Back to Square One? The preparation of another set of Construction (Design & Management) Regulations 2007 was always going to be a tricky process given that there have already been two such attempts to persuade a reluctant construction industry to take health and safety seriously. So, it is not surprising to hear that the HSE is now unlikely to present a package to its Board until March this year, at the earliest. In this article, James Ritchie, Head of Corporate Affairs for the Association for Project Safety, looks at the likely impact of the impending changes to the Construction (Design & Management) Regulations 2007. With the delay in presenting the proposals to the HSE Board, the finalised regulation package is unlikely to be implemented until 2014 - the year in which, coincidentally, the EU is to start reviewing the Temporary Mobile Construction Sites Directive (TMCS). Can we expect the industry to take on-board, retrain and invest in a new set of regulations and then immediately afterwards have to deal with the, as yet, unknown consequences of a Directive review or Government change of direction when survival is dominating our thinking and all that we are doing? Some would say that this is all, very simply, just common sense, but as a former HSE inspector said when he was talking about the first set of CDM Regulations: "Common sense is as common as rocking horse droppings". In a recent interview with “Construction Manager” magazine Philip White, HSE Chief Inspector of Construction, repeated his assertion (also made at the last APS Convention) that the role of CDM Co-ordinator (CDM-C) could be rolled into the job of lead designer, or project manager, rather than it being a stand-alone professional. The real problem with the current notion that we should go back to ‘discharge of co-ordination duties by other existing duty-holders’ is that it flies in the face of industry experience since 1995 and ignores the carefully researched views of, for example, Löftstedt and the HSE’s own evaluation. The HSE’s own published evaluation of the 2007 Regulations also indicated that CDM 2007 had “gone a long way to meeting its objectives, but that some concerns remained within the industry. Construction design, management and site practices had improved between 2006 and 2010 but some industry practices were found to have a significant influence on how CDM2007 has been implemented and the evaluation indicated that there is still work to be done”. Initial indications were that it was thought ‘unlikely’ that the regulations would be changed as a result of the evaluation but that it could influence amendment of the

ACoP. Instead of which, we now have the prospect of wholesale change – including loss of a guiding ACoP (and replacement with less ‘compelling’, separate guidance), loss of the CDM-C and loss of competence requirements - as a response to concerns over competency assessments, excessive paperwork that does not add value, the governments idea of “copying out” Directives, simplification of the regulations so that small and micro contractors / designers can understand what to do, as well as resolving an apparent under-implementation of the EC Directive. Where is the hard evidence that CDM Co-ordinators have been so demonstrably poor and ‘bureaucratic’ that they need to be eliminated? In reality the much lauded Olympic programme showed that CDM Co-ordinators and CDM Co-ordination could be highly effective in delivering not only high standards of risk management but also in contributing positively to other key performance indicators. What evidence is there that the mindset of design practices has changed sufficiently to suggest they are now willing to take on co-ordination duties? Will lead designers not do what they did in 1995 and employ someone (either from within their organisation, or from an outside consultancy) to deal with CDM Co-ordination duties on their behalf? Does the HSE not understand how much lead designers and project managers have to deal with and the host of issues they are juggling in construction projects? Do they not know that this limits effective attention to CDM Co-ordination at the design stages by the same people – just as much now as it did in 1995? What is the point of giving lead designers the health and safety co-ordination duty only for them to employ someone else to do what CDM

Co-ordinators currently do? How will that change the ball game? What evidence is there that those working on smaller projects – designers and contractors - will respond better to new regulations – is that not just wishful thinking? Would it not be better to produce simplified guidance for them, based on the current, known, system but with tweaks to effect improvements in the weaker areas? Why is it that the HSE drives forward training, competence, certification and licensing requirements for the asbestos sector yet backs away from such benefits for the whole of construction? Why shy away from what clearly works? And lastly why, why, why – if the new regulations are to significantly up the risk management game – is ‘ill-health risk management’ not a stated major target for improved regulations? How can we believe that health and safety is the real focus of this re-write when the ‘health’ bit is hardly mentioned? The way things look at the moment is that ‘the tail is wagging the dog” – and if we go back to a Directive ‘copy out’ (and the basic principles of CDM1995), we are likely to begin a repetition of the cycle of change that led us to the CDM2007 regulations and we will have been made to throw away the best part of 17 years of thinking, learning and development of best practice in construction risk management. Why not simply take notice of what the industry has said, and the HSE reported in their own review, and refine what we already have and let us all get on with making a difference to health and safety in construction, rather than having to learn, again, to do it all differently! www.aps.org.uk

Wienerberger increases Irish offering with new Belfast showroom

Wienerberger, the leading provider of wall, roof and landscaping solutions, has invested significantly in a 227sq m showroom in Belfast, which showcases the full range of products from Wienerberger, including industry favourites Corium and Porotherm. The new showroom will offer over 1,000 products to the new build and repair, maintenance and improvement markets and will utilise Wienerberger’s existing experienced footprint. Forming part of its ongoing dedication to expanding and improving its offering to the Irish market, Wienerberger has created a space for the Ireland sales team to meet with customers including architects, housing developers and merchants.

The new showroom, based in Mallusk, will offer visitors from across the country a hands on experience, where they will be able to view and handle Wienerberger’s products and range of colours on offer, as well as being able to see how the range works together to form a complete building solution. Gary Blair, Associate Sales Director Ireland at Wienerberger, commented: “The significant investment in the showroom is part of our ongoing dedication to expanding and improving our offering to the Irish market. O’Dowd officially opens Gaelscoil na mBeann, Kilkeel McCausland visits Londonderry regeneration projects Social Development Minister Nelson McCausland has visited a number of projects benefiting from DSD funding on a visit to Londonderry. Minister McCausland visited the Waterside Greenway project, which will provide a footway/cycle path between St. Columb’s Park and the Foyle Bridge on the east bank of the River Foyle. The Department for Social Development is providing £250,000 from its UK City of Culture 2013 Capital Infrastructure Fund towards total project costs of £1,615,800. The Minister also visited Clooney Playing Fields, which have been completed with DSD funding of £150,000. Speaking during his tour of Clooney Playing Fields, the Minister said: “My Department’s investment in the Waterside Greenway and the regeneration of the Clooney Playing Fields will further enhance these public spaces and provide facilities for improved health and wellbeing. It is vital that all people, regardless of background, are given the opportunity to enjoy acceptable

levels of good health and well-being through physical and outdoor activity.” Minister McCausland also visited St. Columb’s Park House where he viewed the extensive refurbishment and extension works which have recently been completed, which received £160,012 of funding from the Modernisation Fund Capital Programme and a further £31,317 from the UK City of Culture 2013 Capital Infrastructure Fund, to facilitate the purchase of modern audio-visual equipment. The Minister said: “My Department’s investment in this project will enhance facilities for a range of external organisations and cultural practitioners that make use of the facilities at St Columb’s Park House to host their activities.” While in the city, Minister McCausland also took the opportunity to visit the St Brecan’s Church Ruins in St Columb’s Park, the Apprentice Boys Memorial Hall and the Londonderry Methodist City Mission.

Education Minister, John O’Dowd, has officially opened Gaelscoil na mBeann, a new Irish medium school in Kilkeel. Speaking during the visit, Minister O’Dowd said: “I welcome the opportunity to be here today to mark the beginning of a new chapter in Irish medium education in Kilkeel. “The Irish language is an integral part of our rich and shared heritage and I take great pride in witnessing and being part of a sector that continues to thrive and grow educationally, socially and economically.” The Minister continued by reiterating the importance of young children being allowed to develop their Irish language ability as soon as they can. He said: “Children learn through play, through friendships and through social and emotional relationships. Young children have a natural ability to learn and will immerse themselves in language from an early age.” Concluding, the Minister said: “I very much value the benefits that Irish medium education offers children and I am confident that Gaelscoil na mBeann will play an important role in the promotion of the Irish language in the surrounding area. “I wish everyone involved with the school happiness and success.”

