Per the Bylaws, the affairs of the Scottsdale Ranch Community Association (SRCA) shall be managed by a Board of Directors. Currently, the SRCA Board is comprised of seven homeowner members. It was interesting that with almost 4,000 properties on the Ranch, we only received three applications from candidates who wished to throw their hat in the ring. All a homeowner had to do was make sure they were in good standing (assessments were current), submit an application and their name was placed on the ballot. No nomination process to go through – it was that simple. Do not get me wrong, the candidates that ran were top caliber. This just sums up the meaning of the word ‘apathy’. I am excited to work with the upcoming board to ensure the objectives of the Vison and Values are met and would strongly encourage you to attend a board or committee meeting – see what we are all about and get involved so maybe next year, you will put your name on the ballot. In April, our Annual Homeowners’ Meeting and Board Election was held. A new electronic voting process was unveiled for this election and seemed to be very well received. Our hopes were that the number of voters would increase from prior years, but we seemed to stay steady. We will continue to use the electronic voting in future years and would hope that you would find it more convenient to participate. If you have any comments or suggestions about the process, please do not hesitate to contact our office. Congratulations to the newly elected board members - Michael Breslin (incumbent), Brian Munson (incumbent) and Michele Holzman. Those remaining on the board are Aarash Darroodi, Joseph Dawson, Matt Metz and Barbara Sarwar. We welcome Michele to the board and look forward to adding her to our dynamic group of professionals. Below are the remaining 2018 SRCA Board of Directors meeting dates: June 26, 2018 July 24, 2018 August 28, 2018 September 25, 2018 October 23, 2018 November 27, 2018 December 18, 2018 Rental restriction CC&R amendment passed by membership By a vote of the membership, the following CC&R amendment was passed and is effective as of April 19, 2018 to all single-family residences in Scottsdale Ranch. Article IV, Section 3 of the Declaration (CC&Rs) will be amended as follows: Section 3. General. An Owner who leases or otherwise grants occupancy rights to his Lot to any Person shall provide such Persons with copies of the Declaration and the Association Rules and shall be responsible for assuring compliance by the Occupant with all of the provisions of the Declaration, Articles, By-Laws, Association Rules and Design Guidelines and shall be jointly and severally responsible for any violations by the Occupant thereof. (b) Tenants. No Owner may lease less than his entire Lot and the residential dwelling unit situated thereon. All leases shall be subject to the following restrictions: (ii) All leases shall contain a requirement that any violation of this Declaration or the Association Rules, State, County, or City Rules by the lessee or the other occupants shall be a default under the lease. (iv) An Owner may not lease his Lot to more than one Single Family at one time. Furthermore, an Owner may not enter into more than a total of two (2) leases for his Lot during any 365-day period. Additionally, all leases must be for a minimum of a thirty (30) day term. No new lease may begin less than thirty (30) days after the start date of the prior lease. No advertisement offering a lease or rental for less than thirty (30) days shall be allowed. All advertising for leasing shall limit leasing to only a Single Family. (v) Upon commencement of the lease term, the Owner shall submit a tenant registration form, along with a fee, for each new tenant and each new lease, to the Association, in the amounts allowed by A.R.S. § 33-1806.01 (as amended).

Board Briefs March Board of Directors Meeting • APS Tree Removal – A reported one-hundred and twenty-eight trees have been flagged for removal in 2018 with a total three hundred thirty trees being removed in all by 2020. • Updated Fine Policy – Staff presented revisions to the compliance fine schedule to add an “Other” violation section. • Rental Bikes – Kathe Barnes discussed rental bikes from various companies being left around the Ranch. Attempts have been made to have the bikes picked up. Kathe to contact police and legal to discuss removal options. April Board of Directors Meeting • Neighborhood Watch – An article promoting the city’s Neighborhood Watch program for the upcoming SRCA magazine was reviewed. • Election of Officers - The following directors were voted into the officer positions. President: Mike Breslin, Vice President: Matt Metz, Secretary: Barbara Sarwar, Treasurer: Brian Munson • APS Tree Removal Agreement - The Board accepted the current agreement with APS regarding tree removal along Shea Blvd. • Conditions at SR Park Restrooms – Concerns were presented regarding the poor conditions at the SR Park restrooms. SRCA staff to follow up with the City regarding repairs and maintenance. • Rental Share Bikes –The Board discussed SRCA staff efforts to relocate abandoned ride share bikes to the city park in an effort to keep our common areas uncluttered by the bikes. • Real Estate Committee - It was discussed and decided to explore the formation of a Real Estate advisory group made up of area agents.

