A STRONG START As the national governing body for swimming in Scotland, Scottish Swimming represents our clubs, swim schools, aquatic disciplines, and thousands of talented and committed volunteers across the entire swimmer pathway from development and healthy living through to performance. This updated Corporate Plan is designed to promote the work of the governing body, secure investment from key partners and stakeholders, and agree and communicate our strategic direction leading to 2014. The Scottish Swimming management and Board have reviewed the plan annually and have updated the plan in 2009. Scottish Swimming has a team of 31 and is led by a strong Board of Directors and management team. We support over 17,500 members within over 180 clubs and swim schools. Key partners include sportscotland, the Scottish Government, pool operators (Local Authority councils, trusts, universities, etc), British Swimming, Commonwealth Games Scotland and Scottish Disability Sport. Our sponsors are Scottish Gas (principal), Kellogg’s and Speedo. In 2009, our turnover was c£1.9m. Our external income comes from sportscotland, British Swimming and our sponsors. We are also focused on generating our own income through our members; Kellogg’s Scottish

Our Sport
SCOTTISH SWIMMING Scottish Swimming supports a drug free, safe, and equitable approach to all of our aquatic work. The organisation has four key functions: ● Healthy Living – to get more people swimming for
leisure, health and fun ● Development – to improve the delivery of swimming
in Scotland through the development of learn to swim, clubs, volunteers, teachers and coaches and community partnerships ● Performance – to improve the performance results of
our Scottish swimmers through coaching and through our continuously evolving performance programme ● Corporate Development – to lead a cutting edge
organisation that supports our development, healthy living, and performance initiatives, including the attraction of resources to invest in our sport
The unique sport of swimming is critical to our nation in so many ways.
Inclusive Swimming is an inclusive activity for people of all ages and all abilities. This applies whether going up and down the lanes to stay fit, participating in any one of the disciplines, or competing for one’s country. Safety It is pivotal that our children in particular are taught to swim in order that they may feel confident and safe throughout their developing years. The popularity of swimming The Scottish Government is making a strong effort to bring about a societal change in the nation’s approach to health, raising awareness on the importance of a balanced diet and fitness. Swimming is a hugely popular activity, rated as the most popular sport in the UK after walking for adults and after football and cycling for children. The sport is ideally placed to satisfy an increased demand for fitness activity in Scotland. The pathway The embedded principles of long-term athlete development are an advantage for Scottish Swimming. Ideally, children should be comfortable in the water from infancy and should begin to swim more seriously from the ages of 10-12. Options for retention in the sport should be available in the cases where competitive activity does not suit them. The promotion of swimming The push for a healthier nation, London 2012 and Glasgow 2014 offer an unforgettable opportunity to grow and promote swimming in Scotland. We need to engage with the Government, the media and the people of Scotland to ensure that the vast opportunities for swimming in Scotland are pursued.

WHERE WE’RE AT Each Scottish Swimming club and swim school offers a buzz of activity around which a community can come together and rally. Key facts are:
We have demonstrated that we are a leading governing body with the vision and skills to take on a growing remit while maintaining focus on our support for clubs and swim schools. Our shared strengths, weaknesses, opportunities and threats are outlined in detail in our annual plan. A key summary is presented below:

● Club Development - Scottish Swimming was founded in 1888 as an association
of clubs. While the governing body has grown and modernised over the years, expanding its remit to support swim schools and healthy living etc, we have not forgotten our roots. Clubs remain our core membership group, investing in the governing body through membership fees and supporting a quality experience for interested athletes wishing to progress in their discipline. We believe that strong clubs can offer local communities a vibrant locus for volunteer and athlete development, essential for creating lifelong participants and local and national heroes. ● Community Partnerships - We take seriously the facilitation role that

