‘Small’ department takes on huge task of hosting firefighters’ parade BY FRANK RIZZO
O
ne of the perks of being president of the Sullivan County Volunteer Firefighters Association (SCVFA) is that your department gets first dibs to host the SCVFA’s annual parade. But it’s a task not taken on lightly. The procession’s a huge undertaking with lots of hard work, preparation

and responsibility – along with rewards and prestige for the host fire company and community. As 2013 SCVFA and Narrowsburg FD President Craig Burkle put it, “It’s not always the case that the president’s department hosts the parade.” In fact, in 2012 Rock Hill organized it for the second year in a row when the company slated to host the parade had to decline. Burkle, Secretary Art Hawker and Treasurer Charlie Knapp Jr. met with Rock Hill firefighters soon after last year’s parade to get advice and ask questions. After that, they briefed members of their department and, in Burkle’s words, “pondered it for two months” before putting it to a referendum. Members unanimously voted to hold
the parade. A parade committee consisting of Burkle, Chief Dave Casey, Jason Schroeder and Don Beck was formed. Charlie Knapp Jr. and Anne Buddenhagen made up the journal committee. The last time Narrowsburg hosted the affair, in 1978, Burkle was 17 years old. Heading the SCVFA that year was Ronald Bodens of neighboring Lava. Since its department was even smaller than Narrowsburg’s, the latter agreed to take on the parade instead. Burkle, head of the namesake insurance company once owned by his father George (whose death this past summer deprived the department of a 46-year member), noted that the parade route has been changed five times.

Narrowsburg 10 a.m.–noon: Apparatus judging at Lander’s Campground, DeMauro Lane. 1 p.m.: Parade line-up along Bridge Street 2 p.m.: Parade steps off on Erie Ave. and proceeds south past Narrowsburg School and turns onto Main Ave, past the business district, turns right onto Bridge St. and then proceeds to the campground via DeMauro Lane. After parade: Refreshments and music at Lander’s Campground. 6 p.m.: Trophies will be awarded at the campground.
A 27-year volunteer firefighter, Burkle served a previous term as president and was chief for six years and assistant chief for 12. In addition to the myriad details that go into getting the parade ready, the planners have had to deal with bridge issues – two of them in fact. The interstate bridge linking Narrowsburg to Beach Lake, PA, has

of departments from the neighboring county which normally take part. Several departments from the Pennsylvania side are expected to participate, including Equinunk, Shohola, Matamoras (guest of Lumberland) and Honesdale. The latter will provide the ladder truck, along with Callicoon, to hang the huge American flag that is prominent at many such occasions. It is owned by the county. There will be close liaison with the State Police and Sheriff’s Office for traffic control – not to mention the presence of many fire police for that task. Bill Lothrop of the Wurtsboro FD and 2010 SCVFA president, will be announcing from the reviewing stand on Main St. at the Delaware Valley Arts Alliance second floor porch “Narrowsburg is a small community,” said Burkle. “The parade is a big ticket item. It will bring visitors and some needed revenues to the town.”

one lane closed for construction with traffic lights at both ends controlling the flow. Burkle said that there will be electronic alerts on both sides of the river warning motorists to seek alternate routes. In any case, the parade will stop twice to let any traffic backed up before the bridge on the PA side to proceed (no cars will be allowed to stand on the bridge itself since it has lowered its weight limit to 15 tons). Cars on Bridge and Kirk Sts. and Erie Ave. waiting to use the bridge will also be allowed to pass at this time. The other issue is the railway overpass on Main St., which, at 11 feet, does not allow the passage of some of the larger ladder trucks. So there will be a slight deviation to enable those “queens” of the fire apparatus to take part. Due to a glitch in scheduling, the parade will be held the same date as the Orange County one, depriving it

he 2013 parade line-up will take place at 1 p.m. and the parade will step off at 2 p.m. on Erie Ave. and proceed to Main Street through the business district and then turn onto Bridge Street and proceed to Landers’ Campground via DeMauro Lane opposite the firehouse and next to the Town Hall/Tusten Theatre. The apparatus judging will take place at the DEC boat access area off DeMauro Lane and next to the campground. Registration and judging will begin at 10 a.m. and continue until noon.

