector in South Carolina’s economy. The S.C. Department of Commerce has been involved in recruiting more than $400 million in investment and more than 800 jobs in the
Bridgestone Americas Inc. plans to build a 1.5 million-square-foot manufacturing plant for off-road radial tires and to make a 474,000-square-foot expansion to its passenger and light truck tire plant in Aiken County. The $1.2 billion investment — the largest capital investment in state history — should create more than 850 full-time and contractor jobs, officials said. The new plant will be built on a greenfield site in Aiken County’s Sage Mill Industrial Park. Currently, large and ultra-large off-road radial tires are made at Bridgestone plants in Japan. Site preparation and construction are scheduled to begin in the fourth quarter, and the manufacturing equipment is to be installed in the third quarter of 2012, Bridgestone said.
$35.9 million The amount the State Budget and Control Board approved for an economic development revenue bond aimed at building the South Carolina Tissue plant at the S.C. Advanced Technology Park in Barnwell County. The $140 million investment, which was announced last fall, is expected to create 200 jobs. automotive-related sector since the beginning of the year. “ZF’s decision to expand on its previous investment is a big win for South Carolina and bolsters our automotive sector. In fact, this is the sixth automotive announcement we’ve had in the past two months,” said Bobby Hitt, who heads the state Department of Commerce. The state offered a $500,000 grant for site improvements as well as state training funds.
Innovative Composites to build in Orangeburg County A manufacturer of advanced materials will establish its new production facility in Orangeburg County, the company announced recently. Innovative Composites International Inc.’s $9.3 million investment is expected to generate 300 new jobs in total. The Toronto-based company will locate its facility in the former DANA building in the Orangeburg County/ City Industrial Park and will do business there under the name EcoScapes Composites LLC. “South Carolina has provided us with an excellent location for our new operations,” said Bryce Clark, vice president of manufacturing for Innovative Composites International Inc. “We ap-
preciate all the support we’ve received from state and local officials.” The company will produce composite housing at the facility and expects to begin operations in the first quarter of next year. The company builds 880-square-foot turnkey houses that can be put together in about two days and are earthquake- and hurricane-resistant. The company’s houses provide portable as well as permanent fast deployment solutions for disaster relief situations, mining camps, troop/command shelters and other housing needs. “South Carolina continues to be a magnet for international investment with Canada leading the way as our number one trading partner,” said Central SC Alliance Chairman Jim Apple.
Median household income rises slightly in S.C. The U.S. Census Bureau reports that median household income in South Carolina took a slight upturn in 2010, going from $41,101 in 2009 to $41,709 in 2010, a 1.5% increase. That’s the first increase in median household income in South Carolina since 2007, just before the recession swept across the U.S. and sparked a global economic decline. Even with the increase, however, South Carolina is still down nearly 6% from 2007. Real median household income across the U.S. was $49,445 in 2010, a 2.3% decline from 2009. That’s a dramatic year-to-year decrease, and it’s a trend that began three years earlier. “Since 2007, the year before the most recent recession, real median household income has declined 6.4% and is 7.1% below the median household income peak that occurred in 1999,” the Census Bureau said in its analysis.

