Donabate Tidy Towns have teamed up with Food Rescue and will be hosting a stall in the Flavours of Fingal Show in Newbridge House on 27th and 28th of June. The object of the exercise is to reuse food waste close to its sell-by date and teach people how to make tasty meals. It comes under the recycle part of the Tidy Towns competition. A sample of the activities at the Food Rescue stall in the Walled Garden at Flavours of Fingal include free samples of dishes made from surplus ‘rescued food’ on Saturday. Also cooking demonstration on the Cookery Stage, also on Saturday at 12 noon. It will also include how to cook with leftovers and food close to its best-before dates.

The visit was to celebrate the launch of two long-haul routes to Mexico and Jamaica direct from Dublin Airport during summer 2016 and to showcase the aircraft to the travel industry. Balbriggan Golf Club (BGC) turned pink recently in aid of National Breast Cancer Research Institute (NBCRI.) The event was organised by Elaine Whelan, who said she was delighted with the turnout on the day as the timesheet was completely full and the weather was beautiful. The ladies and men all looked splendid in pink. On the day there was a separate competition for the men and the ladies. Hugh Devlin of High Street sponsored a prize of a Pink Bicycle for anyone good enough to get a hole in one. Lady Captain Collette Guildea presented the prizes on the night. Water Survey Now Open ‘Public Participation in the Identification of Bathing Waters for 2016’ is now open for submissions. The County Council are asking people who swim at beaches, lakes and rivers to tell them if they think they should maintain

Huge Opposition To Portmarnock Lidl Site By Patrick Finnegan The proposed siting of a Lidl supermarket at the entrance to St Anne’s estate in Portmarnock, is being vehemently opposed by local residents. A meeting was called last Thursday at St Anne’s Parish centre, which drew a large attendance, estimated at over 200 people which was addressed by local representatives, including Senator Darragh O’Brien, Cllr Eoghan O’Brien and Cllr Brian McDonagh. The proposed development will consist of the construction of a two storey building, including a supermarket, two retail units and one café, all at a height of over 11 metres and covering a gross floor area of 2,740 sq.m. The site is bounded by St Laurence O’Toole Ave to the south, St Brigid’s Ave to the east and Church Ave to the north. The County Leader spoke to some resi-

Swords Club “Badly Needs New Facilities” By Jennifer McShane Swords Manor Football Club are currently undertaking a series of fundraisers to provide muchneeded changing facilities for the many boys and girls who are involved with the local club. According to one of the club’s coaches, they are in “dire need” of a clubhouse with changing facilities, as they have “nothing at all” at the moment. “We absolutely need new facilities,” Under-8 coach, James Keane told the County Leader. “We have no facilities at the moment and an average of 14 teams, 40 children and six coaches, so we need something done. The club can’t continue the way it is or even think about expanding until this is sorted out,” he added. “We’ve taken it upon ourselves to start
crèche across the road and this represents a real safety hazard for children here. They didn’t even consult with us. This will either make or break Portmarnock,” he said. This view was echoed by residents, Audrey Ward and Sandra Dunleavy, who also believe that the traffic issue and parking were going to be major prob-
lems. “Traffic in the area is already very heavy. If I need to turn right at the exit from the estate, I will now have to turn left to the nearest junction and then turn back. It will cause further chaos. While something is needed here, we all feel that Lidl is inappropriate for this location,” said Audrey. Senator Darragh O’Brien said, “Residents are very
fundraising to get some funds organised, and the first of these events is a Strictly Come Dancing evening on Saturday, 11th July in Kettles Hotel in Rolestown. We’re hoping for a big turnout on the night,” he continued. The club caters for both boys and girls from the age of four to adults. It was formed in 1995, and has won over 45 trophies in its 20-year history. From now until 28th June, the club will be running mini leagues, and over 200 children will be attending. “As we do not have changing facilities or toilets at present, this seriously hinders the growth of the club,” added Club Chairperson, Clem Whelan. “This also presents us with health and safety issues. With assistance from the County Council, we are trying to rectify the situation. Fergus O’Carroll and Annette O’Neill have been extremely helpful to us. Our ‘Strictly’ fundraiser is the biggest undertaking the club has participated in. The finance raised will be used as capital to build a viable facility to use, including the local school when they use the local soccer pitches,” he said. “I would like to thank our Strictly dancers and many sponsors for their help, which is very much appreciated,” he concluded.

