Is Our Light Rail System Gone? The National Transport Authority (NTA) is currently seeking public submissions for the BRT Swiftway. This has brought the question of the promised light rail project into sharp focus.

By Patrick Finnegan With the economy finally on an upward curve, many local residents would have been hopeful for a fresh look at the light rail project, which was ‘derailed’ at the height of the economic collapse. It had been favoured by all sectors of the community, and by the business sector in particular. They regard the proximity of Dublin Airport to Swords, and the fact that the airport would, at last, have a rail link, as vital to the economic development of the area. The County Leader has listened to the despairing calls from residents, local representatives and business interests in the locality. Each and every one of them are fearful that the new Swiftway system is an effort by the Government to placate the people of North County Dublin, who desperately need a light rail system, as promised by all the major political parties at the last general election. They are fearful that Swiftway will be a permanent replacement for the much needed light rail system. The business community were very definite about the need for a light rail system. The County Council ‘Artist in Residency’ initiative, which took place in Portrane during the summer months, has come to an end. The initiative has been described as a success. Resort Residency, Case Study 1 was initiated as a summer residency project at Lynders Mobile Home Park in Portrane, and included a selection of artists, curators and academics. The participants who resided at the mobile home for week long periods, were invited to uncover and explore information about this unique area of the North County. Interesting conversations were conducted with locals and the summer park holidaymakers, and a number of different works were produced from a soundscape, a cardboard sculpture, pieces of writing, locally sourced meals, photographic and architectural explorations and performance research. Dr. Maeve Connolly also delivered a lecture on the idea of Escape Vehicles in art practice. Caroline Cowley, Public Art Co-ordinator with the County Council said, “A film will be available next year, which documents the activity at the mobile home and the area and includes interviews with local residents. The project provided a great opportunity for artists to spend time in the North County, and the mobile home provided the perfect catalyst for conversation”, she said.

Sprightly Lusk Lady Celebrates Remarkable Birthday

There was a truly momentous occasion in Lusk last week, as Lusk lady, Molly Murray celebrated her remarkable 104th birthday. To mark the day, there was a lively party and celebrations at Lusk Community Unit, where Molly stays. Molly is very much a North County lady, and was born in 1910. She was born Molly McGee from the Commons in Lusk and was one of 10 children, eight girls and two boys. Her mother was Margaret Troy from Hilltown in Swords. Molly married Jack Murray from Donabate and they spent their entire married life in Corballis, Donabate. They had eight children, namely

Balbriggan School Welcomes German Exchange Students The annual visitation of the German delegation from St. Wendel (Saarland, Germany) to Balbriggan Community College took place recently. Balbriggan has enjoyed a long standing partnership with St. Wendel, and the Exchange has arisen from that. Two German schools, Gymnasium

Wendalinum and Cusanus Gymnasium, send students to Balbriggan each year. On this occasion, 16 students aged 15/16 years enjoyed the hospitality of their Balbriggan hosts. Local students, Munashe Chifungo, Lea Tolan, Konrad Knecht, Daniel O’Byrne and Rayo Balogun were willing

Skerries Parish Celebrates 75 Years This year, Skerries parish are celebrating 75 years of their church building, St Patrick’s. A lot has happened in the town since 1939 and locals agreed that their church has witnessed so many great occasions over the years. The parish decided to hold a celebration ‘Something to Sing About,’ as one of many to mark the special 75th anniversary. Earlier this month, the youth of the parish came together to celebrate life in their parish through song. There was a feast of music to satisfy all tastes from traditional Celtic songs such as The Deer’s Cry to none other than Pharrell Williams Happy; and true to his lyrics, everyone left feeling very happy and proud at the stunning display of talent on the night. It was great to see the church packed to the rafters on the night and what a standing ovation was given to the artists at the end.

