Mixed News For Oberstown

Last week, Oberstown Detention facility for Young Offenders, outside Lusk was in the news for both positive and negative reasons. Three teens escaped the Oberstown Detention facility, just hours after the Oberstown Chair, Professor Ursula Kilkelly launched a new pathway for youth detention in Ireland Oberstown: Building the Future. This event was attended by the Minister for Children and Youth Affairs, Katherine Zappone, and experts from across the youth detention and justice sector. It was held to mark the first anniversary in June of the Children’s Detention Campus as a single facility providing a unique

By Rachel Wallace system of care, health and education in Ireland. This progressive talk was aimed at discussing reform at the centre and strategic goals for the future of the facility, its staff and the detainees.

Minister Zappone spoke at the event and said, ”Oberstown is a most important part of our youth justice system and its successful operation is critical to ensuring that children are supported in their learning and development.” She was presented with a beautiful portrait of herself, which had been painted by one of the young detainees at Oberstown. Procedures were being discussed on providing the best possible care for young people and developing a motivated cohesive workforce. Amongst these procedures being assessed were issues deemed as high priority, such as reviews of the admissions process, individual care planning for young people and ensuring a safe system of work for all staff. Fingal’s First Taoiseach Last Friday was a historical day for Fingal, when Leo Varadkar, who is a TD for Dublin West, which is part of the Fingal region, became the new leader of Fine Gael and will be elected Taoiseach on 17th June. This will make him the first Taoiseach to represent a constituency in Fingal. Varadkar was elected by his party after defeating his rival, Simon Coveney in a contest to succeed former Taoiseach Enda Kenny, who announced the date when he would step down. He is expected to take his new post today, Tuesday as the new leader of Fine Gael and probable Taoiseach.

By Leslie Murphy Varadkar had been elected TD by locals from this area of Fingal in 2011, when the western part of Swords was included in his constituency of Dublin West. Previous Taoiseach, Charles Haughey, while he lived in Fingal, did not represents a constituency in the Fingal region. Varadkar a former Fingal County councillor, was just 23 years old when he contested the 1999 election in Mulhuddart but failed to be elected. He succeeded in 2007 and was elected to Dáil Éireann and became party spokesperson for, Enterprise, Trade and Employment until 2010. After the General Election of 2011, he was appointed Minister for Transport, Tourism and Sport. In 2014, he replace fellow fingallian, Dr James Reilly as Minister for Health and in 2016 he was he appointed Minister for Social Protection. Varadkar was born in Dublin in 1979, his mother Miriam is from Dungarvan and his father Ashok is from India, and they met in London while they where both working in the medical profession. gency response plans, which (according to staff) should incorporate the use of specialist PPE (personal protective equipment) in emergency situations. A spokesperson for the centre said that, “Ensuring that the lessons learned from incident investigation are implemented across the Campus should be a priority for 2017.” Unfortunately the positive mood for the centre was short lived, as less than 24 hours later, three young offenders managed to escape, injuring staff in the process. They got access to the tool shed and managed to cut the steel railing, making their escape along the network of rural roads in the vicinity. Two of these individuals were later

picked up and returned to the centre by Gardaí. At the time of going to press one of the offenders was still at large. Director of Oberstown, Pat Bergin, who was injured in the escape of the detainees, said at the ‘Building The Future Talk’ earlier, “In the past year, significant improvements had been made on buildings and facilities on the campus but that challenges will always remain - with change, with young people - but we are confident we can now respond better and we are now focused on moving forward. Our ambition is to ensure that Oberstown achieves the highest level of safe and appropriate care and adheres to international standards and best practice.”