concerned, and rightly so, about the scale of the development and how it looks and this meeting is to arm people with information, so we can make very good submissions to the planning office and objections to it. This is really out of keeping with such an historic part of Portmarnock. It needs something in character there. Everyone agrees that something needs to be built there, but let’s try to get something decent,” he said. Cllr Brian McDonagh (Lab) said, “Opinion is divided on the development and there is real concern over the height of the development , as well as parking and traffic issues. Many people don’t want a supermarket here, while others may be in favour of having something here, so it’s very important that residents’ concerns are addressed properly and that’s really what we’re looking to do,” he said.

Majority Of Local GPs Sign Up To Scheme The recent news that the Government is providing free GP care to children under the age of 6, has been welcomes as a major step forward by most people in the North County. The good news is that the majority of GPs in the county are in favour of the scheme, with the majority either signed up already, or in the process of doing so. As GPs are independent contractors, it will be up to each doctor individually to decide whether they sign up for or opt out of this new arrangement. The County Leader spoke to a number of doctors in the area, and in the majority of cases, the reaction to the scheme was favourable. Some however, were not in favour, as they felt they were already at full capacity, and registering for the scheme would result in them being unable to provide a full service to their patients. This however, repre-

sented a small majority of the doctors we spoke to. The further good news is that every town in the North County will have at least a number of doctors signed up, which will come as good news for parents. This represents the first phase in the provision of free GP care for the entire population and is part of the Government Health Reform Programme, Future Health, to create a single tier health service. This is supported by Universal Health Insurance with universal primary care including GP care without fees at the point of services. In addition to providing GP care for all under 6’s, the new contract will also include the provision of periodic wellness checks for children, once at age two and once at age five, which are focused on health and wellbeing and disease prevention. It means that no parent of young children will ever be in a position again where money becomes an obstacle to bringing their child to a GP. At the time of going to print, a total of 59 per cent of GPs in North County Dublin have registered for this scheme. This is a very encouraging figure, given that registration only opened last week, and the chances of more GPs joining is very likely.

Balbriggan Youngsters At CaderDojo Awards Young coders from Balbriggan were among the hundreds who gathered at the RDS on Saturday last to demonstrate apps, websites, games and even robots they made for this year’s CoderDojo Coolest Projects Awards 2015. Now in its fourth year, the CoderDojo Coolest Projects Awards 2015 attracted more than 500 entries from young people across Ireland and the event celebrated their creativity and coding skills. Outstanding projects included an app to tell you the safest route to get to your destination, a game to encourage cleaner seas and a website that lets kids review books. Mary Moloney, CoderDojo Global CEO, said Coolest Projects was a fantastic day for everyone involved: “There was an incredibly high standard of projects delivered by the kids using all types of technology. But what made it most special for me was the kindness and the both supportive and fun atmosphere.
All the 500 competitors and 5,000 visitors were part of the only event of its kind in the world and just seemed to get how cool that was.” These awards recognise and honour the coolest kids on the block and also demonstrate the phenomenal growth of CoderDojo. Through these events and organisations, participants can be smart, creative, clever and cool all at the one time. Noel King, founding member of Coolest Projects, said the event wowed everyone who attended, with everything from awesome platform games, to eye-catching designed animations, and wearable technologies. “These young people challenged themselves to change the world around them with technology, and what they created was truly inspirational. This was evidenced by projects using technology to help people with memory loss, Cerebral Palsy and road safety - the outputs were truly inspiring.”
Rush Community Text Alert System (CTAS) is in the process of being set up in Rush town. After a positive follow up meeting with local Garda representatives, a community text alert system was offered to Rush as one method to assist with crime prevention. The new text alert system is being facilitated by by Rush Community Council. Jennifer McKenzie, Manager of Rush Community Centre said that the scheme is greatly needed in the area, as residents are more aware than ever of the lack of Garda presence in the area, thanks to the closure of the Garda station. “We’re seeing a rise in theft and more and more crime in the area, so we just feel that we need something to tackle and highlight this,” she said. “We currently have about
80 people signed up and we need about 300 to really get the scheme up and running.” “The text alert scheme is also a way for the local people to really take control of the crime in the town, so we’re encouraging as many people as possible to sign up and be involved. Eamon Price from Rush Community Council added: “We are happy to assist in facilitating the set up of a text alert scheme, but we need the numbers to do this. Lusk Resident Selected For National Vichy Campaign Suzanne Walsh from Lusk was given the chance to work with international skincare experts Vichy for its new campaign, Vichy Works for Me which focuses on celebrating the tailored skincare routines that work for real Irish women. As part of the campaign, Vichy teamed up with a dermatologist, a nutritionist, a life coach and Vichy expert Janette Ryan to help Irish women with their skin care needs, from the inside out. Suzanne was picked after being approached by a beauty advisor in her local pharmacy in Lusk last year. Suzanne, who is a stay-at-home mum, says that looking after her four sons leaves her with little time to look after herself. She says that she has oily skin that can be temperamental and shows signs of dehydration, fine lines and imperfections. Lusk Bridge Club Going Strong In September 2013, a group of local enthusiastic card players formed Lusk Bridge Club. Classes commenced under the instruction of Margaret Kelly. Participants began to learn about the game of bridge using the newly refurbished parish centre as the venue. The club were able to purchase tables and other equipment with the support of the County Council. Over the past couple of years, the club has expanded with members coming from all over the North County. The County Council gave the group a further grant this year with which they were able to purchase a computer which was needed to assist in the game.