Eleanor wanted to give a very special mention and thanks to all the staff of Lusk Community Unit, whom she says do an amazing job. “The staff are really incredible in the Unit,” she told the County Leader. “They take such wonderful care of her and are her great friends as well. She is so happy and that is down to the fantastic staff, we can’t thank them enough.” It was clear from Molly’s expression that she enjoyed her remarkable day to the fullest, as she so deserved. was watched by the students, families and staff in the local Bracken Court Hotel. On Wednesday, the group visited the sights in Dublin and on Thursday evening, a farewell celebration was provided for the students, their families, staff and local friends in the school.

As in past years, at the end of a long and busy week, the German visitors waved “Auf Wiedersehen”. The Exchange is strongly supported by management, staff and students alike, and is regarded as being an integral part of the school year.

Last week’s Budget, which was the first one in six years which did not take money out of the economy, has provoked much comment across the North County. Many commentators believe that it will give the local economy a much needed shot in the arm. Others take the opposite opinion and say that whatever gains to be made, will be absorbed by water charges. With such diverse feelings on the Budget, with opinion divided down the middle, the

Dr. James Reilly TD The people of North County Dublin know well how difficult it has been over the last number of years, since the economic downturn. But the economy is now recovering and once again, the country is moving in the right direction. The overriding aim of Budget 2015 is to secure and solidify that economic recovery. I want to assure the people of the North County, that we know the sacrifices that have been made; they are starting to bear fruit and we will not allow a situation where those sacrifices will be wasted. As the TD for the area, I am delighted that the government has put a major focus on the generation of jobs and has introduced tax measures, including a Corporate Tax Road map to grow and attract inward investment, which should benefit our area. We have announced a 10 point package, including an enhanced Research and Development Credit and a ‘Knowledge Development Box’ for intellectual development. This 10 point package will keep Ireland ahead of the curve internationally, in attracting foreign investment and jobs and will give us first mover advantage in a time of global change on corporate tax. I am determined to do all I can to ensure that the North County benefits from inward investment, to the benefit of all in our communities. The income tax burden is also very important from the point of view of encouraging job creation and getting foreign

companies to set up here. The changes announced around the higher tax band, reduce the advantage of UK companies, whose marginal tax rate stands at 40 per cent. We have now dropped our marginal rate from 41 per cent to 40 per cent, and have widened the bands to put more money in the pockets of people on middle and lower incomes. The changes to the Universal Social Charge, increasing the entry point at which USC is paid to €12,012. For a working family of two middle income public servants, such as a guard and a nurse (each earning around €50k), these changes mean an extra €100 a month. Among the many other positive measures in the Budget, parents in North County Dublin, and around the country have welcomed the increase in child benefit of €5, intended to help with childcare costs and re-entry to the workplace. And I have welcomed the 40 cent increase on a packet of 20 cigarettes, which I hope will cause people to think long and hard before they drag long and hard. More importantly it will act as a further disincentive to young people taking up this killer habit.

Brendan Ryan TD From a local perspective, this Budget will provide some relief for the people I have been supporting and representing over the past few difficult years. However, I do believe we are beginning to see a return to some recovery. This last year has seen a reduction in the live register figures for the North County with an 8.48 per cent fall in the Balbriggan district and a 16.48 per cent fall in the Swords district. The hospitality and tourism industry has been important in creating and retaining employment in North County Dublin through difficult times. The local restaurant industry supported the retention of the Government initiative of 9 per cent VAT rate on the tourist industry. I supported this campaign and was happy that this rate was retained in the current Budget. For our older people, the living alone allowance has been increased to €9 per week. This will benefit up to 4,013 older people in the North County and is the first increase in this payment for 18 years. Fingal has also the second youngest population in the state and there are real demands on our schooling system. The 1700 new teaching posts announced in the Budget will benefit the North County proportionately. The

€2.2 massive billion investment in social housing announced in the Budget, will also help tackle our housing waiting lists. At the moment, we have 2406 on the waiting list for the Balbriggan electoral area, and 1706 on the waiting list for the Swords electoral area. The Council are beginning to build homes again, but this investment is needed to boost this activity to meet the need. Budget 2015 is the first Budget since 2008 which doesn’t contain any cuts, marking the end of the difficult Budgets and signposting the beginning of economic recovery. I have eight advice clinics every week in the constutuency, and I know that things are still very tough for people and families. Whilst we still have a long way to go, it is a very good sign that we are able to begin the reverse of some of the difficult cuts which have affected local families. I am personally delighted to see a return of €5 in the child benefit, with another €5 restoration planned for next year.

