WHAT AN AMAZING RIDE IT HAS BEEN! As the year comes to a close, I cannot help but reflect on my term as your President.

It has been such an honor to represent you and I can only hope that my two years kept pace with years past and set us up for our future. Your officers and board take great pride in the work they do [for you] as we strive to keep the Southern California PGA in front and a leader among sections.

reopen shortly after. I feel for my fellow professionals whose business or job has been affected and hope that if they have not yet benefited from golf’s resurgence, they will soon. There are many people working on your behalf as we navigate these unknowns. It makes me proud to be an SCPGA Member, knowing we got creative and shared ideas and fought for the game and business we all love. But on the heels of our past leaders and despite these challenges, the SCPGA has made a difference!

We have continued our “ClubsForeYouth®” program which continues to provide clubs to high schoolers all throughout the Southland.

Our Foundation continues to

thrive, providing scholarships to our male and female golfers/scholars. We have made contributions that will help the game and secure its future for all of us. We are strategizing to take golf into more under-served areas as we did in Compton to share the thrill of hitting that little ball and chasing it.

Our #WeAreSoCalPGA social media campaign has continued to increase awareness of our PGA Professionals. And did I mention that an SCPGA Junior Tour Alumni won the PGA Championship? WOW! The last two years have given me an entirely new perspective on what it means to be a member of the fourth largest Section in the country.

So as I reminisce I must thank all of those who shared in this journey. Please indulge me as I will make this as brief as possible. Starting with family of course, Mignonné and I would have been married by the time you read this had it not been for the pandemic.

We met shortly after I became an officer and she always supported my time serving.

After raising her own kids, she took my son in and helped raise him so I could pursue my dream. Thank you darling, I love you. I look forward to spending our forever together.

To my son Cooper - I am so very proud of the man you are becoming and I look forward to what your future holds.

Thank you for understanding when dad had a meeting or dad had an event to attend.

I love you very much and am more proud of you every day.

Thanks to my grandfather who introduced me to the game at age five, I was afforded every opportunity to play growing up. Mom and Dad put up with me hitting balls (noisily) into blankets upstairs all winter [we lived in Big Bear] and continually taking divots out of the lawn hitting wiffle balls for the dogs to fetch. They all supported my addiction. I knew at age eleven I wanted to be a golf pro - but I had no idea I would have the amazing experiences I have had up to now.

There are many PGA Members who influenced me but none more than Dennis Foster; I worked for him while I was in college. He is the reason I started serving “my” association. He was the one who “told” me I would be taking over for him as Desert Chapter Apprentice Chairman.

That was the start of a sixteen year governance career in

SoCal - I hope I made him proud. My fellow Officers, Board Members, Committee Chairs and of course the Section Staff; you pushed me to be better and opened my eyes to many great ideas. We did this together and I thank you!

Lastly, to our District 11 family - the Officers and Executive Directors in the Northern California Section and the Aloha Section; to the leaders [past and present] of our association whom I’ve had the privilege of getting to know; to our friends from our Allied Associations; and of course my fellow Southern California Section Members and Associates: THANK YOU! It has been an amazing ride filled with memories I will treasure and share for a lifetime; I am truly humbled. So until I figure out how to next serve our association, I wish you all the best.

DIRECTOR’S REPORT

The year 2020 has certainly had its ups, downs, successes and challenges. Over the past six months, the Southern California PGA Junior Tour has canceled over 120 Junior Tour events, fundraisers, player development programs, and clinics. Our events have had a very different look and feel, as flag sticks remain inside the hole, practice times are limited, and face coverings must be worn. Handshakes have been replaced with fist bumps, elbow bumps and head nods and bunker rakes are nowhere to be found.

While times have certainly changed, we have all learned to adjust and make the best out of our current situation while maintaining the responsibility to each other to remain safe and healthy.

The SCPGA Foundation has taken tremendous pride in how we’ve adjusted and continue to provide the very best product for our members and families and give back to those less fortunate. Thanks to a new partnership with The John Mallinger Charitable Foundation at the 2nd Annual The Give Pro-Am at Virginia Country Club

on Monday, February 10th, the SCPGA Foundation was fortunate to announce the inaugural class of The Give Scholars. Two weeks later, the SCPGA Foundation hosted the 5th Annual Foundation Classic Pro-Am at the legendary Riviera Country Club on Monday, February 24th.