Taoiseach Enda Kenny, together with Jobs Minister Richard Bruton, has announced that Nypro Healthcare is to establish an additional state-of-the-art medical device manufacturing facility in Ireland. This newly established facility in Waterford will result in the creation of over 200 new high quality jobs in Phase I and is expected to increase in subsequent years. Nypro’s new facility will manufacture advanced respiratory and injectable devices for global healthcare and pharmaceutical customers. Among the new positions to be created are healthcare automation engineers and technicians, healthcare quality engineers and technicians, operations managers, program managers, team leaders and operators. City Hall installs ‘intelligent’ floodlighting system Belfast City Hall has become the first building in Europe to install a revolutionary new ‘intelligent’ lighting system. New LED floodlighting on the exterior of the city’s civic headquarters will help reduce both the Hall’s energy bill and CO2 emissions. The City Hall is one of seven European buildings chosen to take part in the EU’s ILLUMINATE pilot project, which will see new solid state lighting systems installed on other landmarks such as the world famous waterfront in Genoa. However, Belfast will be the only city to use the innovative new ‘IntelliPower’ technology, devised by Philips Electronics.

The revolutionary system employs Philips’ state-of-the-art LED lighting technology, utilising 433 light fittings – each of which can be individually controlled, meaning that the City Hall can be illuminated by up to 16 million different colour options. It is estimated that the system also will save around £14,000 on the Council’s annual electricity bill, and thus reduce carbon emissions by 90 tonnes or around half of its annual carbon reduction target. The Lord Mayor of Belfast, Alderman Gavin Robinson, commented: “City Hall is not only the civic centrepiece of Belfast, but it is also one of the most iconic and instantly recognised buildings in the whole of Europe:

For it to be selected as the first major structure in Europe to use this revolutionary technology is a major coup for the city. “The fact that this new lighting system, while making the City Hall a more attractive and welcoming sight for everyone, will also reduce both our electricity consumption and carbon emissions is a clear demonstration of our ongoing investment in making Belfast a better, brighter, cleaner and more efficient city, today, tomorrow and for future generations.” The £330,000 installation costs were 60% funded by the EU’s Information and Communication Technologies Policy Support Programme.

Dublin City Council launches details of Parnell Square Cultural Quarter Lord Mayor Naoise Ó Muirí has announced details of a visionary new project for Dublin City: The Parnell Square Cultural Quarter. The development will involve the construction of a new and innovative Dublin City Library on the site of Colaiste Mhuire on Parnell Square. The new City Library and the existing spectacular Hugh Lane Gallery will be connected by a civic plaza, creating a new intercultural district for Dublin. Seed capital for the project is being provided by international real estate investment and services company Kennedy Wilson on a philanthropic basis. The Company, which has its main European office in Dublin, will

also lead further required fund raising and provide expertise to assist in management of the development. Preliminary estimates for the full development cost are E60M. Lord Mayor Naoise Ó Muirí said: “Parnell Square is the first and finest of Dublin’s Georgian Squares, the area has a rich and important history with philanthropic origins. This bold and visionary project can act as a catalyst for regeneration across the city, drawing Dubliners and visitors of all ages in new directions and creating new business opportunities. We will be drawing on the energy of local stakeholders to achieve this ambition. The

communities, local employers and cultural and public institutions in the district can all play a part in making Dublin’s north Georgian district great again with safer streets, great public spaces and a thriving culture of learning, creativity and business. I am delighted to be announcing details of this exciting project for Dublin city, and thank Kennedy Wilson for the Company’s support in helping us actualise this vision for Dublin. Today I invite all citizens to participate in a public consultation process to ensure that this will be a cultural space for all Dubliners and visitors to Dublin.”

Funding approved for Clare piers Funding has been approved for various harbour and pier improvement projects in County Clare. Minister for Agriculture, Food and the Marine, Simon Coveney TD has announced funds totalling e91,500 for projects at Ballyvaughan, Cappagh, Liscannor, Carrigaholt and Kilbaha. Clare Senator Tony Mulcahy explains: “The safety works scheduled to take place at these harbours will have a hugely positive impact on the livelihoods of fishermen and other users of the piers. “These projects are central to ensuring the safety of all users of the piers. The continued upgrading of these piers is essential to the development of both industry and tourism in the respective areas.” The funding announcement features allocations of e22,500 to Carrigaholt, e37,500 to Ballyvaughan, e9,000 to Kilbaha, and e11,250 to both Liscannor and Cappagh. According to Senator Mulcahy: “The funding contribution from the government covers 75% of the total cost of the relevant projects, which include repairs to the pier wall in Ballyvaughan, the installation of a handrail to pier access, harbour wall and upgrade of visitor moorings at Carrigaholt, a complete remediation to the existing pier walls at Liscannor, repairs to the sea wall at Cappagh, and repairs to the harbour wall capping stones at Kilbaha.”

Sports Minister previews North’s first Olympic sized swimming pool Sports Minister Carál Ní Chuilín has visited the North’s first 50m pool, which opened to the public on Saturday 23 March 2013. The Department of Culture, Arts and Leisure (DCAL) provided £14.4M of financial support towards the development of the pool, which is part of the new Bangor Aurora leisure complex. It comprises of a ten-lane pool, a diving pool and associated changing and spectator facilities. The 50m pool has been designed to international FINA standards. The project incorporates flexibility of use for performance training, leisure use and minor competition, and maximises use of natural light within activity areas. The Minister said: “This is a landmark project which has been built with the significant funding and assistance from the Executive through the Department of Culture, Arts and Leisure. I have watched with interest as work has continued and I am pleased today to be visiting a facility that

is hugely impressive both inside and out and will be accessible to the whole community. “This is a place where the athletes of today and tomorrow will train and compete. Where champions will be inspired to give their all and nurtured to achieve their potential. But everyone, from elite competitors to the occasional swimmer, will be able to use and enjoy this facility. This pool belongs to all of us.” The pool incorporates flexibility of use for performance training, leisure and minor competition. As well as demonstrations from elite swimmers, the Minister saw how the facility can be divided to accommodate smaller groups, with school children using 25m sections and a diving display. The Minister continued: “This pool is a magnificent example of a flagship sports project, and a credit to all those involved at North Down Borough Council, Farran Construction, McAdam Design, Sport NI and Swim Ulster.”

Chevron Training secures major contract in Nigeria Nigeria’s leading building services company, VACC Technical Ltd, has selected Chevron Training to deliver vocational education programmes to 250 employees. Speaking on behalf of VACC Technical Ltd, Connie Guilfoyle said “We have contracted Chevron Training for this project as they are renowned for their world class training delivery and have vast

experience in providing skills orientated training to the construction sector.” Having won such a significant contract, which will catapult them into the Nigerian training market, Chevron Training has forecasted that this development will generate revenues in excess of E3M for the business by 2015. The Managing Director of Chevron Training, Karl Fitzpatrick, stated that “As

a developing country, with a population of over 160 million people, the role of training will be instrumental in ensuring that Nigeria maximises its potential and can present itself as an attractive proposition for international investment. Therefore, it is planned that Chevron Training will extend our delivery of training services throughout the country in 2014.”

