Local Authority Shake-Up The news last week of the Department of the Environment’s plans to reform local authorities, is set to have a huge impact on how local government is conducted here in the North County, when the plans are enacted in 2014. The fact that our local authority’s councillor representation is set to increase is viewed by many locals as good news. The proposals, called ‘Putting People First’, include the abolition of all 80 town councils and a 40 per cent reduction in the number of councillors nationwide, from 1,627 down to 950. This cut in the number of county councillors does not apply to our local authority. In fact our representation will increase. A spokesperson for the Department of the Environment told the County Leader that “because of population considerations, the number of councillors for Fingal will increase substantially from 24 to somewhere in the region of 40.” On a local level, the upshot of the reforms means that Balbriggan Town Council is to be abolished, with the loss of it’s nine town councillors. The department spokesperson said, “The number of county councillors in the four Dublin authorities, including Fingal, is due to increase as there is relationship between the number of seats per 1,000 constituents. The existing town councillors will be entitled to contest the local elections in 2014 and obviously, Balbriggan will be part of one of the local electoral districts,” he said. Other changes will see the local
By Patrick Finnegan authority managers’ roles being replaced by chief executives, and they will be responsible to the elected members in the same way as the chief executive of a company is to a board of directors. Also, local authority services are to be funded through the local property tax, with strengthened audit committees, as well as a National Oversight and Audit Commission to scrutinise local government performance and efficiency. When this newspaper asked about the breakdown of the proposed councillor representation in the local North County council wards and how they will differ to the present set up, the spokesperson was uncommitted, “This is subject to the work of a Committee to be established, when the finer details will be announced. The work of the committee will be to review the local electoral districts in Fingal.” Whilst population density is a feature in deciding the increase in our local authority, it is not the only consideration. The spokesperson confirmed this by saying, “Population is only one consideration and the action plan published makes reference to a minimum of 18 councillors per local authority and a maximum of 40 for county/city councils with the exception of Dublin and Cork. Portrane Residents Demand Action On Coastal Erosion
Portrane residents, Stephen Carroll and Sharon Shevlin show the amount of dunes that was lost on Portrane beach at the Burrow on one night alone last week.
The problem of coastal erosion has hit the seaside community of Portrane with a bang last week, when up to 20 feet of sand dunes were washed away in one night. The wonderful amenity at the Burrow was battered by a combination of high tides and storm force winds and the devastation caused has prompted residents to ring the alarm bells. Concerned local resident, Stephen Carroll contacted the County Leader about the problem and a large crowd of locals gath-

All we get from the council is token assistance. We’re not a fashionable place like Portmarnock or Malahide, so we don’t get the same attention that they do. Soon we won’t need cars ; we’ll need speed boats instead. We’re all frustrated and I have lost interest after so many letters being ignored by the local authority. The situation is now critical, “he said. A meeting was held on Monday last by concerned residents in the Burrow Bar where a campaign for action was put together. Meanwhile, local deputy, Brendan Ryan (Lab), Labour Party TD has indicated his intention to seek a Dáil debate on this increasing problem. He said, “In response to a parliamentary question I placed to the Minister of Agriculture and Marine, in which I sought information on the funding allocation to tackle the increasing problem of Coastal Erosion at the Burrow in Portrane, I am now seeking a debate on the matter with the Minister to press home the need for increased funding to be allocated to address this issue,” he concluded.

Great Day For Thornleigh School There were great celebrations at Thornleigh Educate Together National School on Friday last, 19th October, with the official opening of the school’s Phase Two development. This is a wonderful achievement by the school, which will make a huge difference to education in the area. The school also celebrated raising it’s first Green Flag. The opening ceremony was conducted by Minister of State for Education and Science, Ciaran Cannon. The Garda Band entertained the large gathering and the school choir sang magnificently. There were also renditions by various staff members and the atmosphere was very pleasant. CEO of Educate Together, Paul Rowe spoke glowingly about the great work undertaken by principal, Paula Carolan and her staff. Minister Cannon spoke about the progress of the school and how it developed from humble beginnings with 23 pupils, to it’s present 208 pupils. The state of the art new phase of the school comprises a hall, a new parents’ room, 10 extra classrooms, a library as well as six extra support rooms. The hall will be used for the community after school hours and will be used by local clubs, including indoor football, drama and a pre school Montessori school will be located there.

