DAA And Airlines At Loggerheads Over Charges The decision of the Commission for Aviation Regulation (CAR), the independent body that sets maximum charges at Dublin Airport to reduce airport charges at Dublin Airport, has been given a mixed reception. Dublin Airport Authority (DAA) is disappointed with the Commission’s final determination on Dublin Airport’s charges for 2015-2019, which was published recently. This is in stark contrast to airline companies, who have given the thumbs up to the Commission’s decision. Speaking to the County Leader, Chief Executive of DAA Kevin Toland said, “DAA had planned to keep airport charges flat over the next five years. This would have the effect of stimulating passenger growth, while prudently investing in key areas to facilitate that expansion, and further improve the passenger experience at Dublin Airport.” “Instead, CAR has opted for an unsustainable 19 per cent reduction in airport charges over the next five years. CAR’s final determination is merely a minor adjustment to its flawed draft determination issued

earlier this year.” “Charges at Dublin Airport are already 22 per cent lower than the average airport charge at our European peers, and a further 19 per cent reduction, as suggested by the regulator, is unwarranted,” said Toland. “The aviation regulator has refused to sanction more than €100 million worth of neces-
sary improvements, that would maximise the growth opportunities at Dublin Airport, upgrade the passenger experience in the older parts of the airport, and deliver the most efficient use of the airfield in a safe and secure manner,” he
concluded. This reaction was in stark contrast to that expressed by airline chiefs at Dublin Airport. Alan Sparling, Managing Director of Airline Sales & Marketing Ltd, an airline representative company based in North County Dublin, told the County Leader, “It is a balancing act to ensure an airport authority receives income to invest in upgrading its facilities, while at the same time the charges imposed by airport authorities do have an overall effect on the total ticket price a traveller pays. I believe the Commission for Aviation Regulation’s decision to reduce the airport’s charges for 2015-2019 by 19 per cent is a positive step, which should help attract an increase in passenger numbers, which in turn should generate even more investment revenue for the DAA.” In our efforts to contact Ryanair, there was nobody from the company available to speak to us. New Regulation May Lead To Higher Rents The recent announcement by the Central Bank, which regulates the amount which banks can lend for mortgages, is claimed to have an effect on the local housing market.
By Patrick Finnegan The regulation limits banks and mortgage companies to lending a maximum of 80 per cent of the mortgage, leaving the buyer to stump up a deposit of 20 per cent. It is hoped that this will cool the overheating local property market, but will make it more difficult for “It means that people will stay at home longer, or first-time buyers to get a mortgage. voluntary agreement between the Government and the insurance providers, along the lines of the Declined Cases Agreement which operates in the motor insurance industry. “Such an agreement in relation to home insurance would ensure that, where insurance has been refused by three companies, the first company which was approached would be obliged to provide a homeowner with a quote. A committee would be established to administer this agreement and ensure that quotes provided are not made excessively expensive by the provider as a means of refusal,” Farrell explained.

Skerries Teachers Bring Book Characters To Life Skerries Community College resembled a scene from a Hollywood film set on Friday last, with teachers going about their business, dressed up for the day in the costumes of their favourite book characters. This novel idea came about, as part of the Drop Everything and Read Week, when English teachers decided to dress up as literary figures, bringing their favourite books to life, much to the delight of the students. They dressed as book
characters, or literary people, or even the book title itself. Characters ranged from Lady Macbeth, to James Bond, to Joxer Daly and many more. The imaginative and colourful costumes set the tone for the day. The idea originated when the English department came together with school librarian, Fiona Spellman, which culminated in a competition for the students, where they had to guess which character was being portrayed. Fiona Spellman said, “It brings the book and the characters to the students’ eyes and helps them to relate to the characters. Next year the hope is that the History department and the students themselves will take part

