Six decades of outstanding service ixty years in existence is a feat for any business, but for a nonprofit, it borders on extraordinary. Especially one composed entirely of volunteers! Yet through all the changes in firematics, faces and firetrucks, the Rock Hill Volunteer Fire Department has remained steady in its commitment to the community it serves. Solid leadership, wise choices and a willingness to change with the times have combined to give Rock Hill FD a permanence increasingly rare in this fast-paced world. Sure, there will always be fires to be fought, but many departments are turning to paid personnel to do what volunteers once did. Rock Hill has certainly not been immune to that challenge, but thanks to a supportive community, it remains a proud force composed of well-trained, caring volunteers. Now it’s your turn to show you care, that what these firefighters and their leaders do time and again does not go unappreciated. Indeed, they’ve spent extra hours planning the upcoming Sullivan County Volunteer Firefighters’ Association Parade, and what they most want to see there are hundreds of people – like you. You need not be solely from Rock Hill or immediate environs. There will be firefighters, ambulance workers, police officers, mili-

tary personnel and many other first-responders marching from all parts of Sullivan County – and beyond. Rock Hill FD celebrates 60 years of service to the community In October of 1957, the T present firehouse property was

he Rock Hill Volunteer Fire Department was started in 1956 when three community minded men, John Behrens, Bill Bensinger and Dick Benson, met and saw the need to establish a fire department. A few weeks later they were joined by Dick Bailey and Rudy Finke. On July 28, 1956, the first official meeting of the new Rock Hill Fire Department took place in the basement of the Methodist Church. At the meeting, Dick Benson was named President, John Behrens, Vice-President, Richard Bailey was named Secretary and William Foss was Treasurer. Gilbert Foss was named the Chief and Ed Case Assistant Chief. The Ladies Auxiliary was started about the same time with Mrs. Mary Bailey as President, Mrs. Luella Benson as Vice President, Mrs. Evelyn Barton as Secretary and Mrs. Marge Finke as Treasurer. On June 12, 1957, the first fire truck was purchased from the Hasbrouck

In October of 1957, the present firehouse property was purchased for $2,500 and a brand new 32' x 52' firehouse was constructed by the members at a cost of $13,000. On January 28, 1959, Assemblyman Hyman E. Mintz introduced a bill in the State Legislature to create the Rock Hill District. The bill passed the legislature on March 12, 1958 and

pieces of apparatus, 3 chief vehicles, 2 ATV rescue and brush fire units, along with 2 rescue boats. They have added a new modern, lighted softball field complete with bleachers, concession stand and median scoreboard, and during the summer they host a softball league. In addition to the ball field, they built a youth soccer field, a children’s playground and a park for the entire community to enjoy. The Department is an active participant in the community and is a proud sponsor of the Boy Scouts, Cub Scouts and Little League. Each year they award $3,900 in scholarships to deserving high school graduates.

was signed into law by Governor Harriman on April 18, 1958. The first public meeting of the newly formed Rock Hill Fire District took place on Tuesday, December 2, 1958, when the first Board of Fire Commissioners were elected. Elected to office were David Jaffee, Vincent Dollard, Arnold Sheeley, Andrew Gordon and Martin Gottlieb. John Behrens was named the Secretary and Treasurer. The Rock Hill Volunteer Fire Department answered its first alarm on July 1, 1959. At the present time, the Department has 64 active members, 39 auxiliary members, 17 ladies auxiliary members and 12 inactive life members. The Department has so far responded to 180 alarms in 2016. The Department maintains 7

The ‘ribbitting’ tale of the frog

f you’ve ever seen a fire truck from the Rock Hill Fire Dept., you can’t miss the lime green exterior or the use of a frog logo. So how did this come to be? For the past 60 years the Rock Hill Fire Department (RHFD) has proudly served the community and neighboring ones as well. Beginning with a small firehouse and fire trucks – that generally were acquired in used condition from larger departments – that were within the small budgets of the day. Almost 20 years after RHFD’s formation in 1956, it was decided in 1973 that a brand new fire truck was in order. A committee of members was formed and after much contemplation on what truck to buy, a visit was made to the Ossining Fire Department to inspect their new FWD all- wheel drive fire truck. FWD made severe duty truck chassis and produced America’s first all-wheel drive chassis. FWD was acquired several years earli-

er by the Seagrave Company, who is the oldest manufacturer of fire equipment in the United States. Beginning in 1963 FWD and Seagrave were locatCONTINUED ON PAGE 15

ed in Clintonville, Wisconsin, and still builds fire trucks there today. The company is now called FWD Seagrave. So with a few modifications to Ossining’s truck design, the committee began to list out the customized specifications that they required for what was to be the first fire truck to be custom built for a fire department in Sullivan County. The length of the truck, the size of the compartments, the pump and tank specifications were all under consideration. Not to mention the two top mounted reels of one-inch water hose that could be pulled off and “charged� with water at once when upon the scene of a vehicle or small fire. But probably the most pondered and history making decision to be made came down to the exterior color of our newest “Pride of the Fleet.� The cost for the brand new fire truck was $53,000. The truck they had sampled in Ossining was the standard “fire engine red� which seemed pretty ordinary to the committee. Upon examination of the color charts that were provided by the truck salesman, a blend of colors

