A massive new wastewater and sewage plant is in the pipeline for the North County, that is set to contribute to turning the Market Garden of Ireland into a toxic wasteland. A total of nine locations in the northern part of the county have been identified, with the “winner” to be announced this week. The new plant will divert sewage and waste water from the troublesome Ringsend Treatment Plant to this new facility. For years, the population of Ringsend has had to endure the foul odours which emanated from this plant and anyone travelling on the southside of the city will be mindful of it. City Council officials claim that this has now been rectified. It will not, however, replace or reduce the workload of current waste water plants in the North County. Waste which is coming to Ringsend from areas in west Dublin and from certain Dublin City Council areas, will be diverted to the new facility. The North County is rightly named the Market Garden of Ireland, but this reputation is about to be tarnished with the presence of a Super Dump in Nevitt, a controversial toxic Ash Dump in the Naul and now a Super Wastewater and Sewage Treatment Plant somewhere along our beautiful coastline. It beggars belief that officials at our County Council have accepted the waste of others, just like the way they promoted the Super dump at Nevitt. This area is the horticultural hub of the country and the apparently unnecessary import of sewage from other areas is at variance with this image. There is no financial benefit to the County Council, as the scheme will be operated on a cost break even basis. A portion of the running costs will be allocated to the local authorities discharging to the treatment plant. The question must be raised about how our county councillors allowed a scheme like this to be located in our area. See our section on how your elected representatives are serving you on page 11

By Patrick Finnegan Council officials ran a single advertisement under the heading “Greater Dublin Drainage” in the media with the smallest circulation earlier this summer. This, they said was to promote public consultation meetings. They held public consultation meetings over the summer to gauge the depth of public opinion and to answer questions. This, in itself, shows a lack of willingness to engage with the largest number of people possible and seems to only fulfil a basic legal requirement to contact the community, rather than a genuine effort to engage with people. Charity Darts In Lusk A charity Darts match took place in the Top Shop in Lusk recently. It was in aid of Temple Street Children’s Hospital and was organised by Paul English. The night was well attended, with 38 competitors all paying €10 a head to enter. There was also a raffle and spot prizes on the night. Most of the prizes were sponsored by local businesses, as well as the very special prize of signed jerseys by the Kilkenny and Tipperary hurling teams. The Kilkenny jersey was signed by the captains of the great Kilkenny 4 in a row team. It was a great night with lots of money raised. Padraig Lehany was the eventual winner in an exciting finish over John Turley, but of course the real winners were Temple Street Children’s Hospital. RUSSIA Bees On A Plane Passengers panicked when two hives of bees smuggled onto a plane for a flight across Russia escaped in midair and began swarming around the cabin. The bees - sneaked on board in cardboard boxes - became agitated during the 10hour flight. Air hostesses managed to seal the bees inside a wardrobe by sealing it with sticky tape.

The art of coffee-making is often taken for granted. A coffee maker otherwise know as a ‘barista’ from Dublin Airport has become a world champion after taking the top prize at a major event in London. Ziad Nakhoul, who manages the Upper Crust coffee shop in Terminal 1 Arrivals, was the overall winner at the SSP Caffè Ritazza World Barista Championships. He took first place after producing what the judges described as four “faultless” espressos and cappuccinos. The event is designed to recognise excellence and reward achievement among employees at SSP’s worldwide chain of coffee houses. Lidl To Go Ahead The County Leader has learned that JC Supermarket in Swords has lifted its objection to Lidl building a supermarket on Rathbeale Road. The location of the new store will be on the site of the Esso Service Station, adjacent to JC’s.

Both the Minister and Mayor spoke of the project’s effectiveness and how sharing ideas and information allowed a rapid response to a

potentially life threatening situations. Project Manager, Maurice Kealy went on to highlight the importance of making this new, innovative initiative public knowledge through local charities, organisations and clubs. He also thanked participating groups such as Swords Community Gardai, the Fire and Ambulance Services, the HSE, Doctors, Chemists, St Vincent De Paul’s, Red Cross and the Order of Malta.

A source close to the Savage family who own JC’S, told the County Leader, “There are still a number of objectors to the proposed Lidl Supermarket, but we feel that our objection has led to changes in the Lidl plan where landscaping will be improved in the area, thus providing local residents with a better environment,” the source said. It now looks like the Lidl Supermarket will be given the green light to proceed.