County Leader invited local public representatives, two from the Government parties and two from the Opposition, to discuss the merits or demerits of the Budget. We invited Minister for Children and Youth Affairs, Dr James Reilly (FG) and Brendan Ryan TD (Lab) to represent the Government and speak about the benefits the Budget will bring to people of the North County. Senator Darragh O’Brien (FF) and Clare Daly (ULA) from the Opposition, were asked to explain why they regarded the Budget as a missed opportunity to make a realistic difference. Here’s what they had to say.

Clare Daly TD Now that the media fanfare and hype has died down, it is clear that this Budget was an underwhelming affair, that will have no impact on the suffering of the majority of Irish families battered by years of austerity. The paltry amount offered to families, will be wiped out many times over by the imposition of a double taxation on domestic water. This Budget has done what the previous Budgets have done and that is helped to widen the gap between rich and poor. Nothing has been done to repair the damage that austerity has caused to our health and education system, which at this pace, will take generations to undo. The introduction of 1,700 teaching staff is insignificant in the face of 10,000 new students and a five year recruitment embargo. The growing housing crisis, which has forced families on to the streets, needs to be addressed with a proper plan for social housing. Instead, this government favours a public private partnership which has proven

grossly inadequate in our recent past. The government has no idea of the pain that years of savage cutbacks have caused families. Those who earn the most, benefit the most. And to insult people even more, they again refuse to raise Corporation tax for those companies making billions in profits, when we know full well that most of them do not comply with the current 12 and a half per cent rate anyway. The government boast about job creation, while every family in the country knows full well that the figures are masked by high emigration and massaged by government slave labour schemes, which serve only to provide cover for the exploitation of workers. The truth is this government is completely out of touch with ordinary people and nobody believes them anymore.

Sen. Darragh O’Brien The Government’s plans for Budget 2015 has been a missed opportunity. Fine Gael and Labour have decided to prioritise tax cuts for high earners, instead of restoring and expanding services for citizens. The Government could have prioritised reducing class sizes, investing in community mental health services, or cutting hospital waiting lists, but they have decided to cut taxes for high earners instead. Young couples and families will not see any benefit with the lack of support with childcare costs, no movement on mortgage interest relief and no reduction in the pupil teacher ratio. The modest tax changes this week will be wiped out by water charges, when the bills start to land in the doors across North County Dublin in January. Fianna Fáil believes the introduction of water charges should only occur after a comprehensive national audit of the water network. This should form the basis for an overall upgrade of the network, to ensure it is fit for purpose and people are getting a service that works. Fianna Fail’s criticisms of Irish Water have been borne out. The creation of Irish Water

has established a massive quango at a cost of €650m in the absence of any real accountability. The money being raised from households in North County Dublin is going to go on servicing this quango, and its bonuses rather than on investment in the network. This week’s Budget was an opportunity to change the direction this government is going in. Fine Gael and Labour have decided that a minimum wage worker earning €17,500 will pay €174 less tax/USC, as a result of the budget, but people earning €70,000 benefit four times more than those on the minimum wage. Instead of working to secure the recovery in the economy and target any help and extra resources at low and middle income families and the most vulnerable, Fine Gael and Labour have prioritised short term political gain over what is right for people and right for the economy.

