China to investigate MBA exam fraud Two officials at a university in northeast China have been suspended after authorities launched an investigation into MBA exam fraud in January, Xinhua News Agency reported. A director at Harbin University of Science and Technology MBA Center and a deputy head of the university’s graduate program were suspended for allegedly training students how to cheat on exams. Rules in exam rooms were not strictly implemented. Recruitment for the MBA center for 2015 has also been suspended.

On the other hand, CAT applicants have declined 4% since 2010. The CAT is the main entry exam for students looking for a full-time MBA program. GMAT opens doors to global business schools, but has more recently been the preferred test for shorter executive MBA programs.

Women struggle to hold MBA positions Women may account for the majority of university students in most developed countries, but they remain a minority in business schools. Data from the Graduate Management Admission Council shows that women appear to underperform men by roughly

20 points in the GMAT. In the 2011-12 testing year the mean total score for men was 557, while the mean total figure for women was 536. However, GMAT data from China shows there is virtually no difference between the performance of men and women. In 2013, women achieved a mean score of 583 while men racked up 581 points. Cap on work visas harms recruitment of foreign students A cap on H-1B work visas makes it become increasingly difficult for foreign students to obtain a temporary work visa in the US. The number of international students in the US continues to grow. Nearly 920,000 foreign students went to the US to study last year. Every year at the beginning of April, employers race for

Corporate leaders to consider studying for an MBA An analysis by Financial Times showed that nearly a third of chief executives currently in charge of the biggest global companies are MBA graduates. Of the world’s largest 500 listed companies – as featured in the most recent annual FT500 ranking – 29% are led by an MBA graduate. Overall, US schools account for 71% of MBA graduates who are FT500 chief executives. Of US FT500 companies, 46% have chief executives with an MBA. This compares with 37% of UK-listed FT500 companies and 31% of those from Canada.

Guanghua and Kellogg to offer EMBA Peking University’s Guanghua School of Management will launch a new joint degree program with Northwestern University’s Kellogg School of Management in the United States. The joint degree is a two-year China-focused executive MBA. The program is tailored for a specific group of business leaders from both China and abroad. The Guanghua-Kellogg executive MBA program begins this fall. Classes are taught in Beijing, Shanghai and Chicago. The program is accepting applications.

up with Professor Fiona Devine, acting head of Manchester Business School (MBS), and Professor Keith Brown, vice president of the University of Manchester, during a trip to Shanghai to open the MBS China Centre in the city. The professors discussed the school’s new Global EMBA, expanding its presence and network in China and why the city of Manchester is a great attraction for Chinese students.

Can you explain the recent developments on the MBS Global MBA program, and what’s behind these changes? Fiona Devine: The program was originally three years and now it has dropped to two and a half years. It is in the [first] two years where they [the students] do most of the coursework and different workshops and it’s the final part in the fifth semester where they do a major piece of project

work. And that’s where we really press upon original thinking to get the students to put into practise everything that they have learned in the courses in the previous two years. That is a really critical experience as part of that program. I think it [the change] is being led by student demand. They wanted to have a tighter program and it makes sense in relation to our competitors that also have a tight program. So now within the first part of the program, they have a very intense period of study, they want to make the best of their time and are keen to get on, while then at the back end of the program is where they do most of their project work.

MBS is now launching a Global EMBA. What can you tell us about this program? Fiona Devine: Well, the idea of launching this program is partly to separate it out from our existing offering, so our MBA program that we offer at the moment is for middle-level executives who have got about four or five years of experience. With the executive MBA program, we are now looking for people who’ve got 10 or more years of experience so they’re really people moving into, if not there already, quite senior managerial positions. How important is China in your considerations when designing new programs such as the Global EMBA? Fiona Devine: Extremely important. As you know we have seven centers around the world and the Shanghai and Dubai offices are our most successful and we really do see these two centers as critical