I believe many will agree that of all the places one could decide to live, Scottsdale Ranch is among the top places that anybody could ever have even imagined as a possibility. In the recent past, we have heard that there has been an increase in the crime rate in the Ranch mostly having to do with property crimes. In a recent chat with the local police, I have been told that for the present this trend appears to have abated since a lot of that which was occurring has been traced to a “gang” from California who has been caught and is no longer in our area. In thinking about how to instill a greater sense of security, well- being and reduce the fear of crime in Scottsdale Ranch, as well as create “a greater sense of community” by putting “neighbor” back into neighborhood, SRCA is happy to assist neighborhoods in facilitating block watch programs. Please understand that SRCA does not provide security in any way. The Neighborhood Watch programs will be organized and administered by the members. However, the Association is happy to assist with community events to promote the starting and continuation of member-led Neighborhood Watch programs. Neighborhood Watch programs are an extension of the City of Scottsdale’s Neighborhood department. This program is represented by citizens and police working in partnership to reduce crimes and improve the quality of life in neighborhoods. Information in this article is provided by the Neighborhood Watch program of the City of Scottsdale. When neighbors get to know each other, taking the time to care about each other and working together as a team in a program of mutual assistance, residents can all devote their efforts to the goal of making Scottsdale Ranch an even more desirable, secure place to live. Some of the benefits of neighborhood watch/owner enhanced well-being programs are: A. Neighborhood policing by you and your neighbors, together with our city police, will create a greater sense of security and well-being and reduction of fear of crime because you know your neighbors will “LOOK OUT FOR EACH OTHER”. B. Reduced risk of your home being burglarized, the instances of other crimes such as vandalism, graffiti, personal assault, auto theft and other personal crimes may also decrease.
C. Neighborhood Watch program can teach residents how to observe and report suspicious activities occurring in our neighborhood and how to detect and report such activities 24 hours a day – seven days a week. D. Knowing your neighbor is an important feature and benefit of these programs so residents get to know regular patterns, so they can see when something appears to be unusual. You get to know when neighbors are on vacation, when they are away at work and who are the occupants of the home. Being aware of the goings-on in your neighborhood is not invading anyone’s privacy or snooping, it is guarding against trouble or any situation which could be dangerous to your neighborhood. E. Be able to address issues of mutual interest by getting together with your neighbors on a regular basis. These issues may be for other crime prevention, fire prevention, local planning or other projects which you alone may say “hey why don’t they do something about this!!” Neighborhood Block Parties are a great way to get to know your neighbors, build relationships, promote neighborhood safety, create a sense of community and… have fun! To help neighborhoods get together, the City of Scottsdale has equipment available to check out. SRCA also has a Block Party trailer that is provided free of charge to host your event. Our staff will deliver the trailer to you and pick it up when done. The trailer has folding tables and chairs, BBQ grill, canopies, trash cans, etc. available for your use. To make it even more enticing, SRCA will help to fund some of your costs for food and refreshments. Give the City of Scottsdale and/ or the SRCA office a call to set up your event. As a community working together, residents can have the steppingstone needed to more easily get things done. We are open to ideas and are interested in hearing from you as we continue to strive to make this wonderful community an even better place to live. If your annual assessment has not been paid, a lien has been filed against your property through the Maricopa County Recorder’s Office. Lien filing/ release fees have been added to your account and monthly interest continues to accrue at a rate of 12% per annum. What does having a lien against your property mean to you? It means that there is a cloud on the title. Typically, the property cannot be sold until the past due amount has been paid in full and the lien has been released. Additionally, having a lien filed against your property could affect your credit. 6

