I’m writing this in the morning while having my favorite green tea and it is only 80 degrees out – We are just about to leave the Summer heat behind!!!

Here are some trends and forecasts for the remainder of 2024 for the Scottsdale Housing Market from some of the industry publications…

Signs of a Balanced Market

• Inventory is on the Rise giving buyers more options.

• Sales to List Price Ratio is 97-98% which suggests that sellers are achieving fair value without the bidding wars we see in a Seller’s Market.

• Days on Market has decreased from the past few years which means we have a more balanced dynamic between buyers who can take their time and sellers who can expect interest without properties lingering.

Advantages for Sellers in 2024

• Appreciation on the Horizon although at a more moderate pace means sellers can still expect to get a good price for their property.

• Favorable Conditions in Specific Segments particularly in the entry level market ($500-$700K) which favors sellers.

Why Scottsdale

• Scottsdale is one of the most balanced markets in the country with an average home value of $807,104 up 4.8% over last year.

Scottsdale Ranch Real Estate Update

• Excellent Quality of Life highlighted by A-rated public schools, family friendly amenities, superior healthcare, world-class dining, entertainment, resort, golf and recreational options.

• Relatively Low Tax Burden averages around 0.85% of the property’s assessed value while the national average is around 1.1% and the state limits the increases to 5% or less per year.

In addition, we are seeing an exponential growth in businesses moving to Arizona resulting in a very strong job market. Scottsdale will remain one of the best places to live in the United States.

Manager’s Report

Important changes to Surveillance Camera Rules

In recent years, the use of surveillance camera systems has skyrocketed, not just in business settings but also in public spaces and residential areas. Studies show that the presence of cameras can deter criminal activity. According to a report by the Urban Institute, crime rates in areas with conspicuous camera surveillance tend to drop significantly.

Based on recent feedback from homeowners, the SRCA Board of Directors and staff reviewed the current architectural guidelines for the installation of any type of surveillance cameras on the exterior of homes. It was determined that exterior camera rules should be more generous and be allowed to see the same things as people walking by on sidewalks or driving by in their cars. But at the same time, homeowners must follow any state and federal laws that pertain to cameras. In addition, front doorbell cameras (such as the popular Ring brand doorbells) should be exempt from this prohibition of showing neighboring properties, because doorbells typically face directly to the street and, therefore, provide views of homes across the street.

Also, because cameras are becoming more popular, and many homeowners are unaware that they require approval, the board has created an amnesty period. During this amnesty period, any cameras previously installed without prior approval can have applications submitted without being subject to the fine. This amnesty period is effective immediately and goes through the end of the 2024. We encourage you, if you have not already done so, to submit your architectural application to our SRCA Architectural Liaison, Diane Botica. Information on how to submit your application can be found on the SRCA website at www.scottsdaleranch.org. Click on “Plan My Project” on the homepage.

Below are the new guidelines pertaining to Surveillance Equipment/Cameras:

1. The Architectural Committee will review requests for the installation of surveillance equipment and cameras on aesthetic bases only.

2. Cameras and any other surveillance equipment shall be reasonable in size and number, as determined in the sole discretion of the Architectural Committee.

3. Whenever possible, cameras and other surveillance equipment shall be placed in the least intrusive or visible location. Applications shall include information showing where all cameras or other surveillance equipment will be placed.

4. Cameras and any other surveillance equipment shall be in colors compatible with the colors already on the home or be a neutral color.

5. The applicant is responsible for complying with all relevant laws concerning use of the cameras and equipment and other individuals’ rights to privacy.

6. As a condition of approval, the applicant will be required to sign an affidavit agreeing to comply with all relevant laws regarding use of the cameras and equipment and agreeing to defend and indemnify the Association against any and all claims or allegations of other individuals relating to the installation of the cameras or other surveillance equipment.

7. Doorbell cameras do not require approval from the Architectural Committee so long as they are placed in the same location as the existing doorbell.