These outstanding events raised over $300,000 for the SCPGA Foundation’s ClubsForeYouth® and College Scholarship programs.

The SCPGA Foundation contributed 85 brand new sets of golf clubs to studentathletes at 13 high schools

throughout Southern California prior to the “shut down” due to the pandemic. In addition to the successes of our ClubsForeYouth® program, the SCPGA Foundation awarded $252,000 in college scholarships to 28 exemplary high school students throughout Southern California. To date, the SCPGA Foundation has awarded $22,825.00 in junior golf grants to 51 juniors competing on the SCPGA Junior Tour. Each grant significantly assists underprivileged and underserved members of the SCPGA Junior Tour.

In August of 2020, the SCPGA Foundation hosted their third PGA HOPE Training Session at the Miramar Memorial Golf Course in San Diego, CA. Six new PGA members are now certified to train in adaptive golf techniques and are certified to host PGA HOPE programs in 2021. The SCPGA Foundation hosted two webinars during the pandemic to help SCPGA Junior Tour members navigate the future College Golf landscape. Lastly, the SCPGA Foundation donated $10,000 to Feeding America to provide meals for those in need during COVID-19.

Throughout the mandatory quarantine period, the Foundation engaged our members and charitable outreach recipients through

online webinars and social media contests. We held trick shot contests, College Golf webinars, and Youth Golf Summit webinars and interviews.

Over the past six months, the SCPGA Foundation has learned how important the game of golf is to our Junior Tour members and their families and outreach recipients. One day things were normal and our youth were able to safely and fully participate and the next day they were unable to enjoy the sport and activities they love most. We learned how important it is to engage these youth through social media question and answer sessions, educational webinars, swing tips, and trick shot contests. We’ve learned how important it is

to provide junior golfers with opportunities to be social with their friends and family. Our junior golfers truly love the game of golf and we’re eager to continue these important developmental and educational opportunities in 2021 and beyond.

THE DRIVE OF A CHAMPION

GEOFFREY DEAN, PGA In the summer of 2019, coming off the heels of participating in the 52nd PGA Professional Championship at Belfair, PGA Professional Geoffrey Dean received news that no one ever hopes to hear muttered by a physician. A routine colonoscopy revealed a cancerous growth that would signal months of battling ahead. Instead of retreating from the prognosis, Dean turned to his Christian faith, family, and his inner “champion” mentality to face cancer head-on.

The inner champion in Dean, the one that would later prove vital, manifested itself early on in his life. He grew up playing baseball but was introduced to golf through a fellow teammate. The difficulty of golf ignited a desire in Dean, and he refused to accept that he would forever be terrible at the sport.

After years of practicing and competing, Dean fully realized his goal of being a professional golfer and traveled the world playing on various mini-tours and qualifying tournaments. Never quite reaching the pinnacle of the sport on the PGA TOUR, Dean decided to take a step back and pursue his PGA Membership in order to learn more about all of the various aspects of the golf business.

Years of competing and striving to be the best he could be, whether that be on the course or as a PGA Professional, primed Dean for the battle for his life. In the days following his prognosis, Dean faced a litany of doctor’s appointments and barrage of treatment sessions which included both radiation and chemotherapy. Luckily, his reaction to treatment was mild which allowed him the opportunity to continue teaching at PGA West and provided him a therapeutic outlet to divert his attention away from his treatment.

After finishing an eight-week chemotherapy and radiation treatment regimen, Dean was determined to continue playing the game he loved. Just three weeks following his last treatment session, he was in the field for the 2019 Southern California PGA Professional Championship at The Alisal. Dean’s game was as sharp as ever and he made the cut and finished in a tied for 43rd place with scores of 75-72-72 (+3).

Phase two of his cancer treatment, would prove to be a more physical and mental challenge for Dean. A surgery to remove the cancerous growth was needed in November of 2019, but the first surgery

attempt was unsuccessful. Three weeks later, Dean was back under the knife and this time the operation was a success. Dean, however, was not in clear just yet. In the days following surgery he developed a bloodborne disease and infection which nearly cost him his life.