Should a homeowner’s assessments continue to be delinquent, the account may be turned over to an attorney for collection action without further notice from the association. Failure to pay these assessments could also result in the filing of a personal judgment action and the homeowner will be responsible for all attorneys’ fees, document recording, and any other fees incurred to collect this debt. If your annual assessment is delinquent, we urge you to contact the Scottsdale Ranch Community Association administrative office as soon as possible to discuss your account and how we can work with you to bring it current. If you need to arrange a payment plan, consideration will be given. If you have any questions regarding this matter, you may contact our Bookkeeper, Ricki Stamos, at (480) 860-2022. Summer Time, Summer Time! By Ed Macias, SDL
Well it’s here, our cool mornings and evenings have gone away, and the beginning of summer has arrived. June is normally the driest month of the year, some of the lowest humidity have been recorded in June. We didn’t get any substantial rain this past winter and we are still months off from the welcoming monsoon rains. Hopefully, all of your seasonal f lowers, shrubs and trees were planted in May while the weather was still cooler. June is not the best month to plant with the extremely dry weather. Hold off on any new plantings until the higher humidity of July, August and September kick in. New citrus trees prefer these months for planting. From a garden’s standpoint, the biggest focus is a properly scheduled and watered landscape. Increase of watering of landscape plants as the daytime temperatures rise is a must. Shrubs like to be watered to a depth of 2’ and trees to 3’. Consider purchasing a soil probe to gauge the moisture in the soil. If you have an established garden, most plants are happy with 1-2 x week watering of an hour. Trees can do well with watering of 90-120 minutes at 10-20 day intervals if mature. Most trees take about 5 years to be considered mature. As we get into monsoon rain cycles, the watering times can be adjusted with the amount of rain you receive at your location. I know I’ve mentioned this but, most of us, over water; even in the summer months. Make sure to check all of your drip emitters and make any
repairs needed. Just a note of interest, the highest recoded temperature in June was a 122 degrees!!! Where were you at on that record breaking day? By June, most of our Bermuda lawns are making their summer comeback, winter ryes should be dying out. May and June are good months to aerate your lawns and apply a shot of nitrogen to your grass. Consider a balanced fertilizer with at least 19-21% nitrogen. With the increased heat and irrigation you will see a lot of new growth on your trees. Elms, Mesquites and Palo Verdes appear to be growing inches by the hour. Make sure not to thin out your trees during the hot summer months. This will expose branches normally protected to the direct rays of our summer sun. Pruning should be restricted to tip pruning of longer, drooping branches. June and July are months when we normally prune our palms. Dates and Canary Island varieties like to be pruned earlier in the summer. Try to cut out all of the new f lower stalks to eliminate any dates from forming. June and July are typically when we prune Fan Palms, both Mexican and Californian varieties. Ideally palms want to be pruned at 9:00 and 3:00 degrees, at most 10:00 and 2:00. I’ve attached a couple of samples of over pruning and proper pruning for your palms. Try and stay cool over the next 4-5 months. It will be fall before we know it!

News From Laguna Summer is right around the corner, and we are busy as ever over at Laguna. Students have just completed the state test AZMerit in grades 3-5 and put forth a phenomenal effort. We are so proud of all of our students. Laguna is honored to announce that we have been awarded the A+ School of Excellence Award for the 4th time! We are one of only a few schools in AZ to have earned this title for a fourth time and we couldn’t be more proud. This award is a testament to the amazing parents, students, and teachers who make up the community. Laguna just had our annual open house, where we celebrated the learning that has been happening all year. Students performed dances, played their instruments, and showed off their artwork. The community was given a sneak peek at the spring musical Annie Kids which they will perform in May. The students have been working hard, and it is going to be a great show. We encourage any community member to come watch our evening performances, it will be a blast. Dr. Root, Laguna’s long time Principal is retiring at the end of the year, her retirement open house party was held on May 11th. Brooke Williams, Laguna’s current AP, will take over as Principal next year. Brooke has been a long time member of the Scottsdale Community having attended Hopi Elementary, Ingleside Middle School, and Arcadia High School. She has spent the last 13 years in Scottsdale as a special education teacher, curriculum specialist, and assistant principal. If you have not completed registration yet, now is the time! Registration can be accessed online www.susd.org under the enrollment tab. The office will be closed for the summer from June 8th through July 25th. Registration can be completed at Mountainside Middle School. We hope to see many new families for the 2018-2019 school year!