As you might expect, the group had a senior flavour, including Head of Strategic Planning Division and Local Planning Division, Anne Garvey, division managers and principal and senior planners from both the local area offices and from HQ - a team of people who have pretty much seen and done it all from a planning perspective. These careers as public servants have seen boom and bust and planning organisation/ reorganisation and worked though it all. This experience of effecting a planning response to tough times and reconstruction of the planning system makes the loss all the more difficult to bear, as it is precisely this experience which is needed right now.

Recovery

An effective planning system has a key contribution to make to economic recovery. At times such as these, the planning agenda is about facilitating investment and regenerating our towns and cities less about controlling the excess of the market and more about cultivating the green shoots of recovery and making sure that those who are prepared to put their hands in their pockets are not discouraged by a poor planning response. Familiar questions have to be answered. Is any development good development? Have we jobs locked up in our filing cabinets? Experience is required to strike the right balance. Many of those now looking to their gardens will have been here before.

Reform

Into this mix comes the Big Bang of planning reform - now just 750 days away. In the

biggest shake-up in 40 years the majority of planning powers will transfer to councils in April 2015. Councillors will make the final decisions based on recommendations from their planning officials, who will move across from DoE Planning bringing planning back to its national home in local government. Both DoE Planning and local government have been working hard to make the preparations for the forthcoming marriage. Don’t forget the change required within councils - the Environment Minister recently published a consultation on severance arrangements for local councillors. Experience is required here too.

Ready with an assessment of the economic consequences of their proposals. Ready to deal with a honeymoon period as the system beds in. No panic

Yet it would be wrong to characterise planning as being in panic mode right now. Rather, the sense is that the leadership team has both the vision and the experience to successfully make the transition. Changes have already been made to the shape of the organisation in anticipation of the reorganisation and legislative and policy adjustments are in hand. More than that, there is a sense of opportunity. Opportunity for a new generation of planners to make their mark at the controls of a fresh planning system designed to help make things better. Bringing planning back to councils allows for a sharper focus on regeneration and reconnects the process with the public and elected representatives, making it both more accountable and responsive. There are strong similarities with the situation Anne faced when starting out on her planning career in the 1970s. Can we make it through without her and the senior colleagues who have moved on with her? I think I know what she might have concluded when she asked herself the same question in 1974.

Ready?

The businesses we serve need to be ready too. Anyone now starting to plan anything of any significance needs to be ready for a new regime where local elected representatives will have the final say. Ready for the public to have a statutory right to be engaged before applications are lodged.

Downing Street and its Green Credentials Keith Riddle, Managing Director of VELUX lighting using motion detection and IT operated water heating through to a realtime display on the Number 10 website showing how much energy is being used. While the Glazebrook family - who are taking part in the CarbonLightHomes monitoring study - aren’t quite as high-profile as the Camerons, their experiences and findings are no less important in highlighting the importance of energy-efficiency in the home. The 15-month VELUX study that the Glazebrooks are part of is now well underway and the first set of monitoring data is currently being stringently analysed by project architects HTA. Qualitative feedback received from the family has so far been overwhelmingly positive and show the initial impact energy efficiency can have in day-to-day life – both in terms of savings and occupant well-being. I’m pleased to see that the importance and intrinsic value of household energy studies like ours has also been recognised by the government. Recently the Department of Energy and Climate Change announced it is funding a two-year initiative to see how the seven million solid-wall homes in the UK consume and preserve energy. The focus of this particular study will be to pinpoint the ways in which energy is saved from solid wall insulation; however it will also look at energy consumption habits and heat loss. While such support and commitment from the government is indeed encouraging and does shows signs of progress, it is important that no momentum is lost in the months ahead – particularly in respect to the longevity of the Green Deal.

Hopefully by the end of spring, we will have a clearer picture of how the government’s plans for achieving its zero-carbon targets will be realised and will begin to be put into action.

Now that the initial furore has died down and we’ve had time to digest George Osborne’s second Budget, what exactly did the message from Parliament reveal for the housing and green building sectors? Along with the headline-grabbing housing stimulus measures, notably the equity loan ‘Help to Buy’ scheme, the government also renewed its commitment to making all new homes zero carbon from 2016. Although coming in the shape of a somewhat brief end-note, it announced that by May 2013 a detailed plan will be given in response to the 2012 consultation on the energy efficiency requirements in Part L building regulations. With whispers of delay among those in the house building industry, this commitment was a welcome inclusion and it is encouraging to see a set timeline in place. However this is only the first step and it will be the delivery plan that will provide the clarity we all need in outlining how this policy will be put into practice. Last month, it was reassuring to see that Downing Street’s most prominent household, David Cameron’s residence, named as the winner of the “in-use special award” by the BRE Environmental Assessment Method (BREEAM). Chosen ahead of 800 other buildings across the UK, Number 10 Downing Street was named as the building that has made the most year-on-year improvement, supporting the UK making progress towards sustainable and low carbon homes and literally leading the way in sustainable living. The Prime Minister’s home received particular praise from BRE for its eco-friendly features, which range from low-energy

N3 Butlersbridge to Belturbet Road Landmark improvement development

Work on the new N3 Butlersbridge to Belturbet Road Improvement Scheme is due to be completed in early 2014. The estimated scheme budget is E61M and this includes the main construction contract and supervision, land acquisition, archaeology, planning and design, and advance contracts such as ground investigation and hedgerow removal contracts. The project bypasses the picturesque riverside town of Belturbet and links the N3 Cavan Bypass with the N3 Aghalane scheme to the north of Belturbet. The scheme comprises the construction of approximately 6.7 kilometres of standard single carriageway. It is generally 7.3 metres wide with 2.5 metre hard shoulders and 3 metre verges on each side. It will include five at-grade junctions and two bridge structures. The many side roads are of varying width depending on volume of traffic. The new road traverses over drumlin and soft ground areas with substantial excavations at Putiaghan Bog. It also passes in close proximity to Aghnaguig Bog, which is designated as a special area of conservation. A substantial element of the scheme is the provision of two significant

bridge structures: The River Erne Bridge and the Aghnaguig Bog Bridge. The River Erne Bridge consists of a threespan cable stayed extrados type bridge, which is the first of its kind in Ireland and the UK. It is approximately 141 metres long, with a central span of 69 metres and two side spans of 36 metres each. The Aghnaguig Bog Bridge is a three-span bridge with an overall length of 228 metres and a central span of 110 metres. The bridge will mitigate the impact of the scheme on the protected wetland of Aghnaguig Bog. The project also includes the realignment of adjoining regional and local roads, earthworks, drainage, diversion of services, surfacing, road markings, landscaping, and accommodation works for affected landowners. Work has been funded by the Irish Government under the National Development Plan

and the Department of Transport, Tourism and Sport, and the European Union from the European Regional Development Fund. Brendan Jennings, Project Manager on behalf of Cavan County Council, said that the scheme is well advanced with the completion of the Aghnaguig Bridge being on the critical path. When completed the scheme will result in a major improvement in the infrastructure in the region, providing improved road safety as well as significant reductions in journey times.

Monaghan Education Campus Monaghan Institute of Further Education and Training moved to its new, purpose built college in February 2013. It has given staff and students who have taken up occupancy of the largest building on the site of the new Monaghan Education Campus at Knockaconny a state-of-the-art facility. Mainland Tankfarm Refurbishment at Tarbert

Main Contractor Balfour Beatty has completed work for the National Oil Reserves Agency at Tarbert in County Kerry. The scheme saw the design and construction of major refurbishment works at a tankfarm that can store vast quantities of kerosene, gas, oil and diesel. There are four huge steel tanks on the site, each with a capacity of 40,000cu m. A key element in the contract was to put the tanks through rigorous, hydrostatic tests for leaks. This involved the team pumping water from a lagoon to fill the first of the tanks. After this was checked for leaks, the water was transferred to the next tank so each one could be tested in sequence.

