Concerns Over Staffing Levels At Lusk Detention Centre Ten members of staff at Trinity House, the children’s detention centre in Lusk, have been on sick leave for more than a year, which is causing major problems with staffing levels, it has emerged. The hope among local residents is that this staff shortage will not have an adverse effect on the security of the local area. Minister for Children and Youth Affairs, Frances Fitzgerald told the County Leader, “A third of beds at the facility are lying empty because of staffing problems and issues with a roster, which was implemented in February last. A Government decision to stop sending 16year-olds to adult prisons, coincided with a spike in judges remanding teenagers, putting demand at Oberstown campus at a record high,” she said. Local TD, Brendan Ryan (Lab) told the County Leader, “I don’t believe this causes any security alert for the area. It’s a case of poor HR management. We have seen high levels of absenteeism across various sectors of the HSE. This unacceptable level of absenteeism must be a focus for the management team at Oberstown,” said Ryan. Oberstown

However, judges recently complained about the lack of room for young offenders, who they have been forced to free back on to the streets with serious convictions. It is generally accepted that critical steps are required to tackle the problems on site, where there is an absolute requirement for additional staff to ensure the facility can be fully utilised and is fit for purpose for detainees and for those who work across that campus. There are 24 beds in Trinity House School including eight waiting to open - 20 in Oberstown Boys School and eight in Oberstown Girls School which are rarely full. A spokesperson for the
Department of Children told the County Leader that talks were still continuing with unions to open a new eight bed unit on the grounds, adding that temporary or agency staff
would have to be taken on. The spokesperson continued, “Good progress has been made and posts for addiction counsellor and speech and language therapist have been filled, with the psychology post due to be filled in September. Training is due to take place, with a view to implementing mental
health screening for all young people in the detention system before the end of December. The Minister has welcomed the ongoing development of this important service on the Oberstown campus, which was a key recommendation of the Ryan Commission on child abuse of 2009.”

Application Lodged For Post Primary Balbriggan School Following the Department of Education and Skills’ announcement in May of new postprimary schools, it looks like Balbriggan may at last get it’s much-awaited Educate Together Post Primary school. Educate Together has lodged applications for two new schools in Dublin, one of is in Balbriggan. Applications for enrolments for the new schools they are opening in Dublin and Drogheda in 2014 are already strong, and now many more parents have expressed their interest in these
proposed new schools. Parent and Chair of the Balbriggan Educate Together Second-level Committee, Colleen McKenzie Bird, told the County Leader, “As a primary school patron, Educate Together has successfully provided a level “educational playing field” for all children regardless of socioeconomic, disability/ability, ethnic or religious background. This ethos of inclusion and equality should continue into second-level education in order to reflect and accommodate the diversity of education in 21st century Ireland,” she said. Applications submitted will be assessed by the Department of Education and Skills and the New Schools Advisory Group, who will make recommendations to the Minister for Education and Skills.

As the sun continued to shine throughout the North County last week, a minor oil spill in Skerries Harbour saw enthusiastic beach goers forced to steer clear of the sandy shores while the County Council investigated the incident. The County Leader was informed late last Friday afternoon that Skerries North Beach as well as other beaches in the area, were closed as a precautionary measure due to a minor oil spill in Skerries Harbour. They asked people to stay out of the waters until the matter was resolved, despite confirming that the oil had not reached the beach. The oil was caused when a trawler moored in Skerries Harbour sank and began to shed diesel. A concerned member of the public contacted the local Skerries Coast guards, and the Council were then called in. The Council have now established that there has been no contamination of the beaches in the area, and they have all been reopened to the public. All people using the beaches are urged to take care while swimming and to keep them litter free.

Teenagers from the North County with Dyslexia will be given the opportunity to avail of technology tools that will make learning easier at two summer camps, to be held at UCD and UCC. The students will learn about assistive technology, software and tools which help people with disabilities to access computers, phones and other mainstream technologies. Each camp will last for three days, with the UCD camp taking place from 24th -26th July and the UCC camp running from 14th-16th August. The camps are aimed at 12-16 year olds with Dyslexia and Dyspraxia, a condition that affects coordination and fine motor skills, including writing. The camps are being organised by Urability, a website which offers assistive technology resources to students with disabilities, their teachers and their parents. The students will learn about text-to-speech software, which reads text on a computer screen back to them, and dictation software such as Dragon Naturally Speaking, which types as they talk. The students will also be able to take part in activities like drama workshops, where actors play out common classroom scenarios faced by Dyslexic students and the students get to decide the outcome.

