Vote ‘YES’ for Casino Gaming this November F

or nearly 40 years Sullivan County residents have been promised – and denied – the ability to open up either a full-fledged or Indian-run casino. But on November 5 this may all change as a statewide referendum to amend the Constitution to allow nonIndian casinos will appear on the ballot. If passed, the amendment would grant New York State the power to locate four casinos in three regions of the state: The Catskill-Hudson Valley, The Southern Tier and Capital-Saratoga. Sullivan County, in particular, has been lobbying hard for two casinos, which would mark the rebirth of the Catskills and also create thousands upon thousands of new jobs beginning with construction.

What they are saying: Sullivan County Legislature Chairman Scott Samuelson, who also owns the Bradstan B & B in White Lake, said, “Class 3 gaming if approved in November could, providing our Sullivan County casino developers are granted one or potentially even two of the gaming licenses that are possible, mark the beginning of a very bright economic future for Sullivan County. “Although not the panacea or silver bullet it was perceived as many years ago, a destination commercial casino resort as a part of our year-round tourism efforts would enhance future economic development in a very significant way. “Ancillary future business development would enjoy year-round support that has been seriously lacking in the

community for several years. It is time to stop the flow of billions of dollars in NY gaming revenues from crossing our borders into New Jersey, Connecticut, Pennsylvania, Canada and soon into Massachusetts and keep them in NY! “The NY State Legislature and the Governor have done their part, it is now up to each and every one of us,” he said. “I strongly urge all voters in Sullivan County and across the state to “flip their ballot” on November 5th and vote YES for Prop One on the back side of the ballot. We welcome

the quality jobs, the new education funding, and most especially significant property tax relief that this legislation promises,” Samuelson said. Sullivan County Visitors Assn. PRESIDENT’S MESSAGE Bold Steps Toward Defining Our Future

With the economy beginning to show signs of improvement, the Partnership is positioned to once again take proactive steps toward preparing Sullivan County for future investment. With the potential for transformative projects looming, there is no more critical time than now to create an environment where businesses are confident they will succeed if they invest in Sullivan County. A “Bullish” approach is needed to energize an economy that has been stagnant at best and is thirsty for new investment. To that end, the Partnership has re-established its program of work to best seek new investment, expansion opportunities, and broaden our reach as we begin to attract investment from a variety of targeted industry sectors. After close examination, our Strategic Planning

Committee headed by its Chairman, Larry Wolinski, underscored our priority operational areas of focus. Those are Corporate Attraction, Business Expansion, Shovel Ready Sites, Cluster Development, Entrepreneurial Development and Membership Education. At the Sullivan County Partnership we have moved out of a stability mode and are once again entering a more proactive phase, taking bold steps to tackle the extraordinary challenges we face as a rural community that continues to seek ways to invigorate our economy. Completing the work begun years ago to bring our existing commerce areas to shovel ready status, working closely with the Sullivan County Community College to maximize the new Start Up New York program which exhibits

extraordinary potential, aligning more closely with our economic development partners and other stakeCEO/President Marc Baez holders and crafting an effective proactive external marketing program, are just a few of the initiatives we will be under taking in 2014. In addition, we will be adding to our quarterly membership meeting schedule by moving select board meetings throughout the county to better reach those businesses located in the external locations of our service territory in order to provide for more open dialogue and exchange of ideas and information in an effort to deliver a better work prod-

uct to those locations. Once again the casino approval process is in motion, though closer than we have ever been in the past. The Partnership in tandem with the Sullivan County Chamber, and the Sullivan County Visitors Association and County officials has worked to assist the grass roots group ‘Citizens for NYS Gaming’ in their effort to educate the general public about the extraordinary economic impact and benefits of voting yes for approving up to four new casinos in New York State will have on Sullivan County. If passage occurs, our work will be more critical than ever as the need for ancillary business locations, work force, and specialty services will be in high demand. The speculative market will surely awaken. Concurrently, we continue to assist small entrepreneurs and mid sized business expansions which have for the most part kept our fragile economy together for several years now. In 2014 two business expansions

will take place representing 50,000 sq. ft and $5 million in investment as well as a major resort destination facility that promises to revitalize a former prominent Sullivan County resort destination. Other projects are eminent. Of course our important work could not take place without the continued support our members and partners have given the Partnership for many years. As the Sullivan County Partnership celebrates its 19th year of existence, we welcome new directors and members. And proudly, we applaud our honorees. New Board Members The Sullivan County Partnership will also be congratulating its six newly-elected board members at the Annual Meeting. “We were delighted by the tremendous response we had to this year’s election,” Stabbert said. “We had 12 candidates vying for 6 seats.” Re-elected to serve a three-year term were Glenn Gidaly, Jerry