It involved significant mechanical refurbishment to the existing tanks, and reconstruction and upgrade of the tankfarm bund arrangements. In collaboration with Consulting Engineers Byrne O Cleirigh Ltd, PUNCH Consulting Engineers provided project management and engineering services for the refurbishment of the 160,000 tonne tank farm. As well as the refurbishment, work included the installation of new pipe lines from the jetty, upgrading to the existing earthen bund, and the construction of a new road tanker loading yard, control centre, and pump house. Ireland is a country with an economy that

is heavily dependent on imported fossil fuels and has limited control over the volatile energy prices in foreign markets. The country’s membership of both the European Union (EU) and the International Energy Agency (IEA) requires Ireland to maintain 90-day reserves of national strategic stocks. NORA is responsible for the management of Ireland’s stocks of oil for use in the event of a shortage of supplies, and the work at the tankfarm was necessary to help fulfil this mandate. Work started in March 2011 and was completed in September 2012.

Scoil Iosa National School

Ballyhaunis school complete with new teaching rooms Scoil Iosa National School now has refurbished and extended facilities thanks to the first class construction undertaken by Kilcawley Construction. Located in Co Mayo, the project was built over two phases and consisted of the construction of a new 910sq m singlestorey extension, along with alterations, and refurbishment works to the existing 988sq m primary school building. The existing school building contained asbestos materials, including an asbestos cement roof, which were removed by an OPW-approved asbestos removal contractor, in accordance with the OPW Code of Practice for Management of Asbestos materials in Schools. Phase I saw the development of classrooms, a general purpose hall, resource rooms, offices and external play areas. This extension comprises of four classrooms, six special education teacher support rooms, and a multi-purpose room. Once this was completed, the staff and pupils transferred to the new facility so work on Phase II could commence. This consisted of a total refurbishment to include demolitions, a new roof, full upgrade of the heating and electrical installation, new windows and site works. The key feature of the project is that the School was fully operational during the construction process. The Main Contractor, Kilcawley Construction, was also appointed Project Supervisor. All this encompassed service coordination, management of all subcontractors, liaising with the relevant authorities and quality control. Kilcawley Construction was also responsible for the compilation and handover of Operation Maintenance Manuals and health and safety files. Kilcawley Construction carefully selected a suitable and qualified management team to ensure that the project was completed on time, within budget and to the complete satisfaction of the client. The health and safety of the pupils, staff and general public required organisation of the works in a manner that is sensitive to their needs, and particular attention was paid to the control of noise, dust, construction and school traffic. This necessitated the development and implementation of noise and dust plans, and detailed method statements. Other work included all ancillary site development such as constructing the 26-space car park, bicycle parking area, lay-by boundary walls, fences, footpaths, ramps, additional ball court, site signage and all other associated site services.

Both Kilcawley Construction and the Architect, Hamilton Young Architects, worked seamlessly with Scoil Iosa National School, ensuring the project was incredibly well managed, with no disruption to the School. Kenneth Dennedy of Scoil Iosa National School, praised this quality of work. He said: “The project was extremely well managed, on time and to budget, by Kilcawley Construction. “The team worked hard to ensure

there was no disruption at all to the day-to-day running of the School and worked in conjunction with us to deliver the project as we wanted it. “The whole thing went extremely well and Kilcawley Construction is a wonderful company to work with.” Work on the project commenced in May 2011 and was completed in July 2012.

Our Lady’s Children Hospital Second floor extension Ireland’s largest paediatric hospital, Our Lady’s Children Hospital Crumlin (OLCHC) is benefiting from a new cardiology in-patient unit that is being built above the paediatric intensive care unit. The existing building, that was completed in 2011, is a structural steel frame on pad foundations, whilst the first floor extension consists of a composite steel and concrete deck on composite steel beams. The roof structure is a lightweight panel on steel purlins and beams. The existing structure was designed and structured to allow for the future vertical expansion of the building. An additional vertical load capacity was available on all first floor columns and their supporting elements including first floor beams, ground floor columns and foundations. The extension links into two other hospital buildings – the reinforced concrete medical tower completed in 2005 and one of

the original reinforced concrete hospital buildings that is approximately 60 years old. The cardiology unit is single-storey with a steelwork platform at roof level created for locating the extension on. It is the secondstorey of the building but connects to the third floor of the existing hospital buildings. Designed by RKD Architects, the extension takes advantage of the structural capacity designed into the original building, which had columns protruding through the roof structure for ease of connection of the structure of this building. The structure contains two cantilever frames at the link locations to ensure the new build is independent of the existing buildings and does not impart any additional load onto them. Built by Clancy Construction, the extension is a structural steel frame. All loads from the new floor and building were transferred to existing columns only. An existing fire escape stair core was extended to serve the

new storey using precast stair elements. Work was completed with minimal impact to the live paediatric intensive care unit below, with special consideration and measures put in place for the lifting of structural steelwork above the live building. In addition, the existing plant on the existing roof, serving two isolation rooms, was protected and constructed around and scheduled for relocation to ensure minimal loss of use of the isolation rooms. While the stair core was extended, a fire escape from the existing building was maintained and available in case of emergency. Work was completed within a restricted site with live hospital buildings on three sides and below. The work was also undertaken adjacent to a building with an MRI scanner, but all of this was done successfully.

The greatest challenge has been ensuring that work is

completed within the specified timeframe, because in order to secure revenues for the scheme, it has been necessary to have the first phase completed by the end of March 2013. Due to the endeavours of all concerned this timeframe will be met. The Architect is Harry Rolston Architect Ltd and the Main Contractor is Cunningham Contracts. The total cost of work is in the region of £800,000.

May will see the final completion of work at the Heathers Supported Housing Scheme, providing new and refurbished facilities for residents, on behalf of Oaklee Homes Group. Oaklee has been very active in reducing the amount of energy used at its properties so that tenants will save money. Energy efficiency measures will help many who may be in fuel poverty and also make homes more affordable to run. At the opening of one of Oaklee’s latest schemes, Minister McCausland said: “The developers of this innovative housing scheme have gone the extra mile to ensure that tenants will benefit from real savings in their heating and lighting bills.” Oaklee’s latest development on Ballynahonemore Road in Armagh is a new five-bedroom bungalow, as well as the refurbishment of the existing building on site in order to provide ensuite bathrooms and individual bedrooms and to subdivide the existing buildings into two separate smaller households as recommended under the Bamford Review. This has become a necessity after the findings of the Bamford Review said no more than five people should be living in one household. Omagh Riverside Walk & Cycle Path

