A revised Metro North transport system linking Dublin city to the airport and Swords has been promised by the government, but work will not commence until 2020. It will then be a further six or seven years in construction, meaning that Swords residents will have to wait until 2027 before they can purchase a ticket for this train. The County Leader has listened to the disbelief of long suffering local commuters and has come to the conclusion that you believe that Metro North will never be delivered. It’s just a fob off. The question on everyone’s lips is why is it taking so long to implement. Prior to the last general election, voters were told that this project was ‘shovel ready’ with everything ready to proceed. All that was missing was the money. We were told that planning and tendering were secured. Now that the money, the main stumbling block is available, why the delay? What will happen to this money should the country fall back into recession in the next five years? This year, the County Leader is celebrating its 21st year in being the number one news delivery media in the North County. Skerries RNLI towed a fishing boat with four men on board to safety on Sunday week last, 27th September, after a passing yacht alerted the lifeboat that the vessel was in difficulty. While out on routine Sunday morning training, helm Eoin Grimes and crew members, Peter Kennedy and AJ Hughes were called into Skerries RNLI action. The lifeboat was two miles north east of Skerries at the time. They were approaching a yacht to ask the skipper for permission to do some training coming alongside a boat under sail. However the skipper of the yacht informed them that the fishing boat nearby had suffered engine failure. The fishing boat, which had four men on board, was taken under tow by the lifeboat and towed to the safety of Balbriggan harbour, where they had set out from. Conditions at the time were calm with a force one to two southerly wind. Speaking after the call out, Gerry Canning, Lifeboat Press Officer for Skerries RNLI said: ‘We would urge anyone going to sea to ensure that they have adequate safety equipment on board and a means of contacting the shore should they experience any difficulty.’

New Scout Centre Opens In Portmarnock
First year students of Malahide Community School took part in a fundraising sponsored walk for GOAL last week, in an effort to ease the plight of migrants from Syria. The walk was a seven kilometres long. Teacher, Kevin Manning organised the walk and he spoke to the County Leader about how the initiative came about. Saturday 26th September last was a day to remember in Portmarnock, as local guides and scouts celebrated the opening of their new centre. Minister for Children and Youth Affairs, Dr James Reilly TD, along with former Chief Commissioner of the Irish Girl Guides, Senator Jillian Van Turnhout opened the new Scout and Guide Centre in Portmarnock. The opening of the new facility was attended by newly elected Chief Scout of Scouting Ireland, Portrane man Christy McCann and Chief Commissioner of the Irish Girl Guides, Helen Concannon, County Mayor, Cllr David O’Connor and CEO of Fingal

County Council, Paul Reid, together with local politicians. Led by the local Guide and Scout leaders, Mary McHale and Peter O’Kelly, the ceremony took place in the grounds of the new centre on a beautiful sunny afternoon. Proceedings opened with a flag raising ceremony where flags from both organisations, together with the national flag were raised while uniformed members rendered honours. Minister Reilly and Senator Van Turnhout cut the ribbons to formally open the centre. Everyone then adjourned into the centre to enjoy the refreshments provided. The new Scout and Guide Centre is located on the same site as Portmarnock Sport & Leisure Club and has been a dream of both the Scouts and Guides in the Portmarnock area for over ten years.
Christmas Fair In Balbriggan Balbriggan Meals on Wheels are hosting their Christmas Fair on Saturday the 28th of November. They encourage local people to donate any unwanted presents, Christmas decorations and toys or gifts which are in good conditions for their Christmas fundraiser at the end of November. You can drop off your donations into the kitchen between 10am and 1am from Monday to Saturday. All the support is greatly appreciated.

The County Council held their 1916 Memorabilia Day on Saturday, 26th September last in the Grand Hotel Malahide. The event was attended by a large number of locals who brought along artefacts, treasured items and stories they have relating to 1916. Experts were on hand to digitally photograph all items presented on the day and there was an opportunity to talk with local and family story experts, historians, a genealogist, archivist, local studies
librarian, a bookseller and a professional valuer. It is expected that will help to build a visual history of the role of ordinary men and women of Fingal in the fight for Irish freedom. The resulting digital repository will provide a greater understanding of what this period in Irish history meant to ordinary families in Fingal. The event was attended by County Mayor, Cllr David O’Connor and by County Council Chief Executive,
Paul Reid. and by members of Irish Military Living History and also members of Fingal Old IRA Commemorative Society, both groups in full military costume from the period. This added wonderful atmosphere to the occasion and was enjoyed by all present. ‘A Terrible Beauty,` a docudrama which takes a unique look at the events of Easter Week 1916 in Dublin, was also screened on the day.