Balbriggan Celebrates Bicentenary The Church of Ireland community in Balbriggan is welcoming anybody interested in their Christian heritage to celebrate the laying of the foundation stone for St George’s Church which took place on 23rd July, 1813. At 8pm tonight, Tuesday 23rd July, that auspicious day will be recalled when Evensong will be said and sung using the words from the Book of Common Prayer as in use in 1813. Rev. Canon Cecil Hyland and lay reader Roy Hicks will lead the Service. During refreshments afterwards, an exhibition of old Bibles and Prayer Books published since 1800 will be on display for the first time in Balbriggan. Outside, midway up the west tower of the church, the inscription has been restored by local craftsman, Michael Grimes which reads, ‘Founded by Rev. George Hamilton of Hampton on the 23rd day of July in the year of our Lord 1813.’ All members of the public from whatever Christian denomination or none are very welcome to attend.

“ Siobhan Moore, You Are An Ironman “ President of Fingal Dublin Chamber, and External Communications Manager at DAA, Siobhan Moore has just achieved a lifetime’s ambition. She completed an international Ironman Triathlon. Siobhan at the Frankfurt Ironman, which was held earlier this month. The gruelling event included a 9.8km swim in a lake, followed by a 180km cycle and finally, a full marathon (42km) around the city of Frankfurt. Siobhan is a member of Fingal Triathlon Club and along with two fellow members of the club, Lisa and Caroline Boardman from Lusk, became the first ladies from the club to complete a full international ‘Ironman’ course. Competitors had a time limit of 15 hours to complete the course and they finished well inside this time. Siobhan, who juggles her time between her busy full time schedule at DAA and her duties as President of the Chamber, recalled the

Cold Hearted Thieves Break Jack’s Heart In last week’s edition of the paper, we featured the joy of young Swords boy, Jack McGuirk, who suffers from leukaemia, as he was chosen to be mascot for the victorious Dublin team at Croke Park last Sunday week.

The feeling of euphoria experienced by Jack (9) didn’t last long however, when heartless thieves stole his much prized Hot Rod bike, which was very special to him. His mother, Catherine said that Jack had just gone around the corner to play with some friends, when four thieves made off with the bike from outside his house. She said, “The Gardai said it was the second bike to be taken from the area in as many days.” Big hearted Jack’s immediate thoughts were for his parents. Catherine explained, “While he was distraught, he touched our heartstrings when he wrote a letter to us, apologising for the loss of the bike. He was aware that it was expensive and he felt for us. He’s such a sensitive and caring boy,” said Catherine. Jack said, “I’m very upset that my bike has been stolen and I hope that whoever took it will give it back, because I’m lost without it,” he said.

“Even though my goal was just to complete the race under the 15 hour cut off time, training is still intense for Ironman training, especially when you are working full time and you want to make sure there is quality time for family and close friends. Training six days out of seven and twice a day on many of those days. Weekends were planned with long bike and/or run sessions, which are hugely time consuming,” she said.

Members of Swords Youth Service recently took part in the Alcohol/Drug Misuse and Knife Crime Programme. This is the fifth year the programme has run and is a collaboration between Swords Community Gardai and the Swords Youth Service. Each year, around 15 young people take part. The programme is broken into three different parts, and part one took place on Monday and Tuesday last. The young people came together to learn more about the role of the Gardai in their community. Gardai Investigate Two Local Armed Robberies An appeal for information has been issued by gardai about two armed robberies, which took place within the space of 20 minutes in the North County on Friday last, 19th July. At around 11.25am, two males armed with a shotgun entered Bambury’s bookmakers on Main Street in Lusk and threatened a female member of staff. They made off with a small amount of cash in a dark coloured Mercedes. There were no shots fired and no injuries reported. The car is believed to have travelled out of Lusk village in the direction of the Rush roundabout. Minutes later at around 11.40am, two armed and masked men
entered The Village Store in Oldtown and they also threatened a female member of staff, before leaving the scene with a small amount of cash and cigarettes. The raiders fled the scene in a dark coloured Mercedes in the direction of Fieldstown Bridge. No shots were fired and there were no injuries. Investigating gardaí are now appealing for any witnesses to the incidents, or anyone who has seen a dark coloured Mercedes saloon car with partial registration number 11-D in the North County area between 11am and 12pm to contact them. Technical examinations at both scenes have been carried out and inquiries are ongoing.

