Skerries Woman Rewarded For Bravery The bravery of a local woman has been recognised, when she was presented with an award for bravery, 14 years after the event. She received the award from Ceann Comhairle, Sean Barrett at a ceremony at Farmleigh House last week, after she saved a scout leader from drowning.

In Swords The Fingal Senior Citizens Forum recently hosted a delightful afternoon tea dance in Swords. The annual tea dance, which took place in Fingallian’s GAA Club saw its many attendees from Swords and the surrounding areas take the opportunity to meet new people, catch up with friends and enjoy an afternoon of dancing. The event, which is held three times a year, has attracted nearly 100 people at
previous events and this time it proved to be as popular as ever with plenty coming out to enjoy the afternoon. Music on the day was provided by Cameo, a two-piece band, who have performed at numerous tea dances organised by the Forum. Fingal Senior Citizens Forum has been established for nearly ten years and has revived itself over the past year. They organise classes and exercise groups for senior citizens from across the North County in Portmarnock, Balbriggan, Rush, Lusk and Swords and the tea dances are a great way for people to meet new people.

Shining Creativity In Swords On Thursday 7th November, Prosper By Emily Withers Fingal (PF) held their Creative Showcase @TheCountyLeader in Swords Pavillions. The event exhibited a range of pieces, including art, pottery, knitting, poetry and photographs, all of which were created by individuals from the service in Swords. The exhibition served to promote the fantastic and necessary work the organisation is dedicated to here in the North County.

Malahide Bookshop Shortlisted For Top Award Village Books, a family owned bookshop in Malahide, has been named as a finalist in the Bord Gáis Energy “Bookshop of the Year”, which forms part of the ‘Bord Gáis Energy Irish Book Awards’ competition. Village Books can order specialist books and for anyone setting up a book club, they will provide a list of recommended books to get started. They also has an ‘Aladdin’s Cave’ children’s corner which proves very popular with the little ones.
Local Artist Exhibition in Rush From now until 16th November, Jim Kilgarriff, a local colour pencil artist, will have his work exhibited in Rush Library. His pieces are inspired by the coastal environment in the North County. They focus primarily on the point at which the land meets the sea, the interaction between the two and the changes that take place over time. Therefore natural colours and textures are employed to reveal the processes of detailed weathering and erosion on stones and shells. If you would like to see the beautiful, local coastline explored in this exhibition, then head to the library this week.

Local councillor Tom O’Leary (FG), is calling on the County Council to put speed ramps at a junction on the road to Kelly’s Bay in Skerries, as a serious road accident occurred there last week. “There was a serious accident on the road that leads from Dublin Road Skerries r127 (Selskar Road) to the Skerries Shopping Centre. A woman was hit at a Bus Stop near the bottlebank, having completed her first days work at Eurospar,” O’Leary explained. “My sympathies go out to this young woman who has sustained serious injuries, and is currently in Cappagh Hospital, with multiple breakages to her limbs and internal injuries.” O’Leary met with Jack McGuinness, a member of the Kelly’s Bay Residents Association and a senior County Council official onsite, to discuss the severity of the matter. “I’m calling on the Council to install speed ramps along this road, particularly before and after the bottlebank location, in order to reduce cars breaking the speed limit at this location. I will be putting down a motion suspending the next area meeting, calling for the installation of ramps at this location.” “This is a very serious situation and something must be done,” he concluded.

Prosper Fingal is a private, voluntary organisation that works to support over 250 adults with intellectual disability. They run a dropin centre service for a variety of needs and offer a number of support packages, including helping the individuals access or keep employment, teaching practical life skills, providing supported living and occupational therapy. David King, Senior Care Worker at the Open House stated that Swords Pavillions was “the best setting available to stamp our mark and let people know that we’re here.” He went on to say that their work is “for those who fall between two stools, who don’t require constant 24 hour care, but cannot enter into life as a fully-abled person without some assistance.” The showcase displayed remarkable individual talent, attracted a lot of interest from passers-by and highlighted the tremendous service that Prosper Fingal provides.