Local TD, Darragh O’Brien (FF) has said that urgent measures must be introduced to alleviate the significant delays that Dublin Bus users are currently experiencing when travelling from Malahide and Swords. O’Brien, was commenting in light of new figures published this week by

the National Transport Authority (NTA) which indicate that commuters travelling from Malahide and Swords are severely affected by delays. O’Brien told the County Leader, “Traffic gridlock remains one of the biggest challenges facing Dublin city and county. The situation has been left to inten-

sify for some time, and commuting through traffic congestion has become a challenging daily routine for many living in the North County commuter belt. It is disappointing to learn that of the 136 routes that Dublin Bus serves across the city, the Malahide corridor is the worst affected by

North. The North County is in desperate need of investment in our transport network to increase capacity and usability of public transport. This Government must devise a solution that is aimed at relieving the existing strain on bus users, particularly those that travel from the North County. It is an absolute priority that the Government deals with the challenges of a growing and working population that rely on a public bus system,” he concluded.

MASSIVE SAVINGS Ballyboughal Tidy Towns committee came up with a novel idea to improve the biodiversity of the village ahead of the arrival of the Tidy Towns judges. They set up a Bug Hotel and Pollinator Garden, which they hope will attract insects and bugs. It was created, with the assistance of the 34th Ballyboughal Cubs. It is hoped that this will enhance the biodiversity of the village. Construction To Begin On New Forensic Mental Hospital An Taoiseach, Enda Kenny, along with Minister for Health, Simon Harris and Minister of State for Mental Health, Helen McEntee announced the signing of the construction contract, for the new multi-million euro National Forensic Mental Health Service (NFMHS) complex, at Portrane. The new 130-bed adult forensic hospital, at St. Ita’s Campus in Portrane, will replace the 94bed Central Mental Hospital complex at Dundrum. The complex at Portrane will also include a new 30-bed Intensive Care Rehabilitation Unit (ICRU), together with a 10bed Forensic Child and Adolescent Mental Health

(CAMHS) unit. This development fulfils recommendations made in the national mental health policy A Vision for Change and the projected cost is in excess of €160 million. It is envisaged that the new facility will open in early 2020. The project will also involve a second phase at a later stage, during which new regional Intensive Care Rehabilitation Units (ICRUs) will be built in the HSE West and HSE South areas. Announcing the signing of the construction contract, An Taoiseach said, “This new stateof-the-art hospital, along with all of its associated facilities, will be one of the most modern of its type in Europe. It is a very

welcome and long overdue replacement for the Central Mental Hospital at Dundrum. The new complex will position Ireland’s forensic mental health services as world leaders in best clinical practice. This move to construction reflects in the most practical way the Government’s commitment to invest in and modernise all aspects of our mental health services and fully implement A Vision for Change.” HSE Director General Tony O’Brien said “This is a key development for mental health services in Ireland and marks a key modernisation of our acute forensic mental health infrastructure. I am delighted that the project is now progressing.”

Rush Student Selected For Prestigious Programme Diana Oprea, a first year Global Business student at Dublin City University from Rush, has been chosen to represent Ireland in Washington DC this summer, as part of the prestigious Washington Ireland Programme (WIP). Diana, a former student at St Joseph’s Secondary School in Rush, is one of four DCU students to secure a place on the programme, following a rigourous selection process, with applications of over 380 students from 19 different universities and colleges.

Educate Together has been working intensively with the Department of Education and Skills in its efforts to source suitable temporary accommodation for the school for September 2017. While efforts to advance plans on two sites have been ongoing, potential planning and other issues remain with both and there is no guarantee that these will be resolved by September. Paul Rowe, CEO of Educate Together said, “All at Educate Together are extremely disappointed to have to postpone the opening of Malahide Portmarnock ETSS. Having been granted patronage of the school last November, it was hoped that accommodation could be sourced in good time to give parents some certainty around where they would be sending their children to school in September 2017. Unfortunately this has not transpired, but we are determined to work with the Department of Education and Skills to source suitable accommodation for a 2018 opening.” He continued, “While significant numbers of students were enrolled for the school, following its sanction in November 2016, uncertainty around the temporary location of the school has resulted in the enrolment numbers understandably diminishing. They have now reached a point which is not sufficient to create a sustainable, dynamic learning environment. Educate Together is committed to