Malahide Group Opposes Housing Developments

Malahide Community Forum is among three local appellants challenging the granting of permission to Bovale Developments for the construction of 74 new homes close to St. Sylvester’s GAA grounds and directly opposite Malahide Community School. A Community Effort PRO of Garristown Community Council, Eileen Neylon is this week’s North County Living candidate. Eileen is most definitely what one would call a community activist. Having been involved with the Garristown Community Council for an amazing 30 years in various roles, she (along with all the others on the local council), know all the ins and outs of what it takes to keep the town and its many community groups running successfully. She is clearly very proud of the active town she calls home and has nothing but praise for the entire community and those that each do there bit for the community. Eileen's role as PRO on the Community Council means that she is involved in planning the number of events and classes that take place in the community centre and around the town. “The Community Council has been around in Garristown for well over 30 years now, so we’ve been doing our bit for some time,” she told the County Leader. “Our main responsibilities consist of keeping all the events and classes going around the community. A good majority of them take place in the community centre, which we’re also responsible for the maintenance of, and it’s usually always very busy, so there’s always something going on. There’s a large amount of different classes, groups and meetings on so that all the interests of the people in the town can be cared for.” “It’s always been a team effort from everybody on the community council,” she explained. “Each person does their own bit, and the council wouldn’t exist without the dedication of all involved as well as the brilliant support we get from the community.” The community council is run by a small group of dedicated volunteers, who give up their time freely to ensure that the council stays up and running. “The number of volunteers can vary from time to time, and it can often be a select few who stay on, but lately, we’ve been seeing a lot of younger people wanting to get involved new blood as we call them - which is wonderful,” she says, smiling. “It’s always fantastic to see younger members of the community get involved. It’s important, as they’ll be the people who can keep things up and running as the years go on.” Given that Garristown is a small enough area in terms of population, one might be forgiven for being a little surprised at hearing how busy it is! “We are small enough all right, but the town really knows how to come together as a community to mark or celebrate a festival or occasion, and I find that’s one of the best things about living here,” she continued. She points out a few milestone events that herself and the council have particularly loved being involved in over the years. “The Garristown Text Alert Scheme was a great achievement for the whole community. The community council were involved in it initially and then a sub committee was set up, but it was really a great

success, and a testament to what can be achieved when everyone works together.” Indeed it was, as other towns around the North County expressed their enthusiasm for the scheme, which was set up to try and combat anti-social behaviour around the area. “We also set up a scheme in which every year, we send messages or cards to anyone from Garristown who is now living abroad, which has proven to be very popular over the years and that’s another thing we do that I really like.” On the subject of festivals, the community council are currently gearing up for one of their biggest events of the year, which is the Garristown Gathering Festival, taking place from the 10th to the 19th of August. “We’ve been planning this one for quite some time and our festival pays tribute to the Gathering, as well as some milestones around the community. In particular, we’re going to mark the 25th Anniversary of our community centre which will take place on the 12th of August with a tree planting ceremony and burying of a time capsule. The local schools and clubs will all be involved and it will really be a special day for the whole community, as our community centre is at the heart of it all.” There will also be a host of other events and activities on throughout the week including: a parade, fun run, historical walk and much more that the whole family can enjoy. “It’ll be a really big celebration and after an awful lot of work from everyone involved, we can’t wait for it to start. We’ve had fantastic support from all the local businesses around the town and of course all the residents who have been fantastic and contributed to all our fundrasing.” It is at events like this, she says that you really get a sense of what community is all about. “It’s really fantastic, and the sense of community spirit is what it’s all about.” She wants to thank everyone who has contributed to the festival and all the volunteers for their hard work and dedication. “It wouldn’t be possible without all the wonderful help we receive.” The festival is running for the week from the 10th of August and is sure to be a great success. Eileen is clearly extremely active and along with all the other volunteers in the community, is extremely dedicated to her town. She says she is always up doing something or other and mentions her family, and her husband Derek. She is also involved in the historical society: “I think as you start to get older you start to get more curious about what has gone on in the past,” and is a keen walker and member of the Fingal Walkers group, who have been meeting every Sunday for the past number of years. She says she can’t see herself not being involved in community life as she loves seeing the fruits of all the hard work and seeing the town grow and evolve. “It’s when you see the success of all the events that it makes all the effort worth it. It’s a real testament to the hard work of the village,” she concluded.