Cyber Security While on Vacation

Many Scottsdale residents will be heading to cooler climates for vacation. Aside from booking accommodations, packing a suitcase and scheduling exciting excursions and leisure activities, one should also think about the importance of electronic and digital security.
The Maricopa Association of Governments and Maricopa Region 9-1-1, working cooperatively with members of the disability community, identified a solution to purchase the system necessary to make Text to 9-1-1 a reality. The system was purchased in August 2017 and members of the 9-1-1 community have been trained over the last several months. Scottsdale is pleased to announce to its residents that this valuable service is now available for anyone with a cellular phone with text messaging capabilities. “CALL IF YOU CAN, TEXT IF YOU CAN’T” is the message for text to 9-1-1. Calling is always the best option when possible, as voice calls allow the 91-1 operator to more quickly ask questions and obtain information from the caller. Users of text to 9-1-1 include individuals who are deaf or hard of hearing, those with a speech impairment, victims of domestic violence, and victims that are concerned about being heard on the phone by an assailant. Text to 9-1-1 is still in its infancy, and there are some limitations at this time. For instance, the texter will need to enter their location for the 9-1-1 operator as location is not available yet. 9-1-1 cannot be part of a group text. Also, there is no language translation service for text to 9-1-1. All of these will be improved upon in the future. Bike Share You may have been noticing green and yellow bicycles around the Community lately. While SRCA supports the concept of these bikes, we do not appreciate the fact that they can be left anywhere, especially blocking sidewalks. Currently, SRCA personnel is attempting to relocate these bikes that have been abandoned in our common areas to the SR Park and bus stops close by. You may feel free to do the same. We are going to be talking with the City of Scottsdale about possible future regulation of these bikes. When leaving for vacation many automatically think about locking the doors and windows, setting a timer on the lights, and having neighbors watch over the house. Have you ever thought about cyber security? For many, it is a necessity to travel with electronic devices, whether it be for leisure or business purposes. Here are a few things to think about that can help protect you: • Password protect your device. In the event your device is stolen or misplaced, a password can prevent access to the device and personal information stored on it. • Keep your devices up to date and back them up prior to travel. Update your operating system and apps to protect against malware. Backing up the device will ensure you do not lose any data in the event the device is lost. • Use your own charger. Plugging your device into an unknown USB port can make you vulnerable to malware. • Be cautious when using public Wi-Fi. Many Wi-Fi hotspots are not secure, and others can connect with your device without your knowledge. Disable your Wi-Fi connection when not using it, and if you must connect to a public hotspot, avoid using mobile apps that require personal or financial information. • Regularly check your accounts and keep track of personal information. Review your bank accounts to check for fraudulent activity. If you see fradualent activity or sensistive information (passport, driver’s license, etc) is lost, report it immediately. • Do not post your vacation plans or pictures on social media prior to or during vacation. Posting your location or plans to leave can provide criminals with valuable information on when to burglarize your home. Only share and post photos after you return.
Scottsdale Ranch Park and Tennis Court Rennovations The Scottsdale Ranch Park Tennis Center is again fully functional. The tennis center, which has 18 lighted tennis courts, underwent renovations during the fall converting eight courts from asphalt to post-tensioned concrete. The Scottsdale public tennis facility, one of two with the other located at Indian School Park, offers adult leagues, lessons for ages 5 to senior, drop-in play for juniors and adults, and hosts numerous local, regional and national junior and adult tournaments. Scottsdale Ranch Park Tennis Center also has lighted racquetball and squash courts. Courts may also be reserved for recreational play seven days per week.
