Local Scout leader, Christy McCann was elected Chief Scout of Scouting Ireland at an general meeting of Scouting Ireland in the RDS last weekend. Almost one thousand delegates attended the National Council, a large proportion of whom were Youth delegates. Upon his election, Christy was invested as Chief Scout by outgoing Chief Scout Michael John Shinnick, by reaffirming his Scout Promise along with all the delegates present. Christy McCann who lives in Portrane, has been a lifelong member of the Scout Movement with over forty years working with young people and is associated with 46th Dublin Trinity Scout Group in Donaghmede. In the past

he has held numerous offices in The Scout Association of Ireland as District Commissioner and National Commissioner Scouts. Since the formation of Scouting Ireland in 2004, Christy has been Provincial Commissioner in the North Eastern Province of Scouting Ireland, Camp Chief of the National Jamboree held in Punchestown in 2008 and more recently as International Commissioner of Scouting Ireland and has represented the Association at many functions abroad, including the recent World Scout Jamboree in Japan. The new Chief Scout takes the helm at Scouting Ireland, the country’s largest youth organisation with over 50,000 youth

members and 12,000 adult volunteers at an extremely challenging stage in its development. Apart from the day to day running of the organisation he will oversee the Governance project to ensure the organisation is fully compliant with the New Charities Act along with new lobbying legislation which will require his attention. Scouting Ireland is also committed to running a National Jamboree in Ireland in 2018 and to sending a substantial national contingent to the World Scout jamboree in Virginia USA in 2019. And as if that was not enough, Ireland is committed to hosting the World Rover Scout Moot 2021. So, it looks like he has quite a large job ahead of him.

Skerries RNLI Responds To Submerged Car Callout Skerries RNLI recently responded to reports of a car submerged on Gormanston beach following a 999 call to the Coast Guard. Shortly before 2.30pm Skerries RNLI were tasked by Dublin Coast Guard to investigate a submerged car on Gormanston beach after they received a 999 call from a concerned member of the public. The lifeboat, with Joe May at the Helm and crewed by A.J Hughes, Laura Boylan and Ian

Guildea , launched and made their way directly to Gormanston beach. Conditions at the time were relatively calm with force three westerly winds. After arriving on scene, the crew located the car and were able to confirm that it was unoccupied. As a precaution Dublin Coast Guard rescue helicopter R116 carried out a sweeping search of the coastline while the lifeboat carried out a search of the immediate area.

Council To Hold Memorabilia Day The County Council are inviting members of the public to attend their 1916 Memorabilia Day with any artefacts, treasured items or stories they have relating to 1916. The event will be held on Saturday 26th September in the Grand Hotel Malahide from 12pm to 4pm. As part of their 2016 Centenary Programme, the County Council wants to record material by creating a digital image of it on Memorabilia Day. This will help to build a visual history of the role of the ordinary men and women of Fingal in the fight for Irish freedom. The resulting digital repository will provide

Local Support Employment Centre Opens A new Libraries Supporting Business and Employment Centre opened in Blanchardstown Library last week. County Mayor, David O’Connor was delighted to open the centre and felt it “represented a local one-stop-shop of information for the general public interested in employment, business and enterprise information”. Passenger numbers on domestic routes increased by seven per cent with over 8,500 people taking domestic flights last month. So far this year, more than 16.8 million passengers have travelled through Dublin Airport, a 15 percent increase when compared to the same period last year. Dublin Airport has welcomed almost 2.3 million extra passengers in the first eight months of the year.