Connecting Communities Another phase of the Omagh Riverside Walk and Cycle Path has been completed with the installation of a new 55m span pedestrian and cycle bridge connecting Hunter Crescent to Strathroy through the Lisanelly lands. The bridge, along with 750m of pathway, will link communities which previously required an around town trip, as well as providing a further extension to the existing walk and cycle network. This phase, which is fully funded through the Sustrans Connect2 Big Lottery Fund and the Department of Social Development through Neighbourhood Renewal, will improve access to the River Strule as an amenity, as well as improving access to schools, work places, health, education and recreational facilities. Before work began, the concept drawing was informed by the key constraints within the site, such as the floodplain, topography, lands affected by tree preservation orders, and the contamination of any other existing structures. A further two phases of the riverside walk and cycle path are to follow, with the next section linking Phase I into the St Lucia lands due to commence in the summer. This will be followed by a third phase to commence in December, which will extend the route through the Lisanelly lands into the Showgrounds Retail Park and is scheduled for completion by May 2014. In total, this will provide a 2.4 kilometre continuous walk and cycle path connecting into other existing routes. Each of the three phases will include a 55m span pedestrian and cycle bridge and pathway, meandering along and across the River Strule. The overall project will make a valuable contribution towards providing a safe and healthy environment for walking and cycling, which will contribute to a healthy lifestyle for residents and visitors. It will also open up access to previously inaccessible lands, make short journeys around Omagh easier and be more sustainable. Additionally, it will re-connect key town centre lands, as well as link existing and potential areas of open space and recreational areas. Omagh benefits from extensive riverfront lands throughout the town with the Camowen and Drumragh Rivers merging to form the Strule, which flows through the town centre. When complete, the construction of the riverside walk and cycle path along the river corridor will provide a thoroughfare for the town, reducing the need for vehicle journeys as

well as helping to connect communities. The Hillsborough Agreement of February 2010 provided for the military site at Lisanelly to transfer from the Ministry of Defence to the Northern Ireland Executive. In April 2011, the Executive made accessible, lands at Lisanelly and St Lucia, representing an extraordinary town centre developmental opportunity which is now earmarked for the creation of an innovative shared school educational campus including the aforementioned phases of the riverside walk and cycle path. The walk and cycle path will become a very popular and key component of the access infrastructure for the new education campus. It will link directly to the town centre, but more importantly it will link via other planned on-road cycle lanes and off-road cycle ways to residential areas where the students will start and end their journeys. The Omagh Connect2 project, in the context of the National Cycle Network, demonstrates the real potential to join communities together by linking them to key services and amenities such as, schools, places of employment, shopping, leisure and health centre locations within Omagh. It will provide safe and accessible river walk and cycle ways, increasing the opportunity for walking and cycling in Omagh, improve connectivity between people

and communities, and open up previously inaccessible land for community benefit. The project will complement the Council’s ongoing infrastructure development programme which to date has included the construction of the Strule Arts Centre incorporating a section of walk and cycle path between Bells Bridge and Abbey Bridge, the Omagh Town Centre Environmental Improvements Scheme, the extension and refurbishment of the Omagh Leisure Complex and the soon to commence town centre based OASIS project. A £600,000 funding boost towards Phase II of the project was announced in March 2012, by the Minister for Social Development, Mr Nelson McCausland MLA, who spoke of the benefits the whole development will bring to Omagh. He said: “This is good news for the people in Omagh and will provide real and significant benefits to the residents in the Omagh Neighbourhood Renewal Area. This project is about connecting communities and allowing improved access to local services. Coombe Woman & Infants University Hospital Extended healthcare accommodation Coombe Woman & Infants University Hospital is benefiting from brand new facilities after the development of a four-storey extension to the Dublin maternity hospital that is attached to the existing labour ward. Almost 200 years old, Coombe Hospital is one of the largest maternity hospitals in the country with more than 9,000 mothers giving birth each year. More than 1,000 infants are admitted to the paediatric unit and over 8,000 surgical operations are performed there each year. The existing building is approximately 45 years old and consists of a reinforced concrete frame with insitu concrete slabs and concrete shear walls. The extension was built on land that had a car parking area and a single-storey block, which was used as a canteen. Both the car park and single-storey building were demolished prior to construction commencing. The new build consists of healthcare accommodation with a plant room over and undercroft parking below. A stair core from ground level to accommodation level has also been constructed. In order to create two new links to the existing building, a structural column was removed at each link location and the existing building supported by the new build extension. Built by Clancy Construction, the building is of steel frame construction with precast floors and roof on composite steel beams. The steel frame is laterally supported by braced bays, and the stair core is supported

Track safety improvements complete The official reopening of the railway line between Derry-Londonderry and Coleraine was celebrated in March. Hundreds of people from civic dignitaries and school children to business and community representatives joined Translink to mark the occasion. Hailed as one of the most beautiful rail journeys in the world by travel writer Michael Palin, it is clear to see why such strong public support exists for this important route. Closed for almost eight months to complete major track safety and improvement work, anticipation for the reopening was very evident as the crowds cheered with excitement when the inaugural train service arrived into Coleraine, Castlerock, Bellarena and Londonderry train stations. Passing through some of Northern Ireland’s most stunning scenery from the golden sands of Benone Strand to the maritime cliffs at Downhill and the impressive Binevenagh Mountain, the journey lures both local passengers and visitors to Northern Ireland. New facilities at the Institute of Technology Carlow The Institute of Technology Carlow will soon benefit from a new Research & Innovation Centre. It will provide additional facilities and centralise the postgraduate laboratory facilities. On the ground floor, there will be some lecture theatres and the development will include an Enterprise Development Group, which is an external service that supports new businesses. There will be facilities there for the personnel associated with the Group, in the form of seminar rooms. The second floor is where the laboratory and office space will be for other research personnel, which will include industrial design. It will be largely laboratory orientated with the appropriate equipment. Work will also include provision for a GameCORE, which is a computer department. There will be office accommodation for business, humanities and health sciences, as well as actual incubation units for the new business that will be located there. On the third floor, there will be an EnviroCORE lab, which is a science laboratory with appropriate equipment. Work on this facility has been necessary for a while but is now underway thanks to available funding. The Institute of Technology Carlow is dedicated to excellence in higher education through the provision of programmes leading to internationally recognised awards. It is committed to ensuring that its learners and other members are afforded the opportunity to develop their full potential in a professional and supportive environment. The Institute is committed to research and enterprise related activities, and to enhancing the educational, cultural, and sustainable economic development of South Leinster and the wider community. Comprising three-storeys, the building itself will be divided in two and will have an atrium in the middle of it. The west side will have the laboratories and classrooms, while the east side will house the administration. Staff support will be located on the ground floor, with incubation units on the second floor and a postgraduate write-up area on the third floor. Located on the west side of the institute and facing onto Kilkenny Road, the site

was a greenfield area and therefore unoccupied, so no demolition was required before erecting the 2,500sq m building. This means disruption has been minimal, because the site is separate from any other buildings. Access is through a small car park that has been converted to a builders compound during the construction process. Sustainable features will include rainwater harvesting and EMS control, and the development is constructed with poured concrete and blocks, as well as stone cladding. The large campus at Carlow is situated on the banks of the beautiful River Barrow, just five minutes walk from the centre of the town. A popular place to study, Carlow is a vibrant, bustling town with a population of more than 20,000. The town enjoys a thriving arts and craft community, an exciting nightlife, a strong tradition of Irish language, culture and festivals as well as a superb range of shops, boutiques and restaurants. Carlow is a studentcentric town and is within easy walking distance of the IT Carlow Campus. Student

accommodation is plentiful and the transport network is excellent. At the Institute of Technology Carlow, every effort has been made to combine a stress-free location with top-level tuition facilities that are at the leading edge in a number of key disciplines, both nationally and internationally. In summer 2012, MEIC Ltd were appointed as Project Supervisor for the construction stage of the Galway City Western Environs Water Supply Scheme – Tonabrocky Reservoir. This project involves the construction of a new in-situ concrete reservoir, construction of an access road and pull in area, construction of scour outlet pipe and headwall, filling around the reservoir and construction of all interconnecting pipework on site. The Galway City Western Environs Water Supply Scheme serves areas to the west of Galway City including the Knocnacarragh area of Galway City, and the Barna and Moycullen areas of Galway County, together with a large rural hinterland. The scheme receives its water from the Terryland Water Treatment Works via pumping to Clifton Hill Reservoir and further pumping from Clifton Hill to Tonabrocky Reservoir via a 300mm diameter rising main. It has extensively planted parklands, coordinated to achieve year round colour that softens the red and yellow brick elevations that rise and shape the estate. Period and contemporary features mix together in an attempt to create a quality residential estate to cater for the needs of the occupants. The focus and concept for this project was to achieve the required density while providing a well landscaped site that integrates with its surroundings. Residential Units A mixture of detached, semi-detached, terraced and apartment units form a well dispersed layout “framed” by large green areas. Red brick facing is predominant on front elevations of most houses where a more traditional design approach was taken. This approach includes large glazed and balcony areas to maximise natural light intake. These features are also present on the apartment buildings, where the yellow brick finish, metal roofs and rainwater goods are used to create a more contemporary feel in accordance with their function. The Eden Gate Retail and Business Centre The Eden Gate retail and business centre is composed of two separate buildings,