opening the school in 2018 and, while difficulties regarding accommodation still exist, we will continue to work closely with the Department of Education and Skills and other stakeholders to ensure the school opens in suitable accommodation. The news was greeted with dismay by local TD, Darragh O’Brien (FF) who told the County Leader, ““This is gravely disappointing and that school is badly needed. There are pupils right now in the Malahide, Portmarnock and the greater Kinsealy area who can’t get into secondary school. The Government announced this school with great fanfare and I have put in at least 10 parliamentary questions every single month, specifically about the opening of this school.” O’Brien continued, “I have been told time and time again by Minister Richard Bruton, as recently as two weeks ago, that the school would open this September, albeit in temporary accommodation and that they were well advanced in relation to their negotiations for the purchase of a permanent site. I intend to raise this again when the Dail is back, if it is the case that the school is not going to open until September 2018.” “I have effectively been misled in the Dail by the Minister. He has told me in writing on numerous occasions, that the school would definitely open this September. This school needs to be delivered in this area and if you speak to people in Malahide Community School and Portmarnock Community School, they are sending students away. It’s a disgrace and I’m desperately disappointed, but I will continue to pursue this with Minister Bruton,” concluded O’Brien.

Local solicitor, Pat McGonagle of Patrick W McGonagle & Co Solicitors, based in Swords is drawing attention to local people about a subtle change that the Law Reform Commission proposes making to the law relating to benefits being left to children in a will. McGonagle said, “Under the current law, if a person making a will fails in their “moral duty” to make provision for a child, then the Court can override the provisions in the will and make a specific gift or benefit to the child. At present this power of the court is restricted to wills and the court has no power to interfere where a will is not made.” “The proposal is to remove the refer- Patrick McGonagle ence to “moral duty” meaning the court can simply look at the needs of the child in coming to its decision. The big change, however, is that it is proposed that this be extended to situations where a will is not made and where currently, the division of the estate between the beneficiaries is dealt with by a simple mathematical formula. The term “child” includes an adult child and is not confined to children under 18,” he said. “Assuming these suggested reforms are adopted by Government, then it is even more important that not only should you make a will, but it should be reviewed regularly to take into account the changing circumstances of your children and thereby hopefully avoid a very expensive application to the Court,” he concluded.

This fragmentation, combined with the policy of abstention by Sinn Fein seems to leave Ms May in play, but for how long.? There are reports that the German Government is about to propose that the EU freeze member states out from benefiting from EU Cohesion Funds, unless the recipient Government is compliant with fundamental principles of law. Alzheimer’s Cafe In Brackenstown After the HSE launched “Dementia - understanding together” campaign last October, an Alzheimer’s Cafe is being set up in the Brackenstown Parish Centre, Swords. They currently meet on the last Tuesday of each month from 7pm and 9pm, which is subject to change in September. The cafe is free and the general format consists of a welcome cup of tea, an informal chat, questions and answers and they try to finish the evening off with a sing-a-long. It is to offer education, support and socialisation for individuals with a diagnosis of dementia and their families and friends, carers and health professionals. It is voluntary service ran by health professionals who have years of experience in the area of dementia. The next cafe is being held on the 30th May and the guest speaker is Professor C Donegan, who is going to talk about “understanding dementia.”

Sandra had been attending a Communion party at O’Dwyer’s pub, Portmarnock, with members of her family and she fell ill shortly afterwards and sadly she was then found dead at her home by her husband the next day. While the reason for her death has not been verified, it is thought that she died following an outbreak of a salmonella in the North County, especially in the Portmarnock area. The catering company that provided the food at the Communion in O’Dwyers Pub, also provided food for several different functions that were going on throughout the area. Several people are

reported to have taken ill after eating at the pub on the same day. A spokesperson for the HSE told the County Leader, “A closure order has been placed on the kitchen of