There are also many other factors that can help you ensure your property is safe. The City of Scottsdale Police Department is committed to developing safer neighborhoods through crime prevention and community involvement. The police dept. can assist you by conducting a residential home security survey. This survey will assess many factors including lighting, heights of trees and shrubs, are windows and doors secure, etc. If you are interested in learning more about this service, you may contact the Crime Prevention Dept. at 480-3128146.

Another great tool provided by the City of Scottsdale is the Neighborhood Watch Program. Their slogan is “Let’s put the ‘Neighbor’ back into your Neighborhood”. For more information on how to start a Neighborhood Watch on your street, please call 480-312-3111.

Political signs for the upcoming election on November 5th are now permitted to be displayed on your property. Signs can remain until 15 days after the election, November 20th. The maximum size sign allowed is 9 square feet.

Political signs (in accordance with AZ Statute §§ 33-1808) are permitted no earlier than seventy one days (71) before the General Election and must be removed no later than 15 days after the General Election. Thank you for your cooperation.

President’s Message

Unfortunately, we live in an age when security is an increasing concern for many of us. While Scottsdale Ranch has lower crime rates than many surrounding areas, many of us are taking reasonable measures to mitigate the risks of being the victim of property crime or assault.

Many homeowners are installing cameras on the exteriors of their homes. These can potentially deter would-be criminals, or possibly even record illegal events.

But they are not foolproof and are not a substitute for having watchful neighbors, locking your doors, using your alarm system (if you have one), keeping your vehicles in closed garages, etc.

Note that like any other change to the exterior of your property, the installation of a surveillance camera does require approval from the HOA. We recently revised our camera approval standards to make it easier for homeowners to apply and be approved. For the application, the Architectural Committee needs to know how many cameras you are installing, the precise locations you are planning to install them, and what the cameras look like.

We expect all our residents to respect their neighbors’ privacy; thus, if approved you will need to sign an affidavit agreeing that you are responsible for meeting local, state, and federal privacy laws, and that you will hold the Association harmless if your neighbors take issue with your installed cameras.

The Association understands the intended purpose of installing exterior surveillance cameras may be security. However, the Committee’s (or Staff’s) reviews and approvals are based on the aesthetic harmony of those cameras and compliance with our governing documents. Approval does not include an evaluation of the compliance, engineering, or suitability of those cameras for security, crime prevention, or any other purpose.

Police departments across the country remind us that possibly the most effective crime prevention measure is to be on great terms with your neighbors. Each of you can be on the lookout for anything suspicious – things that might be out of the ordinary. Let your neighbors know when you will be traveling and encourage them to let you know when they will be out of town. When either of you sees something suspicious, you can call each other or, if appropriate, call the police. Remember the motto: “If you see something, say something!”

MONTHLY BULK TRASH COLLECTION

Bulk trash may be placed out 5 days prior to the pick-up date. The next pick-up date scheduled is October 14, 2024. You can begin placing your bulk trash out on October 9, 2024. We ask that trash is not placed out prior to the date listed. Once one person puts theirs out early, it tends to be a domino effect. Please understand that you can be fined for placing the bulk trash out early so be sure to review the dates with your landscapers and vendors.

To ensure that items can be collected, please be aware of the following guidelines.

Guidelines:

• Please stack items neatly, parallel to the street on your front property line, where your trash collection typically takes place

• The piles should not exceed 10 feet long by 6 feet wide by 4 feet tall. Please place the bulk waste and green waste piles at least three feet apart from each other.

• Cut tree limbs into 6-foot segments and stack neatly so that all cut ends point in the same direction. Tree limbs and branches must be no longer than 6 feet.

• Wood panels and wood fencing must be no larger than 5 feet square.

• Keep glass separate from other items, in small, sturdy cardboard boxes and clearly labeled. Boxes should be 2’x2’x2’ or smaller.

• Place yard clippings (grass, leaves, palm tree skins and bark) in plastic bags. Bags must be securely tied.

