Below you will find basic and important information for individuals and small businesses who may be eligible for services under the recently passed federal CARES Act. Unemployment Insurance Information during the COVID 19 Pandemic If you are filing a new Unemployment Insurance claim, the day you should apply is based on the first letter of your last name. Monday filing – A-F Tuesday filing – G – N Wednesday filing – O – Z If you were not able to file on the correct day you can file on Thursday, Friday, Saturday or Sunday. Your claim that you file will be backdated to the date you become unemployed. If you are determined eligible you will be paid for all the benefits due. If you call the telephone claims center regarding your claim, call 1888-209-8124 during the following hours: Monday through Friday 8am – 7:30pm, Saturday and Sunday, 7:30 am – 8:00 pm. Please be aware that

the claim center cannot help you with issues around your NY.gov account. For issues with your NY.gov account call 1-800-833-3000. You can also file a claim by visiting labor.ny.gov. You can also call the Telephone Claim Center at 888-2098124. Due to larger than normal call volume, we are strongly encouraging individuals wishing to file a claim to first visit the website, if possible. Additional assistance available through the federal CARES Act: • Pandemic Unemployment Assistance – Extended eligibility for individuals who have traditionally been ineligible for UI benefits (e.g., self-employed workers, independent contractors). • You must apply for and be determined ineligible for traditional unemployment first before applying for PUA. • May cover for period up to 39 weeks. • There is no weeklong waiting period.

• Pandemic Unemployment Compensation – An additional $600 per week, on top of regular benefits, to all UI recipients • The additional $600 per week will be automatically added to all regular UI and PUA benefits. • The additional $600 per week will be automatically added to all regular UI and PUA benefits. • Pandemic Emergency Unemployment Compensation – An additional 13 weeks of UI benefits, beyond the regular 26 weeks already provided, for a total of 39 weeks of coverage. • If you exhaust your 26 weeks of regular UI, you will receive an additional 13 weeks of additional benefits. • Anyone who exhausted UI benefits after July 1, 2019 is eligible to receive 13 additional weeks of benefits. • The additional 13 weeks of benefits will include an additional $600 per week until July 31, 2020. NYSDOL now has a call-back system in place for UI Claims. If you

have been instructed to call the Telephone Claims Center to complete the filing of your claim, you no longer need to call. A representative from NYSDOL will call you back within 72 hours.

Business Services • The NYS Department of Labor’s Shared Work Program gives businesses an alternative to laying off workers during business downturns by allowing an employee or group of employees to work reduced hours and collect partial Unemployment Insurance benefits. This will help a business retain their trained employees and bounce back quickly when conditions improve. It will save on the time and expenses of recruiting and training new workers and keep your employees from having to go through the hardship of unemployment. • On March 27, 2020 President Trump signed the $2 trillion dollar Coronavirus Aid, Relief and Economic Security (CARES) Act. The intent of the legislation is to stabilize

Business Provisions: • Paycheck Protection Program (PPP) allocates $350 billion in forgivable loans to help small businesses retain their workers during this economic downturn. • Emergency Economic Injury Disaster Loans (EIDL) and $10k EIDL Grants provides direct loans for businesses in a designated disaster area. All fifty states have that designation during the pandemic. • Other 7(a) Loans guaranteed by the SBA. The SBA will pay the principal and interest on any Section 7(a) loan besides the PPP for six months for loans originating between March 27, 2020 and September 26, 2020. • Delay of Payment of Employer Payroll Taxes. The CARES Act allows employers and self-employed individuals to defer payment of the employer share of its 2020 Social Security taxes. The deferment would be paid over two years. This does not apply if a business is provided relief under the PPP. • The Employee Retention Credit allows eligible employers a refundable tax credit against the required social security taxes payable between March 12, 2020 and January 1, 2021. Employers who had to partially of fully cease operations due to a government mandated COVID 19 shut down order or an employer whose gross receipts declined 50 percent or more are eligible. This does not apply if a business is provided relief under the PPP. • The Families First Coronavirus Response Cat (FFCR) requires that most employers with less than 500 employees to provide 80 hours of paid sick leave and expanded paid child care leave when employees’ children’s schools are closed or there is no available child care providers. The Act further provides these eligible employers with refundable payroll tax credits to mitigate the cost of the leave.

