Despite the gloomy predictions we hear every time we turn on our radio or television, the County Leader is delighted to bring to your attention that there are a number of very positive news items here in the North County.

They merely emphasise what we have always maintained, that the North County is open for business and is one of the only regions in the country showing definite growth. The good news ranges from job creation at Swords Pavilions, funding for a Youth Cafe in Rush, major development initiative in Lusk, to the building of a new hospital in Whitehall, which is bound to have a knock-on effect in the North County. Funding Secured For Rush Youth Club There was great news for the youth of Rush, with he announcement that funding has been secured for a Youth Cafe in the town. Deputy Darragh O’Brien (FF), has confirmed that Rush Hour Youth Café is receiving €93,000 from the Office of the Minister for Children and Youth Affairs. The Balbriggan Youth Service is a Foróige managed youth service and in partnership with the County Council and a local consortium, including Swords Youth Service applied for funding to develop Martin’s Shop in Rush as a youth café.

O’Brien said, “I’m delighted to confirm that my colleague, Minister Barry Andrews has sanctioned a significant funding commitment for Balbriggan Youth Service. The Rush Hour Youth Café will benefit greatly from this funding. I’m very pleased for

He continued, “As Foróige points out itself, young people take ownership of the café and how it is managed and activities can vary from a pool tournament, a Wii face-off or a big band night for up and coming youth bands. Derval told the County Leader, “The Rush Hour Youth Café will not only provide a safe place for young people aged 12-18 to socialise, but also offers more services, such as educational groupwork, for example the after school drug and alcohol peer education programme currently run by the youth service in Rush and the youth leadership programme which is being delivered in conjunction with St Joseph’s Secondary School.

The youth café will operate in the evenings, providing internet access, couches to relax on while watching Darragh O’Brien TD TV and movies or music channels, a pool table for young people to organise their own pool competitions and a dart board as requested by the young people in Rush. The Rush Hour Youth Café will be much more than a space for young people. It will offer services to young people which will be all encapsulating, meeting the specialised needs of young people in the Rush area. The purpose of the café will be to provide young people with a safe place to involve themselves consciously and actively in their own development and in the development of their society. We will do this by providing a café which also provides information and operates educational programmes to enable young people to reach their full potential.

Senator Brendan Ryan (Lab) has welcomed the news that the County Manager has approved the initiation of prosecution, under the Planning Acts, against the owner of the Casino, Dublin Road, Malahide. This has come about following failure to comply with the Council’s direction to ensure the protection of this very important heritage building.

Possible Airport Link For North County Rail Users A DART connection to Dublin Airport could be the next public transport proposal to be considered for the County’s local representatives.

The DART currently services the likes of Malahide and Portmarnock, but the new proposal would be for a direct line to the airport from the new station at Clongriffin.

The new initiative will not replace the proposed Metro North link, but be an addition to the area’s burgeoning public transport system. A new submission by Iarnród

Éireann could have very beneficial consequences for rail commuters in the North County. If implemented, it would mean that rail commuters from Balbriggan, Skerries, Rush/Lusk and Donabate could have rail access to Dublin Airport.

Deputy James Reilly (FG), has welcomed the submission which calls on the County Council to make provision in their Development Plan 20112017 for an extension of the DART Line from the new Clongriffin station to Dublin Airport.

economic price. If we followed Fine Gael’s plan for the orderly wind down of Anglo Irish Bank and stopped pouring billions into that black hole, we could afford projects like DART to Dublin Airport.

Council To Receive Funding For Integration Initiatives Deputy Trevor Sargent (GP), has welcomed news from his Green Party colleague, Minister for Integration, Mary White, of details of funding for certain local authorities, sporting bodies and national organisations. Funding is being targeted at local authorities who have plans for local activities that encourage integration. Also included are sporting bodies that encourage and enhance diversity within their sports, and national organisations, with a certain focus on improving the quality of migrants’ lives through the provision of either services or information.

Minister White said, “Integration happens in our workplaces, our sports fields, our schools and community facilities. These funding allocations will help facilitate projects, services and integration plans throughout the country in the coming year, activities which can make Ireland a more integrated country.”

Sargent said “The €155,000 being allocated to the County Council, the largest of the allocations announced to date, will certainly help the local authority to develop and support a range of local activities. The population of the North County is quite diverse and any investment in integration is to be welcomed,” he concluded.