• Place cacti in sturdy closed boxes with lids. Boxes should be 2’x2’x2’ or smaller. Saguaro cactus should be cut to 6 feet.

• Crews will only remove large debris. The equipment we use often leaves behind small debris, which is the homeowner’s responsibility to cleanup.

• Do not place bulk trash on or within four feet of city-owned containers or bins, water meters, cable boxes, fire hydrants, block walls or other fixed objects.

Please schedule your trimmings and cleanup projects to coincide with the brush removal schedule.

Items not accepted:

Dirt, rocks, sod or sand

Concrete or cement

Fiberglass materials: tubs, showers, pool equipment, insulation

Construction and remodel debris

Automobile parts: engines, body panels, tires and rims

Household generated trash

Hazardous Waste: Must Sign up for a Household Hazardous Waste Collection

Collection crews can only spend 20 minutes per residence. Anything in excess they have to leave behind must be removed from the curb until the next collection.

We would appreciate all residents to follow these guidelines and to keep the bulk trash contained and set out for the shortest time possible.

For the bulk trash pick-up schedule for the remainder of 2024, please visit the City’s website at http://www.ScottsdaleAZ.gov or call 480-312-5680. Scottsdale Ranch is located in Area 3.

Weekly Curbside Collection

Additionally, we would like to remind residents of the rules for weekly trash and recycle containers. Both trash containers must be kept from sight except for a reasonable length of time during collection times. Storing trash containers behind wing walls or shrubbery is not acceptable. They must be stored behind a gate or kept in the garage.

Place your container on the street with wheels against the curb by 5:00 a.m. on collection days and remove it the same day.

• Keep your container at least four feet from parked cars, mailboxes and other obstacles that may prevent our crews from picking it up.

• Don’t overfill your container – the lid must close per Maricopa County Health Department standards.

• If your city-owned container needs repair, please call 480312-5600.

For more information regarding curbside residential collection please visit www.scottsdaleaz.gov/solid-waste/collectionguidelines.

It is always the goal of SRCA to keep residents informed and to clarify community rules and their purpose. Home & Landscape

Transforming the Arizona Landscape

As another scorching Arizona summer fades, residents can finally relish the cooler fall temperatures that grace the desert. With nighttime temperatures dipping into the 60s, the landscape undergoes a transformation, signaling the onset of fall. This period is also crucial for preparing your lawn and garden for the winter months.

Preparing Your Lawn for Winter

As the temperatures cool, Bermuda grass, the staple of many Arizona lawns, begins its dormancy. For those who wish to maintain a green lawn throughout the winter, now is the perfect time to overseed with Rye grass.

Begin by gradually lowering your mowing height by a quarter of an inch with each mow. This step helps remove excess grass blades, ensuring that the Rye seed can make proper contact with the soil. When seeding, use a rate of 12 pounds per 1,000 square feet. To ensure the seeds stay moist and don’t dry out, adjust your irrigation system to run multiple short cycles. For even coverage, seed in two directions, applying half the rate in each direction.

If your lawn has slopes, adjust your watering times to prevent runoff. After about 7 to 10 days, you’ll notice a green haze starting to appear. If there are bare spots, add extra seed and adjust your irrigation to ensure proper coverage. Throughout the winter, watering three times per week for five minutes each should keep your lawn lush and green.

Nurturing Your Plants and Shrubs

Fall’s cooler temperatures also provide relief to your plants and shrubs. Watering deeply but infrequently during this season encourages the roots to grow deeper, helping the plants access water from deeper in the soil. This practice also helps flush salts from the root zone, preparing the plants for a healthy spring.

By late November, it’s time to rejuvenate your Texas Sage and Bird of Paradise with a light pruning. This encourages fresh growth in the spring. For Texas Sage, consider pruning every third plant in your landscape, leaving some mature plants intact to avoid a barren appearance.