to our success. So the Shanghai center is very important to us. We largely recruit Chinese nationals that work for international companies to do the Global MBA and we imagine that will be the case with the Global Executive MBA. MBS China Centre was launched in 2008. What are your expectations for the China Centre for the next five years? Keith Brown: Well, see, when I came here last year, there was a smaller center about half the size of this one, which had been running for four years. Now we’re in a nice big shiny new one and in five years, we’ll need another floor. I think to some extent, we can plan for a bit of growth but we mustn’t exceed ourselves and get carried away with overflowing admissions, but there’s no reason why the China Centre here in Shanghai, or indeed the one down in Hong Kong, can’t get bigger. Students from China on the MBS programs have the opportunity to visit other centers in the MBS network. How do you attract Chinese students to visit Manchester? Keith Brown: Leaving aside the specific program, there is just short of 3,000 Chinese students in Manchester University at this moment so that university actually has the highest number of Chinese students in the UK. So there is no difficulty in attracting Chinese students to come to Manchester; it’s a dynamic and exciting city and it seems somewhere where Chinese students feel very much at home. ot long ago, MBA students lugged weighty textbooks to class and scribbled lecture notes on legal pads. Instruction and group work relied on face time. Distance learning meant b-schools mailing out suitcases packed with workbooks and videotapes. Today, much of that seems as quaint as Rolodexes. While paper is not quite extinct – and face-to-face contact still plays a key role in most MBA programs – the rise of tablet computing, online platforms, and other high-tech tools are reshaping business education, making it more mobile, flexible, and relevant for a new cohort of managers and entrepreneurs in training. Chinese MBA students, too, are taking up more gadgets to connect to the digital classroom. MBA programs in China have grown rapidly during the past decade China Economic Review • March 2014

and, along with fresh ideas and new skills, they have brought with them technologies once unseen in mainland classrooms. For these students, digital learning isn’t just a medium by which they absorb information, it’s a skill in its own right. “The logic is, as a 21st century leader, you need to know how to use the most advanced technology,” said Miao Tan, the director of China initiatives at Central European University, which has a partnership with the School of Management and Economics at Tianjin University. CEU (Central European University) Business School began handing out iPads to full-time MBA students in 2011, doing away entirely with paper-based textbooks. (CEU now requires that students bring their own tablets, Apple or otherwise.) The devices are integrated with Moodle, an online course management system, allowing students to access course material, submit assignments for grading and feedback, and connect with professors and fellow students on the web. CEU Business School views the tablets as not only more

convenient and environmentally friendly than the unwieldy textbooks and course packs they replace, but also more forwardlooking, Miao said. Left to their own devices The iPad is the most conspicuous symbol of this new age of digital learning. Since its release in 2010, the world’s most popular business tablet has invaded the world’s MBA classrooms. Many MBA and EMBA (executive MBA) programs, including Switzerland’s IMD, Britain’s Manchester Business School and the University of Pennsylvania’s Wharton School in the US, are doling out Apple tablets to incoming students, usually with pre-loaded course content and useful apps for note-taking and discussion. China hasn’t been left out of the digital learning craze. Students wielding tablet computers are a common sight in business classes around the country and many students are learning via online programming and games – albeit ones not necessarily unique to China. Enter the beer game, an online supply chain simulation which students play in teams of four at

John D Van Fleet, assistant dean and executive director of the program, views the game as a fun and useful device to teach students how bad supply chain management can drive them out of business. Some international campuses are going a step further in adopting new digital formats. In 2012, Oxford University’s SaĂŻd Business School launched GOTO (Global Opportunities, Threats: Oxford), an online platform for MBA and EMBA students to interact with academics and alumni. A fully integrated part of the business program, the mobileaccessible platform hosts “ideation papersâ€? by students tackling major global issues – this year’s topic is big data – as well as video interviews with Oxford faculty and other resources. EMBA, using Blackboard as a learning platform. Students log on to consult with professors and chat via Google Hangouts. Everyone meets up on campus for a capstone week before graduation. This is an extreme case. Many business schools have taken the less radical approach of putting some, but not all, courses online, such as the Wharton School, which recently started offering four first-year MBA courses on the web for free. The Wharton courses are delivered via Coursera, a free online learning platform. Students watch prerecorded lectures from MBA professors, interact with faculty on discussion boards, and take automatically graded quizzes. As of last September, about 700,000 students in 173 countries were enrolled – more than Wharton’s total MBA and undergraduate enrollment since the school’s founding in 1881. open online courses – via the big three platforms Coursera, Udacity and edX – presents unusual challenges and opportunities for traditional MBA programs. Top business schools, including Wharton, Harvard Business School, the University of Chicago’s Booth School of Business and MIT’s Sloan School of Management, are exper-

