Council Needs To Learn From Water Debacle T
here is rising anger across the North County as, for the second successive year, the County Council have had problems maintaining the water supply. Over the Christmas and New Year periods, the water was turned off across the region, sometimes with advance notice, but mainly without any warning. North County consumers have found it difficult to monitor when there were water restrictions, as the council’s website wasn’t as up to date as it should have been. Word of mouth seemed to be the most informative way of the news getting through, but for many, seeing a drip coming from a tap was the first they knew that supplies were off or restricted. A source within the council confirmed to the County Leader that there was a serious breakdown in getting the information out to the public, as leaks didn’t become apparent immediately. The council managed to fix many leaks due to volunteer workers giving up their festive break to

A new Town Manager for Balbriggan has been announced, following an adjustment, due to staffing losses in the County Council. The Management team has been reduced, following three retirements and the recent promotion of Dick Brady to Dublin City Council. County Manager, David O’Connor informed a meeting of Balbriggan Town Council that this has resulted in changed responsibilities for the Management Team. Balbriggan Town Manager, Peter Caulfield has been replaced as Town Manager by Ms.Ide de Bairtiseil. Caulfield has been given the responsibilities of Housing, following Dick Brady’s vacancy and could no longer carry out the role of Town Manager. The County Manager thanked the Cathaoirleach and members for giving him the opportunity to update them on the staffing situation at the County Council. He informed the Continued on page 9

Lusk Fundraiser For Brave Little Jack And Cian People from all over the North County turned out in force on Saturday, 15th January last for a fundraiser for little Jack and Cian Teeling, which was held in Schroeder’s Bar in Lusk. Brothers, Jack, who is three years old, and Cian, who is eight months, were both diagnosed with cancer and are currently undergoing their second phase of treatment of chemotherapy. Their grandfather, Philip Teeling, said the doctors never heard of a case of
By Liam Keegan two young brothers both having cancer before, but they have great hope for little Jack and Cian. “Their parents, Gráinne and Derek, have been terrific through it all,” said Philip, “Gráinne drove in and out of hospital every day during the snow at Christmas, and Derek is at home minding them now while we have the fundraiser.” The two boys from Balbriggan have been going into hospital for
treatment and coming home again every day. “The doctors have been wonderful,” he said, “they are very supportive and little Jack is getting a glass eye put in soon after losing his eye in treatment.” Philip had great praise for Liz Murray, who organised and provided the venue for the fundraiser. “Liz was the brains of the event,” he said, “She gave us the venue, organised a raffle, and got bands to support the night.” The night was a huge success, as all 3,000 raffle tickets sold out before the night had even begun, with all proceeds going to the two children.

Balbriggan lady, Miriam O’Reilly recently won an historic case against the BBC. The Balbriggan born presenter took on the BBC following their decision to let her go from her role on the popular Countryfile programme, when it moved to a prime time slot in April 2009 and she was replaced by younger presenter. 53 year old Miriam was working for the BBC for 25 years and eight years as a freelance presenter on the programme. She found out in November 2008 she was being let go. Her 14 month battle ended last week, when an employment tribunal upheld her claims that the

broadcasters’ decision to drop her for younger presenters was age discrimination. Miriam is a former pupil of Loreto Convent Balbriggan said, “I have been really impressed with the BBC that they have apologised and that they have said that they would like to talk to me about future work. We have a long way to go with ageism in the visual media. I think that broadcasters realise now that we are actually not going to take it. If you lose your job because of your age and not because you can’t do it it’s a disgrace and it shouldn’t be happening. I think this judgement will give women more protection, I hope so anyway.”