n Tuesday, March 4, 1902, thirty nine concerned citizens of the hamlet of Narrowsburg signed a petition supporting a proposal to form and organize a Hook and Ladder Company to protect “Narrowsburg and vicinity”. Elsworth E. Williams and Nils P. Rasmussen were voted to the offices of Chief Engineer and Assistant Chief Engineer respectively. • March 14, 1902: Fire Department formed, comprised of an engine company, a hose company, and a hook & ladder company. The first officers were elected with Frank Kinne, President, R.F. Rigby, Vice President, John S. Anderson, Secretary, and John H. Kirk, Treasurer. • April 1, 1902: Accepted proposal from S.F. Hayward Company in New York City to purchase a second hand Gleason & Bailey Hand Fire Engine for $350. • April 8, 1902: Constitution and ByLaws were adapted. They provided that “any person of good character and standing” would be eligible for membership. Dues were set at $1 per annum, payable in quarterly installments. The laws also dictated that members should not appear at a meeting or on duty “in a state of intoxication,” nor should they be guilty of “using insulting, indecent, or improper language, conduct unbecoming a gentleman, or otherwise being a disgrace to the Department.” • August 1902: At monthly meeting, it was reported that the first of many July 4th picnics had resulted in a profit to the Department of $116.30. • Dec. 1903: The required law creating the Narrowsburg Fire District had been passed by the Sullivan County Board of Supervisors and the Secretary was charged with notifying the Tusten Town Clerk to call a special election for the purpose of electing three Fire Commissioners, with the District Treasurer appropriating $2,000 for the purchase of a lot and erection of a firehouse. • 1904: First firehouse is built. • April 1909: Knapp Brothers Bankers in Callicoon closed its doors, leaving the Department no access to more than two thirds of its total savings of just over $625. • October 1926: A new firehouse was completed, location was not specified.

Members later voted to expend approximately $9000 for a body manufactured by Maxim Fire Equipment. • February 1964: Members Bill Berger and Nathaniel “Skip” Feagles undergo SCUBA training in Liberty to become the NFD’s first divers. By 1980, the NFD fields a squad of five fully equipped SCUBA divers. • October 1965: Grant the DEC a parcel of land on which to build a boat launch. Approve a proposal to purchase the Mary Henz property on Bridge Street for $8,000 to store all apparatus. • November 1965: Ludwig “Uncle Lud “ Gebhart, 86, the last remaining charter member of the Department, died. • 1969: Tusten Ambulance Corps formed, 1969 Chevrolet pumper bought.

• November 1931: NFD voted to join the Sullivan County Volunteer Firemen’s Association. • December 1933: The third and final payment from Knapp Bros. Bankers in the amount of $17.67 was received. This bankruptcy had been pending since 1909 and cost the Department several hundred dollars in savings and interest. (See April 1909) • January 1938: Movie nights in the community hall are discontinued as money is being lost. In June, the NFD signs a five-year lease with Harvey English of Hancock as tenant to operate the theater for an annual rental fee of $700. • January 1942: Members view a film of the London blitz to learn how to extinguish incendiary bomb fires, and attend a meeting at the Lava FD to hear about the establishment of a listening post for enemy aircraft. • September 1945: Voted to purchase a new truck at a cost of not more than $5000. Another vote was taken as to whom to buy the vehicle from, either Joe Hankins (Ford dealer) or Malcolm Dexter (Chevrolet dealer), both of whom were members, but it resulted in a tie. Volunteer Firemen’s (SCVFA) parade at a monetary loss of between $300 and $400. • October 1971: Hosted SCVFA Parade. • March 1974: Carol J. Beck is elected as the first female member of the Department. • May 1975: Purchased the Jack Denny Chevrolet garage for $60,500 with an estimated mortgage of $8,500 after the Community Hall and Henz property were sold. Site of present firehouse. • June 1979: June – Tragedy struck when Assistant Chief Paul Brock, and members Brett Hankins and Jay Laraia all suffering fatal injuries while returning from a parade in Montrose, Pennsylvania. No July 4th Field Day is held out of respect to the families for their losses. • July 1982: NFD receives the first of many Exxon Community Service Grants through member George “Chris” Behling. This first grant was used to purchase a portable radio. • April 1983: NFD votes to undertake a $68,000 renovation of the firehouse using plans drawn up by Industrial Arts teacher