Pickens explored and surveyed the Cherokee land that was to become Anderson. The Cherokees lived in the area until 1777 when the land was ceded to South Carolina by the Cherokees in a treaty negotiated by Pickens. This area became known as the Pendleton District. In 1826, the Pendleton District was divided into two districts — Anderson and Pickens. Because the town of Pendleton was too close to the Pickens border, a courthouse was built at the center of the county in a small town named Anderson that was once heralded as the “City of Hospitality” for its gracious air and beautiful gardens. Settled by pioneering farmers of ScotsIrish and English descent, the area’s spirit of innovation and self-reliance prepared the region for the manufacturing boom in the 19th century. Using a hydroelectric power, Anderson engineer William Whitner found a way for electricity to be conducted by wire to mills throughout the county. Anderson was the first U.S. city to have a continuous supply of electric power, which was supplied by a water mill located in the high shoals area of the Rocky River. electric power, and was dubbed the “Electric City.” Additionally, the first cotton gin in the world to be operated by electricity was built in Anderson County in 1897. To this day, the county boasts the state’s oldest cotton mill in operation, Pendleton Factory, which was built by La France Industries in 1838. Because of Whitner’s historical significance, he is memorialized with a bronze statue in front of the Anderson County Courthouse and a street named in his honor. Economic development Anderson County has focused its economic development efforts by improving relationships with existing industries and recruiting and nurturing new industries that improve quality of life for all residents. Area Development magazine, a national economic development publication, recently awarded South Carolina the 2011 Gold Shovel award for the state’s economic developments efforts last year. South Carolina also received the magazine’s “Project of the Year” award, making the state the first recipient to receive both awards. Tourism is economic development Anderson County boasts a mild climate with four distinct seasons, a vast lake and a thriving economic and cultural community. Home to 55,950-acre Hartwell Lake, a U.S. Army Corps of Engineers reservoir with nearly 1,000 miles of shoreline for residential and recreational use, Anderson is within sight of the Blue Ridge Mountains and is a morning drive from the Atlantic Ocean beaches. Anderson County has become a thriving industrial, commercial and tourist center with one of the lowest costs of living rates in the United States. Hartwell Lake: Named for another Revolutionary War figure, Nancy Ann Morgan Hart, the lake hosts 10.5 million visitors annually. The lake is known for water sports, including boating, water skiing and bass fishing. Since 2008, it has welcomed events such as the BassMaster’s Classic, Toyota Tundra Bassmaster’s Tournament, the Lady Bass Angler’s Association Tournament, the Triple Crown Watercross Tour, the 2011 Wake Hartwell Wakeboarding Championship. The lake’s shoreline is dotted with boat landings, recreation areas, campgrounds and marinas. Interstate 85 bisects Hartwell Lake, making the area easily accessible to visitors. A popular destination for campers and hikers — Anderson County boasts miles of hiking trails in the foothills of the Blue Ridge Mountains. Dozens of scenic waterfalls are
popular destinations — some easily accessible and some requiring a longer, more strenuous hike. Other popular recreation activities include whitewater sports, rock climbing, mountain biking and horseback riding. T. Ed Garrison Arena: Horse shows, livestock sales, and equestrian events are held at this venue, a $4.4 million, 100-acre complex just off U.S. Highway 76. Owned and operated by Clemson University, the area boasts indoor and outdoor arenas. The facility is the largest of its kind in the Southeast. A number of riding farms and academies in the area provide further options for equestrians and horse fans. NASCAR: Stock car race fans can catch NASCAR events at Anderson Motor Speedway, located off I-85 between Anderson and Greenville. The speedway roars into action each Friday night throughout the summer. The “Supertrack of the Carolinas” attracts some of the best driving talent from across the Carolinas and Georgia each week in a quest for the checkered flag. Golf: The Upstate boasts 125 golf courses, 12 in Anderson County along. Golf tournaments such as the BMW Charity Pro-Am, which draws an impressive list of professional golfers and celebrities, attract golf enthusiasts from all over. Anderson Sports & Entertainment Center: Since 2007, the center has attracted diverse community events such as the Great Southeast BalloonFest, Balloons Over Anderson, the Loch Hartwell Scots Fest & Highland Games, the Clemson Brick Forum, the Southern Classic Volleyball Tournament and the Carolina Farm Stewardship Association’s Annual Convention, the 2009 S.C. Sons of Confederate Veterans State Convention and the 2010 National Reunion of the Sons of Confederate Veterans.