Full Steam Ahead Balbriggan made a successful return to the Tidy Towns Competition last year picking up a very credible 231 points. The seaside town's Tidy Towns volunteers are hoping to build on that success in 2011. The AGM saw Chairman, Joe Troy and Treasurer, Alex McCullogh re- elected as they identified some key points for progress in the next 12 months. In his annual report, Mr Troy said that ties with local authorities would need to be strenghtened and that it is now time to widen the volunteer base. The chairman also proposed that a five year strategy would be beneficial to future success. It was also proposed that new revenue streams need to be explored for the association to build on the sterling work done so far by a dedicated band of volunteers. The key to success, identified by Mr Troy, also included maintaining close links with other community based organisations and projects. This will help to develop the Tidy Towns into a position where they can compete more efficiently with neighbouring award winning towns such as Skerries and Malahide.

Charity Valentine's Ball For Little Mia A fundraiser in the form of a Valentine’s Ball will be held in aid of Our Lady’s Children’s Hospital, Crumlin on Saturday, 12th February in Portmarnock Sports and Leisure Centre. This fundraiser is in aid of little Mia Keane, aged
seven from Malahide, who was diagnosed with a cancerous tumour on her kidney in December 2008. She subsequently had her kidney removed, underwent six months of chemotherapy and thanks to the wonderful staff and
support in Crumlin Hospital, Mia successfully finished her treatment and was recovering well. However, last November, doctors discovered that her tumour had unfortunately returned, this time affecting her lung. She was recommenced for treatment two weeks later - this time with more intensive chemotherapy, radio-

Kelleher Hopeful Of Breakthrough In Aer Lingus Dispute Labour Party candidate for Dublin North, Tom Kelleher has welcomed the decision by ICTU and IBEC to meet Aer Lingus and Impact Trade Union to seek a resolution to the dispute at the airline. He said, “While I welcome the decision, it is not before time. Having met with cabin crew over the past two weeks, I am acutely aware of the hardship and stress caused by their removal from the payroll for reasons they regard as hugely unjust. I have called on Impact and Aer Lingus to engage with the available industrial relations machinery. The cost of the dispute to the workers and the company is colossal. Workers have been removed from the payroll and are facing further disciplinary proceedings. The company is hiring in aircraft and personnel at a high cost which is further inflaming the situation,” he said. Impact has agreed to this, but Aer Lingus has refused to engage. This dispute has cost the company, which is partly owned by the tax-payey, hundreds of thousands of euro and has
seriously impacted on the travelling public. The Government has ignored this dispute and refused to exercise a leadership role to demand mediation that would bring a resolution to this conflict. The long running industrial
dispute between Aer Lingus and IMPACT Trade Union has escalated in the last few weeks. It has now become an embittered confrontation and is threatening to get totally out of control. The threat of an ultimatum by Aer Lingus to terminate the contracts of the cabin crew is a very serious development. He concluded, “I sincerely hope that ICTU and IBEC can plot a way forward which will
allow the cabin crew back to work, where

I have now been informed by John Tierney, Dublin City Manager that he has maintained contact with the HSE in relation to the Swords Ambulance. While the HSE stated they did not have the available funding for the Swords Ambulance, they
have now indicated that they would look at it again in the context of the finalisation of 11 other ambulances elsewhere.” “Dublin City Council will meet with the National Ambulance Officer in February to discuss the issue further and consequently, they have also agreed to a deferral of the proposal to withdraw the Swords Ambulance for a further three week period to 21st February. I am relieved and cautiously optimistic that this essential ambulance service will receive the funding it needs to be retained, bearing in mind the huge population and the 4,500 ambulance call outs in 2010. I will continue to push for this vital service and I also want to commend the trojan work that John Kidd and Tony McDonnell and their colleagues have been doing,” concluded Kennedy.