Swords Tidy Towns Project Shortlisted In Competition The Coca-Cola Thank You Fund has announced the twelve organisations which have made it through to the shortlist stage of the competition. All represent innovative projects which promote physical activity in local communities in Ireland. The organisations will now proceed to the final judging period when each will be asked to make an elevator pitch before a

panel of expert judges, to demonstrate why it deserves to be among the five organisations to each receive a grant of €25,000. At a local level, the shortlist includes Swords Tidy Towns Committee, for its project promoting the development of a walking culture in Swords. The Swords Tidy Towns Committee put together their special project, entitled

the ‘Get Swords Moving’ project, and submitted it to Coca Cola in hope of receiving a helping hand to get their project off the ground. Their project is about getting the community involved in improving walking routes in the town, training local leaders, and developing a walking culture in Swords. The main objectives of their project are to develop

creative and interesting walks around Swords to encourage a walking culture, to provide an opportunity for the community to get active, by planting shrubs and trees in walking areas, and to train local key people through walking leader training. “Our project is unique, as it trains and involves local people, which will lead to a lasting, sustainable network of Swords people walking, taking pride in the walkways

Bullying Lecture At Emmaus An evening lecture for parents to help tackle bullying, will be held at Emmaus Retreat Centre in Swords on Thursday, 23rd October from 7.00pm until 9.00pm. There is no cost for the lecture, which is donation only. When you are the parent, or a carer of a child who is being bullied either inside or outside of school, you can feel absolutely helpless and illequipped to deal with this terrible set of circumstances. The focus for the evening’s seminar is to offer a proactive and learning experience for those who are indirectly dealing with bullying. The aim of the seminar is for participants to learn and share, so they can feel confident and can be proactive when it comes to tack-

ling the problem of bullying. The presenter is Professor Mona O’Moore, Fellow Emeritus, Trinity College Dublin, a child and educational psychologist and founder and Director of the Anti-Bullying Centre of Trinity College Dublin. She has now transferred to Dublin City University (www.dcu.ie/abc), where she is currently Adjunct Professor to the School of Education Studies. She has conducted the first nationwide study on school and workplace bullying in Ireland. She has written widely on the subject of bullying, including, Dealing with Bullying in Schools: A Training Manual for Teachers, Parents and Other Professionals (2004); Understanding School Bullying: A Guide for Parents and Teachers (2010). Other works include, Bullying in Irish Education: Perspectives in Research and Practice (2013). Forthcoming with Veritas is a book on Cyberbullying: A Guide for Parents and Teachers.

Balbriggan School Says Thank You To Sponsors Loreto Secondary School, Balbriggan hosted a Thank You night on behalf of their 5th Year Mock Trial team and fundraising committee recently. The event was in recognition of the very generous sponsors and their invaluable support of the team. The Mock Trial team, who recently won the National Mock Trial Championships, are travelling to New York later this month, to represent Ireland in the 2014 World Championships of this International Law Competition. The competition involves simulations of court cases performed by schools playing the prosecution and defence of these cases. The Empire Mock Trials tournament is a brilliant

opportunity for the Mock Trial team, the first school from Dublin to represent Ireland, to compete with schools from around the globe in an intense and challenging trial. It will be a valuable outlet for the students to learn about the law and to develop important transferable skills, such as public speaking and critical thinking. The girls and their teachers have been diligently preparing for this extremely prestigious event in the Big Apple, where they will be intellectually challenged in both preparation and participation at the Empire event. The fundraising committee were overwhelmed by the generosity of the sponsors, both in financial terms, and mentoring from Matheson, the Irish Law Society and the Bar Council of Ireland. Loreto principal, Edward Fynes said; “The school was delighted to host a reception for the Mock Trial Team sponsors, staff and fundraising committee. Donabate Community College’s Student Council elections took place recently. The Third Year class, Walton, organised the elections as part of their CSPE Action Project. Classes were called down one by one to cast their vote. The polling clerks distributed ballot papers to each student and when their votes were cast, the papers were placed in a specially constructed ballot box. The tellers then carefully counted the votes and it was announced the