Big Guns Recognise Swords’ Potential A new study has determined that Swords is regarded as a destination of choice for the most sought after food franchises in the country. The study showed that there are more international food franchises like McDonald’s, Burger King, KFC, Subway, Domino’s and Costa in Swords than anywhere else in Ireland, per 1000 people. There are nine such outlets, which translates to 0.24 outlets per 1000 people, ahead of places like Dublin city, Cork city, Limerick, Galway, Waterford, Dundalk, Drogheda, Bray and Navan.
This can only be viewed as great news for Swords, given that these international franchises use the most up-to-date market research before deciding to locate to a particular town. These are shrewd analysts, who will not consider locating to an area, until they are fully satisfied that their brand name will be protected in the process. He proposed the development of a “Shop Front Improvement Scheme” to improve the overall appearance of shop fronts and commercial properties that front onto public streets within the Swords and Balbriggan areas. The Council responded positively to the motion, and explained that the initiative could go ahead, provided that businesses and stakeholders assist and are willing to take part in the scheme. “A Shop Front Improvement Scheme was carried out in Balbriggan in 2012 2013. As part of an ongoing commitment to professional artists, County Council’s Arts Office are offering a one-year Graduate Studio Award in BLOCK T with a solo exhibition in 2016. This residency will be offered to one graduate, the opportunity is part of a series of initiatives by Fingal Arts to promote and support the professional practice of emerging artists. Minister Reilly Launches National Children’s Strategy Minister for Children and Youth Affairs, Dr James Reilly recently launched a new national strategy, intended to ensure that children and young people have a voice in decision making that affects their lives. The National Strategy on Dr. James reilly TD Children and Young People’s Participation in Decision Making (2015-2020) is the first of its kind in Europe. Speaking at the launch, Dr Reilly said, “We are proud to be the first country in Europe to develop a National Strategy on Children and Young People’s Participation in Decision Making. The goal of this strategy is to ensure that children and young people have a voice in decisions about their individual and collective everyday lives in their communities, in education, on their health and wellbeing and in legal settings.” The strategy is primarily aimed at children and young people under the age of 18, but embraces young people in the transition to adulthood. It is guided and influenced by the United Nations Convention on the Rights of the Child (UNCRC) and the EU Charter of Fundamental Rights. “In Ireland, the consequences of not listening to the voices of children and young people have been well documented,” said the Minister. “Reports such as the Kilkenny Incest Case, the Roscommon Case, the Commission to Inquire into Child Abuse and the Report of the Independent Child Death Review Group are stark reminders of the failures of individuals and systems to listen to and act on the voice of the child.” He continued, “To ensure that the failures of the past are not repeated, processes and systems must be in place to protect children by giving them a voice, listening to that voice, empowering them to act and, where appropriate, acting on their behalf. This strategy sets out measures to ensure that our most vulnerable children are listened to, asked the right questions and better protected with actions that emphasise the importance of staff training and support,” he concluded. The Minister also highlighted current work involving consultation with young people on behalf of different government departments including with the Department Arts, Heritage and the Gaeltacht on Ireland 2016, with the Department of Health on the forthcoming National Obesity Strategy and with the Department of Justice on children living in Direct Provision.