North County Volunteers Honoured By Citizens Advice

Kennedy Says Opposition Parties Ambivalent On Metro North

By Leslie Murphy It was celebrations galore last week in Malahide Library as volunteers received awards for their contribution to Citizens Information Centres in the North County.

Development Manager of Fingal Citizens Information Service, (CIS), Andrew McCann, Mayor Ken Farrell and well known media personality, Marty Whelan all made speeches to acknowledge the great work and contribution these volunteers have made to the North County. Andrew McCann told the County Leader, “ It’s great to recognise the work of the volunteers in Citizens Information, some of these people have given 35 years service. It was essential we take the time to recognise their commitment and dedication in giving their time for free. In these current difficult times people need help more than ever and we have seen a major increase in people using our service.

Bright Side Of Budget Deputy Darragh O’Brien (FF), has welcomed the wide range of pro-enterprise, proemployment measures contained in Budget 2011, describing it as a “budget for jobs, growth and stability.” He said, “The package of measures announced reflects the Government’s determination to stimulate growth and create jobs. Getting people back to work remains our number one priority - it is the driving force behind everything that we do. We will continue to spend significant sums on investment to sustain employment and growth. Over €1 billion will be invested

in Department capital programmes in 2011 which will support 10,000 jobs.”

“The labour intensive construction industry will be given a much needed boost by Budget 2011 through the introduction of tax incentives for retrofit scheme and reforming the relevant contracts tax regimes,” he said.

“It is also extremely important that our corporation tax of 12.5 per cent is being retained. This will help us to attract Foreign Direct Investment.”

O’Brien claimed that other measures will help to stimulate growth. Among these are

He went on to say, “We have also introduced a programme of activation measures to keep those who are unemployed close to the labour force. This means that they will be in a position to take up jobs that will arise as the economy recovers. A total of 15,000 additional places will be provided in the private sector under the skills Development and Internship Programme, and the Work

Placement Programme. Placements will also be provided under the community and voluntary sector under the Community Work Placement Scheme. I will be lobbying the relevant Ministers directly to ensure that the North County gets its fair share of these placements,” he concluded.

Anger Rises In Community Over Taxes Councillor Clare Daly (SP), has pledged to initiate a massive nonpayment campaign in response to the government’s proposed water and property taxes.

Speaking after the launch of the government’s National Recovery Plan, Daly told the County Leader,

“This plan is a blatant assault on working people, pensioners and the unemployed. In essence they are talking about restoring household rates and opening up a new tier of taxation while at the same time slashing wages and increasing other central taxes.

Action on Lusk Sewage Plant Odour Problems The County Council have now directed MMD Consortium to take immediate measures to eliminate the source of the ongoing odour problems at the temporary sewage treatment plants in Lusk. The news has been welcomed by Senator Brendan Ryan (Lab), who said, “I have received many complaints from local residents about this matter, and am glad that the Council has taken action following my ongoing representations.

He continued, “The Council has informed me that their Area Engineer and drainage Inspector visited the three temporary Waste Water Treatment Plants in Lusk. The temporary Waste Water Treatment Plant opposite the Forge housing development showed no problems and no odours were detected from it. The temporary plant beside the school, while detecting an odour in the area, showed no sewage overspill.”

However, at the Lusk Septic tank site, a sewage overspill was detected. Further investigation showed this to be from a blockage in the outlet pipe. Drainage personnel and machinery from the County Council were immediately sent to the site to resolve the problem.

The Council’s Area Engineer contacted the Private Operator who runs the three plants, regarding their obligation to manage the plants so as not to cause odour nuisance to the public. The Water Services Department has written to MMD Consortium advising them of the problem and their responsibility (as previously agreed) to manage these facilities until the plants are decommissioned, when the network in Lusk is connected to the new plant in Portrane. “The local authority has issued an apology to Lusk residents, who have experienced foul odours from the plants. I hope that this problem will now be resolved for the people of Lusk, who have had to put up with this for too long,” concluded Ryan.

Plenty Of Life In Winter Gardens Many people here in the North County think that there is nothing to do in the garden at this time of year.

