Hands Off Swords! County Mayor, councillor Darragh Butler (FF) is calling on Swords residents to make a submission to the new Constituency Commission before the deadline of next January, due to fears that the constituency may be divided as it was prior to the last general election. The fears have been raised due to the fact that Dublin Fingal constituency has now just slightly surpassed the population limit for a five seater constituency. The solution last time out was to divide the town of Swords, with the western part of the town becoming part of Dublin West. This led to many voters in the area feeling disenfranchised and forgotten and Butler is determined that this should not be repeated. He told the County Leader, “We cannot allow Swords to be cut in two like their disastrous decision back in 2009. We finally got it reversed in time for the recent General Election. Swords is the capital town of Fingal and I want the Constituency Commission to get the message loud and clear that we will not allow this to happen again. Swords and the environs of Rolestown, Kilsallaghan and St. Margaret’s must be kept together and must remain part of Dublin Fingal. We cannot accept parts of Swords, Rolestown, Kilsallaghan and St. Margaret’s being syphoned off to Dublin West, a

The Constitutional provisions in relation to Dáil constituencies state that the number of members shall from time to time be fixed by law, but the total number of 30,000 of the popu-

Butler explained, “As part of the Constituency Commission Statement 2016 report, we can see that the five-seat constituency of Dublin Fingal has a popular of 30.352 per TD, marginally over the limit. Accordingly we can expect that if Dublin Fingal is to remain as a five-seat constituency, we can expect some part of the constituency to be hived off to a neighbouring

Local councillor, Tom O’Leary (FG) has confirmed that the County Council are interested in acquiring a 46 acre site at Loughshinny, which he believes may turn tourism in the county on its head. The site at Drumanagh is a National Monument comprising a promontory fort, as well as a Martello tower, dating back to Napoleonic times. Some believe that it is where the Romans may have landed, which if found to be true, will have enormous consequences for heritage and tourism in the area. However, the County Council remained tight-lipped about the proposed purchase of the site, said to be worth €1 million. A spokesman for Fingal County Council

confirmed that they ‘were interested in acquiring the site, but no deal has been completed’. An excited O’Leary told the County Leader, “I’m delighted that the County Council are interested in the site at Drumanagh at Loughshinny, with a view to purchasing it. This has been ongoing since I was on the Council, when the former County Manager, David O’Connor was trying to acquire the land. He was very excited at the prospect that this historical site might actually

have been the site where the Romans possibly may have landed here.” “This, of course needs to be properly investigated, but if it’s true, it is likely to be a monument of national and international importance. It needs to be carefully examined and, who knows, we may end up having an Interpretative Centre here. Dividing the residents of Park Avenue on Brackenstown Road, where they could not vote in the polling station across the road from them and had to go to River Valley to cast their votes was appalling and must not happen again,” said Butler. “They carry out a boundary review after each election and we managed to have the last change reversed mainly through people power. We ran a campaign and we got hundreds of submissions in to the Commission saying that Swords must be reunited. I want to prevent them coming up with some ill-thought out solution to this problem. We need hundreds of submission calling for ‘Hands Off Swords’, which hopefully will make them see sense,” he concluded.

Council Honours Rush Scout’s Heroic Deed County Mayor, Cllr Darragh Butler made a special presentation to Mollie Tamara Powell, a member of 38th Dublin Rush Scouts, for her part in the rescue of a drowning boy while on holiday in Turkey this summer. The 16-year-old from Rush, together with Sean Thompson from Wexford, a member of the 6th Wexford Sea Scouts, dived 20ft into the Dim Cay River in Mahmutlar, Turkey, when they saw a local boy sinking into the water. They swam to his aid, pulled him from the water and had

cleared his airways in preparation for CPR when a nurse took over. The boy was taken to hospital and has since recovered. At the October monthly meeting of the Council, Mollie and her family, together with members of the 38th Dublin Rush Scouts, gathered in the Council Chamber to hear the Mayor and other councillors praise her heroic actions and observe that her training as a scout had proved extremely beneficial in this instance. Loreto College Swords have won the brand new PDST ‘Wellread National Award’. This is a national initiative designed and organised by the Professional Development Service for Teachers (PDST). It aims to create Heightened Awareness about the importance of creating a Culture of Reading in school communities for young people, as part of their personal and

academic development. Loreto Swords have been awarded a flag and certificate for their hard work in involving all relevant stakeholders who impact on student learning, including students, teachers, ancillary staff, parents, board of management and the wider community in a range of reading and associated activities. They have explicitly fostered and

nurtured a reading culture in their school, which will bring an overall improvement in students’ literacy skills in a fun and engaging way. They are the only school in the North County to have been given this award. The winning team was comprised of twins, Kaya Connolly and Keava Connolly, Emma Campbell and Chloe Furley.