Cuddles Pet Store in Millfield Shopping Centre held their annual Pet Show and family fun day on Thursday last. This is their third year hosting this event, and Jim Wood, co-owner of Cuddles said it was a resounding success. “It was all about cat and dog nutrition and about keeping animals at a healthy weight, as being overweight is now a real problem for a variety of reasons,” he said. The event was attended by a large number of pet owners, mainly cat and dog owners, who came from all over to get advice on how to keep their pets at a healthy weight. A veterinary nurse was in attendance to provide help and advice on the nutritional needs of their dogs. There was also a pet weighing scale in store, where dogs were weighed to see how much weight they needed to lose. This all-day event culminated with a pet show in the evening. One of the highlights of the evening was a competition for the ‘Best Begging Dog’ with the winner receiving some low-calorie treats for their efforts. There were also some excellent dog toys which were given away on the day. All in all, the day proved to be very successful and many dog owners left very satisfied with the advice provided by the excellent staff at Cuddles Pet Shop, in their efforts to keep their pets in optimal health.

Flavours Of Fingal Is Almost Here The 2015 Flavours of Fingal County Show, now in its fourth year, was recently launched by model and animal lover Thalia Heffernan at Newbridge House and Farm, in Donabate. The two day county show takes place on the 27th and 28th of June. The North County area boasts the finest fresh food produce in the entire country; the area produces over a third of the country‘s fruits, vegetables and potatoes. The establishment of the Flavours of Fingal County Show in recent years has unveiled the food credentials of the area amongst the wider public. The food village will again take centre stage in the historic walled garden of Newbridge House. There you’ll find a vibrant food market brimmed with a mix of food stalls featuring good food in abundance from the North County area. This year, the event will play host to forty additional artisan producers offering even more tasty treats. Cookery demonstrations will also be in full swing

some countries may opt to do so before committing themselves at EU Council level. As it is a Trade Agreement and not a Treaty, it does not require a constitutional referendum in the Republic. Most see a trade agreement as the reduction or abolition of Tarff’s, Quotas and

But the EU Mandate makes it clear that areas such as Public Health Care, Social Services, Education and Water Services are excluded from such open market competition. The EU has imposed restrictive condi-

Most accept that the removal of such obstacles to trade would increase specialisation within trade sectors providing the potential to reduce unit costs, grow the market and deliver product at a better price to the consumer. But while TTIP will permit such changes, this is not the full story. The removal of non-tariff barriers has the potential to create real trade increases in both directions. These see removal of redundant regulations and or harmonisation of the standards as they apply to the “same” product type. This would reduce costs for manufactures that trade in both markets. This does not mean that the standard in either market is lowered it means it will be the same in both. It could force improved standards to be adopted to meet those that exist in the other market. A simple example is wiring in a car: EU says it must be a blue wire the US says it must be a red wire, TTIP says let’s change it and call it brown. It is estimated that the appli-