Following the memorial, a bronze plaque commemorating their service was placed above the firehouse entrance door. • July 1993: Problems at the July 4th Field Day lead to the ban of beer sales at the annual event. • January 2001: NFD, along with many other county departments, received a new desktop computer from Sullivan Co Bureau of Fire to record training, inventory, vehicle maintenance, and to submit incident reports to the NYS Office of Fire Prevention and Control via the Internet. his past spring the Callicoon Fire Department took delivery of a KME pumper-tanker, a $460,000 sophisticated piece of state-of-the-art firefighting equipment. This is definitely not your father’s firetruck, and its acquisition was the end result of a long, complex and involved process. It started when department and fire district leaders realized they had to replace a 1979 FMC pumper because it had badly deteriorated and no longer met National Fire Protection Association (NFBA) standards. The NFBA is the governing body that sets safety standards for fire apparatus and equipment. In November 2011, the Fire District advertised for bids for a new pumper fire truck with a 1,500 gallon per minute pump and a water capacity of 1,500 gal-
lons to replace the FMC. The lowest bidder that met all specifications was KME Corporation, based in Nesquehoning, PA. A bid for $460,838 was accepted by the Fire Commissioners at their January 2012 meeting. Next came the funding. The department donated $115,000 to the Callicoon Fire District. This money, according to Commissioner John Schadt, had been set aside for eventual equipment purchase and is the result of countless fundraisers and donations and generous bequests in the wills of community members who passed away. Funds were also provided by Damascus Township, PA, for the fire protection district on the Pennsylvania side of the Delaware River. In February 2012 voters approved a referendum by the fire district to use $115,838 in reserve funds. That left about $230,000 to be bonded, and voters approved this as well.

“Given the costs of these [trucks], most departments have to go through this process,” said Schadt, a retired social studies teacher from Sullivan West. “We were lucky. Half the vehicle was essentially paid for.” Schadt was joined on a committee to establish specifications for the new truck by Chief Mark Murphy, Assistant Chief Willie Maxwell, Roy Sumfleth, Frank Hahn and Mark Sturdevant. He recalled that the bid proposal sent out was about 50 pages. It was the result of many months of intensely detailed meet-

What came back from the bidding firms were three-ring binders “three or four inches thick… every bolt and nut that goes into the truck,” said Schadt. “The amount of detail was tremendous.” Once KME gained the winning bid, Callicoon FD members made several trips to the Nesquehoning plant and engaged in active exchanges with the engineers and builders. “They build everything from the chassis up,” Schadt said of KME. “They build a very good vehicle.” The distinction between a tanker and a

tâ&#x20AC;&#x2122;s not all about running into burning structures and saving lives for the firefighters â&#x20AC;&#x201C; although thereâ&#x20AC;&#x2122;s plenty of that, too. But sometimes, they just like to play. Acquiring and inugurating a new firetruck is as good an excuse as any for a good water fight with the neighboring fire departments who show up for the occasion â&#x20AC;&#x201C; to â&#x20AC;&#x153;wet downâ&#x20AC;? or baptize the brand new fire truck. The Smallwood/Mongaup Valley Fire Department had a â&#x20AC;&#x153;wet downâ&#x20AC;? on a chilly Saturday in midSeptember, but that didnâ&#x20AC;&#x2122;t deter anyone from joining in the hosing fun â&#x20AC;&#x201C; regardless of getting thoroughly wet in the process. Thatâ&#x20AC;&#x2122;s firefighters; everyone else kept their distance for fear of getting wet in the cold. Neighboring fire departments from White Lake, Kauneonga Lake, Monticello, and eventually, White Sulphur Springs showed up in their trucks, and took part in the mock fighting, pulling out their hoses and
spraying across the field to â&#x20AC;&#x153;getâ&#x20AC;? the fire fighters on the other teams. Some even engaged in one on one, or small group factional fighting, like Smallwood/Mongaup Valleyâ&#x20AC;&#x2122;s youngest member, Emily Moray, 19, and who reputedly won the fight together with longtime member and ex-chief Dennis Dietrich. After the water ran out, everyone came out to greet each other, with the occasional fake wrestling and bear hugs to show that there were no hard feelings.