After two weeks in writhing pain at the hospital, Dean was finally seeing progress with his infection. Dean’s road to recovery was underway but he was down nearly 40 pounds and could hardly walk 30 yards before having to sit down from exhaustion. Dean had the overwhealming support of his wife Donna, family and friends, and he pulled from his inner “champion” and found the motivation to persevere and push his body to its limits.

Failure and defeat were no an option and he focused on walking a little bit further each day, and was determined to overcome his illness.

He took it one day at a time, but eventually built up the strength to climb “The Bump & Grind” trail near his home which is 3.79 miles with an 850-foot ascent.

Finding himself in better physical shape than before his cancer treatment, Dean made it a goal to play in the 2020 SCPGA Section Championship at Indian Wells Golf Resort and Ironwood Country Club. Not only was he in the field, but he made the cut and finished the tournament eight-over par over three-rounds.

The journey was long, arduous, and not yet completed, but it was Dean’s inner champion and his connection with God that helped him overcome adversity and have a clear vision for a bright future. Dean is back teaching, competing, and sharing his testimony in support of cancer patients everywhere.

2020 LEGISLATIVE SESSION ENDS ON AN UNEXPECTED HIGH NOTE

The California golf community got some pleasant surprises when midnight struck August 31 and the 2020 legislative session came to an end.

It was a session like no other in recent memory – dark for many weeks followed by periodic shutdowns – leading us to conclude that only those matters of most pressing concern, COVID-19 and busted budgets, would be taken up. Wait until next year is what we counseled you to expect.

But we were wrong. While still not quite 100% perfected, the healthy measure of relief independent contractor PGA golf professionals received in the form of AB 5’s “business to business for professional services exception” was made healthier in the form of a gut-and-amend job known as AB 2257. It amended Section 2776 of the California Labor Code to create a new 12-prong test much more amenable to the independent contracting teaching model than the 12-prong test it replaced. Here is the test as now amended by AB 2257: 14

[Business to business for professional services exception] Section 2775 and the holding in Dynamex do not apply to a bona fide business-to-business contracting relationship, as defined below, under the following conditions: (a) If an individual acting as a sole proprietor, or a business entity formed as a partnership, limited liability company, limited liability partnership, or corporation (“business service provider”) contracts to provide services to another such business or to a public agency or quasi-public corporation (“contracting business”), the determination of employee or independent contractor status of the business services provider shall be governed by Borello, if the contracting business demonstrates that all of the following criteria are satisfied: (1) The business service provider is free from the control and direction of the contracting business entity in connection with the performance of the work, both under the contract for the performance of the work and in fact.

(2) The business service provider is providing services directly to the contracting business rather than to customers of the contracting business. This subparagraph does not apply if the business service provider’s employees are solely performing the services under the contract under the name of the business service provider and the business service provider regularly contracts with other businesses.

3) The contract with the business service provider is in writing and specifies the payment amount, including any applicable rate of pay, for services to be performed, as well as the due date of payment for such services.

(4) If the work is performed in a jurisdiction that requires the business service provider to have a business license or business tax registration, the business service provider has the required business license or business tax registration.

(5) The business service provider maintains a business location, which may include the business service provider’s residence, that is separate from the business or work location of the contracting business.

(6) The business service provider is customarily engaged in an independently established business of the same nature as that involved in the work performed.

(7) The business service provider can contract with other businesses to provide the same or similar services and maintain a clientele without restrictions from the hiring entity.

(8) The business service provider advertises and holds itself out to the public as available to provide the same or similar services.

(9) Consistent with the nature of the work, the business service provider provides its own tools, vehicles, and equipment to perform the services, not including any proprietary materials that may be necessary to perform the services under the contract.

(10) The business service provider can negotiate its own rates.

(11) Consistent with the nature of the work, the business service provider can set its own hours and location of work.

(12) The business service provider is not performing the type of work for which a license from the Contractors’ State License Board is required, pursuant to Chapter 9 (commencing with Section 7000) of Division 3 of the Business and Professions Code.

Those of you who have tracked this from the beginning will notice that the new test has eliminated all but one of the pillars that we found troublesome in AB 5 – all but the 2nd prong above. Gone are two of AB 5’s original prongs regarding “separate business locations” and “contracts with other businesses to provide the same or similar services,” replaced in the first instance by the ability to maintain a residence as that separate business location (prong 5), and in the second instance by the mere ability “to contract with other

businesses” to provide those same or similar services as opposed to actually having such contracts (prong 7). In addition, the new test’s prong 6 makes clear in a way that the old test did not that the provider of the professional services may be engaged in “independently established business of the same nature as that involved in the work performed.”