New Home Secured For Balbriggan Group Remember Us, the Balbriggan based organisation that caters for children with special needs, have just unveiled their exciting plans to create a new permanent home for their members. At a well attended event in the Bracken Court Hotel in Balbriggan, a clearly delighted Nora Roban, the founder of Remember Us, explained that a new home had been identified, that would adequately fulfil the requirements of the

organisation. However, the issue of funding the new building remains an issue. She stressed the importance of having a permanent base and said, “After 16 years of having to use hired facilities and venues throughout North County Dublin, to create a social outlet for people with special needs, the time has come to provide a building for them. This will allow our members to learn, form friendships and develop their social and life skills in an environment that

caters to their needs,” she said. Nora said that a property has been identified, that would meet the needs of the Club. The purchase of the property, together with the cost of fitting it out to accommodate the special needs of the members, will cost around €600,000. She pointed out that through energetic fundraising and prudent housekeeping, Remember Us has already raised €210,000 towards this cost. “We are asking businesses to become

Following a new report issued by Dr Mina Fazel, a child psychiatrist at the University of Oxford, the need for mental health programmes in schools is more important than ever, according to the report. Her research revealed that 10 to 20 per cent of children and young people across the North County, Ireland and beyond would benefit from some sort of mental health intervention. Schools (both local and national) have been recognised as the key in helping to identify these children and

ensuring that they get the opportunity to treat any mental health issues there may be. Breathe, a mental health awareness programme for schools, helps students, teachers and parents/guardians by giving them the tools to speak about mental health, removing any stigmas and perceptions, and can intervene if necessary. Led by the Education and Training Board, Ireland and The Gaiety School of Acting – The National Theatre School of Ireland, each group receives its own in-

The last of the leagues will take place on November 16th. Many of the club’s senior members are currently training for the Dublin Marathon at the end of October, with regular Sunday morning long runs open to all. Update On New Seating Scheme For Donabate A new seating scheme for Donabate, proposed earlier this year, is still going ahead, according to a report released from the County Council. Through ongoing contact with the newly formed Tidy Towns Committee in Donabate, a request from the Seniors Group to introduce seating into Donabate Village was forwarded to the County Council via the Tidy Towns Committee. As the County Council has signed up to the Age Friendly initiative, the request was looked upon favourably and the village was examined for suitable locations. Two locations were identified; on the open space next to the church and at the small civic space at the end of Main Street known locally as ‘The Hand’. A scheme from central Government providing funding for public realm enhancement was identified, and the proposal to fund three benches in Donabate Village from this scheme. A number of design options were examined and preferred benches selected. The benches were procured and preparations made to install the benches. However, when council staff were on site measuring out for the installation of the two benches, a number of nearby residents approached them and advised of their concerns and their disappointment at the lack of consultation. A meeting was then held in the community centre. At the meeting, the residents felt that the installation of benches would exacerbate the situation and encourage these youths to remain at the location longer. The Gardaí advised that there were no reports of any anti-social behaviour at this location, and have carried out stop and search activity in this area but have not encountered either drinking or drug use at this location. The residents then made a number of suggestions that they felt might go some way to improving the situation at the Hand, and this should allow the benches to be installed, without experiencing an increase in antisocial behaviour, according to the report.

Great Commitment By Local Primary School Athletes A cross country athletics competition for local primary schools, took place in Portmarnock on Wednesday last, and provided some excellent performances. The event, which has been organised by St Helens SNS and St Marnock’s schools, Portmarnock for nearly 30 years, was relocated to “Woodlands” its present form about 20 years ago. A total of 10 primary schools took part this year and there were four different age brackets for both boys and girls, making eight races in all. Schools

were divided into two categories, depending on their overall pupil enrolment. Each race had individual and team placements, and trophies were awarded to individuals who come 1st, 2nd and 3rd in both categories. There were also team placings. The weather on the day was very poor, with heavy showers, but this did not deter the competitive spirit of the contestants, nor did it dampen the spirits of the large crowd present, who created a great atmosphere.