The center is the main recreational hub for the county. With a 14,000-seat amphitheater, a 65-acre Sports Center and a 37,000-squarefoot Civic Center, the center offers entertainment and recreation venues for many interests and individuals. Anderson County’s reputation as a convention-conference venue is growing because of the area’s professional atmosphere, the Anderson Civic Center’s quality meeting space and Southern hospitality. In 2008, the county partnered with the city of Anderson and other organizations to inaugurate the first Tour de La France to encourage residents to pursue a more active lifestyle.
Airport The Anderson County Regional Airport serves the citizens and businesses of Anderson County and surrounding areas. The airport is three miles from Anderson and has two runways measuring 6,000 feet and 5,000 feet. The airport can accommodate regional jet aircraft. In addition, the airport has a small terminal and helipads and has a Category I Instrument Landing System for all weather operations. Fueling, aircraft storage, aircraft maintenance, pilot services and aircraft services also are provided. Other airport amenities include a pilot lounge, quiet room, flight planning, catering, free crew car, car rental and conference room.

hen Keegan Bradley went from a five-stroke deficit to win the 2011 PGA Championship last month, the rookie pulled off one of the most dramatic comebacks in the history of the tournament. The legendary finish probably added to the number of nervous index fingers poised over computer mice across the country as golf fans waited for the remaining tickets — only 6% were left — for the 2012 PGA Championship to go on sale. The last few tickets for the final days of the tournament on The Ocean Course at Kiawah Island Golf Resort moved faster than Bradley’s market value after he won the championship in a playoff in Atlanta last month. Three years of on-site work with a fulltime staff are required to develop a PGA Championship once a venue is chosen for any particular location. South Carolina’s coast wasn’t the easiest sell, tournament officials said, because the course offered geographic challenges and transportation limitations in what is a much smaller market than is typical for golf majors. Brett Sterba, the 2012 PGA Championship director, said the leadership of the tournament used an accelerated business model that helped create a buzz. Now, other PGA Championship teams are considering the aggressive model used in South Carolina. “Excitement for the tournament is evident, as the championship has set and broken five single-day ticket records, with the largest-grossing day nearly tripling the sales record on file,” Sterba said.
Money ball The PGA team traveled the state, selling the tournament and creating a buzz to get companies interested in hosting their clients and helping spread the word that the 2012 PGA Championship was hardly a Charleston-only event. The PGA pulled on Kiawah Island Golf Resort President Roger Warren’s experience as a past president of The PGA of America, along with his ties to the Palmetto State, to help facilitate that effort; but Warren said many people across South Carolina have “worked tirelessly” to make the event possible. The pitch worked, with 60% of tickets sold for the 2012 PGA Championship coming from more than 50 miles away from Charleston. Now the PGA has to deliver. Sterba said creating a momentous

experience, from the initial purchase to the last putt, is what will make the 2012 PGA Championship great for South Carolina. Golf has always been a huge draw for the Palmetto State, and the economic impact of resident duffers and fly-in scratch golfers goes beyond the nearly $200 million estimated impact of the 2012 PGA Championship. A study by the S.C. Department of Parks, Recreation & Tourism found that in 2007, golf accounted for $2.72 billion in sales and supported more than 33,500 jobs in South Carolina with an annual payroll of $834 million. The 2012 PGA Championship could come at an opportune time for the tourism industry in South Carolina. A report released in February by PRT showed an 8% decline from 2008 to 2009, during the heart of the recession.
Even with the downturn, tourism brought $14 billion into the state in 2009, which is higher than any year before 2007. The Tourism Department said that domestic, out-of-state tourists made 785,000 trips to South Carolina in 2007 that included at least one round of golf, generating $1.2 billion in sales. And the impact went further than the golf course; PRT said that $1 billion of those sales were at hotels, restaurants, retail and entertainment venues. Most of the golfers visited Myrtle Beach and Hilton Head Island, but they came from all over the United States east of the Mississippi River. The largest number of golfers coming to play South Carolina were from New York, North Carolina, Virginia and Ohio, respectively.

PGA Championship and tourism officials understand that the multiplier effect of hosting the golf major can have residual effects that last a generation. Even today, local and state officials talk about the impact of the Ryder Cup in 1991, which was also hosted by Kiawah’s Ocean Course. Warren said the success of that Ryder Cup event led to the staging of the 2012 PGA Championship. But Warren said the PGA Championship is much larger in scope and impact. “This is and will be the biggest sporting event that will be in South Carolina, in the history of South Carolina,” Warren said.