The office has also prepared a resource guide to assist businesses with their most frequently asked questions. COVID-19 Disaster Funding Guidebook: Senator Gillibrand has released a COVID-19 Disaster Funding Guidebook for businesses and communities across New York State. The guidebook will be updated in the next two weeks to reflect the available funding in the current national relief bill. Workforce Assistance:

Sullivan County Career Center Business Services: The Sullivan County Career Center offers many different services for businesses, including job referrals, on-site recruitments, job fairs, on-the-job training (OJT), and more. Contact Alana McGinnis at (845) 807-0603 for more information. Unemployment Insurance Benefits: The Governor announced that the State will waive the 7-day waiting period to qualify for unemployment for individuals who have been laid off for COVID-19 related reasons. NYSDOL PSA on Unemployment: The Department of Labor released a new PSA to help New Yorkers applying for unemployment benefits. The PSA provides information on how to apply for UI benefits and reassures New Yorkers: If your unemployment filing is delayed, you will still receive every cent you are owed. NYSDOL Shared Work Program: The program allows employees on a reduced schedule to collect unemployment for days not worked helping to offset reduced incomes.

Sullivan County Child Care Council Resources: The Sullivan County Child Care Council is working with State and local partners to ensure essential workers have affordable child care. If anyone is in need of child care or has any questions regarding child care, please call (845) 292-7166 and leave a message. Someone will call you back within 24 hours, but usually within minutes. Small Business Funding Sources: Sullivan County Disaster Relief Workforce Emergency Funding: The Sullivan County Partnership (SCP) for Economic Development has announced the Disaster Relief Workforce Emergency (DRWE) Fund, which will make financing available to business owners to solve immediate business needs (i.e. covering payroll demands, insurance payments, etc.) and other costs. Program guidelines are available here. Applications will be accepted until Friday, April 17. Small Business Administration Disaster Loans: Small businesses, small agricultural cooperatives, and most private not-for-profits in all Mid-Hudson counties are now eligible to apply for SBA economic injury disaster loans (EIDL). This applies to all seven Mid-Hudson counties, including Sullivan. Contact the SBA disaster assistance customer service center at 1-800-659-2955 or by e-mail at disastercustomerservice@sba.gov. Some important things to know before you apply are: The application is rapidly changing to meet the needs of small businesses across the country, but there are SBA

Any technical assistance with the application received must be disclosed on the appropriate section of the application. Applications take around one month to process once submitted. Applicants have no obligation to take any loan offered from the SBA. If your financial situation changes while the application is being processed, i.e. receiving other grant or loan funding that will cover necessary costs. Facebook Small Business Grants: Facebook announced it will be offering $100M in cash grants and advertising credits for up to 30,000 eligible small businesses worldwide. More information will be coming soon. Emergency Loans Small Business Guide & Checklist: Compiled by the US Chamber of Commerce, this guide and checklist is a useful tool for small business owners to navigate the CARES Act and SBA loan programs. Empire State Development Guidance for SBA Funding: Empire State Development has rolled out clear and helpful guidance and resources related to the Paycheck Protection Program and other SBA Loan programs. Verizon LISC Small Business Recover Fund: Thanks to a $2.5 million investment from Verizon, LISC is offering grants to help small businesses fill urgent financial gaps until they can resume normal operations or until other more permanent financing becomes available. LISC will use the Verizon funding to provide grants of up to $10,000 to busi-