Dublin Fire Brigade is liaising with Dublin Bus, An Garda Siochana and the DSPCA, informing local children and teenagers around the North County about the dangers of illegal bonfires and fireworks coming up to Halloween. The campaign is part of Dublin City Council’s Halloween Response Programme, which includes a city-wide programme of family-friendly community events and a preventative programme of removing stockpiling bonfire materials. Dublin Fire Brigade have sent a special Halloween Safety Pack with leaflets and posters to all primary schools around the North County, advising chil-

dren how to act responsibly and avoid danger over the Halloween period. “Evidence shows that young people are the most likely to be injured in incidents involving fireworks and bonfires over the Halloween period. Bonfires and fireworks are illegal, very dangerous and can have devastating consequences. “There has been a downwards trend in the number of incidents responded to by Dublin Fire Brigade in recent years with 503 incidents on Halloween Night 2013 compared to 639 the previous year. I would like to thank the public for their part in helping Dublin Fire Brigade make our Halloween Safety Campaign so successful by attending organised Halloween events and reporting the stockpiling of bonfire material,” said Pat Fleming, Chief Fire Officer, Dublin Fire Brigade.

Boylan Calls For Youth Job Focus By Cathal Boland On Budget day Sinn Fein MEP Lynn Boylan, following a hearing on Youth and Employment in the EU Parliament, said “… that economic policies dominated by austerity are forcing young people into unwanted jobs and precarious employment throughout the EU. There is little employment available and when available there is little security.” She further said “Young people and their families are also devastated by the scourge of emigration. It is not only Ireland that has suffered in this regard, but as the poster-boy for austerity we are certainly the worst affected.” Last Friday, speaking at the EPP’s Economic Ideas Forum, held in Slovakia, Brian Hayes the Fine Gael MEP called for “enhanced non-bank lending” going on to say that countries who have come through significant restructuring (like Ireland), can come out the other side. As Ireland took to the streets to protest against Water Charges, some 400,000 people across

Europe have signed on-line petitions against the EU US Trade deal (TTIP) many of them also street protesting. Irish activists say that proposed elements of the deal would have a damaging impact on Irish food standards, workers’ rights, public services along with digital information security. Those in favour, speak of the impact that other agreements have had in developing markets for Europe. There are rumours of conflict within Juncker’s designated Commissioners on the provision within TTIP of dispute resolutions, relating to investments. Some say that there may be a resignation from amongst the Commissioner nominees. This would further add to Juncker’s problems in getting his Commission adopted by Parliament in time to take office on November 1st. Prime Minister Miro Cerar, on the withdrawal of the Slovenian commissioner designate, immediately nominated Violeta Bulc, his relatively inexperienced deputy PM, who first took political office a few short weeks ago. Whilst this maintained the ratio of females amongst the Commissioners, it forced Juncker to promote his Transport and Space nominee to the vacated VP for Energy position and placing his new commissioner designate in the Transport portfolio.

A drive-through McDonald’s restaurant has opened at Dublin Airport last week, at a cost of €2 million. This is the company’s first two-storey drive-through in Ireland and is expected to create 60 new jobs. The new outlet is located on the main main exit road from the airport. A particular feature of the restaurant is the presence of tablet computers where customers can now use top end technology, as they enjoy their meals. Smith Deeply Frustrated At Lengthy Council Meetings Swords based Councillor Duncan Smith (Lab), has criticised the slow pace of Council business, which has seen his motion in support for the retention of the combined ambulance service within Dublin Fire Brigade fail to be discussed for the third meeting in a row. Smith told the County Leader: “So far we have had three full Council meetings, in June, September and October and I have had the same motion on the agenda for each of those meetings in support of the combined fire and ambulance service being retained in Dublin Fire Brigade. This is a matter of vital importance given the current national review of the ambulance service and the Council’s responsibility in terms of funding commitments to