imenting with MOOCs to find the right business model, hoping their offerings will draw in tuitionpaying students. The challenges are personified by Laurie Pickard, a USAID specialist in Rwanda who plans to earn an MBA in three years for less than $1,000, cobbled together from various MOOCs provided by top-tier schools. It’s too early to tell whether prestigious MBA programs could lose campus-based students to free or dirt-cheap online courses. Whatever the advantages of the format for students, a stack of MOOC certificates in lieu of a genuine MBA degree may not count for much in the job market. And all-digital courses almost certainly cannot provide the vital but intangible benefits of close contact with fellow students and faculty. Like any technology, the digital tools wielded by modern MBA students can be destructive in the wrong hands. Fearing their distracting effects, some business schools ban laptops and mobile devices or jam wireless signals in lecture halls. “Asynchronous learning,” or education unconstrained by time and place, may be more appropriate for busy, on-the-fly executives pursuing an EMBA than for a first-year MBA student looking for a more personal touch. Despite these concerns, the onslaught of digital modes of learning will continue to transform the way business is taught around the world. B-schools that can strike the right balance, using technology in innovative ways that enrich the learning process and build community, rather than alienating students or bogging them down with high-tech distractions, will offer the most value to the executives of tomorrow. he International MBA for Managers program, which launched in February, is designed for managers in the bustling regional manufacturing and logistics hub of Suzhou on an expanding campus in Suzhou Industrial Park, that Dixon says is reminiscent of Singapore. Students in the part-time program earn a University of Liverpool degree and complete a finance module in London. Xi’an Jiaotong-Liverpool University has 7,000 undergrads, 2,000 of which attend International Business School of Suzhou. As more international schools offer MBAs in China, how do you see this program differentiating itself from other programs and schools? I think one of the things is the brand of our institution. I mean, we were set up [in China] as the first international joint venture as an educational experiment. We’re generally regarded in the marketplace of being a great success. Our approach to education is very different to the traditional Chinese approach, the didactic approach. We’re very much encouraging

independence and critical thinking in our students. Does being located in Suzhou make the program unique? I think another big point in our favor is actually our location in Suzhou. It’s a fantastic place to study, it’s a pleasant area, our higher education town is well laid out, it’s a nice, clean environment, it’s a good place to study. And, of course, we’re at the center of supply chain and logistics in the region. We’ve got more than 80 Fortune 500 companies around and about, just in the close vicinity. And of course, Shanghai’s just a stone's throw away as well on the train. What’s the main thing you’d like to impart to students? What kind of impact do you hope the program has on China? I actually fundamentally believe that we need to be giving managers in China skills to succeed and skills to take China to the next level of development. So the big challenge in China now is innovation to move away from just being

So the idea is that it will be a club, a membership club, which corporates will be able to subscribe to and attend. We will get top speakers in but the benefit for our MBA students is that they will be able to attend as well as non-fee nonn-fe fee paying mem memembers.

hina’s biggest cities aren’t short of Masters of Business Administration courses. MBAs launched in 1991 and the number of universities that offer them have grown swiftly since then. More than a decade ago, major foreign universities joined the scene, partnering with local institutions to provide world-class curricula. How Chinese professionals – diploma in hand – use those degrees, and how Chinese firms put to use new skills entering the

country’s talent pool, is a different story. “I think the biggest challenge at the moment is trying to understand the MBAs itself and how relevant it will be to the person’s job and responsibilities,” said Simon Lance, regional director of UK-based recruitment company Hays. “Some employers may list an MBA as desirable but I think the challenge really is making sure the skills that someone learns by completing an MBA is used in