one dedicated to offices and retail use and the other designed to accommodate all the up to date requirements of a crèche operator. Both buildings have a minimalist design approach with clean straight lines and large glazed panels framed by yellow brickwork that blends in with the adjoining residential units. Bullford Crescent Kilcoole for Wicklow County Council This is a scheme of Local Authority housing for Wicklow County Council. The dwellings have been carefully and efficiently designed to meet the requirements of the County Council on this restricted site while still providing a quality living environment for the occupants who have received the scheme positively.

Kildare Town Sewerage Scheme

Kildare Town is now benefiting from an improved wastewater treatment plant that is more than double the capacity of the original. The existing plant was overloaded and had no provision for future requirements, which created the knock-on effect of delaying new development in the town because of this situation. Located beside the Tully Road, the site has been in use as a wastewater treatment plant since the 1930s and, thanks to Kildare County Council, has been upgraded from a capacity of approximately 10,000PE to 28,000PE with a 15 kilometre effluent outfall. Construction consisted of two phases and the plant stayed in operation while Phase I of the contract was constructed on the unused portion of the site. Inlet flows were then transferred to Phase I and this was commissioned, bringing the capacity up to 14,000PE. At that stage, the original wastewater treatment plant was demolished and Phase II was constructed on its footprint. The work was undertaken by EPS Siac JV – a highly experienced provider of water and wastewater products and services. The JV has a unique perspective as it is engaged in the full end-to-end process of the industry from individual component manufacturing through to design, investment, asset construction and service delivery.

Nicholas O’Dwyer carried out preliminary designs on the upgrading of the sewerage network following the production of an Infoworks™ hydraulic model of the network system. Time Series modelling had indicated that a storm detention tank size of 4,700cu m was required and this was constructed in accordance with detailed design under the M7 motorway contract. The motorway was to separate the detention tank and the wastewater treatment works. Nicholas O’Dwyer, in association with Tobin and Entec UK were subsequently appointed to implement the provision of the upgraded network and the new wastewater treatment works. With responsibility for the wastewater treatment works element, a suitable receiving water had to be established for the effluent from the new plant. The previously existing plant discharged to a small stream that was at the limit of its assimilative capacity. An analysis was carried out of all possible solutions for a discharge location, including pumping ground water to the stream to increase low flows. Having carried out the cost and risk analysis, an outfall to the River Barrow, some 15 kilometres east, was proposed. The expansion of the wastewater treatment works was examined and the decision taken to abandon the existing process and redevelop the treatment plant

within the confines of the existing site, thus avoiding additional land costs. Following acceptance of the outline design, an EIS was prepared and certified by An Bord Plannala with minimal restrictions beyond those detailed in the EIS. DBO documents were prepared and a pre-qualification procedure under the restricted procedure was also completed. All work was constructed in compliance with the EIA and the containment of all of the construction within the existing site also aided in minimising disruption to local ecology. The single greatest challenge of the development was the construction of a new plant on the site of one that was in operation. This was achieved by careful specification in the employer’s requirements and the appropriate adherence by EPS Group. An added challenge came during the visit when HRH Queen Elizabeth II visited the adjoining Irish National Stud because of the security implications for the period immediately before and during the visit. This was successfully dealt with so that work could still go ahead, and the original completion date could still be reached. Work on the site started in November 2010 and was completed in November 2012, costing e16M.

Formed in 1978 by Sean Murphy, Semiton Ltd is a reputable construction and management company of distinction that specialises in building and civil engineering, undertaking turnkey operated projects. Based in Clonmel, Co Tipperary, Semiton has established a substantial contracting business with turnover in recent years reflecting the continued success enjoyed by the Company. Depending on demand, the Company employs between 60 to 100 staff, with a total available pool of up to 180 direct personnel. At the moment, the core workforce is approximately 60, and all are trained to the very highest industry standards. Semiton has a first-class safety record, which has been recognised by the Construction Industry Federation with several achievements and awards over the years including Safe T-cert. This was acquired in the past year and is designed for certifying the safety management systems of contractors working in the industry. The objective is to improve health and safety management by providing objective standards and certificating those contractors whose safety management systems have been assessed. Semiton provides in-house construction training, safety handling, manual handling to all staff and has its own safety management system that trains other companies too.

Much of Semiton’s work is focused within the food and pharmaceutical industries. The latter came about because of the reputation earned by the Company through word of mouth. This has resulted in Semiton being invited onto many tender lists, which in turn results in various contracts being won. Because of the work within the pharmaceutical industry, confined space training is a serious part of the Company’s operations and it is involved in maintenance works for the pharmaceutical industry, which means that a lot of Semiton’s people are highly skilled in confined space operations. Within the last year, two significant contracts have been picked up by Semiton. These include a e7M development that started recently in Tipperary. This is a substantial project for Abbey Machinery, who make agricultural equipment. The R&D has to be up and running for September, and it’s an 11-month contract. The other new project is a e2M development in Waterford that has also recently started. It involves construction of a new, state-of-the-art, medical device manufacturing facility for Nypro Healthcare. This facility will result in the creation of 200 high quality jobs in Phase I, which will also increase in subsequent years. Nypro’s new facility will manufacture advanced respiratory and injectable devices for global healthcare and pharmaceutical customers. Among the new positions to

be created are healthcare automation engineers and technicians, healthcare quality engineers and technicians, operations managers, program managers, team leaders and operators. This manufacturing facility will create a major boost for the whole South East region. Such an investment not only highlights Ireland as a world-class facility for high end manufacturing and the advantages it can offer leading global companies such as Nypro, but it shows the firstclass nature of projects undertaken by Semiton, and underlines just why the Company has such a high reputation within the pharmaceutical industry. Semiton has partnered a number of architects and engineers over the years and will continue to have a healthy working relationship with the likes of PM Group, Centra, Acorn Recycling and IDA Ireland - who has also supported the project in Waterford. State-of-the-art leisure facilities A two-phase project at Tulia in Co Clare is in its final stages, and will see the creation of excellent new facilities for Clare County GAA Board. Located 15 miles east of Ennis, Phase I saw the development of four new pitches. This commenced in 2010 and was completed last year. Phase II comprises of a new clubhouse, car park, access road, and floodlighting to two of the pitches. Because it’s in a rural area, no demolition has been required, as the site is greenfield. Built by Gildoc Ltd, the single-storey clubhouse will have six dressing rooms, two referees rooms, a gym, office, physio room, public toilets, kitchen and dining room. High level corridor windows are incorporated, as well as large glazing to the gym, and the development includes a concrete flat roof and steel clad monopitched roof. The development comprises of loadbearing blockwork, raft foundations, and an external of rendered plaster, while all windows are double glazed uPVC. Such a high quality project required a first-class design. This was provided by Horganlynch - a Practice founded in 1970 by Michael Horgan and Donal Lynch. With offices in Dublin and Cork, the Practice is based on the belief that the structural engineer should have greater appreciation of the overall functional requirements of a building than is dictated by purely structural considerations. The practical effect of this is a close identification with the overall needs of the client as expressed in any brief. Horganlynch carries out significant work in the fields of civil and structural engineering for both the state and private sectors. To date, in excess of e2.5Bn of development work has been constructed, covering a wide variety of projects. The Practice works in liaison with most of the country’s leading architectural