While this all sounds hopeful, the wording in the National Transport Authority’s brochure about Swiftway would seem to suggest that the new service will be a permanent solution to light rail. Their wording says, “Bus Rapid Transit (BRT) seeks to emulate the service, performance quality, and amenity characteristics of a modern light rail-based transit system at a reduced cost.” There is further reference to the cost factor, which has been the defining problem all along. It says, “Construction is generally a quarter, to one third of the cost of a light rail system. The construction period for BRT is often shorter than for light rail, meaning that the benefits can be delivered sooner. It also avoids major relocation of utilities and track construction,” the quote ends. It seems quite extraordinary that an area, which houses the fastest growing population in the country, as well as an international airport, still does not have a light rail system. Swords is the third largest town in Ireland by population, which is expected to explode in the near future, and nearby Dublin Airport is experiencing massive growth. Both should, by any standard, be served by a world class transport link, which a light

rail system would provide. The burning question on the lips of many locals, is why is the southside of the city, which does not have an international airport, seem to get all the most streamlined transport projects. They already have, not one, but two light rail Luas lines, as well as a DART and mainline rail system. Why not here? While the Swiftway may be more cost effective, it certainly is not comparing like with like. The disruption factor would be far less with light rail, much of which has been planned for underground use. Local councillor, Darragh Butler (FF) has been a long time advocate of the light rail project, and has been very vocal about it slipping away. He was very specific when he told the County Leader, “BRT Swiftway cannot be accepted as a replacement or consolation prize for light rail. Whatever about Swiftway as some sort of short to medium term solution, we still need light rail, or some sort of light rail system linking Swords and the North County to Dublin Airport and Dublin City centre.” He continued, “We cannot allow a situation where LUAS and light-rail systems are good enough for the southside, but those of us in Swords have to make do with long-extended-bendy buses instead. That would simply not be acceptable and we will keep up the fight for a light rail solution for Swords and North County Dublin,” he said.

Run For Your Lives In Malahide Not satisfied with your Halloween plans this year? Malahide Castle may have something for you on the 26th October: Run For Your Lives, a 5km zombie infested obstacle course designed to mimic a zombie apocalypse. Participants begin in the ‘Quarantine Zone’ and must tackle the obstacle course to reach the ‘Safe Zone’ whilst a pack of zombies aim to prevent their survival. Survivors will run with three flags attached to a belt and will lose a flag once they encounter a zombie; the ultimate survivor will be one that outruns the zombies and completes the course with at least one flag remaining. Locals Urged To Book Theory Test From Official Websites The European Consumer Centre (ECC) in Ireland is advising consumers around the North County looking to book travel visas or driver theory tests to only use official channels, following a rise in complaints about unofficial websites offering such services. In particular, the ECC has seen an increase in complaints about websites offering to process ESTA travel visas for the U.S. Compared to figures for 2013, queries and complaints about these sites have risen by 12 per cent, with many consumers reporting that they had been charged significantly more for the service than if they had gone through official channels. In addition, websites offering to process applications for the European Health Insurance Card (EHIC) have been flagged with the ECC. The problem has also frequently arisen when consumers tried to arrange driver theory tests online, only to find that they had inadvertently booked via an unofficial website. In the majority of these cases, the traders were based out of the UK and charged inflated fees for the service. Other operators charged consumers but did not provide any service. The RSA recently posted a warning about such websites and has advised consumers to make use of the official portal in order to be certain of their booking. It is important to note that these traders often go to great lengths to present themselves as an official website, and consumers should be doubly vigilant to avoid being caught out. Some sites may appear as sponsored results in search engines and may therefore rank above the official channel. ECC Ireland strongly encourages local consumers to be prudent when looking online for visa, theory test, or EHIC applications. If in doubt, it is advisable to contact the responsible authority directly (such as the HSE, RSA, or – for visa applications – the relevant country’s embassy) to verify if the website is official.