Scottish Swimming can play in bringing together clubs, pool operators and other partners to share challenges and opportunities in developing swimming in a local area. The appointment of the Regional Swimming Development Managers allows the governing body to have a resource on the ground to meet with partners and share guidance on facility development, facility access, water management, club development, and performance coaching etc. We believe these partnerships are essential for taking swimming forward, making better use of our limited water and bringing together strong swimmers in a training unit supported by a full-time paid coach. ● Performance - The tremendous success of
Scottish Swimming’s headline goals have evolved since the launch of our corporate plan in 2006. Our Board has considered carefully options for taking forward the sport and have supported the following targets as key areas of focus for a variety of important reasons: ● Healthy Living - The governing body recognises the need to contribute to the improved health of the nation. We believe, provided we are supported with new resources, we have the knowledge and infrastructure to help get more people swimming for leisure, health and fun. We have been involved in this area in the past, lobbying for a swimming entitlement and promoting SwimGym. However, we have never before had a Healthy Living Manager to take the area forward in a more meaningful manner. This is an important area for raising the profile of swimming in Scotland, achieving national participation targets, better supporting hard to reach groups and ensuring that every child in Scotland can swim. ● Learn To Swim - Learning to swim is at the base of
the swimmer pathway. Growth of the Learn to Swim Programme and Kellogg’s Scottish Swimming Awards Scheme ensures the promotion of a best practice model for swimmer development while also offering a vehicle for generating income to reinvest back into the sport. With a strong foundation in swimming, anything is possible. Children emerging from a quality programme will have the confidence to join a club, swim for fun, or join one of our disciplines.
swimming at the Melbourne Commonwealth Games in 2006 demonstrated that Scots are talented and can win on the international stage. While Scotland faces health challenges over the coming years, with participation targets being critical for sportscotland and government success, we cannot lose sight of the belief that comes from seeing one of our own succeed at the highest level. With London 2012 and Glasgow 2014 on the horizon, we do not want to disappoint. We continue to support our talented athletes in daily training environments including national camps and competition opportunities.
While our headline targets have evolved, we have not lost sight of our original baseline aims. Our progress for 2006-2009 is detailed here, along with our new headline targets for 2014.

LOOKING BACK HEADLINE TARGET PROGRESS REPORT 2006 -2009 From 2006-2009, Scottish Swimming has supported athletes, coaches, members, and partners in achieving a number of targets.
Corporate Development - Over the last 3 years: ● We accomplished an annual turnover of £1.9m,
growing from a base of £1.3m in 2006 ● We took steps to reach out to our members and staff,
increasing our customer satisfaction rating by 10% and our staff satisfaction rating by 19%
Development – Over the last 3 years ● We certificated 729 teachers and 306 coaches (United Kingdom Coach Certificate UKCC)
● We grew our membership and customer base by 55%
● We licensed 250 teachers and 113 coaches
● We secured a 100% electronic Annual Membership
● We trained over 1800 volunteers including officials
and team managers and 529 young volunteers (<25 years of age) ● We inducted 4 disabled athletes to the Scottish
Academy programme ● We secured the Preliminary level in the Equity
Standard – A Framework for Sport Unfortunately, we did not achieve our target for the promotion of our Learn to Swim Programme into 20 Local Authorities (15 authorities achieved), nor did we deliver aquaskills in 40 clubs (28 achieved). Lastly, we did not achieve the implementation of swiMark in 40 clubs. Many of those targets not achieved have led to significant changes in the way we approach our work including a review of our club development programme and a restructuring of the development team in order to better reach our customers (regionalisation of the development managers) Performance – Over the last 3 years ● We supported 5 athletes in achieving a top 15 world ranking (2 per nation). While this is a strong standing, it falls 3 short of our target for 2012 (8 athletes in the top 15) ● We supported 37 coaches with continuous
professional development - each with athletes on the Scottish national programme ● We led a national programme catering for over 600
athletes from the District Regional level through to the Senior Gold level. The target set for the number of athletes at the base of the pathway was not reached, however, we are satisfied that this is due to a tighter selection policy and that athletes will rise to the new standards in future years
return, developing our Club Membership System software and building relations with our Club Membership Secretaries In summary, we have not hit every single target set over the last three years. However, we have made considerable progress and we’ve taken the necessary steps to evaluate areas for improvement to take us forward to 2014.
Review of the disciplines 2006-2009 Over the last 3 years: ● The disciplines of diving, masters, open water, synchro, water polo have all produced development plans ● The discipline committees are implementing the
development plans and the Board allocated funding against the delivery of these plans ● The Board has invested a total of £185,000 in the
disciplines ● Funding has been secured for a part-time Water Polo
Development Officer ● There has been significant growth in water polo
activity due to the Kellogg’s Swim Active Mini Polo project, which has attracted significant funding ● There has been modest growth in the number of
members from the disciplines Each of the disciplines faces a range of different challenges going forward. For diving, there are a reduced number of new or refurbished diving facilities in Scotland. The main facility at the Royal Commonwealth Pool, Edinburgh, is closed for two years for refurbishment. This will have a significant impact on the Diving Committee’s delivery of the Diving Development plan. All of the disciplines will have the on-going challenge of increasing participation and ensuring that the infrastructure of clubs, coaches, officials and competitions will be sufficiently robust to ensure that any increase in participation can be maintained in the longer term. It is towards this end that a series of core development targets have been produced.