Adding Color with Winter Annuals

Fall is the ideal time to refresh your garden beds with winter annuals. Start by removing any remaining summer plants and preparing the soil with new potting mix or amendments. Check your irrigation system, and replace any damaged laser tubing; it’s advisable to replace this tubing every other year under normal circumstances.

Geraniums are an excellent choice for winter blooms, adding a vibrant contrast to your landscape. Though their prices have increased in recent years, their durability and beauty make them a worthwhile investment. Pansies and Petunias are also great options, though they require more maintenance. Regularly deadheading these flowers will encourage continued blooming through the winter, ensuring a colorful garden until April.

Embracing the Season

With the cooler temperatures, now is the perfect time to enjoy outdoor activities and welcome visiting family and friends. Arizona’s mild fall weather offers a pleasant contrast to the chilly conditions in the Northeast and Midwest, making it an ideal time to showcase your beautifully maintained landscape.

Honoring Veterans and Active-Duty Members!

A number of our SRCA residents have served in the military, are currently serving, or have experienced the loss of a family member while serving our nation. Let’s pay tribute to them by proudly displaying the American National flag this Veterans Day on November 11th! We love to witness our residents demonstrating their support on this significant day.

Holiday Lights Around the Ranch

As many residents have lights professionally installed around the holidays, the timeframe to place lights is 45 days prior to the identified holiday. However, the lights may not be illuminated more than 30 days before the identifiable holiday. Please see the full rule below.

Lights and decorations intended to celebrate an identifiable religious or cultural holiday are allowed to be temporarily placed without prior written approval from the Architectural Committee so long as the following standards are followed, as determined in the sole discretion of the Architectural Committee. Holiday decorations and lights shall be of reasonable design and magnitude so as not to disrupt neighboring residences and property. Holiday lights and decorations may be installed no more than forty-five (45) days prior to the identified holiday; however, may not be illuminated until thirty (30) days prior to the identified holiday. This lighting must be taken down within fifteen (15) days after that same holiday. Seasonal decorative flags must be house mounted below the roof line. Decorations must be maintained in good repair and not be allowed to encroach on neighboring properties. Decorations shall not contain offensive language. No amplified music or amplified sound devices where the music or sound can be heard from outside of the Lot is allowed. Furthermore, installation shall not take place prior to 7:00 a.m. or after 10:00 p.m. Additionally, any blinking lights and music within displays shall not be left on after 10:00 p.m. each evening. Edison-style string lighting is not considered holiday lighting.

Holiday lights may be illuminated starting on November 25, 2024. Lighting must be taken down by January 9, 2025. We appreciate your cooperation.

All community documents are available on the SRCA website. www.scottsdaleranch.org. Please contact the SRCA office with any questions or concerns regarding the community.

Wine Experience

SCOTTSDALE RANCH MAKING A DIFFERENCE

Last April, the Scottsdale Ranch Wine Experience was extremely humbled to be able to donate $17,000 to the AZ Cancer Foundation for Children made possible by the generosity of the SRWE members and Bob and Vickie Baehner of Baehner Fournier Vineyards.

Bob and Vickie Baehner shared their desire with members of The Wine Experience Group to donate 60 cases of wine they had in storage after selling their award-winning vineyard in California. The concept to host an SRWE inaugural fundraiser was conceived. After vetting various local organizations, the decision to support The Arizona Cancer Foundation for Children was a natural fit as Bob is a retired pediatric oncologist, so the foundation’s mission to provide critical support to families who have a child battling cancer struck a personal chord with the Baehners.

Jeannine and Greg Mona led the dedicated Wine team of Desmond & Beverly Hayes, Jim & Mary Talbot, Jim & Ginny Bertoncino, Tim & Melanie Conly, Merritt Mount, Deb Fitz, and Pat Keane to surpass the initial goal of $10,000. The team met for brainstorming sessions, re-boxed the 60 cases of wine to create mixed cases that included Petite Verdot, V3 Bordeaux Blend, Cabernet Sauvignon, and Sauvignon Blanc, hosted the fundraiser night with representatives (Andrea Smith and Tyler Mahnke) from the foundation in attendance, assisted with collecting/tabulating the orders/donations, and assisted with order pickups at the Baehner’s home.