However, Susan Maxwell from Corduff Allotments has some excellent advise for those of us who are green fingered. She said, “There has been an over abundance of weather, but up until the snow came, the ground had remained reasonably workable despite periods of heavy rain. Some of the allotments have been formed into “lazy beds. These have been made by throwing up the soil from the narrow paths onto the beds which are about 4ft (120cm) wide. These can then be cultivated from each side without having to walk on the soil, a great advantage in wet weather. Not forgetting the psychological aspect, how much easier it is to tackle one bed at a time rather than the whole allotment.”

She continued, “Harvesting now under the snow are cabbage, kale, sprouts, purple sprouting broccoli as well as leeks, parsnips, carrots and swiss chard and I see garlic planted a few weeks ago is already showing above the ground. When planning next year’s crops, remember that most seeds will keep for more than a year if you reseal the foil packet and store them in an airtight container in a cold dark place. The fridge

is ideal if you have room.

You can test their viability the next year by spreading about twenty seeds on damp kitchen paper and putting it in a plastic container in a warm dark place, such as the airing cupboard. If they fail to sprout, you have not

wasted time sowing them.

The one seed that must be fresh every year is parsnip.”

Let us hope for a good dry spell over Christmas and New Year, so that lots of preparation can be done to get everyone off to a good start next Spring.

The Biggest Circulation Of Ed O'Donnell from Malahide recently climbed Mount Everest in aid of the Hope Foundation, a charity to help homeless children in Calcutta. His niece, Emma Harlick who is a pupil at St Patrick's Girl School, Donabate mentioned this to principal, Margaret O'Neill, who thought this was a great opportunity to contribute and she authorised a non uniform day for the Hope Foundation. A total of €600 was collected in two cheques.

Wastewater Treatment Plant To Be Upgraded Works on the upgrading of the Swords Wastewater Treatment plant is expected to get under way in Spring 2001. Councillor Tom Kelleher (LAB) has been informed the contract to expand capacity at the plant from it’s current population equivalent of 60,000 to 90,000 was currently at Cllr. Tom Kelleher tender stage. In 2009, a specialist UK contractor, Simdean Envirotec Ltd, was chosen to install a new odour abatement system at the

plant. Odour Monitoring Ireland Ltd, is managing this project on behalf of the council. Kelleher told the County Leader, “ I got a response from the County Manager (David O’Connor), in regard to the upgrade and what it will involve. What we don’t want is it being worsened.

The people who live in the area have had to put up with odours on occasion, so hopefully this will eliminate this problem. The County Manager has assured me that the upgrading will involve the improving of existing equipment to state of the art equipment”. Kelleher received a statement from the council saying, “Installation of the system was completed during the summer of 2010 and currently snagging and commissioning activities are taking place prior to hand over of the system to the council”. He was also told that the council keep a log of odour complaints registered by local residents and during the past six months eight complaints were made which compared with 22 complaints the same time last year.

Websites For North County Businesses WebActivate is a new initiative aimed at improving the web presence of businesses in the North County.

Pharmacies, solicitors’ practices, manufacturers and grocery shops are just some of the businesses that will go online for the first time, or upgrade their existing websites. The WebActivate project is being run as part of the Labour Market Activation Fund 2010, funded by the Department of Education and Skills and the European Social Fund.

The aim of WebActivate is to provide small and medium-sized businesses in the North County with an effective online presence, while simultaneously creating employment. Under the project, businesses can apply to have assistance in building a web presence, free of charge.

The Digital Skills Academy is currently delivering training with all trainees unemployed people, who successfully applied to participate in the first phase of the project. They are currently spending six weeks receiving ‘in-centre’ training and will then commence a further 12 weeks on structured work placements, helping small businesses in the North County to establish an online presence. Interested businesses in the North County are now being invited to apply to take part in the WebActivate project. Six hundred businesses nationwide will be accommodated in the first phase. There are no costs involved for participating businesses and ‘WebActivators’ will not need desk-space, as they will be equipped to work from home.

Swords School Goes That Bit Extra For Charity Loreto College in River Valley, Swords has a long tradition of contributing generously to the St Vincent de Paul Christmas Appeal. It also gives donations to the local parish conference, as part of the many fundraising initiatives over the year.

Recently, however, they have gone a step further and set up their own school conference, named after the founder of Loreto, Mary Ward.

Denis Barry, President of St Finian’s Conference in River Valley has been most helpful and supportive of this new conference. “We have about 30 members representing students from first to sixth year,” he said.