Another tournament, an $81 million economic impact When Gov. Nikki Haley appointed Charleston hospitality executive Duane N. Parrish to lead the state’s tourism operations in January, she gave him a direct marching order: Find a private sponsor for The Heritage golf tournament on Hilton Head Island so the state doesn’t have to bail out the event for a second time. By June, Parrish had lined up the Royal Bank of Canada as the PGA event’s title sponsor and the Boeing Co. as the event’s local presenting sponsor. The move likely saved The Heritage for South Carolina because it was likely that Haley, once in the governor’s mansion, would fight against state money being used again. Telecommunications giant Verizon told tournament officials the company would not be supporting the tournament as a sponsor after 2010, which led to a $10 million loan from the General Assembly. The Heritage’s foundation also contributed to the staging of the event this year. The Heritage tournament said a 2005 economic impact study conducted by Clemson University showed the tournament generates more than $81 million in sales each year and draws about 135,000 spectators. Last year, the tournament had a $5.7 million purse. Arnold Palmer won the first tournament in 1969 on a course that was so new the signature lighthouse at Harbour Town Golf Links was still under construction. Parrish said Haley had made it clear that finding a new title sponsor for The Heritage was his first priority. Parrish, president of Premier Hospitality Group in Charleston, has more than 25 years’ hotel and tourism management experience. “He knows what those small businesses need,” Haley said when Parrish was appointed. “It’s about heads in beds; it’s about people in restaurants; it’s about marketing South Carolina in a way that people come to South Carolina over and over again.” 16

With an estimated 210,000 on-course spectators, TV viewership that spans the globe, residual jobs and commerce that comes with that many people visiting a region, the economic ripple effect will be counted in the tens of millions, according to a College of Charleston Business School study. The study estimated that the seven-day event will attract an estimated 50,278 out-oftown visitors, with more than $92 million in direct spending. The overall impact has been calculated to include an additional $101 million from the direct and indirect labor force that will be required to put on the event and the value of the media exposure gained by hosting the event. The PGA of America said the influx of visitors to local businesses will produce $26 million in labor income and support 832 jobs. The tournament is expected to generate more than $75 million in media exposure. Some 154 hours of TV coverage is expected to be viewed in 580 million households worldwide in more than 200 countries. CBS, TNT and the Golf Channel are broadcasting the 2012 PGA Championship, and online broadcasts and recaps will add to the coverage. For South Carolina, the impact of positive exposure is estimated to be in the hundreds of millions for tourism.
of The Ocean Course, which is continuously battered by the Atlantic Ocean, and the concern that few companies are headquartered in the state created a set of challenges. “We took a chance because the whole plan for selling the event is different,” Warren said. For the first time in championship history, the number of available tickets was limited, which created an instant demand. Also, part of the world-famous course has been redesigned to give spectators an up-close view of the golf. That includes the hospitality tents, which at most PGA events are set back from the course and away from each other. Companies buying hospitality facilities wanted to be closer to the golf course, to afford more face time for visiting clients but allowing them to still enjoy the event. Warren’s understanding of Charleston led him and the PGA staff to consider that putting tents near each other might help foster that traditional Lowcountry sociability. “People in South Carolina know how to party. They know how to make the best of a social event,” Warren said. A few tickets remain for the early days of the tournament — Monday through Thursday. Any adult ticketholder can bring as many as four “juniors” — fans 17 or younger — for free in keeping with a standing PGA policy. “This is an investment in the future,” Warren said. “It just fits the vision of The PGA of Taking a chance on S.C. America. ” Though the Charleston area hosted The 2007 Senior PGA Championship, it wasn’t a lock for the 2012 PGA Championship, WarMatt Tomsic, Ashley Fletcher Frampton and ren said. W
hen it came time to make a decision, the choice was clear for Ron Blitzer and Be Green Packaging. Jasper County, said Blitzer, cofounder and Be Green CEO, was the best place for Be Green to locate its first manufacturing plant in the United States. Blitzer then offered a list of reasons: low energy costs; proximity to deepwater ports in Charleston and Savannah; location midway between markets in the Northeast and South Florida; plenty of labor; and the abundance of raw materials used for its green packaging products. “And there was something that wasn’t on my radar,” Blitzer said. “I have a community that embraces what we’re doing. I’ve never seen anything like that. South Carolina is a very, very business-