The Government of each State can decide what a “Public Service” is, provided that it is not already part of the open market. The Investor State Dispute Settlement (ISDS) proposed in TTIP already exists in almost every trade agreement around the world. It has done so for 40 odd years or so. ISDS proposes to allow business, irrespective of its size, to challenge Governments who renege on or unfairly change an element of an agreement or trading conditions entered into by them. ISDS disputes would be dealt with under arbitration and not in public courts. This has led to claims that the arbitration system favours the multinational. The counter argument is that it is faster and more cost effective is open to all businesses irrespective of their financial standing. Arbitrators are drawn from the legal or specialist profes-
The EU and the US are the process of negotiation of a trade agreement known as TTIP which stands for Transatlantic Trade Investment Partnership. The European Commission received a Mandate from the Council of Ministers under the Irish Presidency to open and conduct the negotiations with the representatives of the United States. That Mandate gave instructions as to how the Commission would conduct the negotiations Their Mandate requires that the Commission report to both the Council of Ministers and the European Parliament on a regular basis. It requires the negotiators to be guided by the instructions of these bodies. The American negotiators in turn received a mandate from their Government in similar terms. This requires them to report to the Government who must secure the agreement of The House of Representatives and the Senate. Within the wider European community there are three groupings each comprise politicians, civic society and vested interests etc. The three blocks are; those committed to the signing of an agreement, those opposed to any agreement with both of these groups steadfast in their positions. And then there are those who see it as a good idea, but have reservations. Those opposed say that the negotiations since beginning last February are secretive, undemocratic and designed to enhance the profits of multi-nationals, without having account of the citizens’ needs. Those in favour point to the number of existing and pending trade deals which are in place throughout the world. How these grow economic development and that without such growth provision of increased employment and wealth, is not sustainable. The stated intention is to have the agreement approved while President Obama is in office. For the Treaty to be approved in the EU, it requires the approval of Parliament and all the 28 Member Governments at the EU Council. While it is not required that the draft Treaty be put to the individual parliaments, it appears that

Those who see TTIP as a good idea with reservations share many of the arguments put forward by those who are totally opposed to any agreement. These points range across Food and Environmental Safety, Democracy, Public Service Delivery, Banking Regulation, Privacy, Jobs and consultation with the Public. The European Citizen’s Initiative which is campaigning across the EU has some two million signatures seeking the rejection of TTIP and CETA which is an EU- Canada deal. Those in favour say that all these items are adequately covered in the Dublin Mandate given to the Commission. Yet in recent months, the negotiators have had to capitulate on the question of openness and allow access of their papers to the general membership of Parliament, while affording access to National Governments. Previously both groups were permitted limited access in controlled circumstance and had to provide undertakings of confidentiality. Parliament was to vote on June 10th setting out its directions to the negotiators for the next round of discussions, but at the last minute the president of the Parliament deferred the vote as it was clear that his own S&D Grouping could not deliver the numbers to honour the party’s leadership’s commitments reached with the EPP and ALDE members. There seems no prospect that the proposed time frame of sign off by the end of 2016 will be met, as the US seems to be having much the same problems in getting agreement on progressing trade agreements as the EU. Two days after the EU deferral the US Congress rejected the Trade Promotion Authority Bill; this had passed the Senate. This bill would allow the President sign off Trade Agreements without referral to the Hill.

Christopher Nugent, like many of the Irish Volunteers, was only seventeen when he joined the Volunteers in 1914. He lived on Main Street, Swords, where his mother ran a hotel/boarding house. He took part in many of the skirmishes involving the

He took part in the attack on the RIC barracks in Donabate and seized the Sergeant’s rifle there. He was also at Swords, although there, the RIC did not put up any resistance He participated in the battle at Ashbourne and was instrumental in warning the forward party of the arrival of the RIC. After Ashbourne, he was part of the squad that returned to Newbarn, where, along with the rest of the Brigade, he surrendered on the Sunday after Easter. He was taken to Richmond Barracks and from there to Wandsworth Jail by cattle boat. He ended up in Frongoch Prisoner-of-War camp. He was part of the first tranche of prisoners to be released in August 1916. He returned to active service in 1917, taking part in raids for rifles and guarding prisoners. He was a member of the attacking party at Remount
Barracks in Rush, Malahide RIC Barracks and Santry RIC Barracks which was burnt. One of the most daring and successful raids in which he participated was on the aerodrome at Collinstown. With information provided by workers in the aerodrome, a raid was undertaken to get arms. The men who participated entered the aerodrome and, after disposing of the guard dogs, caught the guards unaware and tied them up. They then gathered as many rifles and rounds of ammunition as they could lay their hands on. All told, they got seventy five rifles and 5,000 rounds of ammunition. The arms were divided in two, some brought into the city, to Clonliffe Road, and the rest to the Naul. The car bringing the arms to the Naul had been commandeered and it broke down on its way to the Naul and had to be pushed for the last three miles before the arms could be unloaded. The car then had to be pushed at least two miles away from the dump. He was on the run for a lot of this time, sleeping on the Lawless farm when he could and working there occasionally. In all, he would have been on the run for at least a year before the truce. Christopher Nugent died on May 16th 1966. His daughter and grandchildren still live in the Rolestown area.