Up to now, this has been possible. Also under construction is a 16 classroom extension and sports hall at Scoil Mhuire,

Lucan and refurbishment of the existing school. This e3.6M project is being carried out in two phases within a live operational environment. Phase I is being handed over at the end of May. Work on Holy Rosart National School, Firhouse, Co Dublin is also on going and comprises a new build 24 classroom school on a greenfield site at a value of e3.75M. Ganson are also pleased to announce commencement of a e5M nursing home in Stamullen and a e4M nursing home in Malahide in June 2013. Recently completed projects include St Joseph’s National School in Co Carlow. Located in Hacketstown, work completed in February 2013. Work included extensions and alterations to the school, which comprised six new classrooms and a general purpose room, as well as the refurbishment of eight existing classrooms. The Company has completed many noteworthy projects too within the education sector. April 2012 saw the completion of a new 16 classroom school and sports hall at Our Lady’s Grove National School in Goatstown. Work at St Bernadette’s Senior and Junior School in Quarryvale involved the complete removal and disposal of existing asbestos cement slate roofing, and re-cladding with double skin insulated panels and all associated mechanical, electrical and decorative works. A sign of Ganson’s broad range of experience is the many sectors in which the Company has successfully worked. This includes commercial and industrial projects, such as the development for the Kerry Group in 2010. Completed in September 2010 at a cost of £300,000, the Kerry Group Centre of Excellence project involved the demolition and refurbishment of the existing main entrance, offices and laboratories. Work on the development was undertaken on behalf of Louth GAA and was completed in September 2010 at a cost of e2.1M. Less than a year earlier, Ganson completed work at a day care facility located at Croftwood Crescent, Cherry Orchard, in Dublin. Costing e1.9M, work comprised a new steel frame 700sq m crèche facility Trespa external cladding, Kingspan roofing and a high specification modern fit out, including partitions, suspended ceilings and marmoleum floor finishes. Externally, the building was finished with bitmac surfacing, soft play area and landscaping. This project was for Cherry Orchard Community Childcare Service Ltd. Work commenced in September 2008 and was completed in December 2009. Ganson’s portfolio of leisure sector developments was expanded further in October 2007 with the completion of the e3M Seapoint Golf Club development. Situated in Termonfeckin, Co Louth, work comprised of the demolition and refurbishment of the existing clubhouse and construction of a new clubhouse bar and restaurant. The interior was fitted out to a high standard and now boasts new changing rooms, offices, toilet blocks and a pro shop. The Company has also worked on many residential projects including Balbriggan Parochial House. Completed in November 2009, Ganson converted an existing protected house into two modern apartments, undertook repair work and complete refurbishment of the building finishes, while also maintaining all the original historic building features. January 2010 saw the work at Greenwich Court in Co Dublin finish. Located in Rathmines, this project involved refurbishment and an extension to a protected structure. It provided ten new offices and the construction of three ultra modern, high specification apartments. The exterior of the existing building was also re-pointed and new walls finished with StoRend plaster and aluminium glazing with external veranda areas to the rear of each apartment. The interior of the building included full gym facilities, a swimming pool and sauna. Other residential projects undertaken include the Kincora Court development that was completed in March 2009 for a private client.

This e250,000 contract involved the construction of a new extension to an existing semi-detached dwelling. This was followed by complete internal refurbishments that ensured the dwelling met current U-values of the existing house, while modern fittings and building finishes were incorporated throughout. The Company’s refurbishment expertise is apparent in many of the projects undertaken. In August last year, the Company refurbished a four-storey office building at 37 Grafton Street for Aviva Insurance. The project involved demolition and strip out works internally to allow for a full upgrade internally. This included a mechanical and electrical upgrade, joinery, re-pointing and roof works. Heritage projects already completed that are noteworthy in Ganson’s portfolio include the St Patrick’s Church refurbishment and upgrade in Dublin. Completed in May 2008, this comprised refurbishment and upgrade works to the existing church, including roof repairs, new heating and electrical installations, new alter and church seating. Ganson also installed a glazed partition at the rear of the church to provide a community centre for pastoral meetings. Work was completed in September 2008 at St Patrick’s College in Drumcondrath on a e1M project to refurbish the existing listed building.

Scoil Phadraig School Benefiting from the Capital Investment Programme

Scoil Phadraig School in Ballylinan was completed in April and has provided a new 12-classroom primary school with associated outdoor facilities including three basketball courts and parking. Also known as St Patrick’s School, work has provided state-of-the-art teaching facilities for the staff and pupils of the school. The manufacture, delivery and installation of the project were planned on a room-byroom basis, which meant the client was provided with exact status updates. Like many schools in the country, Scoil Phadraig had outgrown its previous premises, and it was an old school with lots of prefab buildings. This village had also grown over the last ten years and there are a lot of new developments so there is a local need to cover this with educational facilities that are up to the required standards. The school’s origins date back to the 19th century. In the early part of the century, hedge schools or pay schools were the most common in Ireland. In 1834 there were three pay schools in Ballylinan. Richard Lyndon

taught in one of the schools, Thomas Casey in another and the third school in Ballylinan was a protestant school. Between 1821 and 1857, Fr Hickey submitted the first application for a school. A Michael Grace of Ballylinan village promised a site for the school that could be purchased for seven pounds. The school building would consist of two rooms. It was completed by the summer of 1843 and teaching commenced in both boys and girls schools. In 1900, both schools amalgamated. In the early 1930s, almost 100 years later, after the existing school was condemned by the public authorities, the decision to build a new school was taken. The site was procured from John Hovenden, and the foundation stone was laid by the Most Rev M Cullen, Bishop of Kildare and Leighlin in July 1934. The total cost of the new school was £5,600, £3,600 of which was granted by the Department of Education. The remaining £2,000 was raised by running the Ballylinan Carnival in 1935, 1937 and 1939.

In the early 1970s, the new school was renovated and the toilets were moved into the main buildings. The glass and wooden partitions that divided the classrooms were also removed and replaced by solid walls. The staff room of the old school also dates from this period. But now the pupils at the school are enjoying learning in a brand new purpose built facility with large teaching areas and facilities that weren’t at the old school, such as huge play areas, an indoor hall, and the basketball courts. All children have their own classroom with toilets and a kitchen area contained within the specific classroom. Work at Scoil Phadraig School has been possible because of a e2Bn capital investment programme, which will see hundreds of new and refurbished school developments. Last year saw the announcement that 219 new major school building projects will begin over the next five years. already been announced for last year. The five-year plan outlines when the major projects will proceed to construction. These comprise of 106 new schools at primary level, 65 large scale extensions at primary level, 43 new schools at secondary level, 49 large scale extensions at secondary level, eight new special schools and extensions for a further four special schools. Announcing this programme, the Minister for Education and Skills, Ruairi Quinn T.D, said: “In line with the Programme for Government, and the government’s capital investment programme, we are prioritising investment in school buildings during these tougher economic times. “This investment in major school building projects will create an estimated 15,000 direct and 3,000 indirect jobs over the period of the programme (an annual average of 3,000 direct and 600 indirect jobs). A total of e1.5Bn will be spent on these 275 projects. This is very welcome news for the construction industry.” This is the first time that the Department of Education and Skills has published a five-year plan for school buildings. The Minister said that this will facilitate schools’ plans to meet local demand for places and will provide greater transparency in the operation of the school building programme. “We have to ensure that every child growing up in Ireland can access a physical school place,” said the Minister. “Our programme means that schools and parents will be able to plan much better for their children’s education at a time when enrolments at both primary and