Funding the plan
LIQUID ASSETS Our financial summary outlines the income required to support our plan and the expenditure we will focus upon to reach our corporate goals. A key financial aspiration is to grow and diversify our income streams in order to generate an annual turnover of £2.6m by the year 2014. The achievement of our financial aims will ensure we have the stability to properly resource our plan from 2009-2014. 2006-2009 Overview ● Our turnover target has been achieved each year (percentage growth from 2006-2009: 28%) ● A small surplus has been generated each year,
providing sufficient funds to achieve our target for 3 months’ trading activity cover ● The grant received from sportscotland, our main
funding provider, has increased significantly each year (percentage growth from 2006-2009: 45%) ● Significant new funds have been generated from
British Swimming and sponsors. Sponsorship income has grown from 1% of our turnover in 2006 to 4% in 2009 (Scottish Gas, Kellogg’s and Speedo) ● Our low-risk cash investments continue to grow and
contribute towards our strong financial position ● An investment of over £185k has been made in our
disciplines ● The Scottish Swimming Awards scheme has gone
successfully through the charitable status dissolution process generating more profit potential and flexibility of funding 2009-2014 Looking ahead In 2009, sportscotland continues to be our main funding partner, an investment equating to 52% of our turnover (£1.3M for 2009-2010). This investment illustrates a strong partnership with sportscotland as we deliver shared targets year on year. The next few years will see Scottish Swimming embark on several new financial challenges. The first is to grow our learn to swim programme, engaging with all 32
● Swim School and Club Development - This key area of business has recently
experienced a growth in financial support through the investment in our Regional Swimming Development Managers (RSDMs). The managers are now out in the local environment, engaging with clubs and swim schools, pool providers, and other key partners. The Board support ongoing investment in this area and indeed wish to target further funds for a fifth RSDM position ● Community Partnerships - The investment in RSDMs as per the above will
also greatly assist with the development of community partnerships. RSDMs can assist in facilitating meetings and the development of agreements where our members and partners come together to achieve shared aims. Scottish Swimming has also invested heavily in the recruitment of performance development coaches. These are full time paid coaches, funded by Scottish Swimming in partnership with the Local Authority and the club(s) in the area, to help bring together talented athletes for more performance-orientated training. While additional investment has not been secured during 2009-10 for additional coaching positions, this is an area targeted as a priority for growth over the course of the Corporate Plan
Local Authorities. The second is to continue to support our coach education strategy beyond 2011, after which grant funding for United Kingdom Coaching Certificate bursaries is no longer guaranteed. Scottish Swimming is committed to ensuring that our financial governance continues to be innovative when compared to other sporting organisations in Britain. As a governing body, Scottish Swimming continues to receive strong reports through our annual external examination year-end process. In September 2009, we received a fit for purpose audit led by sportscotland and positive feedback on our corporate governance policies and procedures.
TARGETS Scottish Swimming has three key financial targets: ● Growing our income to achieve the turnover needed
● Performance - Investment has been
secured for support in Glasgow, Edinburgh, Stirling, and Aberdeen – four areas critical for the development of performance swimmers. The investment will go toward coaching, water, and/or programme support. A further allocation has been targeted specifically for the preparation of athletes heading toward Delhi for the Commonwealth Games. New investment will also be pursued for additional funding in advance of the London and Glasgow Games
to support the key areas of our business ● Monitoring and evaluating our key performance
indicators to ensure that we deliver a balanced budget ● Generating the surplus required for our reserves in
order that we can support 3 months’ of trading activity
PRIORITIES Our turnover from 2008-09 to 2009-10 has grown by £184K – a small figure when it comes to trying to reach our ambitious vision. As a result, the governing body has to consider carefully any new areas of expenditure. Our Board has reflected upon our headline targets and has supported the following priorities for ongoing and new expenditure:
CONTINGENCY PLANNING Scottish Swimming has projected a relatively modest growth in turnover between 2009 and 2014. However, given the financial climate, even a small increase in investment may be unrealistic and indeed a significant reduction in funds could be on the horizon for sport. In such a situation, the Board would be forced to make difficult choices, including: ● A halt on the renewal of the Performance Development Coach positions ● A reduction in attendance for national squads at events and camps abroad ● A cut in athlete awards
The largest impact of this approach would be in the governing body’s ability to reach its outlined performance targets. However, it is recognized the sport as a whole would suffer. As it stands, the Board would not support a cut in the support for learn to swim/awards and education as these are areas of profit for Scottish Swimming. If these two streams were to become a barrier to the Governing Body’s financial stability, then cuts here would be required as well, likely in the area of staffing.