Loughshinny and Rush Historical Society will present a very interesting talk on ‘Fingallian Privateers in the American Revolutionary War’. This will be an illustrated lecture by Sean T. Rickard and it will take place on Thursday, 25th October at 8pm in the Strand Bar in Rush, with a €3 contribution per person. The lecture will be based on some published material telling the tales of several of the more notorious North County privateers, whose significant contribution dramatically shaped the naval conflict of the American Revolutionary War in European waters. The most notorious of these privateers came from the village of Rush. It is a very intriguing topic and will be well worth a visit.
Maritime Talk In Balbriggan Balbriggan and District Historical Society will host a talk by the renowned author and maritime historian, Ed Bourke entitled ‘Maritime Balbriggan and District’, on Wednesday, 24th October at 8 p.m. in the Town Hall, Balbriggan. Ed has been involved with the National Maritime Museum in Dún Laoghaire for many years, and has written probably the definitive series of books on shipwrecks around Ireland’s coast.

Mayor Calls For Nomination Of Local Volunteers County Mayor Cllr. Cian O’Callaghan has called on people to nominate local volunteers for the Irish Volunteer of the Year awards. The Volunteer Ireland Awards are the major annual initiative to celebrate volunteering in Ireland and are coordinated by Volunteer Ireland. Now in its fifth year, the Awards aim to celebrate and recognise the thousands of remarkable people across the North County and beyond who selflessly give their time and talent to benefit others and their communities. Nominations can be received up to October 26th. Category winners and an overall winner are decided at a special gala Awards ceremony in December. Previous winners in the North County have included Emily Diebold, who was short listed in the awards. She was one of the founders of Skerries Adopt-A-Beach Coastcare Group which was formed as a way to engage the large population of the north Dublin coastal town in collectively taking care of their beach. She organised the beach areas of Skerries into 30 plots assigning families or groups to look after individual plots.
Local Community And Voluntary Forum Elections Fingal Community and Voluntary Forum (FCVF) is currently holding its 2012 elections. The Forum is inviting nominations from any of their 950 affiliated community groups to nominate one person for election onto the Board. The forum provides specialist knowledge and representation on a variety of strategic groups and local government initiatives. Made up entirely of voluntary members, the election is crucial to continue their work to ensure the concerns of North County residents are heard, both at local and national government level. The
Forum aims to empower community representatives and influence policymakers tasked with shaping the future of the North County and beyond. There are a total of eight seats available across the three electoral wards, including three from Balbriggan/Skerries/Rush /Balrothery/Balscadden, three from Swords/Oldtown/Garristo wn/Naul and two from Malahide/Portmarnock/ Howth area. The closing date for receipt of nominations is Friday 26th October. Nomination forms are available on the website www.fcvf.ie.

A new Park and Ride service from Millfield Shopping Centre to the City Centre was launched on Monday last, 22nd October. This brand new service, which operates five times a day each way, brings commuters from Millfield Centre Car Park, non-stop to the City Centre via the Port Tunnel. Drop off points include The Point Village, Convention Centre, Tara Street Station, Burgh Quay, with the terminus at Eden Quay. The service operates from Monday to Friday and the return fare for this journey is an incredible €6 and the journey time is 40 minutes Departure times from Millfield will be at 7.00am, 7.30am, 8.00am, 8.30am and 9.00am and return times from Eden Quay are at 5.15pm, 5.30pm, 6.00pm, 6.30pm and 7.00pm, with pick up points at Eden Quay, Custom House, Custom House Quay, Convention Centre and the Point Village before returning to Millfield via

Leaving a gift in your Will to your favourite charity is a simple and wonderfully fulfilling experience. So what exactly is a Will, and what is required to make one? A Will is a simple document which must be in writing (not on CD or DVD) clearly stating the wishes of that person regarding
their estate / assets in the case of their death. The person must be of sound mind when completing and signing the document. The Will must also be signed and witnessed by two people (other than people who are set to gain from the Will). It is usually advisable that the witnesses be independent. If it is the case that the witnesses are family members, the Will is still considered valid, although it is worth noting that the family members may lose out if they are to benefit from the Will. It is possible to change your Will as many times as you like. However, it is very important to either destroy the old one, or amend the orig-