Excellent Performances By St. Maur's Junior Members The junior members of St. Maur's Pipe Band gave some winning performances at the recent Irish Pipe Band Association Leinster Solo Competitions. All the hard training and practice seems to have paid off handsomely for them. These junior members were introduced to the band through an introductory presentation and course held in Rush National School in 2008. After completing the course, they then became members of the band attending practice twice a week. They are now full time playing members of the band. For most of them, this was their first venture into competition and the band is delighted that they put up such excellent performances and went on to win a number of prizes in the junior categories. In drumming, Roisin Sheridan and Sarah
Parker won second and third respectively, while Robert Halpin and Cian Rock both got second in their sections. In Piping, Darragh Bollard won first prize in the Junior Piping, while Cillian Harford also won first prize in the Under 14 section. Sean Weldon gave a strong performance in the Juvenile Under 16 and Jack Cummins also got first place in the Under 14 Practice Chanter section. Congratulations to all who took part. This certainly is encouraging for these talented people and a credit to the senior tutors who put a lot of time and effort into teaching these young musicians the art of piping and drumming. The senior members of the band are delighted to have new young members like these in the band, as it bodes well for the Rush Band to continue long into the future.
The Trinket Box, located at Treen Hill in Lusk had their official opening last week. The opening attracted a large gathering of people, who were treated to champagne and snacks as they wandered around this lovely new shop. The Trinket Box has something for everybody and you could get lost looking around this treasure trove of home accessories, occassional furniture, original art and much more. panels and wind energy, allowing the crew to recharge not only their own batteries, but also their much-needed ipods, cameras, etc! The crew have kept in contact with home using a satellite phone which can also be hooked up to a small laptop to send and receive emails. Adam is taking part in the row on behalf of Irish charity, Energy Action, which address the thermal needs of the elderly and needy, and provide training and employment opportunities for longterm unemployed.

The Business Strategy Programmes (TBSP) is a fully funded initiative for Jobseekers under the Department of Education, European Social Funds and European Structural Funds. On Tuesday 25th January last, participants of the programme were presented with their Certificates at a ceremony at the Europa Academy, in Swords. The recipients were addressed by Bill Cullen of Apprentice fame, as well as Tony Lambert, Chief Executive of Fingal Dublin Chamber. Reilly Supports Retention Of Swords Ambulance Service And Calls On Government To Suspend Plans For Its Abolition. Dr James Reilly congratulated the Irish Fire and Emergency Services Association on their campaign which he had fully supported to retain the Swords Ambulance service. This critical service to the well being of the people of North Dublin had been under threat from the HSE through lack of funding for some time. This service performed 4,500 calls last year, all of which were emergencies and all of which had been routed through the HSE ambulance first and could not be dealt with. Dr Reilly said “I reiterate my contention that lives would be lost and put in danger if this service is removed and I welcome the fact that it has seen a stay of execution now until 21st February. I am calling on the HSE and the Government to ensure that no decision is made regarding the discontinuation of this life saving service until a new government is elected and it’s Minister has had time to review the situation.”

Funding Allocated for Diabetes I was very pleased to learn on the 7th Jan 2011 that the HSE has given a commitment to allocate €1m for the introduction of a “National Foot-Care Programme”. The Programme will be staffed initially by 16 whole-time equivalent (wte) posts and the allocation is included in the HSE National Service Plan 2011. The €1m (1 years initial funding) will be divided among the 4 HSE regions as will the 16 wte posts. I have been continuously raising concerns about Diabetes Care Management with the Minister for Health. Effective control of diabetes could lead to a massive reduction in both the development and progression of complications and would have immeasurable benefits for the patient while at the same time saving money for the State. I have received many emails from constituents regarding the lack of Podiatry Services in this Country, so the news of this funding will be hugely welcomed.
New Executive Agency to take over Passport Service Fine Gael are proposing, when in Government, the setting up of this new Agency which: • Will be self-financing • Will have a greater degree of managerial autonomy and staffing, incentive arrangements, automation and use of technology. • Will have no Governing Board, with performance accountability being managed by the Minister and the Dept. of Foreign Affairs. • Will have greater accountability to Parliament and will be subject to parliamentary questions. CEO will be required to appear before parliamentary committee to discuss policy and service delivery issues. This new arrangement is designed to ensure that citizens receive an essential economic, social and constitutional service in the most cost effective and efficient way.
Fine Gael Deputy Leader & Health Spokesman, James Reilly TD has called for a quick resolution to the dispute between Aer Lingus management and staff. This dispute is escalating and I am told 20% of Aer Lingus Cabin crew in Dublin may be off the payroll and flights are being cancelled. “This dispute has already had a major impact on passengers, the Aer Lingus staff and their families; it’s causing undue hardship in these already stressful economic times. Traditionally January is the month where families see and feel the full impact of the budget changes introduced last
December. The dispute is also damaging the airline’s good reputation which the staff work so hard to reinforce. “Air travel is vital to our island economy. Ireland is in enough trouble already, but this dispute will only inflict further difficulties. It should have been resolved long ago, but the sooner that action is taken the better. Both sides need to enter into talks now to find a successful resolution, as nobody is winning in the current situation. An early solution would benefit all parties, as Aer Lingus is losing money by hiring in alternative planes and staff to cover their routes affected and the families of the concerned Aer Lingus staff are experiencing hardship and uncertainty” This dispute must be resolved and if face to face talks are unlikely, then a mediator must be appointed immediately, said Deputy Reilly.