Major New Development Proposed For Lusk An exciting proposal to relocate Lusk Utd Soccer Club and to build a new commercial development in Lusk is set to be submitted to the County Council. The plan, which is being put forward by developers, McGarrellReilly Group, involves the moving of Lusk Utd Soccer clubhouse and pitches to a new area on the ring road of Lusk, and the building of a commercial development.

Cllr. Tom O’Leary (FG) told the County Leader, “This new plan will include a new street, parallel to Station Road, linking civic spaces and about 220 residential units, which includes 106 houses, the majority of which will

be 3/4 bedroomed houses.

It will also include 96 Duplex houses, living over shop and 18 apartments.

There will also be a large supermarket store, with smaller retail shops, both stand alone and street facing stores, approximately 15 in number.

There will be a Gateway commercial unit at Redmount Roundabout and five services providers, incorporating office, banking, etc. Food and drink units, incorporating restaurant, café and Pavilion style kiosk buildings are included, as well as a Crèche,” he said.

All the other surrounding towns in the North County have more facilities than Lusk, and we want to change this,” he said.

Local residents, however, have raised several issues with the development, including the lack of facilities available for children in the area such as playgrounds, and also questioned the need for a large shopping centre in Lusk.

Resident, Sylvia Caldwell questioned McGarrell Group’s plan, saying that their previous development in the area is still without important amenities for children. When Lusk Village was built, there was a proposed site for a crèche, yet this has never been built, also, in this large estate there is not one playground.”

Mayor Farrell said that the development is still only in planning application stage and is set to be submitted to the County Council early in the New Year.

“My only position is to inform residents of Lusk that this application is being put forward and that we need to take their views into account in the next steps forward”, he concluded.

Good Times For North County Teens There is a particular vibrancy around Youth Clubs in the North County.

The area has various youth projects ongoing and Foróige Youth Services operate throughout the country. In Malahide, they have been in operation since April, and have recently acquired a new meeting place in the new extension in the Malahide Tennis Club, which has been given free of charge.

Malahide Foróige youth leader, Mary Shannon told the County Leader, “I see great enthusiasm in the youth and they are brilliant.

They love to do so many different activities from, cooking to indoor sport.

They also have planned a special day to take place on December 19th in Saint Benedict’s nursing home.

They will serve tea and coffee to the residents, as well as perform some entertainment. We are hoping to set up a youth cafe for older teenagers as

The involvement of our youth is everywhere in the area. In Swords, the group Localise also meet weekly and brainstorm to find ways to help out in the community. Orla Burrowes from Localise told the County Leader, “The evidence is all around and the youth of today are constantly on the lookout for new exciting projects.

We have regular events in the area from helping out in senior citizens to cleaning up the local graveyard. It’s great to see these youths wanting to be involved in their community and give a hand out,” she enthused.

All of these things are showing a sign of how life is becoming better, despite the recession and budget.

Deputy Darragh O’Brien (FF) said, “I am in the process of trying to secure funding for a youth cafe in Malahide and am delighted to see the young people are embracing this outlet to help out in the community and also to be able to grow together in a safe environment with the supervision and guidance of adults.

Education is so important and crucial to the growth of the country. The youth are thinking of ways to improve the quality of their lives and the community they live in.” O’Brien went on to explain, “This is a crucial time for young people. If they find themselves in a situation they have nothing to do other than hang around street corners. This is when they start to fall off the path.

Having these youth groups and cafes for teenagers is crucial for the mental and physical lives of our precious teens,” he concluded.

pubs and clubs together with a small number of restaurants. The local Millbank Theatre, home to Rush Dramatic Society is respected for its quality plays and dramas. St Maur’s GAA Club is a big asset to the town and provides sporting facilities for the local residents, with a fine clubhouse that hosts many a good evenings entertainment. Rush has two sandy beaches, called the North Beach and South Beach, which are separated by the rocky head of the peninsula and a small tidal harbour. The peninsula is the closest point of land to the privately owned Lambay Island. The prevailing winds and tides make Rush South Beach an extremely popular kitesurfing location while its sand and dunes attract many visitors. Close to the south shore is a 9 hole golf links. Rush has many caravan sites which are popular for summer holidays and close to its beaches.

Rush sailing club is also located near the south shore and operates from a second harbour, Rogerstown harbour, situated on the Rogerstown Estuary.

Deputy Michael Kennedy (FF), has urged schools across the North County to apply to take part in the FÁS Work Placement Programme.