Busy Times For North County Macra Club North County Dublin Macra have been very busy of late. Recently, the local club proudly donated €800 to Bone Marrow for Leukaemia Trust last month. The group worked hard as a club all year to raise this money, doing a wide range of fundraising events and the hard work really paid off. This money will go to help patients and their families, which will go towards providing families with comfortable accommodation during what can be a costly time for many families around the locality and beyond. The accommodation means one less worry, and leaves them to focus on the well-being of their child. The club also took part in Dublin’s county round for bowling, and qualified for the national round, which takes place on the 9th of November. In preparation for this, they will be going bowling in Coolock on the 19th of October. Everybody is very welcome to come and join in.
33D Bus Service Must Be Retained - Mulville Paul Mulville, Independent councillor for the Swords local electoral area, has called on Dublin Bus to retain the popular and heavily used 33d bus service, a direct bus service between Portrane and Donabate and the city centre via the Port Tunnel. “Workers in the Portrane and Donabate area, who commute to the city centre, are concerned and angered at rumours the 33d bus service is going to be scrapped and amalgamated with the existing 33b service,” he said. “Even though there is only one bus in the

If it were amalgamated with the 33B it would be diverted to go through Swords, adding to the journey time. Dublin Bus should not be considering scrapping the service, but in fact expanding and improving it,” he continued. “It would be a short-sighted and retrograde step for the people of Donabate and Portrane were Dublin Bus to scrap this vital 33D service bus service. I am calling on the bus company to re-assure their customers that this will not happen,” Mulville concluded.

The Council replied with some positive news however, and explained that the Chief Executive met with the head of Fáilte Ireland, Shaun Quinn just last month to discuss existing strategies and to inform him of the County Council’s intent to develop a new Tourism Strategy for the North County. “Fáilte Ireland are now conscious of the potential that the North County offers the tourism experience in the region overall, and are aware of the future requirements to promote the locality,” the Council said.
Mists Of Sense Require Fierce Poesy – A Review The survival of crisis is explored by Gloria D Gonsalves in her latest anthology - a series of short, yet moving texts. She confronts her own struggles of adulthood, love, life, loss and betrayal alongside her response to global issues of assault, prejudice and war with refreshing aplomb. No problem is too large or small, her responses startlingly honest. This anthology is a series of thoughts from the author: it does not preach, nor does it provide solutions, instead, it illustrates her feelings and frustrations towards international troubles, and struggles that are personal and relevant to us all. She is frank and beautifully truthful on her own experiences, not shying away from intimate problems she has fought to overcome. This is not an
attempt to change the world, but an attempt to draw focus to small problems we all face and larger global problems we should all notice. It is a reassurance that grief is not a weakness, and proof that no matter the size of your trouble and the struggle to get through it, you can survive. By Jemma Came Mists of Sense Require Fierce Poesy is an engaging and thoughtprovoking read that is emotional but not without humour. Each story is purposeful and concise without unnecessary metaphors and ‘fluff’, creating a fresh approach to p o e t r y t h a t appeals to all.

Local Community Hero Groups To Receive Grants

Skerries School Holds Student Elections This month, the children of Skerries Educate Together elected their Student Council. Children from all the classes were given the opportunity to come forward for nomination on the council. In teacher Lauren’s 1st class, plenty of the students were keen to be on the student council to see various issues in the school solved. For example, a lot of the candidates would have liked to have more playground equipment in yard. Finn Moore Forbes was the overall winner. Then in the second 1st class, many children wanted to represent their class in the Student Council also. Sean Greene, was chosen to represent his class on the council in the
end. In 2nd class, Brandon Power, won the place on the Student Council. He said, ‘I think it will be fun and exciting! Then, in the 3rd and 4th classes, Jessica Hogan was chosen to represent her class in the Student Council. Thirteen people in 4th class were hoping to represent their class on the Student Council. Each one of them made a small speech, explaining why they thought the class should vote for them. The overall winner was Kate Hogan. There were nineteen people in 5th class who wanted to be on the Student Council. It was a tiebreaker between Sean Greene and Caelan Nolan with Caelan being the winner. Finally, in 6th class, two candidates wanted to be elected, Ellen Heffernan and Nova Hogan. It was close, but in the end, Nova won. The new Student Council had their first meeting last week, and they have lots of ideas for the coming year.
The waiting for local charities and community groups is finally over, as Dublin Bus announced the 86 recipients of this year’s Dublin Bus Community Spirit Awards at a special recognition ceremony recently. The Community Spirit Awards honours heroes in their own communities – charities and voluntary groups with much needed grants of €1,000, €2,000 and €5,000 allowing them to develop new projects, grow services and help raise community spirit. Some of the local community hero groups from the North County area, who were awarded grants include: The Laura Brennan Charitable Trust, a charity which supports children up to eighteen years of age who may be suffering from serious, life threatening or life limiting illnesses; Nurture which offers timely and affordable professional counselling and supports surrounding pregnancy and childbirth mental health illnesses to women, their partners and families; Baldoyle Boxing Club which has been providing a much needed sporting outlet to the local community since its establishment 31 years ago and Snowflakes Autism Support, based in Swords, a charity which support families who are affected by autism, so far they have provided a service for over 300 families around the North County and beyond. The Laura Brennan Charitable Trust will use this much needed financial support to continue to give help to children and their families who are suffering from life threatening illness. Baldoyle Boxing Club will now be in a position to carry out repairs to a local building offered to it by the County Council for a 25 year lease and Snowflakes Autism Support will be able to provide occupational speech therapy and counselling services for a full year.