The 2nd prong continues to be problematic, although to the degree to which last year’s test managed to allow for considerable independent contract teaching, the test

as it now applies manages it much more easily. But we’ll still seek to “perfect” that prong in 2021. The good news is that our work is now down to one small detail as opposed to the four “details” we faced at the beginning of 2020.

AB 2257 also created a new Section 2777 in the California Labor Code to now allow a “Referral Agency” to act on behalf of multiple “Service Providers” under a contract to provide connections between clients and service providers.

Under this new exception to the ABC Test in the California Supreme Court’s Dynamex decision, service providers providing services to clients via written contract with a referral agency may only have to satisfy the elements of the old “Borello Test,” a much lower bar for enabling independent contracting.

Because both “caddies” and “youth sports coaches” are specifically referenced as subject “referral services,” it would appear that the legislature has created a clear path to enabling both on independent contracting bases. Because AB 2257 was passed as an “emergency measure,” it became law the moment Governor Newsom signed it the first week of September.

All things considered, a pretty remarkable result and another piece of good fortune to add to that other remarkable result of 2020 – a 21% increase in play since golf resumed mid-spring.

The King of the Desert Kyle Mendoza of The Farms Golf Club capped off a dominant performance in the desert to win the Southern California PGA Professional Championship at Ironwood Country Club and Indian Wells Golf Resort.

Mendoza, who started the final round with a two-shot cushion, got off to an early start with an electric birdie on the par-4 first hole.

He then further extended his lead when he added another birdie on the par-4 7th.

From then on Mendoza grinded his way to victory with a few tough par saves and bogeys on the 9th, 16th, and 18th. Mendoza two-putted the last hole to fire a final round one-over par 72 and a seven-under par total 207.

Several competitors lurked a few shots behind Mendoza throughout the round, however, no one was able to mount a comeback attempt. The fast and firm greens at Ironwood Country Club proved a challenging test for the field.

Brian Smock of Coronado Golf Course and Michael Block of Arroyo Trabuco Golf Club finished in a tie for second at five-under par, 209. Both Block and Smock had four bogeys each during the final round which ultimately proved costly in their attempts to catch Mendoza.

This Championship concluded the OMEGA Section Player of the Year point race where Michael Block finished on top. This is Block’s seventh time in the past eight years to be named SCPGA Player of the Year.

I am currently on the SCPGA Board of Directors as an Independent Director appointed by President Letendre. I have served on various Section Committees over the past 10 years, including Tournament, Education and Special Awards in addition to chairing the Women’s Committee. Prior to serving at the Section level, I was on the San Diego Chapter Board of Directors and also a Chapter Special Awards Committee member.

From a young age, I have known the value of serving our association. My father was a PGA Member who was very involved throughout his career, eventually serving as the Iowa Section President. I saw how rewarding it was for him and have always aspired to give back to the game, just as my dad did, through service to our Membership. While on Hilton Head I completed my Masters Degree in Finance from Duke University. In June 2019 I decided to move home to Beaumont and the Head Professional position at Oak Valley Golf Club. Tony Warwick has been an impactful employee of the Southern California PGA since 2013, primarily working for the SCPGA Junior Tour and Golf in Schools programs. He has been instrumental in the golf development of thousands of junior golfers but more importantly has instilled in them traits from his own personal experiences that will ultimately help them navigate the ups-and-downs of life. It is hard to miss Tony’s radiant personality and exuberant energy, but many don’t know about his life and upbringing as an African American during a time of segregation in the United States.

Tony was born in 1963 and grew up in Lynchburg, Virginia, a short 20 miles away from where Confederate General Robert E. Lee surrendered to Union General Ulysses S. Grant at The Battle of Appomattox Court House in 1865. Growing up in a region where slavery was deeply rooted in its history brought forth

challenges that no human should have to experience.

As a 13-year-old, Tony was looking to make decent money as a caddie at country clubs located on the outskirts of the city. On the weekend, he would walk or ride the bus to the club in hopes to caddie for 36 holes. Being home before dark was paramount, because it was often risky to be traveling alone at night in the inner city.