The SRWE is so thankful to all who made this event so successful including Scottsdale Ranch as well as Joni Shepherd and Genevieve Long for helping make the night a HUGE success.

This Information can be found on the City of Scottsdale’s website at www.scottsdaleaz.gov.

The earliest items can be placed out is the Wednesday prior to the week of pickup and must be placed out no later than 5:00 am on Monday the week of the scheduled pick up. Residents, please be considerate of your neighbors - do not put your items out before the designated dates. Placing items out before this time can result in hefty fines being assessed to your account.

Please be patient as the city has all week to pick-up in our area.

NOTICES FROM THE CITY OF SCOTTSDALE:

Please separate your brush and bulk pickup into two piles – one for green waste and one for everything else. The piles will be picked up by separate trucks during your designated brush and bulk pickup week.

REMINDER

The SRCA Annual Assessment is Due January 1st

What you need to know:

• Invoices will be mailed to all property owners in December so please make sure our office has your correct mailing/contact address on file – this is not automatically changed when submitting a change of address to the post office, Scottsdale Ranch must be notified as well.

• Payment is due January 1, 2025, whether or not you receive an invoice.

• There are several ways to pay the Annual Assessment:

➢ You can mail your payment check in the envelope we provide with your invoice to our bank’s lock box address located on the statement (please make sure to include the payment coupon attached to the bottom of your invoice).

➢ You can visit our bank’s payment portal at: https://propertypay.firstcitizens.com/ Here you can pay using an eCheck (no charge) or credit card (nominal fee). You must have your invoice available if you choose to use this payment method as your invoice will have your current SRCA account number.

➢ You can sign up for Automatic withdrawal (ACH). An ACH Authorization form is right there on the next page! Authorization forms are also available on the Scottsdale Ranch website at www.scottsdaleranch. org, and in our office. No matter how you submit your form, don’t forget that it must be accompanied by a voided check. If you have previously enrolled for ACH, your invoice will indicate so.

• The methods above are the best ways to pay your 2025 Annual Assessment and will ensure your payment gets posted to your account in a timely manner. Over the years, many homeowners have taken the time to drive to our office and drop off their payment check. However, this is not the most effective and expedient way to pay your Annual Assessment. When we receive payments here in the office, we gather them up and mail them to the bank for processing. By mailing your payment directly to our bank you’re expediting the process to post the payment to your account, which is always in your best interest.

For further questions, to update your mailing address, or acquire an ACH Authorization form please contact SRCA Bookkeeping at bookkeeping@scottsdaleranch.org or call (480) 860-2022.

Laguna Elementary School

Award-Winning STEAM School

We’re off to a great start at Laguna Elementary School, located in the heart of Scottsdale! As you know, we’re tucked in a beautiful neighborhood, surrounded by Lake Serena. (Our students affectionately refer to it as “Lake Laguna.”) We have been in school since early August and our students have been making new friends, working together, and working diligently.

This year, our students have been wearing new school uniforms Monday through Thursday and enjoying “free dress” on Fridays. Our students choose from a variety of polos and button-down shirts, skirts, shorts, pants, and dresses for the girls, and pants and shorts for the boys. All of the students look so polished in their new uniforms. Many students have expressed that they feel really “good” and “smart” in their uniforms. We hope their uniforms make everyone’s morning routines a little easier and brings the focus back to academics. We truly appreciate our community’s support with this policy as we #dressforsuccess.

We have always encouraged our students to read every night for at least 20 minutes. All of our students take part in the Accelerated Reader Program, (AR), where they test their reading level, read books at their level, and then take a comprehension test. Students work hard to reach their personal goals and are rewarded accordingly. We are lucky to have a fully stocked library and a full-time Librarian, Mrs. Feldman. We are also excited that we have a new “Sharing Library,” which is a red mailbox located outside of our front office. We encourage our students, families, and community members to “take a book and/or leave a book” for another reader to enjoy! We invite you to visit our library and participate today. (Chances are very good that you will not get it back, so please don’t leave one of your favorites.)