Major New Pub For Swords The Lawlor family from Swords, who have run The Old School House pub, one of the most iconic pubs in Swords, are in the process of completing a major new pub beside the old one, that promises to have a big impact on the hospitality business in the town. Family member, Jason Lawlor (31), who comes from River Valley in Swords, is working with his father Desmond and his brother Keith on the new building. They purchased the Old School House last November and Jason spoke to the County Leader about his plans for the new pub. “We were involved with the pub for the past 11 years and we are putting on a very large extension, separate to the existing pub, comprised of a two storey building with a rooftop beer garden and a working brewery. We have the capacity to build this micro brewery that are becoming increasingly more popular across the country,” he said. “In the Old School House, we already brew our own beer in the cellar, a pale ale, and an amber ale. We only have the capacity to brew two kegs per day at present and we currently sell about two to three kegs per week in the pub. We just want to progress this part of the business to a bigger scale, especially with Swords being so close to the airport, with the increased tourists that brings, we need to be able to cater for their needs,” said Jason.

The new building, which is expected to be completed by mid September, will be a late bar and will have limited opening hours, mainly at weekends. The capacity will increase from the present 400 to 500 people, with the new pub adding a further 750, making a grand total of 1,250. The area to the side of the existing building, along the river bank will serve as a car park for approximately 20 cars. The Irish music scene is vibrant at the moment. The success of Kodaline brought a great buzz to Swords and we want to encourage the growth of live bands in Swords and to hopefully book established Irish bands like Walking on Cars and Picture This if possible. The lads from The Chandelier Sessions have been at the forefront in encouraging new music in Swords and we are linking up with them for these gigs, with the aim of creating a buzzing music venue, with the capacity of around 350 in North County Dublin,” he said. Paddy Duffy, the family’s business consultant welcomed the plans of the Lawlor family and said, “The biggest challenge and opportunity now facing the town of Swords is to coherently develop Main Street Swords and integrate it fully with the Pavilions and extend that developmental integration to JC’s on the Rathbeale Road, to all of North Street, and right up to Airside Retail Park.” “The exciting plans proposed by Fingal CEO, Paul Reid for the new Cultural Quarter and the accelerated redevelopment of Swords Castle as a major Tourism hub, the commercial opportunities presented by the 30 million passengers through Dublin Airport this year, and the long overdue commencement of Metro North, clearly demonstrate the prospect of brilliant commercial, tourism and social success in Swords, if those opportunities are grasped,” he said.

I have called for the inclusion of a theatre/performing space to be provided in the proposed civic building proposed for the Cultural Quarter. I will continue to support the Council Executive to make the Cultural Quarter a reality in the near future. I am continually highlighting problems that are a blight on our town, such as graffiti, unsightly overflowing bins that are also left out all day on Swords Main Street. I will continue raising this issue with the Environmental and Litter section until we have a resolution. Our town and Main Street must be presented in the best possible way. Rest assured that I will continue to play my part to help make Swords a great place to live and to visit. I wish to express my thanks and congratulate all the staff in the Council for their hard work and I want to take this opportunity to acknowledge the work done to support all the local clubs and groups within our community.

Working hard for Fingal In the last year we have been very busy on behalf of the people of Fingal - we have campaigned on many issues and we have raised many issues directly with An Taoiseach and Ministers in the Dail including

Most projects I have lobbied for, such as the Rush Sewage Network, the Coastal cycle/walk path, new sports facilities, new playgrounds for Balbriggan, Naul, Rush, Lusk, bus transport network in the Rural villages are all at various stages.

I continue to battle for various projects throughout the Balbriggan Ward, be it parking issues in Balbriggan, Rush or Naul to road resurfacing, Public lighting or speed reduction measures in Lusk, Rush or Garristown, I have raised and looked for resolutions for issues on behalf of constituents. The high points of being on the Council are without doubt seeing issues raised being rectified by the Council subsequent to me raising them. The lowest point by far is the rapid growth in the homeless numbers and the rapidly growing demand for housing adding to an ever increasing Fingal County Council housing list. To those who have to date supported me I sincerely thank them and I look forward to working for and with them during the remaining two years.