St Margaret’s GAA St Margaret’s GAA Club recently held a unique fundraiser for the club, when they held their inaugural Recycling Day. The club grounds were transformed into a one-stop recycling facility for householders to dispose of their waste. The funds raised directly from the Recycling Day will go towards the refurbishment of showers and toilet facilities at the club. North County Tourism Operators Attend London Event Forty Irish tourism enterprises including enterprises from the locality, recently travelled to London to take part in Flavours of Ireland 2015. The event is an annual Business to Business tourism workshop, which is held for 13 years. More than 100 representatives of the top inbound tour operators based in Britain come together to do business with the various tourism organisations from Ireland. Flavours of Ireland was an excellent opportunity for the participating Irish tourism providers to present and sell their product to important decisions makers and to encourage them to feature Ireland in their future holiday programmes. “Tourism Ireland is delighted that so many tourism organisations from Ireland and so many leading UK inbound tour operators joined the event this year,” said David Boyce from Tourism Ireland. “It is our aim to help Ireland and our tourism partners to secure a greater share of a huge worldwide tourism market,” he added.

Concerns Over Roadstone In Skerries Green Party General Election candidate, Joe O’Brien has confirmed he will keep a watchful eye on Roadstone compliance with the conditions attached to their use of the Milverton Quarry in Skerries. This comes after he obtained pollution test results of the Mill Stream from Fingal County Council. He has also asked the community to watch out for traffic problems and pollution of the Mill Stream. He told the County Leader, “Unfortunately, the permission that Roadstone was initially granted in 2007, was a very open one that these days I don’t think would be granted. The purpose of the facility has been significantly changed and with more recent permissions that

I have obtained baseline pollution levels of the Mill Stream from the County Council. Once operations start I will be looking for an update on pollution levels from the Council and regularly thereafter. A new cake shop has just opened on Swords Main Street, once again demonstrating the attraction the town possesses for new retail establishments. Taste Coffee Cake specialises in made to order cakes, fresh buns, all of which are freshly baked in house. The shop is owned by Peter Xujian Feng, who told the County Leader that customers can place their order for a cake in the morning and it will be ready for collection in the afternoon. Fresh cream cakes, buns and various breads are specialities of the shop. “We cater for birthdays, anniversaries, christenings, Christmas cakes, wedding cakes, and cakes for any occasion,” said Peter, who owned a cake making factory for some years on the southside. “I chose Swords as an ideal place to open a cake shop, because there were no similar shops in the town and it has a large population. It just seemed to be the ideal place to start up my business,” he said.
At present, Taste Coffee Cake, which also serves excellent coffee, employs five people. “The fact that customers can avail of parking on main street is another boost for my business,” said Peter, who has decorated the shop window with a beautiful display of delicious cakes, inviting passers-by to enter the shop. They also do portraits on cakes, for people who would like to have a picture of a special person on the cake, which is proving to be very popular trend at present. He said, “The opening of Taste Coffee Cake is another great addition to Swords Main Street. Portrane Club Wins Community Award Eighty four volunteer groups across the North County recently joined forces to celebrate the 2015 Dublin Bus Community Spirit Awards. Portrane Hockey Club are among those who have won a Community Spirit Award. These awards acknowledge the work that voluntary groups across the locality and beyond do for their communities and their members. It also supports them by aiding in the development of new projects, growing their services and raising community spirit in their local areas. Grants of €1,000, €2,000 or €5,000 were awarded to winners on the night. Clifford-Lee Demands New Family Court Facility Newly selected Fianna Fáil candidate and family law solicitor, Lorraine Clifford-Lee has called on the Government to set out a clear timeframe for the construction of an essential new family law courthouse in Dublin. Clifford-Lee, who was controversially added to the Fianna Fail ticket for Dublin Fingal, has expressed concern over the lack of detail on the project in the Capital Expenditure Plan. “It is extremely disappointing that the Capital Expenditure Plan includes only a vague one line reference to building a new Family Law and Children’s Court complex at some stage in the future. There is no further detail on timing, investment, planning or delivery,” she said. “This facility is desperately needed. The current courts at Dolphin House are totally inappropriate and are reaching the point of being unusable. Families and children going through extremely distressing legal proceedings are currently being packed into small, run down court facilities. “I am calling on the Minister for Justice Frances Fitzgerald and the Minister for Children James Reilly to clarify the plans in relation to this essential new facility. When will the project commence? What is the investment? What stage of planning are we at now? And when will it be delivered?”