Donabate Man Wins Big In Berlin Donabate man, Mick Lynham (31) represented Ireland at the European Digital Communications Awards on Thursday, 29th September in Berlin. He was shortlisted for an award out of over 700 digital projects. Lynham, who works for Trinity College Dublin recently graduated from the Dublin City University where he completed a MSc. in Digital Marketing. The Digital Communications Awards are sponsored by Quadriga University of Applied Sciences and have been held annually since 2011. For an indication of how highly regarded the awards are, you need look no further than the exceptional campaigns and participants shortlisted in the various categories from the Ministry for Foreign Affairs of Finland, Game of Thrones campaign by British TV channel Sky, Vodafone, Audi, UN, as well as entries from several prominent marketing communications agencies. Fingal County Council joined with Action Ireland Trust and the Embassy of Lesotho in Ireland at a recent event in Portmarnock Golf Links Hotel to mark the the recent success of students from Portmarnock Community School who received the Silver Medal at The SAGE (Students for the Advancement of Global Entrepreneurship) World Cup in Manila. They presented a prototype application for an emergency call out service for emerging economies. Students Colin Mc Andrew, Emma Ford, Ravi Gollapalali and Anbu Sundaravadaivelu were congratulated at the event for their achievements. The event also marked the 50th anniversary of the Kingdom of Lesotho’s independence from Britain in 1966. The event’s keynote speaker was Minister of State for Diaspora and Overseas Aid, Joe McHugh TD. Also present were Lesotho Ambassador to Ireland, HE Paramente Phamotse, Councillor Brian McDonagh deputising for the County Mayor, Action Ireland Trust CEO, Francis Whelan and Principal of Portmarnock Community School, Eithne Deeney. In recent years, Fingal County Council have partnered with Action Ireland Trust to put in place a Planning and Mapping project for The Kingdom of Lesotho. Nominations Deadline For Balbriggan Town Awards Approaches Balbriggan Community Liaison Committee are in the process of presenting the Balbriggan Town Awards 2016. The Awards have been a great success over the years and have had the support of the wider community. The Balbriggan Community Liaison Committee comprises local community and business representative groups working together with elected members of the Balbriggan area. It is supported by Fingal County Council to provide a forum where local issues are regularly raised and reviewed. The Balbriggan Town Awards provide an ideal opportunity for the community in Balbriggan to nominate people who deserve recognition of their achievements in the areas of Community, Business, Sport, Art and Culture. The Awards are aimed at recognising people who have represented the community on a local, national or international scale, people who provide support to others on a voluntary basis, charitable works, artistic or sporting achievement or business success. Demand For Compensation For Revenue Loss Local councillor, Malachy Quinn (SF) has received confirmation from his Dail colleagues Eoin O Broin TD and Maurice Quinlivan TD that local authorities adversely affected by last year’s Global Valuation for rates will not be compensated by Central Government for Cllr. Malachy Quinn their losses next year. Speaking to the County Leader, Cllr Quinn said: “This is an absolute disgrace. Last year’s revaluation mainly benefited large and highly profitable companies such as Vodafone which earned €60 million in pre-tax profits in 2015. Although last year, Fingal was not affected by the Global Valuations, this will see an estimated €5.6 million reduction in rates to Fingal. It is expected this figure will not be compensated by Central Government” He went on to say; “Last year, the Department of Environment made arrangements for compensation of a payment of €16.65m to be distributed to other affected local authorities to cover some of the losses. That only covered 72 per cent of the adjustment but that was at least a cushion. This year the Minister has stated there will be no compensation.” “The figures for the expected loss for Fingal of €5.6 million is staggering, with more small businesses struggling to survive in our towns and villages, it is unbelievable that large utility companies are being facilitated to increase their large profits at the expense of ordinary people and small business,” he added. “Minister Coveney needs to immediately reverse this position and ensure that all Local Authorities adversely affected are compensated accordingly. Moreover it is time now to look at a more progressive rates system,” concluded Quinn.