Free Emergency Information Scheme In Balbriggan A new free ‘Message in a Bottle’ Emergency Information Scheme was launched today, Tuesday 23rd July in Balbriggan. The scheme directs the emergency services to information stored in a plastic bottle which is kept in the fridge; vulnerable people, people who live alone or those with a medical conditions or allergies can enter their details on the form inside the bottle. It will include a photograph, health details, emergency contact, doctor, whether there are pets that need looking after and where their medication is kept in the house, which will assist the Emergency Services. Stickers are put on the fridge and on the inside of the front and back door to alert the emergency services that the vital information is available in the fridge.
Residents of Chapel Gate, Naul Road, Balbriggan took to the streets last Thursday, 18th July, in protest at the County Council’s plans to push ahead traffic solutions in the area. The residents, armed with placards are convinced that the plans of the County Council will lead to accidents, with possible fatal results. The area concerned is at the junction of Harry Reynolds Road and Chapel Gate and residents of Chapel Gate are up in arms at the Council’s decision to paint double yellow lines on one side of the road, leading down to
the town centre, and single yellow lines along a row of houses on the other side. Residents maintain that by banning parking on the busy road, it will encourage motorists to speed, thus putting lives at risk. Another problem for residents is the difficulty they experience when trying to access their driveways. Resident Patricia McCann told the County Leader, “At present, residents are experiencing verbal abuse when trying to gain access to their own homes. One family has a disabled child and he receives physiotherapy, which take approximately one hour where will the physio park? Councillors Want Fitness By-Laws Changed By Jennifer McShane The controversy over whether fitness bootcamps should be allowed to use public spaces and parks is to be discussed at a Strategic Policy Committee meeting of the Council, following a debate in the council chamber on the issue. Recently, local group Fingal Kettlebells got in touch with the County Leader to say that they have been working on a petition to campaign against council by-laws regarding the use of the public parks across the North County. “Last summer, council workers came up to me and said I would need to apply for a licence. I had no problem with that, but then the council said there was no such thing as a licence, that
you’re just not allowed use any council land for any exercise classes,” explained owner of Fingal Kettlebells, Dinny Collins. “This issue doesn’t just affect people in my class, it affects anyone who wants to do an exercise class outside. Fitness classes should be in the public eye promoting health and fitness to the wider community,” he continued. Local councillor, Eugene Coppinger (SP), a long distance runner who has a huge interest in fitness, echoed this sentiment and said that in the face of a huge problem with obesity in this country, this kind of activity should be encouraged in public parks and open spaces. But Council officials said they have a responsibility to all users of the county’s public spaces and parks and any activity allowed in those spaces had to be handled in a ‘managed’ way. However, Coppinger’s motion won widespread support from a number of his fellow councillors who agreed it may be time to look at changing those bye-laws that ban the activity. Councillors agreed to discuss the issue further at a Strategic Policy Committee meeting.
Keys Handed Over For New Lusk Secondary School There was great news for Lusk, with the handing over of keys to the new secondary school to the VEC recently. The new school will open in September. Phase One of the building will cater for 350 pupils and will ensure that all subjects will be catered for when the school opens. This project has been widely welcomed in Lusk and it now means that local second level students will not have to travel to Skerries, Rush, Donabate or Swords to attend secondary school.