After 2010, the funding received from sportcotland starts to decline due to the potential reduction in grants being available to support the UKCC initiative beyond 2011. The above chart focuses conservatively on the funding that is likely to be committed to us for the period up to 2014. The chart illustrates that our grants from sportscotland and other external partners continues to make up the bulk of our income. This is followed by the investment from our membership base and sponsorship partners. The Board continue to recognise the valuable input from all of our funding partners; without this contribution, we would be unable to deliver on expectations year on year. The plan does not include any new additional funding that will be requested in the run up to the 2012 London and 2014 Glasgow Games. We envisage that we will need c£200k for 2012 and c£200k for 2014. This level of funding would be used to ensure coaches and swimmers have everything they need to perform at their best in 2012 and 2014.

swimming for health, fitness, and fun (pilots, education courses, water time, travel costs etc) ● Development expenditure includes areas such
as staffing, club development, discipline support, disability swimming; learn to swim and UKCC teacher/coach education ● Performance expenditure includes investment in
staffing, athlete support, coach support, the 2010 Commonwealth Games, the International Training Centre, performance coach/club development ● Corporate Development expenditure contributes
towards staffing, office costs, the website, marketing and general overheads
There is an increase in spending activity across all four areas throughout the plan, with new investments being targeted towards the appointment of the fifth Regional Development Manager’s post and towards delivering a growth in the learn to swim programme and Kellogg’s Scottish Swimming Awards Scheme. At the start of this corporate plan, our reserves showed Scottish Swimming to be in a strong financial position with c£342k in the bank after all financial commitments had been met. The plan illustrates Scottish Swimming generating a small surplus each year, which will build our reserves and increase the financial stability of our Association. If this aim is realised, then our reserves will reach c£370k at the end of 2014.

At our helm, we have an appointed chair and strong Board of Directors. All Directors are recruited by the governing body council, which is headed by an elected President and Vice-President. The Board is supported by a senior management team including the Chief Executive, Director of Performance, Director of Coaching and Development, Director of Operations, Marketing and Communications Manager, and Finance Manager. The wider team includes Scottish Swimming’s 31 members of staff, many of whom are based at our headquarters at the national swimming academy, some of whom are on the pool deck and others who are based in one of our 4 regions to support local development.

Conclusion
A BIG FINISH The London 2012 Olympic Games, Paralympic Games and the Glasgow 2014 Commonwealth Games are on our horizon. Scottish Swimming intends to be in London and Glasgow in full force, with quality performances and volunteer support. By delivering against our vision, we have a fantastic opportunity to build on our outstanding achievements in Melbourne, where Scottish swimmers delivered the best performance ever accomplished by any sport in Scotlandâ&#x20AC;&#x2122;s Commonwealth Games history.