their job function.” That can be tricky in China for a number of reasons. For one, MBAs in the country are often a status symbol. Applicants may apply for a program without fully considering how they will use the new skills. This can produce a large number of highly qualified professionals who don’t utilize the skills they have picked up in class. For many employers, an MBA is a desirable attribute, not a mandatory prerequisite. Therefore, some business school graduates might find themselves in positions that don’t fully exact their skills. “So I think the challenge for China and its labour market in lots of areas is connecting the qualifications and the degrees to the actual job function, making sure it's not just there for status, making sure it's actually utilised,” Lance said. Another problem for matching skills with positions in China is the country’s outlook on certain expertise. Human resources is a prime example. To date, many Chinese companies see the HR department as little more than the payroller. However, MBA courses might teach how the department can play a strategic corporate role in a com-

pany’s development. For Lance, the question is whether or not MBA-educated Chinese are able to use their skills in HR departments on the mainland. In many traditional Chinese firms, the answer is likely no, for now at least. This will change, though, as companies and entire sectors experience major upheavals with the evolution of China’s business culture and incoming financial reform. One sector to watch is banking. China’s banking industry has been in a constant state of change for years but regulators are expected to push through new reforms in the coming months and years that will require a broader, more international set of skill. At a senior level, only a very small talent pool holds MBAs or has international banking experience. As China’s banking sector opens to the world, banks will be “looking at candidates that have functionally used their MBA and have been through periods of change or restructure, mergers and acquisitions,” Lance said. “It will be quite relevant for organizations in China’s banking industry over the next five years or so.”

Some Chinese who are considering a business education but want to work in China after they graduate think they are better off attending a program in China. What do you say to somebody like that? How would you encourage them to step overseas? Well, I’d start by saying there are lots of great Chinese business schools and if they were to stay in China, I’m sure they could get a fabulous education. If they were to come to Oxford they would find that the class that they’re entering is around 95% international and has fewer than 10% of its students come from the UK, so while based in the UK at a pre-eminent Brit-

ish institution, really, they’re going into a global class in which no country dominates. I think what I would say to them is that if they thought their career would increasingly put them in a position where they were going to have to do business internationally, to be able to understand, to talk to, to have a network of both people inside and outside China, then they’d be well served to consider a program outside the country. My suspicion is most of them have grown up in China and by virtue of their undergraduate experiences, their work experiences and their families, would probably have a deep and rich network in this country. There is a value to a cultural experience outside the country as well. There is an opinion among some Chinese that overseas business schools are for more experienced people and Chinese schools better for younger professionals with five to six years’ experience. What are your thoughts on this? Honestly, I think they’d be wrong.

Our average MBA student has five to six years’ experience so that student that you just described is precisely the average student at our school. We do have an Executive MBA program where the average student has 13 to 15 year's experience but the student that you just described, he or she would be like all of his or her classmates at Saïd. So I don’t know where this perception came from. I would simply tell them, look at the facts and what they would discover is that our MBA program, for sure, is not tilted towards students who have a tremendous amount of experience. I think five or six years is a substantial amount of experience. For people who have more than 10, 15 years of experience, the Executive MBA program at Saïd would be a great choice for them.

What’s your experience of Chinese students overseas? Do you have anything you can recommend to them? For example, how they can integrate in a foreign society or how to open their minds? So, I’ve been teaching at business schools for a long, long time. I think the first time I encountered a Mainland Chinese student was

probably 20 years ago and it was an interesting experience because in class – I was teaching finance at the time – I started talking about government bonds and we were comparing government bonds with corporate bonds and a student put up her hand and said, “what’s the difference between a government bond and a corporate bond?” which brought home to me at that time, and I think things have changed dramatically, that a lot of my preconceived notions were going to be challenged and my eyes opened by having this student in class. Fast forward, the Chinese students that we see today at Saïd are considerably more knowledgeable about things both in China and outside and so in terms of recommendations that I would make, and it’s the same recommendation I would make for anybody coming to the school, is to take advantage of the fact that you are at a global place, and while you may find many good friends who happen to have the same background, you’re going to be well served by seeking out new friends, acquaintances who come from very different backgrounds and we strongly encourage our students to do that.