friendly place.” Be Green plans to invest about $7.3 million and hire at least 175 people over the next five years, with the potential of more jobs and investment added during that time. Blitzer said the company will

manufacture and distribute consumer, industrial and food-grade packaging from the Jasper County site. The South Carolina plant will further support the company’s U.S. and global customer base, Blitzer said. Some of its major
customers are Whole Foods Market, P&G’s Gillette Razor Co., 7-11 and Hartsville-based Sonoco’s facility in Poland. Be Green’s niche is manufacturing compostable, industrialand food-grade packaging. The company’s products are made from annually renewable plant fibers such as bulrush, bagasse, bamboo, wheatstalk and kenaf. Raw materials only come from annually renewable resources and are compostable within 90 days. No trees are felled or used in the raw materials. Also, there’s little if any waste that goes out in the garbage can, Blitzer said. “I don’t want to be a customer of the landfill,” he said. Port of Charleston sees yearly increases Staff Report
T
he two largest container ports in the South Atlantic saw fiscal year increases in container traffic. Business appears to be looking up at the Port of Charleston for the first time in six years. The S.C. State Ports Authority said container volume through Charleston was up 8.3% or 1.38 million 20-foot equivalent units for the 2011 fiscal year, which ended June 30. The increase marked the first time since 2005 that the port reported a gain in container traffic over the previous year. Noncontainer traffic, which the ports authority has worked to expand, shot up 32.3% at Charleston and the Port of Georgetown. The number of noncontainer tons totaled 991,705 for the year, with growth recorded in the number of
automobiles, project cargo, heavy lift and traditional break-bulk that were loaded and unloaded, the authority said. “These results show the confidence our customers place in the ports of Charleston and Georgetown, and it means jobs at a time we could really use them,” said Jim Newsome, president and CEO of the ports authority. The agency also reported revenue was up 11.5% over the 2010 fiscal year, reaching $124.6 million, while earnings shot up 99% to $16.6 million. Newsome added that the upswing in volume also showed that a number recent initiatives and improvement projects at the ports are paying off. Those include: • Extending the state’s overweight permit limit to 100,000
pounds for all shipping containers hauled into and out of the terminal. • Expansion of on-site and offterminal loading capabilities for exports to Asia and other countries around the world. • Completion of a $22 million project to renovate the Columbus Street Terminal for roll-on, roll-off cargo, break-bulk and project cargo. The project involved 70 acres of storage yard and added rail infrastructure. • Headway on plans to deepen Charleston Harbor so it can handle around-the-clock arrival of larger cargo ships that will be calling on the port after renovations of the Panama Canal are completed in 2015. Charleston already has seen a surge in the largest container-
ships, the authority said. About four a week call on Charleston. The Columbus Street project expanded the port’s ability to handle the growing exports of one of its biggest customers — BMW. BMW makes X3, X5 and X6 sport utility vehicles at its plant near Greer. In 2010, BMW exported $4 billion worth of S.C.built vehicles to 130 global markets. Matching this year’s numbers in 2012 could be a challenge for the Port of Charleston. The SPA reported that container volume fell 4.4% in June to 115,168 TEUs from May, and volume was down 1,129 TEUs from June 2010. “We’ve got to grow above the market no matter what the market does,” Newsome said. “And we’re all-out engaged in that.” •