Two members of the Student Council, Maia Drohan and Luke Quish, accepted the flag and proclamation on behalf of the school. The proclamation was read to the school by Lieutenant Dunne and Liam Mac Aogáin of the Student Council. It was very moving to hear the National Anthem being proudly sung by all at this very special gathering, over a thousand voices in all. Such was the gusto with which the national anthem was sung that school principal, Claire O’Connor declared that there would be no homework for the entire school. This news was greeted with loud cheers from the pupils. The school are now looking forward to unveiling its proclamation and raising the flag along with every other school on Proclamation Day, 15th March, 2016.

The performance of Lusk deserves special mention, as they increased their points total by six, to 293 and in the process, they were awarded a bronze medal. This is the first time the village has been honoured in this way. Balrothery all entered this year and all three secured excellent points. Donabate achieved 259 points, while Balrothery with 223 points and Portmarnock on 207 points, all drew favourable comments from the adjudicators. The two pretty villages of Ballyboughal and Balscadden also scored well in the competition, with Balscadden scoring a hugely impressive 276 points, which is an increase of six points on last year. Ballyboughal increased their score by five points, scoring an impressive 266 points in the process. The lovely rural settings and the efforts of the committees here had the judges very impressed. Rush, Balbriggan and Swords are other areas that impressed the judges, who acknowledged and praised the efforts of groups here in achieving higher points this year. Swords increased their tally by seven, bring their score to 282 points, as they inch ever closer to the magical figure of 300. The beautiful floral arrangements in the town and the colourful shopfronts all contributed to achieving this impressive score. Similarly, Rush made the highest points gain of any town in the North County, with an impressive total of 261, a massive increase of eight points on last year’s performance. This is due, in the main, to the lovely hanging baskets that adorned the town and the brightly coloured shops. Balbriggan climbed by five points to achieve a total of 267 points,

The hard work of our volunteers is at the core of our success, particularly with five approach roads to the village, which have to be maintained. KEN DUFFY Swords Tidy Towns "In the past two years Swords Tidy Towns have jumped up 15 points in the Tidy Towns competition, from 267 to 282 which is a fantastic result by any standard. We are edging ever closer to the magic number of 300 points, with your help we will get there. Of course, none of this would have been possible without the hard work of our volunteers. They came out in all kinds of weather to strut their stuff every Wednesday night and Saturday morning. We are always on the look out for new members, not only for the outdoors stuff. We need people with certain skill sets prepared to sit on our committees, their experience is invaluable to us. A lot of our success this year was made possible by the financial generosity of local businesses. Their donations allowed us to take on bigger projects which will benefit the wider community of Swords. The County Council have been very supportive over the past year and we would like to express a special thanks to them. We look forward to continuing this successful relationship in the coming year as we strive to increase our points share."
JOE TROY Balbriggan Tidy Towns “Balbriggan has continued to gain additional marks in the 2015 national Tidy Towns competition. This continuing gain in marks awarded could not have been achieved without the help of our supporters and the hard work of the dedicated volunteers, who are out throughout the year to clean and improve the town. Thanks also to the local County Council staff who also work hard to keep the town clean and tidy and provide support to the volunteers. Balbriggan Tidy Towns launched an Adopt a Patch scheme in June, which was probably too late to have any impact on this year's marks. Even at this early stage we now have almost 40 patches adopted by either individuals or community groups. Balbriggan needs everyone to get involved to make it a better place to live and this scheme gives everyone
the opportunity to get involved with the town and do light works on terms that suit their work and family commitments. The work is light, can suit your capabilities and be local to where you live - and there are no long term or onerous commitments. The Tidy Towns people will provide support and guidance and at the end of the day, you will get personal satisfaction from improving your town and areas where you and your family live. We would encourage more Balbriggan residents to get involved with either Tidy Towns or the Adopt a Patch scheme. Donabate & Portrane Tidy Towns “We hope to concentrate on the Portrane area soon and hopefully we can get some new members from this area. We operate a small group presently, so anyone thinking they might like to get involved please follow our activities on Facebook. You will be very welcome. We are delighted to be back in the national competition after a break for a few years. Our small but dedicated group of volunteers worked hard over the past 12 months. We awaited the results with great excitement and are very pleased with our results. A lot of hard work was done throughout the year by all our members, so the recognition nationally is really valued by us all. The standards are very high throughout as evidenced by the overall winner being involved for 50 years before reaching the top. We must thank our traditional sponsors, Supervalu and the Progressive Credit Union for their generous support. It is very much appreciated. Fingal County Council have liaised with us and the benches they installed and the many beautiful roses they planted look great. We know our residents appreciate them and wish to pass on the many great compliments we have received. As we begin our plans for the year ahead, we aim to improve on the great start made this year. Scales of TTIP The resistance to the adoption of the EU concluding a trade agreement with both the US (TTIP) and Canada (CETA) is reflected in the European Citizens’ Initiative (ECI). For the EU to recognise an ECI, it must be signed by a minimum number in at least seven member states. This ECI has surpassed that ‘Country Quorum’ in 21 states. ‘Stop TTIP’ represents a 500 member organisation and is the driving force in collecting these signatures which has made this ECI the largest of its kind to date. The organisers intended that activists gather
Fingal Folk Club Returns The Fingal Folk Club returned for the autumn season with many themed nights planned in the programme up to Christmas. Concerts take place in St Patrick’s Hall, Ballyboughal from 8pm to 10pm on the first and last Friday of the
month. The Club will put on a Halloween Scary Songs night on Friday, 30th October, a Country and Gospel Night on Friday, 6th November and on Friday, 27th November, a Songs from the 1960’s night. Children are free, but must be accompanied, light refreshments will be served at no charge.