DAA Staff Cycle For Charity Business Congratulations to the Dublin Airport Authority employees who completed a 50k charity cycle recently to raise awareness for the DAA Charity of the Year, 3Ts - Turn The Tide of Suicide, raising over €6,000. The 52 strong-group consisted of cyclists of varying experience - from pure beginners to seasoned

cyclists. The atmosphere was electric as the group set out on the first leg of their challenge from ALSAA Sports Complex at Dublin Airport. The teamwork displayed on the day was a credit to all involved, as the more experienced cyclists kept pace with the less experienced - encouraging them along.

However, this was not the case as the Brackenstown Road based pre-school facility was holding its very own pyjama day in conjunction with Cheerios Childline Breakfast Together Week. Thirteen excited young children took part in the break from routine Thursday last, 6 October, and more than €150 was raised for the worthy cause. From Ben 10 to Waybuloo, various styles of pjs were on show as the group tucked in to their very own bowl of Cheerios on arrival. The Kidz First group, located in B.A.S.E, were taking part in the 2011 Cheerios Childline Breakfast Together Week which took place from Monday 3rd Sunday 9th October. All funds raised went towards the dedicated work of Childline and the ISPCC.

She addressed the Chambers to highlight the success and the implementation of her Department's new job initiative, JobBridge, which is in its first 12 weeks, Minister Burton said, “JobBridge' is a central pillar in the government's Jobs Initiative strategy as it assists those seeking employment to gain valuable experience while enhancing their prospects of securing employment.” Speaking to the County Leader Minister Burton said “Currently there are 233 'internship' jobs available on the scheme in the Fingal area and a further 2,420 available nationally. The really good news is that the jobs available are not only for graduates. The Minister has opened the doors for everyone who is currently unemployed. JobBridge will be available to individuals who are on the Live Register and have been in receipt of Jobseekers Allowance/Benefit or signing on for credits for at least three months. It allows those who are not on the Live Register an opportunity to qualify once they sign on for credits for three months.

A Guiding Light For All Meeting Balbriggan native, Tom O'Neill and his guide dog, Sarge at Tara Street Dart station, I inadvertently make the mistake of petting Sarge as we waited to cross the road. While reassuring me that Sarge, aged seven is a mature dog and isn't easily distracted, Tom explains “you don't pat a guide dog when he's working, especially at traffic lights as they're responsible for a person's life.” As we proceed to Tom's office in D'Olier House, he tells me more about his life and how he enjoys visiting schools and talking about the independence a guide dog has given him. “Children ask the ridiculous questions the parents want to ask but don't,” laughs Tom. “I value the role of education and enjoy explaining to pupils how you can assist a visually impaired person.” Tom's belief in the importance of education can be traced back to his own childhood when his deteriorating eyesight caused him significant difficulties during his later years at school in Tuam, Co. Galway. “I had a normal school routine during my early years, but due to a genetic condition called Retinitis Pigmentousa (R.P), my eyesight became an issue by Leaving Cert. I could do all the practical subjects like welding, mechanical drawing and art, but when it came to print I had a huge problem.” On leaving school, Tom believes not having his Leaving Certificate initially held him back and this was at the time when he was struggling to come to terms with his impending sight loss. “I worked in the store room in Roches Stores in Galway which had just opened and everything was fine until I was moved to a till. This was, of course, a problem and actually soul destroying as I was not addressing the fact that I had been told by my eye consultant at 19 you're going to go blind over the next 10 years and there's nothing can be done. I was in total denial!” Around this time, Tom met a social worker from the National Council for the Blind who suggested a rehabilitation course in Sligo. While Tom did not particularly enjoy the in-house course with strict rules on socialising, he learnt Braille, typing, and every telephone code in the country off by heart, preparing him for work with telephone systems. Around this time he also met Breege, his wife of 31 years. Breege was born with both a minor visual and hearing impairment, which she believes was the result of her mother contracting German measles while pregnant. She moved from Longford to Dublin to attend St. Mary's school for the deaf in Cabra. “Breege got caught in a worse situation than I did, because special schools such as St. Mary's never did State exams back then,” Tom explains. Tom and Breege's adult children, Eoin and Laura, while born with a congenital cataract gene, had surgery at a young age and have very good vision today. They also didn't suffer from the educational disadvantage their parents did. “Our children were reading when they were very young because they had to read,” Tom explains. “When the post came in Breege and I couldn't comfortably decipher it, so Eoin and Laura got to know