Big rig operators in S.C. optimistic over tighter fuel regulations By Chuck Crumbo, Staff Writer
P
resident Barack Obama recently announced new fuel efficiency standards aimed at commercial vehicles, including the semi-trucks that haul goods across the United States. The new regulations, which promise to save $50 billion in fuel costs over the life of the program, might not have caused much of a media stir because many of the stakeholders support the firstever fuel efficiency standards for medium- and heavy-duty trucks. “Our members have been pushing for the setting of fuel efficiency standards for some time, and today marks the culmination of those efforts,” Bill Graves, president and CEO of the American Trucking Associations said
S.C. Trucking Association officials say they generally support the new rules.
Aug. 9 when the standards were announced. “We believe these new standards are just one tool we should be using to cut fuel use by the trucking industry.” The regulations will begin
with 2014 model year vehicles and be in effect through the end of the 2018 model year, said Rick Todd, president and CEO of the S.C. Trucking Association. “Absent some mandate, truck
makers and owners have done all they can to promote fuel efficiency,” Todd said. “So, we generally support the rules.” How the rules might impact shipping costs remains to be seen, Todd said. “They will cause equipment to be more expensive,” Todd said. “But hopefully, the upfront higher cost will be offset quickly through fuel savings.” The regulations, written jointly by the National Highway Traffic Safety Administration and the Environmental Protection Agency, are similar to proposals that were offered in October 2010, Todd said. vans, and vocational vehicles, Todd said. The regulations require: • Heavy-duty pickups and vans cut fuel consumption and greenhouse gas emissions by 15% by model year 2018. The federal government estimates a typical gasoline- or dieselfueled vehicle could save 1 gallon of fuel for every 100 miles traveled. • Vocational vehicles like delivery trucks, buses and garbage trucks cut fuel consumption and greenhouse gas emissions by 10% by 2018, resulting in an estimated savings of 1 gallon fuel for every 100 miles. • Big-rigs or semi-trucks cut fuel consumption and greenhouse gas emissions by 20% by model year 2018, saving up to 4 gallons for every 100 miles traveled. The government estimates trucks and buses built in 2014 through 2018 will cut oil con-
sumption by 530 million barrels and greenhouse gas emissions by approximately 270 million metric tons. “The standards are expected to yield an estimated $50 billion in net benefits over the life of model year 2014 to 2018 vehicles, and to result in significant longterms savings for vehicle owners and operators,” the White House said in a news release. The White House claims a trucking operator could pay for the technology upgrades within a year and realize net savings of $73,000 through reduced fuel costs over the truck’s useful life. “Trucking rates will be going up regardless due to other regulatory requirements, but maybe this one will actually provide some operating cost savings — depending on if it works and there aren’t other issues that come up,” Todd said. “Of course, driver training can contribute to significant savings today.”

operation because the crops and byproducts grown in this area will be used as feedstock for Be Green’s packaging material. Headquartered in Santa Barbara, Calif., Be Green’s lone manufacturing plant is in China, and it has a warehouse in Boston. With an expanding market for products in the United States, Europe and the Asia, the company — founded in 2006 — needed another plant, Blitzer said. The 32-acre site on Grays Highway in Jasper County was the place, Blitzer said. “We’ll absolutely stay in China,” Blitzer said. “It’s just time to be doing this in America.” Be Green Packaging, which announced in April its plans to move to South Carolina, expects to move forward in two phases, Blitzer said. The company has begun installing equipment and prepar-
ing the building through the remainder of the year. The first containers loaded with product to be distributed from the Jasper County warehouse are expected to arrive around Sept. 1, he said. Manufacturing should start in the first quarter. When he visited Jasper County last month, Blitzer said he spent some time getting to know local officials and meeting people on the street and in the restaurants. “We really got a sense of the needs of that community,” Blitzer said. Blitzer said he also realized just how much Be Green’s investment means in a county where June’s jobless rate hit 11%, slightly above the state’s 10.5% unemployment figure. “We’re offering good-paying jobs and benefits that can actually change the lives of people,” Blitzer said. “We can impact the lives of an entire community here. That’s an empowering thing.”