Hope for a Lost Generation WILL REDUCE THE NUMBER OF YOUNG PEOPLE ON THE DOLE BY ONE THIRD OVER THE NEXT YEAR. THIS WILL BRING 30,000 YOUNG PEOPLE OFF THE DOLE. • The number of people under the age of 25 who are signing on has increased from 33,900 in October 2007 to 87,100 in October 2009. • This represents a 155% increase. • One third of men under the age of 25 are now on the dole.
★ NATIONAL INTERNSHIP PROGRAMME – 13,000 PLACES
Part-time placements in the public service, private and voluntary sectors for unemployed graduates with funding for masters or higher qualification. These would include teaching interns in schools, nursing interns in hospital, interns in local authorities and Government Departments etc. They would work half the week and be paid the basic entry-level rate of pay in lieu of welfare. They would use a €3000 education voucher to buy a place in college to study for a masters or additional qualification the rest of the week.
★ SECOND CHANCE EDUCATION SCHEME – 10,000 PLACES
Back to Education scheme targeted at youth unemployed with no Leaving Cert or non-construction qualifications. Participants would get 2/3 of the minimum wage (€11,670) as well as a cost of education allowance of €500 per annum. A bonus of €3,000 will be paid on completion of the qualification.
★ APPRENTICESHIP GUARANTEE – 700 PLACES
We would mandate the OPW to take on redundant apprentices for direct Labour projects carried out by government and local authorities.
★ COMMUNITY EMPLOYMENT (CE) SCHEMES – 5,000 PLACES We will increase the number of CE schemes by 5,000. Priority will be given to young people who are unemployed.
★ WORKSHARE - 10,000 JOBS RETAINED
This would provide government support for enterprises and their employees that opt for short-time working instead of redundancies. Training would be provided during off time.

Dear Resident Tom O’Leary (my parliamentary Assistant) and I visited Holland recently on a fact finding tour of meetings regarding the Dutch Health service. Tom O’Leary and I were very impressed with the health service in Holland. Tom and I also visited Northern Ireland and saw how they slashed the waiting lists in an eighteen month period. In Government Fine Gael will deliver a radically new “Health Service” rather than a “Health System” which will put the patient as a customer and revenue source at the heart of this new Health service. Under our proposed new Insurance based Health Service everybody will be insured and have access to a Free GP(Doctor) Care and Medication package. This will effectively restore the benefits of the over 70s medical card to retired middle income earners, like Teachers, Gardai, Nurses and Civil Servants. Children will also have access to free doctor and medication package, removing the worry of the cost of attending a doctor and paying for medication for hard pressed families in these economically challenging times. In Ireland we are spending as much money as Holland on health and they are getting better value for money and a better service. To the naysayers who say we cannot afford it, remember the UK introduced their National Health Service after 6 years of a World War when they were on their knees economically. They did it - We can do it - Yes we will! The Irish People are already paying for a Health Service but not getting it under this incompetent Fianna Fail Green Government I look forward to the challenge of delivering this radical new Health Service with your support.. German Exchange Students In Rush A total of 10 German exchange students from Friedrich II school in Lorch, in Southern Germany arrived on Sunday 23rd January last, along with their teacher, Margrit Egner-Goltz at Dublin Airport. They were greeted by 10 students from St. Joseph’s School in Rush who brought them home to Rush to experience six days of Irish culture and hospitality. There was a busy week planned for them. On Monday, they attended school, but had a typical Irish breakfast in the local cafĂŠ “Good News CafĂŠâ€?. On Tuesday, they visited the fabulous BrĂş na BĂłinne Heritage Centre and saw Newgrange and Knowth. Afterwards, they visited the oldest Celtic cross in Ireland at Monasterboice. They experienced a typical Irish school day on Wednesday and Friday. Finally, on Thursday a trip was organised into the heart of Dublin to see the Book of Kells in Trinity College and a bus tour around the