Malahide School Approved For New Building Local Fine Gael TD, Alan Farrell is delighted with the announcement that St. Oliver Plunkett’s National School in Malahide has been given the go ahead to proceed to tender for their new school building.

By Patrick Finnegan He told the County Leader, “I am delighted with confirmation from the Department of Education and Skills, that St. Oliver Plunkett’s National School in Malahide has finally been approved to go to tender.” “This is great news for my old school. Shortly after I started school here, prefabs started popping up and the old 1985 building opened up while I was at school here. This school has grown so much over the years that it can’t get any bigger. Currently there are 35 classrooms, making it one of the largest national schools in the country.” “This three storey, down to one storey school will

start once the tender process is completed and we can expect to see children attending junior infants in a brand new building in September of 2019, although because of the nature of the development, part of the new building will actually open long before that. They have to knock down one part to build the other. This is the culmination of the tireless work of Tony Healy who only retired a few years ago and the continuation of his work carried on by current principal, Claire O’Connor as well as the parents throughout the decades,” he said. Farrell continued, “I can assure everyone that this is desperately required and the fact that the school has been given permission to go to tender is a huge step in the right direction and I sincerely hope that this particular school now gets its brand new school on my watch,” he said. “Another great advantage is that the new school will now have the capacity to offer its hall in a much easier and flexible way than was the case up to now. Nine Cub Scouts from Tonnta Pack in Malahide Sea Scouts were presented with their Chief Scouts Award by their County Commissioner, Ian Redmond at their recent meeting. The Chef Scouts Award is the culmination of over twelve months work for the cubs and their leaders, where their Scouting skills were pushed to new limits. The tasks undertaken were Sailing and

Canoeing, Cooking , Backwoods, Tracking and Camping as well as a 10 kilometre hike. Speaking at the presentation, Cub Scout leader, Leigh Hazzard praised the cubs for the manner and enthusiasm with which the undertook the various tasks. Each Cub Scout was presented with their Chief Scouts award badge and in Malahide tradition

Swords based accountancy firm, McInerney Saunders hosted their Budget Day analysis on Tuesday, 11th October, just 2 hours after Budget 2017 was delivered by Minister Noonan, at the Clayton Hotel, Dublin Airport. Harrington Departs Empire Shockwaves echoed around the Food and Beverage Industry in the North County, as veteran Jerry Harrington, known for his uncanny ability to turn around ailing businesses, while still delivering Jerry Harrington top end client service, confirmed he has permanently exited his role with Empire, Swords. Affable Harrington, had been with the Group since its opening in December 2014, and orchestrated it through its meteoric rise to become one of the premier North Dublin venues, with the largest footfall in the North County. Catching up with Jerry prior to his departure to New York for a well earned rest, he said, “I am extraordinarily proud of what myself and the team that I have built at Empire have achieved, it truly is something special, but I’m excited for new adventures’,” he said. When pressed on what his next endeavour would be, Harrington only commented that while he has been approached by a number of key players, he is remaining open minded and evaluating all options. “I’m looking for the ideal synergy between my experience as a change agent and my passion for delivering above the line experiences. I will take my time to find the best fit for both myself and my future partner/employers,” he said. Swords Company Analyses Budget

The much anticipated Budget 2017 has arrived and TaxAssist Accountants in Swords have analysed some of the key points and how they will affect local residents. With three quarters of the €1.3bn available going on spending the result will be small, incremental tax savings for almost everyone. The self-employed fared OK. Whilst improved access to social welfare benefits and reduced Capital Gains Tax rates are to be welcomed, the promised realignment of tax credits with our counterparts in the PAYE sector fell short at just €400 against the €550 promised. Our summary looks at all the need to know measures for business owners, the self-employed and landlords.