County of Sullivan IDA Gets High Marks from State Comptroller’s Office A

fter an extensive five week audit and review conducted by the NY Office of State Comptroller (OSC) earlier this year of the County of Sullivan Industrial Development Agency (IDA), a final Report of Examination was released by the State on August 30, 2013. The objective of the audit was to review the IDA PILOT program to determine of the IDA Board had designed and implemented an adequate system to select, monitor, and manage benefits and incentives granted to businesses within the PILOT program. The OSC review determined that the IDA has established policies that are specific and clearly articulate project goals and abatement schedules, including indepth cost-benefit analyses. Projects are monitored, performance goals are tracked, and PILOT amounts are adjusted annually based on performance. It also determined that IDA projects have been successful at increasing the long-term tax bases of the corresponding taxing jurisdictions. The OSC report included one recommendation. It recommended that the IDA should improve their current process for indentifying Board officials’ potential financial interests in projects seeking IDA assistance. Toward that end the IDA developed an implementation plan that consists of the following: The Agency will engage outside counsel to prepare a memorandum of law on the numerous ethical rules applicable to volun-

teer IDA board members. Secondly, the IDA will require all board members to participate in training focused solely on ethical rules and considerations. Lastly, the Agency will revise its application to include a more accurate and detailed ethics disclosure statement. This plan was submitted to the OSC in an Audit Response Action Plan on August 19, 2013, and was approved. Watkins said. “We buckled down and worked hard.” Watkins said he has certainly seen a change in the economy during the past year. “Here in Chapin the building [revenue] has doubled as well as the number of houses,” he said. “On a daily basis I have between 40-60 people working for me. That includes 20 full-timers, and subcontractors like plumbers, electricians, site workers and concrete workers. “I’m pretty proud of that. I feel like I’m helping the economy and that feels good,” he said. And Woodstone’s ripples even reach outside of the gates which surround The Chapin Estate. “I buy my lumber from ProBuild in Liberty and Wyde Lumber in Monticello,” he said. “And by creating local jobs I know that we are helping local businesses, like restaurants, Bethel Woods and more.”

About Owning a Home in Chapin “I built my own home in here,” Watkins said. “Having a builder who actually lives in the development is a plus. It adds to the home buyers’ comfort level. “I have become good friends with a lot of them and invite them over to my house and visit them often,” he said. “There are terrific people in Chapin.” Watkins said the Chapin Estate homes also become retreats for family and friends, sometimes accommodating upwards of 20 people on a weekend. And it is not unusual for the family to celebrate holidays and big events at their “country” home. “Last year Chapin even hosted a wedding,” he said.

NEWBURGH — Hudson Valley Pattern for Progress is recruiting mid-career professionals from across the Hudson Valley to join the next class of its regional fellows program. The Pattern Fellows Program is an innovative leadership program started by Pattern for Progress in 2007 to expand the horizons of those already acknowledged as leaders in their communities and disciplines. The program helps participants to gain a more intimate knowledge of the region and encourages them to explore regional approaches to their work. Classes will gather every other Tuesday from October through May at the Pattern Office at 3 Washington Center on the campus of SUNY Orange in Newburgh. In a change to the program, classes will meet in the early evening, from 4 p.m. to 6 p.m. with refreshments served. Pattern is also looking for businesses or nonprofits that are interested in spon-

soring a fellows research project. Groups of fellows complete three or four research projects every year. Past topics have included affordable housing, adaptive reuse of urban buildings, innovative education models, and waterfront revitalization. Often the projects lead to implementation with lasting results. In the city of Beacon, a 2012 Pattern Fellows project on recycling led to the launch of a new pilot program aimed at reducing the waste stream at the Rombout Middle School and Beacon High School. Sponsors help choose and guide the research project, making it a significant opportunity to utilize the knowledge, experience and diversity of the fellows for productive solutions.