Kennedy continued, “I know there are schools in my own area that can use the FÁS Work Placement Programme to engage teachers as well as nonteaching graduates and non-graduates.

Expanding the programme at this time is very appropriate and will widen the number of places available for the unemployed. It’s important to say that those who take up this programme will maintaining their jobseekers benefit or jobseekers allowance,” he concluded.

The fund of almost €9.75 million will finance over 1,823 projects in primary and post primary schools across the country such as the installation of water displacement devices, percussion spray taps, thermostatic mixing valves and other water controls. Since January 1st 2010, under the EU Water Framework Directive, all schools are liable for full metered water charges, which are set and collected by local authorities.

This would mean older people would be paying on the double if they sold their family home. Fine Gael clearly recognises that ‘older wealthier generation that purchased their home before 2002’ would feel the ‘burden of tax’ more heavily with their plan. Local Sports Clubs Receive Welcome Grants Garristown GAA Club has been awarded €5,000, and Lusk Athletic Club €1,000. The awards have been made through a new programme called “Gifted”, which was introduced by Diageo Ireland this year. The Gifted programme, which will run on an annual basis, allows the company’s employees who volunteer with local community groups or charities, to nominate these groups for a donation.

As part of this nomination process, the brewing giant’s employees were asked to detail how a donation would be put to good use by the group or charity they volunteer with. When all of the nominations were received they were considered in detail, with Business in the Community assisting in this process. A total of 18 groups were finally chosen for support, with eight receiving a payment of €5,000 and ten receiving €1,000. Brian O’Sullivan of Garristown GAA club welcomed the grant. “The club is a central part of our

community and the sporting life of the North County. With 154 adult and 105 juvenile members, our club continues to go from strength to strength. We rely heavily on fundraising and sponsorship, the support that we have received through the ‘Gifted’ programme is really welcome. This support will go towards the provision of defibrillator equipment and training, which will benefit our club and those living in our rural community.”

Seamus Flynn of Lusk Athletic Club was also delighted. He said, “Our club is a voluntary group dedicated to the promotion of athletic activities for young people in our community. We work year round promoting athletics and extending the club membership and activities, and are entirely reliant on contributions to do this work.

Therefore, the support that we have received through this programme is welcome, and will help us to continue over the coming year,” he concluded.

Jobs in bookmakers in North Dublin will be better protected by the Government’s plan to introduce betting duty for online betting, according to local Fianna Fáil TD Darragh O’Brien. O’Brien believes the measures announced in the Budget to ensure that bets placed on the internet by domestic punters are subject to the same level of duty as applies in betting shops, will help local bookmakers to survive. He said, “The fact is that online gambling is becoming more and more popular and this was starting to have an impact on bookmakers. One of the advantages enjoyed by online gambling websites is that up until now they have been exempt from betting duty. By introducing an online betting

duty at the same rate as is currently paid in bookmakers throughout the country, the Government is helping to safeguard the Irish bookmaking industry. It is a move that I hope will help to safeguard jobs in local bookmakers around the North County,” he said. “I expect the industry will be commenting on the proposed measure, what is important is that this applies to all online betting websites operating in the Irish market. Otherwise it would be possible for companies to get around the legislation by offering their online services from an offshore location.

I will be making this case to the Minister as he and his Department draft the legislation. In the meantime, I’m sure most of the local bookmakers will welcome this initiative, which will remove the unfair competitive advantage that was open to their online competition,” he concluded.

Rena had a vision for Rogerstown Estuary to be the National Centre for Wildlife. Her love for nature and wildlife was exceptional. She formerly worked with An Taisce and in later years focussed all her efforts on the Estuary. In many cases this meant visiting other interpretative centres throughout Britain and Ireland. The commitment by Fingal County Council to construct an interpretative centre on the remediated Balleally landfill was the completion of those decades of work, and while she will never see it built, her work truly laid the foundation stone for it.

It was only in later years I got to know Rena the person, rather than the Campaigner. An avid reader and follower of politics, we would regularly debate government policy and come up with our own solutions.

The budget was one of these things that we’d discuss; ironically, Rena left us on Budget day 2010.

As D. H. Lawrence wrote, “the dead don’t die. They look on and help” Rena was a resourceful neighbour, an ally in your corner when you needed it and ultimately a terrific raconteur to all her friends.

She mightn’t be at the end of a phone anymore but her influence and our memories of her will live on.