Green Flag Raised In Malahide A ceremony was held in Malahide Demesne on Friday last for the raising of the Green Flag, which was one of two prestigious Green Flags awarded to Fingal County Council parks. The purpose of the Green Flag Award Scheme is to recognise and reward the best green spaces in the country. The scheme is overseen in the Republic of Ireland by An Taisce and was piloted in this country during 2015. Fingal County Council applied for and was awarded Green Flags for two of its most iconic parks, Millennium Park, Blanchardstown and Malahide Demesne. County Mayor, Cllr David O’Connor said “I am very proud to see Malahide Demesne achieve this internationally recognised standard of excellence for Parks and Green Spaces. Well done to all involved, and to the staff whose hard work provides us in the North County with such a great amenity.” The Green Flag Award® Scheme is already supporting the best practice management of parks and green spaces across England, Wales, Scotland, Northern Ireland, Netherlands, Belgium, Germany, Australia, and New Zealand. The Irish Cancer Society features in a billboard campaign raising concerns with TTIP. Other sectoral interests maintain that such an agreement will have a positive effect on our economy. These agreements have far reaching consequences and careful consideration must be given to every aspect of them.
New Season For Lusk Bridge Club
The Fingal Old IRA held their annual commemoration of the Battle of Ashbourne. The Ceremonies were held in the church in Ballymadun last Sunday week. A parade, headed by the Saint Laurence’s Band from Howth, led The Colours which were supported by reenactors representing the 1916 volunteers. The design of the Monument was inspired by a poem by Thomas Ashe, the brigade’s Commandant,who went on to be elected President of the Irish Republican Brotherhood. He died on hunger strike in Mountjoy prison in September 1917.

Local TD Alan Farrell (FG) has said that the extension of the Home Renovation Incentive Scheme has been good for the local economy. It is improving peoples homes and creating jobs in the North County. He told the County Leader: “Since the Scheme was introduced in October 2013, 2,608 works have been registered with the Scheme within the boundaries of the County Council. This figure is inclusive of works which have begun but have not yet been completed and of works which are still to be confirmed,” Farrell said. He said, that the Home Renovation Incentive Scheme provides a boost to the local economy considering the jobs that have been created and the investment that was made in the renovation works. “There is also a considerable benefit for the participants in the Scheme as they increase the value of their homes following the completion of the works,” Farrell added. The Home Renovation Incentive Scheme does not only boost the economy, it also has a positive knock on effect on small businesses in the local community. “While this is positive for communities throughout the North County, much remains to be done to ensure that every household in the area and beyond benefits from our economic recovery,” Farrell concluded.

Fingal Studies Launched By Mayor Local Mayor David O`Connor has recently launched the fourth edition of Fingal Studies, the local history journal of the County Council Libraries. The journal titled `Fingal Studies: Letters from the Trenches` refers to an article written by local historian and author Peadar Bates and is based upon a series of letters written during the First World War by
Richard HelyHutchinson from Donabate. This edition of the journal explores the history of the North County with subjects ranging from the Vikings in the area and the Williamite Wars to the construction of Harbour Terrace in Balbriggan. The journal is available in all branch libraries in the North County from Monday the 5th of October.