secondary level are rising dramatically.” Total enrolment is expected to grow by around 70,00 students between now and 2018 – by over 45,000 at primary level, with the current number at 509,000 students, and 25,000 at post primary (currently 351,000). Second level enrolment is expected to continue to rise until at least 2024. The plan will provide more than 100,000 permanent school places, of which over 80,000 will be new school places. The remainder will be the replacement of temporary or unsatisfactory accommodation. This substantial investment means that over 11% of the total school population will benefit from new permanent places delivered during 2012–2016. As well as the five-year plan, the DES publishes a detailed plan on an annual basis in relation to the planned expenditure on individual school projects. Schools that have not been included in the plan, but which were announced for initial inclusion in the building programme, will still progress to final planning states in anticipation for further funds being available to the Department. The new Scoil Phadraig development is two-storey and comprises of a concrete frame and blockwork, with concrete upper floors, a metal panel insulated roof and has aluminium windows. The land for the 2,000sq m school was purchased from a local land developer and was a greenfield site. In the locality, there are lots of new housing developments. Kinsale Road Bridge A number of key infrastructure improvements have taken place in Cork to replace the aging Kinsale Road Bridge that spans the River Tramore. Composed of insitu reinforced concrete atop piled foundations, the replacement bridge is a single span structure measuring an approximate 18m in length. Funding for the replacement bridge came from a e379.5M investment programme for regional and local roads, which was announced in February of last year. Representing an average spend of e31.6M per month and sustaining employment for around 3,800 people, the yearlong package contributed e1.3M to the replacement of Kinsale Road Bridge.

Of the funding, Minister for Transport, Tourism & Sport Leo Varadkar said: “This is a significant investment in roads given the current economic climate. Our priority is to maintain the existing road network, but there will also be scope to carry out some road improvement projects as well.” Significant in scope, the replacement bridge required the creation of several temporary culverts to divert river flow away from specific regions and allow for piling to take place A host of associated roadworks and public realm improvements were also undertaken, including the provision of a new two lane road alongside additional paving, fencing and signage.

In a concerted effort to minimise public disruption, Cork County Council arranged for a temporary road to be built, which provided vehicular access to Kinsale Road while rerouting traffic away from the construction site. The replacement of the Kinsale Road Bridge commenced in summer 2012, with much of the works undertaken by the Kilcolgan based civil engineer, Ward & Burke. Founded in 2001, Ward & Burke has established a considerable portfolio of projects across a great many sectors, with the Company’s bridge and road building expertise proving particularly invaluable here. The new Kinsale Road Bridge was completed in December 2012.

The Church of the Sacred Heart Maximising the benefit to the parish The Church of the Sacred Heart in Castletownbere has been involved in a huge renovation programme that has brought improvements for its congregation. This church was first built in 1822 and in 1899 when Father John McDonnell P.P came to Castletownbere, he realised the need for a bigger church so began the huge project that was completed in July 1911, and was an early example of mass concrete construction in Ireland. It is a three-aisled – two lean-to sides with a clerestory lit central Nave – with a transept chapel to the east built for the Nun’s Convent immediately north of the church. This church is faced with Mourne granite and had a diminishing coursed natural slate roof on unusual hammer beam trusses. These are tied with the steel rods cast into the wall beam. The interior had been drylined in the 1990s, and the original plaster had sloughed off over the years. The vaulted, arched ceiling was failing and had been clad in aluminium panels. It was only when opened up that the original ceiling construction was identified as a reinforced gypsum plaster,

with a hessian netting, reminiscent of traditional orthopaedic casts. The ceiling had been exposed to prolonged damp exacerbated by condensation from the aluminium panels and had almost completely failed, while the roof slate had lost their original parging and leaks in numerous locations, which exacerbated the ceiling condition. The extent of the damage was not evident from below because of the aluminium cladding panels on the ceiling. The roof timbers were not generally sound, with some localised outbreaks of woodworm in areas with limited ventilation. Work on the church focused primarily on draught proofing the existing church that is located in the town centre of Castletownbere. These works were planned to coincide with the centenary of the church, which involved introducing a new draught lobby by enclosing the arches below the choir and the separation of the Nun’s Chapel from the main body of the church to create a day chapel for daily devotions of a smaller congregation. The aspiration was to improve the thermal

performance of the church as a whole. During the preparations for this work, there was a significant leak in the south east of the church. On inspection, it was discovered that the roof was failing and would require replacement of the slate, along with an unknown amount of works to the ceiling. This all necessitated an expansion in the scope of works and a cost strategy to prioritise works within the budget. Work has provided a new Chapel of Ease, draught lobbies and storage as well as an upgrade of services and accessibility. All stained glass was conserved and a new natural slate roof in diminishing courses to match the existing was introduced, along with new storm glazing to the leaded and stained glass windows. The interior statuary and carved stone features were completely enclosed and protected during the works. Provision has been made for CCTV and the existing car park was relined as part of the work. The Architect at the design stage was PLM Architecture, and at the project stage, it was Kev Smyth. Built by KPH Construction, work was completed in March 2013.

Stunning apartments for the elderly Work is well underway to provide 99 apartments for senior citizens at Gardner Street Middle. Located in the north inner city, Father Scully House is being constructed on behalf of the Catholic Housing Aid Society (CHAS). Previous historic structures on this site were cleared in the 1960s and 1970s to allow for the construction of two buildings for CHAS. These were deemed unviable for refurbishment in 2005 and Coady Partnership Architects was appointed to design new replacement buildings. The result is a quite stunning design. The previous Father Scully House, built in 1968 and the building fronting onto Temple Lane, built in 1972, were both demolished in 2008 in a separate contract to make way for the new development. The new building will consist of 99 apartments over seven floors. The ground floor contains apartments as well as a reception area/office for CHAS, a meeting room, plant rooms and three retail units, while the sixth floor contains a community room and oratory for the use of residents. This affords stunning views south over the city. The building has a single front door to a combined hallway, providing access to all apartments, administration and support facilities, and community rooms. A live-in caretaker on site will provide 24/7 security. Father Scully House will be organised around six vertical cores with three apartments accessed at each level in each core. This layout was created with the client to ensure the development had a unity and would create a strong community among the residents, with smaller clusters forming around each core. All apartments and community facilities are naturally ventilated with mechanical extract provided to enclosed utility spaces, including bathrooms, kitchens and toilets. Access is controlled from each apartment with direct control of the front entrance

afforded to each resident to admit visitors. The community room is provided with a tea station to accommodate socials and informal gatherings with distant views across the city. The building is designed to meet the most recent changes to Part L of the building regulations, requiring a 60% reduction in energy demand from 2005 standards. The apartments achieve an A3 Building Energy Rating. The apartments are finished and fitted out to the highest standard. Living rooms are located to the south east and south west aspects with larger glazed areas opening onto private balconies. Balconies are fitted with winter garden glazing to provide added protection and make them useful all year round. This was particularly important in this development, where the apartments will be occupied for longer periods of the day than apartments for working professionals. Built by Collen Construction Ltd, the building comprises of load-bearing concrete and blockwork walls, concrete beams and precast concrete floors. One block has a flat roof of precast concrete floor slabs with a structural screed to accommodate solar thermal

panels that supply heater water to each apartment’s individual heating system. Externally, the building will comprise of red brick over a beige granite plinth, with copper detailing and aluminium windows. Work on the e13.5M project commenced in May 2012 and will be complete in February 2014.