His love for the game began to grow when he was able to play once a month at one of the country club he caddied at during a designated time for caddies.

Tony relished this time because it was his only time to golf because minorities didn’t have access to play at a golf course. Tony had to improvise if he wanted to golf, so he settled on a classmate’s house next to his school where they would hit range balls over the school and into a nearby field. It didn’t last long! A few errant shots into the school’s windows put an end to the shenanigans by the police.

Tony eventually went to college in Baltimore at a technical school studying computer operations. Golf would end

-Tony Warwick up being placed on the back burner as he was dedicated to his studies. He would use this time to develop computer skills that would enable him to have a lucrative professional career in Southern California. He eventually landed a marketing manager position for a technology company called PC Mall, Inc. It was in this role that he was reunited with golf as he was in charge of putting together company golf events.

Tony would retire in 2013, but he quickly found retirement life monotonous and decided to give his time back to the community. Through a Google search, he found the SCPGA and became a Golf in Schools instructor and a SCPGA Junior Tour Team Leader. Tony’s passion for junior golf is evident and it gives him fulfillment to give kids the experience he was deprived of growing up.

HOW SHALL WE SUSTAIN GOLF’S “HEALTHY” PARTICIPATION

There’s a new and renewed interest level for golf, our recreational activity. Golf seems to be very healthy as I write, in both participation and as a safe and “healthy” activity.

A question we’re asking ourselves is “how do we sustain this high interest in golf going forward?” Golf courses have experienced, nationwide, a 20% surge in rounds played over the past few months and in California nearly 25% in the same period compared to 2019 according to the NGF and Datatech.

This conversation may be a bit all over the place due to 30

the thoughts that ramble through my head at this time.

We are experiencing communities with social and economic challenges along with the tough times of the pandemic we are experiencing. Golf does provide, and has provided, a healthy and sustainable path to well-being for many through these difficult times. Golf is safe and in the fresh air and thus as popular as it’s ever been.

The SCPGA and the SCGA have taken a strong lead for keeping the game of golf at the forefront of recreational activities and keeping golf

safe and healthy, as is our responsibility. It is also our responsibility to provide the game of golf to everyone of every community as one of pathways to social activity and well-being, especially in the diverse socio-economic communities. We must provide golf as an activity in schools, from at least junior high through community colleges, to allow for a safe recreation with a sense of accomplishment and a road for improvement and longterm enjoyment. That’s a general statement, but think about it and how golf can bring that satisfaction and enjoyment for everyone and then we can focus on fun and accomplishment.

Fun, accomplishment, and safety can be the binding piece that keeps the many interested in continuing to play golf whether they just started, added to their rounds or reintroduced themselves to the game. Along with the binding pieces - fun, accomplishment and a path to a safe and healthy activity, can be the means to sustain this wonderful participation we’ve had the past few months and keep the interest of those who, through this, became motivated to play golf.

Golfers (both current and new) are playing more than they ever have. Many individuals need something to release the pressures and anxiety they’ve been experiencing the past nine months and golf provides the release.

They are also looking to improve so that they can continue enjoying the game. This is also our responsibility. If you haven’t already, I strongly encourage you to create your Coach Profile on PGA.com (you will have needed to complete the ADM Certification prior to creating your profile).

You may have already seen national promotion on this during golf telecasts.

MENTORSHIP PROGRAM MAKES IMPACT What began as a discussion during a SCPGA Board of Directors meeting, came to life in the San Diego Chapter this year in the form of a mentorship program.

The vision is simple; provide mentorship and networking opportunities for Associates in the PGM program.

PGA Members who volunteered for this program were assigned an Associate to mentor for the duration of their PGM program.

Organized by Ton Son, PGA of Arrowood Golf Course, the mentorship program has served the membership through monthly meetings between mentors and mentees, and culminating with quarterly golf outings.

The first outing was hosted at Arrowood and the second was hosted recently at The Grand Golf Club.

“The intent of the mentorship program is three-fold, provide support while going though the program, allow the apprentices to network with fellow Associates and PGA Members, then lastly, to build long-term relationships that are relevant to their personal and professional lives,” said Tom Son. 32