This government has wasted five years and we’re not even back to square one. The citizens will judge them, not on their promises, but on their action, or rather lack of it. I hope they are wearing armour when they knock on doors,” she concluded. This view, which many locals fear, is shared by Sinn Fein, whose transport spokesperson, Dessie Ellis said, “The government has given no indication as to how they are proposing to develop these plans, leaving the impression that the announcing of earmarked funds is more about electioneering. Plans for a metro in Dublin have been consistently pushed back by government after government over the past 20 years, with ¤150 million spent on this project to date. It is extremely disappointing to hear that building will not commence until 2020/21 – a full term after the lifetime of this government with 2027 the projected completion date. Sinn Féin has major concerns regarding further delays,” he said. Fianna Fail senator, Darragh O'Brien said, "The people of Dublin will be extremely sceptical about this plan. Yet again on the eve of an election, we have Fine Gael and Labour promising to deliver Metro North after taking absolutely no action over the past nearly five years to deliver on shovel-ready plans for the project."

"Now they are announcing a scaled back version with no business case analysis and that has yet to go through the planning process. This is despite the fact that the original Metro North plan had a comprehensive business analysis, planning permission and a railway order. It is difficult not to see this as yet another empty election promise. For the miserable sum, in the overall scheme of things, of €400 million over five years (€80 million per year), we could have had the full Metro North, with more stations and greater capacity. Now we have to get a new railway order, new tendering and new planning permission. The original Metro North was 'shovel ready' five years ago, now we're back to square one, waiting five years for a scaled down version, with 60 per cent less capacity than the original one," he said. Local councillor, Darragh Butler (FF) also thinks we will never see Metro in this area. "They've made this promise before only to cancel Metro the minute they got into Government. I said on the record back then that they'd resurrect Metro North again in 2015 as an election promise and that's exactly what they've done," he said. CEO of Fingal Dublin Chamber, Tony Lambert Cllr. Butler gave the metro project a guarded welcome. He said, "The chamber very much welcomes this announcement. We are particularly pleased that the original route, which we supported strongly at the time, has been accepted, with some acceptable modifications." "However, the one major flaw in this plan is the timeframe. It's simply not acceptable to put forward a plan that cannot be completed until 2027. Planning that far ahead for such an important infrastructural project is not credible and cannot ne believed," he said.
RENUA Ireland TD for Dublin Bay North, Terence Flanagan, has welcomed confirmation that Google Street View will soon feature Howth Head in detail. “Google has announced that its Street View service will be extended soon to include the cliff walk on Howth Head. The setting up of a new working group to develop a code of practice for food marketing, promotion and sponsorship is very welcome news for people in the North County. The World Health Organisation recently predicted that Ireland would be the fattest nation in Europe by 2030. This warning means that people in the country, including those of the North County, need urgent action in this area. As food marketing has great influence on what we eat, this is an area that needs to be closely regulated. More people need to be encouraged to make healthy food choices. The new working group aims to develop a code of practice for a number of areas, including food advertising and marketing, sponsorship by the food industry and food and beverage product placement in the retail sector. The group will also consider options relating to the governance of a code and will report within one year. Minister for Health Leo Varadkar has announced that Professor Alan Reilly will chair the working group. Professor Reilly has considerable experience in this field as the former Chief Executive of the Food Safety Authority of Ireland and is the Chairman of the Scientific Advisory Board of the European Food Information Council.

First Dyslexia Awareness Week The Dyslexia Assosiation Ireland (DAI) has released the findings of its first research survey which was carried out as part of the week-long public awareness campaign focused on World Dyslexia Day on Thurthsay the 8th of October. The findings of the survey will be of great interest to many people here in the North County, whose children may be affected by this condition. It represents the opinions from 797 respondents including students, teachers and adults living with Dyslexia. Seventy-six per cent of parents feel that earlier identification would help their child with Dyslexia. “Families in Ireland are forced to seek
private assessments and supports as the education system is simply not meeting their needs. Research has long shown the benefits of early identification and targeted intervention. Our education system must be built on principles of fairness and equitable access,” said Rosie Bissett, CEO of DAI. The survey has further shown, that only 30 per cent of teachers reported receiving any pre-service training on Dyslexia or any other learning difficulties. According to Donald Ewing, Head of Psychological and Educational Services of DAI, every class teacher needs some knowledge on dyslexia identification and support strategies. “Specialist teachers need advanced training to enable them to assess dyslexia and to support the schoolwide provision of evidence-based teaching interventions,” he said.
Irish Red Cross and Medicare Break New Ground The Irish Red Cross and Medicare, the flagship brand of Fleming Medical, have entered into a partnership agreement, which both parties describe as “ground-breaking”. The 12-month deal involves a €30,000 contribution to the Irish Red Cross and the financing of a comprehensive integrated marketing, training and public awareness campaign promoting greater public understanding of First Aid.