that consisted of “Seagrave yellow� and was mixed with a lime green tint to make a unique color that was referred to as “Rock Hill Green.� It was the first fire truck in Sullivan County to be a color other than the traditional red In early 1975, the new 1974 FWD truck, which sported a Seagrave fire truck body and FWD all wheel drive chassis, was almost ready to be put in service. RHFD’s Ex-Chiefs Dick Tremper and Leon Harding accompanied Chief Charlie Grant to Clintonville, Wisconsin, for their final inspection and were charged with driving the new FWD, “Truck 4-0,� back to Rock Hill. During the evening of their visit while in Clintonville there was spotted in a store, a small rug decorated with a frog design. Chief Grant made the comment that the new truck looked like a big green frog (mostly due to the color and its body height on the four wheel drive chassis) and the purchase of the rug was made. way hazards and debris on the way back. Once the crew of three were almost home, in Matamoros, Penn., they borrowed a staple gun and stapled the “frog rug” to the plywood barrier on the front of the truck. Upon its arrival in Rock Hill, Truck 4-0 began its history of being known as “The Frog.” A wet down (a celebration that is given when a department gets a new truck to show it off to other fire departments and the public) was held with 4-0 being on exhibit inside the firehouse’s four bay garage that existed then, and it was our show piece. It was at this time that the firehouse on Glen Wild Road became known as “The Frog’s Pad.” Shortly after the wet down, a local Monticello sign painter who had gold leaf lettered our new beauty and bestowed one last finishing touch. He visited the firehouse with the reason, he said, “to touch up an area of his work.” When he emerged from underneath the truck it was found that he had left a frog portrait with the word “ribbit” next to it on the front drive differential casing almost as a branding. This branding still exists today. Truck 4-0 was in service for about 12

years before Lou Tunno of Westbrookville was hired to refurbish it in about 1987, during Drew Blackburns’ term as Chief. Truck 4-0 remained in service for a number of years when it was replaced by a new Seagrave pumper and sold to another Fire Company who used it until it was sold to a collector. The fire department purchased 4-0 back from an individual near Pittsfield, Mass. in 2007, who had refurbished it to nearly “The Frog” of the Rock Hill Fire Department that it was before its sale. Amid a great deal of conversation among RHFD members, a team of five, Gary Smith, Michael Hoyt, Steve Gottlieb, Dale Sonnenschein and Chet Smith made the trip to see if our one time pride was worth the asking price to get it back. Needless to say the recovery team bought and drove the “Pride of The Fleet” home to Rock Hill. Truck 4-0, “The Frog,” had found its way back home to “The Frogs’ Pad”, The Rock Hill Fire House. Today, at RHFD, the firefighting engines, the tanker and the rescue trucks are all this unique color of “Rock Hill Green” and helps carry on the department’s proud traditions. And that’s how “The Frog’s Pad” got its name.

One of the most important ways to support the parade host, as well as other work the Sullivan County Volunteer Firefighters Association (SCVFA) does are their clothing bins sponsored by Textile Recovery Services, Inc (TRS). TRS is a national acclaimed registered company providing fundraising through the collection and recycling of products such as used clothing, toys, stuffed animals and other recyclable materials that have been placed in recycling containers placed in public places. The materials are recycled and a percentage of the revenue generated is donated to local charitable causes such as the SCVFA. TRS has produced over $1,000,000 in fundraising dollars to help firefighters and other non-profit causes for over 20 years. The only real source of income for the 501(c)3 group [SCVFA] are the over 25 “Beige Bins” across Sullivan County.

The sun sets on Frog Field, which is located behind the Rock Hill Fire Department as part of Rock Park. The field opened in 2014. Rock Hill FD put money aside for the project, and in a joint association with Sullivan Renaissance, the field was created. The fire department built the field with community assistance, and Sullivan Renaissance helped with the beautification efforts. Frog Field is the home of the Sullivan County Slo-Pitch League in the summer. The park is open from 8 a.m. to dusk everyday, where the community can play ball, have picnics and enjoy the outdoors. China City of America Attended the Eighth Annual Celebration of Young Professionals Hosted by Sullivan County Chamber of Commerce On Wednesday, August 24, 2016, YEL! (Young Emerging Leaders) held its Eighth Annual Celebration of Young Professionals at the Bethel Woods Center for the Arts. As a Chamber Member, China City of America attended the event. YEL!’s mission is to bridge the gap between aspiring individuals and local businesses to advance the growth of Sullivan County. It is quite simple: young professionals + experienced business professionals + networking = success. The event was very well attended, nearly one hundred professionals from the local businesses and organizations participated. Business owners gave a brief speech about their company and the continued encouragement of young professionals to stay and build a career path and future in their own backyard. Those in attendance agreed to support and sustain the only group in Sullivan County solely dedicated to that goal. The event was surrounded with vibrant business chemistry and positive energy for the economic development of the local community. As the event concluded, gifts and prizes from businesses and organizations were distributed. The winners were very happy with what they received. The local community is very excited about this project. All parties share the same belief that motivating and assisting young professionals will lead to a brighter future in Sullivan County. Young professionals will help to resolve the local ageing tendency issue, bringing trendy and green ideas into the community, creating more jobs and attracting more young visitors which will spark the local economy.