Cllr Eugene Coppinger Cllr Coppinger is an active campaigner for abortion rights, for a referendum to repeal the 8th amendment with the full implementation of the findings of the recent Citizens Assembly and for the separation of Church and State. He is a member of the Local Traveller Accommodation Consultative Committee and stands against all forms of discrimination based on race, gender identity, religion or sexual orientation. Eugene actively supports workers struggling for their rights and against the race to the bottom. He stands for decent pay and conditions for all workers. This Bill will set out an agreed detailed plan of services for persons affected by the Autism Spectrum Disorder(ASD) and a funding plan will also be agreed to implement the plan. It is great to see the progress being made with regard to Swords Castle and the Castle grounds being used for more and more brilliant events. On 16 June I will hand over the Mayoral chains when the Councillors elect a new Mayor and on 22 June I will be celebrating 10 years as your Councillor on Fingal County Council. The much-anticipated Skerries Mid-Summer Festival is just around the corner. It will run from Thursday 15th July to Sunday 18th July and it promises to be a weekend of music and comedy with something for everyone.

This will be a real highlight in a wonderful year for Skerries, which has seen the town winning the prestigious National Tidy Towns competition. The Mid-Summer festival, with its array of great events, including top class music and comedy acts, is sure to attract many visitors to the lovely seaside town. Maritime Festival Sails Into Drogheda Port The Irish Maritime Festival is back and it’s bigger and better than ever. Taking place in Drogheda Port next weekend, the festival celebrates maritime history and heritage, alongside brilliant musical performers, delicious food and lots of family friendly fun. You can explore the visiting Tall Ships, especially the amazing Russian Frigate Shtandart. Check out 21 fabulous live music acts on the Ballast Quay stage, enjoy magic, music and entertainment on King Neptune’s Kids stage. Difference Between Public Transport In Dublin And Paris In my opinion, there are many similarities when taking public transport in Dublin and Paris. Being a French citizen, I imagined Dublin to be a calm place. However on the first day when I used the bus, I learnt quickly how wrong my idea of a tranquil place was. I came to Dublin to study English and found a school in the city centre and accommodation in Coolock. As a result, I found out what was behind my idea of a calm place, a huge traffic jam,

absolutely unbearable during peak hours. I misjudged completely Dublin Bus and it took me a while to get used to judging the journey times. My journey on the bus was roughly about 90 minutes every day. I wasn’t used to such a long journey before and this loss of time was something I had to accept. I tried my best to use this time wisely and enriching, by reading or studying. The bus was the place I felt very tired after the day and I saw myself

Natives, who are using this transport daily, describe it as “Metro, Work, Sleep”, a rhythm of life exhausting for whoever it is. In the Parisian Metro, you’re usually standing up during your whole journey, in other words, minimum an hour an a half a day. All these people who stay standing up create an unbearable heat because everyone is glued to each other, like if you were dancing a slow dance with hundreds of people. So you have to put up with all the bad smells emanating from people and underground. Something else that is very frightening when

taking the Parisian transports is the fact of being robbed. It often happens with people who are not as careful as they should be. To conclude, if you do end up using public transport, try to use your time as wisely as possible. Music, books, study, internet, catching up with

friends, all are good ideas to make profitable your time. For me, walking is the best way to move around in a big city. A solution to the problem could be found by using bikes and acting in the interest of a sustainable environment, for both a stress free and healthier life.

Before roaring off to New Zealand with the British and Irish Lions, Leinster Rugby’s Jack McGrath lined out at the launch of the Castleknock 5k run in aid of Cystic Fibrosis Ireland – Dublin West Branch. The event, sponsored by Windsor Clonee Nissan and Peugeot, takes place on Sunday, 18th June in the wonderful grounds of Castleknock College. Families, runners and walkers of all levels are invited to take part, where prizes and refreshments will be provided following the