If you legally separate, you may need to change your Will, or if you divorce, you are then no longer spouses/ civil partners for the purpose of inheritance. Remember to store the Will in a safe place, so it can be found after you pass on. If you do not make a Will, your estate will be divided automatically under the rules of intestacy; succession rights of surviving relatives. This means that if you are married or are in a civil partnership and have no children, your spouse/ civil partner will receive your full assets. If you have children, a spouse/ civil partner is entitled to two thirds of the estate, and the remaining children receive one third equally between them. If you are not married/in a civil partnership, your partner has no automatic legal share to your inheritance but your children will be provided for under succession rights. However, there are separate rules in relation to the family / cohabiting home which will need to be considered. In the case that there are no surviving relatives, and you have no Will, your inheritance goes to the State. When drawing up your Will, once you have looked after your loved ones, consider leaving a legacy in your Will to a charity that is close to you. Balbriggan School Launches Cycle Initiative Balbriggan ETNS launched a unique cycle partnership initiative recently. It’s ultimate aim was to increase the numbers in the school community using their bikes and to integrate cycling into the school curriculum. On the morning of Friday October 12th last, three teachers embarked on a 520km cycle – setting off from Clarendon School in London and finishing at Balbriggan ETNS. The long-distance cycle challenge formally launched the ‘Cycle Together School Partnership Project’ between the

“We get a huge amount of tourists from all around the world and they always have something positive to say about the place and it’s people. They can’t get over the place - they adore it. I think that, in itself, is a great testament to the place and all who live here. ” Gerry has been kept extremely busy over the years. Starting with his work with Tidy Towns and the Chamber in 1996, running his B&B, he also ran his own garage, which he opened prior to his B&B, in 1986. “Though we’ve finished up with the garage now, we had some great times there and met some terrific people. It really helped us in terms of building relationships within our community - we really got to know everyone. This meant when Tidy Towns came along, I sort of had a leg up in that I was a familiar face.” He took a break from the Tidy Towns in 2003 “I wanted to build a house and take some time off,” but got involved again in 2008. “I couldn’t keep away!” he says, laughing. “My heart lies with Malahide, so I was happy to get back into things after the break. My favourite thing about it all is seeing us do so well each year and I'd just like to say a continued thanks to all our supporters.” Never one to slow down, Gerry also does some work for an electrical contractor. When I point out that he must have little time to devote to himself, he says he would rather keep busy and thrives under that bit of pressure. “I’m very much a people person, so I feel right at home in the middle of it all. I love working with everyone on the committee and interacting with people on a daily basis.” In the little spare time he has, Gerry enjoys spending time with his wife, and his daughter Fiona, who lives in Balbriggan and playing sports. He regularly plays golf, goes swimming down at ALSAA and is a keen walker. “We go out walking every day with the dogs which is really enjoyable.” Gerry is clearly a home bird - nearly 40 years in the place will tell you that! - He has never been able to see himself living anywhere else. “I love living in a town that has so many wonderful qualities; a fabulous hotel, beautiful Marina, great people - it’s why so many come here and why many want to settle as myself and my family have. My daughter and all the children here will have so many treasures to appreciate as they grow up. I’m really lucky to live in such a beautiful place.”

The school’s St. Vincent de Paul committee made up of fifth and sixth years, arranged the event. All of the money raised will go directly to Swords branch of SVP. The SVP committee meet weekly to discuss new ways of not only raising funds, but to include the entire student body in fundraising activities.