Kay Is Skerries Volunteer of the Year The annual Jim Quigley Award for Volunteer of the Year allows the Skerries Community Association (SCA) to acknowledge a local volunteer (or group of volunteers) and give them well-deserved recognition for their work. This year, the award went to Kay Coleman of Skerries Chamber of Commerce. Kay was presented with the award at the SCA annual general meeting in Skerries Community Centre (Little Theatre) on 11th September last. Kay has made a huge contribution to Skerries over the years. In his introduction to Kay’s work, Geoff McEvoy, chair of the SCA, stressed her long involvement with Skerries Chamber of Commerce and mentioned how Kay is instrumental every year in arranging the Christmas lights and the St Patrick’s Day parade. He said: “This award is a long overdue acknowledgement from her friends, colleagues and community.” He read out excerpts from the many emails the SCA had received on behalf of Kay in the process of finding the right person for the 2015 Award. Martin Scully, President of the Skerries Chamber of Commerce, commented: “For the past 20 years, Kay has been a major part of the Skerries Chamber of Commerce. She has worked tirelessly through all projects, always with her

‘Enterprising Women’ In Focus For Fingal Enterprise Week The Fingal Local Enterprise Office (LEO) has announced that a new business network, aimed to encourage and stimulate female entrepreneurs will be launched as part of Fingal Enterprise Week, which is running from 5th to 9th October throughout the Fingal region. The business network is a new structure, whereby female members will have an opportunity to hear from expert speakers at quarterly network meetings which will be held locally. Women who are currently running their own

businesses are eligible to attend as well as “aspiring” female entrepreneurs. Speaking on the rationale for establishing this new network, Head of Fingal LEO Oisin Geoghegan referred to the traditionally low levels of business ownership by women. “While there has been progress over the last number of years, the reality is that women are still under-represented in business circles and this arises for a variety of reasons. By providing a focus for female business role models and a

supportive and encouraging networking environment for female entrepreneurs, we aim to tackle the underrepresentation of women in business,” he said. Previously the Fingal County Enterprise Board had run a Women in Business Network but this was wound down at the end of 2013. “We are now looking at a new model and a fresh approach”, continued Geoghegan. “The previous ‘Women in Business’ Network had served its purpose very well, but time and things have moved on.

Funding For Portmarnock Leisure Centre Local TD, Alan Farrell (FG) has announced that Portmarnock Sports and Leisure Centre (PSLC) is to receive €300,000. This funding comes under the Local Authority Swimming Pool Programme energy efficiency upgrade and enhanced disabled access initiative 2015. The allocation was announced by the Minister of State for Tourism and Sport, Michael Ring TD. Farrell said, “I am delighted that Portmarnock Sports and Leisure Centre will receive €300,000 which will assist them in terms of improving energy efficiency of their swimming pool, and therefore reducing their energy costs while also enhancing access for disabled swimmers.” “Portmarnock Sports and Leisure Centre swimming pool is one of 16 pools nationwide to receive

funding under this programme in 2015 and this investment in the swimming facilities in Portmarnock will be great news for both those who those involved in the PSLC and all swimmers in the area.” He continued, “Swimming is a beneficial activity both in terms of recreation and exercise. Newly appointed manager at the Swords branch of AIB, Ger Heskin is delighted with the customer reaction to the new Quickbanking initiative, which enables customers to take control of their own banking requirements at specially designed self service units. This required the branch to be fitted out and Ger, who took over as branch manager last May, is pleased with the reaction thus far She said, “Our customers are loving the new look and our concentration is to have more staff on the floor, in order to give more attention and time to our customers.” “This is a whole new focus on meeting and greeting and being available to our customers. We also have an advertising feature here in the bank, using our digital screens, where our customers can advertise their businesses on the premises, which is a modern version of what was our showcasing, which we had here in the past. This is a much more modern and up to date feature, which is proving to be very successful,” she said. The Quickbanking initiative is

being rolled out in all AIB branches on a phased basis and Swords is one of the first branches. Ger said, “This is probably one of the more basic packages in terms of what’s happening, with it all depending on the size of the branch and the facilities available to enhance the branch. All our branches will be, what we call, refreshed. Quickbanking is the model to bring us into the future, but we still have our teller options. The customer now has more choice,” she said. Local Girl Guide Leaders Adopt New Programme