Charitable Book Launched In Balbriggan On Saturday 9th November last, there was a book launch in Ardgillan Castle for a collection of stories called ‘Paws for Story Time,’
written by children, teenagers and adults who attend Megan Wynne’s creative writing classes in Skerries, Donabate, Malahide and Swords. Not only did this give these budding authors the incredible opportunity of having their work published, but the collection also raised much needed funds for our Lady’s Hospital for sick children in Crumlin.

EU Political Groups Select Candidates Last week, I By Cathal Boland attended a @TheCountyLeader conference in Brussels organised by the EPP Group within the EU Committee of the Regions. Some 64 journalists, broadcasters and columnists drawn from across the member states attended. The three days of interactive training provided the opportunity to hear from MEPs, Commission Spokespersons and Media consultants. While the meeting was hosted by a political grouping, it was not political in content. The agenda was to encourage and enable the local press
to report and comment on the work in which the Parliament is engaged. Since direct elections commenced in 1979 the per cent turnout has dropped at each successive election. The EU Parliament has now launched a campaign with the slogan: Act. React. Impact. Communicating with local and regional voters. This is designed to encourage participation in the election next year. All political groupings have agreed that they must nominate their candidate for the Presidency of the Commission, prior to the election. Also in Brussels last week, Ruairi Quinn spoke at the press conference, the Party of European Socialists (PES), at which it was announcement that the German, Martin Schultz who is the current President of the EU Parliament, is their candidate designate for the office of President of the

EU Commission. Most of the Political Groupings have either selected their candidate or are in the process of doing so over the coming weeks. The EPP to which Fine Gael is affiliated have decided to hold off their selection until the EPP congress which meets here in Dublin next March. Their spokesperson told us that they wanted to have the last word on the matter. This will be the first time that the electorate will be consulted in the filling of this vital post. Since the adoption of the Lisbon Treaty, it is agreed that the Council of Ministers will have account of the out turn of the election and on that basis make a nomination to the newly elected Parliament as to who they should elect a Commission president. It will be interesting to see how this process actually will work.
Rotary Refurbishes Bikes For Africa Rotary Clubs all around Ireland have collected hundreds of bikes to add to the total being shipped by the charity ‘Jole Riders, Bikes and Books for Africa’. A total of 13,000 bikes, have recently been sent to this fabulous International project. Unwanted second hand bikes from all over Ireland now provide a simple but effect way of getting Gambian children to school on time, improving their attendance at school and long terms standards of literacy. David Swettenham, founder of Jole Rider, hooked up with Rotary’s network for the collection of old unwanted bikes. Rotary has circa 54,000 members in the UK and Ireland and are part of the biggest club in the world (1.2 million members) of people that are all about giving back. It wasn’t very long before the established network of Rotary clubs started to accumulate bikes from garages, secondary schools, bike retail shops and local council recycling yards. Rotarians provided empty warehouses around the country and soon hundreds of bikes started to appear. These bikes were then shipped directly to Jole Rider in Tetford, where they were refurbished free of charge in six different UK prisons.