There’s No Place Like Home Gerry Rafferty is a veteran of the Malahide community. Having lived in the area for the past 38 years, he contains a wealth of knowledge about the history of the town and it’s community life. In this edition of our Tidy Towns series, Gerry, as Chairman of the Malahide group, sat down to tell us about his life in the town and his work with the Tidy Towns. The Rafferty family have a long history of association with Malahide. “We go back hundreds of years,” says Gerry. Having been involved in the Malahide Chamber of Commerce as well as the Tidy Towns, he has actively been involved in all aspects of the community goings on. He says from the beginning, he was keen to keep up the excellent Tidy Towns traditions. “I joined the group in 1996 and prior to this, I would see Betty Carr and her group out and about and always have had a great regard for them. I really thought it was a wonderful thing they were doing and set the bar very high for those that followed.” Right from the beginning of our interview, it’s evident that Gerry is immensely proud of his home town. Talkative and easy going, he says he would happily sit and talk about the community for hours. He is eager to acknowledge the fantastic work done by all the volunteers: “The support we always get from everyone, right down to the County Council is just fantastic. I can’t speak highly enough of the volunteers,” he says proudly. It’s certainly no small feat to have devoted so much of his free time and energies for the betterment of the community, but he is very humble about this: “After spending so many years here, I still love to see the town looking so well. It makes me feel so proud when people approach me and comment on how well everything looks and it’s what motivates me to keep on going. But it’s always been a team effort - everyone does fantastic work and that’s why we have achieved so much.” It’s very easy to see why Gerry and his family have spent many happy years in Malahide. Malahide is regarded as one of the most attractive towns in the country and has visitors come from far and wide to experience the delights and charms of this traditional seaside town. Gerry gets a first hand experience of this. He and his wife Eithne have run their own Bed and Breakfast for years and he says that he loves meeting people from all walks of life.

Venues There are many options around the North County to book your Christmas party. Keep in mind the time, date, the number of people in your party and as well as your budget.
These will be the main factors that will help you decide which venue is right for you, whether it be a corporate party or an intimate dinner. Many venues will run offers for a set menus, drinks specials and different
entertainment options. There is often special discounts for larger groups, for booking early and for bookings on a weekday. If you are booking a larger party, remember to take advantage of decorations that
may already be available at the venue around Christmas and the New Year, which will save you time and money.
Entertainment Some hotels offer a great value packages such as Dinner & Show or B&B, Dinner & Show. These packages can be a lovely way to spend your Christmas party - an entire evening of fun, food and entertainment, along with a relaxing overnight stay in a hotel. Another option is to add some excitement and fun with a themed night for you and your guests. Local Performer Brings Acclaimed Show To Rush The Millbank Theatre in Rush presents acclaimed one-man show, ”The Dubliners Dilemma” for one night only on Friday 26th October 2012. Adapted and performed by Loughshinny-based writer and performer
Glitz and glamour was the order of the evening at this year’s 2012 Miss Fingal competition, which was held in Skerries recently. Some 10 girls from around the North County vied for the coveted crown at the great night at the Blue Bar, which was organised by last year’s Miss Fingal, Aoife Devlin from Balrothery. They were Emma Boylan, Nicola Murphy, Donna Hughes, Maria Luce, Geniele Squires, Meghan McAuley, Nicole Mc Quillan, Leslie O’Carroll, Tori Delahoyde and Jenna Murphy, who all impressed the judges. Hosts on the night were Kate Rafter and Robbie Armstrong and they did a great job, making the girls feel at home on the stage, as well as keeping the night moving smoothly. Each girl had to do four sections from interviews to modelling to bikini round. Skerries duo, Grainne Kelly and Paddy McNally performed on the night and they received a great reception from the crowd. The night also featured a very successful bachelor auction which two local bachelors, Ross McAuley and Colin Doyle take part. After much deliberation, the winner of the 2012 Miss Fingal crown was Meghan McAuley. One of the most important parts of the night was that all the money raised was in aid of Focus Ireland, the charity that works to prevent people becoming, remaining and returning to homelessness. A substantial figure of €2,500 was raised for the charity.
Food lovers in the North County will be delighted to hear about the opening of the new Samphire Restaurant at the Waterside Hotel, located on the beach in Donabate. Samphire boasts stunning views of Howth Head, as well as Lambay Island and Ireland’s Eye. Free Creative Writing Workshop In Skerries This autumn, Megan Wynne is celebrating five years teaching Creative Writing in Skerries. Megan is running a free Novel Writing Workshop for adults in Skerries Mills on 4th November from 10.30a.m - 3p.m. The topics for the day will be novel writing and the short story. Participants are encouraged to bring along anything they are currently working on at home, or start a project from scratch. November is also National Novel Writing month. Swords Bethany Bereavement Support Group is a voluntary services for the bereaved people of the North County. The support group meets on the second and last Monday of every month in the Parish Office at 42 North Street from 8.30 pm to 9.30pm. Anyone suffering the pain of loss through bereavement is most welcome to attend these meetings. Group discussion or support on a one-to
one basis is available. This is a free and confidential service. Home visits can be arranged in certain circumstances. The group is affiliated to the national network of Bethany Bereavement Support Groups. Their members are trained to listen and help people to understand and come to terms with their loss. North County To Benefit From New High-Tech Buses Minister for Transport, Tourism & Sport, Leo Varadkar TD, has announced a public transport investment of €26 million. A total of 80 new highly advanced double decker buses are being funded by the National Transport Authority for replacement vehicles for Dublin Bus. The buses will feature free Wi-Fi, bilingual passenger information signs announcing the next bus stop, improved safety features with additional CCTV, and centre doors to improve efficiency at bus stops for boarding and alighting. All vehicles are low floor wheelchair accessible as Dublin Bus aim to have a 100%
accessible fleet by the end of 2012. These new replacement vehicles are the most environmentally friendly to date, meeting “Euro 5” emission standards, consume less fuel and are quieter – ensuring the North County will benefit from their arrival. Speaking to the County Leader, Minister Varadkar said, “I’m very pleased to announce this major Government investment in Dublin’s public transport network. When combined with other Government investments like integrated ticketing, providing more bus shelters, real time passenger information, and the National Journey Planner, we hope these 80 replacement buses will encourage more people to switch from cars to public transport.”