The early childhood years is the most important development stage for a child, as the experiences he/she has in the first few years set the foundations for relationships and learning throughout their lives. When working with children, having an understanding of child development is essential, allowing the teacher to understand the emotional, physical and educational growth that children go through from childhood to adulthood. Portobello Institute, Ireland’s leading educator in childcare has been delivering part-time and full time Montessori Training courses for over 25 years and for autumn, it will deliver Early Years Care and
Education courses in Dublin city centre and Swords. Choose from Montessori Training, Special Needs or Childcare disciplines. Throughout the Montessori course you will learn to develop your skills in Early Learning, Childhood Literacy and numeracy, and Early Childhood Arts and Culture. The exercises and materials used in the classroom environment cater towards the senses developing the child’s concentration and motor skills. Learners can then progress onto part two of the Early Years programme to achieve a complete common award in Early Years Care and Education. Further progression in this sector can be
achieved through their new London Metropolitan BA Hons degree in Early Childhood Studies which can be studied either full time or
times a week to maintain her Dan grade achievement. Rachel trains regularly, but also finds the time to fit in seminars and competitions that are run by Hokubu Dojo for its students, along with her regular schoolwork, which is a great achievement for the 5th year student of St Finian’s Community School. Black belt diplomas were also presented at the end of term to Philip Kennedy and Marie Reynolds. Taking place from 20th – 24th October, ‘Best Will in the World Week 2014’ will see participating solicitors offering will consultations around the North County for a flat fee of €50 to people considering making a will or amending an existing one. Organised by MyLegacy, which is an umbrella group of over seven of Ireland’s favourite charities, the campaign encourages people to avail of expert, impartial and independent advice on the importance of making a will, while also asking people to consider leaving a gift to charity. Research commissioned by MyLegacy, has revealed that one in three Irish people include a gift to a children’s charity in their will. “A lot of people have spoken to me about making a Will,” said solicitor, Liam R. Fitzgerald, based in Lusk. “Their initial thought was that because they were not wealthy there was no point in making a will. However after talking with them it turned out that, not unlike a lot of people in Lusk, they had a house and young children. This is when I explained to them the importance of appointing somebody to look after the children and the importance of giving somebody the power to deal with the costs of bringing up those children i.e. guardians and trustees of the children. This is when the people I spoke to realised the importance of making a will.” The importance of making a will cannot be over emphasised. A will is probably one of the most important documents during your lifetime, espe-