Murphy Chases Balbriggan Harbour Renovation Local Councillor, Tony Murphy (NP), is keen for Balbriggan Harbour to be restored to its former glory. A revamped harbour would be a boost to both the community and tourism, and at a recent Council meeting, Murphy asked the Chief Executive, Paul Reid, whether a maintenance programme is in place to enable this to happen. The Council confirmed they are pursuing funds for a renovation and that an application was made for funds for Balbriggan Harbour in 2014, albeit unsuccessfully. Major improvements and repairs to Fingal harbours are made through annual applications to the Department of

Agriculture, Food and the Marine under the Fisheries, Harbours and Coastal Infrastructure Development Programme. Despite the lack of success for the 2014 application, that included a replacement dome for the lighthouse, the council will make a further application in 2015. In addition, the Council added: “The berthing charges introduced recently as provided for in the Harbour Bye-Laws provides a small fund in each harbour for waste management and repairs. It is disappointing that a sizeable number of harbour users including boat owners and those operating businesses from structures and containers on the harbour have not paid their fees.” The Council reassured Murphy that they are following this matter up with the relevant boat owners and harbour users until funding for major improvements is sourced.

Local Drivers Urged To Stay Safe On Halloween The Road Safety Authority (RSA) is appealing to parents and children from all around the North County to ‘Be Safe and Seen’ while trick-or-treating this Halloween. The RSA is urging all local road users to make road safety a priority this Halloween, as 14 children under the age of 14 have died in the first ten months of the year on Irish roads. In 2013, seven children lost their lives, meaning the number of child casualties so far this year has already exceeded the total number of child deaths in 2013. Seven of the children who died on our roads this year were

pedestrians and seven were car passengers. The RSA is also calling on drivers from all around the locality to take extra care on Halloween night and reminding all road users to be vigilant and watch out for children, especially when driving in housing estates and residential areas. “Halloween is a fun time for children and their parents. But it’s important to stay safe, especially visiting friends and neighbours when out trick-ortreating,” said Moyagh Murdock, CEO, Road Safety Authority. “Finally, we’d like to also appeal to drivers and other road users to be particularly vigilant on Halloween night, watching out for children who will be out after dark, especially when driving in residential areas,” she concluded.

Volunteer Groups Invited To Register With New Community Network The County Council Community Development Office is setting up a new way to connect with the community, voluntary and environmental sectors in the North County. This new way of linking with the community will be called the Fingal Community Network. The Fingal Community Network (FCN), will bring together all groups and organisations working on a voluntary basis in the North County. Being part of FCN will give groups the opportunity to participate at decision making and policy development level. FCN will be the main link through which the County Council will connect with the community and voluntary, social inclusion and environmental sectors. As part of this process, four Information Workshops (7.00pm to 9.30pm) will be held in

October to provide an overview of the Fingal Community Network, outline the benefits of joining and facilitate registration. One will be held on Tuesday, 28th October as a Swords/ Mid Fingal Workshop in the Carnegie Court Hotel, Swords, and another will be held on Wednesday, 29th October as a North Fingal Workshop in the Bracken Court Hotel in Balbriggan. Following registration, elections will take place at a meeting in November to select members of FCN to sit on important decision making committees of the County Council, namely the six Strategic Policy Committees – (Transport, Planning, Arts Culture Heritage & Community and Heritage, Economic Development and Enterprise, Housing, Water & Environment ), the Local Community Development Committee and the Joint Policing Committee. In order to vote in these very significant and important elections, your organisation must register with Fingal Community Network before 7th November.

Browne Anxious To Find Swords Boxing Club Headquarters Local Councillor, J.P. Browne (FG), is anxious that Swords Boxing Club finds a headquarters and is recognised for the excellent community service it provides. At the latest Council Meeting, he asked the Chief Executive, Paul Reid, to “update the committee on plans to make the Slaugh Hall

available to the Swords Boxing Club for their headquarters.” The Council confirmed that discussions are still ongoing, but proposals have been developed that recognise the excellent community service provided by the Club. “As indicated to both the Boxing Club and FIngallians GAA Club, the proposals underway represent a one-off opportunity to resolve a longstanding issue to the satisfaction of all,” the Council said.