ir freight volume in the first half of 2011 increased at five of eight major airports surveyed by SCBIZ magazine. Greenville-Spartanburg International Airport was the biggest gainer, recording a 19% increase for the first half of the year compared to a similar period in 2010. Meanwhile, Charleston International suffered the greatest decline, down 15.6%. Around the Southeast, freight numbers at larger airports reflected a national trend of a slowing economy and declining demand for delivering freight by air. Memphis International, home to FedEx operations, recorded a drop of 0.2% for the first half of the year. Air cargo business at Columbia is down largely because UPS, which accounts for about 70% of the freight handled at the airport, has consolidated some processing operations in Louisville. xperts say recent orders for hundreds of passenger planes could stress the supply chain of major manufacturers, including the Boeing Co., which recently opened a new final assembly plant in North Charleston. Many of the new orders for a variety of new aircraft were placed at July’s Paris Air Show. But American Airlines’ single order for 460 planes grabbed headlines and stunned veteran observers of the aerospace industry. American, aiming to update its aging fleet and gain advantage of lower operating costs promised by the new generation of aircraft, opted to split its order for a singleaisle passenger plane between Airbus and Boeing. Airbus, the European consortium, will build 260 of the

vendors, said the company is confident its supply chain will meet the challenge for building more 737s as well as the 787 Dreamliners that will be assembled in South Carolina. “While we are forecasting increasing demand for aircraft over the next 20 years, we closely monitor our suppliers and feel the aerospace supply chain is robust enough to support this growth,” said Larry Wilson, spokesman for Boeing supplier management. The express carrier recorded a 19.2% increase for the first six months of 2011 in the amount of cargo enplaned, up to 242,000 pounds from 203,000 for the first half of 2010. The cargo numbers at Greenville reflect what’s bound to be a record year for the Upstate airport. Greenville handled 26.12 million pounds of cargo during the first six months of 2011, compared with 21.95 million pounds for a similar period in 2010. Greenville officials attribute the uptick in air cargo to a steady increase in manufacturing in the area. The air freight business at Greenville has been so brisk that FedEx replaced its narrow-body Boeing 727s with wide-body 757s. “You have 700 international
companies here doing business with BMW and Michelin and others. We’re servicing those companies,” said John Harris, FedEx operating facility manager. “Manufacturing in particular plays a huge role up here in what we ship through cargo. We’ve seen the volume increase to the point where we had to increase the size of our aircrafts.” As far as shipping costs, the Air Freight Price Index for international air cargo prices dropped 2.6% in June, while average air freight rates declined 9.9% yearover-year, the eighth consecutive month of decline, according to the Journal of Commerce. Although it appears the movement of cargo is slowing, Rosalyn Wilson, author of the State of Logistics report sponsored by the Council of Supply Chain Management Professionals, said industry capacity, particularly trucking and air freight, “is close to being fully engaged.”

As far as the Dreamliner program, which already is three years behind schedule because of supply chain issues, Wilson said Boeing doesn’t see any “impact on the 787 program from the growth in demand.” Beginning in early 2012, Boeing anticipates building three Dreamliners a month at Charleston, boosting total production to 10 planes a month. Other Dreamliners are being built at Boeing’s plant in Everett, Wash. American’s decision to split its order between Boeing and Airbus could take the stress off the supply chain, said Manoj Malhotra, a supply chain expert and chairman of the management science department at USC’s Darla Moore School of Business. “Splitting orders diversifies the supply risk,” said Malhotra, founding director of the Center for Global Supply Chain and
Process Management at USC. “Though some suppliers may be common between the two companies’ supply chains, others may be unique to each firm. “So need for capacity gets better distributed across both companies’ supply chains when an order as large as 460 planes gets divided and split between Boeing and Airbus.” Splitting the order also can bring down the total price for the planes,” Malhotra said. “Both firms compete aggressively for business. There is no negotiating advantage left if nothing is given to one firm at all. The mix between Boeing and Airbus can change depending upon how attractive a pricing is promised by each firm.” Boeing and Airbus are providing $13 billion in committed financing through lease transactions, American said. The retail value of each plane is $80 million to $85 million, American added.