James Beard Foundation Food & Beverage Industry Relief Fund: The James Beard Foundation is developing criteria for micro-grants to help restaurants, bars, and other independent food and beverage operations get through the COVID-19 emergency. Non-Profit Mid-Size Loan Program: The Mid-Size Loan Program to be created by the Treasury Department is to fill the gap between the SBA Paycheck Protection Program for smaller employers and the Industry Stabilization loans to big business. Expressly applied to large non-profits with a workforce between 500 and 10,000, these loans will be earmarked for maintain wages and benefits for employees. NY Association of Towns COVID-19 Guidance: The New York Association of Towns has compiled guidance for municipalities navigating COVID-19, including resources for municipal officials, employees, and citizens. National Association of Towns & Townships CARES Act Analysis: The National Association of Towns and Townships (NATaT) has written a summary of the CARES Act and its implications for local municipal governments. NYS DOS Virtual Planning/Zoning Board Training: The NYS Department of State has various virtual training resources both on demand and live. See a list of upcoming live

Additional Resources: Main Street America COVID-19 Resource Center: The National Main Street Center, a program of the National Trust for Historic Preservation, has created a repository for COVID-19 resources that may be helpful for local chambers, municipalities, planners, and business organizations. Bold Gold Stronger Together: Local news and updates on COVID-19, open businesses, and event cancellations. Catskill Art Society Financial Relief for Artists: Catskill Art Society (CAS) has compiled a list of resources for the arts community impacted by COVID19. IOBY Matching Donations Project: From projects offering material support to front-line workers, to projects that care for our communities in this time of physical distance, lots of different kinds of projects are eligible to be matched, up to $8,000. Sullivan County Revolving Loan Fund: The Sullivan County Revolving Loan Funds provide seed capital and early stage loans to eligible entrepreneurial companies who want to establish or expand within the county. Special consideration shall be given to assisting businesses owned and operated by persons of low-to moderateincome, as required by the specific program. The Sullivan County Division of Planning, Community Development and Real Property administers four

different revolving loan program funds that assist entrepreneurs looking to establish or expand businesses: Agri-Business Loan Program; AgriBusiness Micro-Enterprise Loan Program; Main Street Business Loan Program; Main Street Micro-Enterprise Loan Program. Loans range from up to $10,000 to up to $100,000 depending on various criteria including the percentage of owner equity involved, the number of jobs created, and location of business. Rates for all loans are set at 1% below the prime interest

rate, with a base minimum of 2% and a maximum of 6%. Terms are generally set at up to ten (10) years and are commensurate with items being financed. Applicants must hold at least a 20% share in the businesses and must sign a personal guarantee for the repayment of the loan. A nonrefundable application processing fee of $50 applies to all applicants and a closing fee of $100 is required for all approved loans. NYS Agriculture & Markets COVID Guide: NYS Department of Agriculture and Markets has information and a resource guide for essential foodrelated businesses. Pace University/NRDC Food & Beverage COVID-19 Legal Support: The Pace-NRDC Food Law Initiative has launched the COVID-19 Legal Support Project which will provide pro bono legal services to new and existing clients affected by this crisis who cannot afford market-rate legal services. Assistive Technology Specialist We are looking for a strong leader to develop and transform the New Hope Assistive Technology Center into a learning and resource center for assistive technology. The Assistive Technology Specialist is responsible for researching, categorizing and organizing comprehensive adaptive equipment and assistive technology resources for staff and the people we support at New Hope Community. Candidate will conduct proactive assessments for the people we support to suggest assistive technology solutions and provide the necessary training for adaptive equipment to be utilized in habilitation, clinical and medical plans. Employment Specialist The Employment Specialist is responsible for the job-related training, counseling and over sight of the people we support who have obtained employment in the Supported Employment Program. An essential function of this position is the evaluation and documentation of the progress of all participants in the Supported Employment Program. The Employment Specialist establishes and maintains professional working relationships between program participants and work site supervisors.

High School Diploma/GED required. Experience in Lawn Care preferred.