Free legal advice or legal aid - A right or a privilege? I recently spoke to a Swords resident who presented to me a very clear, rational and convincing argument to sue the state, further to the alleged negligence of the office of the former Financial Regulator and other civil servants involved in the management of finance. His argument was impressive however his difficulty is his ability to launch that action due to his limited resources. Can the state assist him to secure access to justice? The only obligation on Ireland to provide free legal advice is in the context of criminal hearings. Article 6 (3) of the ECHR provides; Everyone charged with a criminal offence has the following minimum rights: (a) to be informed promptly, in a language which he understands and in detail, of the nature and cause of the accusation against him; (b) to have adequate time and the facilities for the preparation of his defence; (c) to defend himself in person or through legal assistance of his own choosing or, if he has not sufficient means to pay for legal assistance, to be given it free when the interests of justice so require; (d) to examine or have examined witnesses against him and to obtain the attendance and examination of witnesses on his behalf under the same conditions as witnesses against him; (e) to have the free assistance of an interpreter if he cannot understand or speak the language used in court. Ireland, in my view is in full compliance with that obligation further to the enactment of the ECHR Act, 2003 and the Criminal Legal Aid Act. However, Ireland has specifically reserved its position not to extend its obligation beyond the foregoing. There has been considerable debate amongst commentators and case law as to whether we are obliged to extend legal aid. In any event, Ireland does provide legal aid in the following circumstances; The Mental Health Legal Aid Scheme The Coroners Court Legal Aid Scheme Refugee legal Aid Scheme Garda Station Legal Advice Scheme Civil matters The Legal Aid Board tends to provide legal aid and legal advice in the following areas mainly: Judicial separation, Divorce, Maintenance, Domestic violence, Custody of and access to children, Problems relating to hire-purchase agreements, Contract disputes The Board can give legal advice in most areas. It is prohibited from providing legal aid in the following categories of cases: Defamation claims (i.e., where a person's reputation has been damaged as a result of libel or slander), Land disputes (i.e., disputes concerning rights and interests in or over land), Civil matters covered by the small claims procedure, Licensing (publicans' licenses), Conveyancing (i.e., the legal transfer of a property from one party to another), Election petitions, Claims made in a representative, fiduciary or official capacity (see note below), Claims brought by a person on behalf of a group of persons to establish a precedent on a particular point of law ("test cases"), Any other group or representative action ("class actions"). 8640314. Therefore, there is a considerable body of law that if, due to financial circumstances, it is simply not open to the public to bring or launch a legal action. The lacuna or the unfairness of this situation has been filled somewhat by the setting up in 1972 by a group of students of Free Legal Advice Centres (FLAC). These have grown to become vital organisations in communities. We are lucky enough to have one on our doorstep run by Andrew McCann and their address is Swords CIC Unit 26, The Plaza, Main Street, Swords, Fingal, Co. Dublin Tel: 0761 07 7510 Fax: 01 8409714. FLAC have consistently campaigned over the years to develop access to justice to all especially those in marginalised communities. The situation or injustice is also somewhat tempered by fair minded solicitors who often take cases on the basis of either “no foal no fee” or indeed “pro bono”. This practice has been, in my view outrageously criticised by concerted interests, however but for these solicitors and indeed FLAC, access to justice for many would be unattainable. As for the gentleman with the prospective case against the state, unfortunately it appears we are a long way off providing a circumstance for him to launch such an action. I will leave the last word to FLAC; “While the right to civil legal aid is recognised in Ireland, there is still much to be done to realise that right. The current scheme of civil legal aid is narrowly focused, poorly resourced and excludes many who should be entitled. To be effective in the vindication of basic rights which are guaranteed in law, legal aid provision must be constructed from the perspective of those people and communities who need it to access justice. If implemented, FLAC’s blueprint would deliver civil legal aid in a way which would respect and protect the human rights of those who are otherwise at risk of being denied access to justice. The elements of the blueprint are practical, possible, and are in line with Irish State obligations in national and international law. The right of access to justice and to civil legal aid is often not recognised. Organisations and communities concerned with human rights must be vigilant to ensure that the right is protected and promoted. FLAC includes amongst these, the Irish government, the Legal Aid Board and non-governmental organisations which work in the community and to advance human rights. FLAC, a human rights organisation which is dedicated to the realisation of equal access to justice for all, will work, in conjunction with all other interested parties, to make the blueprint a reality. What you can do to help: • Seek law reform. The means test must be reformed. No area of law should be excluded. • Press Government for resources so that an effective legal aid service is available. • Ensure that community groups, groups working with vulnerable and marginalised groups and those working to advance human rights are aware of the existence of the Legal Aid Board and the extent of its services. • Lobby for changes in the regulations to ensure that financial eligibility is calculated at levels which are realistic. • Tell FLAC – the Free Legal Advice Centres – of unfairness or hardship caused by the denial of civil legal aid, or of inadequacies in the service.”

We just hang the beef, because the longer it hangs, the more mature and tender it becomes and the flavour is enhanced, making the taste irresistible. By hanging the meat on the bone, it matures because it gets black on the outside, which means you know exactly when it is ready for use. Recognition Night For Skerries Tidy Towns