When Strictly Come Dancing returned to the our television screens recently, twelve dancing couples in Swords were playing closer attention than most. Some 24 brave and talented souls from Swords have been lined up for their very own version of the popular dance show to be staged at the City North Hotel on November 16th. They all have a connection to Gaelscoil Bhrian Boroimhe and the event is aimed at raising some badly needed funds for the school. The twelve pairs of dancing partners are already in training for the big
night. Local celebrity judges will provide commentary and judge the competition. It will also be possible for friends and family to vote and just as in the television show, it’s a combination of the judges’ expert eye and a popularity contest that will decide the winners. There will be a raffle and opening and interval acts on the night which promised to be a memorable occasion for everyone who attends. Excitement is building and the parent committee, who are organising the event, hope to raise a significant sum to help the school. It will be a
unforgettable night of glamour, glitz, sequins and certainly one not be missed.

Al-Anon Meetings In Swords For 60 years Al-Anon have been helping the families and friends of alcoholics throughout the North County and beyond. A meeting takes place every Friday at 8.30pm in the Senior Citizens Centre in Swords. Al-Anon works by members attending local meetings at which they share their experience, strength and hope in order to solve their common problems, whether the alcoholic is still drinking or not. Everything that is said is treated as confidential.
Taking part in the Irish Kidney Association's 'Run for a Life' recently were RTE husband and wife duo and Skerries residents, Vivienne Traynor, a living kidney donor and her husband Justin Treacy with their family, Holly (16), Oscar (1) and Alison (5). Three years ago, Vivienne donated a kidney to her nephew Martin and just a year ago gave birth to baby Oscar and he celebrated his birthday on Sunday. The Fun Run celebrates life and promotes organ donation.
Tractor Run At Man O’War A Tractor Run will take place on Sunday, 28th October in aid of Chernobyl Children’s Charity. The run is being organised by Barney Greene and it will leave Man O’War pub at 12 noon sharp. The route will bring the tractors from Man O’War through Balcunnin, Lusk, Turvey Avenue, to the Waterside Hotel in Donabate, where there will be a refreshment break. Then return will be through Corduff and Ballough and on to Man O’War for further refreshments. Entry fee is €20 and there will be a raffle, with entertainment provided by a DJ, which will keep everyone entertained. There will also be tea and sandwiches before the Tractor Run takes place. It sounds like a really good cause which will profit greatly from the run.