County. The councillors brought the matter up at a recent area meeting, and Butler says he intends to press forward with the matter again, when the Council reconvenes after the summer break. Butler told the County Leader: “Both myself and Cllr O’Brien asked the County Council to give us a specific report on the increased pitch fees, which we certainly object to as they were introduced without any consultation with the County Councillors.” He went on to say that the increased fees were most unfair to small local sporting clubs, who, despite the fact that they might be struggling, had no choice but to pay the fees for the new season. “This is the last thing that small local teams need when trying to survive and encourage
additional participation and youth teams to participate in sporting activities,” he said. “Times are hard enough and struggling clubs had no choice but to pay the increased fees for the new season, which is unfair.” The Council responded by defending their decision, saying: “The cost of maintaining these pitches is very high, with approximate expenditure in excess of €100,000 per season for the dressing and drainage of these facilities. It is considered that the playing pitch service provided by this Council to sports clubs throughout the North County is exemplary and compares well with that of our sister authorities.” Butler informed the County Leader that he will be bringing this matter up at the next Council meeting in September.

A fundraising drive recently held in Skerries for Ireland’s first children’s hospice, was inspired by a little girl suffering from a rare disease that affects just 1,000 people worldwide. a fundraising night for LauraLynn at Ollie’s Place in Skerries, which managed to raise over €1,200 for the charity. LauraLynn House provides such wonderful transitional care, home support, respite, crisis and end-oflife care to children with lifelimiting and life-threatening conditions. But, the hospice doesn’t receive any state funding, so support from fundraising events such as this are vital. The evening’s organisers were thrilled with the money raised and thanked all of the local businesses that had been so generous in donating over 25 prizes for the raffle, as well as all those who had bought raffle tickets.

Music Summer Camp At Malahide Rugby Club Children from Swords, Malahide and surrounding areas are in for a treat this year at Sounds Good Music Summer Camp at Malahide Rugby Club on Estuary Road. Every year, the camp invites special tutors who each specialise in very different musical areas. This year, the camp will see the return of a very special tutor Páidí Ó Dubháin who has performed all around the world, will join Meabh Hyland and the camp leader, Michael Dawson and plan to encourage, educate and enthuse the children through music. Some activities include trying out over 15 different instruments, learning how to sing, getting over stage fright, start your own rock band (usually for the boys, but girls are welcome!) a visit to a radio station, loads of fun music games and everyone will also get a chance to record their very own summer camp album. Irish Water Safety is appealing to local residents and North County visitors alike to take the following approach to safety when enjoying waterways in this recent good weather, following an analysis of the spate of recent drownings. Firstly, you should always swim at lifeguarded waterways. If there is no lifeguarded waterway nearby, then swim at a recognised, traditional bathing area. You should always take care to swim
within your depth, and stay within your depth to decrease the chances of running into difficulty while in the water. Use local knowledge to determine local hazards and safest areas to swim and ensure that ringbuoys are present. And before you enter the water, make sure that the edges are shallow shelving, so that you can safely and easily enter and exit as needed. Finally, if you are drinking alcohol around water, only drink it after your aquatic activity has ended,
Calling All North County Cyclists The Jack and Jill Kilkenny Cycle 2013 is set to take place on Saturday, 14th September next. Cyclists from across the North County are being urged to take part in this event, which is for an outstanding cause. The 100 km cycle will begin in Blessington and proceed to Kilkenny, via picturesque back roads. This event will be professionally organised with one guide to every 10 cyclists, with back-up vehicles and mechanical support, and you will also be provided with a professional cycling jersey. The fundraising target is €500 per person. There will be refreshment stations en route, with a stop off midway for lunch. The event highlight will be a celebratory dinner at the four star Newpark Hotel in Kilkenny. Registration is now open at www.jackandjill.ie/cycle. Last day for registration is 30th June. A €100 non refundable deposit is required when registering to secure your place, with the balance payable by 31st August 2013. A deposit covers all of the above.

Change Of Venue For Swords Bethany Group Swords Parish Bethany Bereavement Support Group meetings are now being held in St. Colmcille’s Parish Office at Parochial House, Seatown Road, Swords, from 8.30pm until 9.30 pm on the second and last Monday of every month. The next meeting will be on 29th July. Anyone suffering the pain of loss through bereavement is most welcome to attend the meetings. The grieving process is often long and very painful. Bethany members are trained to listen and help people to understand and come to terms with their loss. Meetings are informal. Group support or discussion on a one-to one basis is available.