cially if you want to leave some of your inheritance to a special person, charity or other organisation. As many as one-third of pensioners have not made a will. It is important to consider and make plans for the future of your home and assets when you pass on. Leaving a gift in your will to your favourite charity or a worthy nonprofit organisation is a simple and wonderfully fulfilling experience. A legacy to a charity that means something particularly special to you will be so much appreciated, a lovely tribute to your memory. It is important if leaving a legacy to a charity, to clearly state the correct business name and their address and the amount (if specified) in the will. Leaving a gift in your will to your favourite charity is a simple and wonderfully fulfilling experience. So what exactly is a will, and what is required to make one? A will is a simple document which must be in writing (not on CD or DVD) clearly stating the wishes of that person regarding their estate / assets in the case of their death. The person must be of sound mind when completing and signing the document. The Will must also be signed and witnessed by two people (other than people who are set to gain from the will). It is usually advisable that the witnesses be independent. If it is the case that the witnesses are family members, the will is still considered valid, although it is worth noting that the family members may lose out if they are to benefit from the will. Wills can also be used to make charitable donations, to opt in or out of organ donation, to specify funeral arrangements, and most importantly, make sure your child is raised by the people you think would do the best job. a will, you cannot assume that your children will be looked after by your relatives or friends when you pass away. They may be placed with a relative you do not approve of, or if no blood relative or friend steps in, placed into care. The only guarantee they will be looked after how you would like after your death, is to clearly state your wishes in a will and to discuss them with your chosen guardian. It is possible to change your will as many times as you like. However, it is very important to either destroy the old one, or amend the original. after an elderly woman was threatened with a screwdriver, and dragged from her car at Donabate Golf Club. The man hijacked the woman’s a Honda Jazz car. Reports suggest that the hijacked car then sped off in a erratic manner, before smashing straight into the oncoming car on
Hearse Road. The carjacker received serious head and leg injuries and is reported to be fighting for his life n Beaumont Hospital. The woman, a Donabate local and her son, as well as the carjacker, had to be cut from the wreckage. The woman is reported to have suffered serious leg
injuries, while the toddler suffered a broken shoulder, as well as face and chest injuries. Both are said to be in a stable condition, with non-life threatening injuries. The carjacker, has 75 previous convictions and was banned from driving for 15 years in February 2010.
DAA And Airlines At Loggerheads Over Charges Continued from page 1 company, whose spokesperson said, “The decision rules that passenger charges at the airport must be cut by 4.2 per cent a-year, between now and 2019. Its determination means that the maximum that the DAA can charge airlines for each passenger will be cut to €10.30 next year, from its current level of €10.68. “From then until 2019, the cap as it is known, will fall to €8.68, a total reduction of 18.7 per cent over five years. Airlines pass the charges on to their customers, a reduction in these costs gives them scope to pass on the savings.” The DAA claims that “the regulator has also decided to delay the delivery of the new parallel runway at Dublin Airport beyond the next five years.” This, they claim will leave Ireland at a significant
disadvantage to other western European countries that have runway capacity to accommodate new long haul routes to the Far East. Previously, the construction of a second runway will be funded once passenger numbers reach 23.5 million - which will be in 2018, according to CAR’s estimates. But the regulator has increased that threshold to 25 million passengers per year, pushing the delivery of a new runway into the next decade.” “Access to new and emerging markets in the Far East is vital for the Irish economy and for the tourism sector, but CAR mistakenly believes that it makes sense to postpone Ireland’s ability to offer direct connections to these vital locations,” Toland said. Despite our best efforts, there was nobody available at Aer Lingus to take our call.

The seminar is designed to showcase the North County’s rich archaeological and built heritage and its potential as a community and tourism resource, to look at successful initiatives elsewhere and to ask what we can do in the current national and regional context to develop these ideas within the North County. The seminar is aimed at those interested in developing heritage-based community and tourism product, providing a unique opportunity for stakeholders to network. The welcome will be provided by County Mayor, Councillor Mags Murray and will be followed by opening remarks from Fingal County Council’s Chief Executive Paul Reid. The first session will