A Truly Special Cause This week’s North County Living candidate, Matt English, is truly dedicated to his job. As the CEO of Special Olympics Ireland, he has seen firsthand how those who participate in the now world famous games, can have their lives completely changed, in the most positive way possible. For those that aren’t fully familiar with exactly what Special Olympics Ireland are all about, Matt summed it up to the County Leader very nicely. “Special Olympics Ireland is a sports organisation providing a year round programme of sports training and competition for people with an intellectual disability. Through sport, athletes develop both physically and emotionally, they make new friends, realise their dreams, and know they can fit in. Special Olympics enables athletes to achieve and win not only in sport, but in life too.” The Special Olympics Ireland World Games are a huge event, with 1,500 Special Olympics athletes set to participate from the North County and every corner of Ireland in the three-day residential Games, which encompass 13 varied sports competitions. Competitions will be held in the following sports: Athletics, Golf, Aquatics Gymnastics, Badminton, Kayaking, Basketball Tenpin Bowling, Bocce, Table Tennis, Equestrian, Pitch and Putt and Football. The games take place on the 12 -15th June 2014, and an amazing 11,000 participants will be involved overall. Special Olympics Ireland was first set up in 1978, and started out in special schools before becoming the renowned event that it is today. Matt says they are busy preparing for the world games, which he says will see many athletes from around the North County participate. “The emphasis of the Special Olympics in Ireland has always been on the local community,” he explained. “Our vision is to build a programme, so that every person with a learning disability has the opportunity in their local community, to get involved in high quality sport activities, and I really think that’s what we’re building upon year after year. We aim to provide a sport of choice to those with intellectual disabilities within local communities.” And indeed, the local communities around the North County have various places that athletes can train in order to participate including: the Fingal Gallopers Special Olympics Club in Swords, the Fingal All Stars Special Olympics Club in Skerries and the Malahide United Special Olympics Club, among others. Anyone keen to get involved in training in a specific sport in the Special Olympics can approach these clubs or visit their website for the full details. “What we also love to see, and hope to see more of in
the future is community based clubs developing new sports.” Matt, who lives in Ashbourne and hails originally from Wexford, has been involved with the Special Olympics for a number of years; he was Chief Financial Officer before he became CEO, and it’s evidently clear that his role is much more than a job. “First and foremost, I’ve always had a huge love of sport,” he said. “And when you’re a fan of sport, the Special Olympics are really quite something to behold. It’s incredible to watch all these dedicated athletics come together and participate in such a major sporting event.” Matt’s involvement in the games were spawned from a personal level. “My brother John had an intellectual disability, and I was very aware as he was growing up, there wasn’t much in Ireland initially for those with intellectual disability. Thankfully, things have really progressed for the better, and when he participated in the games, I saw how much it meant for him to win, and the positive affect it had on him.” He goes on to say how incredible it is to witness the life changing effect the games have on the athletes. “We know the games profoundly changes their lives and that of their families. The olympics are a huge outlet for them in so many aspects. The games are a very important part of their social life as well, as they are getting out and interacting with so many different people.” “The strength of the Special Olympics lies in what’s happening at community level and the involvement of local participants,” he continued. “And with the amount of excellent facilities and venues currently in the North County, I’ve no doubt that we’ll see many local athletics taking part in the world games next year.” He goes on to mention a particular highlight of the history of the Special Olympics. “For me it was the 2003 World Games that were held in Croke Park. It was the first time that the games were held outside the USA, and was a really big deal for us and Ireland. You could really see the sense of spirit and how everyone really embraced the games. It changed how Irish people might have decided to see the event, and they saw the ability, rather than the disability, which was fantastic.” In terms of future plans, all eyes are now gearing towards the world games next year, and as the Special Olympics funding has been drastically cut by the Government, Matt says the challenges they face will be tough, but they’ll continue to work towards making the games bigger and better than ever, to ensure it continues to bring as much joy as possible to all involved with Special Olympics Ireland.