our Bank details from an early stage,” he laughs. “It has led to our family relationship being very close and very open.” Both Tom and Breege are well known in North County Dublin for their fundraising work for Guide Dogs for the Blind and Tom credits Martin Mahon and Helen O'Sullivan with helping them establish the branch in Balbriggan 25 years ago. “Martin and Helen saw the independence the dogs gave Breege and I and our improved quality of life, and wanted more people to have that benefit. We started fundraising at church gates and organising events and gradually it spread out right across the North County to areas such as Rush, Lusk, Garristown and Oldtown. We now collect outside 15 church gates across the North County. Guide dog training takes approximately 18 to 24 months from when a pup is born and it involves training centre work, volunteer families, support from Irish Guide Dogs for the Blind and of course the visually impaired person. Tom is keen to recruit volunteer puppy families across the North County. “We've a lot of volunteer families at the moment who socialise puppies training to be guide dogs from six to eight weeks old but would love more. At about a year old the dog heads back to the training centre and while that has to be a heart break for the family, they play a vital role in providing the foundation for a really good guide dog.” When a dog has been trained, a match is made between the personal needs of the visually impaired person and the temperament of the dog. “Sarge was puppy trained on a farm in West Limerick and will take on anything. He's a tough hard dog who's not afraid of trains, noise or the business of a city, which is what I need,” Tom explains. He describes the warmth and affection between Sarge and Unice, Breege's guide dog as 'unimaginable,' they always greet each other like long lost school friends,” Tom says. Tom has worked in the city centre since 1980 and one of his current roles is to provide training to front-line staff in the Revenue Commissioners, dealing with members of the public who have a disability. “Under the Disability Act of 2005, a visually impaired person is entitled to ask for any material coming from the Revenue Commissioners, such as a tax free allowance, in a format they can read independently. I do all the brailling, supported by Breege who works in the same building. We can upload information on to our website making it available on MP3 or audio or cassette, whatever mode the person prefers.” He remains abreast of technological advances aided by his son Eoin and regularly downloads audio books to his MP3 player. “On the train recently, I was listening to Henning Mankell read from one of his Kurt Wallander detective novels, and my head was in Sweden. It helps me unwind!” Tom's life changed in 1985 with his first guide dog, Frank and his wish is that all visually impaired people have the opportunity to benefit from the independence a guide dog can bring, if they so desire.

he much anticipated Balbriggan Public Realm was officially launched last Monday evening by the Minister for Health, Dr James Reilly. The launch took place at the Town Hall and was well attended by business people and residents alike. The Public Realm Plan, called ‘The Heart of Balbriggan’ is a partnership between the County Council, Balbriggan Chamber of Commerce, Balbriggan Town Council and the Heritage Council and aims to completely transform the town centre. The hope is that streets in the town will be used by residents as a place to relax and enjoy the surroundings, rather than as places to travel through on the way elsewhere. The Public Realm Plan was produced by consultants, Loci on behalf of the

County Council. Cathaoirleach, Gráinne Maguire emphasised the importance to the town of the new plan. “This is a great opportunity for the people of Balbriggan and will greatly add to the work already carried out in the town. Public participation was a key element to the success of the Plan and local school children played a significant part in the development of the plan. Who exactly are our County Councillors and how well do we know them?. What exactly do they do? These are questions which we need to ask, particularly as we elect them to office every five years. They are supposed to act as ‘policemen’ to protect our interests at County Council level to ensure that we live in an area that is safe and secure for us and our loved ones. From now until the next local elections, the County Leader will carry out surveys among people in the North County to get their views on how our council representatives are serving them as a community. They will be rated according to the results of the surveys and the

results will be published on an ongoing basis with an overall view before the local elections. We will look at the performances of elected representatives over their term of office and ask the question, Are our county councillors gone flat, are they still motivated to serve you as you deserve, or do we need new blood, with more youthful enthusiasm. Is that young talent there? Do you agree with decisions which have been made in your name? The new government took a long time to shake off the cobwebs of the previous one and use the fresh, young talent available. It now seems to be working well and Fine Gael are climbing in the polls and their policy of using this young talent is paying dividends. Similarly with our local representatives, it is so impotant to ask questions and demand that you are being looked after properly.

Skerries Town football club held defibrillator training for some of its members at the clubhouse recently. The training was organised in the wake of the tragic death of club member Derek Early in September of this year while training with his teammates. Derek was much loved and respected at the club which was evident by the turn out at the training last Thursday evening. A defibrillator machine monitors heart rhythms. If it detects an unstable rhythm, it delivers an electric shock to the heart to shock the heart back to normal. The training was made possible after Derek’s father, Kevin Early, sponsored the new defibrillator machine bought by the club. The Training was organised by over 35’s manager, Darren Barlow, and delivered free of charge by Dublin Fire Brigade.These machines are a part of many sports clubs today and have helped to save lives. Skerries Town now have a machine that they can use for both home and away fixtures.