Juncker Drops the Ball Throughout the confirmation hearings, the deal between the two big groupings in parliament continues to hold. They had some close calls, but succeeded in getting their people across the line. Some candidates whom it was expected would face difficulties, managed to come safely through the process. This resulted in part from good homework, connectivity with MEPs and the ‘what if’ factor. Candidates such as the UK’s Lord Hill (Financial Stability, Financial Services, Capital Markets Union) and France’s Pierre Moscovici (Economic and Financial Affairs, Taxation), while in difficulty perhaps were geographically too strategic to get the thumps down. Their success is a reflection of how their nominating countries may have responded should they have been rejected. The Hungarian Tibor Nauracsis (Education,
By Cathal Boland Culture and Citizenship) ran into problems and is set to lose at least the Citizenship element from his job. The controversial Alenka Bratusek, former Slovenian Prime Minister, ran into serious difficulties in the course of her hearing. Bratusek lost power in this year’s general election. As interim head of government, she added her name to a panel of four Slovenian Commission nominees from which Juncker choose Bratusek, nominating her for the prestigious role of a Vice President for Energy Union. Her performance at the committee was very poor, this resulted in the MEPs refusal to endorse her for the role while also rejecting her as a Commissioner. Last Thursday, she bowed to the inevitable and withdrew her nomination. Slovenian MEP since 2009, Socialist Tanja Fajon, is now
14.10.2014
Advertising Feature tipped to be her country’ss replacement nominee. This will not go down well with ALDE, the Liberal group in parliament, of which Bratusek was a member. Both the EPP and PES parties have expressed support for Fajon and suggest that they would back her as a direct replacement for Brattusek. But the nomination is now in the hands of the current Slovenian Government whose PM had favoured their outgoing Commissioner to continue for a third term. The Vice President for Energy Union position is seen as important, as it is to be the supervising VP for the Spaniard Miguel Arias Cañete, whom many in the Parliament hold unsuitable for his role as Climate action and Energy Commissioner. To enable his adoption Juncker had to add Sustainability to the role of Frans Timmermans the Dutch Commissioner and Juncker’s senior VP. Before ratification by Parliament of the full Commission on the 22nd next, Juncker now has to evaluate his team and make running repairs before his Commission takes office on the 1st November.

Call For Women To Take Free Breast Screening BreastCheck, the National Breast Screening Programme encourages all women aged 50 to 64 to please go for their free mammogram when invited. The aim of BreastCheck is to find breast cancers at the earliest possible stage. The earlier a breast cancer is found, the easier it is to treat. By finding and treating breast cancers early, we can help reduce the number of women who die from breast cancer in Ireland every year. Dr Ann O’Doherty, Clinical Director of BreastCheck said: “The only way BreastCheck can be successful is for women to play their part and go for their mammogram when invited. BreastCheck is currently available for women aged 50-64 yet the number of women taking part in the programme is falling every year. In particular, we are concerned that women in their early 50s are becoming more likely to miss their appointments.” The BreastCheck programme began in February 2000 and has provided over 1.2 million mammograms to over 450,500 women and detected over 7,400 cancers. It is through a regular mammogram every two years that BreastCheck will deliver the most benefit to the women screened. Every woman in Ireland aged between 50 and 64, no matter where she lives, can be part of BreastCheck. They would urge every woman to put her own health first and to avail of a free mammogram, when invited, as it could save her life. The thought of a mammogram can be scary and a cause for worry but the vast majority of women screened are found to be perfectly fine.A BreastCheck appointment only takes 30 minutes. It’s quick, it’s easy and it’s free. Be part of the programme. To find out more, freephone: 1800 45 45 55.

International Credit Union Day is an annual international celebration of the Credit Union and the part it plays in the improvement of communities and the lives of members. Since 1948, the day has been celebrated internationally every October, and this year’s theme is ‘Local Service, Global Good’, reinforcing the principle at the core of the Credit Union – service to members and social responsibility. Credit unions are unique because they are not-for-profit, democratically controlled by a board of directors and a board oversight committee, and they are a memberowned co-operative. Credit unions pool their members’ assets to provide lowcost loans and other financial services in the best interest of the members. Being an institute that is founded and owned by the local community, they continue to provide funding to many community groups and societies. What Is A Credit Union? A Credit Union is a group of people who save together and lend to each other at a fair and reasonable rate of interest. Credit Unions are non-sectarian and non-political, non-profit and continue that Irish tradition of co-operative self help. They offer members the chance to have control over their own finances, by making their own savings work for them. When you become a member and start saving with them, you will have access to fair and reasonable rates on savings and loans. The Credit Union exists only to serve its members — not to profit from their needs.
How Does A Credit Union Differ From A Bank? A Credit Union acts just like a bank, providing all of the same services: checking, savings, mortgage lending, car loans, business loans