Over 800 towns and villages entered the National competition and again this year, Skerries was up there, a mere seven points behind the overall winner.” She had nothing but praise for the people who volunteer their help to the tidy town cause each year. “However hard our committee works, it would be impossible to achieve these results without their help,” she concluded.
Skerries Tidy Towns held By Róisín Price its local awards on @TheCountyLeader Thursday last, 7th November in Joe May’s pub on the harbour. As usual, this event attracted a large gathering and marked the end of a long, successful season for the Tidy Towns committee. The local Tidy Towns group won three awards this year: the County award, the Regional award and the Gold Medal award. They also presented a special award to Skerries Garda Station for all the work they do in keeping the station to such a high standard year after year. All the work of keeping the garden and window boxes was undertaken by the Gardai in their free time. Balbriggan School Celebrates Human Rights Month A great day was had by all at Bracken Educate Together National School, Balbriggan recently, when the children celebrated the activities which had taken place last month for Human Rights Month. During October, the children learned about the declaration of human rights. They looked at how some people in other countries are deprived of some of their basic human rights and the effects this has on their well being. They also challenged some common stereotypes by questioning their
own perceptions of individuals and groups. The culmination of all the children’s hard work on human rights was the Freedom of Expression day, where the children were encouraged to dress up in national or festive costume on the day to raise money and awareness for Trocaire. The events of the month were organised with the help of the teachers, staff, Ethical Core Curriculum coordinator, Sue O’Sullivan and a committee of teachers including, Alison McGreavy, Aisling Cronin, Maeve Foley,

Calendar Girls At Millbank

Rush Dramatic Society presents Tim Firth’s, ‘Calendar Girls’ opening on November 13th and running for four weeks, until 7th December from Wednesday to Saturday, nightly from 8.30pm. Based on a true story, a group of working class British housewives become overnight celebrities by posing for a nude calendar, to raise money for a new leukaemia unit. Best friends Chris and Annie, both members of their local Women’s Institute in Yorkshire, take action, after Annie’s husband, John, succumbs to leukaemia. Featuring the usual activities of gardening and baking, as photographed by the young amateur Lawrence, the WI Group produces something completely novel – a tastefully nude calendar. Despite the disapproval of the Institute’s leader, Marie, the calendar quickly becomes a best-seller, earning £500,000; leading the ladies to unwanted fame. Rush Dramatic Society has also produced its own “Calendar Girls” 2014 Calendar. At a cost of €7.00 each, they can be purchased at the Millbank Theatre. All proceeds go to St Francis Hospice.

This is the second text alert scheme to be set up around the North County, following the well received pilot scheme set up in Garristown in December last year. All members of the scheme received the Text Phone number, a receipt, a door sticker, and an individual membership number. The scheme was set up to protect local communities from unwanted intruders and burglaries, and a special alert phone will be manned 24/7 by a panel of volunteers.

Rush Residents Outraged Over Vandalism Local residents in Rush were outraged to discover that vandals had drawn graffiti over the Harbour Park toilets murals painted in the local town over the bank holiday weekend. A member of Rush Tidy Towns committee, Majella McHugh and a local artist involved in the painting of the murals, Laura Colgan got in touch with the County Leader to explain how distressed members of the community were about the issue. “We were outraged to see the vandalism done to the murals over the bank holiday weekend, we worked hard to get agreement with the County Council and felt that they were a welcome addition to the town,” Majella said. “We hope that by drawing attention to this mindless and selfish act, people might remember if they saw anything and let us know and maybe we can catch who did this.” Artist Laura Colgan echoed this sentiment, saying: “I was equally devastated to find that someone had done graffiti on the mural. Local residents did the undercoat and I had help with the mural itself from Lyndsey Balfe and Aoife Coyle. Every single bit of it was done voluntarily, including members of Rush Tidy Towns who sourced the paint and fought very hard for the murals to be allowed in the first place.” “Unfortunately, this has dampened the town spirit,” she continued. “Currently we are looking into getting CCTV footage to find the perpetrators. Many hours of volunteer work was tarnished by their thoughtless, foolish behaviour, the culprits clearly have no respect for their community,” she said angrily.

Fingal S.P.C.A are an animal rescue charity that have dedicated five years of voluntary service to the North County area, and are looking to place some of their adorable kittens in local homes. This year has been particularly busy for the charity, due to the favourable weather we had over the summer, as this resulted in more irresponsible people taking off, leaving the country and abandoning animals unloved and uncared for. The consistently warm temperatures also meant that there was a notable rise in the survival rate of these neglected animals. The charity are happy to say that they responded to every single call to rescue and have been able to keep the breeding of wild cats under control. However, volunteers of the charity have the ongoing task of taming the kittens so they’re ready to be taken into permanent, loving homes. If you’re able to take on the rewarding task of housing one or more of these kittens until they find a permanent home, your help would be greatly appreciated. Please call 8436477.