Funding Needed For Vital Cycle Projects Continued from page 1 “currently funding land acquisition and associated costs, but there are insufficient funds to allow construction to resume. The National Transport Authority (NTA) has indicated that no funding would be available for this scheme in 2015,” according to the Council. Maguire acknowledged that it was difficult to acquire funding if the NTA said there was none, but said that it should be about prioritising. “It’s about prioritising different projects,” she said. “The issue here is that the NTA aren’t prioritising smaller projects, such as the cycleway and that’s the problem,” she continued. “We know it’s not going to be possible to get funding for every single project in a year, but what we need to see is the Council actively making sure that projects are being
looked after in the long term, as they are very important to the people of Balbriggan.” There is another important reason the Skerries to Balbriggan cycleway needs to happen. Last year, there was much talk about the anticipated Estuary cycleway/ walkway, which will link Malahide to Donabate. Upon completion, the Skerries/Balbriggan cycleway will feed into this, providing a further link to our beautiful coastline. The Council also said they will be considering plans for cycle routes linking Swords to Knocksedan. This is a project that will also require funding to get off the ground, and local councillor Darragh Butler (FF) also stressed to the Council that such a walk and cycleway could greatly maximise tourism potential for the area. Butler said he wanted
a walkway/ cycleway from Swords via Knocksedan to Rivermeade, following the Ward River; and to consider including St. Margaret’s and Dunsoghly Castle in this. The Council responded positively, saying that the cycle/walkway was an option in a new masterplan that they were currently considering for next year: “Work on a Masterplan for the Ward River Valley Regional Park will commence later this year and this plan will include plans for cycling and walking routes linking Swords to Knocksedan,” the Council explained. Butler was delighted with this response, and said: “This is brilliant news and after years and years of following up on this issue, I am delighted that this masterplan will commence later this year. Money Lenders Forced into Debt Write-Offs! Continued from page 1 Provident was fined €105,000 by the Central Bank last December after the illegal refinancing of existing loans was brought to its attention through Pearse Doherty. He criticised the Central Bank for failing to do more to ensure that affected customers were compensated for having loans illegally refinanced. The fact of the matter is that it is illegal to be given a new moneylender loan before an existing one is paid off. A ruling by the financial services ombudsman has set a precedent for compensation, which only applies to moneylending borrowings. This does not apply to banks or credit unions who operate under a different licence. People in the North County affected by this breach of the rules by a moneylending service can take a case to the financial ombudsman, which is a free service. To go down this avenue, you need a letter from the moneylender refusing to offer you compensation. The difficulty facing many local people in need of cash, is that the moneylender may be their only source of funds and they may have no alternative but to pay the exor-
bitant interest rates of up to 188 per cent. Moneylenders may refuse to deal with people who are seeking a loan write off and refunds from them, prompting some soul searching for affected consumers. In this instance it is advisable to make a claim, and open a credit union account. We asked Member First Credit Union, formerly Swords & District Credit Union to comment on what people involved with money lending companies should do. CEO, Fiona Cunningham told the County Leader: “Member First Credit Union urges its members to avoid moneylenders. We were founded to provide affordable credit for anyone who needs it. People often turn to moneylenders when they feel they really have no other option. The reality of this situation is that borrowing from a moneylender will result in a spiral of debt. We would strongly advise those who are considering this type of finance or those who find themselves in financial difficulty to visit their Credit Union and speak to a member of their loans team,” she said.

Under the new measures, Gardaí will be able to arrest drivers driving while disqualified, and bring them to court as early as the next day, or even on the day of the arrest, if a court is sitting,” he said. “The new power of arrest represents the seriousness of the offence and provides An Garda Síochána with the necessary power to deal swiftly with this offence. I expect that this will have a very significant deterrent effect for persons who drive while disqualified and ultimately enhance safety on our roads,” he concluded.