and more. The one distinguishing factor is that Credit Unions are non-profit institutions. They are not beholden to shareholders, so when they make a profit, they don’t give that to shareholders. Instead, they return that profit to members in the form of lower fees and better service.
Why Should You Join? Not least to avail of all the great services your Credit Union will have on offer: saving schemes, loan options, insurance offers, financial advice and more, you get a personal, community service that you would not usually get in a bank. Chances are will know and be very familiar with those running your local Credit Union and have that accountability factor with them. Malahide Credit Union Hosts Kenyan Delegation Recently, Malahide Credit Union hosted a delegation of credit union leaders, representing the Kenyan credit union movement. Malahide Credit Union in partnership with the Irish League of Credit Unions Foundation, which is the charitable arm of the Irish credit union movement, welcomed the overseas delegates to share in the experiences of credit unions in Ireland. The ILCU
Foundation provides financial and technical assistance to help strengthen credit union movements overseas. The ultimate aim of the foundation is to alleviate poverty by providing access to financial services in some of the most rural parts of the world - in particular, Africa. Speaking at the event, Vivienne Keavey said: “I am pleased to support the study tour, organised
by the ILCU Foundation, which is a long established partner of Malahide Credit Union. Through this partnership, Malahide Credit Union can provide the visiting delegates with vast knowledge of credit union operations.” Julius Owino, Director of the Kenyan Union of Savings and Credit Co-operatives, added: “This is an excellent opportunity to learn and share from the Irish Credit Union movement. Volunteers Needed For Coastal Survey Coastwatch is a voluntary organisation based in Dublin, with branches in many European coastal countries, which monitors developments along the coastline. Each autumn, it carries out a survey of the coastline, with the help of volunteers who are asked to do a survey. North County Dublin is particularly fortunate in the beauty and variety of its
coastline with sandy beaches, estuaries and cliffs, which are a great resource for residents and visitors, as well as providing breeding grounds for a great range of wildlife. This survey provides the public and the authorities with valuable, first hand information about the state of plant and animal life in our coastal zone, as well as information about pollution
Beat The Burglar This Winter As winter is fast approaching, the Gardai have issued some very valuable advice regarding how to beat the burglar. They emphasised certain facts about the activities of burglars in winter. These include the fact that burglaries increase by 25 per cent. Over 40 per cent of burglaries in winter occur between 5pm and 11pm. In 20 per cent of burglaries, entry is through an unsecured door or window. Jewellery and cash are the most
and changing patterns of erosion and deposition. This is important for the use of bathing waters and harvesting of fish and shellfish which have implications for the economy and people’s health. If you would like to help and enjoy a healthy stroll along the shore in this lovely autumn weather, look up www.coastwatch.org where you will find details of how to go about it. There are also details of regional coordinators, who you can contact for help, training and materials.

common articles stolen. Another startling fact is that there were over 200 cases, where car keys were ‘fished’ through the letterbox in the past year. Key tips in keeping burglars at bay include, securing all doors and windows. Light up your home and use timer switches when out. Store keys safely and away from windows and letterboxes. Carbon Monoxide Warning The Irish Chief Fire Officers Association (CFOA) is urging householders in the North County and beyond, to be aware of the dangers associated with carbon monoxide (CO) build-up in the home. They want to continue to raise public awareness of the causes, symptoms, prevention and protection measures for the highly poisonous gas which can kill in minutes. Seamus Murphy, Chairperson of the CFOA explained that carbon monoxide is one of the leading causes of poisoning deaths throughout the world. “The potentially deadly gas can build up to dangerous concentrations indoors when fuel-burning devices are not properly vented, operated or maintained. Because it has no odour, colour or taste, CO cannot be detected by our senses. Symptoms associated with exposure to CO include a mild headache, dizziness, nausea, vomiting, fatigue and drowsiness,” he said.