Guide leaders in the North County are joining Irish Girl Guides (IGG) leaders across the country in adopting a new programme, that will see girls and young women from age 5-30 grow in confidence, resilience and emotional well-being as they learn essential life skills. IGG Chief Commissioner Helen Concannon, who lives in Skerries and is a former leader of River Valley Guides in Swords, said the new programme was built on the strong foundations of previous IGG programmes and provided a clear map for leaders to help girls along their guiding journey. “Girls can join IGG at any time, so the Journey Programme is designed to meet the needs of both the girls who start at the age of five, as well as those who jump on board along the way,” she said. “IGG is a real movement – moving with the times and updating our programme to be relevant to the girls and young women of today. Swords Poet To Feature In National Competition Swords-based poet Verona Pentony will have one of her poems, entitled ‘The Farmer’ featured in the upcoming ‘Poems for the Ploughing’ competition at the National Ploughing Championships. Pentony was delighted to be among the top six poems (and the only female) to be in the contest. “What can I say, it’s quite something to be the only female, the only living Poet listed beneath five giants,” she said. A contingent representing Swords-based banana importers Fyffes and members of the international children’s aid organisation UNICEF has recently returned from a fact-finding mission to South Sudan, to assess the extent of polio in that country and the administration of a vaccination programme being funded by Fyffes. The campaign to immunise as many young children as possible, age five years and under will follow similar lines to last year when, with backing from the local company, UNICEF administered polio vaccinations to over one million young children in Nigeria with the result that the

deadly virus has since been effectively eradicated in that country. The campaign in South Sudan forms part of UNICEF’s goal to eradicate polio worldwide by 2018. It will target young children affected by the ongoing conflict, focusing on those living in remote areas and in known polio hotspots. Following the visit, Peter Power, Executive Director, UNICEF Ireland said: “Every year, about 29,000 children under the age of five die every day mostly from preventable causes. With Fyffes’ support an estimated 250,000 children in South Sudan alone will be immunised against polio.”

the will. Leaving a gift in your will to your favourite charity is a simple and wonderfully fulfilling experience. So what exactly is a will, and what is required to make one? A will is a simple document which must be in writing (not on CD or DVD) clearly stating the wishes of that person regarding their estate / assets in the case of their death. The person must be of sound mind when completing and signing the document. The Will must also be signed and witnessed by two people (other than people who are set to gain from the Will). It is usually advisable that the witnesses be independent. If it is the case that the witnesses are family members, the Will is still considered valid, although it is worth noting that the family members may lose out if they are to benefit from the Will. Wills can also be used to make charitable donations, to opt in or out of organ donation, to specify funeral arrangements, and most importantly, make sure your child is raised by the people you think would do the best job. Without a will, you cannot assume that your children will be looked after by your relatives or friends when you pass away. They may be placed with a relative you do not approve of, or if no blood relative or friend steps in, placed into care. The only guarantee they will be looked after how you would like after your death, is to clearly state your wishes in a will and to discuss them with your chosen guardian.

Last Tuesday was prizegiving day at Loreto College, Swords, where the outstanding achievements of the students were recognised. Principal, Peter McNamara told the County Leader, “Approximately one sixth of the students here have been acknowledged. This is all about celebrating leadership in so many areas on various committees and academic achievements. We believe in the strength, power and leadership qualities of the young girls in the school and we want to continue the Loreto journey that is ongoing for the past 400 years.” He also wished last year’s sixth years every success as they spread their wings in work or in college. “We hope their roles in the school will help to inspire future students at the school. I would like to wish our teacher, Sorcha Furlong all the best, when she lines out for Dublin in the ladies All-Ireland final against Cork next Sunday. Jo Jingles Improves Children’s Confidence

Programme (JEP) is the only national programme that promotes entrepreneurship at primary school level. Last year, the JEP programme was rolled out to more than 10,000 primary school children throughout the North County and beyond, and this year the numbers signing up for JEP are expected to increase significantly. Many schools around the locality in Swords, Garristown, and Sutton took part in the programme in 2014, with great success. “This latest research shows how much children can benefit from JEP. Introducing children to entrepreneurship and creating a ‘can do’ culture from an early age not only helps with self esteem and personal development, but it also enables students to better understand subject choices and make career decisions at secondary school level,” said Jerry Kennelly, cofounder of the Junior Entrepreneur Programme. The JEP Survey showed that 87 per cent of teachers saw an increase in confidence in children participating in the Junior Entrepreneur Programme (JEP). Teachers surveyed agreed that children’s communications and presentation skills benefited enormously from the free programme, while life skills such as decision making and teamwork were greatly enhanced in primary school children as a direct result. The JEP businesses, set

management teams with key roles such as management, marketing, sales and finance in each company, generated revenue and in most cases, profit. Some junior entrepreneurs re-invested their profits while others split the proceeds, netting

per pupil. Many classes also made a donation to charity. JEP participants develop skills and confidence in presentation, drawing, technology, research, numeracy as well as problem solving, collaboration and brand awareness.