What is happening in the economy? Writes SiobhĂĄn Kinsella Fingal County Council recently released the Fingal Business & Employment Survey 2010 results. The most interesting point I found in the piece was that 1 in 5 businesses expect an increase in staffing levels over the next 2 years. Did you know that there are at present circa 4300 businesses in Fingal, simple maths would dictate that is a minimum of 860 jobs? That is outside of the IDA associated activity in the region which last year produced circa 925 job announcement. The DAA filled 500 jobs and 400 additional jobs were created through concessions,
tenants and associated activity; the Pavilions also contributed in excess of 160 jobs. CPL is the only publicly quoted recruitment provider and our performance is seen as an indicator of economic activity. CPL’s half yearly results were announced recently and showed an increase in revenues of 22% year on year and 14% over the preceding 6 months. Very interestingly, temporary figures were 21% higher than the same period last year. From this we can see that how people are employed is changing dramatically. Companies are facing an uncertain future and are cautious of commitment despite seeing increasing demand. If you are not currently working, leave yourself open to all possible opportunities. Use the offer of a temporary job as a real opportunity to showcase your talents and commitment. “Job security

February At Emmaus February will see a host of different programmes and workshops at the Emmaus Retreat Centre in Swords, starting with a One day Art Therapy workshop on 5th February, with Art Therapist, Veronica O Rourke. The second workshop on the same day deals with Colour, Style and Confidence for women and is facilitated by Maria Lynch. Foster Carers Required Children come into state care when their parents are unable to care for them for a combination of reasons. Foster care offers alternative family care to children whose parents cannot provide this for them in their own families. The main difficulties concern parental addiction problems, as well as domestic violence and abuse situations. Children can be admitted to care at any age, from birth to 18 years. Foster care gives children a second chance to experience family living, while helping them to come to terms with what led to them coming into care and facilitating them to keep in touch with their birth families. Foster families can also provide respite care for children, for example at weekends or holidays. The HSE is seeking foster carers to care for children of all ages in the North Dublin area. Currently, there is a specific need for families for children aged between 8 and 15. In their second year with 180 students, they had seven projects in the finals in three different categories, namely Social and Behavioural section, Maths/Physics section and the Biology/Ecology section. John Reynolds took second place in the Junior individual social and behavioural section with his project titled, "Hand

We work extremely hard to ensure that all aspects of the store meet the very highest standards and we are delighted to be recognised by the National off Licence Association with this award.” Shiel’s Londis was first established by Frank and Maeve Shiel in Malahide thirty eight
years ago. The shop has since grown alongside the town, and now Frank’s son, John and daughter, Rufina run the store. Boasting over eight hundred wines in their off-licence, a fresh meat section and a strong fruit and veg department, Shiel’s Londis has firmly distinguished themselves from the array of competition around them. Judging began in July 2010, a long but rewarding journey for all of this year’s award winners. According to the Association’s Chairperson, Evelyn Jones, “The Awards are well recognised by industry and by the general public and go a long way to demonstrating the quality offered by our finalists.”