Mrs. Feldman is also our Media Club Supervisor. Every year, she trains and supervises our Media Club, which is comprised of 5th graders. Students wait their entire elementary school careers to try out for this prestigious group. This group of talented students write, film, produce, and star in our school-wide news program on a daily basis, which is broadcasted into every classroom. We sing a patriotic song, say the Pledge of Allegiance, Preamble of the Declaration of Independence, report the weather, cafeteria menu, birthdays, and even a joke! We are very proud of this group of students. They show up early every day to prepare and serve our entire school!

We are also excited about the progress of the construction of our courtyard. We demolished the concrete center of our school last year and we recently erected large steel beams that will hold our

shade structure. Soon, we will install faux grass, outdoor seating, and flowers, where our students can enjoy outdoor learning.

Soon, we will bring our famous “Baking Club” back which was in high demand last year. Our very own Mrs. Barnes teaches students of all ages how to bake cookies, cakes, bread, and more in our Science Lab. Students love it! It was sold out last year and we’re excited to bring it back soon.

Our Laguna Choir, Drama Club, LEGO Club, and Makerspace Club have all started this year. Last year, our choir did an entire concert of Taylor Swift songs for the school and parents to enjoy. Of course, we were blown away and I think even Taylor Swift would have been impressed! Our students also performed an outstanding rendition of “The Wizard of Oz” last year. They sang, danced, and performed like professionals. We can’t wait to see what they perform this year!

Laguna offers all of these fun programs and more! But, what’s most impressive is how smart and hard-working our students are! We are a proud STEAM School, (Science, Technology, Engineering, Arts, and Math). Our students consistently work together in creative ways to solve problems, issues, and learn together. Our teachers are dedicated, caring, and loving. I always say that there’s something for everyone at Laguna! We treat everyone like family and it shows.

GREAT FUTURES START HERE.

Whether it’s summer camp or after-school, Boys & Girls Clubs of Greater Scottsdale offers world-class programming that equips youth and teens with experiences, skills, and opportunities to prepare them for leadership roles tomorrow. At the Club, dedicated youth development professionals and mentors concentrate on academics, creativity, character, and fostering healthy choices. Kids have so much fun that they don’t even realize they’re learning.

Autumn Safety Tips

As the temperature finally starts to cool down and the days start getting shorter during this Autumn season it is important to keep these safety tips in mind.

Halloween

• Children should be always accompanied by a responsible adult while trick-or-treating.

• If children are going alone, plan and go over a route acceptable to you.

• Be sure to provide children with glow sticks or attach reflective tape to costumes to make them more easily visible to motorists.

• Discourage new, inexperienced motorists to drive on Halloween due to increased risk of being involved in a collision.

• Encourage children to walk only on sidewalks in well-lit and familiar areas and to stick together with others they are with.

• When driving on Halloween during trick-or-treat hours please exercise extra caution especially around neighborhood streets and sidewalks.

• Only consume wrapped, store-purchased treats.

• Make sure to select costumes that will not cause safety hazards and are fire-resistant.

• Instruct children to never enter strangers’ homes or vehicles and agree on a time children are to return home.

At Home

• As much as we enjoy those Autumn-scented candles, make sure to distinguish them before leaving home or going to sleep.

• Be sure to close and lock all windows and doors after taking in the cooler weather.

• Ensure smoke detector batteries are functioning and replace expired fire extinguishers if necessary.

Out and About

• Make sure to lock your vehicle and roll up the windows upon parking.

• Never leave purses, wallets, cellphones, laptops, shopping bags, or anything of value in vehicles, especially not in plain view.

• Always try to walk out to your vehicle with other employees when leaving work after sunset.

savings could add up to hundreds of dollars when you put all your policies together under our State Farm® roof.
