WHY THE INTERVENTION? • Lack of transparent, accountable, equitable and responsive • Local governments near citizens and effectiveness has direct bearing on quality of life • Need capacity in both demand and supply side for transparency , accountability, responsibility and responsiveness • Mining revenues not used to improve citizens quality of life • Natural resource host districts do not engage in long-term planning including visioning • Mining largely enclave to both nat and local economies • Decentralisation does not deal with economic dev, only political decentralisation


WHAT INTERVENTION?

• Introduce and promote norms of participation, transparency, equity, rights and sustainable development as culture and practice • Forum for CSOs, local private sector, traditional authority, mining companies and local authority to meet for accountability • Joint planning and accountability instead of parallel systems by mining companies • Geographic information system and economic and revenue modelling tools • Most important is community conversations and accountability sessions