The 11 per cent rate for self-employed income over €1OOk remains in place also. Increased tax credit for the self employed means €400 tax saving. The event was held to recognise and celebrate students’ achievements. There was a great atmosphere around as past and present students, joined by family and friends and centre staff came together for the presentation. Over the evening, students received seven sets of awards / certificates for courses and programmes they participated in during 2015 / 2016. These courses and programmes included QQI, Manual Handling, Food Safety, Job Seeking skills, Teenagers and Guards, the President’s Gaisce Bronze Award and Foróige Drug Education programme. Jigsaw hosted a cinema extravaganza, in the Bracken Court Hotel, Balbriggan, for the transition year students from the local secondary schools and Youthreach students. Local TDs, councillors, teachers, family, youth and support organisations, were invited to attend the screening, and to launch the calendar of events for the week. The production, “Little Miss Sunshine” was screened to an audience of about 300, who were invited to enjoy the event as a typical activity that helps mind mental health. They were also asked to consider the film from the perspective of one of the principal characters, and how the events that unfold through the film might have impacted on their wellbeing. The Jigsaw Youth Advisory Group, through the month of September, prepared a short drama, to promote discussions about mental health, and raise awareness of good help seeking practices. The first performance of the drama took place in the “Outhouse” LGBT community and resource centre on Capel Street Dublin, on Saturday 8th October. On Wednesday 12th October, Jigsaw organised a “Harry Potter” themed

table quiz for the secondary school junior cycle students, from all the schools in the Jigsaw catchment area. This proved to be popular with the young people. The event was hosted by Donabate Community School, and was very well attended by schools in the North County area. First prize went to the team from Lusk Community College. The 10th Annual Valley Walk in aid of the Irish Cancer Society took place around River Valley on Saturday, 8th October and was attended, as usual, by a large gathering of local residents and others who came from further afield. This was the 10th year of the walk, which is getting bigger by the year. Council Confirm Interest In Loughshinny Site

Relief At Completion Of County Development Plan The time consuming an arduous County Development Plan reached its conclusion last Friday evening, much to the relief of councillors Paul Reid and County Council staff, who worked tirelessly for many weeks to bring it to its successful conclusion. Chief Executive of Fingal County Council, Paul Reid is delighted with the progress that the County Development Plan has made, the first under his tenure as Chief Executive. He told the County Leader, “A key process for us is the setting up of a strategic vision for the future of Fingal and this process sets out the best utilisation of our land to support housing, economic development and tourism and the importance of farming and agriculture in Fingal,” he said. “It’s key in terms of supporting business, food projects, agriculture, housing and economic progression. I’m extremely happy with the thorough engagement that the plan is getting from the elected members and also the great work put in by Fingal County Council staff in terms of bringing forward plans for the consideration of the elected members,” he concluded. County Mayor, Cllr Darragh Butler was equally enthusiastic about the Development Plan. He said, “We have now completed the seven meetings which were scheduled and we have endured late nights in the process. The cut-off date for completion of the Plan was midnight last Friday and we have gone through everything that was on the agenda, including 607 motions in total. I was hoping that we could finish off business in four meetings, but it took seven to complete the job. As mayor, it has been a great experience for me to chair the meetings and I must pay tribute to the Council staff who have been brilliant, having to deal with 607 motions. The deadline for submitting the motion was only a few weeks ago and they’ve had to examine all the motions and prepare reports and be able to present the reports to us when they comes before the floor for decisions. They deserve great credit for their efforts,” he said. Butler also thanked his fellow councillors, who have tested him thoroughly throughout the process. Members of the public have made submissions and based on these submissions, we have been able to have motions to put things in and take things out, based on what the public needs. The plan will now go on display and there will be one more stage where we will get more submissions from the public, where amendments can be taken out. The big decision for Swords in the Development Plan revolves around the development of 6,000 housing units at Lissenhall. Lissenhall is also set to be not only the main focus of this development plan for Swords, but also the next one. The future growth of Swords needs to be controlled in an organised strategic manner and that the northern end of the town becomes the natural terminus for Metro North. We want Metro to come to Lissenhall, through Swords. And I will be arguing for the original Metro North to be reinstated, not the Metro Light that has been agreed,” he said.