Donabate Students Celebrate Junior Certificate Results The students of Donabate Community College recently marked another successful year of Junior Certificate results with a large reception. Parents and teachers joined students to celebrate their achievements, as Mr. Creevey and Ms. Ní Bhrolcháin presented each student with their respective envelopes. Any nerves evident in the main hall quickly dissipated as students learned of their fabulous achievements and were eager to share with, not only their parents and teachers, but

also their fellow peers. What marked this year as special, according to the school, was the size of the gathering with so many parents joining their sons and daughters for this important milestone in their second level education. “From a staff’s perspective, it was wonderful to hear the kind words of gratitude from so many parents to staff and indeed from the students themselves. The Third Year class of 2014-15 succeeded across all subject areas and are to be commended for their

hard work, not only in the run up to the exams, but their consistent diligent approach to study from First Year,” said the school. Prefab Housing May Be Solution To Homeless Problem Fingal County Council, along with the three other Dublin local authorities, together have opened a Modular Housing Demonstration Project. The new prefabricated homes will be used in an effort to combat the increasing homelessness problem. There are six modular units, all of which are two bedroom units, contain kitchen / living room space, storage facilities and bathrooms. All of the units are designed to accommodate family living. There are no details available about where or when the units will be constructed in the North County. If the proposed use of modular homes is agreed and supported, the four Dublin local authorities will engage with all relevant stakeholders and with Central Government, to consider procurement and provision at

a scale required to effectively address family homelessness in Dublin. According to Ali Grehan, City Architect, with Dublin City Council, “the local authorities do not propose that modular housing replaces traditional forms of housing, rather that it would work in tandem with the local authority delivery of social housing options, as housing supply becomes available (in line with the Social Housing Strategy 2020). There is a considerable track record across Europe and the USA of system built housing delivering well designed homes affordably, quickly and suitable for different contexts.”

Migrant Crisis Threatens EU Unity There will be an EU Leaders summit called by Council President Donald Tusk to focus on the escalating migrant crisis.

By Cathal Boland Recently the interior ministers met to consider again the Commission’s proposed mandatory quotas which looks to distribute some 120,000 asylum seekers around the member states. Last week, the Parliament agreed with the proposals, yet many national governments are rejecting the package. In response to this insular approach the German Foreign Minister is quoted as saying “If all else fails, we should seriously consider applying the instrument of majority decision”. This may

force agreement by the Council to the Proposal but at what cost to unity within the Union? There appears to be fractures within the German establishment in respect of the policy they are pursuing. Last week saw the resignation for personal reasons of the head of the Migration and Refugees Federal Office. Critics say that this is the alarm signal that all is not well and is the result of adopting the policy of “It will be alright on the night”. We in Ireland know only too well how things can go badly wrong when the wheels come off that wagon. Real imaginative leadership is required to appropriately accommodate and integrate the vast numbers who seek our protection. Those of us old enough to remember 1956 and the inflow of refugees from Hungary will, I’m sure question the failure of the Hungarians to show similar compassion to that shown to their countrymen then.

We don’t want to see tenants in out of town shopping centres being penalised, but the on-street parking problem needs to be resolved before anything can happen,” he said. O’Brien explained, “Villages like my own local village of Malahide have been the heart of communities in North County Dublin for decades. Despite having so much to offer in terms of shopping, restaurants and amenities, our villages are suffering due to changes in shopping trends and out-of-town shopping centres.” “Sadly it is becoming increasingly difficult for local businesses to compete with large centres for a variety of reasons.
